Benefits of proper control of reagent usage in flotation circuits are typically improved metallurgy and savings in reagent costs. Improved metallurgy can mean more consistent product quality, i.e., final concentrate grade, better recovery of product values from the feed, or higher plant throughput at existing target recovery, and grade values. Flotation performance is sensitive to a variety of process disturbances which occur in operating plants, such as changes in flow rate, percent solids, size distribution. flotability of mineral species, etc. A way to handle these variations is to fully understand the dynamic flotation responses to disturbances and to implement a suitable control strategy to compensate for these disturbances. Depending on the objectives of the control system, various types of control strategies are available which employ different levels of refinement to achieve the desired performance. Typically, variables such as collector and frother dosages and reagent addition points can be manipulated to affect the performance of the circuit. In the case of sulflde mineral flotation, manipulation of the process electrochemical potential, in flotation and in grinding, offers another degree of process control. Because of the complex and interactive nature of flotation process variables, optimized reagent control requires consideration of all, or at least the most important, interactive variables of the flotation circuit. Model- based optimizing control provides a framework to handle the complex and dynamic nature of flotation reagent process control.

Introduction The incentives for developing a distributed form of the comminution model include: • for describing the heterogeneous comminution behavior of multiphase mineral systems (i.e. realistic ore bodies, such as complex sulfide ores consisting of chalcopyrite, galena, sphalerite, pyrite and siliceous minerals) and •for generating, for various locked and free particles, in situ, microscopic, breakage behavior such as the mode of fracture (intergranular vs. transgranular), the relative rates of breakage and the breakage distribution. However, the computational difficulty and the effort made in estimating a large number of parameters (Andrews and Mika, 1975; Wiegel, 1976; Herbst et al., 1985, 1988) do not justify the utility of this approach. Also, obtaining the results experimentally is very tedious and time consuming if using this approach. Although recent work in this area (Choi, Adel and Yoon, 1987; Mehta, Adel and Yoon, 1989, 1990) showed good results for liberated particles, the quality of the estimation and prediction was poor for locked particles. Attributing this to the complex breakage behavior of locked particles, it was concluded that additional constraints, and possibly modification in the breakage distribution functional form for locked particles, were necessary. However, further mathematical analysis revealed that the method previously used was in error. The purpose of this technical note is to present the correct solution methodology used in solving the general model equations of a multicomponent mineral system containing multiple classes of locked particles. Previous work and connection The general form of the comprehensive, distributed-component comminution model has been described as (Herbst et al., 1985) [d (m (0) -[ I - B ] S_ m(t) = A m(t) (1)] where [A] is the fundamental matrix/state companion matrix, commonly referred to, in the comminution literature, as the "mill matrix." Note that for a distributed-component comminution model, this is a full, general, real matrix, unlike a lower triangular matrix for a simple grinding model or a lumped-binary grinding model with one locked-particle class (Herbst et al., 1985, 1988). Also note that all of the underlined letters refer to matrices. Herbst et al. addressed the difficulty in arriving at a closed form of the analytical solution of Eq. (1) via similarity transformation [IT J inv (T)]]. This difficulty occurs for several reasons: •[A], as a general real matrix, may have complex eigenvalues and complex eigenvectors. •More importantly, there is no guarantee that a set of eigenvectors of [A] will turn out to be independent. An attempt was made to solve this problem by implementing a decomposition method. With this technique, the mill matrix was decomposed into a sum of lower and upper triangular matrices [(i.e., A = L + U)]. Then the solution was obtained using similarity transformation (Mehta, Adel and Yoon, 1989, 1990). Many hard rock tunneling projects, where the majority of excavation can be accomplished with TBMs, will still require considerable specialized excavation which can not be done with a TBM. This secondary excavation, involving cross cuts, galleries, flattening of the invert, increases in bore diameter, et cetera, may be accomplished with conventional drill and blast, applied on a small scale and usually with fracture control techniques, or with mechanical splitters. The problems of using explosives in many of these cases and the high cost of mechanical splitting excavation make the consideration of other approaches attractive. The PCF rock excavation method, which has recently been reduced to commercial practice for mine-development excavation, offers an attractive alternative to drill and blast and mechanical splitters. With the PCF method the rock is excavated utilizing a small-charge, propellant-driven, controlled, penetrating-cone fracture process. Excavation is carried out continuously by combining the PCF hardware with integrated mucking capabilities on a carrier which remains at the excavation point. In addition to the benefit of providing for complicated excavation geometry, the PCF method also causes minimal damage to the remaining rock which will significantly reduce ground support requirements. In very bad ground, the continuous nature of PCF excavation allows ground support to be applied as limited sections are exposed thus reducing both the duration and extent that the ground would be free to move. Data on PCF excavation parameters, as measured in actual mining operations, indicate that crosscuts, galleries and the like could be excavated at considerable cost savings compared to drill and blast or mechanical splitters.

On December 8th of last year, the new St. Clair River tunnel was holed-through to Port Huron, Michigan. The tunnel, commissioned by the Canadian National Railway, was needed to replace an existing tunnel that had been built between 1889 and 1890, and had remained in continuous operation until the new tunnel was opened to traffic in April of this year. The original tunnel, after more than 100 years of service, was still structurally sound, but was too small to accommodate the double stacked container cars and other advances in the railroad's equipment that had developed over the years. Prior to the construction of the first tunnel, all freight was barged across the river. It was a slow, expensive process, which in winter was sometimes impossible. The nineteenth century tunnel was built in twenty months, utilizing two shields that mined to the middle from each end. The lining, which is still in excellent condition, consisted of bolted, cast iron segments, with an O.D. of 6.4 meters. It was the first sub-aqueous tunnel built in North American, and it's use of compressed air under the river and hydraulic power on the shields may also have been firsts. The digging was done by hand, and the muck hauled out by mule drawn wagons. Boulders and methane gas were reported to be a constant problem during the drive, and compressed air sickness was common, but when the two shields came together in August of 1890, it was reported that the alignment was within 6 mm. The new St. Clair River Tunnel was constructed for basically the same reason as the original. The larger equipment which the railroad is using today would not fit through the old tunnel, and once more they were forced to ferry the cars across the river.

The development of new coal markets is -t upon the ability to utilize coal in an environmentally acceptable and economically viable fashion. Foremost in the concerns about coal utilization is the impact its combustion has on air pollution. Concerns over environmental issues, such as acid rain, are currently one of the major impediments to the development of new coal markets. The Department of Energy and the Synthetic Fuels Corporation are addressing certain aspects of the development of new technologies for the utilization of coal. However, at the present time, there is a void in the new technology development process. That void is the step from proof- of-concept to commercial demonstration. Congress has established the Clean Coal Technology Fund at a level of $750 million to fill this void. The Department of Energy, in a solicitation of interest, received over 175 proposals for commercial demonstrations of clean coal technologies. A review of these solicitations indicates that $1.2 billion worth of research could be accomplished with a federal cost sharing of $425 million or 35 percent of the total. Industry has indicated, through this response, its willingness to invest its limited funds on projects it feels have the greatest potential for the clean use of coal. What must now occur is that Congress must appropriate the monies from the fund to initiate the commercialization of these clean coal techno1ogies.

CITY OF EDMONTON Rate of Growth The City of Edmonton has been classed by some economists as being the most progressive City in Canada since the early 50's. The high rise buildings that are changing Edmonton's skyline, the rapidly expanding sewer and water network, and the proposed rapid transit system all indicate the requirements of an ever expanding City. Edmonton, the core of Canada's Energy Empire is the country's seventh largest metropolitan area. Bisected by the 22 mile long park of its magnificent river valley, it sits in the midst of the 50,000 sq miles of riches that have created it. Underneath the City, however, extending down for thousands of feet and encircling it for a radius of scores of miles, lies a fabulous store of petroleum wealth. By the early 1940's, based upon the needs of the farming areas, accompanied by some small exploitation of coal and timber, Edmonton grew to 100,000 people. Then in a short space of 20 years Edmonton shot up to be a city of 450,000. Figure 1 (Slide No. 1) indicates the population growth in the City of Edmonton and the Census Metropolitan Area from 1906 to 1971.

1. INTRODUCTION Empirical methods have always been important in tunneling in contrast to many other branches of engineering. Beginning in the late 19th century, when engineering entered the phase of formal modeling, this dichotomy could be seen to emerge even in the work of individuals. Culmann (1), Ritter (2) Kommerell (3) and others simultaneously were developing analytical approaches to bridge and building design and empirical approaches to tunnel design. The dichotomy remains. Empirical or simple analytical methods are used at most in the preliminary design of bridges and buildings, while they are used in all phases of tunnel design and construction. In fact, the past decade has seen a resurgence of interest in empirical methods, and with it discussion and controversy. This discussion has centered on the suitability of various methods. In some applications identical results are obtained with differing methods and in some cases radically different ones. On certain occasions the discussion has focused more on the methodological rather than empirical by taking issue with the appropriateness of particular parameters or the structure of some methods. This paper attempts to establish a basis for judging the suitability of empirical methods in tunnel design, and their applicability to particular cases. The paper makes no claim of exhaustiveness, and instead emphasizes basic requirements for application. Various methods are reviewed against this background. A detailed comparison of empirical methods and a description of their concept and background is now being prepared (4). Specifically the paper first defines empirical methods, and their purpose (Section 2), describes their structure (Section 3), and focuses on the basic requirements each must satisfy (Section 4). During calcination of diatomaceous earth, cristobalite is formed in varying percentages. Also, during efforts to recycle products containing natural diatomaceous earth, various heat treatments are used which may or may not result in the formation of cristobalite. The ILO (International Labor Organization) Encyclopaedia of Occupational Health and Safety states that conversion begins at 450'C and in the presence of a flux, is complete at 800'C. Due to the potential adverse health effects associated with crystalline silica, a more thorough understanding of the time/ temperature relationship is needed. Tests performed under controlled conditions do not substantiate the claims made in the ILO Encyclopaedia.

Production of methane is an inevitable consequence of mining coal. Although the number of mines practicing recovery of methane prior to, or during, coal mining is increasing, ventilation air methane (VAM) is still a significant source of methane addition in to atmosphere. Recent studies have shown that there are ways to recover the VAM energy, while simultaneously reducing the methane emission in to atmosphere. This paper discusses a case study, currently underway, to develop a technique to quantify the VAM emission from a mine. It also presents the different VAM utilization techniques and the suitability of one for the mine being studied. Finally, the paper summarizes the research issues that require further investigation.

Before coal can be extracted from surface or underground mines, approval must be obtained from state and federal authorities. Permitting is the application process through which such approval is sought. The application includes en environmental impact statement Which focuses on Such topics as subsidence, toxicity of acid mine drainage, pollution levels of rivers and streams, post mining reclamation, and the effect on the hydrological balance of the area. The permitting procedure is extremely time and labor intensive, and requires extensive interdisciplinary knowledge. This paper examines a LISP based permitting procedure which will help to reduce the time taken to prepare and review a permit application.

Kennecott Copper Corp.'s Metal Mining Div. operates three major open-pit copper mines in the western United States. These operations include Utah Copper Div., Ray Mines Div. in Arizona, and Chino Mines Div. in New Mexico. At each of these operations, the material is loaded by large electric shovels and transported by both truck and rail haulage. In 1977, 197 350 774 t (217,542,000 st) of ore and waste were mined at these operations, and 302 040 t (332,942 st) of copper were produced. Also a significant amount of molybdenite was produced as a byproduct. In operations as complex and large as these, there is an inherent need for up-to-date reports concerning how much material was mined during the previous day, and year-to-date, what equipment is scheduled for maintenance, how equipment has been performing, etc.

This paper describes a case study where solutions were sought to the truck queuing that occurred at a central processing plant. Ore from three production shafts at Falconbridge Limited's Sudbury Opera¬tions is hauled by three trucking contractors to Strathcona Mill. On return trips, the classified mill tailing is carried back to the mines for backfilling. The ore feeder at the mill handles three times the tonnage designed for and the situation is not expected to improve. Excessive truck queuing and consequent mine production interruptions are therefore of great concern. During the study, stochastic models were formulated and programmed for the IBM/AT personal computer. Basic information sought from the models were truck waiting time and ore production interruptions. The existing system was tested, not only to verify the validity of the models, but also to understand the causes of the problem. Several alternatives were simulated and a simple solution selected for implementation.

In the 1990s, Cleaner Production (CP) approaches were successfully introduced to a number of industrial sectors in South Africa. Building on this success, the South African Water Research Commission has commissioned a 3-year study to investigate the use of CP and its related set of environmental assessment and management tools in the mining industry. A scoping study is being carried out on the current knowledge of CP approaches being used in the industry, as well as the proactive and preventative measures being undertaken. One of the significant findings of the scoping study is that distinct differences exist between the larger global companies and the smaller local companies. Being a water research project a key focus area of the project is to reduce the impacts related to mining on the South African water resources. Some of the significant water related threats identified include acid mine drainage, the shortage of the resource and the effects of inter-mine flow.

The purpose of this research work is to predict the dust concentration distributions of different particle sizes on longwall faces. This Is necessary because the dust sources must be identified before dust control techniques can be recommended and applied correctly. The dust concentration data at longwall faces were determined by using Real-time aerosol monitors (RAM-1) and gravimetric monitors. However, these field data cannot explain the nature or the mechanisms of dust flow phenomenon on longwall face. Therefore, a mathematical model Is developed taking Into account the characteristics of airflow, the natures of dust generation and particles, the mechanisms of dust transport and deposition as well as the multiple dust sources on the longwall faces. In this paper, the identification of respirable dust sources on the longwall faces are determined. The dust particle size distributions In various longwall faces are analyzed and classified. The comparison analyses of field data and model predictions are presented. Specifically, the general trends of dust concentration on the longwall faces obtained at different positions and at various conditions are discussed.

A simple method for estimating the steady-state water quality of a pit lake is presented. The steady-state concentration of a conservative chemical constituent in a pit lake is shown to be a simple function of the inflow rate, the evaporation rate and the inflow concentration. An analytical method is presented for estimating the equilibrium ground water-inflow rate for use in water-quality predictions. The time required to reach chemical steady state is estimated using an iterative mass-balance model. Mine operators should find the methodology useful for planning and screening regulatory applications where conservative estimates of pit lake water quality are desirable.

A distribution-free approach is developed for estimating a bivariate distribution function for an ore deposit in terms of the experimental grade correlogram and experimental "weight functions" of the deposit. These weight functions are calculated as part of the approximation used in the mononodal cutoff concept. Use of this method obviates the need to transform to an isofactorial bivariate model. The method is illustrated for two examples, where the bivariate distributions are supposedly known : (a) the bivariate normal distribution and (b) the bivariate lognormal distribution. It is shown that the estimate of the underlying bivariate distribution is optimal when working at the mononodal cutoff, as can be anticipated theoretically. The approximation decreases in quality on either side of the mononodal cutoff, but still remains acceptable as a first estimate of the actual bivariate distribution.

Column flotation is emerging as one of the most important new separation technologies of the decade. Attendant to this development is the need for a quantitative understanding of the dynamic characteristics of columns. An understanding of the many important sub-processes occurring in the cell makes possible the development of dynamic simulators for flotation columns which will aid in the design of control systems for dynamic and steady state optimization. This paper presents a dynamic model for the column flotation cell developed from a population balance point of view similar to that which has been successfully applied to conventional flotation cells. In particular, the mixing that occurs within the pulp is modeled with a distributed-volume, mixer-in-series model as an approximation to the axially dispersed plug flow transport that occurs in the cell. This simpler approach avoids the distributed transport model which often leads to mathematical intractability. Other phenomena dealt with are the attachment and detachment of particles from bubbles in the froth and pulp, the transport of water and the bubble volumes with the froth and pulp phases. Simulation of the flotation of an Illinois No. 6 coal in a pilot plant flotation column were performed to test control strategies.

The authors aim to analyze the behavior of smart sensors using Transmission Control Protocol/Internet Protocol (TCP/IP) infrastructure in hazardous applications, because of their advantages regarding safety, expansion and Quality of Service (QoS). Initially, some constraints are discussed for these applications. Then, the possibility is analyzed of using 2.4 GHz TCP/IP based transmission for sending data out of an industrial area. In this setup the authors evaluated the round-trip implementation (which requires a database of packet lengths), related to the delay introduced by the radio transmission algorithms from 802.15.4, and 802.11d/g protocols. Tuning results of different varying time-delays were compared to the constant delay cases from the literature (Deák, 2003; Lincoln, 2003). Both the hardware and software setups are implemented. Based on TinyOS specific software for hardware checking/ initiating communication/ starting/ closing measurements the authors have developed separate/combined procedures for testing the integrated devices. Measured time delay is presented and analyzed, for both beaconed and non-beaconed 802.15.4 transmission, with power optimization criteria. By testing two different implementations (Zhang et al., 2001), (ATmega256 RZAV - 256KB flash memory, the CC2420 IEEE 802.15.4 and ZigBee-compliant RF transceiver core - 128KB flash memory) the authors have found some time delay variations as a result of local processing by the ZigBee controller with an amount of flash memory. The work is also focused on adapting industrial measuring standard systems to the smart sensors, but not only through the 4-20 mA standard.

Two types of factors direct the search for gypsum deposits-geologic factors and economic factors. The prime control and major economic factor is the market for the possible products. The major geologic factor is the control of the depositional environment, which determines whether or not a deposit exists within a given market area. After discovery of a deposit, the distinction between economic and geologic factors is not as clear as before, and the geologic characteristics of the deposit become the economic factors in evaluating the deposit for production and processing. The geologic characteristics are concerned with 1) the gypsum rock, 2) the host or country rock, and 3) geologic fluids, such as gas and water. Prospecting includes both original discovery and the continuing information-gathering period. During this time the above three characteristics of the deposit are determined, usually from core drilling, from phenomena observed during drilling, and from the core and hole. Important information and means of gathering it include sample analyses, sample volume, impurities and their distribution, water levels, aquifer tests, permeability measurements, rock strength tests, rock and overburden thicknesses, rock types, and direct observations of water and gas. Data gathered or inferred from all of these determine the mining or quarrying geometry and environment: which in turn determine the equipment, development, production, and processing costs. Impurities in gypsum deposits are very important in manufacturing processes. The impurities and their effects vary widely from inert minerals with little effect to reactive minerals with strong and mostly detrimental effects.

INTRODUCTION The placing of the monolithic concrete lining of the Bi-County water tunnel illustrates the state of the art in the materials, equipment, methods and productivity available to the industry for this type of construction. This paper describes the management and engineering rationale used by Clevecon, Inc., a subsidiary of S & M Constructors, Inc., Solon, Ohio, in developing the concrete mix designs, the design of the specialized equipment, and the methods used in the manufacture, transport, and placing of the lining. Also discussed are the changes to the reinforcing steel design instigated to facilitate its handling and placing, as well as to enhance the quality of the lining. The intent is to bring to the attention of designers the effects certain design aspects have on the construction of reinforced concrete tunnel linings, as well as indicate the areas where research and development effort should be expended to further reduce costs for this type of construction. GENERAL DESCRIPTION The Bi-County Water Tunnel West is a water transmission main owned by the Washington Suburban Sanitary Commission of Hyattsville, Maryland. The facility was designed by A. A. Mathews Division (formerly STRAAM Engineers, Inc.) CRS Group Engineers Inc., Rockville, Maryland. It is to be utilized as the central feeder of potable water for the northern suburbs of Washington, DC, extending some 4,597 meters from a riser shaft at its western terminus to the eastern interface, with a similar tunnel which extends eastward about 5,180 meters; the majority of its length being under Interstate Highway 1-495.
