The complex chemical make-up of electronic waste as well as the variability of feed material from post-consumer sources requires resilient processing systems that are able to handle a range of material without adversely effecting production. Several of the successful processes that are being operated by a number of large-scale metal producers are reviewed in this paper. This review outlines the processing path and final disposition of many of the important individual elemental components. Determining the chemical characteristics of processes is required to understand both metal recovery possibilities and controlling the fate of minor elements. The behavior of both the organic and metallic fractions of electronic waste during processing is evaluated thermodynamically and general conclusions are given. I

The current financial state of the mineral industry, in general, is bad. Economic prospects for improvements in the near future are uncertain. What will improve mineral investment economics so the mining industry can return to a more normal (in terms of past experience) production level? Basically, mineral commodity prices must rise. They must rise to economically justify reopening closed mines and for management to seriously consider expansion or development of existing and new mines. With the worldwide economy depressed for more than a year now (longer for most segments of the mineral industry), supply/demand relationships for mineral commodities are such that prices are depressed-except for precious metals. In investment analysis of the economic potential of existing or new investments in any industry, product price generally is one of the key parameters having great impact on the economic viability of projects. Petroleum and synfuels industry development contracted last year for the same product price reasons that have brought mineral industry development to a standstill. Much of the new mine development activity now underway or in the serious planning stages around the world involves precious metals ore body development simply because precious metal prices are high enough now or are projected to be high enough in future production years to give overall satisfactory project economics. It will take significant improvement in nonprecious metal mineral commodity prices in 1983 to develop significant new mine investment interest except in very high grade ore body special situations. Mineral Investment Decision Making Before progressing further with the discussion of mineral investment considerations for the coming year, it should be emphasized that mineral investment decision making-like all industry or individual investment decision making does not relate just to economic considerations. Investment decision making should and generally does involve three analyses: • Economic analysis • Financial analysis • Intangible analysis Economic analysis evaluates the relative economic merits of investment situations from a profitability viewpoint based on discounted cash flow analysis of projected investment revenues and costs. Financial analysis, on the other hand, refers to where and how the funds for proposed investments will be obtained. Regardless of the project's economic potential, if you can't finance it, the project will not be done. Intangible analysis considers factors affecting investments but which cannot be quantified easily in economic terms. Typical intangible factors are legal considerations, public opinion, goodwill, environmental and ecological impacts, and regulatory or political considerations, to name a few. New mine development investment decision making in the US has been impacted heavily by intangible considerations in the past decade and will probably continue to be impacted by them in 1983. There is a common tendency in literature and management practice to interchange the terms economic analysis and financial analysis. This often leads to confusion about the rationale for investment decisions. For example, in the past year a majority of companies in all types of industries cut back budgets for new projects. Often this was done not because new project economics were unsatisfactory, but because cash flow from existing operations was reduced compared to previous years due to the recession, and debt service requirements were high from existing loans so new borrowing was undesirable. For financial reasons, in other words, many projects were shelved last year. That included some precious metal mining projects and many petroleum projects. Many other projects were shelved for economic reasons (sometimes combined with financial reasons in the case of marginal economic projects). New mine development for copper, lead, zinc, molybdenum, iron ore, and synthetic fuels are a few examples. Economic Uncertainty and Financial Considerations Mineral project analysis has always involved a lot of uncertainty with respect to determining ore grades, tonnage of producible reserves, operating and capital cost projects, and mineral commodity prices estimates. The wide swings in mineral commodity prices in recent years and the almost impossible task of projecting future prices with any degree of confidence or accuracy concerns mineral project investment decision makers. In developing a new copper or silver mine, it is not today's price of copper or silver that is relevant to economic analysis of the mine, but what the price will be during the producing years. There is no way to avoid projecting the escalation (or de-escalation) effects on revenues and costs. To analyze a project in terms of today's dollar revenues and costs implicitly assumes that escalation will not change today's project costs and revenues; or that, if they do change, the project economics will be unaffected by the changes. "The Freeport-McMoRan Sierrita Crystal Plant produces Copper (II) Sulfate Pentahydrate (CuSO4·5H2O) through a series of cooling crystallizers. In this process, high supersaturation and unwanted spontaneous nucleation promote fine crystals. Seeding through recycled crystal classification can manipulate the crystal size distribution (CSD) for larger crystals. Proper selection of the crystallizer for seeding can prevent spontaneous nucleation and promote final crystal size. This study shows when seeding temperature is closer to the crystallizer temperature, suspension densities in the crystallizers are promoted and overall CSD shifts to a larger size of crystals. INTRODUCTION Figure 1 shows an overview of the crystallization process. The in-plant feed flow, called Pregnant Mother Liquor (PML), enters the first crystallizer and is subsequently cooled through a series of four crystallizers. Specific temperatures are targeted for each crystallizer to ensure the crystallization process is operating within the metastable zone (MSZ). The discharged flow from crystallizer #5 then enters two cyclones. The overflow from the cyclones contains smaller crystals providing seed crystals for crystallizer #5. The underflow from the cyclones begins the drying process. The overflow from crystallizer #5 enters cyclone #3 for removal of fine crystals and seeding purposes. The underflow from cyclone #3 has the capability to provide seed crystals for crystallizer #1 or crystallizer #2. The overflow leaves the system as Spent Mother Liquor (SML). Undersize crystals dissolve into the PML and return back to crystallizer #1.THEORIES AND METALLURGICAL TESTS Seeding requires an understanding of the crystal size, solution temperature and amount of crystals that enter the crystallizers (1). For the seed crystal size, classified crystal seeds can prevent fine crystals returning back into the system which eventually leads to excessive agglomeration (2). Proper selection of the crystallizer can ensure seeding at an appropriate temperature. Seeding at a temperature much lower or higher than the saturation temperature promotes spontaneous nucleation. Typically, seeding between 4-5°F below the saturation temperature is acceptable (5). A general rule of thumb is to add the seed crystals at the temperature between the solubility curve and the metastable zone. An experiment conducted by Mettler-Toledo AutoChem, Inc. indicates seeding close to the solubility curve rather than the metastable zone promotes a lower supersaturation and nucleation rate but yields a higher growth rate and a greater number of larger crystals (1). The amount of seed crystals can not only change the suspension density but also narrows the width of the MSZ in the crystallizers. An experiment conducted by Jaroslav Nyvlt reports with the crystals absent, the maximum allowable undercooling is 6.3 degrees at a cooling rate, 5°C/hour. With the presence of crystals, it narrows the MSZ width to 2.2 degrees (4). Industrial crystallizers normally operate at suspension densities between 15% and 25% by mass. When suspension densities are lower than 15%, it increases the risk of primary nucleation and the probability of incrustations; on the other hand, if the suspension densities are greater than 25%, it can cause a greater attrition rate and increase the probability of deposits (6). Moreover, operating suspension densities between 15% and 25% are also sufficient to minimize supersaturation rate which promotes crystal growth over nucleation (2, 6)."

The term "refractory gold ores" refers to a wide number of ore types which are not readily amenable to direct cyanidation. A number of processes have been used commercially, and a number of others have been proposed and in many cases pilot tested. The selection of the appropriate process for an ore should not be arbitrary. Ore grade may preclude some processes, but a good understanding of the ore mineralogy can guide the selection. Many present gold operations and many potential gold operations have faced or are facing problems with refractory gold mineralization. We at Hazen Research have had the opportunity to perform bench testwork and in some cases, pilot plant testing on a number of refractory ores. The data included in this paper are excerpted from the testing of fifteen ores which cover a wide range of mineralogical compositions. This paper is not intended to be a treatise on the processing of refractory gold ores. In many of these gold projects, not all of the standard process alternatives were evaluated, nor was adequate mineralogical work performed. Such is the dilemma of contract research. "If I believe that I don't need it, why should I pay to have it done." The intent of this presentation, therefore, is to show how different ores respond to the various processes, and to demonstrate that one must have an open mind when developing a process for a specific refractory gold ore.

One function of Mine Safety and Health Administration (MSHA), Pittsburgh Health Technology Center's Ventilation Division is to provide assistance to MSHA enforcement and industry personnel for maintaining adequate fresh air to all areas of an underground mine. In fulfilling this objective, total mine venti1ation pressure-air quantity distribution on investigations are conducted to measure the air pressures and quantities necessary to describe and analyze the existing ventilation systems. Various ventilation parameters are calculated from these measured pressures and quantities. Some of these parameters are: pressure drop in intake and return airways, air leakage, percentages of air reaching active sections, average regulator drops, and fan pressures. The purpose of this paper is to present and compare values of ventilation parameters calculated from investigations at twenty underground coal mines.

Changes in the ore types available and increased environmental concern have created a demand for an alternative technology to cyanide for the extraction of gold from ore. Great Lakes Chemical Corporation (Great Lakes) believes that halogen chemistry, in particular bromine chemistry, is the best available alternative to cyanide for gold extraction. Great Lakes is a Fortune 500 chemical company with sales of approximately one billion dollars per year. Great Lakes extracts elemental bromine from naturally occurring brines in Southern Arkansas. Great Lakes has developed a family of proprietary bromine compounds to aid in the extraction of gold. In addition to proprietary bromine compounds for gold extraction, Great Lakes has developed a method of recycling bromide ion in the leach circuit. Various recovery methods, including ion exchange and solvent , extraction are currently being studied.

With all of the publicity, criticism, and notoriety that the mining industry has received over migratory birds, it is diffi­cult to remember that six years ago no one even suspected that this issue would'emerge. After all, cyanide had been used in Nevada mining for 20 years without significant effects on wildlife. Although the mining industry has been buried in unjustified criti.cism for not having a clearer crystal ball, most of those critics forget that no one else predicted this problem either. In fact, the Nevada Department of Wildlife reviewed and had no objections to the Paradise Peak Plan of Operations before they began production. As we now know, Paradise Peak had one of the first and most severe avian mortality prob­lems in the State. It should also be noted that Paradise Peak has done more to research and solve the migratory bird problem than all of the rest of the Nevada mines put together. It is not possible to review all of the research and field work that has gone into investigation of the avian mortality problem over the past five years in this short paper, but a synopsis can be presented. In most instances we can say that we have solved the problem, We have learned what works and what does not. Let's start with what does not work. Unfortunately, the list is long and elaborate, but can easily be summed up in one word: hazing.

There has been a surge of exploration activity and interest in mineral properties located in cold Northern climates, with gold and copper properties as the two most attractive targets. There are already a number of mining operations located in the Arctic, for example, Red Dog, Polaris, and Lupin, all located in the Canadian Arctic. The logistics of sustaining operations, the engineering design and construction methods for such inhospitable regions are now relatively well understood. However, at least three of the proposed new mines in the Yukon Territory, Canada are designed to be heap leach operations. Rescan Engineering has recently completed Feasibility studies for two heap leach operations in the Yukon, one of which, the Brewery Creek Mine, is now in operation. The purpose of this paper is to explore some of the engineering and operating concepts that have been developed to make heap leaching an appropriate process method for gold recovery in a cold climate. Many of the readers will be familiar with the general and specific details of heap leaching, and it is not the intention of the authors to deal with any of the established "do's" and "don'ts" that have been addressed in numerous previous papers, but only with those pertaining to cold weather operations. This paper also examines these design concepts in specific relation to the results of the first winter's operation at Brewery Creek Mine, the first "far" North heap leach operation.

INTRODUCTION When Palmer King asked me to prepare a paper for this conference, it seemed quite appropriate, since I am Chairman of Subcommittee No. 4 of the U. S. National Committee on Tunneling Technology and we are presently making a detailed study of contracting practices. Before the end of this year, we expect to publish our report containing guidelines aimed at improving our contracting practices and minimizing the problems which develop therefrom. The American construction and mining industries today are glowing examples of the ingenuity of man pitting his wits against the unknown. Without the promise of rewards commensurate with the perils faced and the effort expended, it is doubtful that these industries could have reached their present state of advancement. Nevertheless, these industries are still primitive compared to many others such as aerospace and electronics. That our present contracting practices leave something to be desired is evidenced by the fact that many of our underground projects wind up with tremendous increases in estimated cost, financial disaster, and costly dispute and litigation. The situation is aggravated by the current economic uncertainty, energy crisis, and shortage of materials. At the same time, if our industries are to develop their maximum technologic potential, we must employ contracting practices which will encourage that development. Introduction A study was completed that investigated the enrollment in mining engineering programs in 24 universities and colleges. All programs considered in the study award four-year bachelor of science degrees in mining engineering. They also provide all the engineers for the mining industry and a large portion of the geotechnical engineers working on environmental problems, storage of hazardous waste, civic, and Federal government underground projects. The numbers used as the base for the study are those reported by each program to SME-AIME and published yearly (SME, 1986). Data for the study came from the period 1975-1985. Also, since some programs include students in related disciplines and special categories, such as cooperative students, a few inaccuracies were unavoidable. A 23-page document has been prepared that reports on the overall picture of current enrollment, the trends, and discusses the results, perceived effects, and what can, or should, be done. There has been an obvious, and dramatic decrease in total undergraduate enrollment since the late 1970s. In 1978, 3117 students were enrolled. In the 1985 fall semester, enrollment was 1022, less than one-third. There were 485 seniors, 265 juniors, 147 sophomores, and 125 freshmen. The downward trend in total enrollment is likely to continue for at least another two years. Class size The catastrophic drop in enrollment is shared by all programs across the country. It does not discriminate between types of programs, coal or hard rock mining, or location. In general, 1985's enrollment is about 30% of whatever the maximum enrollment was in any program, though this varies from the teens to 50%. The latter percentage occurs only for some programs with special circumstances, particularly new programs not well established in the late 1970s. The beginning of the decline in enrollment has occurred at slightly different times as affected by the demise of each program's local industry. The numbers in each class produced from a specific freshmen year (Fig. 1) are worthy of comment. The dramatic drop in enrollment for all classes after 1982 is clearly demonstrated. The timing coincides with the general downturn in the mining industry, when many employed engineers were laid off and new graduates could not find jobs. Also, significantly fewer students are being attracted to mining programs as freshmen. The number of seniors shown seems inappropriate. Where did so many seniors come from and why are so few graduates produced? There is an increasing trend for students to take four-and-a-half or five years to graduate. Therefore, they are counted twice, once when they are first classed as seniors and again the following year. Some students purposely delay graduation to obtain more summer work experience and take additional courses. They believe that this gives them a better

"Today’s underground construction megaprojects are tremendous feats of engineering on a massive scale, excavating through ground conditions once thought impossible, using new and innovative contracting practices. But one important truth remains unchanged; projects are built by people. What separates winning projects from the rest? Great people, working in great organizations. In straight-talk fashion this paper sets forth fundamental differences between good project leaders and bad ones, on topics ranging from client relations, design management, and scheduling, to use of the whiteboard, and everything in between. Broadly applicable to all corners of project delivery, this paper will resonate with project leaders from around the world and help identify skills necessary to succeed in the management of underground facilities. A NOTE FROM THE AUTHORS This is a training document, and not really a “paper” per se. We have attempted to tackle some big and potentially complex topics using bite-sized paragraphs, each of which are intended to promote thoughtful introspection and dialog. So please feel free to skip around, or even set this document down while you reflect on your own personal experiences, tactics, and philosophies. We have found that providing examples of “what not to do” is oftentimes more instructive than simply listing “what to do”, hence the Good/Bad format of this document. Please note that “PM” refers loosely to anyone on the project management team not just the “Project Manager”. We also wish to preface this with the following cautionary statements: • The authors do not pretend to be the “Good PM” in all cases. In fact, we’re almost certainly the “Bad PM” for some. We aim to improve on those areas. • It has been said that “The only real training for leadership is leadership.” (Antony Jay) We all started somewhere, and nobody has 20 years of experience on day one. • Converting this text into some sort of prescriptive checklist would be a disservice to the evolution of project management. The paper describes the design and operation of a Shaft Boring Machine (SBM). The machine has been developed by The Robbins Company. It is anticipated that the prototype, which will bore shafts in the 6.1 to 7.3 m (20 to 24 ft) size range, will be placed in operation during 1985. This pioneering application of rapid excavation technology is expected to lead to significant improvements in the cost and speed of shaft construction. The technical and economic factors which have limited the employment of Shaft Drilling and which caused unsatisfactory results with earlier attempts at Shaft Boring are reviewed. The design criteria adapted to overcome these problems are discussed. Cost and performance estimates are presented and are compared to conventional sinking methods. Factors that influence the application of the SBM to specific projects are reviewed.

The Turnkey Project contracting approach is a very viable project delivery system for many mine and mill owners. Generally speaking, the Turnkey Project approach makes sense when the owner knows what it wants, is willing to accept the contractors judgement on process elements and maintenance standards, and early construction completion/facility stmt-up are of primmy importance. Projects with unclear process and project objectives make poor candidates for true Turnkey applications. If the objectives are unclear, under development or significant refinement, the owner's effort should go into a good schedule "A" package allowing Engineering, Procurement, and Construction (EPC) contractors to develop cost and schedule proposals for the final design ( engi­neering), procurement and construction of the facility. Figure 1 and 2 graphically depict (in general terms) the stan­dard Design-Bid-Build, Construction Management (CM) Fasttrack, EPC, and Turnkey Approach.

In this report, the effect of catalytic amounts of activators on gold dissolution in clear solutions with gold disks and with slur­ries of gold ores is presented. Activators are nitrogen and sulfur aromatic heterocyclic compounds, which catalyze the gold dis­solution reaction in cyanide and other lixiviant solutions. Gold dissolu!ion studies in clear solutions indicate that the catalyst must bmd to the gold surface to catalyze the dissolution reac­tion. A concentration dependence for activation is observed· the optimum catalyst concentration depends on choice of activtor lixiviant concentration, and solution agitation. Nitrogen and sul fur aromatic heterocycles catalyze gold dissolution in slurries of gold ores with cyanide and other lixiviants. The typical proce­dures of agitated leach and rolling bottles were used to evaluate gold leaching rates. Activation has been demonstrated with a variety of ore types.

The Coal Utilization review arrived too late to appear in the May issue. Coal utilization technology is improving due to the urgency with the 1990 Clean Air Act and the incentives provided by the Clean Coal Technology (CCT) program. Advances in the CCT are the subject of this report because of their broad industry application, support and involvement. Clean coal demonstration program Projects in the $5 billion Clean Coal Technology program are jointly funded cooperative agreements - not contracts - between government and industry. The industry participant in each project contributes at least 50% of the total cost. The participant takes primary responsibility for the project and is awarded any patent rights for inventions that may occur during the demonstration. The government, on the other hand, ensures that schedules are met, costs are controlled and project objectives are met.

Tailings dams are large-scale earth-fill embankments that are designed to contain mining wastes from ore dressing plants. Most commonly tailings dams are constructed in stages in order to keep up with the increasing volume of mine tailings. Staged construction using various methods (like up-stream, down-stream, and centerline) is generally considered as a very effective way to construct this kind of embankments. The present study is devoted to the investigation of the behavior and the stability of these geostructures under static conditions. In order to accomplish this task, elaborate two-dimensional numerical models are examined, utilizing the geotechnical finite-element code PLAXIS. Numerical analyses are conducted for all three types of tailings dams in order to obtain the potential modes of failure, while the corresponding factors of safety are determined by the shear strength reduction technique.

An extensive geotechnical instrumentation program was undertaken during the construction of a 6.7 m (22 ft) inside diameter tunnel to monitor the ground-structure response and to check assumptions made for design. The tunnel was advanced through sedimentary and igneous rock using a fully shielded tunnel boring machine (TBM) with both temporary support and final lining provided by precast concrete liner plates erected in the tail section of the TBM. The parameters measured and evaluated include rock deformation, strain in the precast concrete liner, changes in tunnel cross section and groundwater response. In addition, an automated camera system is described which was mounted on the TBM to provide a continuous photographic record of the bedrock conditions exposed at the tunnel springline. The performance of various types of instrumentation equipment in an underground construction environment is also evaluated.

It is difficult to fail if one has a great deposit, but 'great' ore deposits are few and far between. More often one hears that a mine has been 'made' rather than found. This is particularly true for industrial minerals and for gold and silver projects. Even the best ore deposit can often be improved through innovative technology, e.g. the Escondida copper mine in Chile, where a novel ammonia leaching process is yielding a fabulous DCFROI. Consider the case of a small high grade gold mine. Previous owners had found inadequate reserves to justify the capital cost of developing the mine and installing a mill. Lower grade resources had been ignored because the owners were looking only for grades that would be high enough to support a small underground mine and mill. Randol, assisted by Kappes Cassiday & Associates, determined that the ore was amenable for heap leaching. Secondly, existing drillhole data indicated a significant lower grade resource that appears to be accessible to open pit mining methods. In this case, the appropriate selection of off-the­shelf technologies has literally 'made' the mine. At the Randol at Vancouver '94 conference on Latin American Mining Opportunities, papers on innovative technolo­gies for exploration, mining, metallurgy and environmental management were presented in non-technical terms for managers and resource developers. It was surprising how few of the exploration- and finance-oriented delegates participated in these sessions. Numerous technologies were presented that could be added to one's arsenal of tricks to 'make' a mine, i.e. to convert resources into ore reserves through knowledge.
