INTRODUCTION In this section, it is assumed that the reader is an engineer with sufficient training in underground mining work, preferably with budgetary control, to understand the mining methods outlined in other sections of this handbook. The mining-method descriptions are not repeated herein; only sufficient information is provided to enable the reader to comprehend the development of the costs presented. All costs are in 1977 US dollars, except where explicitly stated otherwise. CAPITAL INVESTMENT The capital investment in the underground mining portion of any mining property includes the following: 1) The development of original access involving adits, shafts, declines, etc. It includes the necessary equipment for transporting men, materials, and rock. 2) The purchase of mine equipment including loaders, underground haulage equipment, fans, pumps, electrical distribution, surface facilities associated with the underground mine, etc. 3) Sufficient preproduction mine development to assure steadily increasing production after startup. De- pending upon the mining method used, the preproduction development should provide a supply of three months to one year of ore that is developed and is ready to be stoped. Underground development also includes excavations other than shaft stations, loading pockets, sumps, etc., which usually are associated with the means of access and are excavated by the contractor. These excavations could include a crusher cavern, an ore- storage pocket, and underground workshops that may or may not be included by the shaft-sinking contractor. Portions of these could be delayed until after production begins, but it is preferable to complete them during the development phase, so there is no interference with the production buildup. 4) The staff and labor costs for all phases from inception through final production. 5) The provision of mine-surface equipment and facilities strictly applicable to the underground portion of the operation. The required facilities include a changehouse with a lamp room, a first-aid station, compressors, an electrical substation, workshops, a ware- house, water pipelines to the concentrator, water storage tanks, explosive storage, etc. A concrete-batch plant, a sand-fill plant, and boilers for heating may be required. 6) Other direct and indirect costs. 7) Engineering, design, and procurement costs. 8) Contingency allocations. 9) Contractor's fees, startup costs, and owner's costs. Original Access As part of a study for the US Bureau of Mines, Dravo Corp. conducted an extensive literature research survey covering underground operations in the United States between 1963 and 1973. Table 1 is compiled from the section of that study pertaining to the types of access to underground mines. Table 1 does not include distances attributable to the deepening of existing shafts, nor does it include shafts bored by raise drills or downhole machines that need existing underground workings for the disposal of the cuttings. During the period under review in the report ( 1963 through 1973). concrete-lined circular vertical shafts were the predominant means of providing the first access to a new underground mine; these shafts accounted for 80% of the original access in terms of the number of accesses completed, and 75% in terms of the total verti- cal linear distances. The inside diameters of the conventional circular shafts ranged from 3.7 to 7.0 m (12 to 23 ft). Most (72% ) of these conventional shafts were for production,

In 1996, Rio Algom, Denison Mines and the Elliot Lake Research Field Station (ELRFS) formed a consortium to implement a regional environmental information management system (REIMS) for the Elliot Lake area in Ontario, Canada. ELRFS is an affiliate of Laurentian University in Sudbury, Ontario, The discovery of uranium in the Elliot Lake region in post-World War II led to the development of 12 mines and 11 associated mills between 1955 and 1958. During the late 1980s, declining world demand for uranium, combined with the discovery of high-grade uranium ore in other areas of the world, made the Elliot Lake mines uneconomical. As a result, all area mines ceased opera¬tions by the end of 1996. The eight facilities and three tailings management areas operated by Denison Mines and Rio Algom's five mining waste management areas contain 150 Mt (165 million st) of potentially acid-generating tailings. The areas cover 13.2 km2 (3,265 acres) and receive drainage from an additional 13 km2 (3,212 acres). The primary objective of the joint initiative was to implement a personal-computer-based, regional, environmental-information management system for managing historical data and ongoing environmental programs in the Elliot Lake region. The Elliot Lake consortium decided it needed an information system with an integrated, process-oriented and requirements-driven approach to collect and manage the environmental information. Following a study of environmental information management systems currently used by the mining industry, the consortium decided to base REIMS on the "Envista" product. This is a commercially available, environmental information management system marketed by Envista Technologies of Saskatoon, Canada.

Over the years since the initial experiments with underground concreting were made in 1956, attesting to cope with the ground weight and pressure encountered in the development of a large-scale underground block caving system, the use of monolithic concrete linings has grown to include most of the primary development in the, mining area. Although the development cost of concrete linings is higher than either timber or steel-supported openings, the repair and maintenance costs are substantially lower, making concrete the most economical means of ground support. Other advantages are also apparent, in that concrete provides superior fireproofing, better ventilation, and a safer, cleaner working place.

A common assumption in determining the shear strength of a rock joint using a direct shear test is that the surfaces undergoing relative shear are in complete contact. Furthermore, the limiting displacement associated with the residual strength values is obtained based on engineering judgement through visual inspection of shear force versus displacement curves. This study proposes a systematic way of determining the residual shear strength of rock joints by evaluating the limiting displacement leading to a minimum cohesive strength value and taking the true area of contact into account. The results of the study indicate that there is a limiting displacement associated with the residual shear strength, and some rocks may have an inherent interface residual cohesive strength different from zero. When the cohesion is different from zero, the residual shear strength is likely to be underestimated if the true area of contact is not considered. In the case where zero calculated cohesion is obtained, the area of contact has no bearing on the shear strength equation because the frictional force depends only on the normal load.

The conversion of nickel and cobalt to the water-soluble sulphates forms the basis of some of the many methods of recovering these metals from their oxide and silicate ores. The applicability of these sulphation processes to a range of Australian oxidized ores is discussed. The chemical and hence mineralogical composition of the ores is shown to have a major influence on the degree of nickel and cobalt extraction. Different sulphation processes are compared, taking into account the influence of ore composition, and considering effects on reagent consumption and on subsequent metal recovery processes.

11.1 INTRODUCTION This chapter outlines some of the selection and design considerations for leach pads and liners. Leach pads and liners are generally chosen to provide the required or desired levels of low permeability and foundation conditions at minimum cost. The selection and design of a particular liner depends upon its anticipated use and performance, and what materials may be available. A leach pad is the firm base for a heap. When geomembrane liners are used, the pad is the firm, compacted foundation upon which the liner is placed. In the case of a clay liner, the clay liner is usually also the pad. It is important to consider the design of a pad or liner in terms of a system. The "leach pad system" consists of the prepared foundation, bedding layer (if used), liner (s), seepage collection or detection layer (if used), and cover layer. Foundation preparation is necessary to ensure a stable base for the rest of the leach pad system. A bedding layer is used to protect a liner from being punctured by large angular fragments in the foundation material. A seepage collection or detection layer, consisting of well-drained material and (sometimes) pipes draining to a collection sump, is included when a double liner is used. A cover layer on top of the liner can serve the following purposes (van Zyl and Strachan, 1986): • Preventing of ultraviolet light exposure to sensitive geomembranes; • Limiting evaporation from compacted clay liners and thereby eliminating cracking of such liners; • More efficient collecting of leachate; and • Protecting the liner from damage during heap construction. Economic evaluations of alternative liners for a project must include the overall system. For example, a geomembrane liner may require different foundation preparation and cover material selection and placement than a clay liner. Liners can be made of compacted clay onsite, amended soil, or geomembranes. American Soda, LLP has commissioned the first solution mine for recovery of naturally formed sodium bicarbonate (nahcolite) from low-grade deposits using high-pressure, high-temperature injection fluid. This project, known as the Yankee Gulch Project, was commissioned33 years after discovery of the deposit and followed an intensive four-year feasibility study that included a full-scale pilot test. The nahcoliteis co-mingled with oil shale and is impermeable. Solution mining is achieved by a combination of thermo-mechanical cracking and dissolution. Elevated temperatures are required to initiate the thermally induced cracking and to enhance solubility of the nahcolite, which is highly temperature dependent. This paper will provide an overview of the development of the project from discovery, characterization, pilot testing, permitting and commissioning, with emphasis on the solution mining aspects.

In Roman and earlier civilizations the term cement was applied only to mixtures of lime, pozzolana, sand, water, etc., used as a mortar to bind larger stones. Today, portland cement, the subject of this section, can be briefly defined as follows: The product obtained by finely grinding clinker produced by calcining to incipient fusion (i.e., sintering) an intimate and properly proportioned mixture of argillaceous and calcareous materials. History The Egyptians were probably the first to join building stones with a mixture of sand and a cementitious material (i.e., having the property of or acting like cement). It is generally accepted that the cement used by the Egyptians on such structures as the Great Pyramid was calcined gypsum, Later the Greeks began to calcine limestone for use as a mortar with sand and water. Still later, broken brick and tile were added to the mortar to make the first concrete. The Greeks and Romans found that some sands produced mortars that were especially resistant to the action of water. Hydraulic (i.e., underwater-hardening) cements formed by combining slaked lime, water, and finely divided siliceous materials (e.g., pozzolana) possess superior strength and are capable of resisting the destructive action of water. They were used on the Pantheon, Colosseum, and other structures, some of which are still standing. In 1756 an English engineer, John Smeaton, found that an argillaceous limestone (i.e., containing an appreciable amount of clay as an impurity) produced a cement with greater resistance to the action of water. Despite Smeaton's findings, the use of the old mixture of lime and pozzolana long retained its popularity. Significant contributions in cement technology from England, Swe¬den, France, and Holland were made in the next 68 years. However, the invention of portland cement is generally credited to Joseph Aspdin, an Englishman, who in 1824 patented "portland cement." The name was selected because, on hardening, it resembled the natural building stone from the Isle of Portland, England. The patent features mixing ground limestone and argillaceous materials in appropriate proportions and calcining (i.e., expelling CO2 by roasting) the mixture. This superseded the existing practice of calcining naturally occurring argillaceous limestone. In about 1845 Isaac Johnson, also English, conducted experiments on proportioning the components and calcining them at higher tem¬peratures. His accomplishments are accepted as the beginning of the present-day portland cement industry. The U.S. cement industry originated with the demand for good hydraulic cement for building structures such as the Erie Canal, which was started in 1817. The first discovery of cement rock (i.e., naturally occurring argillaceous limestone with near-optimum ratios of calcium carbonate, alumina, and silica) near Fayetteville, N.Y., was made by C. White. In 1818, White secured a patent for the manufacture of natural cement from that deposit. Subsequently, several natural cement plants were built in 1830-1840 at Rosendale, N.Y., and in the Lehigh Valley of Pennsylvania. David Saylor, who participated in establishing a natural cement plant at Coplay, Pa., in 1850 discovered that a superior cement could be produced by calcining the rock at higher temperatures than hith¬erto. In 1871, Saylor obtained a patent and commenced the manufac¬ture of portland cement. By 1890, there were 17 portland cement plants in the United States with a combined annual output of 62,300 tons. At the end of 1970, the number of plants producing portland cement in the United States (including Puerto Rico) was 169, down from a maximum of 185 in 1967, with total annual shipments of 73.4 million tons valued at $1,298 million. (Fig. 1). In 1970, annual world production of hydraulic cement (which includes pozzolanic materials, hydraulic limes, natural cement, alumina cement, and portland cement, all of which are in current use in various parts of the world) reached 630 million tons (Table 1). Flowsheets of typical U.S. cement plants are shown in Chapter 13. Chemical Composition and Physical Properties It is generally accepted that portland cement clinker consists of a mixture of compounds or synthetic minerals. The four principal compounds are:

An International Symposium on the Ecology and Revegetation of Drastically Disturbed Areas was held at the Pennsylvania State University in August 1969. Scientists from 13 foreign countries and 18 states in the United States attended this meeting, which focused on those areas disturbed by mining. The symposium enabled scientists from all over the world to get together for two weeks and discuss informally some of the knotty problems of reclaiming these disturbed areas. Trying to present the results of each of the 64 papers delivered at the symposium might be difficult. So, I will try to bring you up to date on the general status of research on the reclamation of surface-mined areas, particularly in revegetation and hydrology. I will also mention some research that is under way but was not presented at the symposium.

INTRODUCTION Perspective The phrase "minerala resource appraisal" is widely and loosely used to refer to any quantitative description of a naturally occurring source of fuels, metals, or nonmetals. This leads to confusion when mineral resources are so conceived, for the term refers generically to information on stocks-mineral endowment, resources, reserves, and potential supply-that differ in ways that are important in economic analysis. Mineral resource and other stock measures- these are not flows, e.g., the supply of minerals-have precise technical meanings, which are presented in this paper. Quotation marks are used to separate the nontechnical use of mineral resource from the technical. The term appraisal also leads to some con- fusion because it too is loosely used. When an appraisal employs probability and statistical methods, the appropriate term is estimationb, not appraisal or assessment. This paper presents a conceptual framework or mineral resource information which renders technical, or well defined, relationships of mineral endowment to physical attributes of the earth's crust and earth processes, as distinct from economic values, and identifies estimation approaches that lead to different economic measures of stocks and flows. An important result of this approach is the distinction between the relevance of mineral resource information to economic and policy issues about potential sup- ply (stocks) and dynamic supply (flows across time). With regard to policy analysis, this paper recognizes that mineral resource information has a cost as well as an imputed value. Such a treatment implies that there is an optimum state of resource ignorance, or enlightenment, for a given policy issue and that the relevant economic issue is the selection of that information strategy and appraisal methodology that is indicated by the optimum state. Until the initiation of the OPEC oil embargo, the demand for information on mineral re- sources and potential supply was limited to occasional studies commissioned by Congress or the President of the United States. In these, mineral and energy resources remained loosely de- scribed. When quantitative estimates were supplied, they were not rigorously made, and the estimates and the methodology accordingly escaped close scrutiny. Usually, neither the geo- logical nor economic bases for estimation were carefully described or critically examined. The imposition by OPEC nations of the embargo on oil caused a sudden change in the public and scientific demands for specific 'resource" appraisals, especially of oil and of uranium. These

The recent development of rare earth permanent magnets has revolutionized the field of magnetic separation. The advent of rare earth permanent magnets in the 1980's provided a magnetic energy product an order of magnitude greater than that of conventional ferrite magnets. This has allowed the design of high-intensity magnetic circuits operating energy free and surpassing the strength and effectiveness of electromagnets. New applications and design concepts focused on the mineral and metal processing industries have evolved. This technology also led to the development of various magnetic separators specifically designed for mineral processing applications. Applications which were not previously considered are now being applied to primary mineral upgrading and recycling and secondary recovery.

Kerr-McGee Coal Corporation has used diesel face haulage and support equipment at its dual-seam Galatia Mine in Southern Illinois since production activities commenced in 1983. The mine began production from its lower seam, the Harrisburg No. 5 coal seam, in October 1983 and from the upper Herrin No.6 coal seam in April 1985. Before production began, the company developed a program designed to make use of the flexibility offered by diesel equipment. While productivity was an important goal, the top priority of the program was to provide a safe and healthy work environment for the miners. Management believed that high productivity would naturally follow. History has proven this belief to be true.

Friction Rock Stabilizers, trade name Split Set*, is a new support system invented by the author and under development by Ingersoll-Rand and Lee-Norse Company. Split Sets are a substitute for standard bolts or fully grouted resin bolts and have certain advantages which are: 1. Improved safety for the miner 2. A rational design is possible based on rock mechanics principles 3. Supports can be made either to be yieldable or rigid 4. Supports can be used to build a roof beam or to suspend roof material 5. It is cheaper than the resin system and costs about the same as standard bolts.

Point load strength (Is50) and slake durability (ID2) indices provide a measure of the strength and durability of rock fragments and are related to the alteration intensity and frictional resistance of the materials. Samples were collected from the rock piles, alteration scars and debris flows at the Questa mine with the purpose of examining relationships between Is50 and ID2, mineralogy, chemistry, weathering, hydrothermal alteration, and other geotechnical parameters. The Is50 from the various rock piles ranges from 0.6-8.2 MPa and the ID2 ranges from 80.9-99.5%. The Is50 and ID2 results indicate that the samples from the debris flows are stronger (average Is50= 4.0 MPa and ID2= 98.4%) than the rock-pile samples and that the alteration scar samples are weaker (average Is50 = 2.8 MPa and ID2 = 89.2%) than the rock-pile samples, but still most of these rocks are strong in terms of their Is50 and ID2. The Is50 decreases as the degree of alteration increases in some rock pile and alteration scar samples, but not in all. However, the majority of the rock fragments within the rock piles still indicate high strength, even after 25-40 years of weathering.

These are exciting times for those of us involved in the discovery, development, beneficiation, sales and end uses of industrial minerals. The known sources of traditional raw materials are rapidly being consumed or covered up with highways and urban developments. We would never knowingly cover up a source of gold, silver, diamonds, or even base metals with a shopping center, but it has been difficult to justify not locating construction atop a limestone, granite, or sand dune deposit. During the last ten or so years most of the users of significant amounts of industrial minerals have established task forces made up of geologists, mining engineers, beneficiation experts, ceramic and refractory scientists, and senior members of their purchasing departments whose duty it is to determine where the raw materials for their particular finished products will come from now and farther down the road, like 20 years from now. Likewise, these same ceramic and refractory scientists are developing new materials which require a never ending change into different raw materials and the traditional materials must be refined by selective mining, exotic beneficiation practices and expensive but necessary post-beneficiation treatments to produce minerals for commercial use that were either theoretical minerals or at best showcase specimens when most of us here today were in school studiously acquiring a vocabulary which included Calcite, Magnesite, Dolomite , Feldspar, (Labradorite had the play of colors the prof could see but which I rarely focused on) Wollastonite, Celestite, Chromite, Olivine, Barite and Lepidolite to name a few.

The production of synthetic fuels from coal has been pioneered by South Africa. South Africa made a decision in 1975, due to the threat of an oil embargo, to proceed with the construction of Sasol Two, then followed by Sasol Three. South Africa has large coal but little indigenous petroleum reserves. The indirect coal liquefaction process used by Sasol since 1955 is the only commercially demonstrated method available for producing transport fuels from coal. The new plants consume 27 million tons per year of coal from a single mine that now produces transport fuels in sufficient quantities for energy independence.

The smelter is the heart of a copper producing operation. Its principal function is to reduce and convert raw copper concentrates and/or leach plant precipitates into blister copper before it is refined. In addition to concentrates and precipitates, typical feed to a smelter also encompasses matte chips, flue dust, flux and lime. By nature, the characteristics of these materials are extremely variable, ranging from sub-micron to lumps, from slurry to dust, from abrasive to corrosive and free-flowing to adhesive. Furthermore, as a result of geological formation, most of the world's open pit copper mines are located in a semi-arid zone, where precipitation is minimal. This particular climate compounds the problem of handling these materials.

INTRODUCTION Run-of-mine (ROM) coal generally falls into two major groups: that from underground mining (continuous mining machines) and that from strip mining. Continuous miners produce a finer product and strip mining a coarser product that is crushed to produce the desired size. Further size reduction depends on the proposed use or uses for the coal. For example, for pulverized coal power plants as a rough general rule, the coal is ground or pulverized to 80% less than 200 mesh (0.075 mm) before it is blown into the boiler furnace as a coal-air suspension. For solvent-refined coal processes, the desired size is about <30 mesh (< 0.60 mm); in fluidized bed uses, the coal is typically < 8, in. (< 1.6 mm); for Lurgi pressure gasifiers, the desired size is 1 to 2% in. (25 to 63 mm). Coal preparation plants typically work with a coarse size fraction of 6X 1/14 in. (150X32 mm). The past decades has shown a steady increase in the tonnage of coal cleaned, 1 but it seems probable that the next decades will produce much wider applica- tion of deep coal cleaning before use and that the stages of crushing and pulverization from ROM coal to end use will be integrated with coal cleaning processes. Since different cleaning processes work better with different ranges of coal size and the degree of cleaning possible is intimately connected with the size of coal, a systems design engineer will need as much information as possible concerning the size distributions produced by different types of machines and how these can be modified by different ways of operating the machines. In general, the following questions will be of concern: 1.What type of crusher or grinder is best, or most satisfactory, for reducing a given feed size and type of coal to a desired product size? Frequently, the desired product is smaller than some nominal size, but with as few fines as possible, or the fraction in some size range has to be as high as possible. 2. How big does the machine have to be for a given throughput rate? 3. How much electrical energy (or its equivalent) is required per ton of product? 4. How does the size distribution vary with change in throughput rate, and is a control scheme necessary or desirable? 5. Can the size distribution be readily varied if desired? 6. What is the optimum way to operate a machine in a given system? This section will emphasize certain general principles which guide us in answering these questions. Miami Copper Company has used conveyor belts underground since 1947, At that time, the draw level for a portion of the orebody was only 25 feet above the haulage level To get the main haulage drifts as far away as practical from under the stoping area, 301, belt conveyors were used for lateral transfer, If the haulage drift was kept in good ground., a satisfactory draw of these stopes could be effected in that repairs to the conveyor drifts could be accomplished while drawing ore from the stopes. Some 7,400,000 tons of ore were mined with the 301d belt conveyor at a belt cost of approximately $0,004 per ton of ore. When the mining plan for a new section of the mine was laid. out in 1953, it was decided to use belts to collect the ore from the higher draw levels, and. move the ore laterally to centrally located concrete ore passes for transfer to the main haulage level (See Cut #1), The final plans used belt conveyors too collect from 3 stopes: on the 570 level, 2 stopes on the 720 level, and one stope on the 900 level. The six stopes to be mined in this manner would produce about 8 million tons of ore, and the sequence of mining was such that not more than four 400 feet conveyors would be in use at one time, Four conveyors using 36 inch, 4 ply belting were designed by the mine engineering office and fabricated at the mine shop, so that no piece was longer than 10 feet, and. the heaviest piece was the 25 horsepower motor, The head drive section, and the tail-pulley-takeup section were of bolted construction so they could be broken down for easing moving, Due to the size of the mine openings, the belt had to be transported into the mine in 400 feet rolls, requiring two splices for an installed belt. A torque arm speed reducer was used with a V -belt drive which made it possible to change the speed of the conveyor by changing the diameter of the V-belt pulley (See Cut #2).
