Introduction Since its creation in 1910, the Bureau of Mines has conducted a wide-ranging program of research on mining technology. Over the years, the Bureau has perhaps become best known for its accomplishments in mine health and safety technology, a field that has been the object of much public attention. Nevertheless, the Bureau's program in other areas of mining technology has always been strong and remains so today. A distinguishing feature of the current effort is its tendency to concentrate on high-risk, high-gain projects. Throughout the federal research establishment, the Administration's policy has been to phase out short-term research that could be performed by private industry, in favor of long-terms projects that industry cannot usually afford to fund. This tendency is evident in the following account of the highlights of the Bureau's current mining technology research program. Underground Mining Technology Fragmentation. Research studies on fragmentation have focused on nonexplosive concepts. If successfully developed, these concepts would lend themselves to continuous automated operation and reduce time and costs of fragmentation in underground mines. A special laboratory-scale device to investigate ripper cutting was designed and fabricated in 1982. Experiments were conducted with large drag cutters to develop an efficient cutting technique for hard rock. Tests were successfully conducted with 76- and 152-mm (3¬and 6-in.) bits in rocks up to 138-MPa (20,000-psi) compressive strength. Because of the success of these initial tests, larger-scale proof-of-concept tests are planned. To prepare for these tests, a tester capable of cutting a 1.8-m (6-ft) opening was fabricated. This device will allow ripper cutting to be carried out at full scale, and will also allow mucking and holddown requirements to be investigated. Preliminary estimates indicate that this concept has the potential to double excavation rates while reducing costs up to 30%. Mobile Hydraulic Monitor. A mobile hydraulic monitor system was designed, fabricated, and used to mine the St. Peter sandstone at an average rate of 22 t/h (25 stph) from a face in Martin-Marietta's foundry sand mine at Clayton, IA. A slurry transport system worked in tandem with jet cutting, resulting in a continuous mining and transport system. Problems with spray from the jet hitting the sandstone showed that a remote-controlled mobile monitor was needed at a station 15 m (50 ft) from the face, so the operator would have a clear view of the face and be safely out of the backwash. Crushers. Research on crushing systems to improve efficiency in underground mines is continuing. Final testing of a low-profile, portable crusher for underground applications has begun. A system for handling oversize feed to the crusher was conceived and tested. Underground crushing systems, portable enough to be kept near the face, offer considerable improvement in materials handling because main haulage by conveyor is often less costly. Hoists. Research to increase hoisting efficiency and speed and to reduce energy requirements has led to experimental ore skips. The skips feature guide rollers to improve riding characteristics, bearing improvement at critical locations, and weight savings of about 1.8 t (2 st). An experimental aluminum skip was installed last year at Kerr McGee's Church Rock mine. Performance is being monitored under production conditions. A portable service hoist for low-cost, efficient movement of men and supplies in raises between mine levels was designed, fabricated, and tested on the surface. In operations that use the sublevel stoping mining method, production scheduling takes into account factors — including ore reserve envelopes, ore grade averages, equipment capacity, feed controls to the mill, and geotechnical restrictions — across the scheduling horizon. Mathematical programming is one of the most effective methods for enhancing the decision-making process in regard to the most viable production schedule in light of a given set of limitations. The majority of research on sublevel stope mining focuses primarily on a single objective of optimization, which is to maximize the net present value (NPV). Environmental, social and governance (ESG) considerations are becoming more prevalent in the mining industry. This includes aspects relating to deforestation, land disturbances, gas emissions, community relations and water usage, among many others. Institutional and other kinds of investors are becoming more interested in the work that resource companies do regarding their ESG obligations. This review article identifies the gap in the existing literature and proposes to simultaneously optimize the production schedule around three objectives. Two of these relate directly to ESG aspects

Carbon-in-pulp (CIP) is the preferred method of gold recovery om cyanided plp. However, other gold adsorbents (namely, ton-exchange resms) are being introduced to the industry as they are considered to have several advantages over carbon for the recoery of gold. A set of test methods have been developed by the industry to evaluate the quality of different carbons. owever, many ?f these tests are not applicable to evaluating ton-exchange resms. Hence, a need has arisen for a method to evaluate the different adsorbents. This paper introduces a philosophy to evaluate an adsorbent that results in an estimation of the capital cost and the operating cost associated with the adsorbent. Tests that have been devel­ oped to evaluate the ability of an adsorbent to adsorb gold (in­solutton . counter-current) and to evaluate the optimum adsorbent for a specific pulp (in-pulp batch) are introduced. A method of converting the test data into an economic dimension is present­ed. Case studies are presented to highlight the discussion.

One of the most challenging and ambitious dump rehabilitation projects in South Africa’s mining industry is being carried out at Greenside Colliery’s smoldering coal dump, which lies adjacent to the N 12 Johannesburg-Witbank highway. Greenside Colliery is the largest coal mine in the Gold Fields Group. It began operation in 1946, the year in which the burning dump had its origins. Today, Gold Fields plans to spend R16 million (about $USS8 million) to encapsulate the dump, bringing it into compliance with South Africa’s Mining Environmental Management Programme, according to Martin Hamer, engineering manager of the Greenside Colliery. The improved environmental management approach will result in reduced sulfur dioxide gas, smoke and dust emisson into the air and an enhanced aesthetic appearance of the dump from the N 12 highway. The objectives of the project are to place and compact coal discard to within the National Institute of Coal Research specifications in order to prevent spontaneous combustion, and to preserve as an asset the coal portion of the discard.

The Minera Ojos Del Salado (MINOSAL) concentrator is located 20 km (12 miles) southeast of Copiapo, Chile. It processes copper ore provided by its Santos and Resguardo mines at a capacity of 4.2 kt/d (4620 stpd). In 1982, Phelps Dodge acquired the majority interest in MINOSAL to explore the property's potential. At that time, the concentrator plant was a small, antiquated installation with a capacity of 674 t/d (740 stpd). At the time of the pur¬chase, the majority of the ore was produced from the Santos and Resguardo mines, but custom ores of copper, silver and gold were also treated. The acquisition occurred at a crucial time in the copper business, since the price had fallen to nearly 50 cents/ lb. In 1985, Phelps Dodge purchased the outstanding interest in MINOSAL and acquired 100% of the property. Today, after numerous improvements and two expansions, the concentrator is a combination of old and new equipment. The regrind mills, for example, have been in service for about 50 years, while the ceramic concentrate filter represents the latest technology.

Highly stressed rock in stopes continues to be a primary safety risk for miners in underground mines because it can result in failures of ground that lead to both injuries and death. Spokane Research Laboratory personnel investigated electromagnetic (EM) emissions in a deep under-ground mine in an effort to determine if these emissions could be used as indicators of impending catastrophic ground failure. Results suggest that (1) there is no increase in the number of EM emissions prior to recorded seismic activity, (2) some EM signals are generated during blasting, (3) interference from mine electrical sources mask seismic-generated EM signals, (4) EM emissions do not give enough warning (compared to seismic monitoring) to permit miners to leave a stope, (5) the distance an EM signal can travel in the rock is between 17.7 and 39.6 m (58 and 130 ft), and (6) current data acquisition systems do not differentiate between EM signals generated from seismic activity and random mine electrical noise. These results preclude monitoring EM emissions as precursors of impending catastrophic ground failure.

Introduction The art of ripping has been around since the Romans built the Appian Way, but only in the last decade has ripping emerged as a close competitor with drilling and blasting in breaking up heavy rock formations. That is not to say ripping is as effective in every case, or even applicable in all cases, but it does provide a cost efficient option in many situations-if the optimum ripping techniques are used. Originally designed only to loosen hard pan, the ripper has evolved into a powerful tool, its capability increasing as the weight and horsepower of tractors increased. The tractor-mounted ripper extended the range of ripping because of the additional weight it brought to bear on the ripper tooth. Tandem ripping added the weight and power of a second tractor, extending the rippability range even further. Of course, the use of ripping depends on the type of material to be ripped. Not all rock can be ripped. Determination of rippability-an art in itself-is often inconclusive but there are certain universal principles that can be considered in the first step toward optimizing ripping techniques. Each of the three basic rock types, igneous, sedimentary, and metamorphic, exhibits characteristics that bear on rippability. Igneous rocks are the most difficult to rip because they lack the stratification and cleavage planes essential to ripping hard rock. Sedimentary rocks are generally the most easily ripped since they are built of layers differing in material, texture, color, and thickness. Metamorphic rocks vary in rippability with degree of lamination or cleavage caused by transformation from pre-existing rock. The condition of rock also affects its rippability. Although sedimentary rocks offer the best opportunity to rip and igneous and metamorphic the least, decomposed granite and other weathered igneous and metamorphic rock often can be ripped economically. Little or no trouble is encountered with hardpan, clays, shales, or cemented gravel. Likewise, highly stratified or laminated rocks offer good possibilities for ripping. However, thicklybedded rock formations generally must be drilled and blasted. The physical characteristics that favor ripping may be summarized as follows: • Fractures, faults, and planes of weakness of any kind; • Weathering, resulting from temperature and moisture changes; • Brittleness and crystalline nature; • High degree of stratification or lamination; • Large grain size; • Moisture permeated clay, shale, and rock formations; and • Low compressive strength. Ripper Types A second fundamental to optimal ripping is choosing the right equipment for a particular job. There are three types of rippers-the hinge, the parallelogram, and the adjustable parallelogram. In the hinge ripper the linkage carrying the beam and shank pivots on a fixed point at the rear of the tractor. The resulting arc from up and down movement causes up to 30° differential in the tip-ground angle. Thus, the tooth angle changes as it enters and proceeds to ripping depth. The parallelogram ripper's linkage maintains the same tip-ground angle regardless of tooth depth. This type of ripper has advantages over the hinge-type when ripping above maximum depth, but does not provide the aggressive tooth angle necessary for hard-to-penetrate materials. The adjustable parallelogram combines the benefits of both the hinge and the parallelogram rippers. It has the additional benefit of being able to vary the tip angle to the optimum angle of penetration. It can also be adjusted while moving, for the optimum ripping angle in any material. Several other factors that are important in selecting the right ripping equipment are down pressure available at the tip of the ripper, tractor flywheel horsepower, and the tractor's gross weight. Down pressure at the tip determines whether ripper penetration can be obtained and maintained. Flywheel horsepower rating determines whether the tractor has the power to advance the tip. The tractor's gross weight determines whether the tractor will have sufficient- to use the horsepower. The best ripping procedure depends on the job's actual conditions. While conditions, vary, it is still possible to apply certain proven techniques to a typical ripping situation. Caterpillar Tractor Co.'s Handbook on Ripping says optimum ripping efficiency can be realized if-before actual ripping begins-these questions and answers are considered.

The federal standard for limiting exposures to miners from radon daughters was reduced from 12 working level months (WLM) per year to 4 WLM per year in 1971. However, even at that time some researchers were concerned that the new limit would eventually be shown to result in an excess risk for lung cancer mortality in miners. The National Institute for Occupational Safety and Health (NIOSH) is now engaged in a comprehensive review of this topic. As the lead agency in this project, NIOSH has developed a work plan and established a work group to implement this plan. The procedure and specific considerations are outlined in the work plan for developing a comprehensive ionizing radiation standard recommendation for all miners, underground and surface. Such a recommendation will not only include estimates of health risks at various levels of exposure, but also appropriate recommendations for medical monitoring, sampling and analytical methods, sampling strategies, posting, engineering controls, personal protective equipment and recordkeeping. The work group has twenty-four members. Eleven members are NIOSH personnel representing six divisions of the Institute. The remaining thirteen members represent other federal agencies, specifically the Bureau of Mines of the Department of the Interior, the Mine Safety and Health Administration and the Occupational Safety and Health Administration of the Department of Labor, the Office of Radiation Protection of the Environmental Protection Agency, and the Bureau of Radiological Health of the Food and Drug Administration, Department of Health and Human Services. Several factors contributed to the decision to initiate this project. First, the efficacy of the current standard was considered. An initial study group was formed in the spring of 1980 by NIOSH to identify and evaluate articles that contained information on lung cancer mortality risks at and below the present permissible exposure limit. The conclusion drawn from their evaluation was that a two-fold excess risk of lung cancer mortality at and below 120 cumulative working level months (CWLM) of exposure to radon daughters is evident. This composite indication from selected studies was of sufficient magnitude to justify further evaluation. The study group, however, recognized that other studies and information must also be considered in a quantitative risk assessment which would form the basis for recommending an acceptable and feasible permissible exposure limit. A second factor in the decision to pursue further evaluation was the gaps in the current standard that had previously been identified by the Mine Safety and Health Administration (MSHA). These included lack of medical monitoring of underground miners and absence of regulations for surface miners. The seriousness of the health hazard relative to other hazards in mining was also considered. Along with exposures to silica and asbestos fibers, radiation was judged to be one of the major health hazards in mining, These combined factors constituted the justification to develop criteria and recommendations for improved mandatory health standards. The development process begins with a survey and review of the available world-wide information on the topic, including data and information developed by NIOSH. The end product of this review is to be a document that will contain an evaluation of the collected information and support for any recommendations that are made. To develop this document, the present work group has been divided into five task groups with the following emphases: Health Effects, Medical Aspects, Monitoring, Environmental Exposures, and Engineering Controls and Work Practices. The Health Effects task group is to evaluate the evidence from epidemiologic and animal studies of adverse health effects associated with all forms of ionizing radiation encountered in mining and milling operations. The "weight-of-evidence" of the results of all relevant and useful studies will be summarized, with the reasons for emphasizing the cited studies. The critical cells or tissues and the factors that should be considered in estimating the dose to these areas from various types of radiation will be identified. An evaluation will be made of the possible impacts of smoking and exposure to diesel exhaust on the determination of health effects related to radiation. The implications of biologically redundant dose in terms of the time between tumor initiation and death will also be analyzed. The Medical Aspects task group is to review the generally-accepted and the state-of-the-art medical technology for the detection of adverse health effects from ionizing radiation exposure. An evaluation will be made of the accuracy of urine and fecal analysis, wholebody counting, chromosome analysis and nose blows, as well as their usefulness for early detection of adverse health effects. Early detection is of little utility to the affected individual unless subsequent medical care can improve the prognosis. Recommendations for screening tests will be made after carefully considering the accuracy of the diagnostic procedures and the usefulness of early detection. Required recordkeeping and transfer rights will also be addressed. The Monitoring task group is to consider the state-of-the-art technology for the monitoring of occupational radiation exposures. Instrumentation, sampling strategies and analytical procedures will be reviewed for both personal and area sampling. The implications of the associated levels of confidence for non-compliance decisions will be evaluated. The discussion will also include an evaluation of the feasibility of replacing present monitoring systems with recent technology and the impact that a possible lower permissible exposure limit would have on monitoring requirements. The Environmental Exposure task group is to investigate the field procedures and mathematical methodologies which have been used to quantitate exposure levels to the various kinds of ionizing radiation. The magnitude and direction of the possible biases in past exposure assessments will be estimated. Specific attention will be given to the controversies concerning the quantification of the biological dose equivalent and the feasibility of recommending standards for mixed radiation exposures which use "rem" as the unit of measurement. My recent experience has been with wet tropical environments, which address a different set of concerns than Nevada, for example. Spraying rather than drips are required in most cases just to assist the water balance requirement, and my comments address those situations. Most tropical operations are faced with both extremely wet and very dry seasons, with some having multiple cycles during the year. A heap leach operation must address the rate of solution building up within the ponds and how long the volume must last until the next rainy season. It may be easier to construct sufficient pond volume to permit yearlong operation than by discharging excess solution now, and searching for water later. Pond capacity requirements can help with the following: Consider using the solution that could be locked up in the pads during leaching to assist water balance problems. Spray excess solution continuously onto spent ore that would not be normally be sprayed again to "soak up" the excess solution, and stop spraying when the water balance is low, allowing the solution in the spent ore to return back into the system-with or without cyanide added. In a multiple lift system, if intermediate HDPE liners are planned for solution grade control, have drips placed before the HPDE liner is in place. The drips can distribute excess precipitation throughout the lower lifts to control the water balance, while the most current lifts are being leached and sent directly for the preg pond. With only 2 million tonnes (2.2 million tons) of spent ore involved, up to 200,000 cubic meters (53 million gallons) of solution could be moved into or out of the water balance system, if proper methods are designed and installed. That is equivalent to one meter (40 inches) precipitation falling on a 200,000 square meter (2.2 million square feet) pad area. You may even get a little bit more gold recovered as the solution drains from the earlier pads, as well.

The Castle Mountain Mine (CMM) is located in the eastern por­tion of San Bernardino County, Southern California, 70 miles south of Las Vegas. The CMM is a joint venture between Viceroy Gold Corp. (75% and operator) and MK Gold (25%). The CMM initially started gold production with an 8,000 tpd cyanide heap leach operation in February, 1992 when the first ore was crushed and delivered to the leach pads. Even during construction and commissioning, design work was under way to engineer and construct a 1,200 tpd Mill circuit to process the higher grade fraction of the ore through use of pulp agglomera­tion. The need for a grinding circuit became evident with the quantity of high grade material delineated during drilling and the amount of visible gold that the geologists were finding in the drill core and R.C. cuttings. Viceroy did not want to stack the higher grade ore on the heap, and it was clear that permitting a tailings pond would, at best, be a long drawn-out affair. An alternative to a tailings facility had to be found.

Nitric acid has long been known as an effective oxidant. Nitric acid leaching is characterised by highly favourable kinetics. Process development was impeded due to the corrosive nature of the process, limited knowledge of acid recycle and complex reactions which are still not fully understood. In 1981, Arseno Processing Ltd (APL), began development of the so-called Arseno process. The technology targeted nitric acid oxidation of refractory gold ores and concentrates whose refractoriness was due to the presence of sulphide minerals. APL lodged patents in United States, Australia, Canada and several other countries covering the basic chemistry, the overall process, and reactor design. The name Arseno led to the misunderstanding that the process was only applicable to arsenic-bearing material. The name was therefore changed to the Redox process in 1988. Having played an important role in the development of Redox from 1986, SASOX recognised the great potential of the process and purchased the process in 1990. SASOX owns all the patents and other Redox proprietary know-how, licensing agreements in force, and is committed to the ongoing development and commercialisation of the Redox technology. Minproc has been granted specific marketing and engineering rights to the Redox pro_cess.

Low world gold prices stimulate development and introduction of economically efficient ( cost saving) technology for operating gold mills. This report covers the results of testing and introduction of CIL technology to recover gold from flotation concentrate of Samarta gold concentration plant located in Buryatia (Russia). This plant is treated the ore of Zun Kholba gold deposit using gravity and flotation of gravity tails as preconcentration processes. Till recently high grade gold gravity concentrate was smelted to gold bullion and shipped to gold refinery, gravity middlings were leached by cyanidation in cone type equipment developed by Irgiredmet and flotation concentrate shipped to copper smelter. The disadvantages of flotation concentrate shipping to copper smelter are following: high concentrate transport cost; problem with gold shipped balance; high cost of flotation concentrate treatment; comparatively low gold recovery. In this connection IRGIREDMET developed the hydrometalurgical technology for gold recovery from flotation concentrate. The flowsheet was developed on the base of laboratory, pilot plant and industrial scale tests conducted by IRGIREDMET in 1987-1997 and lrgiredmet experience on CIP process testing and industrial scale introduction in Yakutia [1-6]. The Randgold Resources Ltd. mine operation in Syama Mali performs whole ore roasting followed by CIL gold recovery to produce gold. The roaster has operated continuously since the plant was first commissioned in 1994. The roaster design throughput is 216 tons per hour (5,184 TPD). Roasting provides for the oxidation of the· refractory components, organic carbon and sulfides. The energy balance for the system requires auxiliary fuel oil to be burned in the Circulating Fluid Bed (CFB) reactor. Energy from the 1200-1350 degree F roasted product stream is recovered and recycled back into the CFB using two fluidized bed coolers; one to directly heat the secondary air and the other to indirectly heat the primary fluidizing air. The basis of the design for the roaster was an extensive pilot plant test program, the results of which were scaled up to the full scale plant design. Due to variation in the feed at the mine a number of roaster modifications were necessary following the initial plant start up. During 1998 ore flotation capability was added to reduce the operating cost for the roaster and increase plant throughput.

Carbon-in-pulp (CIP) is a preferred method of gold recovery from cyanided pulp. However, the resin-in-pulp (RIP) process is considered to have several advantages for the recovery of gold. Mintek therefore undertook a research programme to develop a commercially-viable RIP process. The MINRIP RIP process and a novel gold­selective strong-base resin, Minix, were developed. The process has been successfully demonstrated at a scale of 100 000 t/month. Continuous countercurrent tests using synthetic solutions indicate that the relative performance of an adsorbent depends on the composition of the solution. Minix resin yielded a higher gold loading than that of carbon, while maintaining an acceptable barren value. Batch tests on a number of gold-bearing materials indicated that Minix has potentially a higher capacity than carbon, and loads gold faster than carbon. An economic appraisal that consolidated the countercurrent results and the economic study indicated that the capital and operating costs of the Minrip process are considerably lower than those of CIP. The amount of the cost advantage depends on the gold content of the feed and the throughput.

INTRODUCTION Soft ground tunnels may be above the ground water table or they may be subaqueous. The ground may be clays, silts, sands, gravels, glacial deposits, boulder tills, and any of these in any combination. Because of the relatively low strength and deformability of soils, difficulties often arise in soft ground tunnelling. These soil characteristics and resultant tunnelling difficulties, have had a direct influence on the development of "Lovat" Tunnel Boring Machines. We have been required to recognize and adapt to unusual ground conditions and to follow through with design, fabrication, and field maintenance to ensure dependable, trouble-free operation. The basic "Lovat" machine is a fully shielded, wheel-type with the cuttinghead driven by a monorace type bearing with gear drive incorporated in the bearing. Mechanical innovations have been added to the basic machine which complement the resources of manpower, equipment, and materials available to the contractor for a specific operation. FULL FACE SUPPORT The installation of hydraulically operated closure doors or flood control doors, at the cuttinghead, is one of the early "Lovat" technical innovations. The Department of Mining Engineering, University of Utah, has developed a thermodynamic-based mine ventilation simulator capable of predicting or analyzing the climatic conditions in hot underground environments. This compressible flow model, besides analyzing an operationally and legally-constrained network for mass and pressure balance, also takes into account various existing and anticipated sources of heat. Presently, three major sources of heat have been incorporated in the model. These include autocompression, wall-rock heat, and heat from equipment. A unique feature of this simulator which makes it distinctly different from its existing predecessors is the mathematical technique utilized to solve the network problem. Advantage has been taken of newer, more sophisticated mathematical and programming techniques to accomplish accelerated convergence and network solution generation. This paper describes in detail the development of the simulator including the mathematical relationships and the techniques used to predict the initial and final thermodynamic states of the mine air after its interaction with heat sources. The mining industry has seen a flurry of merger and acquisition activity of late. Rising metal prices, increased spending on infrastructure in developing nations and the growing demand for companies to diversify have helped fuel M&A activity in this industry. Many analysts believe that the robust M&A activity will continue, particularly if the demand for mineral resources in India and China remains strong. Because prospective purchasers need to evaluate the various risks confronting target companies, acquiring mining companies requires a considerable amount of due diligence. Of these risks, environmental risk is critical and warrants significant analysis. The failure to properly assess environmental risks associated with remediation, reclamation, compliance or litigation can undermine the transaction. Such assessment is a difficult endeavor, however, due to several challenges that companies face when assessing environmental risks. To make matters more complicated, despite these challenges, many sellers ask buyers to assume all environmental risks with limited post-closing indemnification rights. This article addresses the most significant issues that commonly arise when conducting environmental due diligence and allocating environmental risk in connection with M&A transactions in the mining industry.

INTRODUCTION The U. S. Department of Transportation has underway an important new program which will have a major impact on rapid excavation technology. The Transportation Tunneling Program, as it is called, is a coordinated, multi-modal research and development effort. Its goals, if realized, will significantly improve our ability to build the underground structures needed for transportation. This, in turn, will improve transport efficiency, environmental impact, and the energy consumption associated with the movement of people and goods. Tunneling technology research and development had its beginning at the Department of Transportation in the Office of High Speed Ground Transportation (OHSGT). The OHSGT developed and implemented a program in 1965 to provide the technology for underground construction needed to support future high speed ground transportation. In 1967, when the OHSGT was transferred from the Department of Commerce to the Federal Railroad Administration (FRA), the program accompanied that office. The thrust of the FRA program has been cost reduction through the development of new materials, innovative designs, and better construction methods.
