INTRODUCTION When divers discovered that sections of a tunnel housing the pipeline that conveys wastewater from the Charleston Peninsula to the Plum Island Wastewater Treatment Facility had caved in, the Charleston Commissioners of Public Works(CPW) moved quickly to determine a long term solution for the city’s collection system, immediately focusing on the Ashley River sewer tunnel along the western boundary of the peninsula. Working with the Charleston community, as well as federal, state, and local officials, CPW developed a fast track yet long life design that can be used as a model for underground construction of tunnels in urban areas. The paper that follows summarizes key aspects of the Ashley River sewer tunnel project. HISTORICAL CHARLESTON Charleston, South Carolina is a culturally significant and historic city that was originally settled in 1670. There are over 100 buildings on the National Register of Historic Places within the Charleston area. Additionally, the first shots of the American Civil War were fired at Fort Sumter in the Charleston Harbor in 1861. As one can imagine, tourism generates significant business for the area with over 1.5 million people visiting Charleston each year. No project, especially one that requires digging, is done within the old city on the Charleston peninsula without careful planning. Many precautions are necessary to prevent damage or disruption to the historical properties. The Ashley River sewer tunnel project is exclusively in the old city. A lot of work was done during the design phase to minimize the impact to historical properties. Some of this work included: an archeological study (where pre-digs were monitored at all shaft sites by an archeologist); a building/structure assessment study (where structures near a shaft site were completely surveyed and cataloged); and an environmental study.

Optimizing final pit limits for stochastic models provides access to geologic and economic uncertainty in the pit optimization stages of a mining project. This paper presents an approach for optimizing final pit limits for a highly variable and geologically complex gold deposit. A heuristic pit optimizer is used to manage the effect of geological uncertainty in the resources within a pit shell with multiple uncertainty rated solutions. The uncertainty rated pit shells follow the meanvariance criterion to approximate the efficient frontier for final pit limits. Stochastic dominance rules are then used in a risk management framework to further eliminate sub-optimal solutions along the efficient frontier. This results in a smaller set of final pit shells that could be further analyzed for production scheduling. Additionally, the original solutions are analyzed for changes in the mining limits and two regions are targeted as potential regions for further exploration.

For this reason a raw material policy, both national and international, is necessary to ensure access to new mineable deposits which are still available in Germany. Further on, knowing market conditions is a must for sustainable development. At least sustainability and resource efficiency in potash and rock salt mining are achieved by constantly developing new technologies as well as optimizing the organization and improving qualification of workers."

Occupational noise-induced hearing loss (NIHL) has been recognized by the National Occupational Research Agenda (NORA) as the most common job-related disease in the United States. Roughly 30 million workers are exposed to excessive noise levels or toxins that are potentially hazardous to their hearing. The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR)is investigating noise controls to reduce operator overexposures caused by haul trucks used in underground metal/non-metal mines. To identify the most significant contributors to the overall sound level, Source Path Contribution (SPC) analysis was conducted. Noise dosimetry and time-motion analysis were also conducted to quantify operator noise exposure. SPC analysis determined that, under high idle conditions, a source near a hydraulic pump mounted to the rear of the engine and the engine cooling fan were the major noise sources. The time-motion/dosimetry analysis showed that the operators accumulated more than 90% of their noise exposures while they were hauling ore to the dump site and traveling back to the load site unloaded.

Texas is a major producer of industrial mineral resources required by the state’s ever-growing population that now exceeds 28 million. Texas typically ranks in the top three states for the value of non-fuel mineral production with a total value of $5.2 billion in 2017, accounting for 6.9% of the total US mineral value. Almost 90% of current Texas industrial mineral value comes from the production of cement, crushed stone, industrial sand, and construction sand and gravel. Construction material consumption is focused in the 25 metropolitan areas of the state with populations of > 100,000 residents. Industrial mineral consumption is dominated by the four most populous regions of the state—Houston, Dallas-Fort Worth, San Antonio-New Braunfels, and Austin-Round Rock—with an aggregate population of more than 18 million. More than 11,000 employees work in Texas mining and processing operations. Texas produces more crushed stone than any other state from more than 200 quarries; a similar number of operations produce sand and gravel. Specialty industrial sand production for use as proppants in hydraulic fracturing for enhanced petroleum production serves as an excellent example of how developments in one industry sector can markedly affect another industry; the production of industrial sand in Texas has markedly increased over the past decade, reaching $1.3 billion in 2014. With Texas’ population projected to reach 50 million by 2050, continuing in-state development and production of industrial minerals will be required to supply its residential, commercial, and industrial users. Favorable geology and economic factors provide opportunities for identification and development of new industrial mineral production sites.

Exploration for seafloor massive sulfides is currently mainly focused on investigation for active hydrothermal vent fields. However, most of the resource potential is thought to be related to inactive, large deposits that had enough time to accumulate sufficient tonnage. At the same time, ageing of these deposits will ultimately result also in burial acted by either sediments and/or volcanic deposits. We currently lack the technologies to explore for these deposits in a time- and cost-efficient manner. In the fall of 2012 we used a number of AUV-based technologies to explore and image a sulfide occurrence at the Palinuro Volcanic Complex in the Tyrrhenian Sea (Mediterranean Sea; Fig. 1) where sampling and drilling have documented a buried polymetallic barite-pyrite dominated site (Petersen et al., 2014). Sulfide mineralization is here covered by volcaniclastic and pelagic sediments and only red sediment staining and the presence of few tubeworm bushes indicated recent hydrothermal activity - black smoker venting is absent. We used AUVbased high-resolution bathymetry, sidescan sonar imaging, subbottom profiling, as well as magnetics to describe, in a quantitative way, the previously known sulfide-bearing areas as well as to successfully explore for new hydrothermal sites including large chimney structures (Figs. 2). Additionally chemical sensors (CTD, Eh, turbidity) investigated the water column for signs of hydrothermal activity in areas not previously investigated, but at the end, only weak anomalies were found in the southern part of the summit.

Longwall mining has existed in Utah for more than half a century. Much of this mining occurred at depths of cover that significantly exceed those encountered by most other U.S. longwall operations. Deep cover causes high ground stress, which can combine with geology to create a coal burst hazard. Nearly every longwall mine operating within the Utah’s Book Cliffs coalfield has been affected by coal bursts.

??care has to be taken that the design is driven by sound geological reasoning and rigorous engineering logic rather than by the very attractive images that appear on the computer screen.??Hoek 1999 Design of a cavern is inextricably linked to the engineering geology of the site. The importance of sound geological reasoning will be illustrated by transportation projects in New York City where there are proposals for at least 11 caverns. These caverns have been the subject of advanced exploration techniques and geological interpretation but even so the raw data falls short of the sophistication of modern numerical methods. This paper will give geological explanations for the engineering characteristics of the rock in New York City which will provide guidance for practitioners when approaching cavern design in New York and elsewhere.

Evidence of hydrothermal activity on two Mid-Atlantic Ridge oceanic core complexes (OCCs), at 13º30’N (the Semyenov 1 through 5 fields) and 13º20’N (the Irinovskoe field) (Fig. 1) were studied using CTD casts, dredges, TV-grabs and SP surveys during previous research cruises to these sites (Cherkashev et al., 2013, McLeod et al., 2009). In late 2013, the Semyenov and Irinovskoe fields were revisited, this time with an autonomous underwater vehicle (AUV) and a remotely-operated vehicle (ROV) during the ODEMAR (Oceanic Detachments at the Mid-Atlantic Ridge) cruise on the French research vessel "Pourqoui Pas ?". Here we present the first visual surveys and direct sampling of these vent sites. High-resolution (~2 m) bathymetry of the 13º30’N and 13º20’N OCCs and their associated vent fields was collected during 4 and 5 AUV dives, respectively, using the GEOMAR AUV "ABYSS" (Fig. 1). These surveys were flown between 70 m and 100 m above the seafloor, typically at a constant height to reduce vehicle movement. The AUV was equipped with Eh, turbidity, and temperature sensors in order to detect active hydrothermal venting. Over twenty ROV dives with the ROV "VICTOR 6000" allowed for the visual exploration of the OCCs and collection of 59 hydrothermal rock samples from the vent fields. As a result of these exploration activities, the first robust estimates of the size of the deposits, and the geologic controls on sulfide accumulation at these sites can be determined.

Groundwater inflows during construction pose one of the greatest risks to the successful completion of tunnel projects. Inflows can result in safety concerns, difficulty in mining and ground support, impact sensitive environmental habitats, create surface settlement and increase costs. Adequately planned pre-excavation grouting programs benefit both the Owner and Contractor in reducing risks and controlling project costs and potential schedule delays. This paper outlines strategic guidelines for assessment of site conditions for pre-excavation grouting hard rock tunnels. It also describes the design of pre-excavation grouting programs with respect to project requirements.

Goldex Mine is an underground mine located near the town of Val-d?Or. Multiple innovations were required to work the mine. Due to its low grade, it was important to develop a bulk mining method to economically extract the ore. The method used is a combination between shrinkage stope and long hole stope methods. This modified method is more than adequate; however, all of the ore body must be liberated in a very short period of time. Therefore, to bring down 23 Mt of ore, large blasts up to 1.8 Mt are required. The situation is also complicated by the fact that the mine is located in a residential area. No less that 40 homes are built within a 1 km radius of the mine site. In addition to managing mass blasts, means must also be found to mitigate the vibrations produced by the blast to diminish the disturbance to the neighbourhood. Therefore, the mine used numerous tools to properly plan the blasts and reduce the impacts. A program to control vibrations was one of the first tools put in place. The program?s aim was to draw up an action plan to ensure a follow-up of the homes by inspecting them. The second tool was to develop a methodology to plot a reliable attenuation curve and to adequately determine the maximum charge weight for each blast. Finally, effective communication tools were developed to inform the neighbourhood. There was a huge amount of work to be done in relation to the bench. Reliable and fast loading techniques had to be found to load large blasts in a very short period of time. Adequate logistics had to be developed to send underground more than 20,000 kg of emulsion per day while performing the daily underground operations. Technology had to be developed to adapt the i-kon electronic blasting system to large blasts. Since the control of the charges was the major factor to reduce surface vibrations, it was important to employ loading techniques that would permit decking of the long holes to reduce the charge weight per delays without adversely affecting the loading. All of this work requires an enormous amount of energy but also close collaboration between the different stakeholders (various departments, suppliers and consultants).

The Deep Underground Science and Engineering Laboratory (DUSEL) is to be constructed at the defunct Homestake Mine, in South Dakota. As a cornerstone of DUSEL?s research program, it is intended to conduct experiments into the fundamental nature of neutrino and proton particles. The experimental apparatus required to con-duct these experiments will be housed in large rock cavern(s) sited at depths of over a kilometer. As conceived, these cavern(s) are planned to have mined volumes of up to half a million cubic meters, and spans of approximately 50 meters. The paper will describe key end-user requirements, and outline the in situ rock conditions and mine site constraints that are likely to play determinant roles in identifying candidate sites and developing cost-effective design options(s).

Many different types of mobile equipment used in surface coal mining utilize enclosed cabs to protect equipment operators. The overburden removal process is extremely dusty and can cause excessive exposure to respirable dust, especially crystalline silica. After equipment is used for years, many components of the enclosure deteriorate and its effectiveness is greatly reduced. This report discusses a cooperative research study performed on an Ingersoll Rand DM45E surface drill, retrofitted with a new Sigma pressurization and filtration system. Respirable dust concentrations were substantially reduced from 0.64 mg/m3 during pre-testing to 0.05 mg/m3 during post-testing with the new system, representing a 92% reduction in dust levels in the drill cab. This new system appears to be a very well-built and sturdy device, well-suited for the mining industry.

The analysis of equipment trends in AUSIMM?s Revision of Monograph 19; Australasian Mining and Metallurgy Operating Practices (AMMOP) in the paper by Dight et al (in press) raised some interesting and in parts disturbing trends in the Open Cut Mining Industry. According to the US Bureau of Labour Statistics the US mining and petroleum industries? productivity is down by 12% since 2004 while the Australian Bureau of Statistics shows the productivity of the Australian mining industry is down by 34% since 2001. In terms of open cut equipment median output for draglines is down by 15% since 2003; electric rope shovels are down by 41% since 2003; hydraulic excavators are down by 39% since 2008; front end loaders are down by 39% since 2007 and trucks are down by 41% since 2006. Clearly the boom has not been good for the efficiency of the mines. During this same time, best practice (defined as the average of the top 10% by annual output per unit of input) has declined but not by as much as the median (eg. shovels down by 8%, excavators down by 19% and FEL?s down by 5%). This paper will build on the analysis of AMMOP to understand the differences occurring between median and best practice and identify the factors contributing to the decline in performance. As the industry enters a period of potentially lower prices for commodities and reduced margins pressure will be brought to bear on mine sites to start moving more with the equipment they have. An understanding of where efficiency has been lost will be a key component in that. The information contained in AMMOP, and the subsequent analysis of that information in papers such as this one will be crucial to reversing the decline in open cut equipment performance.

With decreasing ore grades, the tailings of mining operations are becoming of increasing interest as metal-containing secondary raw materials. The objective of the current work was to investigate chloride leaching of gold, copper, cobalt, nickel, and zinc present in the flotation tailings. In the current study, the effect of cupric ion as an oxidant (0–50 g/L) and NaCl (150–250 g/L) on metals extraction was investigated. The other parameters, such as pH (1.8), temperature (95 °C), solid/liquid ratio (25%), oxygen feed rate (1200 mL/min), leaching time (24 h), and stirring rate (950 rpm), were kept constant. Gold dissolution rate was shown to increase with increase in cupric ion concentrations up to 50 g/L. Also, increase in NaCl concentration up to 250 g/L increased gold extraction. Majority of the copper present in the flotation tailings could be dissolved with all the all solutions investigated. The other base metals, cobalt, nickel, and zinc extractions were also shown to increase with increase in the cupric ion and sodium chloride concentration. However, even in the absence of cupric ion addition (t = 72 h, 250 g/L NaCl), the final extraction of Cu, Ni, Zn, Co, and Fe increased up to 98, 93, 83, 76, and 80%, respectively. This shows the power of inherently originating oxidants present in the tailings. Furthermore, the solid analysis of the leach residue indicated that leaching the flotation tailings in pure NaCl may result in partial gold dissolution. The results demonstrate that significant amount of metals present in the tailings could be extracted even with only NaCl as added chemical in the presence of oxygen feed, oxidizing agents originating directly from the raw material. This can provide an advantageous cyanide-free method for extraction of metals from very low-grade tailings with low chemical consumption.

The Pipeline ore body was discovered in March 1991. The construction of the new mine and mill did not start until early March of 1996. Upon completion of permitting and corporate project approval, the 289 million USD project was “fast tracked”. The commissioning began 11 months after start of construction and the project ended 40 million USD under the budget figure. The objective of this paper is to review and highlight the Pipeline Project history from discovery, design, lawsuits, permitting, and re-design through to current - 1998operating practices. Particular emphasis will review the process design, design mistakes, and design successes. The paper will review project history, feasibility, design concepts, operator training, construction, financial and the current operation. Additional discussion will review what design features worked and which did not work within the process plant.

Introduction The Homestake Mining Co. has always been big on gold. After 108 years in the business, the company and its principal product are almost synonymous. The relationship continues. On Sept. 28, 1985, Homestake held formal dedication ceremonies for its newest gold mine - McLaughlin. The McLaughlin open-pit operation is located in northern California, some 113 km (70 miles) northeast of San Francisco. It lies near the boundaries of three counties - Napa, Yolo, and Lake - and a portion of its facilities are located in each. McLaughlin was originally the site of the Manhattan mercury mine that produced nearly 80,000 flasks of the quicksilver from the 1860s to 1978. At the September dedication, Homestake renamed the mine in honor of the late Donald H. McLaughlin. McLaughlin was with Homestake for nearly 60 years. He rose from exploration geologist to his ultimate positions of chief executive officer, director, chairman of the board of directors, chairman emeritus, and chairman of the executive committee. The discovery of the McLaughlin deposit occurred in 1978, the last year of operation for the Manhattan mine. Homestake geologists used a newly developed model and found surface gold at the mine site. That same year, Homestake signed an agreement with the property owner and began a two-and-a-half year exploration program. An initial discovery announcement of 31.1 t (1 million oz) of gold was made in 1980. In 1981, this was revised to 93.3 t (3 million oz), or 18 Mt (20 million st) of ore grading 5.2 g/t (0.152 oz per st). Expected mine life is 20 years. Construction began in September 1983, following the issuance of stage one permits. Start-up of operations took place in early 1985 and the first gold-silver dore bar was poured on March 4. Since then, more than 540 kt (600,000 st) of ore has been milled, producing about 1.6 t (50,000 oz) of gold. Of special interest at McLaughlin is the use of three autoclaves for gold extraction. According to Homestake, this is a first. The autoclaves are designed for a 90% gold recovery rate. Early results have proven yields at this rate and higher. Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

We look at the empirical evidence of coal block auctions in India to understand how competitive intensity affects the bid amounts in common value auctions. The results suggest that competitive intensity measured through the number of bidders for a coal block is instrumental in determining the bidding outcomes. The presence of higher numbers of bidders in the auction leads to higher bids - every additional bidder causes the bid amount to rise by INR 142.67 per tonne of coal for auctions studied for 127 coal blocks from 2014 to 2023. The paper also examines the moderating and mediating effect of competition on bids and on excess of bids from the comparative market price of coal from alternative source of Coal India Limited. The results indicate that competitive intensity does not have statistically significant impact on the relationship between common value of coal blocks and bids, neither as a moderator nor as a mediator. The strategic behavior of the bidders has also been observed as bidders have been seen to bid in a higher than market price in order to outbid the competitors.
