In his recent paper, Torries (1998a) came to the defense of the much-criticized internal rate of return (IRR) as a project evaluation and ranking criterion. Torries also offered his own approach to the IRR-based project ranking, which he believes to be a more practical alternative to the conventional incremental-ranking approach, which Torries considers to be misleading. In an earlier paper (Hajdasinski, 2000), the author demonstrated that Torries' arguments vindicating the IRR concept are invalid. This paper provides logical and numerical evidence that the same is also true with regard to Torries' IRR based project-ranking approach.

The operational paradigm of mining industries is shifting from ?optimal profit for the financial stakeholders? to a new concept compatible with sustainable development ethics: ?maximize economic and social returns at the local, national and global levels, while avoiding negative environmental impacts?. The number of stakeholders concerned by mining companies has grown significantly over the last few decades, and the role of local communities and civil society is now acknowledged by the mining companies adhering to the sustainable development ethics. ?Involve me? is becoming a key to maximize the returns the mining industry can provide to sustainable development. As the world?s major importer of many mineral commodities, several coming from developing countries facing severe short-term problems, the European Union (EU) is an important stakeholder and has a responsibility in supporting actions to strengthen corporate and public governance capacities. The purpose of this paper is to highlight the drivers leading to the development of sustainability indicators and to propose, within the 6th European Framework Programme for Research, Technological Development and Demonstration Activities (FP6), an European-level initiative to develop sustainability indicators adapted to the mining industry and its population with relevant data.

Should an arbitrary reduction factor be applied to laboratory compressive strengths when designing pillars? The answer is, as is the main contention of Peng's article, probably not. Many factors affect the strength of the material remaining in the pillar. On the other hand, outside influences will influence the strength testing results from the lab. This is not the first article, nor the last, to discuss the discrepancy between the two strengths. As was discussed in the article, actual pillar strength is affected by several factors. The two mentioned were: • The scale effect of discontinuities. How large must the pillar be so that the increase in discontinuity count with size will not decrease the strength. • Non-uniform strengths and lithologic units within the pillar. The scale effect of discontinuities is important. What size block must be tested so that the rock mass strength is actually measured? For a highly fractured rock mass, or coal with a high cleat density, this sample may be quite small. Conversely, if an unaltered, moderately jointed, quartz monzonite was examined, the sample block would likely be very large. This is the subject of ongo¬ing research. More to the point, if the tested sample is sufficiently large to model the rock mass strength, then no reductions should be made in the lab strength based on this factor alone. Non-uniform strengths and variations in lithologic units will also affect the pillar strength. I am not an expert in coal mines, having gained my experience in hard rock metal mining. These problems, though, are commonplace. However, strength sampling for pillar strength determination involves sampling material from within the lithologic unit that will form the pillar, not from pieces of material found on the floor. In addition, this sampling should cover the entire range of strengths of the material in the pillar-hard units (such as the partings described by Peng), as well as soft units. Testing results should then be included in the pillar design. Contrary to statements in Peng's article, at least one rock mass rating system (Laubscher, 1990) allows for the compositing of strong and weak units into a design rock mass strength that can be used for pillar design.

Introduction The 150 MW circulating fluidized bed (CFB) power plant described in this article is the product of recent Bechtel experience in the industrial power and steam market, where the economic feasibility of fluidized bed projects has been proven. The ability of CFB boilers to burn low grade fuels makes it possible to burn low ranking coals or coal wastes. These include anthracite culm, coal mine rejects, and coal wash-plant-waste slurries. This article also addresses the impact of fuel characteristics on plant design. This includes solids handling, steam generation, sulfur capture, and auxiliary load requirements. The uncertain economic environment in which utilities must now operate has shifted the industry's interest away from large, base-loaded generating units to small, more versatile installations. Utilities now consider purchasing new generating capacity in smaller increments and staging its deployment to correspond with demand increases. In this way, they lower their risk in the increasingly hazardous art of long-range load forecasting. This strategy has many advantages. Multiple, smaller units have inherently greater turndown capability and better availability than a single larger unit of the same size. In addition, the smaller units will each have better cycling capability. And, with CFB combustion, the smaller units will have greater fuel flexibility. General plant description The 150 MW powerplant described here is a grassroots CFB unit. Fluidized bed technology differs from conventional combustion techniques. With CFB, solid fuel, together with inert material such as sand, gypsum, limestone, or ash from the fuel, is kept suspended in the combustion chamber. This is done by using the action of the fluidizing air distributed below the bed. Fluidization promotes the turbulent mixing conditions required for good combustion. The turbulence causes the entire mass of solids to behave like a liquid. The result is improved mixing. This allows heat to be generated at a lower and more uniformly distributed temperature that is below the ash fusion temperature of most coals. The fluidizing mechanism offers several other advantages over conventional combustion. There is less volatilization of alkali compounds, which cause deposits on boiler tube surfaces. And there is less sensitivity to the quantity and nature of the ash in the fuel. The low combustion temperatures prevent vitrification of the ash particles and minimize problems associated with furnace slagging. The ability to select from many fuels is one of the major advantages of CFB combustor technology. Fuels that can be burned in CFB plants to produce steam and electricity include: low grade coals with high ash or sulfur, lignite, peat, wood and pulp products, biomass, refuse, anthracite culm, petroleum coke, and oil shales. The plant's turbine cycle uses superheated steam at 12.4 MPa (1800 psi) and 538°C (1000°F), with single reheat to 538°C (1000°F). Two high pressure and three low pressure, closed, feedwater heaters are furnished. So is a deaerator, which is an open, direct-contact heater. The CFB plant exceeds EPA's New Source Performance Standards (NSPS) for air emissions. The design limits sulfur dioxide (SO,) emissions to 0.25 kg/GJ (0.6 lb per million Btu). Discussion by E.J. Garrison A.C. Noble presents a clear and concise summary of the factors pertinent to a competent reserve evaluation of a mineral occurrence. However, I believe that he confuses the difference between a resource and a reserve. By definition, a reserve estimate includes all known economic, legal, mining, metallurgical and environmental factors impacting the recovery of the product(s) found in the deposit. A resource estimate, however, is an estimate of what is there - what is available for exploitation and should not include economic and other considerations. Only after defining the resource, its extent, location, physical and chemical properties, can an intelligent selection process begin of the extraction and processing technologies most appropriate to the circumstances encountered. The early and almost certainly inappropriate application of these often cookbook choices has probably lead many companies to walk away from good properties. (How many mines have been found in others rejects?) An example of the process is the early selection of metallurgical samples, after encouraging values are found in a few holes or surface samples, in an attempt to determine the economics of the prospect. Unfortunately, the sampler does not know how representative of the occurrence the sample is because he does not know what the deposit looks like. As a consequence, the property becomes saddled with a bad metallurgical sample that is often inappropriately used in evaluating the deposit which it does not represent. Reply by A.C. Noble E.J. Garrison asserts that I confuse the difference between a resource and an ore reserve. In fact, this paper was motivated by the observation that resources and reserves are almost universally confused throughout the industry. While Garrison is concerned that too-early consideration of engineering, metallurgical and economic factors will result in dropping properties too soon, some issues that must be considered include: •The purpose of exploration is to discover ore reserves, not to discover resources. •Ore reserves are always smaller than resources. • Decisions on exploration expenditures must be made based on the expectation of the quantity of ore reserves that will ultimately be defined. Noble's Fig. 2 can be used to give guidance as to when it is appropriate to begin reserve calculations. When exploration enters the "flat" portion of the curve, representative samples can be selected for metallurgical studies and appropriate mining methods chosen. It is at this stage that we know enough about the deposit to make intelligent choices of representative samples and recognize constraints on mining caused by the deposits shape, environment and physical properties. Once the appropriate technologies have been chosen, then their cost can be estimated with reasonable accuracy. Early entry of economic and process factors gives the false appearance of reserve status to the resource estimation. It would be more informative and less subject to abuse and misunderstanding if resource calculations were made at a number of cutoff grades. The cutoff grades should be chosen to cover the range of grades found in practice in existing operations of similar type. This would emphasize the open nature of resource estimates and encourage creative evaluation of mining and process technologies. It does not preclude the use of economic, environmental and recovery technology factors in deciding the advisability of continuing exploration expenditures, but would highlight their speculative nature. It is thus hoped that decisions on the future of the deposit would not be made on the presumed suitability of a given technology but on the actually known reality. I agree that resource estimates should be reported as a range of cutoff grades. Since reporting at a cutoff implies application of underlying economics (even by analogy to similar properties), however, it should be clearly stated that resources do not consider economic, mining or cost factors, and that ore reserves will be substantially less. The dilemma of the explorationist is that until the continuity and limits of ore-grade mineralization have been established, it is difficult to make quantitative estimates of either resources or ore reserves. Further industry discussion is needed regarding standards for disclosing early exploration information in such a way as to fairly represent the potential of an exploration property.

The longtime rule-of-thumb for conveyors was that only one cleaner was needed to solve carryback problems and help keep belt replacement costs under control. That is now being rethought. Belt-cleaning systems manufacturers, designers, and users are shifting to the view that multiple cleaners, placed at key locations on the conveyor and properly maintained, are necessary to solve today's material build-up (carryback) problems. There are still not many statistics on conveyor belt cleaning. But some recent studies support this belief. One study contends that the plant maintenance engineer's biggest problem is keeping the conveyor system running efficiently. The study also said the conveyor itself is responsible for most plant shutdowns. An unscheduled conveyor shutdown can cost more than $100,000/hr and run into millions in lost production in a given year. Other studies pointed out that belt replacement is the greatest single cost of the conveyor system. These studies allude to an important fact: cleaner belts lead to reliability and longer belt life. They showed that a critical relationship exists between characteristics of material being moved and the design of all major conveyor components. In practically all situations this relationship is keyed to belt cleaners, which have long been considered "add-ons" or "accessories." At the Fifth International Coal Utilization Exhibition and Conference, the Sammis Station-Ohio Edison Co. said it installed four belt cleaners on each problem belt. The company found that under certain conditions, when the coal is wet and sticky, carryback can be so heavy that it will flow over two cleaners. Before installing the cleaners, it was necessary to schedule a cleanup crew of four men each day and rent a large vacuum truck for an eight-hour shift. In addition, the company dredged the harbor three times a year, to remove coal spillage. Once the cleaners became operational, however, cleanup costs were reduced to a few days labor every third month. Renting the vacuum truck crew was also eliminated, and harbor dredging became necessary only once each year. In addition, the Mechanical Handling Engineers' Association (MHEA) in London pointed out that standards for cleaners are sorely lacking in the industry. MHEA called for instituting such standards in the future. They also reaffirm using multiple belt cleaners for increased efficiency. MHEA pointed out that some conveyor belts can be cleaned by one device, provided that it is correctly installed and adequately maintained. But MHEA recommended that a system approach be adopted, since this has proved more effective in practice. There are two main reasons why one belt cleaner fails to solve most carryback problems. First, management often reasons that the design of the current cleaner has probably been around for years, so it "must be good." This logic leads to a continued investment in keeping the current model operating, which includes pouring substantial sums of money in "housekeeping" manpower hours because the cleaner does not clean. Second, most single-belt cleaners are specified too late in the design process (indeed, some after the system is operational). This complicates matters since cleaning efficiency is directly proportional to when they are specified: the later the specification, the less efficiency. Cleaning equipment should be taken into consideration before the conveyor's structure is designed and fabricated. Otherwise the space available to install adequate cleaning equipment at the head pulley may be inadequate. Instead of matching conveyor with proper cleaner (as would occur during the design of the conveyor itself), designing a cleaning system "after-the-fact" becomes a matter of matching cleaner to conveyor. This limits choices in cleaners and, therefore, overall cleaning effectiveness. This is why after-the-fact designs of single belt cleaners are costly and rarely successful. While it is always best to specify belt cleaners during early design stages, the multiple-cleaner systems approach makes the timing of cleaner installation less critical. Because of flexible mounting hardware, a well-designed system can lead to 99% efficiency in cleaning and put an end to carryback even after a system is operational. The contents of three platinum group metals (PGM-platinum, palladium and rhodium), from the spent automotive catalyst, and two NIST SRM (National Institute of Standard and Technology Standard Reference Material, Used Auto Catalysts) were determined by the X-ray fluorescence (XRF) spectrometry. The XRF technique has been proven to be a fast, effective and accurate method in determining not only PGM but also other solid materials of less soluble for wet digestion analysis. The detection limit of the XRF analysis is better than that of the inductively coupled plasma mass spectrometry which usually requires significant dilution to avoid high dissolved solid concentration. However, the XRF technique suffers from a strong matrix dependent problem. The objective of this study was to examine the applicability of the XRF analysis where the sample matrix was not exactly the same as the standard materials with particular reference to PGM analysis. This study enabled to compare the effect of various matrices including alumina, iron, copper and nickel on determination of the contents of PGM.

Resin bolting has enjoyed wide acceptance for coal mine roof support. Beginning in 1973, the first year of significant resin bolting in coal mines, we estimate that 2.5MM resin bolts were installed. This grew to 7MM resin bolts in 1974 and 13MM in 1975. Resin bolts are currently being used in over 300 coal mines throughout the major coal producing areas of the U.S. and barring major work stoppage we expect more than 17MM will be installed in 1976. Although not a cure-all, the number of unintentional roof falls occurring in many mines has been dramatically reduced as a result of converting to this "new" method of support. 1 The improved anchorage strength of resin bolts provides better roof support. (Slide #1) This anchorage strength provides a mechanism to resist changing roof stresses along the entire length of the fully grouted resin bolt, thereby assuring stabilization of rock strata over long periods of time. The ability to resist roof displacement is borne out by readings obtained from strain gauged bolts. These findings can be summarized as follows.2

The mining industry uses a large amount of electric power. Their equipment is subject to extreme environmental conditions and mechanical shock. A significant number of electrical accidents are a result of improperly grounded electrical equipment. Federal regulations require the safety ground bed resistance to be measured once a year or after modifications. Most commercially available instruments used to measure the ground bed resistance require the ground conductor to be disconnected and the power system disconnected for safety reasons. The "fall of potential1' method requires auxiliary ground rods and approximately two hours to complete the test. Although a new instrument was initially thought to measure the ground bed resistance immediately without isolating the ground bed, field tests have shown this method is not accurate. In some cases, a continuous measurement of the ground resistance is desired. A monitor has been developed and is presently being evaluated at several mines. These installations will be discussed.

Conversion of coal into high-value gases via gasification offers significant pollution reduction and efficiency improvement benefits associated with controlled combustion of clean gases for power generation. However, current gasification-based electricity production technologies, such as IGCC do not address carbon dioxide emissions. The focus of the study is CO2 capture on CaO prior to combustion of coal-derived gases. To overcome kinetic and stability limitations associated with its utilization, CaO is distributed on high-surface area -Al2O3 and supported on a ceramic honey-comb monolith. The proposed method allows for efficient capture of CO2 from a gas mixture, as studied in a flow-through reactor system. This novel method of CO2 capture is used here to argue for pre-combustion capture of CO2 in coal gasification-based power plants. When CaO is present during the steam reforming of coal gasification gases, continuous withdrawal of CO2 from the system provides for higher yields of reforming products (hydrogen gas) by influencing the thermodynamic equilibrium of the entire system.

Construction of the North Hollywood line of the Los Angeles Metro System required crossing the Hollywood Fault as the twin transit tunnels extend into the San Fernando Valley. The Hollywood Fault is considered active and represents the largest active fault that the North Hollywood Redline extension will cross. The feature is a thrust fault with the north plate overriding the southern plate and creating the Santa Monica Mountains in the process. South of the fault lies the alluvial valley and Hollywood. North of the fault are the Santa Monica Mountains which rise locally to more than 1200 feet. The average overburden at the seismic section is about 300feet and is overlain by Runyon Canyon Park, a municipal park with environmentally sensitive areas. The actual fault plane was anticipated to lie within the southernmost120 feet of the 600 to 700-foot-wide fault zone. The special seismic section constructed for the tunnels consisted of an enlarged cross-section with special lining, drainage and finish features that will facilitate the restoration of metro service in case of a major event occurring on the Hollywood Fault. The discussion will address the geology, the procedure used to define the design event and predicted displacements, the unique design features as well as the construction methods used and the instrumentation and the results obtained.

Investment in the mining industry has increased substantially throughout the world in recent years. So have acquisitions, divestitures, and financial restructurings. The return of outside investors to the industry is welcomed. The trend toward stockholder litigation is not so welcomed. Both have provided the impetus for commissioning outside professional due diligence studies of potential minerals transactions. For a number of reasons, some unique to the industry, evaluation of mining investments is a challenging task for the investor. Investments in exploration prospects and undeveloped properties have a high speculative content. Buyers pay for uncertain future prospects. Alternatively, most developed mining investments are large and long-lived and cannot easily be modified during that life. Even so, to be successful, they must compete in an environment in which their reserves - the source of their profits - are often imperfectly known. And markets, competition, technology, and politics are among the many continually changing factors that affect investment performance. Minerals investment evaluation is further complicated because each minerals investment has its own singular combination of risks and opportunities. Each ore type and each ore body presents different problems in reserve evaluation, mining, and extraction. Each minesite has its own often unique combination of mine, infrastructure, political, environmental, and other risks. And the key requirements for commercial success differ substantially among various minerals.

The existing Rome-Florence railroad capacity is inadequate for the traffic volume. To increase this capacity and to reduce the traveling time the Italian National Railroad Administration has decided to provide an additional 400% of rail capacity. This new rail line will be known as the Direttissima Roma-Florence line. It is planned to operate the trains on this connection at speeds of 250 km per hr. Table 1 lists the main design characteristics. [TABLE 1. Castiglione Tunnel is a part of the fifth section, 42 km in length, which has been awarded to Consorzio Ferrofir which is a joint venture composed of the construction firms of Astaldi - Di Penta - Lodigiani - Sogene.

The drill-and-shoot excavation of the two underground Pumphouses for the Metropolitan Sanitary District of Greater Chicago's Mainstream Pumping Station is described. The construction sequence involved the concurrent excavation and support of the two 19.2 m (63 feet) wide by 83.6 m (274 feet) long by 29.3 m (96 feet) high caverns. Excavation was interrupted after taking the 6.1 m (20 feet) high top heading in order to cast-in-place a 0.2 m (8 inch) thick by 19.2 m (63 feet) wide concrete arch. The remaining 23.3 m (76 feet) of rock was then excavated in benches below the concrete arch. PROJECT DESCRIPTION Twenty-four kilometers (15 miles) southwest of the city of Chicago, Peter Kiewit Sons' Co., in a joint venture with John F. Shea Co., and Kenny Construction Co., has successfully completed the construction of the Mainstream Pumping Station for the Metropolitan Sanitary District of Greater Chicago. The five year, 169 millon dollar project is a vital component in Chicago's Deep Tunnel and Reservoir Plan in that its function is to lift the sanitary/ storm sewage back up to grade from 107 m (350 feet) below ground, and pump it to the treatment facilities 8 km (5 miles) away.

Brazil is a country with continental dimensions. It hosts many different varieties of terranes and geological environments in its 8.5 million km2 (3.28 million sq miles). This mineral endowment has been important for the country's economic and social development process since the early colonial period, leaving Brazil with a legacy of almost 400 years of mining tradition. Mining in Brazil started in the early 17th century with diamond and gold discoveries. The made the country the leading producer of both for more than a century. This phase faded by the late 18th century when the alluvial deposits were depleted. It finally yielded to competing countries where technology and capital were being applied more efficiently. This period of mining dormancy lasted from the late 19th century until the first decades of the 20th century when Brazilian mining picked up. There was growing pressure on mineral resources by the affluence of the industrial society. The fast-growing demand resulting from the two world wars had brought the Brazilian mineral wealth back to the scene. This second Brazilian mineral boom made the country a leading producer of iron and manganese ore, quartz crystals and other strategic minerals. This expansion in Brazil's mining industry provided the basis for the country's industrialization process. This was led by the Brazilian steel and petroleum industries. Unfortunately, the thrust provided by this modern industrial basis was not properly used as a lever for further industrial development. The upstream industrialization process was not supported by the proper development of the raw materials supplying basis. The resulting industrial model was heavily dependent on imports of raw materials. It did not support the economic growth and faced fierce industrial competitiveness and sophistication that emerged with the postwar economic boom.

This paper is motivated by the belief that increasing drilling and blasting costs will not necessarily bring about better digging or crushing productivity. As a matter of fact it can be counter productive as the ensuing discussion will show. In the two case studies presented herein when powder factor increased, productivity at a rope shovel and at a primary crusher decreased. Experience has shown that equipment (shovel and primary crusher) productivity increases as the powder factor increases and concurrently operating costs decrease. This is illustrated by Figure 1where the graph shows (assuming drilling costs constant) that for increases in powder factor initially operating costs might fall till a certain point and then they start to go up again. By the same token we need to understand what is the behavior of the operation’s productivity. It seems intuitive productivity goes up for increases in powder factor but when an operation reaches the point of minimum operating cost one could say that productivity reached its maximum. For continuing increases in powder factor can productivity still go up or does it go down? This paper presents two examples where the productivities of a surface coal mine and of a quarry are reduced for increases in powder factor. This indicates that these two operations could be operating to the right of their minimum operating costs and maximum productivity and therefore wasting precious drilling and blasting dollars and resources. Moreover, their productivity is following the red dotted line in Figure 1 and the question becomes can they follow the blue dotted line for increased drilling and blasting costs? The industry owes to itself to determine this minimum operating cost point and what can be done in case that the productivity goes down afterwards despite an increase in drilling and blasting costs. In other words, utilize your drilling and blasting resources correctly. In the two examples that follow single explosive loading strategies make powder factor a valid means of comparing the results of productivity as a function of powder factor. Also, external factors such as equipment operator influence are eliminated due to the long time span considered in the analysis

Newmont Gold Company uses centralized carbon handling facilities to strip loaded carbon from five mills and four leach facilities located along a 38 mile stretch of the Carlin Trend in Nevada. Both Zadra and AARL elution processes are employed at this centralized facility which is located near the company's Gold Quarry operations. The Zadra elution circuit was commissioned in 1985 and later expanded in 1987. This circuit can strip carbon at a rate of 24 tons per day. The AARL elution circuit, commissioned in 1988, also has the capacity to strip 24 tons of carbon per day. Two horizontal, rotating, regeneration kilns are used to reactivate approximately 60% of the stripped carbon before it is returned to the mills or leach facilities. One kiln is located in the Zadra plant, while the other is located in the AARL plant.

Independence Mining Company, Inc. (IMC) has for the past several years processed refractory gold ores at its Jerritt Canyon operation near Elko, Nevada. The ore is typical of those of the Carlin Trend and is refractory due to physical encapsulation of gold in carbon, pyrite, and arsenopyrite. It is also "preg robbing" due to the contained organic carbon that acts as a gold adsorber. Refractory ores require some form of pretreatment before cyanidation to enable economical recovery of gold. The metallurgical facility at Jerritt Canyon is unique in that it consists of two distinct pretreatment methods for the recovery of gold: a chemical process utilizing chlorine and a pyro-metal­lurgical process employing oxidative roasting. This paper pro­vides a comparison of the two methods highlighting flow sheets, pretreatment operation detail, performance comparisons, and pertinent environmental data.

The environment for process engineers today is very different from 20 years ago. The ideas and mathematical description of models for a multitude of different unit operations is an ongoing development. The computer tools to deal with the mathematics are readily available and specialist companies have developed, tested and verified their models. The challenge for the process engineer is to know which package to use and to know whether a particular application is the most accurate for the specific process. Metallurgical simulation programs today are well known and proven. Certain programs are specialized while others are broader based. The needs of each user are dependent on the application. Typically, most users require the following operations: • Comminution • Flotation • Hydrometallurgy • Pyrometallurgy • Additional requirements could be defined as: • Thermodynamic capabilities for solids, phases, and gases • Dynamic simulation • Data analysis tools • Coal oriented operations • Diamond oriented operations

Why? This is the first question that everyone asks. Why did Renison give away such a valuable asset? What is the problem with Mt Lyell? No doubt this question was asked of Denehurst regarding Woodlawn, MPI at Stawell, Golden Shamrock at Cobar, Western Metals at Cadjebut and Poseidon with the Big Pit. Whilst it is not possible to second guess the rationale behind Renison's strategic withdrawal from an operation that they considered to be uneconomic, the Renison/Mt Lyell deal has certain specific perspectives:
