This study is intended to serve three roles. First, it is the second annual edition of this study in a separate volume that represents a global overview and summary to supplement and complement the five regional volumes that now constitute the U.S. Bureau of Mines international, geographically arranged studies. In this regard, it also extends previous works under this title that appeared in the inter-national volume of the Minerals Year-book from the inception of that volume (the 1963 edition) until it was subdivided into six separate volumes in 1989. Following the traditional format of past chapters under this title, the basic statistical presentations herein deal chiefly with 1990, and in a few instances with 1988 or 1989; these latter two only because more recent, comprehensive global statistics simply are not yet available owing to delays in data collection and processing in some countries and continued governmental suppression of data in others. The second role of this study is to provide an update to the coverage of events impacting on the world's mineral industry that have occurred between the end of 1990 and the preparation of this study. Inclusion of this update is almost essential because of the potential effect of some of these events on global mineral industry activities.

The Bureau of Mines experimental blast furnace, Bruceton, Pa., was operated to determine the feasibility of replacing part of the burden coke requirements with solid fuels injected directly into the smelting zone. This report describes preliminary experiments and information resulting from such an interchange. These experiments were made on an all-sinter burden, using two parts sinter to one part fuel. Anthracite fines were injected intermittently into the smelting zone of the furnace by compressed air through auxiliary tuyeres. The interval between injection periods ranged from 5 to 15 minutes. A maximum of 28 percent of the stock column coke bur-den was replaced. This percentage replacement caused furnace malfunction, but the overall percentage of these experiments indicated that 20 to 24 percent of the coke requirements could be replaced in this way. The metallurgical coke consumption was decreased by as much as 377 pounds (25.3 percent) per ton of pig metal produced. Buckwheat anthracite No.4 was used in this experiment; however, such solids as bituminous coal or coke fines also could be used. The frequency as well as the quantity of solid fuel injected has a direct bearing on furnace performance.

This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. The U.S. Bureau of Mines estimated the potential availability of titanium from 39 mines and deposits in 12 market economy countries. The evaluated properties account for 76 pet of the market economy country demonstrated resources, which total 603 Mt of contained titanium dioxide (Ti02) in the minerals rutile, ilmenite, leucoxene, and anatase, and represent 95 pct of current production. Approximately 250 Mt of contained Ti02 could be economically recovered from evaluated titanium operations at January 1992 market prices. In terms of mineral concentrates, this equals approximately 19 Mt of rutile concentrate, 110 Mt of ilmenite concentrate, 47 Mt of synthetic rutile concentrate (in addition to the ilmenite), and 160 Mt of titanium slag that could be recovered. Over the past decade, the titanium minerals industry has adapted to the changing market. In the 1980&apos;s, titanium producers expanded production because of the rising demand for titanium products. Today, the titanium industry is in a state of overcapacity, and byproduct revenues, such as that from zircon, have become essential in keeping operations profitable. The industry has also witnessed a greater dependence on upgraded ilmenite products, such as titanium slag and synthetic rutile, because of the expense of rutile and the lower wastes emitted from these upgraded products. As a result of this dependence on upgraded ilmenite products, South Africa has become a leading titanium producing country and has displaced Australian production.

Control respirable dust in underground coal mines through selection of optimum water spray pressures. Approach Through underground trials at longwall and continuous mining operations, the relationship between operating water spray pressure and respirable dust levels at the machine operator&apos;s location was determined. Defining the Application Water sprays are used for two significantly different control applications. On longwall mining machines, sprays are commonly installed both on the body of the machine and on the cutting drum. Sprays on the body of the machine are used to redirect dust which has already become airborne away from the machine operator. Each spray acts as a small fan, directing the primary airflow over and around the machine and towards the face, away from the operator. The energy of this system is directly related to the spray pressure. Higher pressures move more air, but care must be taken not to cause turbulence and boilout into the walkway. Sprays mounted on the drum are, effective at suppressing the respirable dust at the bit/coal interface and preventing it from becoming airborne. Again, these sprays must not impart excessive energy to the dust particles thus stirring up more dust than they suppress. While mounting sprays on the shearer drum is standard industry practice, there is no reliable technology available to successfully mount water sprays on the cutting drum of continuous miners. Instead, sprays are mounted on the machine body, close to the drum, and directed at the cutting head. This allows the water to reach the bit/coal interface and mix with the cut material. Here again, care must be exercised to prevent these sprays from imparting excessive energy to the dust particles and stirring up more dust than they suppress. These sprays can also cause dust "rollback" from the face, toward the operator, if operated at too high pressures.

"INTRODUCTION The increased use of coal as pulverized fuel has focused attention on the grindability of coal and on the necessity of evaluating this property by a method suitable for use in the usual coal-testing laboratory. Without some knowledge of how various coals behave in the grinding operation, that is, how their use affects mill capacity and power requirements, the selection of coals for pulverized-fuel plants cannot be made on the same critical basis used in selecting coals for other types of burning equipment. The grindability of a coal, serves principally as an indication of the mill capacity attainable in grinding it - not as a direct index of the total cost of grinding. Although the grindability of coal may play a minor role at some plants, it is a decidedly important factor where pulverizer capacity limits the ability to carry high loads.Purpose Standardized tests for determining the grindability of coal are relatively new, so that the information now available on the grindability of various coals is limited in comparison, for example, with that available on proximate analyses. Published information is restricted to determinations on many important Eastern coals by the Fuel Engineering Co. of New York, 4/ a bulletin giving the results of numerous tests by the Babcock and Wilcox Co. 5/, and a comprehensive report on. Alabama coals by the Bureau of Mines. 6/This report presents the results of grindability tests of 34 samples of coals from Illinois, Kentucky, Pennsylvania, Utah, Virginia, Washington, West Virginia, and British Columbia at the Northwest Experiment Station of the Bureau of Mines, Seattle, Wash., in cooperation with the College of Mines of the University of Washington. In the future, as the laboratories of the Bureau make grindalility tests of other coals, additional reports will be issued."

The prospect of utilizing bacteria in mining and metallurgical processes introduces a new and challenging area of investigation. Elements of bacteriology and metallurgy are discussed in connection with possible areas where biological science might be applied in extractive metallurgy. Bacteria may prove important in the selective separation of metals from ores and metallurgical solutions, the production of sulfur from gypsum or pyrites, and the production of sulfuric acid from elemental sulfur. A series of reports concerning the experimental applications of bacteria on minerals and metallic ores will follow this paper. For several years the Bureau of Mines has been investigating the action of bacteria in the oxidation of sulfide minerals and their potential uses in metallurgical processes. Primary attention has been given to the possible utilization of certain strains of autotrophic bacteria that live in industrial leaching solutions or fractures of mineral outcrops. The purpose of this paper is to acquaint the mining and metallurgical engineer with micro-organisms and some of their possible applications in the field of extractive metallurgy.

As part of the Bureau of Mines methane control program, the Upper Free- port coalbed was studied in Fayette County, Pa., where this coalbed lies about 650 feet below the Pittsburgh coalbed and contains the largest remaining reserves of any coalbed in the county. Coal and overburden isopachs, structure and joint pattern maps, and a fence diagram were prepared using data from gas and oil exploration logs and coal outcrops. These maps will aid in determining the need and/or feasibility of degasifying the Upper Freeport coalbed in the study area. Much of the coalbed in this area is under 600 to 1,400 feet of overburden. By correlation with data from the Pittsburgh coalbed, the gas content at depths of this order is estimated to be between 140 to 300 cf/ton of coal, for a total of 190 to 400 billion cubic feet of methane in this coalbed in Fayette County.

This paper details the computer hardware and software integrated to provide computer-assisted control and monitoring of four different coal mining machines. The backbone of each system is a U. S. Bureau of Mines integrated distributed microcomputer control network called BOM/NET. The network provides connections for intelligent sensors and systems that provide for navigation, diagnostics, and computer control. Many different computer systems using various operating systems (including RMX I, UNIX, VXWORKS, DOS and DCX51) have been connected to the network and each have had complete network functionality. A description of the network&apos;s integration to Joy&apos; 16CM, a Joy 14CM, a Jeffrey 102, continuous mining machines, and a custom built auger machine is provided. The networks for the Joy 16CM, the Joy 14CM, and the Jeffrey 102 have been installed and extensively tested at the Bureau&apos;s surface test facility. The Jeffrey 102 system has also been tested in a highwall coal seam. The Joy 14CM will soon be tested underground.

Minimize airborne respirable quartz dust produced by continous mining machines. Approach Install a shovel-mounted underboom water spray system on the off-curtain side of the mining machine. Dusty air containing quartz is momentarily trapped under the boom, where it is captured by fine spray mist. The remaining dust cloud is directed immediately behind the curtain before it can migrate back to the machine operator&apos;s location. How It Works Previous studies have shown that most of the dust generated by continous mining machines occurs under the boon as the cutter head shears down. The Bureau of Mines conducted tests using a tracer-gas technique to measure the effectiveness of the jet fan, which is often employed in mines to ventilate dead headings. Results of these tests show that jet fans can (1) ventilate dead headings beyond the maximum penetration distance indicated by smoke-tube detection of air movement, and (2) redistribute available fresh air through larger working areas. However, if the fresh air base is insufficient, the fan will merely recirculate the contaminated air and disperse it over a larger volume.

"INTRODUCTION The Phelps-Dodge Corp. New Cornelia Branch open-pit copper mine operated without a fatality in the drilling and blasting department from December 13, 1937, to April 1, 1947, and continuing.Between the dates named the explosives crews had a total of 746,520 man-hours of exposure and handled 12,000 tons of explosives, over 770,000 detonators, 2,300,000 feet of fuse, and 7,700,000 feet of Primacord in loading holes to break 116,780,000 tons of material.It is the purpose of this paper to record the procautions taken to insure safe handling of explosives at this operation where safety is definitely a matter of forethought rather than chance.GENERAL INFORMATIONThe New Cornelia Branch open-pit mine operates on a large, low-grade, disseminated-copper deposit about one-half mile south of Ajo, Ariz. The pit is approximately oval; the ore body being some 4,800 feet long and 2,750 feet wide. Ore is mined with electric shovels loading into railroad cars. All benches in- the pit are 40 feet in height except two, which are 60 feet high.The New Cornelia ore body differs from most porphyry-copper deposits in being hard and siliceous. In common with the other low-grade porphyry-copper deposits, continued operation is possible only with economical handling of large tonnages. This has necessitated a great deal of study in the evolution of a safe and efficient method of handling the large quantities of explosives needed in breaking this hard-rock material."

Ninety-seven roof bolts were instrumented with strain gages and resin-grouted in three areas of the Bear coal mine, Somerset, Colo., by the Bureau of Mines. Measurements taken with these instruments indicate roof support is achieved through a combination of point suspension and resistance to vertical and horizontal stresses caused by localized shearing in the roof. The localized shearing results in bending of the bolts, yielding due to high vertical stresses, and the transfer of high loads to the bolt head or plate.

Provide reasonably priced, reliable fire protection for blasthole drills. Approach An automatic fire sensing and suppression system using both dry and gaseous chemicals was developed, and is more shock and vibration resistant than similar industrial fire protection systems. How It Works Temperature sensors mounted in the drill&apos;s machinery house, hydraulic room, operator cab, and transformer area detect the heat from a fire, and trigger a sequence of actions. The same fire fighting sequence can be initiated from manual alarm boxes in the cab, hydraulic room, or machinery house. Electrical power to the drill Is immediately cut off, and a horn sounds to warn the drilling crew. After a 40-second, built-in, delay to allow time for drill&apos;s ventilating fan to stop, gaseous and dry chemical fire extinguishing agents are piped to and released in various rooms of the drill. The gaseous extinguishing agent (Halon 1301) is released in the machinery house, hydraulic room, and operator cab where dry chemical clean-up from electrical panels and machinery would be difficult and costly. Dry chemical is piped to the transformer room at the rear of the machine. Location of the principal components of the system are shown in the drawing.

The practice of using doors to control main ventilating currents in bituminous-coal mines is common throughout the industry. When doors are erected in pairs to form air locks, they are usually accepted as satisfactory by both State and Federal coal-mine-inspection agencies. A review of the contributing factors in recent methane ignitions showed that interrupted ventilation (often caused by doors latched open, destroyed, or damaged) was the principal cause of methane accumulations that subsequently were ignited.

Ear Mountain is an isolated mountain mass that rises abruptly from the coastal plain on the northwest shore of the Seward Peninsula. Geologically it resembles the more accessible Brooks Mountain and Cape Mountain areas to the southwest, being composed of a granitic core surrounded and partly capped by metamorphosed sediments. The occurrence of lode- and placer-tin deposits in this area has been known since the early 1900&apos;s, when the Seward Peninsula region was prospected extensively for both gold and tin. The Federal Bureau of Mines investigated the tin deposits in the Ear Mountain area during the 1953 and 1954 field seasons. The objectives were to delimit the areas in which tin minerals occur, as a guide to future prospecting, and to determine the amount of tin in the known prospects. Work by the Bureau of Mines included both placer and lode sampling.

Protect rescue workers fighting fires or mine personnel temporarily working in hot environments from heat stress. Approach A specially designed ice-cooled vest is worn while working in hot environments where cooling the mine air is not possible. How It Works The vest holds a total of 44 individual ice cells in packets that are firmly held near the wearer&apos;s skin. These ice cells remove heat from the wearer, reducing heat stress and increasing comfort. The locations of the ice cells and packets are shown in the diagram. The vest is constructed in three layers with the outer layer being aluminzed fiberglass cloth. Its aluminized surface reflects radiated heat, and its fiberglass cloth provides fire resistance and strength.

If you missed this year?s Texas State Holmes Safety Association meeting, you missed a great one. On January 23 & 24, 2009, we held the meeting that was rescheduled when Hurricane Ike threatened Corpus Christi in September 2008. Sixty-five persons from across the state attended the meeting held at the Holiday Inn Emerald Beach. The weather was 82 degrees, and the sky was clear and perfect for a safety meeting. Evaluations submitted by the attendees gave the presentations, the networking, and even the food top marks. There were eight councils represented; Big Country, Central Texas, Costal Bend, Heart of Texas, Hill Country, North Texas and North Central. Presentations included Workplace Examinations, Emergency Preparedness, Screen Safety, Contractor Responsibilities, Powered Haulage, Supervising for Safety, and Basic Inspections of Slings and Rigging. Mr. Edward Lopez, SC MSHA District Manager, gave the State of the District Address.
