INTRODUCTION Volatile markets and pricing, increasing imports, constraining but effective laws related to the environment, health and safety and price controls lead to concerns which generated pious laws stating non-fuel policy and authorizing studies but resulting in ineffective implementation. Several commissions, reports by the Secretary of Interior and even the President have led to many recommendations but little or no action. No single comprehensive policy could solve problems which are diverse, commodity specific and not categorizable (Landsberg 1982, 1983). Thirteen laws administered by 27 agencies regulate or affect minerals and materials. Political instability created by communist regimes in Southern and Central Africa jeopardized sources of critical imported materials. This situation led to a Resource War mentality. It was feared that the U.S.S.R. was seeking to control this area and exclude the United States from resources (Vogely, 1980). The success of the Organization of Petroleum Exporting Countries with a petroleum cartel led to fears of an Organization of Minerals Exporting Countries which might create more cartels and/or make the existing ones more effective. Economic needs of developing countries required export to maintain employment and balance of payments have led to world surpluses, weak markets, low prices, and large loans from the World Bank which have under- mined U.S. industry (Landsberg, 1982a). Un- cooperative environmental laws, obsolete facilities and non-competitive costs have led to shipping U .S. ores to other countries for processing into ingot and bars which are imported back to the United States. Yet massive internal turmoil has interrupted supplies, and led to un- certain availability and higher prices. This situation could happen again. Included in this category of critical materials with uncertain sources are metals required in the manufacture of military aircraft, which has led to concern regarding the defense industry base (Morgan 1983). Remedies have been proposed which include: updated stock piles, material substitution, international cooperation and coordination, foreign policy aimed at resolving racial and national stresses in South and Central Africa, relaxing U.S. environmental and public land regulations and action under the Defense Production Act (Goth 1982). The President's report (1983) to Congress has stated a national materials policy which recognizes: that materials play a critical role in our economy, defense, and standard of living; that public lands contain a vast untapped mineral wealth; that the role of government is to identify mineral issues and act on them; and that there is a need for long term high potential pay off research (Bureau of Mines 1983). There is a serious question as to whether or not a comprehensive national mining, minerals, and materials policy is feasible let alone necessary. One solution is to abandon the attempt at comprehensiveness and to target specific is- sues with realistic policies (Comptroller General 1979). In the following sections, the major studies of the 1970s will be reviewed, major issues yet to be faced will be identified, the principles involved in these resolutions will be reviewed,

This article introduces the basic definitions and philosophy behind process hazard evaluation procedures and the determination of risk as being a function of accident probabi1ity and accident consequence. The general concepts of good engineering practice and predictive hazard evaluation are discussed. The most commonly employed methods used in the processing industries are reviewed with an eye towards briefly presenting what each method offers as far as information, time and resources required, etc. Some initial references on the actual practical use of each technique in the processing industries are also given.

The U.S. Bureau of Mines has investigated leaching of off-grade western United States phosphate deposits using sulfuric acid (H2SO4) in the presence of methanol. A combination of ore grinding followed by sulfuric acid in methanol leaching extracted over 80 pct of the phosphate. This leaching technique significantly limited the dissolution of iron, aluminum, and magnesium impurities and produced a phosphoric acid that was well within the desired limits for these impurities. The dissolution rate of phosphate rock in the sulfuric acid methanol system was significantly slower than the conventional aqueous sulfuric acid dissolution. Initially dissolution of the phosphate particle was controlled by the amount of surface area available to the sulfuric acid reactant. After about an hour of leaching, phosphate dissolution was slowed almost to a stop, limited by the rate of ion diffusion through the calcium sulfate barrier layer surrounding the unreacted phosphate particle. Consequently, the ore was ground below 38-pm to increase the particle surface area available and improve the overall dissolution kinetics and extraction. In addition, the sulfuric acid was slowly metered into the reactor to prevent any excess heat from the mixing of acid with the methanol from simulating the formation of methyl sulfates. The formation of methyl sulfate ultimately lowered the overall phosphate extraction by exhausting the supply of available sulfate ions for the dissolution reaction. Subsequent evaporation of the methanol from the product acid decomposed the methyl sulfates leaving undesirable sulfate ions in the product acid. Slow acid addition to the reactor provided high phosphate extraction and limited the amount of sulfate in the final product acid.

Introduction In response to industry needs and requests, Joy Mining Machinery is aggressively evolving a "game changing" system of underground development mining machinery. This entry-development system (EDS) project is concentrated on providing clean, protected and ergonomic operator areas and a quantum leap in productivity. To meet these goals, a virtually continuous and automated mining system is needed. Operators must be able to efficiently and ergonomically perform required functions from a protected environment. Health-related issues, such as respirable dust and noise, must also be addressed. A new concept system of integrated face equipment, from the continuous miner to and including advancing the section belt and services, is needed. Phase I of the project was aimed at developing the bolting technology required. Through acquisition of Cram Australia and joint development efforts with Canyon Fuel Co., Joy now has this capability. The test platform, known as the Joy Multibolter, has successfully completed its trials at Canyon Fuel's SUFCo Mine (Fig. 1). These tests validated the bolting technology and operator protection and ergonomic issues. Phase II includes the development and testing of an integrated mining machine (IMM) capable of advancing a heading 1.5 m (5 ft) while simultaneously cutting a fullface width (single pass) and installing a complete bolt pattern. The IMM, unveiled at MINExpo 2000, incorporates the bolting technology of the Multibolter with automated full-face cutting. This machine was designed to meet Joy's stringent health, operator protection and 300m/d (1,000-ft/d) productivity goals. Phases III through V will include development of processes and integrated haulage, ventilation, power, material handling and section services advancing equipment. Processes and equipment developed will be designed for seamless integration into a complete entry development system. The focus of this paper is the new continuous miner (IMM) development, proposed testing and expectations for the EDS. The IMM is scheduled for commissioning and trials beginning in April 2001 at the SUFCo Mine. SUFCo Mine Canyon Fuel Co. is jointly owned by Arch Western Resources and the Itochu Corp. of Japan. It owns and operates three coal mines in Utah: the SUFCo Mine in Sevier County, the Skyline Mine in Carbon and Emery Counties and the Dougout Canyon Mine in Carbon County. Incorporating state-of-the-art-mining technology and advanced mine management practices, the SUFCo Mine is one of the most efficient underground coal mines in the world. The SUFCo Mine is located approximately 50-km (30 miles) northeast of Salina, UT, in the Wasatch Plateau portion of the Uinta coal basin. The mine property consists of 9,900 hm2 (24,470 acres) with approximately 118 Mt (130 million st) of recoverable reserves. Public utilities and industrial concerns purchase approximately 95% of the coal mined at SUFCo through short- or long-term contracts. Coal reserves are extracted by longwall mining, and the panels are developed using continuous miners. The longwall face at SUFCo Mine is 283-m (930-ft) wide, and the seam height ranges from 2.4 to 4 m (8 to 13 ft). The two development sections are in full operation using Joy 12CM12 continuous miners. Two super longwall panels, under development in the northeast portion of the lease block, are 4,270-m (14,000-ft) long with a 283-m (930-ft) wide longwall face. The announcement of a high-grade ore intercept near Wenatchee, Chelan County, WA, by Asamera Minerals in 1983 triggered widespread interest in this old gold mining district. The district has a long history of exploration and production and was actually one of the few underground gold mines that operated in the post World War I1 years in the US. Gold occurs in a north-trending structural zone in folded and faulted Eocene arkose intruded by andesite and dacite dikes having dates in the 42 to 50 m.y. range. Ore has been mined selectively from ladder veins perpendicular to the trend, from the south end of the trend near Squilchuck Creek. These veins narrow and silicification becomes pervasive northerly where wider zones were caved later in the operation. Recent discoveries at "B" reef at the north end are also in wide zones of silicified arkose. The gold lodes originally cropped out as prominent silicified and iron-stained ridges that were described in the early days as "reefs." The early discoveries were made in out- crop about a hundred years ago, and two claims, the Gold King and Macbeth lodes, covering the most prominent out- crops on the north side of Squilchuck Creek, were staked in 1885 and patented shortly thereafter. A five stamp mill was erected in 1894, but failed to liberate gold for amalgamation. The two patented claims were acquired in 1934 by J. Keegan, who carried out limited exploration and shipped small amounts of flux ore to Tacoma during the next few years. There was no substantial exploration or development of the claims, however, for several years after that time, and ownership of the claims eventually passed to a series of trusts administered by a bank in Seattle.

Several mineral process modeling and simulation packages are currently available for use in evaluating the performance of alternative process flow schemes. A critical link that has been missing from these packages is the ability to quantitatively model the effect of size reduction on the liberation of the valuable and waste minerals in the ore being processed. Although there have been several approaches taken to this problem over the past 25 years, none of them has led to a satisfactory conclusion. A technique was developed for measuring the effective liberation characteristics of magnetic taconite ores, and a program was constructed that makes use of these liberation characteristics in simultaneously simulating both size reduction and mineral liberation as it occurs in tumbling mills. This is an especially important step in the modeling of magnetic taconite processes, where magnetic rejection of low-grade wastes between grinding stages mandates that a predictive capability be available. The current application is specific to magnetic taconite, but it is possible that a similar approach could be used for other types of mineral systems. Is the Brazilian gold rush over? Judging from the situation in Brazil over the past few decades, the answer is almost certainly yes. The picture of swarms of Brazilian prospectors or "Garimpeiros" crowding or, more correctly, overcrowding the gold regions of the Amazon jungle using the time-aged empirical approach to gold exploration has finally run its course. There are two fallacies that have lead to a reduction in the discovery of new gold fields in Brazil. The first fallacy is that "Brazil's geology is largely unknown." The extreme depth of weathering and the general lack of understanding of the shield deposits are at the origin of this misconception. The second fallacy is that "Brazilian prospectors ("garimpeiros") are very naive, have very little technical knowledge and can only produce gold at very low recovery rates." This is more of a result of wishful thinking for the purpose of justifying limiting exploration programs than it is a real consideration. In this paper, the author takes a methodical heuristic approach to gold exploration in Brazil and offers this as an alternative to the empirical approach of the garimpeiros.

Wet magnetic separation methods for the recovery of hematite and chromite fines and ultrafines were investigated. These methods included wet high-intensity and high-gradient magnetic separation, carrier or "piggy-hack" magnetic separation, magnetic field-induced aggregation and magnetic seeding. This investigation indicated that wet magnetic separation is more efficient for fines and ultrafines. This investigation also indicated that other methods can be used to enhance the particle aggregation and/or the magnetic response. The magnetic behavior of these minerals with respect to the magnetizing field, temperature and particle size is also presented.

Laboratory flotation tests were carried out on six Polish samples of different rank. Each coal sample was screened into 7 size fractions. The floatability of size -by- size for various size ranges for different samples was investigated as: well as the original samples. The results showed that in flotation of size -by -size, the intermediate size had the maximum floatability. The range of this intermediate sizes varied with the rank of the coal. Entrainment was shown to be an important mechanism to the recovery of fine particles in flotation of the original samples".

The coal mining industry is divided into two distinct economic segments based on Coal Supply Agreements. Coal supply agreements generally fall into two categories, spot or long-term, with the selected contract term being driven by the buyer's market expectations, security of supply considerations, fuel tonnage and quality requirements, and economics. Short-term or spot coal purchases are generally market driven and are highly competitive in today's marketplace. Long-term contracts, particularly those involving captive mines and mine-mouth power plants, are commonly driven by considerations other than economics. These other considerations, such as Reserve Conservation and Resource Recovery, Security of Supply, and Maintenance of Levelized Costs may increase the cost of coal, often needlessly and without benefit to the buyer or seller. The basic economic principles which guide the market driven metals industry and generally guide the spot coal sector of the coal industry should apply equally well to the long-term coal supply contract. The artificial constraints imposed as a result of regulated rates of return should be re-examined and in most cases, abandoned. There are many methods of surface and underground coal mining being used today such as, open-pit, contour, mountaintop, and area mining for surface mineable reserves; conventional, standard continuous and super-section continuous miners, and longwalls for deep reserves; and highwall miners, thin seam miners and augers in between. This discussion is primarily directed to surface mining, however the same principles of least cost mining on a Net Present Value basis must be considered in all cases.

When I wrote the Railroad portion of "Mining Engineering" magazines 94 Powder River Basin (PRB) Coal Article I described to you some definite destinations the Railroads had in mind. As with many destinations, the ones I wrote of turned out to be merely stops on the way to places that we have yet to reach. Somewhere along the way we discovered that making it better is a continuous process not just something that you can do in phases I, II, III, & IV. We always knew this I suspect, but perhaps not at the awareness level that exists in RR environments in 1997. The purpose of this article is to update the 94 article, which I could do very quickly. Everything I told you we were going to do in 94 is done, end of story! But in addition to making it a very short article it would not be telling you the things RR has done beyond what we were planning in 94 and for the future.

The power consumption of stirred-media mills was studied using an approach developed from work on stirred reactors. Evaluated were the relationships of factors such as stirring speed and impeller and tank dimensions on the torque required to rotate disc and pin impellers immersed in dense particulate media. Data collected under carious experimental conditions were analyzed. The results were summarized and presented in the form of characteristic plots, general equations and dimensionless group correlations involving power and modified Reynolds numbers. Special attention was directed towards the rheological properties of the media, which was considered a non-Newtonian liquid, and hence the equation of power-law liquids was employed. A procedure for estimating the parameters of effective viscosity and scale-up guidelines (with respect to power consumption) are proposed.

Magnetic, electromagnetic, and radiometric airborne survey data have been used in regional and local (drainage basin) scales. In a regional geoenvironmental assessment of the state of Montana, magnetic and radiometric data compiled from airborne surveys were used along with other digital geologic and geochemical data to prioritize mining districts for potential acid water generation. Probability ratio mapping was done in order to integrate the interpretation of many different digital data sets. On a more local scale, the Animas (CO) and Boulder Basin (MT) watersheds have been studied using helicopter geophysical surveys. The airborne geophysical surveys show many more structural features than the geologic maps. Combined interpretation of the geophysical data sets using the probability ratio method has resulted in identification of areas of alteration. Airborne radiometric data in the Boulder Basin area suggests that rocks with high potassium and thorium also have a high acid water buffering capacity.

From 1991 through 1995, 44 miners out of a total workforce of less than 2,000 were fatally injured in the stone industry. Of these, 12 occurred at underground mining operations with nine deaths resulting from roof or rib falls. A safer environment can be achieved by evaluating the nature of the hazardous ground and by developing more efficient and effective ground-control strategies. Roof and rib conditions were observed and assessed in 33 underground stone mines in Illinois, Indiana, Kentucky, Maryland, Missouri, Pennsylvania and West Virginia (Fig. 1). Hazard assessment indicated that the ground failures that occurred under moderate to substantial overburden, i.e., >30 m (100 ft), were caused by stress concentrations and geologic structures. The factors which control the dewatering of fine coal by gravity/centrifugal drainage and by gas displacement (vacuum/hyperbaric filtration) are evaluated. A generalized model is presented and used to describe dewatering kinetics and to establish dewatering limits. Applications to the design of dewatering systems for fine coal dewatering are discussed.

Coal flotation applications utilizing column flotation have been shown to improve grade and recovery when compared with traditional mechanical cell flotation. Deister Flotaire Column Flotation Machines have been installed in pilot and commercial coal cleaning applications. Comparative data covering prior and current flotation is presented. In addition, special characteristics covering the Deister air generation system are presented.

This paper reviews the development of the David Bell Mine, from early exploration, through discovery, construction, start-up, underground development, and production. Details are provided regarding the mine development, the mechanized cut and fill stope production, the proposed long-hole stoping with delayed backfilling mining method for the lower levels and the cyanide leach carbon-in- pulp concentrating process. The mine development remains on schedule and under budget with results very much as predicted in the feasibility study.

Owned and managed by industry, it coordinates research that answers questions defined by the sponsoring companies of the projects. Now over 35 years old, the Association is an excellent example of what can be achieved through collaborative research and an industry - backed research organisation.

The legislation that prohibits the recirculation of air in coal mines was formulated because of the fear that concentrations of airborne pollutants would rise to dangerous levels. This paper undertakes a simple analysis of the effects of a controlled recirculation system on the gas concentrations in headings. It is shown, through an algebraic formulation and a numerical example, that a properly planned system of controlled recirculation leads to a reduction in the maximum general body gas concentration that occurs in a heading.
