This report deals with the efforts to develop a portable device suitable for underground use for the purpose of measuring the frequency of vibration of the horizontal chords of Birmingham roof trusses. Four devices are investigated and evaluated. An approximate emperical expression developed from a mathematical analysis provides a means of converting the frequency into tension. The method appears to be effective in mines with shale roof but requires some modification for other roofs.

The first steps in the process of mine evacuation are the recognition of a problem and an attempt to communicate the problem to miners who may be affected. This chapter will focus on the way that a problem, fire, came to the attention of mine personnel and the messages that were sent to miners in the affected areas. The concept of information uncertainty, which was introduced in chapter 4, will be discussed as it influences problem perception and diagnosis. Sociotechnical and interpersonal communications will be explored and suggestions for improving these systems will be offered. It might seem that the first indication of a dangerous fire would motivate individuals to take self-protective action, to evacuate the affected area or structure, and to provide clear warning to others who are in danger. Research has actually shown that in most situations this does not occur. Instead, time is taken to gather more information, confirm information that is provided, and consider possible alternative explanations that could account for the given circumstances [Canter 1990; Scanlon 1979; Bickman et al. 1977]. This process of confirmation can lead to the loss of critical time. Canter [1990] summarizes the problem in his book, which reports studies of a number of fire events: "As discussed throughout this book, ambiguity and confusion, incoherent instructions and time-wasting actions, lack of appropriate instructions and misunderstanding of the nature of the event that is unfolding, are all hallmarks of fires and emergencies that kill people." In this chapter, the detection of each mine fire and the communication of warning to endangered miners will be reviewed with an emphasis on how those processes were affected by the availability and use of information. Information can become available through a variety of mechanisms during an emergency situation. First, cues may be taken directly from the environment. Smoke is an obvious example. Secondly, mechanical devices, such as smoke detectors, may provide warning messages. A third source of information is interpersonal communications. These can occur face-to-face or through some mechanical device such as a telephone. With all three methods there is a possibility of miscommunication, misunderstanding, and misinterpretation. All of these means of communication were used with varying degrees of success in the three mine fires analyzed here. A fire, like any nonroutine situation, engenders uncertainty about a diagnosis and understanding of the problem [Mead 1938]. This uncertainty leads to delays in realization of the seriousness of the situation and therefore in the proper response to it. Delay in action is an important concern in any fire setting, but is even more at issue in underground coal mine fires. Mine fires are qualitatively different from structural blazes: workers' escapeways may be miles long; the seam height at many operations is so low that it is impossible to walk upright; access to underground workings is always limited to a few (sometimes only two)

In broadest overview, a substantial part of the world's mineral industry in 1990 registered small gains over its 1989 performance, but traditional statistical measures of mineral industry performance, namely global production, trade, and consumption levels, failed to mirror these gains. This was because of the sharp downturns in the mineral industry activity in the U.S.S.R. and the former centrally planned economy nations of eastern Europe. These downturns in this one geographic area had influences on almost all traditional statistical series, in some cases simply significantly reducing growth, in other cases providing for a global downturn, in almost all cases despite considerably brighter outlooks based on activities in other world areas. To be sure, the U.S.S.R. and eastern Europe were not the only places on the planet suffering problems of one type or another in 1990 that impacted on minerals industry activity, but with the acquisition of information presently available, it seemed almost assured that the difficulties of these economies in transition will be the most difficult of problems to resolve in the long run. It certainly appeared that the legacy of the half century or more of economic central planning will be a decade or more of very difficult adjustments, and a number of these will greatly affect not only the minerals industry of these transition countries, but also the rest of the globe's mineral industry as well.

"INTRODUCTION This paper is one of a series being published by the Bureau of Mines pertaining to an investigation on the use of stemming in metal mines now being conducted at the Mount Weather Testing Adit. The Bureau of Mines started a continuing program to investigate and evaluate analytical techniques to assist governmental agencies to select simple, rapid, reliable methods for crude oil spill identification. Six crude oil samples were analyzed to evaluate gas-liquid chromatography, atomic absorption spectrophotometry, infrared spectoscopy, sulfur and nitrogren determinations, mass spectrometry, nuclear magnetic resonance spectroscopy, and ultraviolet spectrophotometry. Samples were studied from the following selected fields: El Morgan, Egypt; Duri, Indonesia; Minagish, Kuwait; Bachaquero, Venezuela; Gach Saran, Iran; and Prudhoe Bay, Alaska. These samples were chosen to represent high-production fields that are likely to be involved in oceanic transport. Over 50 years of Bureau of Mines analytical research on petroleum served as the basis for evaluation of the experimental results to determine which of the methods are effective techniques to identify crude oil spills. Gas-liquid chromatographic analysis, atomic absorption spectrophotometric analysis, and sulfur-nitrogen determinations are recommended as the most useful of the techniques investigated.

Provide a coalbed methane data source for industry use in mine planning. Approach Coalbed methane data have keen collected and formatted into a computer implemented data base with software developed for storage, retrieval, and generating files of selected data in response to information requests and for statistical analysis of relationships among various coal parameters. How It Works Coalbed methane data is obtained by the Bureau's direct method test on exploration coal cores. The test involves sealing fresh coal cores in desorption canisters and periodically bleeding the gas into a water-filled, graduated cylinder to measure the volume of gas released. Coalbed methane data collected over the past 9 years have been entered into a computer-implemented data base for efficient retrieval and statistical analysis. Data base processing is accomplished with a commercially available storage, sorting, retrieval, and report writing software package (Datatrieve 11). Information requests from the coal industry are processed with the system, and the data in the desired output format am printed and forwarded to the requestor. "INTRODUCTION In September 1943, the Bureau of Mines conducted a limited program of churn drilling on the Winskell property in the Shullsburg area of Lafayette County, Wis. The work was undertaken as part of a general investigation by the Bureau of the zinc-producing area of southwestern Wisconsin at a time when special effort war being made to increase the production of metals necessary for the war program.Drilling described supplemented a previous drilling program conducted by the Vinegar Hill Zinc Co. The results of both programs encouraged subsequent investigation by the Cuba Mining Co. and eventual development of the Andrews mine.ACKNOWLEDGEMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Many significant events that began in 1990-91 continued to have a profound impact in the world minerals economy in 1992. The dissolution of the U.S.S.R. and the formal breakup of the Council for Mutual Economic Assistance (CMEA) had significant effects far beyond the geographic boundaries of Europe and Central Eurasia. CMEA's network of economic interdependence had relied on central planning, a variety of subsidies, and barter agreements that allowed its members to function without the pressures of productivity and efficiency. In the mineral sector, many decisions had been made based on the need for military planning and technology competition with the market economy world. Because of inexpensive oil available through subsidies and technology assistance from the former U.S.S.R., industries III CMEA member countries had been able to function and maintain production to supply minerals and materials required to support the policies of the central plan. In 1992, most of the former CMEA countries decreased their output of many minerals. In some cases, the network of production that had been in place was severed. Political and economic instability, destruction of infrastructure, and new priorities were affecting other mineral industries in the area. In late 1991, 15 independent countries replaced the U.S.S.R. and in early 1991 the former CMEA countries found themselves trying to adjust to the realities of economic independence and the need to compete with former allies for survival. Although 11 of the 15 former Soviet republics joined in the Commonwealth of Independent States (CIS) in December 1991, in 1992, individual economic needs exceeded the needs of the Commonwealth III importance. As a result, new mineral trade patterns emerged as minerals were used as a source of much needed capital.

ALTHOUGH the quantity of material handled at metal and nonmetal mines in the United States in 1962 was 2.7 billion tons, the same as in 1961, a larger proportion was waste. At metal mines, crude ore production declined 1 million tons and waste output rose more than 18 million tons; at nonmetal mines crude ore production declined 6 million tons and waste output rose 36 million tons. Copper and iron ore producers increased their share of crude ore and material handled from about three-fourths to four-fifths of the national metals total, and sand and gravel and stone producers in-creased their share of the nonmetals total, also from three-fourths to four-fifths. Six States-Arizona, California, Florida, Michigan, Minnesota, and Utah-each handled more than 100 million tons of ore and waste, and together they accounted for 43 percent of the U.S. total. When the large-volume construction materials (sand and gravel and stone) were excluded from the totals, four States-Arizona, Florida, Minnesota, and Utah-supplied over half of the material handled.

The physical properties and specific gravity ranges of various liquids and salt solutions used for laboratory sink-float separations of rocks or minerals are presented. The test equipment and techniques employed by the Bureau of Mines in making sink-and-float separations of particles as coarse as 3 inches to as fine as 400 mesh are described. Also discussed are methods of recovering and reclaiming the liquids or salts from the minerals and wash solutions, as well as the hazards encountered and precautions to be followed while working with the materials. The laboratory use of various liquids for separating minerals of different specific gravities has been recognized for many years. During this time, laboratory sink-float procedures have proven their utility as a rapid and moderately accurate means for determining the mineral content of ores, test products, and plant products in certain nonmetallic concentrating operations, such as those producing mica, spodumene, kyanite, and so forth. These procedures also have been used as analytical tools for determining the mineral content and associations of other metallic and nonmetallic ores.

Underground coal winning operations can broadly be classified as conventional, continuous, and longwall mining. In conventional mining, the operations of cutting, drilling, blasting, loading and hauling, and roof support are performed in that sequence in each working face in a work area. The major difference between continuous and conventional mining is that the coal is cut and loaded by a continuous miner in the former, thereby combining the unit operations of cutting, drilling, shooting, and loading into one. Longwall applications have been viewed with great interest in recent years, and although at the end of 1970 there were only 37 longwall installations in the U. S. with combined production of less than 4 percent of underground total, there is no question about the growth potential of longwall in the United States. Increased capacity, versatility, and power characterize continuous miners today. Although continuous miners have outsold conventional gathering-arm type loading machines for some years, the latter, in the new extra-high capacity types, are continuing to find wide use. Whether the mining system is continuous or conventional, the haulage units may include six-wheel articulated shuttle cars, tractor-trailer units, or extensible belt and bridge-conveyor systems, all tending to increase the productivity of the face units. The decision as to which to choose - continuous or conventional mining - is complicated, and both systems are capable of high production rates. As part of its mine safety and health research program, the National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory, has been investigating the geologic and mining factors influencing methane gas emissions associated with longwall mining. A primary focus of this research has been the consequences of increasing longwall panel dimensions, particularly face width, in gassy coalbeds. Continuous longwall face emission monitoring studies were conducted at two adjacent mines operating in the Pocahontas No. 3 Coalbed, where longwall faces were to be extended from 229 to 305 m (750 to 1,000 ft). Average longwall pass methane emission rates for 229-m (750-ft) wide faces were 61 % (0.072 m31sec (153 cfm)) higher at the VP-3 Mine than at the VP-1 Mine. It was predicted by regression analysis of methane emissions data from 229-m (750-ft) wide faces that extending faces to 305 m (1,000 ft) would increase methane emission rates by only 7%, or 0.009 m3/sec (20 cfm), to 0.144 mysec (304 cfm) at the VP-1 Mine. In contrast, it was predicted that extending faces to 305 m (1,000 ft) at the VP-3 Mine would increase methane emissions by as much as 13%, or 0.029 mysec (65 cfm), to 0.268 dlsec (567 cfm).

Knowledge of fracture systems in oil or gas reservoirs is essential to the efficiency of both primary and secondary production operations. A relationship was established between structural features of the surface and both natural and induced fractures in oil and gas reservoirs, thus providing a method of predicting the direction of rock fracture prior to field development and well completion. Correlations between the surface features and under-ground fractures resulted from analysis of joint strike measurements, bottom-hole impression packer surveys, photographs of hydraulically fractured wells, fracture data from oriented cores, in situ strain measurements from formation outcrops, and lineament analyses from aerial photographs. The mean orientation of surface fractures, lineaments, and stress field directions ranged from N 53° E to N 73° E, compared with an average orientation of N 63° E for the hydraulically induced fractures. Tectonic stress field was shown to influence the direction of hydraulically induced fractures. This report presents the details and application of techniques to obtain the orientation of the principal horizontal compressive stress field component and thus the direction of induced fractures.

Since 1990 and the publication of the Ergonomics Program Management Guidelines for Meatpacking Plants by the US Occupational Safety and Health Administration, numerous reports of companies implementing ergonomics program have been published. However, despite these numerous reports, no examples of implementing an ergonomics program in the mining industry have been reported. In 2000, NIOSH initiated a long-term project to demonstrate the implementation of an ergonomics process designed to identify and reduce exposures to ergonomic risk factors found in mining. The mine selected for this project was the Jim Bridger Mine, a surface coal mine located 35 miles northeast of Rock Springs, Sweetwater County, WY. This paper discusses how a large, surface coal mine implemented an ergonomics program and the lessons learned while doing so.

Native asphalt was produced by five companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by White Uvalde Mines and by Azrock Industries Inc., Uvalde County, TX. Gilsonite, a solidified hydrocarbon, found only in Utah and Colorado, was mined by American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California), by Ziegler Chemical and Mineral Corp., and by Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) from properties in Uintah County, UT.

The increasing concern for dust control in metal and nonmetal mining prompted the Bureau of Mines to investigate the comparative effectiveness of three wet dust control techniques for face drilling. Previous attempts to achieve effective dust control on face drills with dry collectors have not met with success, the largest problem being sustained effective dust capture at the face. Results show that (1) foam-through-the-drill can provide 95-pct average total dust reduction in gypsum; (2) water mist-through-the-drill can provide approximately 91-pct average total dust reduction and 93-pet average respirable dust reduction in salt; (3) external boom-mounted water sprays can provide approximately 50-pet average dust reduction for both total and respirable dust in salt. The investigation showed that (1) foam and water in small quantities are very effective dust control techniques for face drills when applied through the drill steel at the point of dust generation, and (2) boom-mounted water sprays are only minimally effective for dust control on face drills.

"ObjectiveDevelop a portable emissions measurement apparatus to sample and measure tailpipe concentrations of diesel particulate matter (DPM), carbon monoxide (CO), carbon dioxide (COJ, nitric oxide (NO), and nitrogen dioxide (NOJ under steady-state engine load and speed conditions during a 1-minute test.BackgroundThe U.S. Bureau of Mines (USBM) has a comprehensive research program to develop ways to reduce exposure of miners to diesel exhaust pollutants. Engine maintenance has been shown to have important effects on such exposure.Accurate measurements of tailpipe emissions are becoming an essential part of a good maintenance program for underground mines that use diesel-powered vehicles. Past studies of particulates in U.S. underground coal mines have shown that DPM alone may be present at concentrations greater than 1 milligram per cubic meter (mg/m3), half the 2-mg/m3 limit for respirable coal mine dust. A poorly tuned (smoking) diesel engine may be the sole cause for respirable dust concentrations exceeding the limit. Although there is currently no standard specifically for DPM in U.S. mines, regulatory steps are underway, and significant reductions of DPM levels in both coal and metal mines will most likely be required.Tailpipe emission measurements can provide diagnostic information to identify engine malfunctions such as clogged air cleaners, faulty injectors, or incorrect injection timing. In some cases, mine vehicle tailpipe DPM concentrations have been reduced up to 50 percent by engine maintenance and adjustments.An accurate measuring instrument would also be useful for determining the effects of exhaust control devices on tailpipe emissions. Little information is currently available about the overall effectiveness of exhaust controls after long-term use. Raw exhaust concentrations with and without the control device can be measured in underground mines, and from these data a control efficiency can be calculated. Knowledge of the effectiveness of exhaust control devices over time is needed to make intelligent decisions on bow to use and maintain these devices, and when to replace them."

1. COAL PRODUCTION: Under Section 402 of Public Law 95-87 (SMCRA), coal operators are required to pay a fee when coal is sold, used, or transferred. These fees are deposited in the U.S. treasury as the Abandoned Mine Land Fund. Information about the type of coal (bituminous, lignite, or underground) and tonnage are tabulated on Form OSM-1 and submitted with the fee, which is paid quarterly to the Office of Surface Mining. The coal production data presented in this report was compiled from information stored in the Office of Surface Mining Fee Collection System computer data base. Collection of the fee began with the last quarter of 1977; therefore, 1978 data includes the last quarter of 1977 and the first three quarters of 1978. Information for each successive year follows the same tabulation pattern. Surface production includes both bituminous and lignite coal; underground includes tonnage reported as underground mined. In New Mexico and Montana, coal production on Indian land is listed under the Crow, Hopi, and Navajo Tribes. 2. HISTORIC COAL PRODUCTION: Federal Government agencies have published coal production data since 1807, the date of the earliest record. The source of coal production data used to compile this graph was: 1891-1895, U.S. Geological Survey, Division of Mineral Resources; 1896-1977, U.S. Bureau of Mines annual Minerals Yearbook; 1978- 1991, Office of Surface Mining data described in footnote 1 above. 3. NUMBER OF MINES: The number of mines was compiled from Office of Surface Mining Fee Collection System data described in footnote 1 above. Annual totals were calculated by adding together the number of operations with the same Mine Safety and Health Administration numbers reported each quarter and dividing by four to give an annual number in each state. 4. ENFORCEMENT ACTIONS: Enforcement action data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The data presented are all actions taken by both the state regulatory authority and the Office of Surface Mining. Citations issued are the sum of Notice of Violations (NOVs) and Cessation Orders (COs). Because the Hopi and Navajo jurisdictions overlap in Arizona and New Mexico, enforcement actions data for the tribes have been combined in annual reports prepared by the Albuquerque Field Office; therefore, they are combined for this report and listed under Navajo Tribe. 5. ACREAGE PERMITTED: Acreage permitted data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The acreage listed was permitted during the year shown and is not the total acreage under permit during that year. 6. BONDS RELEASED: Acreage of reclamation bonds released was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The sum of final Interim Regulatory Program bonds and Phase 111 (or final release) bonds shows only the land area where reclamation is complete and has been released by the regulatory authority.

In the early part of the your 1919 the Bureau of Mines undertook a study of methods of handling oil after it had buon produced, with the view of pointing out the losses due to evaporation and other causes. Observations on present methods show that the oil is subject to largo losses in both quantity and quality from the time it loaves tho well until it is recoivod by the pipe-lina company. During this time it is splashed into four or more tanks of various sizes and with little or no protection over the tops. From the settling tank, where the flow of oil is tamporarily stopped in order to permit sparation of ter and sediments, through the gago tanks and leaso gathering tanks to the largo tank storage where it is hold for many days, rich gasoline vapors roadily escape, especially from tho ghor gravity oil. As no effort is made to measure the oil before it reached the storage tanks, where it is delivered to the pipe-line company, the lossos of the light products of the oil can only be approximated, and, as final results will show, are no doubt usually very much underestimated. In conducting this investigation, the Bureau has endeavored to make tests that would show quantities and values lost, in order to impress better upon those concerned what might be saved through a little more diligence. Eperiments were conducted on both California and Mid-Continent oils. The field operimental work done in California, on which a report is to be published in the near future, is cutlined briefly below: The field work consisted in collecting from operating companies data on storage of oils in large tankage and in performing experiments in the field on storing and piping oil to small lease tanks under practical conditions. Acourate Easurements were takon on the volume, gravity and gasoline content of the oil as it passed through the various stages in its removal from the lease. The work extended over the four seasons of the year in order to obtain better the effect of varying winds and high and low atmospheric temperatures during those periods. Thanks are due to the many oil operators who have taken a personal interest in the work and gave valuable information and assistance. One company furnished the oil and tanks and much of the apparatus and labor. This company also per- mitted the work to be done on its properties in the Coalinga field. This was of material aid, as the results were to be comparative and therefore it was necessary that the same gravity oil be used throughout the experiments.
