The countries of Eastern Europe are former members of the Council for Mutual Economic Assistance (CMEA). Geographically, they are located in Central Europe (Poland, Hungary, Czechoslovakia) and Southeastern Europe, largely in the Balkans (Yugoslavia*, Bulgaria, Romania and Albania*). It is important to remember that all of the countries of Eastern Europe had central planning imposed on them by the Soviet Union during the years following World War II. "Stalinist" policy for industrial development had three important tenets: • central economic planning, or a nonmarket-based command economy with administratively set prices; • economic priorities that stressed the development of heavy industries such as mining, metallurgy (steel) and heavy machine building; and • self-sufficiency at all costs, which was aimed at abolishing reliance on the world capitalist market, or reducing it to a minimum. Essentially, the system of industrialization that was used in the Soviet Union in the 1930s and 1940s was imposed on Eastern Europe. Organic market economic development in Eastern Europe ceased during this period. The flaws of this experiment became apparent when mineral processing facilities were set up in many areas of Eastern Europe that did not have reliable resources. Poland, Hungary and Romania are good examples of this situation. The Soviet Union became the principal supplier of iron ore and other minerals and mineral fuels, not only to these countries but to the Bloc as a whole.

Mining, perhaps more than other industries, has been under pressure to achieve higher productivity, while reducing costs and environmental impacts. This has encouraged a move toward large-scale operations and greater integration and automation of systems. Mechanization is being used increasingly to raise production and reduce labor requirements. Yet, while transportation, ventilation and other activities have benefited from this trend, mechanization of rock excavation (for development and production) has lagged. The switch to a mechanized excavation system can be complex, requiring a thorough study of operational and cost benefits to be successful. To justify the high capital cost of mechanical mining equipment, production rates and the true costs of machine mining must be accurately estimated. To evaluate the cost effectiveness of mechanical mining for a particular operation, the total production cost (capital and operating) must first be estimated. This requires a reliable estimate of the production rate of the candidate mechanical excavator. Previously, the variable nature of rock caused performance prediction of these machines to be more an art than a science. Additionally, some of these machines are highly sensitive to operator skill. They all depend on their backup systems. The effects of interaction with the overall mining operation can be difficult to forecast. And a new system must surmount psychological barriers before it can become truly operational.

Introduction The Harzwasserwerke, a public body of the Federal State of Lower Saxony, supplies drinking water to an area bordered by Braunschweig, Bremen, the Northern and the Western edges of the Harz-Mountains. From the very beginning in 1928, the Harzwasserwerke have been systematically constructing reservoirs in the western Harz which have the function of collecting and storing the frequently occuring flood waters as well as providing drinking water. The Grane-Reservoir with a capacity of 45 Million cu.m., the last of the big reservoirs, was built in 1968-1970. A system of connecting tunnels effectively enlarges the natural catchment area of this reservoir and the surplus waters of the Oker and Radau valleys - where floods occur particularly during the spring - are being conducted to the reservoir. By building the 4.800 m long "Radau-Tunnel", the waters of the Radau valley will now also be used more efficiently and its surplus waters will pass to the Grane Reservoir via this new tunnel and the Oker-Grane-Tunnel which was finished in 1970. The Project The Radaustollen has been planned and put out to tender by the Harzwasserwerke as a conventional "Freispiegelstollen". The horseshoe profile has a cross-section of 8 m2. Lining was required only in disturbed rock areas; lining of the whole tunnel was not necessary. The gradient of the tunnel is 4 % 0 rising = 25 m over the total length of 4.800 m.

Natural stones are extensively used for construction purposes since the dawn of human civilization, due to their unique aesthetical and technical characteristics. Their production and consumption has been continuously increasing over the past twenty years worldwide at an annual rate of 8.8%. European countries lead the race of per capita consumption, with Switzerland being in the first place with a consumption of 144.7 m2 per hundred inhabitants followed by Greece, Spain, Portugal, Belgium and Italy. On the other hand, during the period 2001-2002 the generated stone wastes were 110 million tones according to EU data, from which only about 5 million tones were recycled or re-used mainly in the construction industry. These stone wastes the non-natural wastes such as oils or chemicals coming from the equipment and machinery employed for stone extraction and processing, are disposed in the environment, posing serious environmental threat. To achieve sustainable development of the stone sector appropriate methods that will prevent or reduce waste generation and disposal have to be identified and applied. In this work an extensive study of the stone waste management techniques applied in Europe is carried out, in order to identify the Best Available Techniques (BAT) that can be used according to the type of generated wastes and the waste management hierarchy: Waste minimisation, Re-use, Recycling and Disposal. The identification of BAT was performed based on 14 Sustainable Development Indicators (SDI), which were grouped into three categories: environmental, economic and social. The developed final list of BAT includes waste minimisation techniques, eco-management schemes, in-situ treatment and appropriate storage and selection.

Over the past few years the Cape Breton Coal Research Laboratory's staff designed, built, tested and proved the necessary hardware, software and methodology of tracer gas based surveying techniques applied in the field of mine ventilation. These methods are now used routinely in a variety of applications where traditional anemometric methods do not provide the required accuracies or cannot be effectively employed. Irregular or highly turbulent flows, leakages, geometrically complicated or highly obstructed airways are just a few examples where traditional anemometry can produce unacceptable errors in calculated ventilation parameters. Tracer gas based ventilation techniques have been used in many problematic situations where the standard ventilation methods are inadequate. One such problem, faced by many mine operators, is the emergency imposed by the ever present threat of a mine fire. An understanding of the propagation of smoke contaminants and the demonstrated integrity of appointed escape routes can save lives and property during a fire. That knowledge can be gained quickly and inexpensively by the application of tracer gas smoke simulation methods. The concept of controlled air recirculation has recently gained considerable attention in the mining industry. While mathematical models can be used to predict performance, the ultimate proof of a ventilation system's performance can best be provided by a tracer gas based simulation of contaminant levels. Fan performance tests and assessment of auxiliary ventilation systems are highly dependent on accurate definition of airflows; precise data can be easily obtained by tracer gas based volumetric surveys. Proposals have been made by two organizations, the International Standards Organization (150) and the American Conference of Governmental Industrial Hygienists (ACGIH) for a revised respirable dust criteria and criteria for thoracic and inspirable dust. These criteria yield different results than criteria based on lung deposition patterns in assessing the hazards due to dust exposure. Since these differences are a function of the size distribution of the dust an analysis of dust size distributions from various mining operations was performed to determine the amount of difference that could occur. The dust size distributions available for this analysis were taken from U.S. coal mines and from Chinese metal mines. The mass of mechanically generated dust that will deposit in the alveoli was found to be in direct proportion to the ISO/ACGIH criteria estimates in the mines studied. Therefore, respirable dust estimates for substances such as coal and silica are not a problem. Estimates of exposure to diesel exhaust in these mines, however, were not always in the same proportion to the estimated alveolar deposition. Also, concern with an excess of bronchitis among miners may not be adequately addressed by the use of samplers conforming to the ISO and ACGIH criteria. The cascade impactors used to acquire the data for this analysis require four to eight substrates per sampler. For daily dust exposure assessment this method is cumbersome and time consuming. Therefore, two new samplers have been designed to meet the need for determination of deposited dust mass. These samplers follow the lung deposition curve rather than the penetration curves proposed by the ACGIH and ISO and require analysis of only two substrates per sample.

Underground coal mining systems have kept pace with developments that have occurred in other types of mining. A diversified group of machines are now available with high horsepower motors, built-in microprocessor technology, and numerous options to satisfy miners' needs in various geological environments. The results will be a greater degree of mechanization and recovery of coal from inclined seams, thins seams, and seams mined in lifts from shallow as well as deeper deposits. This article is based on a general suvey carried out by the authors to detemine the current status of mechaniztion and systems development in underground coal mining. It indicates that the next two decades will see increasing use of longwall mining, which has already reached a high degree of sophistication. Automation, remote control, and robotics are the key words of the future. Data transmission from underground to surface and over long distances will be almost routine. Many components of the high technology industry that are just being considered by the mining industry regarding equipment health and perform¬ance monitoring, quality control, application of expert systems, and computer networking will become a routine part of underground mining technology. Within the next 21 years, "manless" mining, first attempted about 25 years ago, will become a reality. Current coal face developments Developments in underground mining equipment, its application, and associated technology have made phenomenal progress compared to those in other types of mining. Room-and-pillar systems, on one hand, and longwall mining, on the other, have sophisticated equipment at their disposal. Both of these systems have become highly productive, with output per manshift about 50% higher than that achieved a decade ago. NEW ROUTES - 63rd STREET CROSSTOWN The New Route construction along East 63rd Street in Manhattan began in 1969 with the East River tunnel connecting Manhattan and Queens. The 63rd Street Line, once in Queens, is planned to connect to another new route called the Queens By Pass or Super Express (See Exhibit 1) which would connect to the Queens Boulevard Line at Forest Hills. The purpose of the Queens By Pass was to alleviate subway congestion to and from the Borough of Queens, whose population had rapidly expanded during and after World War II. The existing Queens Boulevard subway lines (the "E" and the "F" trains) are almost filled to capacity at their terminal stations with passengers from Long Island. Passengers boarding trains enroute from the local Queens stations have difficulty boarding crowded trains, and, at times, cannot board the trains. The New Routes, thus, were to give additional train capacity into Manhattan and thereby relieve the crowded conditions along the Queens Boulevard corridor. PROFILE - METHOD OF CONSTRUCTION The portion of the New Route passing east-west under East 63rd Street on Manhattan (See Exhibit 2) had to snake beneath intersecting structures running north and south, such as the Con Rail tracks below Park Avenue and the 80 ft deep Lexington Avenue Express track structure along Lexington Avenue. "The Vermilion range extends from the vicinity of Tower to and beyond the ""international boundary, crossing into Canada at the eastern end of Hunter's Island. The strike is about east and west and the dip approximately vertical, with a westerly pitch. The underground workings at this mine are some 4,500 feet in extent east and west, and over 1,500 feet in depth. The structure here is probably the most complex in the Lake Superior iron districts. Above the iron bearing formation, geologically, comes the basal conglomerate of the Lower Huronian, carrying large boulders and Masses of the iron bearing rocks."

Techniques for dealing with copper-gold ores are reviewed. Cyanide has little selectivity of gold over copper, and depending on the reactivity of the copper minerals cut-off grades for gold recovery by direct cyanidation are generally below 0.5% copper for oxide ores and 1 % for sulfide ores. Non-cyanide gold leachants also tend to be reactive to copper. The cheapest option for sulfidic ores is to produce a flotation concentrate for smelting, while transition ores generally need a sulfidisation pre-treatment. The requirement for the concentrate to have a high enough copper grade to be acceptable to a smelter may compromise copper and gold recovery. This can lead to significant gold grades in the flotation tailing, and copper levels in the tailing that are too high for direct cyanidation to be able to recover the gold. Oxidised ores, flotation tailing or other material not amenable to flotation represent the greatest grey area for gold recovery. Copper removal by acid, alkaline or ferric pre-treatment is possible though not generally used. Cyanide pre-leaching to remove copper, followed by copper and cyanide recovery represents a potential option that has been installed at one Australian gold plant, where copper is recovered onto carbon, ahead of the slower leaching gold. Actual cyanide recovery depends on ore mineralogy, allowing for losses as cyanate, thiocyanate, carbonate and ferrocyanide. Alternative options for gold recovery following cyanide leaching include precipitation, ion exchange and solvent extraction of the gold. Ammonia-cyanide leaching may offer another option for more selective gold dissolution from flotation tailing and oxidised materials. A plant is currently under construction in Mauritania.

In recent years, a variety of new or substantially modified grinding machines have been offered to the mining industry with claims of improved performance relative to standard grinding machines especially rod and ball mills. The incentive for developing such new machines is high, because costs associated with grinding are a very substantial part of the total costs of processing run-of-mine ore, and gold ores are no exception in this regard. The incentive is also high because of the very low conversion of input energy to comminution energy in most tumbling mills. If the most energy-efficient means of mechanical size reduction is slow compression of single particles, then this energy amounts to only about 3% of that used in tumbling mills. It would seem, therefore, that there is a huge potential to do better. This paper examines three types of grinding machine for which claims of higher energy utilisation ( amongst other beneficial claims) have been made, namely the high pressure grinding rolls, the vibrating drum mill and various styles of stirred mill. It presents evidence concerning the claims, examines the range of particle size and particle size reduction over which benefits might reasonably be expected to accrue, discusses the major issues in contention and briefly describes the research the CSIRO Division of Minerals has in progress, both independently and collaboratively, the latter mainly with the Julius Kruttschnitt Mineral Research Centre (JKMRC) via the Cooperative Research Centre for Mining Technology and Equipment (CMTE) and the Australian Mineral Industries Research Association (AMIRA). The nascent marine mining sector appears to be now at a point of critical mass with the prospect of mining seafloor massive sulphide deposits at some time in the coming few years an inevitability. Julian Malnic makes comments from his experience base as an entrepreneur and founder of Nautilus Minerals Inc. in 1995 and will speak from an independent viewpoint of the commercial setting of the status quo of the proto-industry and the major factors likely to have major influence over its future. The presentation questions these factors and the role they will play. Do we need metals from the oceans? Understanding the competing and established terrestrial sources of each commodity is essential in comprehending how a marine competitor can profit. What are the rates of discovery for marine minerals? At what point will marine explorers start to impact the terrestrial copper and zinc exploration sector? The advance of technology is important in finding, imaging and mining SMS deposits, but which new technologies offer the advantage to mining in the ocean and which to mining on the land? Several competitors have now joined Nautilus as competitors to this global pioneer of SMS exploration/production. The membership of the major miners in the marine sector is growing steadily with important relationships developing but many have not put a toe in the water yet. A path of increasing width is opening to commercialization of SMS miners but crusts and nodules, as bearers of copper ? also found in SMS, and nickel ? also found in widespread nickel laterite deposits on land, are unlikely, in this perspective, to be winners this century unless highly valued minor metals are targeted.

The predicted warming of the earth's surface, presently the subject of much debate, controversy and legislation, is based on what is termed "the greenhouse effect." This is the result of the property of certain atmospheric gases. These gases allow the passage of radiant energy to the earth's surface and reflect back, to the earth, the infrared radiation given out by the heated surface. Physicists have computed that if there were no greenhouse effect the average temperature of the earth, now about 15° C (60T), would be close to -18° C (OT). Just what gases have produced this salubrious effect? Water vapor is the most important. Then come carbon dioxide, methane and a number of minor constituents of the atmosphere, both natural and man-made. Climate change, its cause and its impact on human activities have been the subject of scientific and historical study for more than a century. Recently, some scientists have concluded that if the man-made increase in the carbon dioxide and other greenhouse gases continues, by the late 21st century the earth's global average temperature will rise between 2° to 8° F. This temperature rise would cause the water in the oceans to expand and the massive polar glaciers to melt. In 1980, it was predicted that the sea level would rise 7.6 m (25 ft) by the late 21st century. By 1985, the predicted rise was 1 m (3 ft); and by 1989, it was 0.3 m (1 ft) (Jastrow, Nierenberg and Seitz, 1990). Agricultural scientists have pointed out that an increase in atmospheric carbon dioxide would enhance biological growth including the production of foodstuffs.

Whether pursuing hedging or speculative strategies, gold miners can increase sales revenues 1 % to 6% by constantly pricing production forward. Unlike other commodities, gold futures prices are consistently higher than spot prices. A Colorado School of Mines study showed theoretically and empirically that in the 15 years since the price of gold was released from government control, the forward price for gold has been higher than the current price almost 100% of the time. The reason why Metal traders know that holders of metal earn a bonus selling forward when the metal is in "contango." "Contango" is a mysterious word that crept into the trading vocabulary a century ago. It designates a situation when the price of a metal on the futures markets is higher than the price in the immediate or spot market. If the spectrum of spot and futures prices remains static over time, the forward seller who has contracted at a higher than spot price can make a profit equal to the contango by redeeming his commitment at the lower spot price when the contract matures. Consequently, when a seller in a contango market hedges, he makes a profit on the transaction in addition to avoiding a price change risk. On the other hand, buyers of the metal who hedge in a contango situation will sustain a loss equal to the contango. Producers of gold, however, are sellers of gold. For most metals and oil, there is no inherent reason why futures prices should be higher than present prices. Buyers and sellers decide that the price of the commodity will be lower or higher than present values for a variety of reasons.

The Navajo Mine is exclusively a multiple-seam surface coal mine located in the northwest comer of New Mexico. The property is situated entirely on the Navajo Indian Reservation. It is owned and operated by the Broken Hill Propriety Co. Ltd., of Melbourne, Australia. The mine began production in January 1963 with a long-term fuel supply agreement with the Four Corners power plant. The 2175 MW nominal generating capacity of the Four Corners powerplant consumes 7.2 Mt to 7.7 Mt/a (8 million to 8.5 million stpy) of coal. The Navajo Mine has estimated reserves totaling 1 Gt (1. I billion st) of strip minable coal. Only about one-third of that total is presently committed to the generating station. As development continued over the years, mining operations advanced into more complex geologic areas to satisfy the utility's demand for coal. To optimize the committed reserve and provide competitively priced coal to the customer, the Navajo Mine began developing a new pit in June 1986. The Dixon Pit boxcut development was completed in April 1987. About 6 hm3 (7.9 million cu yd) were stripped, uncovering 929 kt (1 million st) of coal. Strip ratio was 7.74:1 including 36.8% rehandle of prime yardage. This case study of the fourth production cut highlights a variety of dragline stripping techniques including highwall bench (overburden) side cast, intermediate highwall bench (parting-interburden) side cast and spoilside bench (partings-interburden) stripping methods. The Dixon Pit offers considerable challenges in the surface recovery of up to seven seams of coal within the 1432 m (4700 ft) of total pit length.

Indonesia is a developing country in Southeast Asia with a population of some 180 million people. It has a stable political environment and currently enjoys high rates of economic growth. Indonesia has abundant reserves of natural resources, ample for its own needs and for export. Energy resources include oil, gas and coal. The oil and gas industries are well established domestically and for export. In the last few years, though, coal industry development has been rapid. Coal resources from bituminous to lignite amount to more than 30 Gt (33 billion st). That is more than enough to meet domestic needs and provide significant amounts for export. Figure 1 shows coal basins in Indonesia. Coals in Indonesia are generally young steaming coals. They are very low ash and sulfur, high volatile, bituminous B and C. The Indonesian government's state coal company is called Perum Tambang Batubara. The company has actively promoted the development of its coal for domestic and export markets. In particular, the government has placed priority on non-oil exports of which coal is a major element. The government strives to honor all contractural commitments for the export of Indonesian coal from contractor, private and government mines. From 1987 through 1989, coal production has increased from about 3 Mt (3.3 million st) to 9 Mt (9.9 million st). Exports have grown from I Mt (1.1 million st) to 3 Mt (3.3 million st). These are significant increases for a small industry with limited infrastructure. But with growing investment and development, these production and export levels will increase substantially, and Indonesia will be a significant world supplier of coal in the 1990s.

Introduction Responding to Congressional inquiries regarding the purchase of a number of major domestic mining and metals companies by foreign firms, the US Bureau of Mines examined trends in foreign direct investment in the US. mining and mineral processing industries1. "Foreign Direct Investment in the US Minerals Industry" analyzes the extent of foreign investment in several major mineral commodity industries. It identified the countries of origin of foreign investment in US mineral assets. The study also described several reasons for the growth of foreign investment in US minerals and discussed some potential implications of this activity. Foreign investment trends in the economy and minerals For the economy as a whole, between 1977 and 1985 the number of US affiliates of foreign investors more than doubled - from 4046 to 9824 - as did employment at these affiliates - from 1.2 million workers to 2.9 million (Table 1)2. During this same time period, the total value of assets of all US affiliates throughout the economy rose from $239 billion to $736 billion (1985 constant dollars). In the domestic minerals industry, foreign investment also grew substantially during that same time as the number of US minerals-related affiliates increased by 74% - from 125 to 217 - between 1977 and 19853. During the same period, employment at all foreign-owned affiliate mineral operations in this country increased by 78% and totaled 198,000 workers at the end of 1985. Parallelling the growth in the number of and employment at foreign-owned US mineral and metal operations, the total value of US mineral assets owned by foreign firms (or individuals) has nearly doubled since 1977 and amounted to $30.9 billion at the end of 1985. The rate of increase in foreign investment in US mineral assets was slightly higher in the metals industries than in the nonmetallic groups. Foreign investment more prevalent in minerals Perhaps a more useful way of evaluating the growth in foreign investment is to analyze growth in the "intensity" of foreign investment - the proportion of total US industry assets held by foreign investors. Although insufficient data on total industry assets prevented the development of such a measure, employment data provide an indication of relative differences in the intensity of foreign investment among the mineral industries and other industries. For example, as noted in Fig. 1, the 198,000 minerals industry workers employed at US-affiliate companies in 1985 represented 12.7% of total employment in this sector of the economy. In comparison, for the mining and manufacturing sectors of the economy as a whole, 7.8% of all workers were employed at US-affiliate firms in 1985. BOB FALCONER: Our next topic leader is Scott Lawson. Scott is manager of human resources for Independence Mining Company, Cripple Creek and Victor Gold Mining Company, Victor, Colorado. Scott has 25 years of human resources management experience in the mining industry, surface and underground, precious and base metals. His topic this morning is "It's the Employee That Counts." SCOTT LAWSON: When reviewing the topic of productivity in a union versus nonunion workplace, we need to look at who, and not what, can make the difference in ensuring the success of a production-oriented operation. It's not explicitly whether the property is unionized or not, but whether the employee team (including the "management group") is working together to accomplish common, shared, and meaningful goals. The bottom line is what action or actions can be taken to develop trust and to strengthen working relationships that challenge and compel employees to willingly share their particular areas of expertise. I want to share a real-life experience that happened to me during the summer of 1961. Perhaps some of you will be able to relate to the following story. I was an 18-year-old fresh out of high school, ready for my first true work adventure. I found summer employment for myself and two friends with the New York Central Railroad in Cleveland, Ohio. Our jobs were as laborers, laying ties and rails, and unloading ballast. We made $2.62 an hour. We were fat cats! My friends and I took on the job with a great deal of vigor, to the dismay of our fellow workers. These workers were unionized by the Railway Workers, which I believe were affiliated with the Teamsters. Talk about being naive, we wrote the book in 1961. When we took the jobs, we did not realize the employees were represented by a union, even though we didn't think they worked too hard. Within our first two weeks of work, we established new daily records for laying virtually twice as many ties as had been standard, and we nearly tripled production by the end of our hall of fame railroad careers. We even took naively to the next level by lining up the ties for our afternoon work shift during our lunch break. In 1961, we thought we were the Mantle, Maris, and Colavito of tie laying. For the younger set in the audience, we would have felt like the McGwire, Griffey Jr., and "The Big Hurt" Thomas of tie laying. A section of the union contract allowed for a 60-day probationary period during which the employee was evaluated and also exempt from joining the union. Introduction It is the morning after and there is one monumental hangover among many, if not most, of the oil companies that invested in mining in the past decade. How an oil company looks at mining depends on the time period. A few years back, around the time of investment, they were probably looking at a balance sheet of their own that was beginning to go wild. Many of their commodity prices already increased two-, three-, or fourfold, with no end in sight. There was a need to invest their earnings someplace before the stockholders or the government got too interested. And that someplace needed to be an industry where their own management skills could be applied. In mining there was an industry amazingly similar to their own. Both worked with nonrenewable natural resources, dealt with the same types of government agencies, and had the same type of critics and pressures from the general population. Oil executives saw mining as an industry that was somewhat backward as compared with their own. They also saw how a generous ration of the capital and management skills, so handsomely bestowed upon the oil industry, could be used to great advantage. But, looking at mining through the eyes of an oil company today, this is what might be seen: • An industry that has been spectacularly unprofitable for the past few years; • An industry of many commodities, any of which can go bad on short notice for protracted periods, for a variety of unpredictable and uncontrollable reasons, or for no reason at all; • A labor-intensive industry, often beset by labor problems. And with only limited potential for further economic mechanization or automation in today's primitive mining environment; • An industry confronted with external, foreign, and political problems, with no reasonable expectation of near-term relief; and • An industry that does not appear to have many "up" periods in its immediate future. And, there is little chance for either big, fast bucks or long periods of large, steady earnings. What Went Wrong? The visions of a few years back seemed as correct then as today's viewpoints seem to be now. What happened to change these views? What went wrong? The simplest and easiest answer is that if the economy was normal back then, nothing would have gone wrong. This is an easy answer but, unfortunately, probably incorrect. Let us take a broad overview. Certain events enabled and prompted oil companies to invest heavily in mining. These same events were major factors in precipitating the worldwide recession that has grievously injured mining and has brought those mining investments into disrepute.
