The Surface Mining Control and Reclamation Act of 1977 (SMCRA) requires under-ground coal mine operations to prevent "material damage" to renewable resource lands caused by subsidence. However, what constitutes material damage is not defined. This paper discusses the applicable criteria for agricultural lands, forests and grazing lands, surface water bodies, and ground water aquifers. Although data on the subject are limited, an attempt is made to present quantitative guidelines to distinguish between moderate and severe damage due to subsidence.

Observations of environmental parameters in mines have traditionally been made by means of hand-held instruments, these being employed as a basis to ensure that atmospheric conditions in the mine remain within limits commensurate with safety, to safeguard the health of personnel, and to ensure that statutory requirements are met. Thus, starting from the first flame safety lamps of the early nineteenth century, numerous portable instruments have been devised over the years to indicate levels of dust, temperature, humidity, and concentrations of gases including oxygen, methane, and carbon monoxide. Similarly, portable instruments have been used to measure air velocity and pressure. For routine monitoring purposes, hand-held equipment suffers from many disadvantages. Readings are intermittent, often with long delays between successive observations, making short-term trend analysis impossible. Portable instruments are more liable to damage; they are labor intensive and provide a very limited amount of information either for control or planning purposes. The 1960's and 1970's have seen an accelerated development of mine environmental monitoring equipment. Alarm methanometers to give localized audiovisual signals became more common. These were followed by a variety of instruments which gave local, then local/remote continuous records, particularly of methane concentration and airflow. More sophisticated transducers and transmission systems were developed allowing further parameters to be monitored. This led to a proliferation of paper strip and chart recorders which had to be maintained and inspected regularly for trends and abnormalities.

Mechanical testing results on oriented Devonian gas shale core throughout the Appalachian basin show a preferred fracture direction perpendicular to bedding. The preferred direction is generally parallel to the Allegheny Front, but is only coincidentally parallel with in-situ stresses in some areas of the basin. The strength of the preferred orientation of induced fractures decreases with distance from the Front. It is suggested that strain related to Paleozoic deformation is responsible for this mechanical fabric and thus the direction of induced fractures in laboratory tests may not be of use as indicators of in-situ stress orientations as previously suggested.

This paper summarizes the research effort in simulating the operation of "Underground Coarse-Coal Hydrotransport Systems" (UCCHS). The equipment of the system to be simulated is already optimally selected by using an analytical optimization model. The purpose of the simulation model is to test the performance of the system and to obtain the distributions of operating parameters such as water and power consumption and amount of slurry delivered to the preparation plant. Knowledge of the distributions of these parameters is essential for the efficient operation of the system.

Newmont Gold operates the Carlin East underground, one of four underground gold mines the company operates in northeastern Nevada. Carlin East began full production in early 1995. The mine's current rate is 900 t/d (1,000 stpd), producing about 4.6 t/a (150,000 oz/year). About 125 hourly and salaried personnel are employed at the project for its estimated six-year mine life. Two mining methods are currently used at the Carlin East Mine. Longhole stoping with cemented backfill accounts for 70% of the total mine production. Conventional underhand drift and cemented fill accounts for the balance of the daily tonnage. In December 1996. Newmont purchased an AC-Eickhoff ET-210 roadheader. The machine went into service in mid-June 1997. It is used in longhole Stope topcut development and cut-and-fill production at a rate of 225 t/d (250 stpd)

While preparing this paper, I soon realized I had a problem in defining what injuries should be classified as "personal." Admittedly, in some cases, falls of persons, sprains and strains, pulling and pushing injuries, and back injuries may have been caused by the individual. But, I believe the number of injuries directly attributed to an individual's carelessness is relatively small in comparison to the total number of injuries in those categories. For discussion purposes, the injuries most often considered to be personal, that is, caused by individuals are those classified as back injuries. My paper will be devoted to back injuries because this category represents the greatest number of injuries occurring in coal mining. A man's best friends are his wife, his back, and his dog. The back, however, has a reputation of not being as faithful as his other two friends.1 "Industrial back injury is one of the major occupational health problems plaguing industry to- day. According to national surveys, back injury accounts for more lost time than any other occupational injury and costs companies thousands of dollars in compensation, medical fees and over- time pay."2 A study conducted by USA Today found that back ailments afflict an estimated 75 million Americans, have totally disabled about 2.5 million adults, lead to as many as 200,000 required surgeries each year, are a leading cause of absenteeism and disability, are the second leading cause of hospitalization, are responsible for 18 million doctor visits a year and cost about 93 million work-days annually. The cost to industry is estimated at $14 billion a year.3 During the past 30 years, a great deal of accident prevention education has been directed toward the reduction of back injuries. However, this effort has not produced any great change in the incidence of the injury. Back injuries should be of the utmost concern to everyone here today. I don't need to tell you what the incidence rate is for back injuries, nor will I use any statistics to inform you of the incidence rate for the coal mine industry or any specific mine. It is only important to know that the number of back injuries is excessive. Back in- juries resulting from lifting have been and continue to be one of the most constant and undiminishing problems in the occupational environment. The fact is, we use our backs to per- form work that the back was not designed to do. Historically, manual materials handling related accidents have consistently accounted for the largest percentage of all industrial accidents. In fact, over 25 percent of all industrial accidents are related to handling of materials.4 In underground coal mining operations, material handling accidents account for even larger percentage of lost time injuries. In 1983, for example, they accounted for 34 percent of all lost time injuries and 32.6 percent of all non-lost time injuries. 5 I want to use one example of a task that will illustrate what I have just said: the building of a concrete block stopping. Each solid concrete block will weigh from 60 to 70 pounds. To build a stop- ping 6 feet high and 20 feet wide will take approximately 80 blocks. On the average, these 80 blocks will be handled at least four times from loading into the conveyance for transportation to being placed while constructing the stopping. Searles Valley is located approximately 125 miles northeast of Los Angeles in the Basin and Range Province. Occupying the lowest part of the valley is Searles Dry Lake Playa, which is about 9 miles long and 7 miles wide. Three major subsurface evaporite horizons have been identified and are termed from bottom to top, the Mixed Layer, Lower Salt and Upper Salt. The evaporite beds were formed by desiccation of runoff from the eastern Sierra Nevada during Quaternary time. The saline beds are generally brine saturated with the important ions being sodium, potassium, carbonate, bicarbonate, sulfate, chloride and borate. These ions are present in the brines in various concentrations and have combined to form the minerals halite, hanksite, trona, nahcolite, burkeite, borax, thenardite, sulfohalite, glaserite and others. North American Chemical Company selectively pumps the interstitial brines to feed their chemical plants located on the western edge of Searles Lake. Minerals have been mined since 1873, beginning with borax and trona scraped from the surface. Brine processing began in 1914 with potassium chloride and borax recovery. Expansions have added sodium sulfate and soda ash to the product mix. Currently, dredging of trona ore is also taking place.

Research has shown that excessive soil compaction is detrimental to the establishment of trees in reclaimed soils. Dry bulk density and penetration resistance are two soil parameters that can be used to indicate the level of compaction in reclaimed soils. It is believed that reclamation practices that minimize soil compaction will produce better results when forestland is the intended postmining use. The University of Kentucky has developed reforestation test cells on reclaimed soils at a surface mine in eastern Kentucky to test this hypothesis. Each test cell has been planted with various species of trees. Since 1997, data have been collected at these test cells for soil average dry bulk density, average penetration resistance, average depth to refusal and average survival rate of trees. These data have been correlated to determine the relationship between soil compaction and tree-survival rate. It is believed that these two soil-compaction parameters may ultimately be used to predict tree-survival rates on reclaimed surface mined lands.

A review is given of the present applications of random sets and integral geometry in fragmentation and liberation models of ores and minerals. Although attempts have been made in the past to apply such mathematical techniques to the comminution of solids, it is shown that it would not result in major progress. In liberation modeling, it is demonstrated that the approach can lead to fruitful results. Following a recent paper by Davy (1984), a model of liberation prediction is developed that can be calibrated for ore texture and breakage using image analyzers. The model is demonstrated for the case of a Poisson polyhedra ore texture and monodisperse fragment size. The model enables prediction of the complete composite particle distribution and thus is valuable for integration of ore breakage models with minerals separation models.

8.1 INTRODUCTION Several methods currently exist by which gold may be recovered from a pregnant leach liquor. Two of these methods are discussed in this chapter, the Merrill-Crowe (zinc cementation) process and the carbon adsorption process. These two methods represent the most frequently used techniques for gold extraction and are, -in fact, used almost exclusively in U.S. heap leaching operations. Because of the efficiency and ease of use of these two methods, it is extremely likely they will continue to be quite prevalent within the gold mining industry in years to come. The remainder of this chapter includes information on the history of the two processes, descriptions of the actual processes, criteria to consider in selecting a recovery process, and commercial design and construction considerations for both of the gold recovery methods. As with other chapters in this book, some fairly technical information is presented for the benefit of those readers needing a greater level of detail. However, the overall intent of the chapter is to provide an overview of the processes likely to be used in gold extraction, thus giving the reader a firm basis for more technical research into the topic, should this be needed. 8.1.1 History of Zinc Cementation During the late 18901s, zinc cementation was introduced for the precipitation of gold and silver from cyanide solutions. This occurred at about the same time as the introduction of the cyanidation process, the history of which is recapped in Chapter 1. The initial cementation process involved introduction of a gold-bearing cyanide solution onto a bed of zinc shavings. It proved to be quite inefficient because the reaction rate was very slow. The zinc quickly became "passive", inhibiting further gold deposition. Shortly after this first introduction, zinc precipitation was improved by adding a lead salt (usually lead nitrate) to the zinc. This allowed a zinc-lead couple to form on the surface of the shavings, eliminating passivation of zinc surfaces and thereby allowing continued deposition of gold. The rare earth magnet has a good performance and the production is increasing year by year. Two types of rare earth magnets are presently made as industrial products. One is a Nd-Fe-B intermetallic compound magnet and the other is a Sm-Co alloy magnet. The mixed scraps of Nd-Fe-B intermetallic compound and Sm-Co alloy are sometimes produced in the step of production. Therefore it is desired that a recycling system of mixed rare earth magnet scraps should be established. In the present study, hydrochloric acid leaching of the oxidizing roasted products of Nd-Fe-B intermetallic compound and Sm-Co alloy and solvent extraction of metals such as Nd, Sm, etc. are tested to obtain the fundamental data for the hydrometallurgical treatment of the mixed rare earth magnet scraps.

Part 2 of this article continues with a discussion of features that distinguish contemporary investment analysis in mining from earlier methods. Part 1 traced the evolution of evaluation methodology from the traditional and discounted cash flow methods to the present. Quantitative investment models of the past 20 years played an important role in mine evaluation, but a new integrated approach to mine investment decision-making is now developing because of growing economic, technical, and political uncertainties. One of those uncertainties -inflation-was discussed in Part 1. Increased Risk At a time when mineral production technology and analytical evaluation tools have never been more sophisticated, it may seem anomalous to claim that mining ventures are riskier. Whereas technical risk has, indeed, been notably reduced, business risk the chance of a major loss due to market factors-has increased. This has been caused by two factors: the rapidly rising capital requirements of new projects and increasingly unpredictable future economic conditions. These difficulties are compounded by the long lead times of large, new mining projects. Rising Capital Requirements A $100 million investment is no longer considered to be a large mining project in most cases. For a large metal mining project, the total cost of the concentrator alone can exceed $100 million. Amoco Minerals' Thompson Creek molybdenum mine being developed in Idaho will cost over $350 million, for a relatively modest sized (23-kt/d or 25,000-stpd) ore operation with no extraordinary features. For a major grass roots copper operation producing blis¬ter or refined copper, the capital requirements are billions of dollars, not millions. Project costs are higher for two reasons. One, the projects themselves are larger; and two, the capital cost per unit of production is rising rapidly. Projects are larger because lower grade ores, yielding smaller margins, must be mined in greater volume-particularly in view of the high fixed costs of modern technology. When analysts contemplate any capital project, an important consideration is the minimum economic size of the facility. This is the smallest size that can be built and still be competitive on a total unit production cost basis. In the conventional copper smelting business, for example, a production rate of at least 91 kt/a (100,000 stpy) of blister copper is about the absolute minimum for reducing unit fixed costs to competitive levels. Clearly, many variables affect the minimum economic size of a mining facility, but with few exceptions that size continues to grow. Unit capital costs of new mining projects also are continuing to rise. The accompanying table shows that the capital costs in primary copper production have risen faster than the cost of living. Of particular note is the capital charge of over $1.70/kg (77411b) required for a new, fully integrated facility in 1981. Thus, the mid-1982 copper price would not even cover the cost of capital for a new copper producing complex without considering the direct operating costs for such a facility. The breath-taking costs of new mining projects are caused by factors such as increasingly complex technology, the rising social costs of creating attractive living and working conditions for employ¬ees, and the expenditures re¬quired for environmental protec¬tion. For whatever reasons, how¬ever, unit capital costs in mining continue to exhibit staggering growth rates. Future Economic Conditions Risk is not only a function of the size of the potential loss-an im¬portant measure of which is the capital intensity of mining dis¬cussed above-but also of the like¬lihood of incurring the loss. It is here that the ever increasing lead times of mining projects and the glaring limitations of economic forecasting are so important. In comparison to nearly all other in¬vestments, mining has more capi¬tal at stake for a longer period of time before commercial uncer¬tainty is resolved by distant eco¬nomic conditions that are subject to high forecasting errors. A sobering example of the pre¬ceding points occurred with the Lakeshore copper mine in south¬ern Arizona that Hecla Mining Co. undertook to finance and manage in 1969. The project was a joint venture of Hecla and the El Paso Natural Gas Co. and included two mines-one producing oxide ore and a second in the sulfide zone¬and a complex processing facility producing both electrowon cop¬per cathodes and copper precipi¬tates. The American Borate Company, a wholly owned subsidiary of the Owens Corning Fiberglas Company under a management contract to the Hanna Mining Company, owns and operates an underground borate mine in Death Valley, California. The mine, named the Billie Mine, is located 24 km (15 miles) southeast of Furnace Creek along Highway 190. The ore body is under Death Valley National Monument with the major portion of the surface facilities located just outside the monument boundary. (See Figure 1.) The Billie Mine produces approximately 227 000 metric tons of crude ore per year. About 65% of finished product is supplied to Owens-Corning, the remainder is sold to other fiberglass producers. Geology The borate minerals in the Billie ore body were deposited in the lower main member of the Furnace Creek Formation, which is Pliocene in age. The ore body is thought to have formed from volcanic springs in or near a small lake basin. The deposit is essentially a limestone breccia that is permeated with borate minerals and surrounded with limey lake bed mudstones and shales. The ore body is mineralized with two main borate ores, colemanite and probertite. A third borate ore, ulexite, mainly occurs in the upper part of the ore body. The original mineral of deposition is thought to have been ulexite. Ulexite is a sodium-calcium borate hydrated with eight molecular waters. Due to heat and pressure from burial by later sediments, the ulexite had water forced out of its structure and recrystallized as probertite. Probertite is another sodium-calcium borate, with five molecular waters. Colemanite formed when surface water seeped into the prober-

This paper presents the results of an application of the PSU/USBM Open Pit Materials Handling Simulator (1) to a large stripping mine in the Southwestern Coalfield. The specific objective of the study was to demonstrate the application of the simulator to a complex multi-pit operation, with emphasis on simulating short term and long term production plans recommended for the mine by Theodore Barry Associates (2). Mine Description The mine is located in the Southwestern Coalfield, which encompasses parts of the states of Utah, Arizona and New Mexico. The lease area presently covers 121500 x 103 m2 (30000 acres) in a strip 37.007 x 103 m (23 miles) from north to south and up to 1609 m (1 mile) in width, located at an elevation above 1525 m (5000 ft). Three gently dipping coal seams are present, of which the upper seam (#3) averages 0-5.5 m (0-18 ft); the intermediate seam (#2) averages 0-1.2 m (0-4 ft); and the lower seam (#1) averages 0-2.4 m (0-8 ft). Overburden is mixed sand, gravel, calcareous clay, caliche and sandstone, with calcareous shale and sandstone burden between seams. Where the seams are covered by less than 6.1 m (20 ft) of overburden, they are generally weathered and oxidized and are not extracted. Stripping ratios have ranged from 3.5 to 6.0 with an average of 5.4. All future plans were based on a stripping ratio of 5.3.

By international standards, Indian coal seams are not very gassy. In some of the major coalfields such as Singareni, Wardha, Pench, Chirimiri, Rewa and Talcher Coalfields practically no methane is emitted from the coal seams. Even in the coalfields of Ranigang, Jharia, Bokaro and Karanpura, all of which are situated in the basin of the Damodar river, only a few mines are faced with excessive gas emission problems. But the number of such mines is increasing as deeper reserves are being worked and already the exploitation of some of the best quality coal reserves in the country is held up pending measures for control of methane emission in these mines. Even in mines having no previous history of gas emission, methane has been met near dykes and faults. This was dramatically revealed by an explosion in Dhori colliery in 1965 wherein 268 persons got killed. Until that time, Dhori colliery was considered as a non-gassy mine but on that fateful day gas came to the workings through a freshly exposed fault plane. Similar incidences of ignition of firedamp in so-called non-gassy mines have also occured in the past, for example, in Chapui Khas and Samla Dalurband collieries, but the casualty figures were not as high. After the Dhori explosion, all Indian coal seams have been declared to be gassy, whether presence of methane is detected in the workings or not.

As time progresses, new concerns regarding long-term post-mining effects are identified, increasing mine closure costs. Regulators responding to public interest must take a “worst case” view and require post-closure monitoring or remediation processes. Although closure costs depend on the size and type of operation, general cost categories are defined, and median values (per acre, or per unit of production) are identified. Closure cost categories, as well as amounts, have increased with time. Except for increased efficiency in earth-moving and water management (surface or subsurface), there are no apparent offsets to a steady rise in closure costs. When the historical trend of closure costs is considered, it is probable that additional cost categories will come into being. For mine operators, the challenge will be to anticipate them and devise cost-effective remedies.

We define a specialized mineral market as follows: Specialized markets occur where a low volume of a given mineral is used to convey a large benefit to a specific product. Sales of these value added minerals to small markets generally require a different marketing approach than bulk or commodity markets for traditional minerals. Specialized markets are differentiated by several characteristics as listed in Table 1. [Table 1-Characteristics of Specialized Markets 1. Long-term sample evaluation 2. Small volume markets 3. Highly controlled properties 4. Customized specifications 5. Technical selling effort] Many of the specialized markets require long term evaluations before sales can be made. This can vary greatly depending on the type of industry and ultimate end-use of the final product. In some cases, complete evaluations may take from several weeks to years. Length of sample evaluation has no relationship to size of market. That is, the total market may be quite small or fairly large (e.g. from a few hundred pounds to a few million pounds). Uniformity of value added minerals from lot to lot is an extremely important characteristic for these markets. Variations that are of no consequence to one industry (or application) cannot be tolerated in another. This has led to customized specifications and test procedures for specific markets and applications. Because of the greater uniformity and customized specifications, the need for greater technical selling effort is required. This is particularly true in the initial developmental phases and contacts as well as in maintaining the account after the initial order. A small entrepreneurial organization can be used to advantage to achieve goals of sales and profit to these types of markets. The large commodity or bulk producer's sales and marketing organizations are not ordinarily equipped to give the necessary service or technical assistance to the specialized markets. The organization usually required for this type of marketing is given in Table 2. [Table 2- Specialized Marketing Organization Requirements 1. Flexible approach to technical and marketing problems 2. Technically competent management] In developing specialized markets, a flexible approach to both technical and marketing problems is necessary in understanding the needs and requirements of the industry and the applications involved. This flexibility is also helpful in adapting existing products to new market areas. Having knowledge of a range of industries as broad as possible can be very helpful. It often happens that a product developed in one area or industry can lead to its application in a different area with excellent results. Laboratory assistance for a wide range of tests and test procedures is an important asset in any development program for specialized markets. Laboratories can also assist in competitive evaluations. Marketing expertise and a management with some degree of technical understanding are necessary in to assign proper cost/ benefit ratios to a proposed new product or application of existing products. This is important since the total market volume can be small and the time required for initial contact to first sale can often be lengthy. Also, management's technical and marketing expertise is required in evaluating all possible options that can be considered viable when an application is presented. Once an organization of this type is in place, it is then possible to determine the needs of the marketplace, including when various minerals might have to be customized to fill those needs. There are generally two methods of marketing, as noted in Table 3. [Table 3- Method of Marketing 1. Product Driven -Develop a product with certain desirable properties and try to find a market to utilize those properties. 2. Market Driven -Know market well enough that when a need arises, it is possible to identify a product that will satisfy the need.] These approaches are not mutually exclusive and can be used at the same time. Marketing a value added mineral generally requires the "market driven" approach. Hence, the importance of a knowledgeable management as outlined above. To determine where needs and opportunities exist, several approaches can be used. Table4 lists some of the methods employed.

Discussion by E.S. Cheney Minter (1990) has provided an excellent summary of the sedimentology and theories of origin of the Witwatersrand paleoplacer Au/U deposits. However, recent stratigraphic, metamorphic and structural -tectonic research is radically changing the concepts about the Witwatersrand that now occur in most textbooks, review articles and North American minds. Presently, these concepts are biased by the past sedimentological research so well described by Minter. Specifically, the Witwatersrand Supergroup is Archean, does not occupy a depositional basin and is significantly metamorphosed and deformed. Thus, many of its sedimentary features, including the mineralogy of its ores, have been modified. The importance of the Witwatersrand ores cannot be overestimated. The Jerritt Canyon Joint Venture project is located approximately 50 miles (80 km) north of Elko. Nevada, U.S.A. and produces between 250 and 300 thousand ounces of gold annually. The Joint Venture is 70% owned by Independence Mining Company and 30% owned by Meridian Gold Company. Independence Mining Company is the operator. The Jerrin Canyon Joint Venture started operations in 1980 mining a series of open pit mines. Since the early 1990's, the discovery of deeper ores has required the joint venture to develop and mine a significant portion of its annual production utilizing underground mining methods. Underground production started with the West Generator Mine in 1993 followed by the Murray Mine in late 1994. Presently, two additional underground projects are being developed.
