In this paper we are going to look at some things that may happen to the industrial minerals industry in the next decade. First, some concepts and definitions. What are industrial minerals? Not everyone agrees on an answer to this. So let's look at some of the opinions. Some say that industrial minerals are non-metallic minerals. As you well know, metallic minerals are used as a source material for metals. Copper, lead, and zinc are extracted from metallic minerals. But, some metallic minerals are also used for other reasons. Bauxite is used as a source of alumina and aluminum. It is also used as proppant in well drilling, as an abrasive, as a refractory material, and as a source of aluminum-based chemicals. So bauxite is both metallic and nonmetallic. There are other examples, too. Bastnasite is a source of rare earth metals and alloys but its concentrate is used in fluid cracking catalysts. Phosphate rock is an industrial mineral when used for fertilizer, but it is also the source of phosphorus. Ilmenite and rutile are sources for titanium dioxide pigments as well as titanium. So the nonmetallic designation is not adequate to define industrial minerals. Some say industrial minerals are called such because they are consumed in industry. How about your cat's litter box? Is that industry? Huge amounts of montmorillonite, attapulgite and other sorbtive minerals are pelletized and calcined to make animal litter. Doctors are trying to get people to cut down on their salt consumption. They are against people eating industrial minerals. When diamonds are a girl's best friend, they are not industrial minerals; when they are grinding and polishing media, they are. These examples show that industrial minerals are not exclusive to industry. Regardless, here is my list of industrial minerals: Abrasive Materials - Bentonite Antimony (Oxide) - Borates Asbestos - Calcium Carbonate Attapulgite - Diatomite Ball Clay - Dolomite Barite - Feldspar Bauxite (and Alumina) - Fire Clay Fluorspar - Pyrophyllite Fuller's Earth - Rare Earths Graphite - Salt Gypsum - Sand and Gravel Kaolin - Silica Sand Kyanite - Soda Ash Limestone - Sodium Sulfate Magnesite - Spodumene (Lithium) Magnetite - Sulfur Mica - Talc Nepheline Syenite - Titanium Dioxide Perlite - Vermiculite Phosphates - Wollastonite Potash - Zeolites Pumice There is some overlapping. Fuller's Earth takes in some attapulgite, bentonite, and other minerals, depending on the market. Some would like to distinguish industrial minerals by the market emphasis they receive compared to fuels, metallics, and precious metals. But even there, strict logic fails. Some industrial minerals are commodities. They are sold on a price basis against industry product specs, usually in large volumes. Phosphate rock, potash, sulfur, salt, soda ash, and other materials fit this category. Some are almost custom-designed for end-use and meet performance specs. These are sometimes called functional or specialty industrial minerals. Examples of these are ground calcium carbonate, water-washed kaolin, cosmetic grade talc, filtration grades of diatomite, perlite, and vermiculite. A technique that has been used for inspection and appraisal of rock tunnels is described. It enables a rapid and complete record to be made of those factors necessary for the engineering assessment of the rock conditions surrounding a tunnel. Full understanding of the regional geology, and a careful recording of data concerning the principal geological and construction factors is essential basic data for a tunneling project, whether the tunnel is under construction or is already in service. A methodical recording of data concerning general geology, shears, fracture orientations, spacing, persistence, rock classification, water condition, shear frequency, excavation method, blasting procedure, and rock stabilization and support methods, combined with a photographic record, can be completed by experienced engineers and geologists at the rate of over 1000 feet of tunnel per shift.

Introduction On June 20, 1986, the Occupational Safety and Health Administration (OSHA) published revised asbestos exposure standards for general industry and construction. The standards reflect OSHA's attempt to adequately control workplace exposures to minerals it considers carcinogenic - minerals capable of causing or contributing to cancer. These standards specifically identify asbestos as: chrysotile, an asbestiform serpentine mineral; and the amphibole minerals amosite, crocidolite, tremolite asbestos, actinolite asbestos, and anthophyllite asbestos. Each of these has a more common nonasbestos mineral analog that exists in nature in a crystalline, blocky shape rather than the hair-like or fibrous shape of asbestos. The mineralogical names for three of these nonasbestos minerals are unique: antigorite for chrysotile, cummingtonite-grunerite for amosite, and riebeckite for crocidolite. The other three nonasbestos analogs do not have unique mineralogical names. They are simply designated as actinolite, tremolite, and anthophyllite without the word asbestos following their names. The 1986 OSHA standards not only cover exposure to the six asbestos minerals, they also cover specifically the nonasbestos forms of actinolite, tremolite, and anthophyllite (AT&A). The new standards regulate these minerals exactly like asbestos (OSHA, 1986). The construction aggregate industry views this as a major problem because these nonasbestos minerals are common amphibole rock-forming minerals in the earth's crust. They exist in small quantities over large areas of the United States (Kuryvial et al., 1974). These minerals, unlike asbestos, are not mined for a specific commercial purpose. They are unavoidable components in much of the aggregate used for construction throughout the US. They are also common in the gangue material of metallic ores. There are areas of the US where amphibole-bearing bed¬rock is common. Not every rock mass in these areas contain amphiboles, however. It does mean, though, that amphiboles are physically compatible with many of the rocks in those areas. And given the correct geochemical conditions, they will be present primarily in the nonasbestiform variety. In addition, these amphiboles will probably exist in the natural drainage system, sand and gravel deposits, stream sediments, lake shores, valley basins, or ordinary beach sand within these areas. There has been little quantification of nonasbestiform AT&A in dusts and soils in the US. This is not surprising since these nonasbestiform minerals are not commercially valuable. However, an example of the pervasive nature of these minerals can be found in a 1981 Geological Society of America publication where about 0.7% tremolite-actinolite was found in the desert dust in and around Tempe, AZ (Pewe, 1981). Since OSHA standards treat these common nonasbestos minerals as carcinogens in the same way as asbestos, large natural areas in the US are implicitly being labeled as hazardous by OSHA. When a substance is identified as a carcinogen, another OSHA standard comes into play, the Hazard Communication standard. There are also right-to-know laws in 9 states that essentially duplicate this federal standard. These standards require that a product containing 0.1% or more of an OSHA-designated carcinogen be labeled as such (OSHA, 1983). This means that much of the stone and sand gravel products occurring naturally and mined in the US could be labeled a carcinogen when, in fact, they are not. The National Stone Association (NSA) and the domestic construction and mining industries believe that OSHA has seriously erred. The NSA has studied the health, mineralogical, technical, economic, and legal basis for OSHA's action. These studies concluded that there is no justification for the agency regulating nonasbestos minerals as if they were asbestos. Health issues The preamble to OSHA's 1986 asbestos standard states that evidence for asbestos-like health effects from exposure to nonasbestiform varieties of AT&A is inconclusive (OSHA, 1986). The fact is, not only are the data inconclusive, they are nonexistent. During 1986-1987, NSA's occupational health and epidemiology consultant, Environmental Health Associates (EHA), reviewed all available health studies related to AT&A. EHA found evidence that malignancies in both experimental animals and humans are associated with the asbestos forms of these minerals. No experimental or epidemiological evidence was found that indicated such pathogenic effects occur from exposure to nonasbestiform varieties of these minerals. There are relatively few scientific studies of the health effects of exposure to nonasbestiform varieties of AT&A. This paper refers to the new crushing and grinding process, invented by Professor Schonert (Ref. 1), Clausthal, Germany. The process is known as high pressure particle bed comminution or interparticle crushing. Several papers already describe fundamentals of the process, the equipment used, results of lab size and large scale tests and the first results of commercial operations (Ref. 2 to 7). Of course, we will treat the topic from the perspective of a downstream gold ore upgrading or leaching process. Some recently executed testwork indicates that the process provides special advantages in this field. To describe the process generally, in view of the already existing publications.

The Washington Metropolitan Area Transit Authority, WMATA, has constructed over 92 revenue miles of rapid transit facilities including some 14 miles of rock tunnel and 12 miles of earth tunnel. The system map is shown in Figure 1. During construction it is not unusual for contractor to encounter ground conditions resulting in major problems and extra cost. Problems such as major rockfalls and a "stuck" boring machine in squeezing rock are not unusual. In recent years, faced with additional tunnel construction projects, the Authority has sought newer tunneling methods which might be less costly. One new method which has been tried is NATM, the New Austrian Tunnel¬ing Method. NATM, which is applicable to both soft ground, mixed face and rock tunneling, relies on miners and comparatively small machines to excavate in conventional ways, but it is unique in its methods of obtaining "stand-up" time at the excavated face and its method of using shotcrete as an initial lining, frequently with a drainage system to reduce hydro-static pressure on the final lining. Lower costs result from use of a cast-in-place concrete liner, and from a reduction in the number of work operations at the mine heading which provides better daily production. WMATA has recently completed three twin bore tunnels constructed by NATM technology. The first was the Wheaton Tunnel and Section, followed by the tail track tunnel to total some 4200 linear feet cut through jointed rock up to 270 feet below ground surface, and the last was in soft ground at Fort Totten. In this paper, the results of mathematical modeling of casing pipes decontamination from radio-active new mineral forms directly in boreholes using hydrochloric and hydro-silicic-fluoric acids are presented. Modeling for highly and low radioactive coatings on the walls of casing pipes of Anastasievka oil-and-gas deposit was performed using GEMS software, based on the method of Gibbs energy minimization. Calculations have shown that thorianite and goethite, that are present in low-active crusts, detected in casing pipes uplifted from comparatively low depths, are well dissolved in hydrochloric acid, but radiobarite is almost insoluble. For the same acid concentrations, almost all radiobarite of high-active coatings detected in pipes uplifted from considerable depth is dissolved. To evaluate the possibility of decontamination of pipes from radiobarite of low-active coatings, modeling of crust dissolution under the action of H2SiF6 has been performed. The results have shown that for acid concentrations of more than 13 % almost all Ra and Ba are dissolved while all iron and thorium remains in goethite-thorianite solid solution. For the same acid concentration, almost all radiobarite from high-active coatings is dissolved. Therefore, no reagent allows decontamination of pipes from coatings of both types. It seems that successive or simultaneous use of both reagents (HCl and H2SiF6) in certain ratio is required. To clarify this issue, further experimental and model investigations are necessary. The issue of decontamination of casing pipes from galena that is present in high-active crusts also needs to be clarified.

Strictly defined, a stull is an inclined or horizontal timber support; a vertically placed timber is defined as a prop. Common usage allows the catchall term "stull" to refer to all such uniaxial mine support, regardless of orientation. Typically a stull is a round wooden column that is wedged in place to provide short-term auxiliary support between sill and back, or between hanging wall and footwall. Stulls may be used exclusively or in con- junction with other support systems such as roof bolts, shotcrete, or cribbing. Stulls are used both as local temporary support in stoping operations and for uniform systematic support installations. Where stoping areas are to be abandoned soon after excavation, stulls may be used to provide temporary support during mining operations. Where controlled caving and subsidence is required, stull supports are designed to fail in a systematic, predictable manner. Wood type is selected on the basis of availability, price, and load carrying characteristics. Coniferous woods are typically used, especially to carry heavy ground loads. Brittle woods are generally avoided because of their tendency to fail suddenly. Gradual yielding failure is preferable to sudden, unexpected failure of the support. Some usage of wood from deciduous trees such as cottonwood and other poplars has been reported in Grants, NM. These stulls reportedly mushroomed as the ground load increased but continued to maintain their structural integrity. Stulls fabricated from structural steel are used in special applications. Adjustable lengths are commercially available in mechanical, hydraulic, and pneumatic designs. The high cost of mechanical stulls limits their use to mining systems where recovery and reuse is possible. End blocking, also called headboards or footboards, uses wood blocks that are placed between the stull end and the ground they are supporting. The blocks are typically 50.8 to 101.6 mm (2 to 4 in.) thick, 203.2 to 304.8 mm (8 to 12 in.) wide, and 381 to 609.6 mm (15 to 24 in.) long. End blocking serves to distribute the support over wider back area. Compression of the end blocking gives visual indication of wall movement prior to failure of the stull. A common application of the stull is in flat-bedded uranium mining during pillar extraction. Many western US uranium mines use a pillar pattern development to delineate the irregular ore pods. After development of an appropriate sized pillar, the ore pillars are then sequentially mined out, leaving the undercut hanging wall or back to cave. Where thickness of the ore is less than 4.3 m (14 ft), stulls are generally used to provide ground control as the pillar is removed in slices. Experience dictates the density of stull placement. In general, the number and size of stulls should be sufficient to resist ground closure and to provide support for drilling and loading operations adjacent to the pillar. Stulls next to the mining face are often lagged 0.9 to 1.2 m (3 or 4 ft) up from the floor (or sill) to confine the blasted ore to a passage next to the pillar. Mucking is simplified by this confinement. Experience dictates whether back control along a mining face requires removal of stulls to allow con- trolled subsidence of the back or hanging wall. Without caving or closure, abutment pressure can create poor ground conditions near the pillar.

Introduction Minerals exploration is one step in the mining industry's task of providing raw materials to basic industries. The industry's provision of raw materials involves identifying and evaluating resources, converting them to reserves, and intelligent, economic exploitation of these reserves. The mineral process focuses on identification and evaluation. Reserves are ore bodies and ore bodies are, by definition, wasting assets. Therefore, if an adequate provision of raw materials to basic industry is to continue, these wasting assets (ore bodies) must be replaced with new or different reserves as current reserves are depleted. Minerals exploration is a geologic problem and is fundamentally deductive, flowing from the general to the specific. Past exploration methods and philosophy have amply supplied the resources to meet the demands of an industrial society. During the past decade, however, the framework where mineral resources were identified, defined, and evaluated has changed. Mineral explorationists no longer can rely solely on the successful past methods to provide the necessary resources for our complex society. Productive explorationists must effectively and efficiently use tools and procedures that will maximize exploration efforts. Past tools need not be abandoned, but should be critically reviewed and revised in light of current scientific knowledge and technical advances. Future explorationists will view their craft not as a single discipline, but as a thoughtful integration of geophysics, geochemistry, and geostatistics for solving interrelated problems. This integration of the geosciences will lead to successful mineral exploration. Not only will the productive explorationist generate new information, he will master the use of existing data for identifying and evaluating a mineral resource. The mineral exploration process consists of incentives, ideas, finance, area, staff, time, and luck. The exploration process that stems from the interaction of these elements has three stages, each bound by a major decision point. They are selection, reconnaissance, and definition. Subsequent evaluation and exploitation phases are considered more the function of mining engineers than the exploration geologist. Mineral exploration endeavors that have been productive have three attributes fundamental to success: commitment, competence, and persistence. Commitment Commitment is believing that exploring for mineral resources is worth performing. While the mining industry is the focus of this commitment, government and society must also be committed to the concept of mineral reserve identification through exploration activity. Government demonstrates its commitment by providing access to land for exploration and, if it is successful, exploitation can take place. Realistic legislation relating to taxation, land use, reclamation, and environmental constraints is indicative of government commitment to intelligent resource use. The public must come to terms with mineral resource evaluation and extraction. Without some form of commitment from the public, availability of mineral resources vital to basic industry will be largely in the control of a foreign and potentially unstable mining industry. Commitment to a mineral resource identification-evaluation-extraction system must be shared equally by government, society, and the minerals industry. The scope and direction of this commitment varies, with the industry's commitment to explore for mineral resources being the most apparent. Industry commitment is the belief at all levels of exploration (from senior corporate executives to individual field and support staff) that exploration is worth performing, that exploration goals can be met, and that their particular organization is the best and the only group that can successfully accomplish the project. When tunnel boring machines were first developed, the J. F. Shea Company elected not to use them until some of the bugs were worked out. When we did take the plunge, we learned a great many lessons in tunneling; amongst others, that tunneling with a TBM is more an art than a science. One of the most important factors that contributes to a successful TBM tunnel is the geology. A machine can be designed to handle almost any type of ground; however, if the ground is not uniform, compromises in design must be made to enable the machine to handle the various ground conditions. Even when the geologic formations are well defined, it is still impossible to predict how the formations will react when it is penetrated by a tunnel. This is where the design and performance of a tunnel boring machine runs into trouble. When the reactions are adverse, the contractor is left with three alternatives; park or pull the machine and drive conventional, fight through the formation with no changes, or modify the machine. We have made all three of these choices. The first, on the Tonner Tunnel in Southern California, we encountered an extremely tough sandstone where progress was measured in inches per day. Ultimately, we pulled the machine and drove conventional tunnel. The second, on the Vat Tunnel in Central Utah, another element was added to the geology - water, which we encountered in excess of 1,000 gpm at the heading. It was impossible to adapt the machine to handle this much water, so we have been carrying out a program of grouting ahead of the machine and then driving tunnel with the tunnel boring machine.

During the latter part of the twentieth century exploitation of mineral resources, and gold mining in particular, experienced a resurgence in Europe, with major mining houses and many junior companies involved in exploration and subsequent mine development. Gold projects in particular were actively encouraged and exploration programmes and permitting studies initiated in more than 15 countries, both within the European Union (EU) and the former eastern bloc. During the initial period, governments in many countries provided active support. Following a series of negative environmental mining incidents in the latter part of the century public opinion, often ill-informed, led to political pressure to withdraw governmental assistance. This in turn resulted in the revocation of exploration licenses, and ultimately to the failure to develop a number of potentially world-class mines within the region. Despite these setbacks, gold production in Europe continues, and is probably higher now than 20 years ago. The mining industry is currently coming to terms with both changing attitudes of governments, and the increase in scope and prescriptive nature of legislation. Recent experiences, particularly in Greece and Turkey, exemplify the problems faced by the industry in the region, which are causing major mining companies to reconsider future activities in Europe. The paper presents an overview of European gold mining and its environmental performance in the context of international practice, new legislation, and public perception of mining generally. The rationale of governments in withdrawing support for the industry is questioned, and the feasibility of achieving sustainability where there is no level playing field globally is reviewed. The question is posed to governments, regulators and mining companies alike as to whether there is a future, not only for gold mining, but for the minerals industry in general, within the EU.

Ever since the introduction of the first successful continuous mining machines some twenty odd years ago, there has been an obvious, and steadily increasing, need for some form of continuous haulage machine, or system to work with them. There is universal agreement that the continuous mining principle, and the various continuous mining machines in particular, have done a great deal for mining. However, coal mining men, who have the longest and broadest experience with them, agree that continuous miners do not truly mine continuously. In fact, their estimates, and actual studies, show that the real mining time of these machines ranges, on the average, from 20% or less to about 30% of the available shift time. Part of the failure of the continuous mining machine to mine continuously may be ascribed to breakdowns in its intricate machinery. Most of the failure, however, is blamed on a variety of other factors. Of these, there are two which are given particular blame: face haulage and roof control. The relative importance of the two as the major negative factor in continuous mining is a moot point. However, there is an extensive concensus that haulage is the number one problem. Roof problems and their control are inhibiting factors regardless of the type of mining or mining machines employed. But the truth of the matter is that a continuous mining machine, like any type of loading machine, whether underground or on surface, is only capable of mining or producing in direct ratio to the mineable, or loadable, material that can be kept ahead of it and equally, if not more, important, that can be taken away from it. It is well known that iron-ore pellets are considered one of the best blast-furnace burden materials used today. The demand for pellets is demonstrated by the increase in pellet output from one million tons in 1955 to approximately 37 million tons in 1964. This growth continues as new plants are placed on-stream each year. The consumer generally specified (1) the acceptable content and range of chemical constituents, (2) a minimum strength determined by some standard testing procedure, (3) the size range of pellets, and (4) perhaps a measure of reducibility.

Equipment which will reliably produce high velocity water jets for use in rock excavation is now available. This report reviews some cases where water jets were used in excavating low to medium strength sandstone in Colorado and Utah. The primary discussion is of water jet assisted rotary drilling for blast and bolt holes in tunnels, shafts, and chambers. The subjects include drilling performance, effects on work environment, safety, and controlled blasting results. Information is also presented concerning trench excavation utilizing water jets.

INTRODUCTION "When there is an economic need for cleaning fine coal to low ash, the technical difficulties will be solved. The utilization of fines below 28 mesh will determine the degree to which beneficiation will be carried. Whenever these "fines" will be processed into smokeless fuels or used as new materials for the chemical industry or for hydrogenation, a higher degree of cleaning will be economically justified”.(l) This quote from the 1943 edition of Coal Preparation correctly anticipates the use of fines as "smokeless" fuel or as a future component of boiler fuel and a1 so as a raw material for the chemical industry or possible new uses such as for internal combustion engines. Fines utilization depends upon an economic need and possibly neglects to say an environmental need or a government funded development program as the prime mover for development. In any event, this conference is faced with the "need" to beneficiate fine coal and undoubtedly among the processes that will be discussed are the unit processes of future coal preparation facilities. HISTORY OF DEVELOPMENT It is interesting to look at where we have been, where we are now and where we possibly will be in the future. In order to put some limitations on this presentation, we will for the most part confine our remarks to this century and particularly developments since World War II. We also will limit our remarks to the preparation of bituminous coals in the United States, and for the most part, to wet processes. In the 1943 edition of Coal Preparation, clues to the processes being used to beneficiate coal are contained in the Chapter Titles. An extensive treatment of "Hand Picking" was contained in Chapter 8. Chapter 7 contained a description of methods for "Preparation at the Face". Chapter 18 dealt with "Slurries, Sludges, Slimes and Water Treatment" and defined this size of coal as being the size at which "Jigs and Chance Cones are usually dispensed with and other methods such as the hydrator, tables, and froth flotation are employed. Generally the limit is 1.7mm to 3.4mm. In the days before World War I1 the then modern bituminous coal preparation plant contained jigs or Chance Cones for the coarse material +6.35mm, concentrating tables, launders or some classifier type of coal washer for the fines (6.35 x 0.15mm), and froth flotation as the only method of cleaning minus 0.15mm coal which was used very sparingly.

The HW Process Technologies Engineered Membrane Separation (EMS"') technology is a patented system for the removal of multivalent base metal cyanide complexes from cyanide process streams, and EMSni permeate, concentrate and recovery terminology is explained. Specifically, use of the EMS™ system for the removal of Cu(CN)i- and Cu(CN)43- cop­per from cyanide process streams is discussed. The historical "Copper-Gold" processing paradigm of copper related cyanide consumption and complexation and methods to recover copper and copper complexed cyanide from Cu-Au process solutions are summarized. An advanced stage R&D sequential Cu-Au leaching circuit is proposed wherein two PLS streams are generated, i.e., a high copper tenor "first flush" Cu-PLS and low Cu tenor "second flush" Au-PLS. Copper and cyanide recovery from the EMS"' concentrate generated by Cu-PLS EMSTI,f processing by well known acidification processes and lesser developed, but techni­cally feasible, electrowinning processes are projected to be lower cost than similar dilute solution treatments. Gold is described as Merrill-Crowe plant recoverable from the EMS™ permeate stream coming from the Cu-PLS EMS"' process. Gold is also recovered from the EMSTI,f permeate generated by the processing of an Au-PLS bleedstream. The economics of the proposed Cu-Au-EMS"' circuits are estimated as $2/ gpd capital cost for large systems and $1- $3/ l 000 gallons treated operating cost plus royalty.

The acquisition of submarine gravity data using airborne gravity technology is a practical reality. Ocean Floor Geophysics plans to deploy a free-swimming ROV based submarine gravimeter on a commercial basis in early 2009. The submarine instrument is a variant of the well-used GT-1A airborne gravimeter. Airborne gravity surveys are now routine. The primary factor controlling the accuracy of airborne gravimeters is the precision of the GPS measurement of vertical movement of the sensor platform. The gravity measurements along a flight line are the differences between the output of the gravimeter vertical accelerometer and the estimate of the aircraft vertical acceleration using the differential GPS system. The principle difficulty of moving an airborne gravimeter to a free-swimming submarine platform is the necessity to have an accurate real time estimate of the changing elevation and hence changing vertical acceleration of the platform; GPS doesn't work underwater and an accurate estimate of depth fluctuations to the necessary precision is difficult to acquire. It is interesting that the airborne gravity gradiometer technology, which competes with the airborne gravity technology, was first developed as a classified military application for use by missile submarines during the cold war. Gradiometers were developed for this application specifically to avoid this problem. A gradiometer does not require as accurate an estimate of its vertical position to make a useful reading- it measures gravity gradients, not the gravity field itself.

The Jones Trickett Ratio (JTR) is generally used in investigations of fires and explosions for the determination of the composition of the fuel. This paper takes a close look at the JTR and finds it unreliable and ambiguous for the determination of fuel composition. A new index is presented, termed the (H/C) Index which uniquely determines the fuel composition. The (H/C) Index is simple to use requiring only the results of a single gas analysis of the combustion products. Experimental data testing the (H/C) Index for methane, propane, ethylene and coal dust are given, showing that the Index unambiguously determines the composition of the fuel. The (H/C) Index is also applied to the gas analysis data of several mine fires, illustrating how the Index changes with the progression of the mine fire.

The purpose of this paper is to discuss the application of mine design to the North DeLamar pit of NERCO's DeLamar Mine. Many discussions on mine planning and design focus on computerized mine modeling but neglect the final step of operating design development. Mine planning and design criteria used for the final layback in the North DeLamar pit are included along with a comparison of designed and as-built tonnages, grades and topography.

Limestone-based material appears to be an effective arsenic removal process that has great potential for source reduction in drinking water. Limestone-based material offers several benefits to the drinking water community: 1) reasonable removal efficiency as compared to material cost, 2) broad geographic and water system applicability, 3) compatibility with other water treatment processes, 4) ease of technical use, and 5) low-cost disposal in ordinary landfills. Batch and column experiments have evaluated the removal efficiency of several limestone types. Additives and material alteration have increased the removal efficiency. Granulation of powdered limestone as a filter media currently is being investigated.

The Metropolitan Water District of Southern California established a Board of Consultants to assist them in administering the design and construction of the Inland Feeder Program tunnels. The Board acts as an expert review body for the owner, looking at key issues that can potentially impact the success of the program. The use of the Board evolved over the life of the project, and its composition was modified to better address the needs of the owner, and the Program requirements. The experience, function, and value of such a board is analyzed and discussed in this paper.
