"South Africa is well endowed with a plethora of valuable minerals, as well as being of world renown for its significant ecological and cultural resources. The unfortunate reality is that these two important attributes often come into collision when developmental decisions are made. Robust environmental planning tools are required to guide such development in areas of heightened sensitivity. Environmental management frameworks are one of the tools that can attempt to achieve the desired developmental and ecological balance by utilizing early identification and mapping of sensitive ecosystems and resources to assist in pre-empting potential future land use conflicts. This paper unpacks the characteristics of environmental management frameworks and further investigates their potential, as well as its current design and implementation challenges. The findings show that environmental management frameworks have the potential to provide meaningful resource information to decision-makers on the opportunities and risks of developments in sensitive areas. They further provide a platform and process through which local stakeholders can voice their opinions and collectively drive the developmental priorities of the identified area.IntroductionAt the core of a harmonious and prosperous society is the balancing of a broad spectrum of needs, rights, and imperatives. As South Africa’s resource and energy needs expand, it becomes increasingly important to safeguard environmental rights and ensure sustainable development through creative measures. The State’s drive for accelerated development to meet the targets in the National Development Plan 2030 is contributing to the growth of invasive developments in previously undeveloped areas. The unfortunate reality is that the heightened tensions between rapid economic growth and environmental sustainability are threatening sensitive areas."

Corrosion of copper in aerated acidic chloride pickling (0.5 M HCl) solutions and its inhibition by 3-amino-1,2,4-triazole-5-thiol (ATT) have been investigated using electrochemical techniques and weight-loss measurements, along with Raman spectroscopy. Electrochemical measurements for copper after varied immersion periods of 0, 24 and 48h showed that the presence of ATT and the increase of its concentration significantly decrease cathodic, anodic, corrosion (jCorr) currents and corrosion rates (KCorr), as well as the dissolution currents at 300 mV vs. Ag/AgCl, while increase polarization resistance (Rp), degree of surface coverage (?) and inhibition efficiency (IE%) to a great extent. Weight-loss measurements after different immersion periods of 6 ~ 48h revealed that the dissolution of copper decreased to a minimum and the corresponding IE% increased with ATT concentration increases. The detection of ATT molecules on the copper surface by Raman spectroscopy indicated that inhibition of copper corrosion is achieved by strong adsorption of ATT molecules onto the copper surface. The work described here attempts to underscore the importance of the time lag between the end of a loading phase and the instant a winding drum begins its acceleration phase. Traces generated from a computer-simulation model show that the amplitude of the stress oscillations occurring in mine hoisting cable during the constant velocity-of-ascent phase is a direct result of the temporal sequence employed between the loading and the raising phases. While current and early literature indicates that extensive work has been undertaken on the isolated effects of these two independent sequences, the literature does not appear to contain any documented evidence to suggest an optimal control or interfacing between these two dynamic regimes.

The safe and optimal installation of roof support remains one of the biggest challenges in underground mining today. Traditional hand-held, roofbolt installation in conventional mining has been replaced, in a lot of mining operations, by mechanized equipment. This was a first step to moving the operators out of the unsafe working environment and a start on the trend toward a changed support regime in mechanized mining. However, the challenge of handling of the drill steel itself, as well as inserting resin cartridges and bolts, remains a major hazard and the cause of many lost-time injuries. The paper describes and discusses developments in this area, of mechanized bolting and on-board automation, presenting solutions to known problems, achievements to date, and future developments. The solutions presented will identify with addressing customer needs while touching on possibilities for further technology changes, keeping focus on the safety aspect for operators and the need to bring the operators even further away from the unsafe working environment. The-state-of-the-art technology in mechanized bolting equipment is presented and a brief outlook on the past, current, and future developments is given.

The aim of this work was to compare the corrosion behaviour of thermal spray WC ? based coatings before and after annealing. X-ray diffraction (XRD) was used to determine the phases present in the coatings at various stages. The corrosion resistance of the coatings was measured using electrochemical and immersion corrosion tests. The results obtained from electrochemical corrosion (quantified by corrosion current density) and immersion corrosion tests showed that annealing appears to decrease the corrosion resistance of the coatings. From the XRD results it was determined that the phases that corroded preferentially were cobalt (Co), eta (Co6W6C) and W2C. Keywords: Corrosion, thermal spray, coatings, hardmetals.

An analysis of the state-observability characteristics of a dynamic tank-to-tank model of a flotation bank indicates that the concentrate-flow rate of each tank can be estimated from accurate measurements of the pulp height in each tank and the final tailings flow-rate exiting the final tank. Therefore, there is an opportunity to construct an observer (model-based soft-sensor) which can estimate the concentrate flow-rate of tanks in a flotation bank. The concentrate flow-rate, i.e. mass pull, is generally measured by means of froth image analysers on industrial plants. A model-based soft-sensor will not only provide a means to validate froth image analyser results, but could potentially substitute them as they are less expensive to implement and maintain. Two methods of stress measurements have been executed on the surface and underground to con-struct an oil storage cavern using hydro-fracturing and overcoring method. The first measurement has been performed to make a design of the caverns before excavating and the second to confirm the stress state during excavation. Six measurements have been carried out in the hydro-fracturing test at the depths between –17.8 and 54.5m from the sea level and a single measurement in the overcoring test in a single borehole at the depth of –21m from the sea level. The ratios of the maximum horizontal to vertical stress measured using hydro-fracturing and overcoring method are 2.95 and 3.1, respectively. Also, the orientations of the maximum horizontal stress are N53E and N58E. These measurements show that both methods give almost same results and significant horizontal stresses are acting on this cavern. Deux méthodes de mesure de contrainte ont étè exécutées sur la surface de terrain et sous la terre pour construire une cavité de stockage de pétrole en utilisant l’hydro-fracturing et l’overcoring. La première mesure a étè faite pour le plan des cavités avant l’excavation et le seconde pour con-firmer l’état de contrainte durant l’excavation. Six measures ont étè faites dans le teste de l’hydro-fracturing à la profondeur entre –17.8 et 54.5m depuis l’élèvation maritime. Une seule mesure a étè faite dans le teste de l’overcoring dans une seule trou de songdage à la profondeur de –21m. Le ratios de la maximale contrainte horizontale à la contrainte verticale mesure par les deux méthodes sont 2.95 et 3.1, respectivement. Les orientations de la maximale contrainte horizontale sont N53E et N58E. Ce montre que les deux méthodes donnent presque m me résultats et la contrainte im-portante est activée sur ces cavités. Zwei Druckmessungen wurden durchgeführt auf der Erdoberfläche und im Innern von Ölspeicher-kavernen unter vergleichender Anwendung des Hydrofraktionierungs- und des Kernbohrungsver-fahrens. Die erste Messung wurde durchgeführt um einen Plan der Kavernen vor der Herstellung zu erstellen und die zweite um die Druckverhältnisse während der Bohrung zu überprüfen. Sechs Messugnen wurden mit der Hydrofraktionierungsmethode bei einer Tiefe von 17,8m und 54,5m unter dem Meeresspiegel und eine einzige Messung mit der Kernbohrungsmethode in einem Bohr-loch bei einer Tiefe von 21m unter dem Meeresspiegel vorgenommen. Das Verhältnis von maxi-malem horizontalem zu vertikalem Druck bei der Hydrofraktions- und der Kernbohrungsmedthode ist 2,95 bzw. 3,1. Die Bezugspunkte des maximalen horizontalen Drucks in beiden Verfahren sind N53E und N58E.

There is a set of settled ideas in the field of the mechanics of rock mass joints, that need a deep revision, after the last experimental works of several authors. In this paper, this theme is approached under several viewpoints, like the following ones: the essential influence of the mating or mismatching of rock joints on their strength (different strength models are applicable to these two situations, one leading preferably to normal scale effects, and the other to inverse scale effects); Patton's model is a bad formulation of the joint strength, whenever there is a dilation effect in the slidings (actually, the essential consideration of the amplitude of the roughess isn't made by any limit equilibrium model, like Patton's model); the joint strength increases as the width perpendicular to the sliding direction is reduced (previous works of other authors suggested the independence of the strength on that width); the reduction of the anisotropy of the roughness, as the sample symmetry and sample dimensions increase; there is no scale effect in the discontinuity mechanics, if there is no roughness heterogeneity; when only the same roughness and undulation orders are involved in the tests, shorter samples have larger peak displacements and lower shear stiffnesses than larger samples (usually, the contrary is admitted). For all these reasons, there isn't an easy correlation between the small scale tests and the natural large joint scale. Only "in situ" large scale tests have some representativeness. All the above mentioned questions are correlated to each other. Es gibt eine Menge eingewurzelter Ideen im Gebiet der Mechanik von Felsklüften, die, nach den letzten experimentellen Arbeiten von mehreren Verfassern, eine tiefe Überprüfung benötigen. Des différents modèles sont applicables à ces deux situations, une conduisant de préference à des effets d'échelle normaux et l'autre à des effets d'échelle inverses; le modèle de Patton est une mauvaise formulation de la résistance des joints quand il y a effet dilatant dans les glissement. Within the technology field generally known as biological heap leaching or percolation leaching, lies a wealth of technological knowhow that is potentially patentable and therefore can form the subject matter of patent applications. An organization often overlooks the potential for generating intellectual capital during its research by dismissing the possibility that what it is working on may be novel and inventive and therefore patentable. The organization labours under the misconception that there is nothing patentable in its work mainly because the novel aspect is overlooked against the general background state of the art or, if identified, is not recognized as having sufficient inventive merit. In the field of biological heap leaching, patents have issued on inventions that extend across a large range of technology, including microbiological inventions-for example a particular strain of microbe used in a heap leach application, electro-mechanical inventions, for example a column simulator that simulates the heap leach environment, and thermodynamic inventions such as methods of generating and maintaining heat in a heap.

INTRODUCTION Most presidential addresses are in the nature of a review of some specific topic and this will be no different. In thinking about the subjects which might be suitable for this address I decided that as next month will see my retirement from the gold mining industry I might review the four decades since I started in the industry in 1929. These four decades have been more than usually in',~resting and exciting. They have covered a period when the price of gold increased from the old figure of 84/- an ounce to the price of $35 an ounce today, taking in on the way at least two periods of premium sales from which the producer benefitted. The industry in these four decades has survived the most totally destructive war in history and has seen fundamental changes in the political, economic and governmental life of South Africa. There have been great technological changes and improvements, some of which I shall refer to later, and in addition there have been profound changes in the relations between employer and employee in the industry which have affected not only the economy of the industry but the traditional thinking of both management and labour. I believe that the address presented to this Institute on the occasion of its 75th Anniversary by Mr Goode covered more than adequately the history of the Institute and the part it has played in the mining industry of South Africa. It would be merely repetitive, therefore, to discuss the affairs of the Institute of Mining and Metallurgy. Having said this, however, it is also necessary to point out that the history of the Institute is, and always will be, an important record of the history of mining in South Africa. There are many facets, however, on which we ought to look back and to re-examine. One of the most rewarding, but at the same time one of the dullest, places to look for historical facts is in the annual reports of the Chamber of Mines. I suppose that some of the dullest of these have been the reports for which paragraphs have been prepared by me personally. The notes which follow do not claim to be anything like a full record of this exciting period. RISE AND FALL OF THE GOLD MINING INDUSTRY In talking about the mining industry of South Africa it is inevitable that one talks, particularly in the historical sense, about the gold mining industry - an industry of fundamental importance which has made South Africa what it is and which has been dying since the early part of this century. In Table I is shown the progress of the gold mining industry measured by its output of ounces of fine gold from the beginning of operations until the end of 1969, and if you are interested in the productivity of the men who work this industry the table, composed entirely from figures set out in the Chamber's annual reports, also shows the production of gold expressed as fine ounces per European and fine ounces per Bantu worker over a long period. If you are still minded to think of this industry as dying then the last column in the table shows how uranium has played such a vital part in the prosperity of the country.

The MRMR Classification System was developed specifically for mining applications, namely caving operations, and is one of three rock mass classification systems used in the South African mining industry today. Increased usage of the MRMR Classification System has raised concerns that it does not adequately address the role played by discontinuities, veins and cemented joints in a jointed rock mass. To address these concerns, Laubscher and Jakubec introduced the In-Situ Rock Mass Classification System (IRMR) in the year 2000. Although the IRMR System is more applicable to a jointed rock mass than the MRMR System, a quantitative comparison of the MRMR and IRMR Classification Systems indicates that there is not a significant difference between the resultant rock mass rating values derived from the two Classification Systems.

Probabilistic methods for assessing the reliability of engineering systems in mining are the way of the future. So agreed the delegates of a recent short course on the subject, entitled 'Reliability-based Approach in Mining engineering Design'. This was a very successful five-day technical course sponsored by The South African Institute of Mining and Metallurgy and held at Mintek from 7th to 11th March, 1988. The main lecturer for the course was Milton E. Har, Professor of Geotechnical Engineering at the School for Civil Engineering of Purdue University, Indiana, USA. Professor Har was ably assisted by Dr Dirk van Zyl, a former student. Science quiz Teams of pupils from 37 schools within a radius of 12 kilometres of the Council for Mineral Technology (Mintek) competed in a science quiz held by Mintek at its headquarters in Randburg on Tuesday, June 7th, 1988.

Ausmelt Top Submerged Lancing (TSL) Technology has gained widespread commercial acceptance in the lead and zinc industries, as an efficient and highly flexible pyrometallurgical reactor with accompanying excellent environmental performance. For the processing of lead and zinc bearing feed materials twenty one (21) Ausmelt furnaces are now in operation, under design or under construction. With recent increases in the value of both lead and zinc and an ever increasing focus on the sustainable use of resources, interest in the processing of secondary feed material sources as well as metal containing residues has substantially increased. Ausmelt Technology has proven to be well suited to the economic recovery of values from such sources. This has for example culminated in Ausmelt?s commitment to the Whyalla Zinc project as the owner/operator of a facility for the treatment of zinc bearing secondary feeds. This paper describes Ausmelt?s recent developments in the fields of lead and zinc processing, as well as further investigations into new processing areas, including the direct smelting of zinc concentrates. Ausmelt?s TSL Technology can now be regarded as Best Available Technology (BAT) for metal production.

The multi-reef area of Cooke 3 Shaft provides a unique mining challenge on account of the very thin middlings between the pay bands and the marginal values of the reef. It is uneconomic or impractical, because of the excessive heights, to mine the middlings using conventional stoping methods. The development of suitable mining methods is discussed with particular emphasis on the control of water inflow and the policy of not jeopardizing or sterilizing other reef horizons by the mining method implemented. No definite solution is currently available, but with the aid of instrumentation, computer analyses and mechanized mining equipment, the mine continues to attempt to maximize extraction and profits.

SYNOPSIS The paper describes the rib-pillar extraction method now used at Sigma Colliery in the Orange Free State. In this method, access roadways (with a high safety factor) are developed into a block of coal suitable for total extraction; pillars that have a low safety factor are then formed and extracted immediately. The method, together with the current practices of labour management, has resulted in better utilization of the coal resources and capital, increased production and labour productivity, and improved safety.

In the quest to reduce overall costs and improve operating efficiency, the application of GPS based technology in open pit mining has evolved significantly in recent times. Venetia Mine has been leading the way in the De Beers group in the implementation of these systems and the realization of significant benefits from them. Following on from the successful results and the notable benefits obtained from the Wenco Truck Dispatching system and the Caterpillar CAES system on the loading and dozing equipment, Venetia has implemented the first fully functional and integrated GPS based drill monitoring system in southern Africa to its drilling operations. This paper elaborates on the concept of drill monitoring and how the vision for the application of the system at Venetia has developed and been implemented. The paper further describes the workflow involved, beginning with the initial test work done with SSI Kaltex and the Australian Drill Advisor system through to the final details of the integration of the Aquila system with the CATERPILLAR Computer Aided Earthmoving System (CAES) and the alliance with SandvikRock Tools. Most importantly, the paper details the benefits that are derived from drill monitoring and the use of the information generated by such a system. Venetia has pioneered the move towards smart partnerships and alliances with strategic suppliers within the De Beers group. The area of drilling, as the important start of the entire mining process, has been no exception and the final part of the paper covers how drill monitoring provides vitally important information that enables a supply partnership, to function cost-effectively and profitably for both parties involved. By having the type of accuracy, detail, validity and timeousness in the information being received as a result of the implementation of such a system, better management decisions can betaken, creating a more focused and efficient mining environment. In these times of increasing costs and reduced commodity prices, the mining industry will be required to continue pushing the boundaries on these technology applications in order to remain competitive.
