When the subject of plant computers is brought up most people visualize the computer's controlling the entire plant with very little operator intervention. Actually, this picture is true today in only a limited number of cases and will certainly not be true in the minerals industries for many years to come. There are several ways in which a plant computer can significantly contribute to improving plant operation and closed loop control is only one of these. First of all, what are the basic ingredients for good plant control? For good plant control, two requirements must be met. First, the operator must get good information feedback from the process and then he must know what action to take in response to this information. Control information can be obtained through instruments, laboratory analyses, or through simple visual observation. If it is timely and accurate and the operator knows how to use it, then we have the makings of a good plant control system. The computer can be of help in both these areas by getting good data back to the operator and in helping to develop a good control scheme for the plant.

When John F. Kennedy made this statement, I am sure he was not thinking about the valuation of limestone reserves. However, it is certainly applicable. The objective of this paper is to demonstrate how the discomfort of thought (i.e., the analytical and methodical process performed by a reputable professional) builds the foundation for an opinion that provides assurance as to the value of a property. In its final form, a valuation is nothing more than an opinion. The credence of that opinion is directly proportional to the knowledge of the appraiser and the efforts and judgment extended in developing said opinion. Presented herein are the methodologies for formulating a defensible opinion. Before detailing the valuation process, an overview of the limestone industry is presented along with some historical parameters relating to the industry. Secondly, the most widely used valuation methodologies and a brief discussion of each are presented. Two case studies are then presented, which review actual valuation studies. The paper concludes with how the valuation process should be published in a report format that is defensible from a legal standpoint, bankable from a financial standpoint, and decipherable from a layman's standpoint.

Introduction A new mining agenda is before us. Born of government policies and world economies, the years ahead will show reduced growth. Metals, mining, and most other natural resource industries are inflation dependant and capital intensive. For these, a long period of contraction of outmoded and costly capacity will evolve. In some cases, this will be supplanted by new, lower cost capacity. But this will occur only if the cost of production - including cash operating and debt service costs - comes in at or below current market conditions. The industrial outlook for metals mining can be characterized as bearish. A US bank economist said mining companies planning their five-year forecasts should take current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or decline slightly. As a result, capital funding will be problematic. The low-cost producer will succeed. That means only the producer with low cash costs and low principal and interest costs per unit of production, will succeed. Gaining a perspective One must look back 30 years to see the evolution of the capital markets, for metal mine financing. This period can be divided into two economic periods. The 1950s were a time of stable economics. Mining companies earned and reported good profits. They had good corporate creditworthiness. In essence, mining companies of the 1950s were highly self-reliant. When equity infusions were needed, they were easily obtained. Financial management kept long-term debt low. Fixed rate, long-term financing was readily available in the long-term bond markets. The commercial banks of the 1950s were rarely used by the mining industry. When necessary, mining companies went to the banks for short-term financing - the kind that was needed for working capital requirements. Changing rhythms In the old rhythm there was an orderly market. Even into the mid-1960s, 75% of world annual copper production was controlled by eight companies: two in the UK, one in Belgium, and five in the US. During times of poor market demand, these producers would control supplies to the market. They took their losses out of retained earnings. Capital was easily restored during the ensuing good times. The new rhythm called for copper to be an economic means to a political end. Third World copper producers brushed aside the market fundamentals of commodity economics. Yet, the political solutions of these countries - their lack of response to the market - have seldom achieved their original objectives. Each commodity has its own old and new rhythm. Aluminum may have a similar rhythm, coming 10 to 20 years later than copper. By the late 1960s, changes were occurring. Inflation was on the rise. Ore reserve quality was falling. As a result, capital expenditures were necessary to maintain existing output. These costs created an increase in corporate leverage, thus adding to inflation and rising interest rates. Indicators A comparison of the gross national product (GNP) deflator index, consumer price index, and the metal mining deflator index is instructive. (Fig. 1 and Table 1). With 1972 equal to 1, note that the metal mining deflator reached its lowest point in 1967. From that point, the metal mining deflator has accelerated severely for 16 years. Only two minor downturns occurred during the business recessions of the mid-1970s and the early 1980s. In essence, Fig. 1 shows that while GNP has grown modestly, a miner's dollar in 1972 would require $3.48 in 1980. This is an almost 17% compounded growth rate over that eight-year period. Beginning in the late 1960s, for the first time in mine financing, the risk of success shifted from the corporate balance sheet to third parties. Limited-resource financings were taken up by banking syndicates that accepted certain of these risks. The lender needed to be well acquainted with the types of risks to be evaluated. These include resource quality and quantity, construction and completion, capital and operations costs, market risks, force majeure, and political and exchange rate risks. Project financings became the basis whereby mining companies were able to maintain their borrowing capacities. In essence, the lender was willing to share some of the project risk while only receiving lenders' returns on these investments. Introduction Ring roller mills are efficient size reduction machines embodying the following machine functions: 1) Size Reduction: from a feed size of 2 in. to various size products as fine as 400 mesh, or granulation from 2 in. to 6 mesh containing a minimum of fines. 2) Drying: fluid bed drying of wet feed materials. 3) Conveying: negative pressure air system results in dust-free conveying. 4) Beneficiation: liberation and removal of foreign materials from the auxiliary bottom discharge simultaneously while grinding. Operation Operation of the roller mill system, Figs. 78 and 79, is completely automatic. A feeder introduces raw material into the grinding chamber in the base of the roller mill at a rate determined by pressure variations within the roller mill as material is ground and air conveyed away. The feeder will be activated by the reduced static pressure and introduce unground material into the system, thereby maintaining a constant differential pressure. Plows located ahead of each grinding roll direct the material upward and between the grinding rolls and the bull ring where it is ground to size. The grinding rolls are free to swing out centrifugally, which forces them to bear upon and grind the raw material. Being free to pivot axially, the rolls automatically assume the proper position for grinding and need no adjustment to compensate for wear. Rotation of the rolls is by rolling contact. Once ground to size, material is swept out of the mill by the controlled air flow from the centrifugal main mill fan. Air suspended, the ground material passing through the adjustable spinner separator. In the separator, an accurate size classification is made which allows product-size material to be conveyed away from the roller mill while oversize material is returned internally for additional grinding. By varying the speed of the separator drive, more or less cyclonic action is achieved at this location, effectively controlling product size. Product sized material is removed from the airstream by the cyclone collector. Typically, a conveyor or product storage bin will be located to accept the product as it exits from the bottom of the cyclone collector.

Pretreatment of sulfidic refractory gold ore by biooxidation in coarse-crushed ore heaps is a promising new technology, especially for low-grade ores that cannot afford pressure leaching or roasting. An algebraic equation for determining the economically optimum biooxidation of the sulfide minerals in the ore is provided that is based on the empirical biooxidation rate constant for the ore, the project's financial discount rate, the ore grades of both refractory and non-refractory gold, and the gold price. Then, the economically optimum duration of bioheap pretreatment, t$, is determined from its logarithmic relation to the optimum fractional extent of ore biooxidation, F$, through the ore's biooxidation rate constant. In doing so, it is assumed that the ore is adequately crushed and amenable to bioheap pretreatment and that the cumulative oxidation of the ore with time is known from ore testing so that the rate constant can be determined.

Repair of large rotating apparatus such as ball mills is uncommon but under certain circumstances is achievable. This paper describes the successful repair of trunion on a 14 foot diameter by 20 foot long ball mill. Diagrams of the repair are included for visual perspective and non-destructive test procedures are outlined.

The mechanism of sulfur oxidation in pyrite is a function of the rate and driving force for oxidation. New evidence is presented to show that, at moderate potentials, a sulfur-rich hydrophobic layer is formed. Under ordinary conditions, the sulfur layer is covered with a layer of iron oxides, hydroxides, sulfate or oxy-sulfide ions. Pyrite is hydrophilic under these conditions. In the presence of iron-chelating agents or iron sequestering ions, an iron layer might not form. Under these conditions, the sulfur layer is exposed, and the pyrite might become hydrophobic. Stronger oxidizing conditions decompose the sulfur layer, thereby making the surface hydrophilic.

While the oil shale resources of the US are becoming increasingly known, few people in this country are aware of the extensive worldwide occurrence of this resource. Two recent international conferences* confirmed the growing worldwide interest in oil shales, both as future and current energy sources. The 1981 conference noted the difficulty in characterizing worldwide oil shale resources because of lack of common terminology in reporting both assay value and resource potential. Assay value is variously reported as: •US gallons per short ton; •Imperial gallons per metric ton; •Liters per metric ton; •Liters per cubic meter; •Weight percent oil; and •Volume percent oil. Oil shale resources are variously reported in barrels, short tons of oil shale, metric tons of oil shale, and cubic meters of shale oil. Worldwide petroleum shortages sparked interest in alternate energy resources including oil shales. While petroleum supplies appear to have stabilized, at least for a while, high costs are affecting the balance of payment index of many countries, resulting in a continued search for local energy resources. Kerogen is the organic constituent of oil shale and may be the most abundant form of hydrocarbon on earth, possibly exceeding coal occurrences and far more abundant than naturally-occurring petroleum resources. Oil shale, by one name or another, is widespread and is known to exist in more than 38 countries (Table 1). Oil shale industries have existed in at least 14 countries at one time or another. Many predated the Drake oil discovery in Pennsylvania in 1859, and most were unable to compete with natural oil; these operations either converted to its use or closed. At the present time shale oil is being produced on a commercial scale only in the USSR and in China. Only very rough estimates of grade and quantity are available for most of the worldwide shale occurrences since only a few deposits have been thoroughly explored. The Green River Formation of Colorado, Utah, and Wyoming is an exception. For many years this oil shale deposit has been described as the largest single concentration of hydrocarbon material in the world. With increasing world interest, larger deposits may yet be found. In 1965, the US Geological Survey published an in-place world oil shale estimate. This study, while made some 16 years ago, is still a reasonable order-of-magnitude estimate. Although exploration and evaluation are underway and a few oil shale deposits have been appraised, information on which to evaluate most worldwide oil shale occurrences has improved little since 1965. In spite of distractions from glam-our areas (ground control, computers, etc.), excavating and bulk handling in mining remains paramount but is now undergoing dramatic advances. The massive intervention of mining and civil engineers as "engineer-users" into the tight, exclusive, and specialized bond between the equipment operator ("operator-users") and the manufacturer (mechanical engineers "and sales "reps") has now occurred. Three developments have accelerated this: 1) larger, more costly, complex, specialized, and innovative equipment; 2) a more profound understanding of the equipment, operations, and working conditions (encumbered space); and 3) a concurrent thrust into "high-tech," (automatic and remote controls, sensors, automation, artificial intelligence, and even robotics) and human factors (workload intensity, work-station design). This has produced a well-defined professional discipline, including construction and even military engineering. The mine plant, and to a lesser extent, the mine face, is now being monitored. Equipment conferences, journals, and centers at universities and agencies have multi-plied. The discipline's impact on future mining now becomes more apparent.

INTRODUCTION Caving offers the lowest cost per ton of any large-scale mining method, but its successful application demands an ore body that conforms to several rigid requirements. The deposit must be of wide areal extent, massive and not spotty in ore values, and insensitive to ore dilution. It must also be a rock mass that breaks up readily. There are only three active caving operations in the US-Climax, Henderson, and San Manuel-but caving methods have recently taken on new importance as deeper lower grade mineral occurrences and ore bodies are found. These deposits are too deep for surface min¬ing methods, and too low grade to support any type of underground mining except a bulk method such as caving. Announced discoveries or indications that may be amenable to caving include: Climax's Mt. Emmons molybdenum discovery in Colorado; Molycorp's Goat Hill molybdenum prospect in New Mexico; the Phelps Dodge molybdenum deposit in Beaver County, UT; Arizona copper occurrences such as Asarco's Sacaton, Hanna's Casa Grande, Noranda's Lakeshore, and Ken¬necott's Safford; Anaconda's suspected deep copper de¬posit in Butte, MT; Anaconda's Carr Fork, UT, deposit; and perhaps others. CAVABILITY'S ROLE IN FEASIBILITY STUDIES Caving is a system of underground mining which removes support from underneath an ore body. As a result, the rock mass fractures, fails, and flows vertically downward by gravity to be collected in previously ex¬cavated funnels. Types of ore that have been mined by caving include molybdenum, copper, iron, nickel, as¬bestos, and diamonds (Julin and Tobie, 1973). It is primarily a large-scale method, with production rates of more than 45 300 t/d (50,000 stpd) having been achieved. However, the initial capital investment before return is very high, often in the hundreds of millions of dollars. The cavability of an ore body or mineral occurrence is a critical item in the feasibility study of a proposed mine, not only from the point of overall minability, but from the point of impact on other costs such as blasting, loading, hauling, crushing, and grade recovered. Aside from the often-asked question of, "Will it or will it not cave?" the real questions are, "Can we afford to make it cave, carry the rock away, and extract the mineral?" The last is not a topic of this chapter, but the first two are. The cavability of an ore deposit or mineral occur¬rence is based on many things, but clearly, if a large enough area is undermined, any rock mass will cave. The result could be a violent collapse as occurred at Urad, CO (Kendrick, 1970), or perhaps the rock mass will cave beyond the ore boundary. Another unfavor¬able result could be ore blocks that are too large for the equipment and orepasses to handle without considerable secondary blasting. Weak rock with numerous fractures may produce a very fine ore when it caves, resulting in dilution and ground control problems. DETERMINING STRUCTURAL DOMAINS It has long been recognized that the geologic nature of an ore body is important to cavability (King, 1946). Such items as weak rock material, intensity of fractur¬ing, and severity of faulting all contribute to the success of a caving operation, and information regarding these is required as a minimum for the cavability determination. In practice, the rock mass-defined as the blocks of intact rock together with the intervening fractures, joints, faults, bedding planes, and other discontinuities-that contains the ore body, as well as the surrounding and overlying rock, must be examined in a systematic and detailed fashion. Surficial geology maps must be pre¬pared, exploration holes drilled, and core logged for en¬gineering information. The fracturing of the rock mass must be studied to ascertain the three-dimensional dis¬tribution of fractures and their characteristics, and faults must be located and described. The strength and other mechanical properties of the rock material, the fracture surfaces, and the fault filling materials must be tested and reported for later use by designers and planners. With this basic information and an understanding of the geologic setting, the rock mass can be divided into one or more structural domains which tend to behave similarly in response to engineering activities (Robertson and Piteau, 1970). One must keep in mind that the determination of the structural domains goes beyond the geologic units present. Several lithologic units may be lumped together, while a single lithologic unit can be divided into multiple domains. Major faults often form their own domain, and the direction of engineering ac¬tivity-for example, cave advance to the north rather than the south-may alter rock mass behavior, resulting in different domains. As an example of the detailed rock fracture map¬ping required for such studies, the structural domain determinations at the Climax mine (Kendorski, 1973) are shown in Fig. 1. The circles are Schmidt equal area projections of the three-dimensional attitudes of frac¬tures (Ramsay, 1967) mapped in detail at various rock exposures. The attitude of fractures is important to the cavability determination since it dictates the directional behavior of the rock mass as it fails, and determines the effectiveness of arching, keying, and rock block inter¬locking. Low-angle fractures must be present to allow movement of the rock in the vertical direction during undermining (Mahtab and Dixon, 1976); if low-angle planes of weakness are absent, the rock mass may arch with a keystone effect, rather than moving vertically downward.

The method of conditional simulation is easily implemented on the personal computer when the LU decomposition algorithm of Davis (1987) is employed. This algorithm is fairly compact, yet can generate moderate-sized simulations in a few minutes on a 80286 or 80386-based personal computer. The application of conditional simulation presented here is to generate possible ore inventories from a limited amount of exploration sampling. The simulations can then he examined to decide if the potential inventories are sufficiently attractive to proceed with further exploration. An example showing one application of this approach is presented.

Two groups of computer programs are described in the paper. First one is the OWEN system containing software modules designed for air flow distribution analysis and prediction within the whole ventilation network of a mine. The second group is a set of programs commonly used in a routine design work connected with chosing the optimal ventilation schemes and equipment for individual areas of a mine (headings. longwall districts etc). All the programs are designed for running on the IBM PC/XT, IBM PC/AT and compatible computer systems.

Factors that have influenced mineralization in the Valley and Ridge and Piedmont provinces in Alabama are not clearly understood. Lithology and structure are recognizable factors in the Valley and Ridge province, where barite, lead, and zinc sulfides occur in structurally complex areas of Cambrian and Ordiovician carbonate rocks. Metal mineralization in the Piedmont province indicates a complex relationship with factors such as favorable host rock, proximity to intrusive or high-grade metamorphic rocks, several metamorphic events and separate or related structural events. Lineaments, as used herein, refer to naturally occurring linear features consisting of topographic, vegetative or soil tonal alignments that are at least partially continuous for distances greater than a mile (Lattman, 1958). Lineaments in Alabama were first recognized by J. G. Newton in 1970, using Apollo 9 series photographs. Subsequent studies delineated the features (Powell and others, 1970) and suggested relationships to structural and hydrologic factors. More recent work has explored relationships to mineralization, environmental geology and the tectonic framework of the Appalachians (Drahovzal and Copeland, 1970; Drahovzal and Neathery, in press). The lineaments recognizable on Apollo 9 photography probably represent fractures, some of which may reflect geofractures that bound major basement blocks. The lineaments defined in Alabama range from about 4 miles to nearly 200 miles in length. Most of the lineaments are straight, but some are arcuate; some appear to terminate at the intersections with other lineaments but most cross each other with no offset. Some lineaments pass through areas of structural disruption such as terminations, offsets and changes in structural style, but others show no such relationships. Within recent years portable seismic refraction units have found their place in the industry for shallow investigations, Completely portable, relatively inexpensive and of proven accuracy, the portable refraction seismograph is an electronic tool in an electronic age. The age of electronic instrumentation has seen the development of seismic reflection and refraction equipment for deep exploration, especially in the petroleum industry. Large, expensive units, normally truck-mounted and utilizing explosives, are being used successfully for this type of sub- surface investigation. The portable seismograph utilizes the same theory for shallow work as that applied to deep refraction seismology.

The metallurgical performance of column flotation is determined by the concentrate grade and recovery. Although the former can be continuously measured using an on-stream analyzer, the latter must be estimated by a material balance calculation based on seldom verified steady-state assumptions. Consequently, the automatic control and optimization of flotation columns should be performed using secondary variables having a strong influence on the metallurgical performance, such as froth depth, gas hold-up or bubble surface area flux and bias. The aim of this paper is to present a method to get froth depth and bias measurements using virtual sensors. Fractional factorial experiment design for the neural network calibration of the bias sensor, pilot plant results, and eventual industrial applications – including the possibility of achieving effective real-time optimization from bias and froth depth measurements – will also be discussed.

Gravity based coal/mineral preparation plants must be operated to yield products of a quality satisfactory to existing markets; but, because of historic control problems, recovery is frequently sacrificed to achieve quality resulting in losses of valuable product. Plant control has ranged from intuitive in-plant spot quality judgments made by various operators to gross methods involving such devices as density gauges, floats, grab-sample on-the-spot sink-float tests, etc. Millions of tons of quality coal/minerals are lost to refuse each year, because of the historic lack of a continuous and dependable control system. The result is both serious economic as well as environmental losses. While the economic losses are obvious, less obvious environmental losses, in the case of coal, result from the misplacement of more ignitable quality fuel to refuse banks. A control system capable of supplying a market-grade coal/mineral product, while continuously minimizing product losses to refuse, has until recently escaped technology.

That is something very few of us can claim. He is currently metallurgical superintendent for Homestake Mining Company in Lead, South Dakota. Harry is also the envy of many of us as he will be retiring this year and working on lowering that handicap! Harry will be discussing the "Role of Consultants."

The ability to understand stress redistribution within a mine allows greater extraction efficiency with reduced safety concerns. Stress redistribution has been examined at the laboratory scale using ultrasonic tomography and numerical modeling using PFC3D. A data acquisition system was built to obtain tomograms as samples are loaded in uniaxial compression. Limestone samples were loaded to failure. Three-dimensional tomograms of the samples correlate to various stress distributions. The tomograms are compared to analytical and PFC3D results.

During the 1980's, a revolution has been taking place in industrial minerals marketing. Transportation deregulation and a handful of creative marketing and distribution managers have completely changed the rules for marketing many industrial minerals. Minerals are being trans-ported much farther than in prior decades and at much less cost. Bulk and package terminals are becoming increasingly common as a means to take advantage of freight rate savings and to provide enhanced service to far-away customers. Water and rail transportation are being used increasingly to penetrate markets considered unreachable Just a few years ago.
