Reduce respirable dust in coal preparation plants. Approach Survey a representative sample of coal preparation plants to (1) determine the dust problem extent, and (2) evaluate practical dust control techniques. Coal Preparation Plant Survey Results Of the approximately 500 coal preparation plants in the United States, 18 plants in six States were randomly selected for survey. The raw hourly capacities ranged from 250 to 1,250 tons, plant construction dates ranged from 1037 to 1982, and usually 3 to 10 workers were required per shift. Respirable dust concentrations within the plants surveyed ranged from very good (less than 1 mg/m') to very poor (14 mg/m3). No relationship was found between dust concentration and age or capacity of the plant. Six of the plants had long-term respirable dust concentrations between 7 and 14 mg/m' in specific areas; six had concentrations between 2.2 and 6.2 mg/m'. Except fur ventilation, only 4 of the 18 plants used operating dust control devices with mixed effectiveness.

The Bureau of Mines conducted laboratory studies on methods to increase the recovery of brine from slime produced by operating potash plants. The slime was comprised of 80 percent brine saturated with KCl and NaCl, and 20 percent solids. A variety of settling techniques, filtration methods, continuous centrifugation, and novel processing techniques were investigated. Vacuum filtration recovered 6S percent of the brine at 47 gallons of brine per square foot per day. Pressure filtration, on the other hand, recovered 74 percent of the brine at 40.9 gallons of brine per square foot per day. Centrifugation in a 6-inch-diameter continuous decanter-type separator resulted in 42 percent recovery of the brine at a treatment rate of 542 gallons of brine per day. Vertical drains proved to be the most promising novel debrining technique investigated. With this method, 45 percent of the brine was recovered in 3 days.

Selected glacial lake clay deposits in Minnesota were sampled, tested, and evaluated to determine their suitability for use as a bonding agent in iron ore pellet manufacturing. Preliminary tests conducted on clay samples obtained from five ancient glacial lake basins identified the clays in the Lake Agassiz glacial lake basin near Cook, Minn., as having the greatest bonding potential. An auger drilling program was conducted to obtain substantial quantities of representative material for detailed testing. The drilling indicated the presence of large clay reserves in excess of 500 million tons within the 12-square-mile area investigated. Bench scale tests indicated that the bonding properties of Cook area clays, when activated with relatively small quantities of sodium carbonate monohydrate (Na2C03?H2O), imparted excellent strength characteristics to iron ore pellets. Larger scale continuous pelletizing tests were made to confirm the bench scale results. These tests indicated that use of 1 percent activated clay alone as binder gave the iron ore pellets an overall strength slightly lower than with 0.75 percent bentonite, considered the industry standard. Use of 0.5 percent activated clay plus 0.5 percent bentonite produced better pellet strength qualities than use of 0.75 percent bentonite alone, without increasing the silica plus alumina content. The data from both bench scale and larger scale continuous tests suggest that the Cook, Minn., clays can be utilized after activation either alone or in combination with bentonite at an economic advantage over present pelletizing practice with bentonite.

As a part of the work which the Bureau of Mines carried out in 1916 and 1917 pertaining to the compressibility of natural gas , it became necessary to de termine the pressure -volume relations of several of the paraffin hydrocarbons of which natural gas is composed . Results of the work on natural gas were published in Technical papers 131 (Burrell , G.A. , and Robertson , I.W. , The compressibility of natural gas to high pressure , Bureau of Mines Tech . Paper 131 , 1916 , 12 pp. ) and 158 (Burrell , G.A. , and Robertson , I.W. , Compressibility of natural gas and its constituents with analyses of natural gas from 31 cities in the United States , Bureau of Mines Tech . Paper 158 , 1917 , 12 pp . ) , and curves were given of pressure volume deviations of the gases , methane , ethane , propane , and carbon dioxide at high pressures . original experimental data on these gases , however , were not published . The Other South Pacific Island states extend from Palau, also called Belau, near the Philippines in the west, to French Polynesia in the east. However, a number of countries and territories have been omitted, from this chapter because their mineral production was insignificant to the local economy. These include the French over-seas territories of French Polynesia and Wallis and Futuna Islands; independent states, including Kiribati, Marshall Islands, Micronesia, Palau, Tonga, Tuvalu, and Vanuatu; the New Zealand freely associated state of the Cook Islands, and the New Zealand dependency of Niue. What mineral production existed in these islands was limited to construction materials such as coral reef limestone, crushed stone, and sand and gravel in minor quantities solely for domestic consumption. FIJI The mineral industry of Fiji continued to be dominated by gold, although this sector contributed less than 1 % to the gross domestic product (GDP) of the country. Gold and silver together ranked second in value among the country's exports. Fiji's economy contracted 11% during the 8-month period following the first, on May 14, of two military coups. Although the island nation had been a member of the British Commonwealth of Nations since its independence on October 10, 1970, Fiji's membership terminated with the emergence of the Republic or Fiji on October 15.

Problems of design involving the high-temperature characteristics of materials of construction have focused attention on tungsten, the metal with the highest melting point. To study the properties of this metal a method was needed to produce tungsten of high purity easily and consistently. The Bureau of Mines has made tungsten metal in massive form on a laboratory scale by hydrogen reduction of tungsten hexafluoride (WF6). Metal made in this manner had a purity of 99.99 percent or better, with reference to all detectable impurities, including gases. The process tolerated a wide variation in operating conditions, and the results with respect to total impurities as low as 0.01 percent were reproducible.

The purpose of this study was to examine the lifting capacity of low-seam coal miners in four restricted work postures (roof heights of 36", 40", 44", and 48"), investigate the associated metabolic costs, and to examine electromyographic (EMG) data from eight trunk muscles during the lifting procedure. Subjects were thirteen underground miners accustomed to handling materials in restricted work postures. Each subject performed two twenty-minute periods of asymnetric lifting in each of four postures during the day of testing. The. frequency of lifting was 10 lifts per minute. A specially designed lifting box incorporated microswitches in one handle of the box and another in the bottom of the box, in order to examine the trunk muscle function at specific points during the lfting cycle. The data collected will be used by the Bureau of Mines to make recommendations for lifting materials in low-seam coal mines.

A series of open-flow tests was conducted in the Chickasha gas field, Grady County, Oklahoma, during June, 1927, under the direction of the U. S. Bureau of Mines and at the request of the Oklahoma Corporation Commission. The purpose of these teats was to determine whether or not any differences existed in the open-flow volume of a gas well when taken through well-head nipples of different diameters, and further, to establish if possible a relationship between open-flow volumes taken through well-head nipples of various diameters. The open flow of a well is the volume or quantity of gas, measured under standard conditions, that a well will produce when open to the atmosphere. There are several methods used for determining the open flow of wells; some of the methods are more suitable under certain conditions than others. The Pitot tube method is the simplest, is applicable to almost any condition, and is the one most commonly used. In the tests described in this paper no attempt was made to compare the Pitot tube method with the minute pressure measurement method or the orifice measurement method.5

On-the-job training is a common means of training or retraining workers and the practice may seem simple and straightforward. Doing it effectively however requires more thought and preparation than simply having someone follow an experienced worker around and watch what they're doing. Over the years, various techniques and practices have evolved that pass on the skills and knowledge of a trainer or coach in a manner that leads an inexperienced trainee to really absorb the information being taught. On-the-job training thus becomes less a haphazard show-and-tell and more a real transfer of information. The goal of this document is to describe how to develop or manage an on-the-job training program so that information is passed on from trainer/coach to trainee efficiently and effectively. By efficient is meant the best use of time and resources of all those involved in the training process, and by effective is meant that the trainee truly learns the skills and internalizes the knowledge needed to perform the job well. The first part of the document discusses topics to think about when developing a formal on- the-job training program. A structure based on coaching is suggested. Then a workshop designed to prepare trainers as coaches is described. Workshop materials include an instructor’s guide and trainee workbook. These materials can be used to train coaches and to assist trainees as they go through the learning process. Content related to specific jobs can be added to these materials to create targeted on-the job-training manuals. Structuring a formal on-the-job training program It is likely that some form of on-the-job training (OJT) is being conducted at your workplace. The formality of that training can range from a structured program to an informal “follow Joe around” method. If your program is completely unstructured, it may not be meeting current training needs. Worse, it may perpetuate bad habits and create “trained” employees who are not given the same information or evaluated to the same standards. Wiehagen et al. comment that, “Success in using unplanned OJT is usually dependent on the luck of the draw, that is, whether the informal trainer is competent at the task he or she is teaching, is motivated to teach, can organize the job into logical components, and knows something about good practices in teaching and evaluating” (2002, p. 27). It is only through planning a structured OJT program that consistency can be created and maintained. At the least, all trainees who have successfully completed such a program can be expected to perform at an established level—they will know what they must do to be successful.

Table 1 and figure 1 show the number of fires and fire in¬juries that occurred in underground coal mines by state during 1990-1999. Table 1 also shows by state the risk rates, employ¬ees' working hours, lost workdays, and coal production. Over¬all, 87 fires occurred in 12 states. Twenty-seven of those fires caused 34 injuries (the yearly average was 8.7 fires and 3.4 injuries). One fire and one injury involved a contractor. The underground mine fires required 25 mine rescue team interventions and 30 mine/section evacuations followed by 13 mine/section sealing/flooding/CO2/N2, gas injections. The Ewhr value was 1,003 x 106 hr (In = 0.007), the CP value was 4,008 x 106 st (Frr = 0.022), and the LWD value was 208. Virginia had the most fires (15 fires and 7 injuries). Pennsyl¬vania had the most fire injuries (12 fires and 9 injuries), fol¬lowed by Kentucky (12 fires and 6 injuries), and Alabama (12 fires and 4 injuries). Among these states, Alabama had the highest fire risk rate value (Frr = 0.073), whereas Pennsylvania had the highest injury risk rate value (In = 0.016). Table 2, partly illustrated in figure 2, shows by time period the number of fires, fire injuries, risk rates, employees' working hours, lost workdays, and coal production. The number of fires and fire injuries show a decrease followed by an increase during the five time periods (see table 2 and figure 2). This was ac¬companied by a decline in employees' working hours throughout the periods and an overall small decrease in coal production. The In and Frr values follow patterns similar to those shown by the fire and injury values. By comparison, data from Pomroy and Carigiet [1995] show that during 1978-1992 a total of 11 states were involved in 164 underground coal mine fires (yearly average, 10.8) with 43 injuries (yearly average, 2.9) and 27 fatalities (yearly average, 2; however, the 27 deaths occurred during a single fire caused by an overheated air compressor [MSHA 1984]). The CP value was 5,340 x 106 st (yearly average, 356 x 106 st) (Fn = 0.031). Data on employees' working hours and injury risk rates were not available. Tables 3-8 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 3 shows the major variables during 1990-1999. Table 9 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

The sample of ore on which the work described in this paper was done came from Mina Oriente, Carrizal Bajo, Provincia de Atacama, Chile, South America, and was sent at the request of the Chil.ean Government through the Foreign Minerals Division of the Bureau of Mines. This ore had been tested locally for treatment by flotation and cyanidation without satisfactory results. An additional difficulty was the absence of water near the ore deposits, so that in any treatment method considered the water requirements would have to be very low. It was desired to develop a practical method of recovering the gold and, if possible, the copper in the area. No data of previous investigations were made available. The sample received was mostly quartz, highly brecciated, with limonite and hematite in the fractures. Copper occurred as malachite and azurite, also in the fracture s and to a slight extent as a stain in the quartz. Some fine-grained pyrite with a little arsenopyrite occurred within the quartz. An occasional grain of chalcopyrite was observed. No free gold was seen during examinations of the ore, but amalgamation indicated that some was present.

"INTRODUCTION During July and August 1943, the Bureau of Mines undertook an investigation of the Trego lead-zinc mine, near the town of Platteville in Grart County, Wis. as part of a general investigation of the zinc-producing area of southwestern Wisconsin. The work was done when every effort was being made to increase the production of metals important to the nation's war program.The Bureau of Mines completed eight churn-drill holes and sampled mineralized faces in the mine workings to determine if further exploitation was justified in an area between the mine and a zone previously drilled to the east.Following the investigation described herein, intermittent operations were resumed. Except where otherwise stated, this report describes conditions only to the time of completion of the Bureau of Mines investigations.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The Rainy Creek deposits lie at the western base of the Kilbuck Mountains, about So miles southeast of Bethel, in southwestern Alaska. The deposits were brought to the attention of the Bureau of Mines by placer miners on Rainy Creek after cinnabar concentrates were recovered by their gold-mining operations. In August 1947 the Bureau excavated 1,500 feet of dozer trenches totaling 2,547 cubic yards. Further hand trenching in the bottoms of the dozer trenches on the surface totaled 1,440 linear feet, or 40 cubic yards. Nineteen samples were taken for analyses.

Problem: It is estimated that 5 to 10 arc flash explosions occur in electric equipment every day in the United States. In the mining industry the largest single injury category of electrical injuries are caused by non-contact electrical arcs. Method: This investigation progressed in two phases: (a) 836 Mine Safety and Health Administration (MSHA) reports of electric arcing incidents that occurred over a period of 11 years were reviewed, and (b) personal interviews were conducted with 32 individuals. A theoretical Safe Job Performance Model guided the study. Results: Behavioral dimensions were identified and included the effect of worker experience, judgment and decision-making ability, behavioral and organizational controls, and safety culture. Summary: The National Institute for Occupational Safety and Health (NIOSH) conducted an investigation of behavioral components associated with arc flash incidents and developed recommendations for interventions based on findings. Impact on Industry: This study fills a vacuum in electrical training with a focus on the organizational and behavioral aspects of arc flash incidents. There search is cross-cutting in its scope, in that the results apply not only to mining and construction, but many other industries employing electricians. Although the majority of mine electrical injuries are the results of burns from electrical arcs, few miners are aware that such a hazard exists. A safety training program, which includes a video and an instructor's discussion guide, was developed for electricians based on this study's findings. “Arc Flash Awareness” was released in 2007 (DHHS NIOSH PublicationNo.2007-116D) and is available through1-800 CDC-INFO. Accurate measurement of workplace respirable dust concentration is an essential step in eliminating lung disease in any occupational setting. In the United States (U.S.) coal mining industry, this measurement process has relied upon a personal sampler that includes a 10 mm Dorr-Oliver (DO) nylon cyclone operated at a flow rate of 2.0 L min-1 to collect a respirable dust sample. Dust concentrations measured with this sampler are multiplied by 1.38, which was empirically derived, to convert them to measurements approximating the United Kingdom British Medical Research Council (BMRC) definition of respirable dust upon which the health effects of coal mine dust are based. The International Organization for Standardization (ISO) subsequently refined the respirable dust definition and the U.S. National Institute for Occupational Safety and Health (NIOSH) 1995 Criteria for a Recommended Standard presented a conversion multiplier of 0.857 to apply to the 2.0 L min-' DO (in addition to thel.38 multiplier) to obtain equivalent ISO concentrations, as approximated by the 1.7 L min-1 DO. However, the conversion multiplier 0.857 was derived indirectly from a limited size distribution data set rather than a direct comparison of the DO samplers. The present analysis focuses on providing a more accurate conversion multiplier derived from direct comparisons of the 2.0 L min-1 (with 1.38 BMRC equivalency multiplier) and 1.7 L min-1 DO cyclones. A weighted linear regression analysis of this database suggests that a more accurate estimate of the conversion multiplier is 0.815.

The National Institute for Occupational Safety and Health (NIOSH) recommends that occupational exposures to respirable coal mine dust and respirable crystalline silica* be controlled by complying with the provisions presented in this document. These recommendations are designed to protect the health and provide for the safety of workers exposed to respirable coal mine dust and respirable crystalline silica for up to 10 hr/day during a 40-hr workweek over a working lifetime. The information presented in this document demonstrates that underground and surface coal miners are at risk of developing simple coal workers' pneumoconiosis (CWP), progressive massive fibrosis (PMF), silicosis, and chronic obstructive pulmonary disease (COPD). Adherence to the recommendations in this document should prevent or greatly reduce the risk of adverse health effects in workers exposed to respirable coal mine dust and respirable crystalline silica. NIOSH recommends that preventive efforts be focused primarily on reducing worker exposures. Effective health and hazard surveillance and medical screening are also useful components of a comprehensive prevention effort.

A major difficulty encountered during the research was that nation¬al countries (almost world-wide) are in the process of revising their electrical hazard reduction standards. Their principal goal is to align their standards with the International Electrotechnical Commission (IEC) Recommendations Publication Series 79. (31-37) Additionally, CENELEC is requiring all Common Market countries to harmonize their standards. (85) However in the coal mining industry some hazard re¬duction techniques are not being accepted because some systems may not be applicable. Therefore, past literature might not directly relate a country's current feeling about explosion-proof standards. An authority in the United Kingdom (which has been a leader in hazard reduction mainly through work at the Safety in Mines Research Establishment) brought up an additional point. (15) He hopes that since revising British standards BS229 into BS4683, with the intention of corresponding with the IEC 79 series, the recent CENELEC harmoni¬zation process will also follow IEC. (8, 9, 10) The past trend in other major Common Market countries prior to CENELEC's requirement results in the authors' speculation that the standards will be pattern¬ed after the IEC Publications. (5,17,60,84,102) Several letters were sent to the East Block countries but, disa¬ppointingly, replies were dispatched only from the USSR and Poland. Recent Polish standards (1973) were received, and a very close match to the IEC Publications has been noted. (76,77) Because of their economic community, it is extremely logical to assume that the East Block stand¬ards are therefore in concurrence with the IEC. Japanese specifications also appear to be compatible with the IEC Recommendations. (42,43)

Kettlebottoms are columnar masses of rock--the preserved casts of ancient tree stumps--embedded in coal mine roof strata (of which they are a part). Because unsupported kettlebottoms can detach from a mine roof without warning, they are a hazard to miners. The primary objectives of this investigation were (1) to better define and describe kettlebottoms and (2) to evaluate kettlebottom support techniques in terms of safety and effectiveness. A telephone survey of mine operators, interviews with Mine Safety and Health Administration (MSHA) personnel, and underground mine visits were conducted in Pennsylvania, West Virginia, and Kentucky. Information gathered during this investigation indicates that the size and frequency of kettlebottoms in mine roof are dependent upon past geologic events and biological processes active during the deposition of roof sediments. To ensure the safety of mine personnel, all undermined kettlebottoms should be supported. The roof should be bolted next to kettlebottoms less than 3 ft in diameter, close enough to allow a portion of a wood or steel header to be extended beneath each kettlebottom for support. Two bolts and a wood plank or steel strap should be employed to support kettlebottoms over 3 ft in diameter.
