The paper describes the background to alternative delivery models, drawing on international experience, and introduces Project Alliancing/Contract Partnering, common risks and risk sharing on tunnel projects. A plea for early contractor involvement in design is made before describing some whole life design implications for tunnels. The paper concludes with four short case studies; Channel Tunnel Rail Link in the UK, Hull Waste Water Tunnel in the UK; Island West Sewage Transfer Station in Hong Kong, and the New Southern Railway in Australia.

Introduction Some people say it is almost impossible to get mining permits in California. Some say the day of the lone mining entrepreneur is past. And some say you cannot make money mining gold where old-timers have already mined it, especially in Tertiary gravels. But a young mining operator and SME member, Tim Callaway, is proving these ideas wrong. Callaway's company, Brush Creek Mining and Development Inc., has the necessary permits for its Gardner's Point gold mine in Sierra County, CA. And, Callaway has secured funds for the 7.7 km'/d (10,000 cypd) Tertiary gravel operation. The company's initial goal is to produce 373 to 466 kg/a (12,000 to 15,000 oz per year) of gold at Gardner's Point mine at a cost of less than $6.43/g ($200 per oz). Feasibility studies are currently being conducted to consider product levels up to the 1555 kg/a (50,000 oz per year) involving additional plants and infrastructure. While exploring for other hard-rock properties, the Brush Creek company already operates the Brush Creek lode gold mine. The mine sits high on a ridge south of Goodyear's Bar, which is located on the North Yuba river. It might be noted that the Brush Creek mine has been the subject of media stories recounting how a mine can operate with sensitivity to the environment. Gardner's Point project In 1983, Callaway negotiated with the Gardners Point Ltd. Partnership for control of the Gardner's Point property. The Partnership had been engaged for three years in securing permits, mapping and drilling, and test mining. The Partnership actually mined about 43.5 dam3 (57,000 cu yd) of gravel, which yielded 25.2 kg (810 oz) of free gold. Later, the Brush Creek company acquired ownership of the property. The company then began its own exploration and development program. As underground development proceeded at the Brush Creek mine, plans matured for a high-volume operation at Gardner's Point. Australian and English investors contacted Callaway. A joint venture was negotiated. The Australian owners became majority participants; the Brush Creek company, a minority participant and the operator. The Australian investors agreed to contribute $3.5 million (60%) to the Brush Creek Joint Ventures. The Brush Creek company will contribute its expertise as well as assets and liabilities valued at $2.3 million (40%). About $2 million has been allocated to the Gardner's Point project. Later, Brush Creek Mining and Development Inc. sold 50.4% of the company's common stock to English investors for $5.4 million. Callaway negotiated this private placement, which permits further exploration of projects being investigated. Geography and history The Gardner's Point mine is located in the northern Sierra Nevada of California, about 9.6 km (6 miles) east of the little town of La Porte in Plumas County. The mine lies high on a ridge above Slate Creek, which divides Plumas and Sierra Counties. La Porte is accessible from the Sacramento area by a winding, paved, two-lane highway. But the mine is reached only by two different unpaved county and Forest Service roads. Both roads include steep grades in and out of the Slate Creek canyon. INTRODUCTION There has been considerable discussion in recent years of the strained relations between owners, engineers and contractors caused by the rapid increase in costly litigation in underground excavation due to construction claims. These time consuming claims are not to the best interests of the industry. It has been a conclusion of some of the concerned parties that there could be a substantial reduction in these claims if a mutual respect for each other's roles could be maintained along with a practical contractual arrangement for sharing the risks of the unforeseen costs inherent in the business. This paper will touch on the overall problem of these relationships, but confine the major discussion to the role of geology in claims and, in particular, changed conditions claims, since they form the base for the bulk of those involving geology. Geologists can make a major contribution to the reduction of these claims if their particular abilities are recognized and used properly. CLAIMS AND GEOLOGICAL RISKS The tunnel contractor is strictly bound by the contract he signs, and the risks he assumes thereby must be priced. The most important variable factor on which he must base his price is the geologic data provided and his interpretation of it. The use of Tunnel Boring Machines (TBMs) for tunnel construction of long tunnels in the Andes of South America has been of mixed success in the past due to a variety of reasons and key lessons can be recognized. A review of past TBM tunnel projects in the Andes has unveiled some interesting findings for different TBM tunnel approaches with both world records of progress as well as nearly in-completed projects with machines being abandoned. Key considerations for the use of TBMs for tunnel construction in the Andes include geological issues; (faults, rock type, rock strength, rock abrasivity, durability, groundwater inflows),depth of cover and the potential for overstressing/rockbursts, site access and terrain, portal locations, intermediate access possibilities, minimum tunnel size, support requirements, contractor and labour experience, and project schedule demands. TBMs offer highly recognized schedule benefits(high progress, no concrete lining) for a project if intermediate access adits are limited as well as hydraulic benefits for water conveyance projects. Minimum specifications for TBMs can be easily developed to suit the unique requirements of any project so as long as all factors are carefully considered. The overall conditions and factors associated with some projects may suggest that it is not appropriate to use TBMs due to a perceived high risk. Finally, access for geotechnical investigations by drilling in the commonly steep terrain of the Andes is typically difficult and often not impossible. Alternative approaches for geotechnical investigations for TBM tunnels including comprehensive mapping, high-resolution airborne electric-magnetics for delineation of possible fault zones, and rock block sampling is presented and discussed.

The implementation of effective techniques for meeting the maintenance requirements of the new Utah Copper Division smelter, one of the largest in the Western Hemisphere, is a goal of the smelter management and supervisory personnel. Kennecott's Metal Mining Division Computing Center has been working with smelter personnel to implement a computer program to provide instantaneous access to equipment specifications, maintenance and cost histories, spare parts, preventive maintenance scheddes, etc. for several hundred pieces of equipment. This information will be available to all smelter personnel via visual display terminals. The system will dramatically reduce the time now spent in search of pertinent information required in effectively performing the maintenance functions. It will also be used to analyze practices, detect trends, prepare budgets, and substantially reduce the paper work normally associated with the running of a large and complex maintenance organization.

In the mid-1970?s, the market value of tangible assets of S&P 500 companies far outstripped the value of intangible assets, including intellectual property (e.g., 83% tangible assets v. 17% intangible assets).1 By 2005, the picture was quite different. By that time and continuing to 2010, S&P 500 companies? market value of intangibles was about 80%, with tangible assets accounting for only 16% of market value.2 This swing highlights the importance in today?s world of understanding intellectual property rights and varying strategies and options for protecting them. This paper discusses intellectual property rights particularly patents and trade secrets, specifically: 1) types of intellectual property; 2) choosing the mode of intellectual property protection; 3) obtaining patent protection; and 4) using patents as a sword versus a shield.

There are several elements of online pedagogy and information technology that are being used in the University of Alaska Fairbanks’(UAF) course “ES 201: Computer Techniques,” to enhance classroom teaching. The use of information technology in this class grew from a desire to make lecture notes available to students. This has grown to include a sophisticated, online delivery software package. It provides chat rooms, discussion groups, and online testing and grading. Online delivery aside, the class uses the telnet, e-mail and C++/FOR-TRAN compiler facilities of the university server during class to enhance learning. During class, for example, the students read the lecture notes on the Web browser, telnet to their university Unix accounts, check their e-mail and download programs (to be covered in class) sent by me, and then compile, run and modify the programs. The class, therefore, requires students to be active most of the time. This ensures their full attention and better learning due to the hands-on experience (Fig. 1).

To keep Homestake's Bulldog Mountain silver and lead mining and milling operation in southwestern Colorado workable, natural ground water and decant water from the mine's sand backfilling operation must be continually pumped from the workings. Left untreated, this water exceeds maximum allowable levels for various contaminants that may be discharged to the environment. To comply with regulations, a National Pollutant Discharge Elimination System (NPDES) permit was obtained and a mine water treatment plant for heavy metals removal was constructed in 1977. Due to equipment capacity and operational problems, and the lack of on-site technical personnel and analytic equipment, the first water treatment plant could not consistently meet permit limits. In 1979, Homestake entered into a consent decree with EPA and the Colorado Department of Health, calling for the construction of a water treatment facility to meet NPDES permit limits. Initial construction began in the spring of 1980 and the plant now produces effluent acceptable for discharge.

As part vi the development of the Coal Quality Expert (CQRN) --a computer program capable of predicting the impacts of coal quality on power plant performance, costs, and emissions control--several nationally important coals are being characterized to augment the coal quality database associated with the software. The project is sponsored by the U.S. Department of Energy and the Electric Power Research Institute (EPRI) under the Clean coal Technology Program. Since 1989, CQ Inc. (a subsidiary of EPRI) has characterized seven bituminous coals from Alabama, Illinois, Kentucky and Oklahoma and six sub-bituminous coals from the Powder River Basin (PRB) in Montana and Wyoming. Coals from the PRB region--being burned more frequently in Midwestern and southern power plants to reduce emissions of sulfur oxide compounds--can sometimes contain significant concentrations of potentially toxic elements. Although no limits were imposed on air toxics emissions from fossil-fuel fired utilities by the Clean Air Act Amendments of 1990, future regulations may be implemented at the conclusion of Federally-mandated emissions studies. One possible result is that any increased utilization of coals, including those from the PRB, may depend on the potential for removing toxic trace elements prior to combustion.

At the heart of the mining process are a number of basic and fundamental tasks whose regular and repeated performance constitute the mining cycle. As will be discussed presently, these tasks are the basic components of the mining system. Section 9, Production Operations, provides the mine designer and engineer with an understanding of these tasks and with sufficient design principles to allow this person to create an efficient mine system. This section is meant to be an introduction and adjunct to subsequent sections that describe specific mining systems. However, sufficient design information is included here for the independent design of mine systems that may not be described elsewhere or for subsequent verification of existing designs. For the purposes of this section, mining subsumes excavation; thus this material applies to any excavation process. Accordingly, this section is written in general enough terms to include both surface and underground mining. It may be used also for civil engineering excavations that often involve the same steps. Obviously, the actual procedures undertaken in any specific mining system will appear to be very different from those taken in any other system. This is certainly true when comparing surface with underground methods. Yet the fundamental principles are often the same. This segment is written to explicate the basics. Wherever appropriate, the section will suggest the differences between the application process to surface or to underground mining.

In this paper, uniaxial compression tests were conducted on intact rocks and broken rocks that were reinforced by grouting, and the effects of grouting on the strength of broken rocks were analyzed. The results show that after grouting reinforcement, the bearing capacity of broken rocks with different lithologies increased, and their uniaxial compressive strength recovered by approximately 6%–16%. The results indicated that the stronger the rock, the smaller the strength recovery of the consolidated body formed after grouting. At the same time, using borehole camera observation and deep overburden strata separations, the fracture development characteristics of surrounding rocks of the gob-side retained entry were analyzed and divided into different regions. On this basis, a guided grouting method was proposed; that is, shallow hole grouting was first used in the plastic zone of the broken surrounding rocks to form the isolation layer, and then deep grouting holes were arranged in the elastic-plastic zone of the transition zone to guide the slurry flow to the shallow unfilled zone. Therefore, the broken surrounding rocks were reinforced into an integrated body and selfbearing capacity improved.

The Homestake Mine included the open cut and underground workings up to 2,484 m (8,150 ft) deep. The mine ceased mining activities in December 2001 after 125 years of operation. Pumping from the underground workings continued for 18 more months until June 10, 2003. Homestake had completed a comprehensive hydrologic evaluation on post-closure underground flooding prior to the shutdown of pumping. After closure, the mine was selected by the National Science Foundation as the site for the Deep Underground Science and Engineering Laboratory (DUSEL). An interim laboratory facility will be set at the 1478 m (4850 ft) Level. The final facility will be set at the 2256 m (7400 ft) Level or deeper. Pumping from the underground workings began on June 5, 2008 by the South Dakota Science and Technology Authority (SDSTA). During the period of June 2008 through March 2009, the pumping rate increased from 41 L/s (650 gpm) to 81 L/s (1,290 gpm) with an average rate of 60 L/s (950 gpm). As a result, the water level had been lowered more than 95 m (310 ft). It was found that the observed rebound and later decline to date is in close agreement with the model projections. Because of this, the authors of this paper reject claims of a lack of sufficient measurement devices in place and a lack of understanding of the hydrologic system at the Homestake Mine prior to shutdown of pumping in 2003 (Davis et al, 2009). Furthermore, it is believed that this validated model can serve as a useful tool for the SDSTA to manage future underground dewatering for the DUSEL operation. This paper evaluates the hydrologic conditions in the Homestake Mine area and projects the post-closure groundwater rebound and decline due to DUSEL pumping.

Gearless mill drives (GMD) are a well established solution for grinding applications in the minerals and mining industries. The paper describes the functionality and technical features of such drive systems as well as the development and the progress of GMD systems over the years. With an increasing installed base and many drives operating for many years, there is an increasing need to modernize or revamp existing GMD installations. The first installations of GMD took place in the cement industry and have demonstrated that ringmotors can achieve a lifetime well above 40 years, if maintained properly. The life cycle time of many other components, especially electronic parts, is usually shorter. It is therefore necessary to replace aged or out-dated components early enough in a planned manner in order to reduce the risk of component failures and the related shutdown times. Modernization upgrades can range from minor software updates to a revamp of the cycloconverter. The paper describes typical examples of such upgrades and shows the most important aspects that need to be considered.

There is as yet no accepted method of predicting flotation frother performance in plant processes based on laboratory scale characterisation techniques. This paper investigates the use of dynamic surface tension, using the maximum bubble pressure method, as a means of evaluating frothers and frother mixtures. An adsorption model is presented, which has been used to quantify the role of frother type and concentration during frother bubble interaction, based on the correlation of model parameters to physical frother characteristics. This approach was found to provide useful insight with respect to blending and selection of flotation frothers to meet specified flotation performance criteria.

A glance at the accompanying table reveals that for the first time in many years the industrial minerals field did not post significant gains in production. Gypsum, cement, sand and gravel, and crushed stone production-which are very sensitive to construction industry performance-barely managed to stay even, or in fact, declined slightly. Even barite production, in spite of increased oil and gas drilling, was off 5% in 1979 from 1978. Domestic fluorspar production continued to decline while imports, primarily from Mexico, South Africa, and Spain, rose 11%. Worldwide production of iodine (which is used primarily as a catalyst, animal feed additive, and in ink and colorants, stabilizers, pharmaceuticals, photographic film, and disinfectants) grew about 9% on a worldwide basis-from 10.75 Tg to 11.16 Tg. This does not include US production. The two US producers increased demand as apparent domestic production increased about 5%. Increasing energy costs and the transportation situation have had a prohibitive effect on the industrial minerals field. The critical shortage of railroad cars, according to consultant Neil Johnson, is due to several factors: • High capital investment rind interest rates needed to build new equipment, • Accidents, obsolescence, and failure to repair equipment reduced car availability, •Reduction in some train schedules due to fuel economy, and •Increased turnaround time as a result of new safety regulations. Railroad rates have increased an average of 7% per year for the past 10 years. Last year's increases were about 11.1% due to fuel costs and surcharges. Truck shipments have increased their penetration in certain areas of the southeast because of the shortage of box cars and the producers' demand for quick shipment. Some producers report a 15-20% increase in truck use. In the feldspar-mica area, which formerly made most shipments by rail, trucks are now used for about half the shipments. Marketing prices, as expected, increased due to higher costs for energy, power, labor, and supplies used in production. Estimated average price increases were about 10% which, in many cases, did not cover increased production costs. These factors-rising energy costs and the critical transportation situation-resulted in an unsatisfactory year for industrial minerals. Stanley J. Lefond Cnntrihuting Editor

Sixty years ago, underground coal mining was the most hazardous job in the United States. Roof falls were a big part of the problem. They killed about 100 miners every year, more than all other causes put together. Fast forward half a century to 2016, which is the first year ever with zero roof fall fatalities. Just three miners were killed by roof falls during the following 6 years. How was this historic goal achieved? This paper starts with a modern analysis of the causes of the roof fall fatalities in 1968. Then it follows the reductions over time by category, using snapshots of the fatalities occurring in subsequent decades. Along the way, it evaluates the influence of the regulatory environment, changing mining methods, and better ground control technology. The paper shows that in 1968, more than half of roof fall fatalities at large mines were attributable to an inadequate safety culture. The immediate effect of the 1969 Coal Mine Health and Safety Act was to reduce the riskiest activities, like needlessly going under unsupported roof. Other hazards, like large roof falls, required technological developments before they were brought under control. Roof control plans, which the U.S. Bureau of Mines had been advocating since the 1920s, played a significant role throughout the process.

The gold leaching using cyanide from ore or waste has been almost universally in use [1]. Recently, biological gold bioleaching using cyanide producing bacteria, e.g. Chromobacterium violaceum, Pseudomonas fluorescens, or P. aeruginosa, has been investigated as environmental friendly and cost effective method. Among them, C. violaceum has been reported as effective cyanide producing bacterium on gold leaching [2, 3]. C. violaceum produces cyanide using glycine as a direct precursor and subsequently detoxify the cyanide by ß-cyanoalanine synthase [4]. However, until today only 0.026 ? 16.9 mg/L of cyanide production in YP medium has been reported in the literatures by C. violaceum [4-6]. Comparing with adding cyanide chemical, biogenic cyanide concentration is lower than the cyanide concentration added in traditional cyanidation. Since cyanide also forms complexes with a number of other elements such as iron, nickel, zinc, silver, copper, and platinum, it is very important for gold recovery to investigate the enhancement of biological cyanide production and set optimal experimental condition. Most of early studies on gold bioleaching by C. violaceum have been performed to investigate gold leaching mechanism using gold powder, and recently various resources such as ores, electronic scrap, and printed circuit boards of waste electronics [7]. Few studies have dealt with gold bioleaching from low-grade ore. In this research the feasibility of gold bioleaching by C. violaceum from low-grade ores containing gold was evaluated and fundamental study was performed for further scale-up study. The aim of this study was to improve the potential of gold bioleaching by C. violaceum from gold-containing ore; in particular, enhancement of biological cyanide production.

The observation method is a design optimization approach for the drill and blast method in tunneling. This method includes first identifying the hazard scenarios through site investigation, formulating suitable solutions, obtaining feedback during construction, and finally using that data to optimize the design methods. This paper illustrates the application of the observational method for T-48, a railway tunnel project in the Himalayas. It is a 10.2 km long tunnel with a parallel escape tunnel and 26 cross passages. The use of observational methods in this project optimized the overall tunnel design and considerably saved the overall project cost.

This concept paper is presented in the hope of raising the awareness of mankind on the necessity for its peaceful coexistence with nature. It is a food for thought. It takes compromise and sacrifice of people, who will have to learn to curb their greed and move toward a more organic form of prosperity. A nature-friendly sustainability is first step toward the protection of nature that is critical to the mutual survival of mankind and nature. People need the resources from the finite earth to survive and nature needs the prevention of human destruction in order to continue to regenerate and provide. The contemporary notion of sustainability is self-serving. It serves the interest of industry by camouflaging itself to look like nature?s protector. The ?sustainability? concept presented in this paper aims to extend the longevity of the utilization of the limited natural resources for many generations to come. It is an important, responsible first step in creating a healthy sustainability concept that, when implemented, extends the longevity of mankind by the most efficient use of the finite resources on this limited Planet Earth, all the while taking into consideration the increase in anthropogenic activities due to exponential human population growth. This new definition of ?sustainability? has completely different characteristics than its contemporary versions. Nature has its own destiny, rules and principles. Being a part of nature, human society depends on it for survival and must play by its rules and never the other way round as in its initial pretensions. Society should not try to humanize nature, but rather to respect the rule of the nature in a peaceful way of co-existence. When implemented, this new concept of sustainability aims to affect the designs of engineered structures and revolutionize the recovery methods and processing of natural resources, such as mineral resources in the most efficient manner. Finally, this paper intends to stimulate critical thinking and initiate serious discussions aiming at producing a general consensus for the best definition for human society to not only enrich, but to extend its existence. From 1997 through 2000, a team of Polish experts headed by the author studied the prospects of mining newly discovered emerald deposits in Afghanistan. This article describes the scheme for mechanization of the mining operations, along with improvements made to the ventilation facilities and lighting. The required equipment was flown to Afghanistan and the Afghan miners were trained in machine operation and maintenance.
