This report analyzes mine fires for all U.S. underground and surface coal mining categories by state and2-year time periods during 1990–1999. Risk rate values are derived, and ignition source, methods of fire detection and suppression, and other variables are examined. The data were derived from Mine Safety and Health Administration (MSHA) mine fire accident publications and verbal communications with mine personnel. The analysis will provide the National Institute for Occupational Safety and Health, MSHA, and the mining industry with a better understanding of the causes and hazards associated with mine fires and will form a basis for future fire research programs.

The development of an new industry, which must prepare its marketable products at or near the source of the raw material, and ship them to a market which may cover half a nation, is more or less influenced by a number of natural and cultural conditions such as (1) location of plants with respect to a large market, (2) climatic conditions, (3) transportation facilities, (4) labor supply, and (5) water supply. An effort is made in this pager to give in detail a number of the more important of these conditions as they affect, either favorably or unfavorably, the development of the oil-shale resources of southeastern Indiana. The utilization of the New Albany formation for the production of oil will be similar to a large scale low-grade ore proposition in which the raw material can be obtained in very large quantities at a relatively low cost. It appears, therefore, in considering the value of this shale or its economic position in relation to other oil shales, tie cost of mining and preparation for the retort are of prime importance.

Radon concentrations in shallow uranium mines such as the Bureau of Mines experimental research mine are affected by barometric pressure changes. The radon concentrations show a significant correlation with absolute pressure; but over a period of days, a steady rise or fall in barometric pressure will result in noncorrelation of data. Fan shutdowns also affect radon concentrations, and an equation was derived to determine the time required for the radon concentration to return to normal after a fan shutdown, whether the ventilation is blowing or exhausting.

Poisonous hydrocyanic acid gas (HCN) is sometimes evolved in dangerous quantities from cyanides used in metallurgical and chemical operations. This gas is much used for fumigating buildings, ships, greenhouses, and such commodities as grain and cotton to destroy rats, mice and insect pests. Wherever cyanide fumes are evolved, thorough ventilation is necessary in order to render the sur- rounding air safe to breathe. Many persons have been killed by entering tanks and fumigated places too soon, and a simple test for this gas would promote safety. In view of the need for an easy method for quantitatively determining HCN in air, the three color reactions used originally for testing HCN in solution tions *** were modified and adapted. The reactions employ (1) picric acid (CH(NO2)3OH) which is yellow but combines with hydrogen cyanide to form a red- purple dye, isopurpuric acid****; (2) phenolphthalin (CH1604), which is a reduc- tian product of the phenolphthalein (CH4) used for acid indicator, this colorless substance is oxidized***** by presence of HCN to pink colored phenolph- thalin; and (3) guaiacum which oxidized from colorless to blue******. Phenolph- thalin and guaiacum require the presence of copper compounds which catalize the color formation by reduction of cupric cyanide. To develop technology to help assure an ample domestic supply of zinc, the Bureau of Mines is investigating an aqueous chlorine-oxygen leaching process for treating complex sulfide concentrates. This report discusses the purification of aqueous C12-02 leaching solutions by utilizing zinc cementation to remove Cd, Co, Cu, Ni, and Pb. Additional processing of the purified solution is necessary to produce ZnC12 crystals suitable for molten-salt zinc electrowinning cells. The effects of solution temperature, reaction time, zinc dust concentration, ZnCl2 concentration, and degree of agitation on the removal of impurities were investigated for both simulated and actual leaching solutions. Zinc dust addition to a leaching solution at 30° C decreased the Cd, Cu, Ni, and Pb concentrations to acceptable levels of less than 3 mg/1 each. By increasing the solution temperature to 75° C, the cobalt content was decreased to less than 5 mg/l, an acceptable level for producing electrolytic cell-grade ZnC12. Impurity removal rates from ZnCl2 solutions are Pb>Cu=Cd>Ni>>Co. An increase in the solution temperature increases the rate of removal for these metal impurities.

Laboratory and underground studies were conducted by the Bureau of Mines to evaluate the effectiveness of a water-powered scrubber and a brattice partition to create a clean split of air for longwall workers at the tailgate. In simulated laboratory tests, the system was very effective in creating a clean split of air. Observed system efficiencies were 74 and 84 pct with induced airflows of approximately 2,000 and 2,500 cfm, respectively. Underground evaluations indicated that the system was capable of reducing respirable dust at the tailgate. The first underground evaluation resulted in protection efficiencies of 30.7 and 42.5 pct at scrubber water pressures of 150 and 450 psig, respectively. A 33.7-pct protection efficiency was observed in the second underground evaluation with a modified partition and the scrubber operating at 250-psig water pressure. To be most effective, the system should have the scrubber operating at a flowrate of 10 gpm at 500 psig to deliver a maximum quantity of cleaned air behind a well-sealed partition.

Permit quicker, safer clearance of hang-ups in the ore passes and chutes of underground mines. Approach Develop a device that can be operated from a safe distance to explosively propel a projectile into the hang-up. How It Works The Hang-Up Clearance Module, consisting of a stand, steel disk, explosive charge, and aiming device, is placed at a location convenient for line of sight aiming at the hang-up. This placement can be more than 100 feet from the target. Once aimed, the charge is remotely detonated, and the disk is converted by explosive force into a slug and propelled to the hang-up, bringing it down. The steel disk and an explosive charge are contained by a plastic casing. A small booster which is placed at the rear center of the explosive makes up the last component of the charge. Initiation is accomplished by standard means such as detonating cord or a number 8 blasting cap. When Initiated, a detonation wave travels through the explosive, inverting and consolidating the steel disk into a large slug. This slug is propelled at high velocity to the hang-up, delivering more than 5 million foot-pounds of energy on impact.

This Bureau of Mines publication presents a system of thermal decompositions providing an adequate description of the mechanism of oil shale pyrolysis. Specific rate constants for systems of thermal decompositions studied are estimated via a least-squares procedure. The estimates thus obtained provide a mathematical model of the corresponding thermal decomposition system. A model that generates a good fit to published Bureau of Mines experimental data, in comparison with other models studied, is based on a thermal decomposition system consisting of two first-order reactions and three second-order reactions. Values computed for the specific rate constants corresponding to this system are shown to exhibit a temperature dependence that is in good agreement with the Arrhenius equation.

"Among the surplus explosives left on band with the War Department was a quantity of that styled Trojan Grenade Powder, which was especially designed during the war for use as a bursting charge in grenades and for which naturally there would be very little military use in time of peace. With a view to its disposal through use in civil projects a quantity was sent to the Bureau of Minas explosives experiment station, where analysis showed that its characteristic explosive ingredient was nitrostarcn and that the powder bad the following composition:Trojan Grenade Powder appears as a dark gray granular substance, part of which is slightly pulverulent. The granules fairly hard. The explosive is not at all dusty, and has the consistency of granulated sugar.Nitrostarch is a substance produced by treating starch with nitric and sulphuric acids and in appearance it looks very little different from powdered starch. It resembles nitrocellulose and nitroglycerin in its constitution and explosive properties and has been longer known than either, it having been prepared by Braconnet in 1833. Nitrostarch explosives have in recent years been developed for industrial use in this country, they having been used to an extent in blasting in the Canal Zone, yet as this grenade powder was a special composition it seemed desirable that a complete series of tests should be run upon it. This was done, and the results are reported in the following table in comparison with those previously obtained in testing ammonia dynamite."

"To help evaluate the vibration patterns of an excised lung, a method is developed to determine which parts of the surface of an excised lung are responding to acoustic excitation via the trachea. Holographic interferometry, a very' sensitive technique ·that can measure movements of a few microns, is used to detect the lung surface movements.The intact lung and heart are excised from Long· Evans male rats weighing 250 gm. A tube is inserted into the trachea and connected via a funnel to a 3 inch cone speaker. The assembly is positioned in the holographic unit and excited at frequencies up to 10,000 Hz. The holographic unit contains an acousto-optic shutter used with a 0.5 watt Argon laser.The resulting reconstructed holograms contain interference fringes that are indicated of lung surface vibration.INTRODUCTIONA 1986 report by the U.S. National Committee on Biomechanics [1] describes diseases of the lung as a major national health problem. One of the recommendations of the report is for continued study of the mechanical properties of lung tissue. As an example, the report cites at least three areas that would benefit from a better understanding of the vibratory patterns or the lung."

The Bureau of Mines has developed a pulse counting system with improved energy resolution and having dual channels to process pulses at different rates and a pulse pileup detector for channel selection. Pulse input is delayed until the detector determines if any pulse is so closely followed by a second pulse as to constitute pulse pileup. If no pulse pileup is detected, the slower channel is selected; this clips the pulse to a wide pulse width to retain good energy resolution. If pulse pileup is predicted, the fast channel, with correspondingly shorter pulse width, is selected to improve resolution with respect to time. Output of the two channels is transmitted to a pulse height analyzer for interpretation. The pulse processing system can process count rates above 300,000 counts per second with little loss in energy resolution.

Reaching movements are planned and subsequently executed [1] using visual and somatosensory feedbacks [2], where absence of visual feedback is known to increase endpoint variability [3]. Visual occlusion decreases the ability to make rapid online compensatory movements, which results in initial radial deviations that are highly correlated with radial dispersion at the target. Perturbations of rapid, visually-guided reaches are compensated on-line and result in endpoint dispersions poorly correlated with initial deviations, emphasizing the strong effect of visual feedback in temporally-constrained reaching tasks. In control conditions (no vibration), these uncompensated, rapid reaches serve as estimates of the individual’s intended trajectory. When ride motion is present, trajectories of rapid, visually-occluded reaches provide a measure of the natural biodynamic response of the cantilevered spine-arm-hand linkage. These intended movement trajectories and the biodynamic response (vibration feedthrough) are used to predict the effect of ride motion on the performance of rapid reaching tasks. Goals of this study are to investigate the influences of vehicle motion on human reaching and pointing, and to reveal movement strategies used in visually-occluded reaching tasks. Methods A six degree of freedom human-rated Ride Motion Simulator (RMS) was used to generate a dynamic vehicle environment. Participants performed discrete, rapid pointing tasks to targets presented on three touchpanel displays under stationary and random whole-body vibration. Reach instructions included successfully reaching identical circular targets (Ø = 0.25”) with the right index fingertip as fast as possible. Targets were presented on resistive-touch displays mounted approximately 60 cm from the participant’s nasion. The touchpanel displays were located in the forward and lateral directions at eye level, and forward at 45° of elevation. These displays measured the spatial error of the reach destination. A ten-camera VICON motion capture system recorded the upper body kinematics of the participant. Reflective markers were placed on the participant’s torso, head, and arms. Initial kinematics of the fingertip (i.e. time and magnitude peak tangential velocity) and tangential velocity at target were used to estimate the planned endpoint of the reach. Results and Discussion Ride motion resulted in increased endpoint variability compared to reaches performed in the stationary condition. Reaches to the elevated touchpanel consistently resulted in the largest variability across all motion conditions, suggesting that a vehicle occupant would not be capable of accurately activating a control in that location. Principal axes of endpoint ellipses were along and perpendicular to the direction of fingertip movements. Increasing use of continuous miners, especially the boring type, has focused attention on the inadequacy of face ventilation in coal mines. The bulk of the machine, the rapid advance of working faces, and the increased liberation of methane from the larger expanse of freshly exposed coal surfaces have created ventilation problems that were unknown with conventional mining equipment. Ignition of gas, especially that caused by machine bits striking hard rock or pyritic inclusions, have increased at an alarming rate. As the mines penetrate beds under thicker cover at an ever-increasing rate of face advance, this problem will probably increase unless face ventilation is improved. A previous survey, described in Bureau of Mines Report of Investigations 5414, Auxiliary Ventilation of Continuous Miner Places, disclosed that auxiliary fans with tubing generally improved circulation of air and removal of gas at the face. The study here reported attempts to examine, face ventilation at various mines and to note any plan or innovation of. air coursing that industry might adopt to reduce the danger of gas ignition. The following methods have been selected from a large number tried while assaying several hundred samples of placer concentrates. It is thought that some of these methods may be useful to those who are required to assay similar products containing large quantities of metallic articles, such as jeweler's sweepings. No great difficulties will be encountered in assaying black sand from beaches or river bars. Such samples require care in grinding and sifting so that no oversize particles of sold or platinum are lost. It is also necessary to have sufficient silica in the flux to form a fluid slag with the excess of iron, magnesium, or chromium Which such samples contain.

"A 1986 report by the U.S. National Committee on Blomechanlcs (1) describes lung disease as a major national health problem. The report cites three areas that would benefit from a better understanding of the vibratory patterns of the lung. These areas are outlined below.1. In cases of respiratory distress, pressure driven artificial respirators are used. A new technique using high frequency respiration is quite promising, but the pressure distribution in the lung as a function of frequency is not yet known. At these frequencies of 1 to 60 Hz, the lung expands asynchronously (2) and a better understanding of these expansion nonunlformltles could provide valuable Information about the mechanics of high frequency ventilation.2. Listening to the sounds In the lung can yield valuable Information about the state of the lung. To improve the technique, a better understanding of how acoustic waves propagate through the lung is needed.3. The response of the lung as It Is subjected to acoustic excitation, dynamic loading or shock waves is not well understood. A better knowledge of these responees can lead to improved treatment for patients subjected to either explosive pressure waves or car crashes.4. Researchers are measuring the acoustic Impedance of the Iung to detect early states of dysfunction. Sneckenberger and Whitmoyer (3) have reported Impedances obtained at acoustic frequencies up to about 6000 Hz. However, It la not certain which parts of the lung are responding to the acoustic excitation.To Investigate the vibratory characteristics of the lung, excised rat lungs were excited via the trachea with acoustic waves at frequencies up to 6000 Hz. Thie paper describes an Instrumentation system, utlllzlng time-averaged holographic Interferometry, to detect and quantify the response of the lung surface to the acoustic excitation."

In an effort to maintain an adequate supply of iron to meet national economic and strategic needs, the Bureau of Mines, U.S. Department of the Interior, is conducting research on methods for beneficiating the oxidized taconite resources located on the western Mesabi range in Minnesota, thus expanding domestic iron ore reserves. The selective flocculation and cationic flotation process was investigated in a pilot plant using an ore feed rate of 410 kg/hr (900 1b/hr) and 88 percent recycled water. Lime and a cationic flocculant were used to clarify the waste slurries treated in the water reclamation circuit. An oxidized taconite assaying approximately 36 percent Fe yielded concentrates averaging 63.5 percent Fe and 4.3 percent SiO2 and having an average iron recovery of 84.4 percent. The estimated reagent cost per tonne of concentrate was approximately $1.10. In an attempt to recover more of the iron lost in the flotation tailing, wet high-intensity magnetic (WHIM) separation was incorporated in the pilot plant circuit. The flotation concentrate grades obtained from beneficiation circuits with and without WHIM scavenging were similar, but when WHIM separation was used the overall iron recovery was increased by 2 to 9.5 percent, depending on the iron assay of the flotation tailing.

Freezing to dewater typical Florida phosphate rock slime as demonstrated in laboratory tests appeared to have potential commercial use because of indicated moderate energy requirements, good compaction of dewatered solids, and effective recovery of usable water. After freezing, thawing, decanting, and filtering, batch freezing of gallon-size 13.7 percent solids slime samples yielded 42 percent solids products. Cationic amine, used as a process additive, yielded 46.8 percent solids product with significant filter area reduction. Semicontinuous 8 stage freezing tests also produced thickened slimes. Cooling and freezing 13.7 percent solids slime from 30° to minus 10° C required removal of 183 Btu per pound of slime; Carnot cycle calculation indicated that the theoretical minimum energy to transfer this heat was 27.8 Btu per pound. To produce 1 ton of 44 percent solids slime from 13.7 percent sol-ids slime, the calculated theoretical energy required for cooling and freezing was 52.3 kilowatt-hours. During the research heat capacity and heat of fusion data were determined for the slime at various percent solids.

This report (Safety File 3.0) is the fourth in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g] and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full lifecycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment.—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • 5.0 Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is the how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. [ ]

For the purpose of this paper a junction box is defined as " a fused switch, inclosed in an explosion-proof compartment, provided with a ready means of connecting or disconnecting a trailing cable without exterior arcing." Junction boxes are intended for use 'at the end of trailing cables and are usually placed outby the last open break through in a coal mine. Where it is not safe to supply current through nips or a trolley, junction boxes suitably spaced along an entry permit tramming and movement of machines with safety, although not with any considerable speed. Junction boxes serve a threefold purpose: (1) They prevent dangerous arcing at the outby end of trailing cables; (2) they afford a safe, practical means of fusing or otherwise protecting the trailing cable; and (3) they provide an efficient means of transmitting power from the power circuit to the trailing cable. The first purpose is the most important from a safety standpoint. Dangerous arcing-that is, arcing capable of igniting gas-frequently takes place where trailing cab1c.s are attached to the power circuit. At either 250 or 500 volts only a very small arc is required to ignite mine gas. The usual method of connecting the trailing cable to the power circuit by cable nips or trolley taps does not make a good electrical connection; hence arcing may be expected at any time. Furthermore, junction boxes eliminate the personal hazard attendant upon the use of trolley taps by removing the possibility of accidental contact with trolley hooks or wire and the liability to injury due to manipulation of the device. In the general scheme of mine ventilation it is assumed that gas will not accumulate where junction boxes are placed, an assumption based on the normal operation of the ventilating system. In many
