Revegetation of neutralized heap leach material in the arid environment of the Great Basin represents a challenge of avail­able technology. The chemical and physical environment of spent and neutralized ore is inhospitable for germination and establishment of desirable long term vegetation. Common soil amendments were tested to dete1mine if the heap material could be made more conducive to plant growth. Decommissioned heap material profile samples were collected and reconstructed in columns at bench scale. The column profiles were amended and subjected to three leaching regimes, and representative meteoric conditions. The soil amendments provided positive results for ameliorating the heap material limitations and providing a medi­um conducive to plant growth. The bench scale study also pro­vided insight for the future of heap leach planning and design with successful reclamation in mind at the forefront.

The techniques for fire monitoring of conveyor belts in underground coal mines have been revolutionized by the advent of sensitive carbon monoxide sensors and computer monitoring systems. These new systems are rapidly replacing the previous thermal (fixed-point temperature) sensors that have been shown to be considerably less sensitive for early fire warning. CO is generally an excellent indicator of spontaneous combustion. However, the most recent non-flammable conveyor belt materials have been shown to "burn" with dense smoke, but without sufficiently high temperatures to produce much carbon monoxide. To cover this fire detection void, a smoke detector was developed to augment CO sensing for these new conveyor materials. However, computer monitoring provides the flexibility for handling this and other additional instrumentation as fire monitoring techniques evolve. CO, smoke and temperature sensing may eventually be advocated for complete fire monitoring.

The four papers in this session illustrate two different directions in which computer graphics seem to be developing. The first of these is in the handling and storage of geological information. The increasing use of micro-computers with limited storage facilities has seen a concomitant increase in the need to store geological data in as efficient a form as possible. It has also seen a recognition of the particular types of data which are used in a geological or mining analysis. Unlike many other fields, observations of drill cores, geological interpretations, structure and many other variables require storage in a readily accessible form. The authors of two papers in this session deal directly with Geological Information Systems. They discuss the setup, the specification of such systems, and the practical uses of the systems once in operation.

The sixth survey on the mining industry by Comann Associates provided data for entry-level and midlevel engineers as well as executive officers. Average 1989 compensation - base salary and anticipated bonus - for chief mining executive officers or chief mining operating officers: $237,943. This is an increase of 20% over the results of the last survey, on 1985 compensation. The latest survey also showed that bonuses for chief mining executive officers averaged 33% of base salary. Average 1989 compensation for chief executive or chief operating officers at mining operations with under $50 million in gross sales, $148,638; at mining operation with more than $50 million in gross sales, $275,141. The survey showed that these officers averaged 14 years employment with their present company, had five years in their present position, and had an average age of 54.

So now you ask, Where are the transcripts? The well-organized co-chairs, Harry and Mary, did their job. Doug Halbe was active in the audience encouraging people to speak up and keeping everything moving along. So where are they? Were the comments so provocative that they could not be written? Was the profanity so bad (even for miners!) that it couldn't be repeated? It appears that at the first session of the Plant Operators' Symposium a glitch occurred with the recording equipment. Thanks go to everyone who did comment during the dis- cussion period. The People I session had a lot of lively conversation and we are sorry that it will not be printed. However, there is now another reason to hold the plant operators' sessions on a regular basis! Another People session can and will be held in the future.

Despite what may be overwhelming evidence that natural degradation of cyanide and cyanide attenuation in hydrogeochemical processes are capable of reducing or eliminating potential water quality problems associated with heap leach facilities, the recent sharp increase in the price of gold and wide interest in the cyanidation process has focused all regulatory eyes on cyanide leaching. Regulations continue to increase, design criteria are more strict, and detoxification requirements approach or exceed the level of detectability. Current governmental regulation of mining and milling operations using cyanide varies considerably from state to state. The lack of regulatory consistency at this level is largely attributable to the current Bevill Amendment exclusion of mine wastes as potentially hazardous wastes, the undefined status of the Environmental Protection Agency's ongoing mine wast study effort, and the mining industry's reluctance to develop a consistent policy regarding state versus federal mine waste regulation.

In China, an enormous amount of Au-Ag bering calcines, residues and tailings are produced each year from various sources in mining, metallurgical and chemical industries. For a long time, these materials have been either stored up in dumps or disposed of into rivers, resulting in not only waste of resources but also severe environmental pollution. It is therefore of great significance, both from economical and public welfare points of view, to recover efficiently and make full use of the metallic values from these miscellaneous materials. In this paper the physical and chemical properties of these Au-Ag bearing calcines, leached residues and tailings are described and the current status of their utilization are briefly outlined, followed by a more detailed description of some innovative processes now in practice. Lastly, the potential prospects of gold and silver recovery from these materials in China, particularly in the Hunan province, are envisaged.

This paper briefly summarizes regulatory procedures and government agency roles and jurisdictions in each Australian State and Territory. The role of the Commonwealth of Australia and selected current trends in environmental regulation are also discussed. While the Commonwealth has played an active role in regulating specific commodities or mines through its powers over export licences, international heritage agreements and the Territories, such cases have largely been a result of response to specific public issues. This may change; the Commonwealth has established the Resources Assessment Commission and is canvassing the establishment of an Environmental Protection Act, aimed at the standardization of environmental standards through the creation of an Environmental Protection Authority. While the States, the Northern Territory and the Commonwealth lwve nominally different resource planning, environmental project approval and operational regulatory authoritit:s, the fundamental principles hinge on mining lease, planning and pollution control approvals.

Laser Ablation-Inductively Coupled Plasma-Mass Spectrom­etry (LA-ICP-MS) has been used successfully to "fingerprint" gold in forensic investigations within Australia and abroad. By comparison of the elemental associations it has been possible to relate gold to specific mineralising events, mines, bullion samples and fabricated articles. The methodology facilitates identification of the provenance of gold thereby providing definitive scientific evidence in criminal investigations. "Gold" samples for analysis span a wide range of materials with many requiring exhaustive prior separation and treatment to present the contained gold in a chemically "unmodified" state, and in a form, suitable for LA-ICP-MS fingerprinting. The quality of the fingerprint, and hence its value in evidence, is directly related to the rigours of prior sample preparation and evaluation, to an appreciation of the history of the gold under investigation, and to the skill of the analyst.

Steric stabilization is a phenomenon observed when relatively high doses of flocculants are added to fine particle suspensions. Experiments were conducted to establish conditions under which medium viscosity and the sedimentation properties of black sand components in a slurry could be controlled so as to enhance the selective sedimentation of gold grains. It was shown that black sand concentrates containing as low as 2.65 g/mt gold could be upgraded by selectively hindering the sedimentation of non-gold components in an aqueous slurry. This paper presents data describing the theory and practical implementation of this cyanide or mercury-free novel approach where gold could be concentrated by as much as 15 times with relatively high recoveries. The relationships of solids content of slurries, type and dose of polymers with the recovery process are documented. Key words: Gold, black sand, selective flocculation, steric stabilization.

This paper focus on the productivity, cost efficiency and training programmes that have enable RPM to rank as a world class operation in production efficiency and safety achievements. The first step was to commit all senior managers to implementing the NOSA Industrial Safety System based on Management by Objectives. This focused the workforce in a specific, results-driven direction which greatly promoted subsequent performance improvements. The early operations concentrated on increasing throughput via process simplification and removal of bottlenecks. Efforts were simultaneously directed to environment, health and safety as a means to improving the quality of operations. In the last two years, improvements in mining and in-tailings dam management have further improved the cost competitiveness of RPM such as to assure its future in treating the remaining CTBl ore reserves. Promissing progress is being made in developing a viable process to exploit a remaining large resource of B2 mineralisation.

For the African continent promoting a sustainable utilization of its mineral resources could be considered as a key determinant to fight against poverty. Sustainable development performance indicators for measuring the economic, environmental and social impacts of mining activity are necessary for drawing up policies and sectoral actions, identifying and controlling risks, identifying and implementing sustainable development actions, negotiating between stake-holders, improving mine production, etc. To respond to this need, the SIGAfrique Network proposed to develop a joint decision support tool entitled the African Mining Observatory (AMO) and, to this end, develops a system of indicators to be integrated within the SIGAfrique database. The development of both the OMA and the indicators is based on a participatory method within the working groups, which comprise experts/participants from the 13 SIGAfrique partner and observer countries (Guinea, Burkina Faso, Mali, Tanzania, Niger, Mozambique, Kenya, Uganda, Senegal, Angola, Madagascar, Ethiopia, and Mauritania).

Leonard and Newman (1989) describe concepts and plans of their forthcoming project designed to increase the bulk density of broken coal at various stages of its production and handling. This is an excellent idea and something that will certainly be useful to the coal mining industry worldwide. The authors seek to achieve bulk density increase by "reducing oreliminating, through chemical additives and engineering design, particle voidage and enhance particle consolidation trickling between the point of breakage (at the face) and loading (in the shuttle car) to increase coal bulk density and productivity." In the paper, they present some supporting results of bulk density versus moisture, with or without oil addition, from the steel industry research. Unfortunately, the paper contains many misconceptions and half-truths that detract from an otherwise excellent objective of the project of increasing bulk density by reducing particle voidage -"the bottom line evaluator." Introduction As ore grades decline and deposit depths increase, problems and costs of mining construction increase rapidly. Ground water greatly impacts the cost of mining construction. In developing or exploiting ore bodies or coal mines, stored ground water in waterbearing formations is often encountered. Man-made conduits or shafts are constructed, as are raise bores for ventilation (up to 6-m-diam or 20-ft-diam), or smaller diameter drill holes, used for either power cables or rock dust. In underground construction and mining, it is possible to inherit unmapped and abandoned drill holes either from oil or gas exploration, or from previous geological investigations. There also exists within underground work exposure to faults, fissures, and jointing. A mine development may encounter unknown aquifers or, unluckily, have an ore body that is an aquifer. Water may invade an existing underground structure, due to concrete deterioration or to damage that may occur to an existing shaft or tunnel concrete lining. An underground development may intersect a drill hole that was not properly grouted when abandoned. It subsequently formed a conduit or an active path to conduct water into the mine. Water inflow may range from insignificant to a magnitude sufficient to inundate an area or an entire underground development. Corrosion imposes major costs. In shafts, it can cause accelerated wear and deterioration, and subsequent early replacement of hoisting ropes. It can also cause deterioration, misalignment, and subsequent accelerated wear and replacement of timber and steel guides and buntons. Utility maintenance (power cables, air, water, and ventilation lines) also can become a problem. Corrosion imposes major costs. Skips and skiploaders provide a never-ending series of maintenance headaches when exposed to an ingress of water. Numerous problems are found in declines with invert and rail maintenance and with partitions in over-under coal mine slopes. Ground water interacting with an underground ventilation system can result in: • Increased ventilation resistance due to roof falls and the spalling of ribs caused by ice heaving. • Restriction in shaft or slope cross-sectional area due to ice buildup during winter months. This may be a safety hazard to access as well. • An increase in the moisture content entering the ventilation air that condenses underground and causes electrical and equipment maintenance problems. Underground structures also incur water-caused problems. The concrete lining in shafts, slopes, and tunnels may be subject to: • Active mine waters causing concrete and reinforcing steel to deteriorate - perhaps to the point of collapse. • Load redistribution around a concrete lining, caused by soil dislocation due to water movement. The resulting stress may be in excess of the calculated design loading. Backwall injection with grout of the completed concrete lining may solve these water inflow problems through low-pressure injections of cement and chemicals. This fills voids at the interface of the concrete lining with either the soil or rock excavation. Surface structures may be jeopardized by lowering the ground water table, resulting in surface settlements. Surface settlements can occur in buildings, headframes, hoist foundations, mills, conveyor structures, or in rail haulage. Areas of differential settlement can lead to derailments, improper wear of hoisting ropes on sheaves in headframes, and the misalignment of bearings and brakes. Mud jacking and compaction grouting may remedy these problems. To reduce operating costs, increase efficiency, and increase safety, inflow water to the mine should be minimized. For an operating mine with a water problem, a water inflow survey should be taken. Quantities of water flow should be examined at all accesses (shafts, slopes, bore holes, and raise bores) at the faces, haulages (rails or conveyors), and sump discharge. Comments Summary It is very interesting to review the technical changes which have occurred in the industrial practice of minerals flotation over the past two decades. In 1972, worldwide industrial flotation was dominated by 'mechanical' flotation machines having an individual cell volume less than 500 cu.ft. Manufactures, such as DENVER Eqpt. Co., OUTOKUMPU, WEMCO, GALIGHER (AGITAIR), AKKER, and later DORR-OLIVER, produced flotation machines featuring a mechanical rotating impeller which served to mix pulp and air, prior to flotation, and to keep the solid ore particles in suspension. While sharing this common mechanical impeller feature, the machine design of the various manufactures differed in detail; particularly in regard to the vertical location of the impeller in the cell and the means by which flotation air was brought into contact with the pulp within the rotor mechanism. A review of the existing technical literature in 1972 would identify academic research studies, particularly at Columbia University (N. Arbiter, C, Harris ...) aimed at comparing flotation cell design concepts, of the various machine manufactures, on a hydrodynamic basis. These research studies were confined to very small, laboratory bench size, flotation machines, and the benefits of incorporating hydrodynamic considerations in the scale-up of the existing 300 cu.ft. mechanical flotation technology to larger cells was not commonly practiced industrially. Technological advances in minerals flotation, over the past two decades, have been influenced by a variety of economic factors including the increasing development of lower grade ore bodies, the attractions of producing a higher grade final concentrate, and the economy of tails retreatment to improve overall plant recovery performance, and flotation system “optimization" became increasingly important through the 1970-80 time period. The trend toward processing lower grade ores led to higher tonnage mill operations, and stimulated the development of the very large capacity mechanical flotation machine for roughing and scavenging duty. In 1972, the 500 cu.ft. size flotation machine was being pilot tested and introduced to the industrial market. Today, 1993, individual cell volumes of 1500-3000 cu.ft. are operating successfully throughout the world, and well planned plant test programs have concluded that the very large flotation machine can achieve the same metallurgical performance level of its smaller predecessor. The large flotation machine development record clearly credits the incorporation of internal cell hydrodynamic considerations in guiding the scale-up of the mechanical flotation machine to large sizes. This guidance eliminated, or reduced significantly, costly in-plant prototype machine changes which increase Dramatically with increasing flotation machine size. Early in the 1980's, at approximately the time that flotation machines in the 1500 cu.ft. class were being introduced into the market, it became evident that the availability of the very large mechanical flotation machine brought with it the need for a systematic means to "optimize" the flotation system by relating flotation cell size, row length (i.e. number of cells per row), and flotation rougher, scavenger, and cleaner system configuration to the economic objectives of the concentrators' operating management. Flotation system optimization consists of quantifying the flotation process performance using a suitable model which relates the kinetic response of the trace specie and the gangue material to the cell overflow, and produces a numerical relationship between product grade and value recovery. The computer analysis technique has proven to be an invaluable tool in determining the kinetic model coefficients which characterize a given application, and is also used to apply the resulting model to a proposed minerals beneficiation situation seeking to "optimize" the flotation system by relating metallurgical grade-recovery performance, flotation cell size, and circuit arrangement, to plant space, installation, and operating costs. It is interesting to note that these same computer based kinetic flotation analysis techniques can be easily applied to quantitatively evaluate the effect of different chemical reagent strategies, and flotation air transfer, on process performance for a variety of candidate feed ore types.

The development of heap leach technology for the treatment of low grade gold and silver ores has led to a boom in gold production in the Western United States in the last 15 years. The heap leaching process consists of stacking the mined ore on a specially prepared leach pad followed by leaching with dilute alkaline cyanide solution. Depending on the nature of the ore, it may require crushing and/or agglomeration prior to stacking on the leach pad. As the dilute alkaline cyanide solution migrates down through the stacked ore, the precious metal values along with a portion of the base metal values present in the ore are dissolved to give a pregnant leach solution which is collected at the base of the stacked ore. The precious metal values are then recovered by zinc precipitation or by adsorption on activated carbon. Once all of the economic metal values have been leached from the ore, the spent heap leach pad, the leached materials, and associated process solutions must be decomissioned. Decommissioning requires that the spent heap leach pad along with the leached materials and process solution be treated to reduce the concentration of the residual cyanide, base metal cyanide complexes, and other anionic metal species to levels where they no longer represent a long tenn liability for the environment and the operator. The levels to which these components must be reduced is dependent upon the applicable water quality standards as determined by the responsible federal, state, and local agencies. As environmental awareness has grown, these standards have become increasingly stringent. A number of treatment options have been developed for the de-toxification of the process residues. These include natural degradation which incorporates bio-degradation, fresh water rinsing, alkaline chlorination, hydrogen peroxide, and sulfur dioxide/air. Each of these options has been reviewed with regard to relative effectiveness, generation of hazardous by­products, reagent handling considerations, relative costs, and time requirements by Denton, Iverson, and Gosling I. As an outgrowth of the program to develop Henkel's guanidine based gold extractants, COGNIS, Inc., the environmental ann of Henkel, has developed the CyanoMet R process for the extraction and concentration of the various cyanide and anionic metal species from the dilute aqueous alkaline solutions generated during the process of detoxifying spent heap leach pads. This paper describes the CyanoMet R process, its application to three different feed solutions, and treatment of the concentrate generated by the process.

The ever increasing price of bulk commodities forces buyers and sellers in world markets to take a more careful look at methods for obtain¬ing accurate accounting of commodity trans¬actions in commerce and material utilization in processes. Depending upon the application of a sampling and weighing system or the use intended, inaccuracies can result in an eco¬nomic loss of income or a loss in quality of the process. It inevitably results in a loss of control of ones costs. The accuracy of samp¬ling and weighing systems is today extremely important, as they are recognized to be the key components of the overall management system designed to provide both quantitative and qualitative control. This paper will be confined to the weighing systems only and will deal with various as¬pects of system design, calibration and opera¬tions. Special emphasis will be placed on new developments and requirements in this field.

The objective of this international conference was to assist the mining and minerals industries in their global transition to sustainable development. The main theme of the meeting, therefore, was the development, monitoring and assessment of sustainable development criteria for mineral operations. Emerging technologies that can assist in the development of criteria and performance measurements were also presented at the meeting. A goal of the conference was also to conclude with a consensus plan and a process, representing a variety of stakeholders, which can provide guidance to the global minerals community on the path to sustainable development. A number of papers were not submitted in time to be included in the printed proceedings. Hence this addendum was compiled and includes last minute paper submissions. The pages of this addendum are numbered consecutively to the main volume of proceedings, so that when a reference is made to a paper, a proper page number may be quoted.

The zeolites review arrived too late for the June issue. The natural zeolite industry continues to grow even as some companies look for the exits. Production for 1993 was estimated at between 42 and 44 kt (46,000 and 48,000 st). That is between 7 and 9 kt (7700 and 9900 st) above 1992 production. GSA Resources, Saint Cloud Mining, Steelhead Specialty Minerals, Teague Minerals, UOP and Zeotech all reported continued growth last year. At the same time the East-West Minerals' Eastgate mordenite mine, and American Resources' Ash Meadows clinoptilolite operations both shut down their processing plants and are attempting to sell the mines and facilities. In addition, Tenneco Minerals continued its attempt to sell the Mud Hills clinoptilolite deposit. Unimin entered the natural zeolite industry through its acquisition of several properties of Aimcor. As an important part of the concept validation phase of the MX Advanced ICBM development program, Air Force System Command's Intercontinental Ballistic Missiles (ICBM) Program Office developed and demonstrated large trenching and cast-in-place equipment for placing many miles of buried concrete tunnel rapidly and economically. A tunnel or "buried trench" containing a mobile ICBM is one of the candidate basing models for MX. Upon remote command, the cannister housing the missile would break out of its concrete tunnel and earth overburden by erecting itself to a suitable angle and then launching the missile. The ICBM Program Office developed two each trenchers, cast-in-place machines, and breakout mechanisms, as well as a mobile concrete truck unloader. The machines were demonstrated in varying soil conditions in the southwest US. The breakout mechanisms were demonstrated nearby as well.
