Toll and custom treatment of base metal concentrates have been performed for decades as mines and concentrators are developed distant from capital and, energy-intensive smelting and refining facilities. Commercial treatment terms have been developed and refined for over a century, and are negotiated taking into account a complex array of quality and economic factors. Treatment of third-party concentrates in the South African platinum industry is a comparatively recent development, brought about by the opening up of mineral rights and operations being developed that are smaller than the critical size required to sustain capitalization of smelting or refining plant. Published commercial terms have not been demonstrated to reflect the complexities and subtleties of base metal concentrate markets. This paper outlines some key elements and parameter ranges of base metal concentrate treatment contracts, and applies similar principles to typical Merensky and UG2 platinum group element (PGE) concentrates to determine potential value distribution between the mining and treatment parties in tolling arrangements.

"Since it was first identified in 1817, selenium has received considerable interest. Native selenium and a few selenium minerals were discovered several decades later. With the increasing number of selenium minerals, the occurrence of selenium minerals became the focus of much research. A great number of selenium deposits were reported all over the world, although few independent selenium deposits were discovered. Selenium is obtained mainly as a byproduct of other metals, and is produced primarily from the anode mud of copper refineries. This paper presents a comprehensive review of selenium minerals, as well as the treatment of copper refinery anode slimes for the recovery of selenium. Our focus is on the selenium minerals, including their discovery and occurrence, and the distribution of selenium resources. In addition, the main methods of recovering selenium from copper anode slimes are summarized. IntroductionSelenium (Se) was first observed in 1817 in a laboratory (Greenwood et al., 1984). The discovery of selenium was made by the Swedish chemist J.J. Berzelius and J.G. Gahn, who isolated selenium from a red residue in sulphuric acid from pyrite mined at Fahlun, Sweden. Selenium was named from the Greek word selene (moon), since it resembled tellurium, which had been discovered a few years earlier and named from the Latin word tellus (Earth).After the first observation of selenium in the laboratory, selenium received considerable interest. In 1954, E.P. Kaiser pointed out that Se is enriched in sulphide ores and often associated with Bi, Co, Sn etc. (Kaiser 1954). In 1959, Hawley and Nichol investigated selenium in Canadian sulphide minerals, and presented the content of selenium in sulphide from several deposits of different types. They also proposed that Se is enriched in lowtemperature hydrothermal pyrite (Hawley and Nichol, 1959). The thermodynamic conditions for forming native selenium and selenium minerals in sedimentary rocks were discussed, as well as geochemical behaviour of selenium near the oxidation zones of sulphides in the 1970s (Howard III, 1977; Zhu et al., 2003). Zhu et al. examined the morphology, features, and genesis of native selenium from Yutangba, Enshi City, Hubei Province, China in 2004, and pointed out, from the different forms of native Se, that selenium can be activated,transformed, remobilized, and enriched at sites such as in the unsaturated subsurface zone or in the saturated zone (Zhu et al., 2005). The transport and deposition of selenium in felsic volcanic-hosted massive sulphide deposits of the Yukon Territory, Canada was studied and reported by Layton- Matthews et al. (2005)."

The flotation separation of apatite and calcium-bearing gangue minerals (dolomite and calcite) has always been a problem in phosphate ore mineral processing research. The crystal structure and surface properties of minerals have an important influence on their floatability. In this paper, the theoretical and comparative analysis of the crystal structure and surface electronic properties of apatite, dolomite and calcite were carried out using the first principle calculation based on density functional theory. As a supplement and validation, the surface wettability of three minerals under different flotation conditions were compared and analysed by contact angle test. The results theoretically revealed that the three calcium-bearing mineral surfaces have similar surface electronic properties and thus exhibit similar floatability. In the flotation process, the anion difference between apatite and carbonate gangue should be fully utilised, and the minerals can be separated only after surface modification by flotation reagent. The contact angle test shows that phosphate and carbonate can be separated by using anion flotation collector after surface modification with acid. It is expected that this research is of interest for understanding the surface structure and electronic properties of apatite and carbonate gangue minerals and providing the theoretical basis for surface interaction. Massive deposits of rock salt are mined in the Salt Range area of Pakistan. The main export products of rock salt include salt lamps, blocks, and tiles, while local consumption includes the chemical industry and domestic use. The profitable production of salt for value addition depends on the quality, size, and shape of the block. Salt processing for value addition is easier when very few cracks are present in the blocks. The current salt mining practice involves drilling and blasting, which introduces undesired fractures in the material. This paper focuses on the extraction of rock salt blocks by applying conventional cuboidshaped block mining methods used in quarries. The techniques include wedges and feathers, expansion chemicals, and blasting with low-yield explosives. Experimental work involved both laboratory-scale and in-situ field testing. Laboratory experiments assisted with the determination of splitting force, loaddeformation curves, and other rock mechanics parameters. Regression analysis proposes a relationship for the estimation of radial strain from the load in the case of the wedges and feathers method. The splitting force obtained from the laboratory tests was used to confirm the accuracy of the already published empirical relationship. The results of the laboratory as well as in-situ tests showed that the wedges and feathers technique is the most suitable method for mining rock salt blocks of the desired size, shape, while minimizing cracking.

Thin spray-on liners (TSLs) have been used as sealants and rock support in tunnels for over 25 years. Laboratory tests have indicated satisfactory properties that can provide adequate strength, adhesion, toughness, and elasticity as part of rock support systems in mining excavations. These characteristics are, however, not always demonstrated in practice, when mine environmental conditions do not correspond with laboratory environmental conditions. The shortcomings of TSLs experienced in the mining industry have raised concerns, resulting in scepticism from some operators regarding their utilization. The research described in this paper aims to investigate TSL performance in environmental conditions similar to those experienced in mines. Brazilian indirect tensile (BIT) specimens were prepared from precast shotcrete and coated with TSLs. The specimens were then exposed to different environmental conditions for up to 112 days before BIT testing under various conditions: laboratory room temperature and humidity; saturated room temperature; and combined saturated and high temperature (50°C). Additional uncoated shotcrete and TSL BIT specimens were prepared for comparison purposes. The results of the BIT tests showed that environmental conditions have a significant influence on the tensile strength enhancement of shotcrete by TSLs. Water-based TSLs are most likely to be suitable for high humidity environments, although their performance decreases at higher temperatures. Numerical modelling of TSL-coated BIT samples confirms the potential limitations of designing TSL support based only on laboratory testing carried out under room conditions.

Large-scale variability in process plants and process control can be identified and controlled through disaggregating the overall variability in a process stream. Conventional statistics and Statistical Process Control (SPC) fail to address the concept of stream heterogeneity, therefore fail to identify and distinguish between the various sources of variability in a process stream. A modified set of 445 data from a process plant is used as an example to explain the benefits of variography in process control. Large-scale variability, usually in the form of product composition cycles and chemical cyclic variations may be manifest throughout a sampling system or a process plant, but this type of variability is most easily discernable in one-dimensional process streams. The Moving Average is a powerful tool for identifying large and small scale variability and cyclical behaviour in process streams, while the variogram is a custom built tool that allows the components of variability to be identified and resolved. The positions in the variogram at which the different variance can be read and the nomenclature of these types of variability is described. The transfer of variances converted to standard deviations to the Control Charts, allows an operator to appreciate the appropriateness of Upper and Lower control and specification limits. The overall contribution of the various sources of variability is represented in a pie diagram.

A newly started copper hydrometallurgical plant was confronted with a manganese oxidation issue in electrowinning. This oxidation, in the absence of the amount of iron required to stabilise the electrolyte oxidation-reduction potential, is known to produce oxidants (MnO2, MnO4) that can cause accelerated degradation of the organic phase components in solvent extraction and corrosion of lead anodes in electrowinning. The overpotential required to build up the protection layer on new anodes causes an increased electrolyte potential that creates oxidized species in the electrowinning tankhouse, and these species come back to solventextraction plant with the recycled spent electrolyte. This paper discusses the impacts of manganese oxidants on the health of a plant organic phase. It also outlines the actions taken using iron scraps and sulfur dioxide to mitigate the problem that happened due to the lack of ferrous iron sulfate available on site, as recommended for better control.

The Eighteenth International Symposium on the Appli¬cation of Computers and Mathematics in the Mineral Industries was held in London from 26th to 30th March, 1984. The Symposium was organized by the Institution of Mining and Metallurgy under the leadership of Mr M.J. Cahalan, Chairman of the Organizing Committee. The venue chosen was the Royal School of Mines, Imperial College of Science and Technology, in South Kensington. Some 300 delegates from all parts of the world attended, which included a delegation from South Africa that numbered about 20 persons. This extremely successful series of international meet¬ings was begun in 1961 in Tucson, Arizona, and has grown in strength and importance over the years. The arrange¬ment of the symposia is regulated by the International Council for APCOM under the Chairmanship of Professor R.V. Ramani (U.S.A.), the other current members being Professor J. Elbrond (Canada), Dr Thys B. Johnson (U.S.A.), Professor Young C. Kim (U.S.A.), Professor D.G. Krige (R.S.A.), Professor A.J. Lynch (Australia), Professor C.T. Shaw (U.K.), Dr A. Weiss (U.S.A.), and Professor F.L. Wilke (F.R.G.). There is no doubt that the enthusiasm and dedication of this small group of people and the excellent working relationship that exists between them are responsible for the continued success of APCOM meetings.

Rock fall accidents continue to be the main cause of fatal and serious injuries in the mining industry. Although there has been an improvement in the FOG (falls of ground) related fatal and serious injuries over the past few years, the rate is still too high. New technology has made it possible to reduce this rate significantly. FOG accidents imply failure of the support system or the design of the support system in use. In this paper we deal with the latest technology available to assist the mines to reduce the rates of FOG related injuries and fatalities.

Coal mining in China is facing the transition from output to quality. Based on the total mining capacity and average production, the current situation of coal mining at mine, city, and province levels is analysed, and data in support for the layout of sustainable mining development and the optimization of output provided. The results show that 87% of China's coal is mined by underground methods, with an average production capacity of 0.93 Mt/a per mine. Open pit mining accounts for 13%, with an average mine production capacity of 5.73 Mt/a. The average mining capacity of coal mines in China is 1.05 Mt/a, with 1181 coal mines with an average capacity less than 0.3 Mt/a, accounting for 35% of the total coal mines but contributing only 4.51% to output. They are distributed in about 48 cities in six provinces, seriously restricting the transition to green coal mining. The coal industry should speed up the closure of small coal mines in key provinces and cities, eliminate outdated production capacity in the central region, increase the speed and proportion of coal resources moving westward, and promote high-quality development of coal mining.

The conversion of carbon-containing feedstock into liquid fuels can proceed via the Fischer-Tropsch synthesis, which is catalysed using supported cobalt catalysts. These catalysts contain noble metals to facilitate the reduction of oxidic cobalt species in the catalyst precursor to metallic cobalt, which is the catalytically active species for the Fischer-Tropsch synthesis. This is thought to occur via hydrogen spillover, i.e. the diffusion of atomic hydrogen over the support from the noble metal to the oxidic cobalt moieties. Noble metals may also affectthe dispersion of cobalt in the active Fischer-Tropsch catalyst. The economic aspect of the addition of noble metals to the Fischer-Tropsch catalyst is discussed.

This paper develops the themes explained at the previous SAIMM Platinum conference by Whittle and Burks1. Optimization techniques can be used to significantly increase the value of mining businesses by enabling better long- term planning decisions. Open pit and underground mine design, mine scheduling, cut-off grade and blending, stockpiling, and the linking of these to flexible elements of the metallurgical recovery processes are all evaluated together. Transport or sale of intermediate products and the requirements of the product metal markets can also be considered. Experience shows that net present value (NPV) can potentially be increased by 5-35 per cent or more, usually even before the expenditure of significant amounts of project capital. The case studies presented include: ? An existing operation with multiple open pits and PGM concentrators linked to offsite downstream processing facilities, and with infrastructure constraints for which the scheduling of current operations and the potential for expansion were investigated ? An existing operation with an integrated portfolio of mines, concentrators, smelter and refinery, for which the various possible sources of ore for processing were prioritized to match the downstream process plant constraints and the product markets ? An underground operation in Zimbabwe for which the optimum mining width was calculated and expansion plans were evaluated ? An underground mine with many separate mining sections, for which a revised schedule was developed aiming to keep the shaft system and processing plant at capacity with the highest net value material available at any time throughout the life of mine. In the concluding section of the paper, a few brief notes are included suggesting how the strategic recommendations from enterprise optimization studies may be implemented by the Owner?s team.

Fluid-bed technology is a key pyrometallurgical step for processing a vast number of ores and concentrates. Over the past 50 years, considerable research and development efforts have been made by Metso Outotec to expand the application window of this technology. This paper illustrates different processing routes where fluid-bed technology plays an important role in the production of the copper. The fluid-bed processes utilized are partial, sulfate-producing, and dead roasting. The focus of this paper considers the advantages of the dead-roasting process. This “zero waste” process can provide copper oxides, steam, electrical power, and sulfuric acid for new and existing solvent extraction–electrowinning plants. In a case where an operation is running out of oxidic ores and concentrates, fluid-bed roasting can be applied to close this gap and provide the required copper oxides in a sustainable way.

Material handling in surface mines accounts for around 50% of the operational cost. Optimum truck dispatching plays a critical role in the reduction of this operational cost in truck and shovel surface mines. Researchers in this field have presented several mathematical models to solve the truck dispatching problem optimally. However, a critical survey of the literature has shown that three significant drawbacks exist in the available truck dispatching models. The published models underestimate the importance of the interaction between truck fleet, shovel fleet, and the processing plants. They also disregard goals set by strategic-level plans. Moreover, none of the available models account for the uncertainty associated with the input parameters. In this paper we present a new truck dispatching model that covers all of these drawbacks, using a fuzzy linear programming method. The performance of the developed model was evaluated through implementatin in an active surface mining operation. The results show a significant improvement in production and fleet utilization.

The risks associated with operating water reservoirs and tailings storage facilities (TSFs) are different because of their different purposes, methods of construction and operation, and characteristics of the materials impounded and their flow behaviour. Regardless of the differences, these two types of structures are often put in the same category when it comes to risk assessment and the application of relevant methodologies, which may result in unrealistic outcomes. In this paper we investigate whether it is possible to apply the risk ranking methodology designed for water reservoirs to TDFs and overview the key differences between these two types of structures. We also provide a comparative analysis of the results obtained by conducting a risk assessment of the operation of a TSF, applying the method recommended by the International Commission on Large Dams (ICOLD), and analyse the results using the failure mode and effects analysis (FMEA) technique. It is concluded that a more realistic evaluation of risk levels can be obtained by adopting a systematic approach to risk assessment in accordance with the traditional risk definition on which the FMEA technique is based.

Mr Chairman, members of the executive committee, the sub-committee, distinguished speakers at this opening plenary session, delegates, affiliates, ladies and gentlemen. It is with pleasure that I have been called upon today to make these opening remarks and officially welcome you al at this auspicious assembly, the Fifteenth Congress of the Council of Mining and Metallurgical Institutions. Not only am I pleased to open the proceedings at this plenary session but for me to do so at Sun City in the North-West Province makes me doubly pleased. It is my wish that al delegates and their companions will enjoy the activities that are planned throughout the Congress and leave here with minds refreshed and stimulated by the technical sessions and memories enriched by being in such a unique and truly delightful setting as exists here at Sun City. The mix of delegates present reflects CMMI activities in many countries throughout the world-Australia, Japan, China, United Kingdom and South Africa among others. When it comes to mining and related activities, South Africa has a place at the top, a dominant role in platinum, gold, chromium, vanadium, dimension stone, coal and so forth, and here in the North-West Province we can proudly declare that some 25 per cent of the revenue from minerals in South Africa, namely R47 billion come from this area. Furthermore, we lead in the production of platinum group metals with 94 per cent of South Africa's total sales and thus hold first place in the world, 46 per cent of dimension stone sales, 32 per cent of chromate and 25 per cent of gold sales.

In many respects a porphyry copper ore concentrator plant can be considered as a simple system. Chalcopyrite typically liberates well at relatively coarse sizes, and even low grade ores are amenable to upgrading 20 to 30 times to produce concentrate grades in excess of 25 % in very simple Rougher- Regrind-Cleaner+Scavenger flotation circuits. The flotation response of chalcopyrite has been well characterised in many fundamental and applied research studies and the conditions necessary to depress pyrite and other floating gangue species are well understood. But what happens to the particle surfaces when you have a 50 km pipeline between the grinding circuit and the flotation plant? How does the seasonal variation in water quality affect your ability to control pulp chemistry? What impact does the relative concentration of the different sulphide species have on their separability? Why do two plants that receive nominally the same ore produce consistently different results? And most importantly, what do you need to do to improve the performance of both plants? To answer these and other questions, a focussed sampling and analysis programme was carried out at the Las Tórtolas flotation plants in 2018 and 2019. The work included full down-the-bank sampling, hot floats, the use of radioactive tracers for determining residence time distribution profiles, gas dispersion measurements, detailed mineralogy by size across the circuits and multiple regrind surveys. This comprehensive study was augmented by analysis of historical mineralogy, geometallurgy and operating data using modern data science techniques, and has provided the foundation for current and future optimisation initiatives. E. H. D. Carman: The results achieved at Buffelsfontein Gold Mining Company Limited are very encouraging and it seems certain that as far as the conventional uranium recovery process is concerned solvent extraction must entirely supplant the old resin ion exchange process. The operational costs given by Mr Meyburgh indicate that the chief cost items in solvent extraction are reagents. In other words 38.4 per cent of the operational cost at Buffelsfontein is due to the replacement of the organics lost from the plant. It is reported from a wide field of experience that loss, particularly of amine, is a direct function both of the quantity and nature of finely divided suspended solids in the pregnant solution and the extent to which the design of the mixers causes the formation of secondary dispersions which do not easily separate in the settler. There is in addition the unavoidable loss of amine due to its solubility in the aqueous solution which is thought to be about 4 p.p.m. In order to minimise solvent losses therefore, efficient clarification at the head of the solvent extraction plant would appear to be a most important requirement. For this reason the newly erected plant at West Driefontein Gold Mining Company Limited has two Funda Pressure Filters each with a filtering area of 540 sq. ft. which are together designed to handle up to 440 g.p.m. of filtrate. This plant has not yet been commissioned but preliminary testing indicates that suspended solids in the sub micron size range which do not settle even on protracted standing of the solution, will rapidly blind the clarifiers. This should not affect solution clarity but frequent backwashing adds to the cost of precoating. The difficulty was countered in the laboratory with continuous additions of filter aid in addition to the precoat but, as Table 11shows, cost of filter aid is high and its use will have to be optimized against organic losses due to less efficient clarification. This will need much careful observation over a relatively long period of time. Costs shown in Table 11 are based on Mr Meyburgh's figures adjusted to probable conditions at West Driefontein Gold Mining Company Limited. The assumption based on small scale testing is that it will cost 5.2c/ton in filter aid to clarify filtrate to a level of about 5 p.p.m. of suspended solids, in order to restrict the amine loss to 10 p.p.m. which is likely to be equivalent to an entrained organic loss worth approximately only 2.6 cents per ton. Of course poor clarification as mentioned earlier is only one of two or even more causes of organic losses and it seems obvious on the above basis that the operation and economics of pressure clarification will need close investigation. A second important consideration at West Driefontein has been the design of the pump-mixers which must perform the dual function of phase mixing and providing the necessary hydraulic gradient for counter current flow of the two phases. The arrangement is shown in Fig. 1.

"Platinum is a highly valuable resource, its safe and economic extraction is paramount. The success of platinum mining by the bord and pillar method depends heavily on a comprehensive and dependable pillar design method. Pillars need to be large enough to safely support the load and small enough to avoid loss of resources. A critical evaluation of current pillar design systems used in narrow-reef platinum mining was undertaken using practical experience from a large feasibility-stage platinum exploration project, supplemented by observations from several platinum mines in Zimbabwe. An extensive literature survey was undertaken in order to determine the current status of design systems. Through this approach, the shortcomings of current pillar design systems are highlighted. Areas are proposed for further research to obtain a better understanding on how additional factors influence pillar system stability. The exploration work highlighted how rock mass classification methods can be utilized in determining the overall strength of pillars. Current pillar design systems for narrow-reef platinum mining consider width-to-heightratio (usually with different exponents for width and height) and the strength of the pillar material. However, there are many more important factors that are not considered and which have a bearing on pillar system stability. An in-depth study of these parameters with a view to establish effective narrow- reef platinum mining pillar design systems needs to be undertaken. IntroductionPillars have been used as a means of support since the early days of mining. Pillarsupported mining methods such as bord and pillar require a reliable design system for them to be successful. This paper presents an evaluation of the current hard-rock mining pillar design systems as applied to a practical large-scale narrow-reef platinum mining feasibility study. It is vital to have a dependable pillar design system for economic and sustainable mining. Using an extensive database collected from the project, the pillar strength formulae were tested and several discrepancies noted. This necessitates the establishment of more reliable pillar design systems. In narrow-reef platinum mining, large compressive stresses accompanied by geological and geotechnical factors contribute to pillar instability. A well-formulated pillar design system is required that accounts for such factors so as to minimize pillar failures."

The aim of this paper was to establish if mineral resource scarcity is a driver for South Africa to transition to a circular economy. The project objectives were achieved by investigating economically viable, and critical or strategic minerals remaining in South Africa, as well as resource scarcity, as a driver for South Africa to transition to a circular economy. The study found that some minerals in South Africa, such as iron ore, lead, manganese, gold, and cobalt have less than 50 years of economically viable mining remaining. At least 18 minerals can be classified indicatively as critical or strategic: aggregates, bauxite, chromite, cobalt, copper, gold, graphite, iron, limestone, lithium, manganese, nickel, phosphorous, platinum group metals, rare earth elements, silver, titanium, and vanadium. The classification was based on the minerals’ economic importance, supply risk, and potential use in the development and manufacturing of emerging technologies. The findings suggest that the scarcity of mineral resources is a critical driver for the country to transition to a circular economy. Other identified drivers include socio-economic factors, climate change commitments, and business objectives. All minerals are non-renewable resources and at risk of depletion, therefore sustainable extraction and use are critical. Priority should be directed at investigating circular economy opportunities and substitutes for commodities at risk of being depleted within the next 50 years. There is an opportunity for South Africa to transition from a minerals export-based model to one that promotes local mineral beneficiation and manufacturing of end products.
