The Ottoman law, which was in force in Palestine before the British con- quest of the country (1917-18), still forms the basis of the legal system. Nevertheless, with respect to mining, legislation has been considerably re- vised since the British occupation and mandate, some of the Ottoman laws having been either radically altered or wholly abolished, in order that the legal status of Palestine might be more in harmony with that of western States. Legal transition is still far from being complete; however, no further mining legislation is pending at the present time (March, 1931). Revisions during the British military occupation (1917-20) took the form of proclamations of the commander in chief. After the establishment of the civil administration (1920) changes in the legal system were a decided de- parture from the Turkish laws. In 1922 the practice was begun of giving con- secutive numbers and short titles to the ordinances. The basic mining law is the mining ordinance of 1925, No. 19 (amended by mining ordinance No. 10 of 1926), an "ordinance to make provision regarding the winning of minerals, and the conditions under which minerals may be gotten, and to replace the existing Ottoman laws relating thereto." The chief regu- latory provisions are embodied in regulations (A) and (B)--mining ordinance, 1925. This mining legislation of 1925 repealed the following laws:

This Bureau of Mines report describes the preparation characteristics of the significant coalbeds of the Ohio coalfield. Washability analyses were made on 39 coalbed samples collected from a 14-county area. None of the samples were of metallurgical quality as received. Nine of the samples could be sufficiently upgraded to produce metallurgical-grade products, and the remaining 30 samples could not be upgraded to this quality because their sulfur contents could not be lowered to meet the standard. For steam or power generation, 10 of the samples were of medium sulfur content as received and one could be upgraded to a low sulfur content. Of the 29 samples having a high sulfur content as received, 18 could be upgraded to a medium sulfur content. The original sulfur content of the other 11 samples having a high sulfur content as received can be appreciably reduced by removal of the sink 1.58 specific gravity material; however, these coals would be classified as high sulfur coals both before and after removal of the sink 1.58 specific gravity material.

Several short color films describing new technology developed through Bureau of Mines research are available on a loan basis. The films review results of Bureau research programs aimed at aiding the minerals industry by increasing mine productivity, ensuring worker health and safety, and enhancing minerals recovery, processing and recycling. Most of the films are available in a choice of for mats: 16mm film, ½" VHS cassette tape, or ¾" U-matic tape. The films are loaned by the Bureau of Mines free of charge; borrowers are requested to pay only the return postage and for any damage to the films. All titles are also available for purchase in 16mm or videotape formats. Interested persons wishing to borrow or purchase a film should specify its title and the preferred and alternate showing dates. The Federal Bureau of Mines conducted research to develop methods of removing phosphorus from the earthy, calcareous hematite ores of the Birmingham, Ala., iron district while simultaneously improving the grade and recovery of the iron values prior to furnacing. An attempt was also made to identify the phosphorus minerals present in the ores. The ores contained about 36 percent iron, 12 to 16 percent CaO, 15 to 20 percent hydrochloric acid insolubles, and 0.30 to 0.36 percent phosphorus. Fractions containing 5 to 15 percent phosphorus were isolated from the ores. Collophanite, Ca3P2O3?nH2O, a member of the apatite group, was the only phosphate mineral identified. Beneficiation methods using flotation and reduction roasting with magnetic separation yielded good grade iron concentrates, but were not as effective for reducing the phosphorus content of concentrates. Reduction roasting followed by fine grinding, magnetic separation, and acid leaching gave iron concentrates containing 62.5 percent iron and 0.04 percent phosphorus with an iron recovery of 82.9 percent and a phosphorus rejection of 93.7 percent. Reoxidation of reduced magnetic concentrates followed by acid treatment gave iron concentrates containing 58.1 percent iron and 0.02 percent phosphorus with 89.6 percent recovery of the iron and 96.5 percent rejection of the phosphorus.

Significant amounts of cobalt, a strategic and critical metal, are present in readily accessible spent copper leach solutions. For example, recovery of cobalt at two major u.S. copper operations could produce about 1,300,000 lb Co annually, about 13 pct of domestic consumption. However, techniques such as solvent extraction and precipitation have not proven cost effective in separating and recovering the cobalt from these low-grade domestic sources. The Bureau of Mines has devised a procedure using a chelating ion-exchange resin to extract cobalt from a pH 3.0 copper leach solution containing 30 mg/L Co. Cyclic tests in 4-ft-high by 1-in-diam columns gave an average cobalt extraction of 95 pct when 65 bed volumes of solu-tion were processed at a flow rate of 4 gpm/ft2 of resin area. After an impurity scrub, eluates contained, in grams per liter, 0.4 Co, 0.2 Ni, <0.001 Cu, 1.3 Fe, 2.8 Zn, and 0.008 AI. Solvent extraction procedures to remove impurities, reject nickel, and concentrate cobalt produced a cobalt sulfate solution containing 80 g/L Co, 0.05 g/L Ni, and not more than 1 mg/L Cu, Fe, Zn, or AI. Based on data from commercial electro-winning operations, this solution appears suitable for production of metallic cobalt.

The great expansion of production of aluminum for war purposes has aroused some concern regarding the available supply of carbon suitable for making carbon electrodes required in the electrolytic aluminum process. Approximately three-quarters of a pound of carbon electrode is consumed for each pound of aluminum produced. 5 Because of its small amount of impurities and its suitable physical characteristics, calcined petroleum coke is the standard material used by the aluminum industry for making electrodes As it may be necessary to use some substitute materials, the possibility of using coke made from coal has been considered. Besides this possible use, information concerning the source of low-ash coals is of general interest. Specifications of the aluminum industry for calcined petroleum coke suitable for the manufacture of electrodes are very stringent in regard to allowable impurities. In one such specification the maximum allowable ash is 1.0 percent; the maximum allowable content of iron (as Fe) is 0.06 percent and that of silicon (as Si) is 0.08 percent; the maximum for cal- cium (as Ca) and for sodium (as Na) is 0.12 percent for each, but the two combined may not exceed 0.12 percent; maximum allowable sulfur is 2.0 per- cent. The presence of barium, nickel, chromium, manganese, cobalt, or vanadium is objectionable, and only extremely small amounts are allowed. In regard to physical properties, the coke is required to be so thoroughly calcined that it has a real density of at least 2.02.

"A comparative study of the intensities of the IR modes in the pjlotoacoustic and. FrIR spectroscopy of amorphous and crystalline SiO2 particles is presented. It is observed that in photoacoustic spectroscopy of amorphous SiO2, IR modes of surface species are enhanced by over an order of magnitude compared to the bulk IR modes of SiO2. This effect, though not yet understood, may find applications in surface science.Since the publication of the Rosencwaig-Gersho theory of the photoacoustic effect in solids in 1976 [1], a great deal of attention has been paid to the development .of photoacoustic spectroscopy (PAS) into an analytical technique for condensed matter studies, especially when combined with the modern Fourier transform infrared (FTIR) spectrometer [2-8]. PAS has now been applied to a variety of experimental situations [2, 3] and it is particularly suitable for opaque powders and for cases where ~ample preparation (e.g. mixing with KBr as is usually done in FTIR spectroscopy) is not desirable. Another area of interest is the depth profiling feature of PAS, which is studied by varying the modulation frequency of the incident radiation [2-8]. The one-dimensional Rosencwaig-Gersho theory for non-porous samples has been extended to other cases [9-12]. Recently it has become known [11, 12] that for porous samples with porosity the IR modes are enhanced by a factor proportional toe. This enhancement is due to the pressure wave set up in the interstitial gas in the porous sample and this enhancement has been reported by a number of groups [12-14].In this Letter we report the observation of anomalously large enhancement of the PAS signal for certain surface IR modes on the surface of amorphous silica particles. This observation differs from the previous reports in that certain surface modes are enhanced by over an order of magnitude compared to the bulk IR modes. Although the reasons for this enhancement of the surface IR modes in PAS are not understood at present, this observation may open up new approaches to the study of surfaces. Results of these initial observations are given in this Letter. ·Experimental studies reported here were carried out on an FTIR spectrometer (Mattson Instruments, Model Cygnus 100) equipped with an MCT detector. The same instrument was used for PAS studies in conjunction with an MTEC (Model 100) PA cell. The sample cell and the spectrometer are continuously flushed with dry, CO2 free air obtained by the use of Balston Instruments Air Dryer Filter System (Model 75-60). Usually data were collected for 32 scans at 4 cm-I resolution, although both scan and resolution can be varied. For FTIR studies, samples were mixed with IR-grade KBr and pelletised. For PAS, no sample preparation is necessary and data are ratioed against dry carbon black [4, 5]."

Crude shale oil produced by gas combustion retorting of Green River oil shale was hydrocracked over a cobalt molybdate catalyst at operating pressures of 500, 1,000, 1,500, and 3,000 psig, an operating temperature of 8900 F, and a liquid hourly space velocity of 1.0. Hydrogen feed rate was maintained at 6,000 scf/bbl. The volume-percent yields of total liquid product were directly proportional to the operating pressure. Weight-percent conversion and volume-percent yields of gasoline were directly proportional to the log of the operating pressure. Catalyst deposit percentages were inversely proportional to the log of the operating pressure. Nitrogen and sulfur removal rates as well as saturation of the liquid products increased as the operating pressure was increased.

The Bureau of Mines conducted laboratory tests on samples of pozzolanic-cement concrete to develop a low-strength backfill. Results show that support costs can be lowered by replacing a portion of the portland cement in mine backfill with pozzolan (fly ash) and lime. Unconfined compression tests on various ratios of fly ash to cement in 84 samples produced compressive-strength curves that can be used to estimate the best backfill mix for any mine.

In this Bureau of Mines investigation, the electrochemical polarization behavior of Fe and Fe-1BCr has been characterized in rigorously controlled 1[N] H2S04 solutions stirred with oxygen or an inert gas. Samples that under-went various levels of corrosion or passivation were examined using Auger electron spectroscopy (AES) and ion sputtering. Passivation of iron occurred at a potential of approximately 0.6 volt (1) in poorly stirred, oxygen-saturated solutions for forward polarization (scanning from cathodic to anodic potentials); (2) in pH-adjusted (increased), well-stirred, oxygen-saturated solutions for forward polarization; and (3) in well~ and poorly stirred, oxygen-and helium-saturated solutions for reverse polarization. Passivation of Fe-18Cr occurred at a potential of approximately -0.1 volt in helium-, nitrogen-, and oxygen-saturated solutions for all cases of forward polarization and most cases of reverse polarization. Elemental depth profiles obtained from AES sputtering measurements indicated that films or adsorbed species were present on iron samples in solution subjected to open-circuit, active, and transpassive corrosion, cathodic reduction, and passivation. This conclusion was reached by considering the distribution of the solution species, primarily sulfur, in the films, which were composed primarily of iron and oxygen. Sulfur was present throughout the films on actively corroding samples, in the outer regions of films of passive and transpassive samples, and on the film surfaces of open-circuit and cathodically reduced samples. For Fe-18Cr, sulfur was found on the surfaces of films on passive samples only, indicating that only the passive samples had films on their surfaces in solution. The films on electropolished and passive Fe-1BCr samples had the largest chromium concentrations, estimated to be approximately 45 at. pct, with less chromium in films of cathodically reduced, active, and open-circuit samples, in that order.

An ozone detector was built and evaluated for its applicability in smog-chamber studies. The detection method is based on the reaction of ozone with ethylene and the measurement of resultant chemiluminescence. In the first phase of evaluation, the detector&apos;s response to ozone was studied as a function of several instrument parameters, and optimum conditions were defined for the maximum and most stable responses to ozone. In subsequent evaluations, the method was checked for sensitivity, precision, and interferences and was compared with two alternative methods. Results showed the chemiluminescence method to be acceptably sensitive and precise for smog-chamber studies and superior to the Mast ozone meter and KI (colorimetric 1 percent neutral-potassium iodide method) methods in that it is specific for ozone.

Mechanical cleaning of bituminous coal in the United States was begun about 1875, with plants in western Pennsylvania and Illinois. The United States Geological Survey began to record the quantity of washed bituminous coal in 1906; and the series was carried forward to 1923, except that no data were collected, for 1922. This statistical work was transferred to the Bureau of Mines in 1925, and the collection of data on mechanical cleaning was resumed in 1927. Data collected before 1927 include only the coal that was washed at the mines and do not include that cleaned by pneumatic methods at the mines and that cleaned at central washeries operated by consumers.2/ The total bituminous coal washed in 1906 was less than 10 million net tons. In 1927, the first year for which complete figures are available for all types of mechanical cleaning, 28 million net tons of bituminous coal were cleaned in the United States.

The Bureau of Mines has developed a prototype nonincendive explosive rock-breaker charge that can be fired unconfined in underground bituminous coal mines without the danger of igniting a flammable atmosphere that might be present. At present, unconfined shooting in underground coal mines is prohibited, but there are situations where the use of such shots would yield an overall improvement in safety. The charge consists of 1-1/2 lb of permissible water gel explosive in the form of a short cylinder 7 inches in diameter and 7/8 inches high, surrounded by a 1 1/2-inch-thick layer of damp salt, and encased in latex rubber reinforced with cheese cloth. The latex rubber housing provides a charge package that is strong enough to resist rough handling yet is pliable enough to conform to an irregular stone surface. A charge of this shape was found to be more effective at breaking rock than charges with lined or unlined cavities. Incendivity tests in a gallery have shown that the prototype charge will not ignite a flammable methane-air atmosphere when fired. Rock- breaking tests made with limestone boulders indicate that the charge will satisfactorily break stone slabs weighing 1 to 2 tons, and that two or more charges might be effective for slabs weighing up to 10 tons. In cooperation with the Mine Safety and Health Administration (MSHA), a test protocol for the certification of these charges as "permissible" for use in flammable atmospheres is being developed.

The mineral industry of Bangladesh was totally dominated by natural gas production and its downstream uses. A small amount of cement was produced, and clays were used locally for ceramics and construction materials. Nitrogenous fertilizer was produced from natural gas and a modest, scrap-based steel industry produced steel for local consumption. The country has been developing and using its abundant and inexpensive gas reserves as fast as practical. The population, however, was predominantly dependent on agriculture for its livelihood. The industrial sector accounted for 10% of the economy, and most of the industrial output was directly associated with agricultural products jute, tobacco, and textiles. Industrial expansion, even with the availability of gas, was severely constrained because of limited domestic demand, lack of skilled work force and management, poor infrastructure, and a low rate of domestic savings. To put greater emphasis on the industrial sector, the Government established a National Committee for Industrial Development in July. The Committee instituted policy reforms in the areas of trade and investment. One important step was to move from a positive import list to a negative list, thereby permitting imports of items not restricted or banned. The system for recovering and approving new domestic or foreign industrial investments was streamlined to expedite what had become a cumbersome, bureaucratic exercise. To encourage industrial development in areas away from the crowded urban centers, several economic incentives reportedly were adopted. These included a reduced tax rate on imported machinery, exemption of import license fees, a reasonable debt equity rate, and a 9-year income tax exemption period.2 In the trade sector, imports increased 12% in fiscal year (FY) 19843 mainly

"In addition to the usual interpretation that is placed on the words ""thief"" and ""thieves"", the petroleum industry also uses these words when referring to an instrument that is used for taking samples of oil from a tank or reservoir. It is an abbreviation of the term ""thief-tube"". It is desirable in sampling volumes of oil in tanks or reservoirs to obtain samples at different intervals below the surface of the fluid, because of the variation in the character of the oil at different depths. It is for this purpose that the ""thief"" is used.The subject of oil thieves is probably as old as the oil industry itself. Opinions as to which is the most practical instrument for thieving oil in tanks, to obtain a true average sample, differ wherever oil is produced and is analyzed. Every district, and even many of the companies within the district, will have different appliances for ""grabbing"" oil samples. It is interesting to note in passing that though the thief has an apparently insignificant part in the handling of oil, yet the results depending on it are of paramount importance practically every branch of the transportation, refining, and marketing of petroleum. Determinations, particularly dependent on a representative sample, are made by the centrifuge, laboratory distillation tests, and the hydrometer.The purpose of this article is to discuss conditions found in the California fields. Only a general description of types of thieves and the methods of using them will be given. However, it is believed sufficient data are given to enable the reader to form his own opinion as to which of the devices is most practicable under the prevailing conditions. Thieves of all types have their good points, speaking broadly, and it is possible to get good results with any of them, provided they are operated according to instructions and with due care. In work of this kind the advantages or disadvantages reside in the person operating the instrument rather than in the instrument used."

During 1946 several high-grade limestone deposits in western Washington were examined by the Federal Bureau of Mines. The purpose of the examinations was to disclose new sources of industrial limestone and to indicate the commercial potentialities of little-known and undeveloped deposits. These examinations were part of a long-range program of investigation of mineral resources of the Pacific Northwest. The following report on the Whitechuck travortine deposit is one of a series prepared in the course of the investigations.

"Previous Work:As outlined in previous papers* ond clays for graphite crucibles have been tested at the plants of the Detroit Lubricator Co., and the Detroit Copper and Brass Rolling Mills, Detroit, Mich.These tests indicated that there were two American clays (Missouri pot clay and Illinois kaolin) that tested better than the Klingenberg (German) clay. Dorset (English) ball clay was tenth in the list.Making the Crucibles:After it had been determined that American clays can be used successfully in graphite crucible manufacture and service, the next step in the investigation was to determine the value of American graphites as compared to the foreign, These final tests were carried out at the plant of the Detroit Lubricator Co., through the courtesy of Mr. G. B. Duffield. The crucibles, as previously. were made at the plant of the Vesuvius Crucible Co., Swissvale, Penna., from a formula compiled by the Bureau of Mines and under the supervision of Bureau engineers.The graphites to be tested were given an initial to indicate their source. The number of crucibles made and shipped are set forth in Table 1."

A major focus of ground control research presently being conducted by the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) is to incorporate weak rock masses (such as are associated with operations in the Carlin Trend in Nevada) into existing design relationships. The original database that led to most of the empirical design relationships presently employed in hard-rock mining was derived from fair-to-good-quality rock. In this study, the relationship between weak rock quality and opening design (non-entry/entry methods) is being investigated. The common factor in all mines is a weak back or wall. This work attempts to provide tools that will enable a mine operator to make economic decisions that will also ensure a safe working environment. THE MILDEST recession of the postwar period ended in the first months of 1961, and the economy climbed steadily during the remainder of the year. The Federal Reserve Board (FRB) Index of Industrial Production climbed from a low point of 102 (1957=100) in February to 115 in December, a rise of 12.5 percent. But economic activity for the year as a whole was only 1.5 percent higher than the 1960 level, as measured by real gross national product (GNP). Although activity increased throughout 1961, much of it was merely regaining ground lost in the decline during the second half of 1960 and the first months of 1961. The FRB index did not re ain the July 1960 high of 110 until June of 1961. Mineral fuels did not fully share in the economic recovery. The (FRB) crude oil and natural gas index rose only 5 percent between February and December. Although the index of monthly coal production increased 11.5 percent during the year, the February level was so low that total production for the year was the lowest since 1954. Total production of energy measured in Btu&apos;s was up slightly (1 percent) during the ear. Coal production was down; production of crude oil and natural gas was up. Calculated consumption paralleled production-total up slightly, coal lower, and crude oil and natural gas higher. The most interesting product developments were in coke and residual fuel oil. Sales of coke showed a sharper drop than steel

The preliminary tests referred to in this report wore made at the Bureau&apos;s Experimental Mine under the general supervision of G. S. Rice chief mining engineer, to determine whether rock dust way be used to extinguish or control mine fires. DESCRIPTION OF THE DUST USED The dust used for application by hand was made from draw slate taken from the Experimental Mine. This draw slate was crushed in a hammer-type crusher fitted with 1/16 inch by 2-inch slotted screens. A sizing test of the dust showed 96.5 per cent through 20 mesh, 69.4 per cent through 48 mesh, 46.2 per cent through 100 mesh, end 33.5 per cent through 200 mesh.
