Improvements in today's maintenance practices are mandatory as more complex and productive machines evolve in the mining industry. By keeping machine reliability high through improved maintenance procedures, overall mining costs can be reduced. The Bureau of Mines is investigating diagnostic maintenance systems for underground mining machinery. A hydraulic expert diagnostic system and an electric motor predictive diagnostic system have been designed and installed on a Joy 16CM continuous miner. An electrical diagnostic system has been designed and installed on a Joy 14CM continuous miner. Each system is functionally described and the relative merits of expert diagnostic systems versus algorithmic diagnostic systems are discussed.

Using a PC can help an operator analyze data more effectively and respond quickly to changing conditions. The cost of microcomputers is low, and fit into the budget of even small mines. Many software packages are also low cost and general software such as spreadsheet, word processing, and data base management programs can help the small miner organize and evaluate information very quickly. A basic hardware configuration is proposed, including hardware upgrades and general and technical mining software packages. The hardware and software suggested can be used by very small as well as larger operations. PC's can be incorporated into all phases of a mining operation at a minimal cost and capabilities can be expanded as the operation grows.

Many problems associated with acid mine drainage (AMD) are caused by the complex way molecular oxygen (O2) oxidizes reduced matter at surface temperatures. In aqueous solution, O2 kinetically "prefers" to go through the formation of hydrogen peroxide (H2O2) as an intermediate. Being innately unstable, H2O2 is quickly decomposed back to water and oxygen in the presence of dissolved Fe and Mn, both catalysts for the decomposition. Direct addition of H2O2 to AMD produced similar results. Ozone (O3) is a much faster and stronger oxidizer than either O2 or H2O2. In the laboratory, O3 rapidly precipitated Mn, Fe, Ni, Co, Pb, and Ag even in acidic solutions. The experiments indicate that AMD can probably be processed with ozone and metal oxides/hydroxide recovered in flow systems using only septic-tank-size reactors and small sedimentation ponds.

Mine plans typically consider the profits and costs associated with extracting and processing minerals into marketable products. Interrelationships between mine and mill costs are often overlooked during the process of mine plan optimization. A simple and quick method for predicting milling costs for a given block would improve the planning process, especially if the procedure could be incorporated as part of routine ore grade analysis of drill core or cuttings. Incorporating milling costs as part of the mine planning process could improve overall optimization of the mine/mill combination. A method developed by the Utah Comminution Center (UCC) at the University of Utah provides a possible answer to the need for quick and reliable grinding cost estimation (King et al., 1996). Using results from single-particle impact tests, a work index, called the Utah Load Cell Work Index (ULCWI), is calculated. The potential for routine use of the new method is explored by comparing ULCWI values with corresponding Bond Work Index (BWI) values for eight mineral materials (Free, 2000).

Mineral production implies emissions of particulate matter (dust), noise and vibration that may cause conflicts with neighbors living nearby. In Norway a few conflicts has been brought to court, the latest in 2006. This paper discusses dust emissions and dust depositions (dustfall). The pollution authorities have accepted monitoring of dustfall instead of suspended dust as the first step in conflict cases concerning small and medium sized enterprises. In the case of exceeded limit values, the second step is to require monitoring of suspended dust and next the implementation of control actions to reduce dust emissions. Dustfall monitoring programmes carried out at six mineral production plants in Norway, show that the mineralogical rates of dustfall are rather low a few hundred meters away from the plants or the tailings disposal. They are mostly considerable lower than the limit value of 5 g/m²/30days accepted by the authorities. Seasonal variations between mineralogical and organic dust fractions can be observed in Norway, with higher content of mineral dust during winter time. Other sources to mineralogical dust can be recognized. During winter time wear of road pavement and sand on icy roads can give high emissions of mineralogical dust to the ambient air. Parallel monitoring of suspended dust and rates of dustfall indicate that dustfall can be used to estimate the level of suspended dust. A model for estimating suspended dust based on records of dustfall is presented.

Lingering effects of the 1990 oil shock that included overbuilding and corporate and individual financial distress caused the Gross Domestic Product to fall slightly to $5.67 billion (US billion = l09). With 254 million people - 697,000 in mining and petroleum - the US has more than 100 million dwelling units and 190 million licensed motor vehicles. New private housing starts fell 15% to one million units. New car production fell 11 % to 5.4 million units. Truck and bus production fell 8% to 3.4 million units. The inflation rate was 3%, while the prime rate of interest was 8.5%. The Producer Price Index (1982 = 100) changed as follows: -fuels and related products and power down 1% to 8l, • metals and metal products down 2% to 120, • chemicals and allied products up 2% to 126, and • non-metallic mineral products up to 2% to 117. Energy Imports of crude and refined petroleum, costing $50 billion, fell 5% to 2.8 billion bbl. Domestic petroleum production rose 1% to 3.6 billion bbl. Petroleum supplied about 39% of US energy, natural gas 24% and coal 22%. The National Energy Strategy was announced in February 1991. Its purpose is to encourage domestic production of fossil fuels and nuclear and renewable energy and to stimulate efficiencies in use. Congress continued to debate the strategy and took no action. Coal production fell 3% to 902 Mt (994 million st). About 60% of that came from surface operations. Seventy-eight percent of the total was used to generate electricity and 3% was coked.

1. INTRODUCTION Roadheaders have a shadowy origin - probably in Eastern Europe - but were introduced to Europe and the West by the importation of a Russian PK3 machine by the National Coal Board in 1961. A number of features rendered this type of machine an attractive tool for coal mine operators: its flexibility of operation, its combined cutting and loading ability, the opportunity it provided of making any shape of roadway, as well as its ability to cut some rocks. Encouraged and sponsored by the National Coal Board, the development of roadheaders was taken up in Great Britain, notably by Anderson Strathclyde and Dosco; in Europe, predominantly in numerical terms by Voest Alpine and Paurat. Over the 24 years since the importation of the first PK3, evolutionary development has taken place to the extent that machines are now available in many forms up to 120 tons in weight. Machine design has altered, partly as a result of increased power requirements and partly in line with the use of a ripping or a co-axial head. However, the basic concept remains: a boom containing a motor and transmission gear, with a driven cutting head at its extremity and capable of universal movement urged by hydraulic rams mounted on the boom turret and on the machine deck. Generally, the turret, hydraulic powerpack and all other necessary equipment are mounted on a chassis, which contains a discharge conveyor, the whole being carried on caterpillar tracks so that a complete machine entity is provided. Invented by Pierre Boutin in the early 1960s the column was a complete break from the conventional flotation cell. 1. When used as a rougher-scavenger, the column is excellent. 2. When used as a cleaner, the results can be spectacular. The very first column tests were carried out using it as a rougher-scavenger in a reverse float where silica was floated from iron. It produced a concentrate underflow as good or better than that produced from roughing and scavenging stages in cells, The froth tailing overflow was better than that produced by several stages of cell cleaning. Column scaleup progressed rapidly from the two inch diameter unit to a semi automated 12 inch diameter column on material from the Iron Ore Company of Canada. A change in operating philosophy within IOCC brought all flotation development, column or conventional, to a halt. At that time, IOCC had an exclusive right to the use of the column in Canada in the field of iron ore. We moved into the field of sulphides. A Canadian copper producer sent ore for testing and the results led to their purchase of the first commercial size of column - a 36 inch diameter machine. It was a mechanical disaster. It took several years to raise sufficient funds to return to that mill with our basic 18 inch square unit. It was to be tested and modified in order to learn how to properly design a large column. Originally used as a rougher- scavenger, it had to produce tails equal to the final tailings from this well run plant. It did, and did so while producing a rougher-scavenger concentrate almost equal to the plant final concentrate. It was finally used as a cleaner and produced concentrate 5% higher in copper than the plant final concentrate with equal cleaner tails. This phase of the column development was carried out under very difficult circumstances. The mill superintendent had realized that if he took the froth removal system from our original mechanical disaster and applied it to a conditioner while injecting air, he would have a flotation cell. He had personally applied for patents on this Maxwell Cell. Our development work was done in his mill and as our results became better and better, our difficulties became worse and worse. We finally had to terminate this work. The 18 inch column installed at Mines Gaspé 14 years later was identical to the one removed from Opemiska. The 18 inch column was tried on various ores over the following years and always produced excellent results. However, it was not really a production size unit. We had always aimed for the 72 inch column (72" x 72" x 44' 9"). Prior to this huge machine, we needed the intermediate 36 inch column. The failure of the original 36 inch diameter unit at Opemiska had raised the possibility of short circuiting inside the column as the cross section increased. The first 36 inch square unit was tested in parallel with the proven 18 inch column. If the underflow of the 36 incher was not as good as that of the 18 incher, short circuiting was a possibility in the larger unit. It had been designed for insertion of drop in partitions, four feed points had been provided and the 36 inch column would have become a modular unit of four 18 inch columns. Testing showed the underflows of both columns to be identical. There was no short circuiting in the 36 inch column. Once we had the 36 incher, we had no fear of the 72 inch column. It is permanently partitioned into four 36 inch columns but uses only one set of instrumentation. All the component parts of the 72 inch column come from the 36 inch unit. In spite of our results, the mining community did not believe the column could work. Finally, in 1980, Mines Gasp6 ordered an 18 and 36 inch column for their byproduct molybdenum

The generalized ventilation network problems encompassing both natural and controlled splitting networks, is formulated using a nonlinear nonconvex programming model, which has not yet been solved satisfactorily. This paper presents a methodology which can deal with the problem. The proposed methodology converts the nonlinear problem into a linear problem, by using special ordered sets of variables, and optimizes it by a modified branch and bound technique. The global optimality of the methodology and its applicability to different cases are investigated

The Robbins Mobile Miner demonstrates the successful combination of hard rock excavation technology and the latest electronic control technology. The mobile miner, a partial face hard rock tunneling machine, features a fully integrated control system relying on a Programmable Logic Controller (PLC). This PLC controls all functions: tramming, steering, boom swing, cutting depth, conveyor operation, air scrubbers, hopper loading and unloading, etc. The machine is fully instrumented allowing the PLC to monitor the results of all commands on a continuous basis, to record data, to evaluate developing problems, or to shut the machine down if necessary. The paper describes the development of the Robbins - Pasminco automated mobile miner and early testing at Pasminco Mining's Broken Hill Southern Operations, New South Wales, Australia.

Introduction Hard rock mine closure (often referred to as decommissioning), mined land reclamation and financial assurance requirements are receiving considerable attention by governments and organizations around the world. In the United States, federal agencies and the states continue to consider and make changes to laws governing mine closure and mined land reclamation, most of which were originally enacted in the mid-1970’s through the mid-1990’s. Internationally, a number of prominent groups and various countries currently are considering new laws, regulations and policies for mined land reclamation. For example, the European Union has conducted a review of existing European laws concerning mining wastes and mine water and is considering new directives concerning mine waste and mine water management and liability schemes that are likely to significantly impact mine closure and mined land reclamation. Many countries, particularly those outside of North America, Europe, and Australia, have recently adopted or are considering new mine closure and reclamation legislation and regulations. These include significant hard-rock mining countries such as Chile, Peru and South Africa. This paper identifies recent developments in hard-rock mine closure and mined land reclamation laws in the United States, focusing on several of the more significant and controversial developments. It also discusses some of the more significant international efforts to consider mine closure and mined land reclamation laws and policies and some of the notable conclusions and trends from those efforts. The focal issues discussed in this paper include requirements for the reclamation of open pit mines, including backfilling; consideration of and measures to address the mining of sulfide ores and potential for acid mine drainage; and new requirements for the estimation of closure and reclamation costs and for financial assurance for closure and reclamation.

A simple modelling methodology has been proposed to predict the performance of industrial coal flotation circuit based on the observations made on the actual performance. The solid content in the tailings of the coal flotation circuit has been identified as a lode-star to predict the performance in terms of yield and ash content of the concentrate. The modelling parameters are directly measurable.

In this work, a sample (of about 100kg) of an ore considered as smectitic, not yet industrialized, from Lages-SC-Brazil, was tested for evaluation of its industrial applications. First, we characterize them by XRD, DTA, FRX, and CEC analysis. After this, the smectitic clay was changed to sodium form by treatment with sodium carbonate. Then, the homoionic sodium clay was tested for iron ore pelletizing agent, as binder of foundry sands, and drilling mud with good results.

Clay minerals adversely affect the selective flocculation of iron ores. The effect of montmorillonite on a hematite-quartz mixture was studied. Montmorillonite, particularly in the presence of Ca++, caused indiscriminate dispersion of the pulp. Three possible mechanisms were postulated, namely, card-house structure formation, adsorption of dissolved species from montmorillonite, and montmorillonite- hematite interaction. It was determined that hetero- coagulation of montmorillonite on hematite was responsible for the behavior. Flocculation tests, montmorillonite abstraction tests, starch adsorption tests, zeta potential measurements, and surface analysis techniques were used to ascertain the montmorillonite-hematite interaction and to account for the manner in which it affected selective flocculation.

Among the increasing operating costs affecting today' s processing facilities are those necessary in meeting the continually growing requirement for safe and environmentally sound materials- control and handling procedures. Of particular interest are materials listed as hazardous, the need to maintain accurate records of their acquisition, consumption and disposal, and the obligation to employees and the community to have information available regarding such materials. Some requirements affecting modern operating facilities are reviewed in this paper, and potential methods for dealing with complex handling and documentation requirements, including computer automation, are discussed.

In 1990, the United States became only the second country (after China) to produce more than 900 Mt (1 billion st) of coal in a single year. US production of bituminous and subbituminous coal, lignite and anthracite totaled 933.5 Mt (1.029 billion st) in 1990, 5% more than in 1989. The production gains were largely due to the rebuilding of depleted coal stockpiles by electric utilities and a surge in US coal exports. Domestic coal consumption essentially remained at its 1989 level. A slight increase in electric utility coal consumption was partly offset by a decline in metallurgical coal use. The use of coal in other industries and in the residential-commercial sector remained virtually flat.

Optical reflectometry was used to study the attachment and subsequent detachment of silica particles (diameter 25 nm) from the surface of titanium dioxide wafers under well-defined hydro- dynamic conditions. Atomic force microscopy was used to measure the interaction between silica spheres (diameter 7 pm) and titanium dioxide wafers under the same solution conditions. In addition to repulsive electrical double layer forces, adsorbed polyphosphates provide a short-ranged steric layer that reduces the lateral interaction between the surfaces. The use of these two complementary techniques has given valuable insight into the process responsible for fine particle detachment and has particular application to surface cleaning.

Industrial minerals deposits present sampling and grade control problems not normally encountered in metal mining operations. No longer are industrial minerals simply crude ground mineral products but are in fact high purity chemical raw materials. Operators of industrial minerals mines and processing plants now must meet increasingly stringent specifications established by the consumer of the final products. Meeting these stringent specifications requires not only sophisticated processing techniques but equally important careful sampling and grade or quality control at the mine. A well-trained geological staff can assure an adequate supply of uniformily high quality feed to the processing plant. In the final analysis this results in significantly higher operating profits.

The research work outlined in this paper examines the utility of index tests for evaluating the strength of coal, both in the laboratory and in-situ. For routine evaluation of strength and deformation properties of coal seams, as inputs for design in stability analysis and equipment selection, the index tests are cost-effective and also make less demand on time and manpower. Four index tests, namely Protodyakonov Index, Cone Indenter Index, the Point Load Strength Index and Schmidt Rebound Hammer, were evaluated for 13 coal samples and correlated to fundamental strength and deformation properties such as uniaxial compressive strength, Brazilian tensile strength and modulus of elasticity of the same coal stratum. The index tests, barring Point Load Index, showed relatively low percentage scatter compared to the fundamental strength and show marked advantages for routine estimation of coal seam strength.

The transport of lithium through a supported liquid membrane was studied with a mixture of D2EHPA and TBP in kerosene as a mobile carrier. In the flat- sheet supported liquid membrane(SLM) system, experiments were carried out to investigate the effects of concentration of mobile carriers in the membrane solution, hydrogen ion in the feed solution, and temperature on the transport of lithium. Experimental results agreed well with a transport model for permeating lithium across the liquid membrane. The permeation rates of lithium can be explained in terms of diffusion of a Li-complex through the membrane phase. For a practical application of an SLM method, a hollow fiber module has been used and lithium can be concentrated more than three times in 24 hours.
