Attractive geology does not guarantee mining investment if a region’s policies are bad, according to mining executives surveyed in the Fraser Institute’s seventh Annual Survey of Mining Companies. Companies responsible for a combined US$642.4 million in international exploration (during 2002) rated the policy attractiveness and mineral attractiveness of mining jurisdictions around the world. Jurisdictions like Chile, Australia, Quebec and Nevada bolster their attractive geology with mining-friendly policies, the report said. These locations do well on the overall investment attractiveness index. On the other hand, jurisdictions like British Columbia and Indonesia, each with excellent geology, are hurt by their policies, which have lowered their score.

If it had not been for the almost unbelievable adventures that came before and after, the last ten months of 19 15 would have been exciting enough for anyone. As it was they were a cheerful interlude. I spent most of the time on our Warren operations catching up on a lot of underground work and visiting Ajo every few weeks to see if my Chuquicamata visit might help solve the New Cornelia problem. While the difficulties were finally solved, at times they seemed almost hopeless. About all I could do to help was to make sure that the ore sent to the pilot plants represented the average ore that must be treated in the final 5000 tpd mill. Dr. Ricketts and John Greenway worked tirelessly with the best consulting advice they could obtain. Credit for the final success was due chiefly to their efforts. Since our old group had given up its "Merry Widow" home in Warren, a few of us got rooms in the company-built Cole Building over the Warren grocery store. This included Jim Lewis, Roy Mitchell, Steve Landon, Paul Stevens, and Hubert d'Autremont who came from Duluth to join our legal staff. Later we rented a small house two blocks from the Calumet and Arizona office. With the now flourishing country club only a 10-min walk away, and an electric car running to it every half hour or so, we were able to give parties in return for the hospitality of our friends. One of the most pleasant episodes came by luck a few days after I got back from Chile. Chester Congdon, a leading director in Calumet and Arizona, with his wife and their daughters, Elizabeth and Helen, spent a couple of days at the Greenway house before making an auto- mobile trip across the desert from Tucson to Ajo. At the same time I arranged to examine the small but rich Bush and Baxter copper mine a few miles from Tucson. The remaining non-metallic fraction is shredder residue, and contains vast amounts of high value engineering plastics. None are today recovered. Discussed are the developmental approaches used in the first process to recover these valuable plastics. One of the main objectives of this study was to evaluate a fine-coal cleaning circuit using an enhanced gravity separator specifically for a high sulfur coal application. The evaluation not only included testing of individual unit operations used for fine-coal classification, cleaning and dewatering, but also included testing of the complete circuit simultaneously. At a scale of nearly 2 t/h, two alternative circuits were evaluated to clean a minus 0.6-mm coal stream utilizing a 150-mm-diameter classifying cyclone, a linear screen having a projected surface area of 0.5 m2, an enhanced gravity separator having a bowl diameter of 250 mm and a screen-bowl centrifuge having a bowl diameter of 500 mm. The cleaning and dewatering components of both circuits were the same; however, one circuit used a classifying cyclone whereas the other used a linear screen as the classification device. An industrial size coal spiral was used to clean the 2- x 0.6-mm coal size fraction for each circuit to estimate the performance of a complete fine-coal circuit cleaning a minus 2-mm particle size coal stream. The ?linear screen + enhanced gravity separator + screen-bowl circuit? provided superior sulfur and ash-cleaning performance to the alternative circuit that used a classifying cyclone in place of the linear screen. Based on these test data, it was estimated that the use of the recommended circuit to treat 50 t/h of minus 2-mm size coal having feed ash and sulfur contents of 33.9% and 3.28%, respectively, may produce nearly 28.3 t/h of clean coal with product ash and sulfur contents of 9.15% and 1.61%, respectively.

Identifying, quantifying and minimizing technical risks associated to investment decisions is a key challenge for the minerals industry decision takers and investors. However, risk analysis in most bankable mine feasibility studies are based on stochastic modelling of project NPV which, in most cases, fail to provide decision makers with a truly comprehensive analysis of risks associated to technical and management uncertainty and, as the result, are of little use for risk management and project optimization. This paper presents a value-chain risk management approach where project risk is evaluated for each step of the project lifecycle, from exploration to mine closure, and risk management is performed as part of a stepwise value added optimization process.

Laboratory testing was carried out to evaluate several devices for recovering clean coal from bituminous coal refuse material. The bulk of the testing focused on using a dense-medium cyclone to process -0.6-mm refuse material. A hindered-settling column and a spiral concentrator were also used to process 1.2x0.15-mm material. Product yields and ash contents were obtained for all tests, while partition curves were generated for selected tests from which the characteristic performance parameters (relative density of separation and probable error) were determined. The results indicated that the dense-medium cyclone was capable of cleaning down to 0.037 mm, while the other devices were effective to 0.15 mm.

"This paper describes a rib-control methodology that uses standing support to provide most of the lateral resistance to the rib. The method is analyzed, and its boundary conditions for rib control are described. In this method, an animal-fencing mesh product covers 80 percent of the rib surface and is sparsely bolted to the rib. Can supports or other similar stiff supports are installed primarily as roof support for the entry. As the rib spalls and dilates, the mesh catches the material and expands, pressing against the standing support. Mining proceeds, and vertical roof loads increase the normal force on the Can supports, causing friction at the top and bottom of the support to go up, thereby improving lateral resistance to rib swelling.At one mine in the western United States, this method has proved excellent at preventing the buildup of rib spall. It substantially reduces the number of bolts used for screen installation, improves installation efficiency, reduces manual labor and provides more rib coverage than many screening methods. Because standing support is typically part of the roof-control plan in longwall tailgates, no additional standing-support costs are incurred. IntroductionRib safety in underground coal mines is an oft-studied topic because ribs are high-hazard areas. An overview of early rib safety research can be found in Jones and Mohammed (2014). There is a significant difference between rib support and rib control. Support improves safety through the installation of strengthening elements, such as bolts and dowels, designed to reduce rib spalling. Although spall reduction is preferred, controlling how the rib fails is enough to ensure safety in some situations. Rib control uses external elements to provide confinement, thereby holding sloughed material in place, or to prevent falling rib material from striking mine personnel. This paper presents a study of a control method used on the pillar side of a longwall coal mine tailgate in the western United States."

In 1991, Placer Dome Venezuela established a 70% stake in Minera Las Cristinas, to mine the Las Cristinas gold deposits in Bolivar. This case study examines the multi-sectoral partnership arrangement that was developed to improve health services near the proposed Las Cristinas gold mine. The investment climate in Venezuela is uncertain and the socio-economic circumstances are potentially hostile. Despite that, the partnership between the mining company, local communities, government agencies and an international health nongovernmental organization (NGO) collectively leveraged nearly $2.5 million to build and operate a community health center.

The mining industry continues to underpin the regional economy. Australia, benefiting from a weak currency, receives 27% of the total goods export value from non-energy mining lead by aluminium, iron ore, gold and nickel. Consolidation has eliminated CRA, Comalco, North, Savage, Acacia, Ashton, Great Central, Aberfoyle, Placer Pacific, Plutonic, Normandy and RGC leaving Rio Tinto, BHP-Billiton, WMC, MIM and, increasingly, the South African companies Anglo, Gold Fields and Harmony as dominant players. Exploration stagnates with expenditure dropping 40% in Australia and 80% in PNG from peak levels. Major new regional developments include Rio’s West Angles iron ore project, Newcrest’s Ridgeway gold-copper mine and Inco’s Goro nickel-cobalt project in New Caledonia.

The Cliffs and Associates Limited (CAL) 500,000 tpy HBI plant located in Trinidad was commissioned after modifications in early 2001. This plant employs the novel Lurgi Circored® process to reduce iron ore fines using a combination of circulating fluidized bed and conventional fluidized bed reactors in a hydrogen based. This paper will review the advantages offered by working in the Caribbean nation of Trinidad and Tobago, the Circored® processes, and plant start-up experience.

Noise is one of the most pervasive health hazards in mining. A compilation of Mine Safety and Health Administration (MSHA) noise survey data for Fiscal year 1990 shows that approximately 40% of the total samples taken for longwall occupations exceeded the Permissible Exposure Limit (PEL) of 100% [Gigliotti et al. 1991]. In order to properly determine workers’ exposures on longwall coal mining systems, it is necessary to provide accurate baseline measurements for these mining systems. This research was designed to develop guidelines and test procedures for identifying all noise sources that are major contributors to the underground noise exposure of longwall coal mining system workers. Once the high noise sources are identified, promising engineering controls can be tested and evaluated to reduce the noise of the sources. The measurement system used to analyze the noise sources included stationary dosimeters in a documented repeatable pattern and a time-motion study of the cutting cycle and operator’s work cycle. Significant results from the underground measurements show that the highest sound levels recorded are at the stageloader discharge segment and tailpiece controls and remained at about the same level throughout the test.

A super-conducting high gradient magnetic separator with matrix vibration in dry separation mode is a powder purification device, which has been used to remove weakly magnetic impure particles from fine calcite powders below 53 µm in this study. A fundamental question concerned is the evolution of the matrix clogging under gas-solids loads. This paper presents the improvement of the separation selectivity using a method of mechanically based vibration on the matrix in the separator. The functions of the matrix vibration are discussed. The results indicated that the mechanically based vibration on the matrix within a high intensity magnetic field while a feed was introduced in an air stream, was found to be effective for the dry purification of fine powder materials.

Flow rate into the thickener or clarifier a) As the flow rate increases into the thickener or clarifier ?retention time? decreases which causes a greater affect hydraulically on the settling solids. So as the flow rate increases it will generally mean an increase in flocculant dosing rate. b) As the flow rate decreases into the thickener or clarifier the retention time increases which reduces the hydraulic affect on settling, improving settling rates. This will generally mean that as the flow rate decreases, we will decrease the flocculant dose rate.

Introduction The Cannon mine at Wenatchee, WA has recently been brought into operation to recover gold from the sandstones of the Swauk formation. The mine is a joint venture between Asamera Minerals (US) Inc. and Breakwater Resources. A tailings impoundment was constructed to impound 2.7 to 3.6 Mt (3 to 4 million st) of tailings at 1.8 kt/a (2000 stpd) over about five years. This paper describes the design and construction of the impoundment. In particular, it describes the 100 m (300 ft) high earthfill embankment that is the main feature of the facility. Project environment The project is located on the outskirts of Wenatchee, a town of about 40,000 people. The town is situated on the flat alluvial terraces beside the Columbia River. The Cascade Mountains rise from the terraces in a series of ridges and valleys. The mine is at the foot of the Cascades. The tailings impoundment is in one of the steep valleys. The climate is mild and dry (Table 1). Site selection Twelve alternative sites within a 16-km (10-mile) radius of the mine were examined. Decision making theory was used to select the most suitable site. Advantages of the chosen site include its proximity to the mine and its low visibility from points of common public access. Also, the area was already heavily impacted by an existing silica quarry. The major disadvantage of the site is the need to pump tailings over a distance of 1.5 km (1 mile) and against a static head of 200 m (655 ft). Also, it is located in a gulch just upstream from the town of Wenatchee. Site geology The impoundment is generally underlain by interbedded sandstones and siltstones. The siltstones are often shattered. The sandstones are often friable. Both rock types are extensively jointed. Some isolated faulting of the sediments occurred before the area was covered with basalt flows. About 10,000 years ago, at the end of the ice age, the basalts were covered by 3 to 10 m (10 to 33 ft) of wind blown loess - a fine sandy clay and silt. River deposits filled the base of the valley to depths between 5 and 25 m (16 and 82 ft). Under the main part of the embankment, these materials were removed to expose bedrock. Ground water flow is generally through the more permeable layers. The permanent water table is about 5 m (16 ft) beneath the ground surface. Cable shovels are used for primary excavation in in-situ and/or pre-fragmented formations in surface mining operations. Poorly fragmented hard rock formations and random occurrence of hard boulders in soft formations cause extreme variability of material diggability, resulting in varying shovel stress loading. The stress loading of a shovel’s front-end assembly could result in fatigue failure. Conventional design process, which uses physical shovel simulation studies, is very costly and time consuming for achieving statistically significant results. In this paper, rigid and flexible multi-body dynamic theories are used to develop component stress loading and deformation models of the cable shovel, and solved in the ADAMS/NASTRAN/FLEX environments. Detailed simulation experiments are carried out to examine the performance, reliability, durability and efficiency of the P&H 4100A under varying in-situ formation conditions. The results show areas of high stress fields with a maximum stress of 313.31 MPa at node 441 within the hoist rope. The reliability of the results is confirmed by comparing existing test data. The study is significant because it provides a solid foundation for further study of failure life analysis of the cable shovel components.

A kinetic model for leaching of particulate metals in a batch system has been developed. The leaching mechanism has been analyzed by solving a series of ordinary differential equations relating heterogeneous reaction kinetics at the solid/liquid interface to mass transfer of reactant and products. Special emphasis has been given to the effect of changing of the surface area of the leaching substrate and initial particle distribution on the overall leaching rate. The dissolution of gold powders in acidic solution with bromine as an oxidant has been used as a model system. The effect of particle size, chemical reaction order, rate constant and mass transfer coefficient on the overall rate of dissolution of metal powder has been analyzed and discussed.

Indonesia is a fast growing democratic developing country comprising more than 17,000 islands, founding member of ASEAN and a member of the G-20 major economies. It is one of the most highly mineralised countries in the world, the mining sector playing a pivotal role in the country's economy. In 2001, the Decentralization Law No. 22/1999 came into force and caused a transfer of authority and responsibility from central to regional and local administrative governments. The new Mining Law of 2009 substituted its 40 year old predecessor, but lacked detailed regulations for its implementation. These were only issued in 2010, which lead to a period of great uncertainty for investors in the mining industry. The new legislation intends to foster domestic economic development, which may be interpreted as protectionist policy. For the development of a sustainable mineral resources policy, further endeavours will have to be made.

Equivalent elastic properties of discontinuously jointed rock masses are computed using a non-representative volume element(NRVE) approach within a three dimensional finite element program. Joint persistence, defined as the percentage of a joint plane that is actually occupied by joint material, is used in the NRVE computations as a step towards greater realism in stability analysis of mine openings. Persistence p is also the probability that a segment of a joint plane is occupied by joint material. Computations reveal a threshold phenomenon in jointed rock mass moduli similar to that observed in percolation theory. A rapid decrease in moduli occurs above a critical value pc(about 0.6). A detailed analysis of the well-known solution for stress about a circular opening in isotropic, elastic ground illustrates the effects of joint set orientation, spacing and persistence. Although stable “on average”, joint segment failures reveal a threat to stability and point towards rational design of reinforcement or support of discontinuously jointed rock masses.

In 1987, the Rock Springs, WY district office of the US Bureau of Land Management (BLM) began to develop an automated system to store, maintain and manipulate more than 14,000 drill hole logs contained in the district's office files for various solid leasable minerals. The development of this system was based predominantly on a trial-and-error basis, with many procedural changes incorporated over time. The current Automated Drill Hole Database and Analysis System will continue to evolve with new software developments and increased personal expertise in this field. The mission of the BLM's Branch of Solid Minerals is mandated by a series of federal laws. The most important are The Mineral Leasing Act, the Federal Land Policy and Management Act, the Federal Coal Lease Amendments Act and the Surface Mining Control and Reclamation Act. Several regulations, promulgated from these laws, dictate that BLM must perform certain tasks and functions as part of its specific duties. The regulations that apply to the BLM Solid Minerals program are codified at 43 Code of Federal Regulations (CFR) 3400 for coal, and at 43 CFR 3500 for non-energy solid leasable minerals, such as sodium, phosphate and potash. Specific functions required of the Branch of Solid Minerals necessitates the use of geologic and drill hole data analyses. These functions can be divided into pre-lease and post-lease. Examples of pre-lease functions that normally require some level of drill hole data analyses include:
