The Metals Mining Sector of the Acid Drainage Technology Initiative (ADTI-MMS) addresses technical drainage-quality issues related to metal mining and related metallurgical operations, for future and active mines, as well as, for historical mines and mining districts. One of the first projects of ADTI-MMS is to develop a handbook describing the best sampling, monitoring, predicting, mitigating, and modeling of drainage from metal mines, pit lakes and related metallurgical facilities based upon current scientific and engineering practices. One of the important aspects of planning a new mine in today’s regulatory environment is the philosophy of designing a new or existing mine or expansion of operations for ultimate closure. The holistic philosophy taken in the ADTI-MMS handbook maintains that sampling and monitoring programs should be designed to take into account all aspects of the mine-life cycle. Data required for the closure of the operation are obtained throughout the mine-life cycle, from exploration through post-closure.

The Cresson gold deposit is in the southcentral portion of the Cripple Creek mining district in central Colorado (Fig. 1). The deposit is hosted by a series of 32 Ma (Kelley, 1995) felsic to mafic, alkaline volcanic rocks that were deposited in a diatremal environment. Mineralization in the Cresson deposit is structurally con-trolled. It occurs as disseminated and vein type. Gold deposition is closely associated with potassium-pyrite metasomatism and quartz-telluride vein development(Pontius, 1992). The Cresson deposit is owned by the Cripple Creek and Victor Gold Mining Co. (CC&V), a joint venture between Pikes Peak Mining (67%) and Golden CycleGold (33%).

SYNOPSIS A Wirth tunnel borer owned by Anglo American Corporation completed a 1150m long tunnel some years ago and was subsequently extensively modified by Technical Development Services. In 1982 this borer provided new and particularly interesting information In the field of hard rock boring. The abrasive quartzltes traversed proved to be a challenge to the cutter manufacturer and the project team. This paper examines the problems faced, the solutions found and the lessons learnt.

This National Institute for Occupational Safety and Health study was conducted to focus future research on the most significant electrical problems in the mining industry. Data from 1,926 mine electrical accidents (including 75 fatalities) that occurred between 1990 and 1999 were studied. Coal and metal-nonmetal operator- and contractor-reported data are presented. All data used in this analysis were MSHA closeout data, except 1999, which were preliminary data. Electricity was the 4th leading cause of death reported in mining despite being the 14th leading cause of injuries. Electrical shock, not electrical burns, caused 70 of the 75 electrical fatalities reported. About one-half of mine electrical accidents and fatalities occurred during electrical maintenance. Suggestions for mitigating electrical hazards are proposed.

Environmental regulation is an ever growing cost to the mining industry. Requirements for such items as air quality modeling, hazardous waste disposal, selenium concentration in water and sagebrush planting consume more of the mining industry’s resources each year. The mining industry is willing to make the necessary financial commitments to assure that the air, land and water resources are adequately protected and restored. However, it is sometimes difficult to explain to management and stockholders why money should be spent on a specific issue when science and common sense indicate it is being wasted. Common sense and sound science should dictate how mining is regulated.

The ability to detect and quantify ground movements in underground mine workings is of the utmost importance to the safety of miners and continuity of operations. Rib sloughage is one of the most common forms of underground deformation. Remote sensing techniques, such as laser scanning, can be used to quantify this rib sloughage, by recording precise, timelapse point clouds of mine workings. In order to determine sloughage volumes and locations, two sets of laser scans were performed 42 days apart at a working section of an underground limestone mine. During this period, significant sloughing and scaling occurred, allowing for differentiation between the initial and final point clouds. Volumetric changes of 2.3-2.6 m3 were detected on rib faces during the time-lapse study. In addition, displacement in the mine roof was, as expected, not detected, suggesting well surveyed scans and an appropriate scan resolution.

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept.9, 2006 at the Museum Convention Center in Leadville, CO. The four inductees are Earl H. Beistline (1916 to present), R.A.F. Penrose (1863-1931), Robert M. Reininger (1912-2006) and John Stanton (1830-1906). The inductions will bring to 193 the number of mining “greats” whose engraved photographs and biographical sketches are installed in the National Mining Hall of Fame.

Groundwater inflow into hard rock tunnels is strongly affected by recharge and drawdown of the water table. Previous analytical and empirical methods for estimating inflow have generally not accounted for these factors in an accurate or systematic way, resulting is wrong conclusions about inflow and the effects of the tunnel on the surrounding environment. This paper discusses these issues and provides some simple analytical equations to estimate inflow and water table drawdown around the tunnel. Examples from tunnels in the Atlanta area are provided.

Frictional ignitions (also called face ignitions) is defined as the rapid oxidation of a mixture of methane and air with a visible flame that could last from a few seconds to several minutes. These ignitions have a potential to turn into a mine explosion and eventually a large-scale mine fire. Over the last 22 years, U.S. coalmines have had 1566 frictional ignitions. There were no fatalities but serious injuries have occurred. Every effort, therefore, should be made to prevent frictional ignitions. The preventative measures fall under four categories: (a) degasification of coal seams prior to mining, (b) adequate ventilation, (c) wet cutting or water-jet assisted cutting and (d) machine design to minimize ignitions. The paper discusses each of these techniques in detail.

At present, discounted cash flow analysis is generally accepted as the preferred method of valuation of mine projects in surface coal mining. One of the major reasons for that is its ability to take into account the time effect of money over the life-of-mine. As a looking-forward method, it requires forecasts be made with regard to economic, technological, technical, geological, and environmental conditions that will prevail in the future. All forecasts are inherently uncertain as they are a function of the uncertainty of all variables of the discounted cash flows analysis. This indicates that the only alternative for modeling the uncertainty in the project evaluation is the development of adequate risk models to serve the decision-making process. The paper offers a model of project cash flows at risk in strip coal mining, which is an integrated corporate risk management solution. The model is based on a stochastic approach that provides the answer to the question about how large is the deviation between stochastic cash flows and the planned value (or that used in the budget) at each time step of the discounted cash flows analysis, that is due to the uncertainty in the model variables. A solution is worked out for the allowable range of the stochastic cash flows variation that determines the probability of achieving the planned value of a mine project. The Monte Carlo simulation technique is used to model the stochastic behavior of the project variables. A case study of an opencast coal mine project is provided to illustrate the applicability of the risk model. The results obtained provide a new understanding of the mine project risk as a component of the project discount rate.

The labor force is of central importance. Its added value ought to be ensured. It is necessary to move away from the employees‘ hazard awareness towards a safety awareness including many other aspects in order to save costs in the long run.

The mining of coal in Alaska receives special treatment in the Surface Mining and Reclamation Act passed by the U.S. Congress in 1977 (PL95-87). Section 708 of the Act required that the National Academy of Sciences (NAS) perform a study of "Surface Coal Mining Conditions in the State of Alaska, In Order to Determine Which, If Any, of the Provisions of the Act Should be Modified with respect to Surface Coal Mining Operations in Alaska'. The special committee on Alaskan Coal Mining and Reclamation of NAS completed their study in 1980 and prepared their report (NAS, 1980). At this time, the Secretary of the Interior and the Congress have taken no special action with regard to either special regulations geared specifically to Alaska or to submitting special draft legislation to the Congress requesting amendment of PL95-87. The Alaska Department of Natural Resources (DNR) has drafted legislation which was submitted to and passed by the 1982 session of the State Legislature. The State regulatory agency has also drafted the requisite regulations necessitated by the amendments to the State's Basic Coal Mining Act. It is expected that by mid 1983 DNR will have applied for "primacy" to the office of Surface Mining, U.S. Department of the Interior (OSM). They will be submitting the amended State Law, the revised State Regulations and an operational plan as called for by OSM regulations. The presumption is that primacy will be granted to the State of Alaska under PL95-87. The Usibelli Coal Mine continues to be the only operational commercial mine for coal in the State of Alaska. It produced 7.26 x 10 kg (8 x 10 " T) of coal during 1981. The current mine was started in 1920 by Captain Lathrop, an early developer and pioneer in Alaska. It was continued by Emil Usibelli and was taken over after the death of E. Usibelli (in the 1964 earthquake) by his son Joseph Usibelli who is the current President of, the firm3 Their latest improvement is a 27.5 m (36 yd. )Bucyrus-Erie Dragline which handles most of the overburden removal. The coal is removed by a loader-truck combination. They are currently starting up the use of a unit train loading facility which handles forty cars every two hours. This loading system was a development necessitated by the Sun Eel Export contract. The Alaskan Railroad was a major cooperator in the development of the first unit train loading facility in Alaska.

Such words as scarce, tight, and critical are used in regard to supply, leading to priorities, allocations, and possible rationing as make-shift attempts to satisfy demand. Almost every day a new type of shortage appears in another product area that has traditionally been taken for granted as being in perpetual abundance. The range of coverage extends from basic commodities such as oil, chemicals, cement, steel, copper, cotton, etc., through to machine tools, motors, bearings, electronic components, etc. , to those finished outputs that satisfy our fundamental requirements for food, clothing and shelter. Signs of the times appear in cancelled airline flights, unfilled lines at gasoline stations, no available home freezers, lengthy delays in any furniture deliveries, or to that little old lady seen walking out of a local supermarket clutching her hoard of twenty rolls of toilet paper. What a sad commentary to have to make about our Land of Plenty, so long the envy of the World for its material wealth -- and today with its initials "U. S." seemingly standing for ?Unlimited Shortages.?

Introduction Syncrude Canada Ltd. is the operating company for a consortium of industry and government participants that produce synthetic crude oil from their leases in the Athabasca Oil Sands. Production from the $2.3 billion (1978) integrated mining, extraction, and bitumen upgrading and utility complex started in September 1978. Production is currently about 6.4 Mm3/a (40 million bbl per year) of high quality synthetic crude oil. This is done by upgrading the extracted bitumen from the oil sands mined. Plans are to increase the production to 8 Mm3/a (50 million bbl pier year) by 1989. At that time, the mining operation will be required to deliver 100 Mt/a (110 million stpy) of oil sand (ore) to the extraction plants, and handle quantities of waste ranging from 50 to 75 Mt/a (55 to 83 million stpy). The Syncrude plant is located at Mildred Lake, 40 km (25 miles) north of Fort McMurray and 480 km (300 miles) north of Edmonton, Alberta. Climate, particularly winter, is therefore a major factor affecting the design and operation of all the Syncrude production facilities. Bitumen production, consisting of overburden removal, oil/sand mining, bitumen extraction, and tailings disposal, account for about half the total SCO production costs. Considerable research and development, therefore, continues to be applied to improve both material handling and bitumen recovery methods. Potential applications for feeder breakers were identified in the material handling aspects of both overburden and oil sand mining to reduce cost and to attain planned production increments. Overburden removal Overburden materials on the leases comprise thin Pleistocene sands, gravel and fill, and sands, silts and clays of the thicker Clearwater Formation with the silt to clay components predominating. The latter contains multiple leases of hard siltstone with unconfined compressive strengths up to 148 MPa and thicknesses up 0.1 to 0.9 m (1 to 3ft). Characteristics of the overburden as well as the climatic environment and scale of operation present unique problems for the efficient removal of the material. In a bucketwheel/conveyor system, the weak silty clay formations require relatively flat working slopes for safe operation, while the siltstone lenses and frozen overburden require blasting or selective removal by other equipment. These factors, combined with the normal bucketwheel/conveyor design parameters, lead to high capital investment and relatively inefficient use of that capital. Sixty percent of the mines responding to the sixth annual Mining Cost Service labor survey reported increases in wages averaging 3.4% over the preceding 12 months. Only one mine reported a decrease in wages and this was accompanied by initiation of a substantial profit-sharing plan. Thirty-nine percent reported no change in wages. Thirty-seven percent reported using some form of incentive bonus plan. Mining Cost Service annually surveys coal, metal, and industrial mineral mines throughout the United States. Information about wages, benefits, and incentive bonus plans is part of an extensive data collection program to monitor cost areas of significance to the mining industry. This year, 131 mines responded to the survey. The data is collected by sending questionnaires to personnel managers at active mining operations. The information included in this article was taken from the returned forms, from labor contracts provided by some of the mines, and from followup telephone calls. This year's data was collected between November 1988 and February 1989.

The stability of surfactant-free foam films was studied using the thin film pressure balance (TFPB) technique. In pure water, it was not possible to produce foam films due to weak film elasticity and strong hydrophobic force. In the presence of NaCl, however, the hydrophobic force was sufficiently dampened to allow metastable films to form. At 10-5 M NaCl, the equilibrium film thickness reached a maximum of approximately 130 nm at pH 6.0-7.3. The thinner films obtained on either side of this pH range was due to the increased ionic strengths associated with the HCl and NaOH additions for pH control.

A novel concept involving the deployment of chemical stabilization has the potential to eliminate the need of slurry impoundments and significantly reduce the release of trace elements from the high surface area fine coal waste. The process involves mixing the fine waste generated from the underflow of a thickener operation with chemical stabilization agents to tie up the water and to create a solid waste material that can be discharged directly. Portland cement, sodium silicate, F type flyash, C type flyash and hydraulic lime were evaluated as stabilizing agents. A detailed experimental study has been conducted to identify the conditions that provide the maximum compressive strength within a short curing time. Results to date show the ability to achieve compressive strengths adequate for equipment to maneuver on using a Portland cement concentration of around 10% by weight. Quick-setting concrete was not found to enhance stabilization time and compressive strength.

Dump truck operators are exposed to whole-body vibration (WBV) levels that exceed the International Standard Organization (ISO) 2631-1. The WBV level measured by RMS acceleration value, for operator comfort, and long-term health and safety is under 0.315 m/s2 by these standards. However, fundamental research by Frimpong and Aouad (2009, 2012) and field experimental study by Kumar (1999) have shown that operators are exposed to extreme WBV levels exposing them to injuries and musculoskeletal diseases in the long-term. These extreme WBV values in the vertical direction are equal to 3.56 m/s2, 1.12 m/s2 and 0.87 m/s2 for the operator?s seat, lower-back and cervical regions, respectively. The implementation of advance control systems brings with it the expectation of improvements in process performance and controllability. Specifically, expectations include a shift in the mean value of the gross measure of process performance, and/or a decrease in process variability. When determining statistically-defensible measures of these benefits care must be taken to preclude process parameters from biasing the determination. Specifically, the effects of ore type, shift personnel, water availability, etc., must all be separated from the effect on performance of the advanced control system. Methods are presented for separating the effects of process control from other process parameters. Examples of the required data analyses are also presented.
