The mining industry remains the backbone of many economies in the developing world. Its resurgence in Ghana since 1989 was driven by the global paradigm which emphasizes private sector-led development as the engine of economic growth in developing countries. The historical importance of mining in the economic development of Ghana is evident in the country?s colonial name, Gold Coast (Akabzaa T. and Darimani A., 2001). Ghana earned $2.5 billion from mineral exports in 2007. 20,000 people are employed in large-scale mining whilst 500,000 are employed in the small-scale sector. Mining contributes about 7% of Ghana?s total corporate tax earnings, 41% of total exports, 12% of revenue collected by the Internal Revenue Service and 5% of Gross Domestic Product (Ghana Chamber of Mines, 2008). Gold dominates the mining sector and the country is Africa?s second largest gold producer after South Africa. Surface Mining, which refers to a method of extracting minerals from the earth by their removal from an open pit or borrows, requires a large tract of land for its operations (Wikipedia, 2008). There is therefore a continuous divergence of interest between land required for surface mining and other land uses such as farming and housing, among others. In recent years, surface mining has been promoted in many mining countries because of the following reasons: ?Cost considerations compared to underground mining; ?Safety considerations, compared to underground mining; ?Low grade ore which requires processing huge quantities; ?Location of the ore bodies; and ?Competition among gold producing countries for investors. This paper looks at the socio-economic impacts and challenges of surface mining by using Gold Fields Ghana Ltd. Tarkwa, Ghana as a case study. The company has a concession of about 208 sq km located in the heart of the Wassa communities in the Western Region of Ghana and undertakes surface mining like most of the other mining companies in the country. Gold Fields, Tarkwa mine produces 700,000 ounces of gold a year with the potential of increasing this output to 800,000 ounces after its current expansion programme. Some of the effects of surface mining identified were: 1. Relocation/Resettlement of host communities and its negative effects; 2. Disturbance to Flora and Fauna; 3. Disturbance to Sacred Places; 4. Land Degradation; 5. Noise and Air Pollution; and 6. Water Pollution. This paper sought to investigate the measures put in place by the government and the Gold Fields Ghana Ltd. to mitigate the above effects in order to ensure peaceful coexistence between the mining company and its host communities. It concludes that most mining companies presume the provision of socio-economic development in mining communities will lead to the company securing a social license to operate. This however is not true but rather effective community relations combined with socio-economic development. According to Gold Fields Ghana Ltds. model, this involves continuous community engagement, conflict resolution and comprehensive environmental monitoring programme which will all lead to effective community relations. The strategies to ensure socio-economic development involves community development programme, livelihood restoration programme and community training and employment. All these will then lead to sustainable development which will ensure the company?s social license to operate. Gold Fields? model is in line with the principles of responsible mining. With this model, the community feels they are part of the company and the social license of the company is guaranteed. Gold Fields? model, which has been tried and tested for the past five years, could serve as a template with suitable modification for local conditions for other mining countries where surface mines operate.

The phrase ?back to basics? is used to describe the fundamental principles and philosophies on which a successful mining operation is based. At Richards Bay Minerals (RBM), ?back-to-basics? (BTB) has been implemented as a continuous process to probe operational functions with a view to increase production without capital expenditure. It also ensures that the fundamentals of dredge mining are understood and adhered to. BTB is based on the principle that people drive organizations, necessitating an interactive implementation approach. At the RBM mine this entails a three-pronged approach, namely practical training, teamwork initiatives and the use of lean Six Sigma methodology. It is the latter on which this paper will focus. The lean Six Sigma methodology is successful in identifying, managing and documenting BTB projects, while team work initiatives are integral to successful project implementation. This paper describes two examples of how the Six Sigma methodology can be applied to a dredge mining operation. The first example focuses on the improvement of Mining Pond Echo (MPE) plant throughput by reducing the lost opportunity (non-production) due to tails downtime. The project was successful in increasing plant throughput by 4.5%. This was achieved by increasing the tails disposal system availability by running MPE as a four tails lines operation and focusing on causes of tails production downtime. Subsequently, the tails system at MPE is no longer the production bottleneck. Second, the Six Sigma methodology was successfully applied at Mining Pond Charlie (MPC) to increase the primary dredger throughput by 4.6% through focusing on the dredging technique and maintenance issues. This project highlighted the need for trend analyses to ensure an effective dredging technique, coupled with simple production documentation, which also ensures a focus on maintenance. The influence of Harold Hotelling?s work in the field of mineral economics is both unusual and outstanding. In the 66 years since its development, theory surrounding the economics of exhaustible resources has only been significantly researched since the early 1970s. At that time a wave of research into the economics of exhaustible resources arose from the threat of global resource scarcity and continued into the late 1990s. Current East Asian and global demand for natural resources as well as mineral and metal commodities, has stimulated interest in the optimal and sustainable exploitation of exhaustible resources to the point that the subject is worthy of review. Hotelling?s theory and the assumptions that he made in establishing a model for the optimal exploitation of mineral resources at the industry level and at the level of the individual mine owner, are examined. He showed that the rate of increase inexhaustible resource prices should be equivalent to the market rate of interest and that in a market with rising prices the rate of extraction should be constant. In markets where demand is stable optimal exploitation requires that the rate of extraction should decline over time, while in a monopoly market he showed that the rate of extraction is retarded. In addition, the effects of cumulative production on costs and prices, the uncertainty associated with estimates of the resource stock, the impact of exploration and issues of intergenerational equity are examined. An analysis of the optimal price path, extraction costs and mineral rents at an industry level is presented as a model. An analysis of the rates of production and optimal benefits at the individual mine level including total, average and marginal costs on the optimal rate of production, is considered. Optimal extraction rates for a mine with a clearly defined concave positive cost equation vary according to the position on the marginal cost curve. The influence of discount rates and the size of the ore reserves on the rates of mineral extraction are also examined and could define the frontier of usefulness for the ?economics of exhaustible resources?.

The depletion of favourably located and higher-grade mineral deposits, combined with more favourable metal prices and higher capital costs, has stimulated research into heap leaching of lower grade ores and wastes. This has resulted in renewed interest in heap leaching of uranium ores, and in the development of processes for the bacterial heap leaching of low-grade chalcopyrite ores and the acid heap leaching of nickel laterites. A complete programme of heap leach testwork typically involves a sequence of bottle roll tests and column tests, followed by piloting on test heaps. The initial testwork is aimed at determining the amenability of the ore to heap leaching, which depends on the characteristic of the ore with respect to porosity and permeability to leach liquor, acid consumption, metal recovery and percolation. Subsequent phases of the testwork focus on the development of the process design criteria for the treatment of the ore. Basic techno-economic models have also been developed as a tool for the initial estimation of heap leach viability. Mintek has also developed in-heap monitoring probes, coupled to an operator guidance system, in order to assist the operator in achieving optimal conditions for bacterial growth and heat preservation during pilot-plant operation.

Most copper/cobalt ores from the Central African Copperbelt contain sulphidic compounds, which are not extractable in direct leaching. Roasting provides the possibility to transfer the valuable components into leachable compounds. In an operation window defined by temperature and off-gas composition it is possible to selectively oxidize iron sulphides to haematite and copper/cobalt sulphides to sulphates. Selective sulphating of the valuable minerals is an important condition for the subsequent leaching stage. The dissolved copper and cobalt are recovered by solvent extraction and electrowinning. This technology has been part of an established process for many decades. The concentrates from recent projects on the Copperbelt have lower sulphur contents, and frequently higher copper contents, than those from older projects. The paper shows the consequences of this trend for plant operation and explains useful counter actions by means of case studies. Autothermal combustion is ensured even at very low sulphur contents. Off-gas treatment has so far been based on SO2 removal through sulphuric acid production. The generated acid is used to make up acid losses in the hydrometallurgical plant section. This well-proven process combination is still the preferred route if the feed sulphur content is high enough; however, some cases may require different off-gas cleaning concepts without compromising on clean air quality. Roasting in a fluid-bed furnace remains the core of the technology. Fluid-bed roasters are easy to operate and provide an excellent control of the calcine quality. Different feeding and heat-recovery systems are used to provide a tailor-made solution for each project. Outotec built it first sulphatizing roaster in Zambia about 30 years ago. At that time, the roasting of metal sulphides was already one of the main technologies in the company. Outotec has developed roasting solutions for copper, gold, zinc, lead, molybdenum, and pyrite ores. The continuously expanded and upgraded research facilities provide an excellent basis for developing sustainable, energy-efficient, and economic solutions for copper and cobalt production in Africa.

Heavy mineral deposits are a source of the economic important element titanium, which is contained in minerals such as ilmenite, pseudorutile and rutile. In the Ranobe heavy minerals deposit these minerals occur not only as primary unaltered minerals but also display various degrees of alteration resulting in an increased titanium content of the deposit. The presence of the various FeTi-oxide minerals? textural relations is a reflection of geological processes and may ultimately be used to unravel the geological history of the deposit. These minerals have different chemical and physical properties that influence metallurgical tests and the quality of products produced from various mineral beneficiation streams. It is therefore of metallurgical importance that the minerals are well characterized, defined and monitored during preliminary beneficiation tests.

With the advent of the First World Conference on Sampling and Blending (WCSB1) in Denmark in 2003 and the subsequent biannual meetings, together with other sampling conferences held on a regular basis, the central tenets of sound sampling practice and theory are spreading throughout the minerals industry. End-users and project houses, or groups who execute the projects, are all now better-informed about the principles of ?correct? sampling and preparation. To support this, many large mining companies now have their own in-house champion who will advise and ensure that the supply of sampling equipment is correct in terms of design and application, which further contributes to improved metallurgical accounting. The presence of a sampling champion also ensures that consistent and acceptable standards in regard to sampling practice are maintained throughout the group. This has, in turn, placed a greater degree of responsibility on the shoulders of sampling equipment suppliers, in terms of their equipment designs and product offerings, as well as applications knowledge for effective installation of equipment on client plants. This paper attempts to highlight the significant challenges that sampling equipment manufacturers often face with regard to complying with the newly understood requirements of best practice and sampling equipment design. Manufacturers invariably face issues with end-users or project houses, including project cost control, restricted headroom for samplers in plant layouts, and a lack of knowledge in certain quarters. These all have a potentially negative effect on the final outcome of a proposed sampling solution or implemented project. In reality, what is intended by all parties and what is ultimately installed are at times very different, with undesirable consequences for all concerned. Against this challenging background, there are, however, a number of instances where intent and implementation are complementary, with very satisfactory results. The South African gold and platinum deposits were formed in very different ways and yet both have many similarities. They are flat dipping tabular orebodies, extremely narrow and located in hard abrasive country rock. The mining methods employed are also similar. Primary access is via shafts or declines; secondary access is via haulages and cross-cuts; and tertiary access is from raises. The proposed solution for rapid access described in this paper is focused on the haulages and cross-cuts.

This paper discusses pilot and laboratory-scale metallurgical test work conducted on bulk samples from a low grade heavy mineral deposit and provides an overview of basic practical metallurgical techniques applied to ascertain the suitability of existing production plants to process material from this orebody. Previous investigations have shown this specific orebody to be more challenging in terms of mineral beneficiation as it has a high gangue mineral content. Test work was conducted on targeted stratigraphic units based on lithology and assay results to enable identification of the stratigraphic units portraying quality issues. Unit specific metallurgical pilot work has never been conducted on any of the RBM orebodies and is a new field currently being explored. During this investigation focus was placed on potential quality and yield issues for ilmenite product, with particular reference to CaO quality. A basic evaluation of zircon and rutile separability was also conducted. The test work was conducted using a comparative baseline methodology with metallurgical test work methods specifically aiming at mimicking the existing production plant as closely as possible. This enabled not only the likely metallurgical performance to be assessed but also indicated whether current plant design would be suitable to process the low grade ore types into products of acceptable quality at acceptable yields. The methods and findings discussed in this paper indicate that although there is considerable variation between different units, a blended feed can be successfully processed. With unit specific metallurgical data applied to the existing geological block model, expected yields and recoveries using current plant designs could be predicted.

The internal rate of return (IRR) is one of the most popular project evaluation criteria in the mineral industry, as well as in other industrial sectors. Analysis of its assumptions reveals, however, that this criterion does not function in the way it is supposed to. The search for a new criterion that would reflect the true rate of return (TRR) of an investment project or the true borrowing rate (TBR) of a borrowing project has led to the development of several approaches, yielding, for the same project, generally different values of the interest rate in question. Two of those approaches have been selected as the most representative and practical. Each has been presented in two variants, and subsequently analysed. As a result, it is shown that the various approaches to the TRR/TBR are all consistent with the net present value (NPV) criterion, and that each can serve as an independent project evaluation instrument, provided its assumptions can be regarded in a given situation as realistic enough.

Extensions to the beneficiation plant at the Grootegeluk Coal Mine are currently being planned in order to provide power station coal for Escom's Matimba Power Station, presently under construction. A simulation model was developed on the Olivetti M-24 microcomputer to facilitate the development of the envisaged flowsheet. The computer program simulates the heavy-medium separation and screening unit operations. The model is based on the construction of the Tromp partition curve described by an arctangent function, allowing ideal and non-ideal separations. The paper discusses the determination of the parameters required by the arctangent curve from standard process parameters such as Epm, Wolf cut-point, Tromp cutpoint and screening efficiency. The accuracy and shortcomings of the model are discussed, while an overview of the application of the model to evaluate borehole and bulk sample analyses is also given. It is concluded that the model is an invaluable aid to general flowsheet development.

In South Africa, the Bushveld platinum group metal deposits are unique in that they are the largest platinum group metal deposits in the world. These deposits occur as two distinct stratiform tabular orebodies and strike for many hundreds of kilometres. Mining is extensive, with depths ranging from close-to-surface to 2 000 m. The mining method is a variation of planar open stoping. Pillars are widely used to support the open stopes. Crush pillars are commonly used in this role, where the residual pillar strength provides the required support resistance to stabilize the stoping excavations. This paper describes the direct measurement of stress within these crush pillars, and describes the stress?strain behaviour of these pillars. These findings indicate that the measured pillar failure stress is too high. The implications of these findings are that roof damage and pillar bursting could occur, and some examples of this type of damage are shown. The paper concludes that this problem could be mitigated if the three dimensional pillar geometry were modified and the pillars were cut smaller.

Palabora Mining Company is operating a copper block cave mine in the Limpopo Province of South Africa. The mine was developed in the late nineties with a target ore reserve of 220 million tonnes of carbonatite at 0.69% copper. At 30,000 tonnes per day the operation had an estimated life of mine of approximately 23 years. Cave induced open pit side wall failure occurred in late 2004 with 130 million tonnes of waste reporting to the bottom of the open pit. This failure resulted in potential sterilization and dilution of the ore reserve and subsequent reduction in life of mine. Physical and numerical modelling indicated potential losses of up to 30% of the original ore reserves. Cave Management tools based on throughput principles are utilized to manage the failed waste ingress and ensure an optimum life of mine. Extracting the maximum rate possible, as soon as draw points are commissioned, with the view of achieving the highest production in the short term, is any mining operation?s goal as more money is required sooner. This approach, of course, improves the cash flow but presents a risk in the cave propagation profile as overall draw control is compromised. At Palabora it is evident from a Mineral Resource Throughput Management (MRTM) point of view that maximum production in the short term is not the solution. If high production rates are achieved and the profile of the cave is not manage correctly, this results in failed waste reporting to draw points earlier with adverse effects on grade. This would effectively and significantly shorten Palabora?s Life of Mine. The applications of good MRTM principles are required to assist the value chain for sustained profitability. The process commenced with change management paving the way for a better understanding and a holistic view for all role players.

A novel mathematical model is presented which describes the behaviour of beds of particles, of uniform size and shape but different densities, during autogenous separations. The approach used in the formulation of the dispersion model is a phenomenological one based on a statistical view, which leads to a diffusion-like representation of the autogenous-separation process. Although the model currently considers only density-related phenomena, it accounts quantitatively not only for the density-segregation aspects of the process but for the interactions between the particles. Quantitative predictions of the dispersion model are compared with the results obtained in tests using a specially constructed experimental batch jig, and it is shown that the model provides an adequate quantitative description of the process for particles of uniform size and shape. It is pointed out that, for the description of more complicated autogenous separations, a more rigorous formulation of the particle drag and density-segregation terms will have to be incorporated into the dispersion model. Nonetheless it is concluded that the model as presented in this paper provides not only a novel insight into the mechanisms of autogenous separations but a means by which to analyse similar systems.

The peak in Sulphur price late 2008 caused again intensified investigation into the decomposition of sulphates and spend acid. One option is the recycling of sulphur from spend acid, which already started more than 40 years ago in the field of spend acid from organic processes in refineries and acrylic glass manufacturing. Since this acid couldn't be neutralized and discarded due to high organic contents, another source of SO2 to produce sulfuric acid is the decomposition of metal sulfates. The decomposition of metal sulfates was investigated at the next peak in Sulphur price in the 80?s. The first major scale pilot tests and studies of gypsum decomposition were carried out for clients in Florida. The decomposition of gypsum was quite often mainly influenced by the strategic decision of some countries to get own and independent acid production. In other cases the industry doesn?t have enough space to dump the gypsum. Therefore the company was also forced to convert the gypsum into ?saleable? products to avoid these residues. Other projects were made for the recycling of iron-sulfates from the pigment industry. The motivations for these projects were not only given by acid price. For the German pigment industry it was no longer permitted in the 80?s to dump the iron sulphate residues into the sea. These regulations forced the industry to develop new technology, which allows converting of the FeSO4-residues into iron oxide and acid. Therefore economical and mainly environmental factors influenced the decision of the companies to develop and to build these plants. Beside the above mention iron- and calcium-sulphates many other process exist, which produce metal sulphates as an intermediate product. These cases are not forced by environmental or strategic factors. In cases like Ni, Co or Mn-decomposition the main product of the plant is treated in the decomposition plant and later on used as ferrous-alloys. These final products are higher in price compared to e.g. CaO, which exclude the high-energy consumption for the endothermic chemical decomposition reaction. The reaction of SO2 generation based on acid or sulfate decomposition takes place in the range of 1000°C. The energy demand of the endothermic reaction is considerable and leads due to the high fuel-combustion off-gas stream to a diluted SO2 gas. Energy prices are usually increasing at the same time like sulphur. Sulphuric Acid based on decomposition is therefore more expensive than as acid based on sulphur combustion. The paper describes fluid bed technology and possible process concepts for decomposition plants. Additionally the thermodynamic background of the decomposition process and the main influence factors are provided to receive a better understanding of this technology.

The objective of the investigation is to optimize the truck and shovel operations for pre-stripping at New Vaal Colliery by introducing campaign mining. The aim of campaign mining is to improve the efficiency of the loading, hauling, dumping, and maintenance operations which are critical to the success of truck and shovel operations. The current loading (single-sided loading method), hauling, and dumping operations at New Vaal Colliery were found to be inefficient. Time studies were used as a major indicator to highlight the inefficiency of the truck and shovel operations, and it is recommended that an improved loading configuration, hauling, and dumping operations be implemented by using campaign mining. It is also recommended that a service truck be used to maintain the pre-stripping fleet in order to reduce travelling times to the main workshop. As expected, the improved operating conditions will lead to an increase in pre-stripping production.

This information is summarized, focusing on the basic reactions, departure from equilibrium, the behaviour of impurities, and reactions of solidified slag. The emphasis is on the South African operations.
