A selective extraction and separation of zirconium by solvent extraction with 1-octanol is proposed. The process is based on the dissolution of the metal basic carbonates in hydrochloric acid in the presence of potassium fluoride, using 1-octanol as extractant. The effect of several process parameters, including hydrochloric acid and potassium fluoride concentrations, reaction time, and phase ratio between the aqueous and the organic phase was investigated. Zirconium is enriched in the organic phase. The best extraction and separation results were obtained with the basic carbonate dissolved in 10% hydrochloric acid and 1.5 M potassium fluoride. The optimum reaction time was 15 min with an organic to aqueous phase ratio of 2:1. Based on the selectivity of zirconium over hafnium in the organic phase, a McCabe-Thiele diagram was constructed. A near complete stripping of zirconium from the organic phase was achieved using a 3 M sulphuric acid solution. Additional studies are required in order to determine the reaction mechanism and the chemical speciation of the current investigation.

The evolution of longwall mining is briefly traced from its inception in England in the 1620's. In the beginning this method recovered 90% of coal with roof closure controlled by packs and walls. Mechanization began with kerf cutting, crude face conveyors, and improved face support. Full face mining was accompanied by the introduction of self- advancing hydraulic supports. U. S. longwalls evolved a retreating system to recover blocks of coal outlined by room and pillar panels. Computer control combined with the most modern technology have greatly increased productivity. Past trends are used to predict future technological directions.

Upon completion of an underground mine design, the planning engineer is faced with a surprisingly complex problem, “What development and mining sequence should be implemented so as to maximize the return on investment?” The problem relates to the scheduling of development headings to access stope production areas in such a way that the most money is made as quickly as possible for as long as possible. The total dollar value of the stopes, the average grade, the total tonnage, nor even the profit margin do not accurately give an indication of the “proper” mining sequence on their own. This paper will outline a method being developed by the author that can create a sequence of events that maximizes the net present value (NPV) of a given development and production design using information already being generated during the design process.

The evolution of surface mine layout configuration is a function of the schedules and sequence of material excavation within the optimized layouts. The production schedules and sequence of materials movement from multi-bench and multi-face operations are difficult to plan and execute. However, the ability to maximize the profit or net present value of an orebody is largely dependent on the mining schedule. The mining schedule will determine the life of the mine, the projected cashflows, and the investment requirements over the mine life. The pit geometries, pit expansion rates and the periodic volume of materials from different benches in a multi-bench, multi-face open pit mine determine the equipment requirements. The volume of materials excavated, as well as pit layout changes from circular and elliptical geometries of an oil sands mine were modeled using analytical geometric and parabolic partial differential equations (PDEs) and solved within Matlab. The results show that the geometric values are almost the same as those obtained from PDEs for different pit configurations. The economic analysis shows that both the current mining system (CMS) and the cyclic excavator conveyor belt control system (CycEx CBCS) are viable with high NPV (= $3.20 × 1010), PI (> 19%) and IRR (> 29.02%) with short discounted payback periods (= 3.24 months). The CycEx CBCS option is more economic than the CMS option. Its NPV is 1.27 times that of the CMS option. The PI and IRR for the CycEx CBCS option are respectively 2.24 and 1.13 times that of the CMS option. As well, the CycEx CBCS option has almost half the DPBP of the CMS option. The CMS option has an operating cost of $1.386 per tonne ($2.774/barrel) while that of the CycEx CBCS option is $0.779/tonne ($1.558/barrel). These results show that the CycEx CBCS option is the better option for mining companies working on oil sands deposits to invest in.

The WMC Olympic Dam Operation in South Australia is an integrated site, involving brown fields exploration through to production of copper cathode, uranium oxide, gold and silver bullion. The Geology and Analytical Services (GAS) Department reflects this totality and, therefore, is perhaps a unique construct in the industry. It comprises Geology, the Metallurgical Laboratory and the Analytical Laboratory, offering a single point of contact in matters of metal discovery and tracking through mine design, production, beneficiation and final product certification. This structure promotes value adding by removing traditional barriers between groups that can deliver more, collectively, than as individual units. This approach to value adding by bringing disparate groups together is echoed in each of the three sections where enhancements in the traditional value adding activities have been delivered by multi-skilling and encouraging overlapping involvement.

The year 1988 unexpectedly turned out to be a good year for the US coal industry. In fact, it was a third consecutive year of record coal production. Accord¬ing to preliminary Energy Information Administration data for 1988, domestic coal consumption went up 5%, or 41 Mt (45 million st), from 1987. Coal exports were up by a surprising 13.6 Mt (15 million st). In 1988, 22.7 Mt (25 million st) of coal were drawn from stockpiles for consumption. Even so, US coal production increased to 862 Mt (950 million st). That was up 28 Mt (31 million st) from 1987. While coal consumption, exports, and production were up, delivered prices for steam coal continued to slide during the year. Metallurgical coal prices, however, firmed up and showed a moderate increase. This reflected tight metallurgical coal markets at home and abroad. Coal consumption US coal consumption reached 800 Mt (882 million st), compared with 759 Mt (837 million st) in 1987. Increased metallurgical coal consumption was one factor. Most of the rise in coal consumption, however, was due to unexpectedly high electricity demand. Unseasonably hot summer weather al lowed added coal-fired electric generation to supplement the drought-related reduction in hydro-electric power supply. Electric utilities consumed 687 Mt (757 million st) of coal in 1988, 35.4 Mt (39 million st) more than in 1987. Coal-fired power plants remained the primary source of US electricity generation, providing 57% of the total in 1988. Coal consumption at coke plants increased 13%, to 38 Mt (42 million st), from the level consumed in 1987. This increase reflects the recent recovery in the iron and steel industry. Metallurgical coal consumption in 1988 could have been greater. But US coke plants reportedly reached their maximum practical production capacity. As a result, net US coke imports amounted to 1.45 Mt (1.6 million st). Despite increased industrial activities, steam coal consumption by industrial plants was up only slightly from the 1987 level, amounting to 69 Mt (76 million st) in 1988. Residential and commercial coal consumption remained virtually unchanged at 6.4 Mt (7 million st). Coal exports and imports US coal exports rebounded in 1988, reaching 86 Mt (95 million st). It was the highest level of annual US coal exports since 1982, when they reached 96 Mt (106 million st). An unusual set of factors led to an opening for US coal exporters in 1988: • a high level of industrial production in Japan and the European Economic Community, • supply disruptions due to labor problems at coal mines in Poland and Australia, • a drought-related reduction in hydro-electric power generation in Canada, requiring increased coal-fired generation, • China's problems in meeting its export commitments, and • a fall in the value of the US dollar. US metallurgical coal exports in 1988 amounted to 56 Mt (62 million st), 9.1 Mt (10 million st) more than the 1987 level. Europe, Japan, and Canada were the principal importers of US metallurgical coal in 1988. European countries, in particu¬lar, increased their take by one-third of US metallurgical coal. The labor problems in Poland and Australia contributed to these higher levels of imports. So did increases in pig iron production of 8% in Japan and 9% in the European Economic Community. US steam coal exports - including bituminous, anthracite, and lignite-increase to 30 Mt (33 million st). This was up from 25.4 Mt (28 million st) in 1987 Contributing to this overall rise were 1.8-Mt (2-million st) increase in shipments to Canada and a 2.7-Mt (3-million st) increase to Europe. Unaffected by the somewhat tighter world coal market, US coal imports showed a slight increase to 1.8 Mt (million st) in 1988. Colombia continue to be the leading exporter to the United States, followed by Canada and Venezuela. Venezuela's entry into the US market is a relatively recent one, having made its first significant shipment in the fourth quarter of 1987.

Tunnel and shaft plugs have been designed to assist in construction of new and rehabilitation of existing tunnels and shafts. Tunnel plugs have been used to provide construction access for side by side tunnels, separation of raw and treated water, and to allow operation of one tunnel during construction of a nearby tunnel. Shaft plugs have been used to seal up surface openings to tunnels and to prevent seepage of water to the surface through adjacent tunnels or shafts. The design construction details of tunnel and shaft plugs are provided. Typical examples of tunnel and shaft plugs are provided.

An on-line rheometer, suitable for use with slurries, has been developed at Michigan Technological University. This rheometer can be used with both Newtonian and non-Newtonian slurries, and produces complete shear-rate/shear stress curves which characterize the time-independent rheology of the slurry. The sensor utilizes the Hagen-Poiseuille equation and Boyle's Law to calculate the shear rate, slurry flowrate, and shear stress from a series of pressure measurements. The design of the unit allows the measurement sample to be continuously collected from operating process streams in the often-hostile on-line environment. The shear rate/shear stress curves can be used to conveniently calculate the apparent viscosity at any given shear rate, and also to measure any yield stress or other deviations from Newtonian behavior.

M.S. Azun The authors' paper did not explain the facts and reasons why state companies are established and what their role is in international industrial mineral trading. Also, I do not agree with the conclusion implying that the main goal for state companies is to capitilize natural resources. Almost all state companies are founded by certain laws and their activities are arranged by state regulations. Their only aim is to operate mineral deposits for their people and to protect the rights of the people. Although some ore deposits, such as nonstrategic or small, may be exploited by privately owned companies, the state has the right to control the operation and production. Activities of state companies may or may not be widened because of the character of the deposits and the importance of the mineral market involved. For some countries, although governments may occasionally change hands, the policy of the mineral trading system is not affected by this change. There is no doubt that any government desires to make more earnings to increase GNP, when it is involved in operating and trading mines. It wants to produce and sell the finished products, instead of unprocessed ones, if possible. When it is known that some mineral deposits are relatively rare, such as Turkish boron deposits, the government can nationalize the mines to control production and affect the market. If there is an abundance of a certain mineral in the market, the government can cut production and set a floor price, such as Canadian potash. Also, when production of a specific mineral is unique, such as Turkish chromite, the price of such mineral may be set by correspondant government. One may add that if some governments with their state companies produce a certain mineral in a larger amount, they may decide to establish a cartel to protect their production and price. These are the facts followed by government-owned state companies and partially government-owned companies. The reason being charge of many deposits by the state companies is always the same: "protect" the mineral rights of the people.

Many years ago, a relationship was established between dust inhalation and pneumoconiosis. Since then, various government agencies have regulated crystalline and amorphous forms of silica material in the workplace. In 1987, the International Agency for Research on Cancer (IARC) classified crystalline silica as a probable carcinogen. With this listing, crystalline silica became a regulated substance under the Hazard Communication Standard. The minerals and chemicals industries have responded in various ways. They have: • developed worker and user training programs and literature; • labeled products with appropriate warnings; • continued to implement dust reduction programs; and • developed meaningful epidemiological studies of workers. • begun development of reliable analytical methods for measuring crystalline silica at the 0.1 % threshold level; Background Silicosis historically has been the major health hazard resulting from exposure to crystalline silica. Silicosis is the scarring of the lung from excessive exposure to crystalline silica. It has been recognized as an occupational disease for more than 2000 years, since early Greek physicians noted the respiratory problems of miners, stonecutters, and quarrymen who were exposed to excessive quantities of mineral dust. During the industrial revolution, the incidence of the disease was greatly increased by the use of machinery that increased dust levels. Subsequently, the need for dust control was recognized and measures were instituted. Silicosis is characterized by progressive breathlessness on exertion and develops over the course of years. The Los Angeles Metro Eastside Extension light rail project included a 1.5 mile underground segment, which consisted of twin 18'?10" ID tunnels, bored with two EPB-TBMs. One of the major project challenges after the completion of the bored tunnels was the excavation of six cross passages within alluvial geology below the water table and with low ground cover. Sequential excavation methods were employed and this paper details the design, ground treatment, support measures, and construction methods used to mine these cross passages beneath the congested urban streets of the City of Los Angeles.

The design of separation circuits can be a complex, labor-intensive and costly process. While the engineer?s experience along with extensive data sets and simulation are crucial tools for determining the final solution, a more fundamental approach is suitable to compare preliminary options and reduce the number of potential alternatives. In light of this need, the authors have developed the Circuit Analysis Reduction Tool (CART?). This software package relies on the fundamental principles of linear circuit analysis; however, the solution methodology has been streamlined to automatically incorporate stream splitting and unique separation performance for each unit. The resulting tool allows preliminary analysis of circuit designs without the need of detailed feed characterization. In addition to the basic analytical approach, this paper supports the veracity of the methodology with several simulated examples for various separation models.

Introduction Stainless steel has by tradition been a common construction material for hydrometallurgy processes and the most common grades can be found amongst the ASTM 300-series, i.e. austenitic grades of type 304L, 316L and 317L. However, there are a number of new grades available today, which imply more cost effective solutions for those designing plants where good resistance to acids, containing the desired metal ions, often contaminated with chlorides and other halides, is the key issue. There are austenitic-ferritic or duplex grades having the same or even better corrosion resistance than the austenitic grades and approximately twice the strength, which enables design in thinner gauges, which in turn implies less weight and less cost. They have also excellent engineering properties, enabling fabrication of process equipment, machinery and different types of tanks. On top of that, they contain less nickel and molybdenum than their austenitic counterparts, which implies not only lower cost for alloying elements, but also a more stable price when considering the price fluctuations for these alloying elements during the last years. This paper describes briefly the family of duplex stainless steel and it presents a number of relevant corrosion tests where duplex grades have been compared with austenitic grades. The results have in several cases been verified by in-plant exposures in zinc and copper production plants. It also describes applications and experience of duplex grades within a variety of hydrometallurgy plants. Installations of highly alloyed austenitic grades will be described as well. The corrosion tests and service experience reported cover hydrometallurgical processes based on sulphuric acid.

The Shirley Basin Uranium mine, located in southeastern Wyoming, USA, was an open pit mining operation consisting of a series of several open pit mines excavated into poorly consolidated sandstones, siltstones, and claystones. Since the initial open pits were developed in 1969, slope failures have plagued the mine and mining operations. These slope failures have persisted into the current mine reclamation period. When the mine was first developed, the open pit slopes were designed to range between 45 to 55 degrees. Numerous slope failures during mine development required the pit slopes to be redesigned with slopes as shallow as 26 degrees. At present, movements are occurring within the open pits on reclaimed slopes that are shallow as 12 degrees. Several detailed slope studies were conducted at the mine in the early 1970s. These studies, combined with more recent geotechnical investigations, provide a unique detailed history of pit slope failures on shallow slopes. This paper presents an evaluation of the slope failures at the Shirley Basin mine, highlighting important mechanisms causing slope failures on very shallow slopes. The evaluation demonstrates important key parameters for shallow slope design.

During the modeling of grinding systems, population balance modeling (PBM) which considers a constant breakage rate has been widely used over the past years. However, in some cases, PBM exhibited some limitations, and time-dependent approaches have been developed. Recently, a non-linear framework which considers the traditional linear theory of the PBM as a partial case was introduced, thus allowing the estimation of product particle size distribution in relation to grinding time or the specific energy input to the mill. In the proposed model the simplified form of the fundamental batch grinding equation was transformed into the well-known Rosin–Rammler (RR) distribution. Besides, the adaptability and reliability of the prediction model are among others dependent upon the operating conditions of the mill and the adjustment of the RR distribution to the experimental data. In this study, a series of grinding tests were performed using marble as test material, and the adaptability of the non-linear model was investigated using three loads of single size media, i.e., 40, 25.4, and 12.7 mm. The results indicate that the proposed model enables a more accurate analysis of grinding, compared to PBM, for different operating conditions.

A crucial step in the acquisition by one company of the assets of another, the acquisition of the stock of another company, or the merger of two com-ponies, is the legal due diligence which needs to be performed in order for the acquirer to ascertain or confirm the obligations, liabilities and exposures to risk that are being assumed along with the assets or corporate stock being acquired. Where the obligations, liabilities, or exposures to risk arise from existing contracts, or from pending lawsuits, administrative proceedings, or threats of these actions, those matters are relatively straightforward to discover by careful review of the files of the party whose assets or stock is being acquired. However, where a company is engaged in ongoing mining or processing operations and has operated or owned mining proper-. ties, there are many sources of liability and exposure to risk which could have major adverse economic consequences to the acquiring party and which are not revealed, or at least are not clearly delineated, by the records of the company whose stock or assets are being acquired.

PROJECT DESCRIPTION The York Durham Sanitary System (YDSS) Interceptor in the Town of Richmond Hill located just north of Toronto, Ontario, Canada will see the construction of a tunnel extending along 19th Avenue for a length of approximately 3.8 Km from Yonge Street, east to Leslie Street and will have a minimum internal diameter of 2.1 m. t to Leslie Street and will have a minimum internal diameter of 2.1 m. The tunnel will connect into four shafts, for which two of the shafts will be constructed using the slurry wall construction method given the high water table and difficult ground conditions encountered at these locations. The two shafts noted as Access Shaft No. 2 and No. 3 were designed and constructed to meet regulatory conditions, which required a sealed shaft construction method. GEOGRAPHICAL PROFILE The ground conditions in the Toronto region consist predominately of glacial till, glaciolacustrine and glaciofluvial sand, silt and clay deposits, and beach sands and gravels. The shallow geological formation found in the project area consists of four types of deposits: Oak Ridge Morain deposits, Halton Till, Glacial lake deposits and Organic soils. The Oak Ridge Morain is the dominant deposit encountered along the tunnel alignment. This formation consists of three deposits: The Upper Till, Middle Sand and the Lower Till. Standard penetration tests (SPT) carried out in these deposits measured N-values ranging from 2 to more than 100 blows/300mm which indicate very loose to very dense soil conditions. The Middle Sand deposit will be the dominant feature within the slurry wall construction at access shafts 2 and 3. Access Shaft 3 The base of the slurry wall will be 20.5 M below the ground surface. Slurry wall excavation will be within peat and organic soils found at the upper 3 M, followed by 5 M of the Upper Till. The remainder of the excavation will be within the Middle Sand. The piezometric head elevation is found at the ground surface. Access Shaft 2 The base of the slurry wall will be 22.5 M below the ground surface. Slurry wall excavation will be entirely within the Middle Sand 2.The piezometric head elevation is found at 7 M below the ground surface.

"In this paper, recent progress with respect to the flotation chemistry of soluble salt minerals is reviewed, and some of the more relevant issues including the hydration states of ions, the interfacial phenomena of salt surfaces and the flotation behavior of selected soluble salts are discussed. Due to the high solubility, the flotation of most soluble salts has to be carried out in their saturated brines. Anecdotal evidence has suggested that the hydration states of the ions have significant influence on the physicochemical properties of the solutions, the surface charge and wetting characteristics of the minerals, the collector adsorption states and, further, the flotation behavior of the soluble salts. In this regard, reviewing past research findings, efforts are made to establish a correlation between the ion hydration states with the flotation behavior of the soluble salts. Further, advances in understanding the significance of colloid adsorption involved in the soluble salt flotation process are addressed, and future research efforts to understand the soluble salt flotation chemistry are suggested.IntroductionSoluble salt minerals are essential raw materials for the production of a variety of commodities, fertilizers, potassium hydroxide, soda ash, magnesium compounds and other chemicals. These soluble mineral resources can be processed using flotation technology and, currently, more than 80% percent of the world’s potash is produced by the selective flotation of KCl crystals (sylvite) from other salt crystals, predominately NaCl (halite) and other more complex salts (Searls, 1990). Despite the successful application of flotation technology in the potash industry, the mechanisms for collector adsorption on soluble salts have not yet been fully understood and, therefore, have been of considerable interest to flotation researchers for many decades."

Introduction US dependence on external energy sources is dangerous because of unstable political situations existing in key energy exporting countries. So, recent national energy policies call for increased reliance on domestic energy sources. Coal ranks as the most feasible domestic energy source due to its abundant reserves and continental distribution. But to efficiently extract these coal reserves, huge sums of capital funds are needed. Due to the depressed economy, lenders of capital funds are forced to be more stringent with loan applications. This results in fewer loans granted. In many cases, it is uncertain if funding can be obtained. Furthermore, the greatest level of domestic mine financing is expected to be in the coal sector. Demand for capital in the domestic coal industry is anticipated to increase 80% by 1990. The Chase Manhattan Bank in New York warns that these future needs cannot be met by the present capital markets. This article analyzes the current and expected situations of the capital markets available to the domestic coal industry, including: • current and expected future types of financing used in the domestic coal industry; • problems the domestic coal industry may encounter as it seeks capital; and • the future availability of capital funds as concluded from analysis of the first two items. Background Information Regardless of industry, all projects or ventures can be divided into four basic stages: generation; evaluation; selection; and execution. Within the mining industry, one can break down these stages to draw a clear picture of mine development, as shown in Fig. 1. Each successive stage has a corresponding risk level. This risk level defines the type of financing available to the mine operator. Mining Venture Risks A coal mining venture can be characterized by its unique blend of technical and financial risk. As the mine moves through different development stages, varying proportions of each of these risks are encountered. It is these risks that the lender evaluates to determine project suitability. For a coal mining venture, the major complexities generally occur with the technical risk. These include: • quantifying the coal reserves: • assessing the feasibility of the mining method; and • evaluating the design of the wash plant. The reserve risk is gauged by the amount of measured, mineable, and saleable reserves. The greater the latter amounts, the lower the risk. Secure title to the reserves plus title for any surface areas required are also of concern to the banker. Conveyors are the lifeline of mining and processing operations. They continuously supply materials to and carry finished products and waste away from operations. When conveyors are running at less than maximum efficiency, the operation's productivity is in trouble. Inefficient conveyors suffer carryback, leading to the buildup of materials on idlers and other expensive components. They spill and leak material at loading zones and conveyor transfer points. This causes accumulations that can damage the belt, wear moving components and increase both clean-up labor and maintenance expenses. They wander or mistrack, spilling material and endangering personnel and conveyor components. And through these inefficiencies, they multiply the operation's hidden costs. These added expenses occur in lost production, increased downtime for service and maintenance and replacement costs for prematurely worn equip¬ment. In addition, the attitude that inefficiency is "good enough" is recognized elsewhere in the organization. As a result, other departments relax or operate at less than peak performance. Quality goes down along with employee morale. Costs of inefficient conveyors A key to efficiency is handling a product as few times as is necessary. That means conveyors should be loaded, track true to the unloading point and then be unloaded, all without material escape or waste motion. An inefficient conveyor is often signaled by accumulations of DURT - material that has escaped from the system and is now at large in the plant. This DURT adds costs to an operation that are uncounted and, perhaps, uncountable.
