Significant progress has been made in the reduction of serious injuries and fatalities resulting from mine blasting operations. Despite the progress, injuries and fatalities continue to occur. A leading cause of injuries and fatalities from blasting continues to be inadequate blast area security. Even though significant improvements in technology have been made, insuring adequate blast area security remains a challenge and requires constant vigilance. The advances in technology have created safer blasting products and have improved productivity and economics by enabling large, more efficient and effective blasts. However, as blasts grow larger in size, the complexity of adequately securing the blast area increases even more. Periodically the basic fundamentals involved in blasting safety should be reviewed, particularly for securing a blast site regardless of the size of the planned blast. Factors such as flyrock and toxic fumes must be taken into account to insure the safety of persons and property from the results of a blast. This paper examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are: (a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f) training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

The Bureau of Mines has developed several methods for extracting tantalum and columbium (niobium) and the rare-earth compounds from ores and concentrates. A cooperative agreement was made by the Bureau with Porter Bros. Corporation of Idaho to process 200 pounds of its euxenite concentrate by methods that had been developed at the Albany, Oreg., Metallurgy Research Center. The euxenite concentrate was processed to extract and purify the valuable metals by chlorination, solvent extraction, and hydrometallurgical techniques. Chlorination was used to convert the valuable constituents into chlorides and to partly separate them. Solvent extraction techniques were used to separate the tantalum from the columbium. The rare-earth and uranium compounds were purified by hydrometallurgical methods.

Mine safety personnel reported occurrences of excessive "glove-fingering" and other problems with resin-grouted roof bolt installa tions. To study these problems, the Bureau of Mines designed a test plan to (1) obtain baseline information on several resin cartridges and (2) investigate the variables involved in the installation of a resin bolt. Three brands of resin representative of the industry in January 1983 were selected for cartridge evaluation. The installation variables selected for study were the method of installation, the hole depth, and the hole annulus. These variables were studied by installing a series of bolts in concrete blocks using different values for each variable. Results of the research show overspinning the resin may cause problems, but they can be avoided by using the spin times recommended by manufac-turers. Excessive glove-fingering is not a problem if the manufacturer-recommended installation procedures are followed.

The practice of using partly depleted oil reservoirs for gas-storage operations is proving successful. Moreover, this practice provides a method of secondary oil recovery when gas is cycled at full-storage reservoir pressure. Because of the relative newness of this operation, a study was undertaken to assist engineers in developing improved gas-injection and production procedures and in calculating the amount of gas needed for completely repressuring reservoirs. This paper is the third in a series reporting the progress of a study by the Federal Bureau of Mines of reservoir performance during complete gas repressuring and gas cycling. A procedure for estimating secondary oil recovery by this method is also under study. One report (7)3/ describes the laboratory equipment. The other report (8) gives (1) data on the New York City field, Clay County, Tex., which has been converted to gas-storage operations; (2) laboratory data from research with a model oil reservoir, in which primary production, complete gas repressuring, and gas cycling for the New York City field were simulated; and (3) theory to explain reservoir performance during gas repressuring.

The Bureau of Mines investigated two methods for recovering potash from carnallite ore in continuous 100-lb/h flotation units. In the insoluble-slimes flotation procedure, insoluble slimes were removed by flotation prior to potash flotation. In the direct flotation method, insoluble slimes were depressed and the potash floated directly without prior removal of the insoluble slimes. Seventy-three percent of the potash in the ore was recovered in a leached final KCl product contain-ing 59.1 pet K20 using the insoluble-slimes flotation method. The direct flotation method recovered 74.5 pct of the potash in a final product containing 60.2 pet K20. The rate of return on the investment was calculated at 13 pct for the insoluble-slimes flotation method and 15 pct for the direct flotation method, based on a Bureau economic evaluation.

The United States has extensive reserves of peat. Peat and muck lands are estimated at approximately 79 million acres, with reserves of 13.8 billion net tons. Within the past decade domestic production of peat has increased 2-1/2 times, and apparent consumption has tripled. During the same period imports have increased greatly, and in 1955 they almost equaled domestic production. The substantial increase in the demand for peat in the United States was due chiefly to expanding markets in agriculture and horticulture, for the reason that in this country peat is used primarily as a source of organic matter to improve the physical condition of mineral soils and as a mulch for shrubbery. A valuable constituent of any soil is its organic matter, and its depletion will injure cultivated soils and subject them to greater erosion.

Limited geographically by size and geo-logically by origin, smaller countries and territories of the Caribbean are nonetheless engaging in efforts to encourage the initiation of mineral and mineral-related industries. Petroleum dominates the minerals sector, which otherwise consists principally of minor quantities of construction-oriented materials, usually for local consumption. The increased cost of petroleum has adversely affected most of the world, but these islands with their economies precariously balanced on the uncertainties of agriculture and tourism are especially vulnerable to petroleum's direct and indirect costs. In 1975, the Government of Antigua acquired the financially troubled West Indies Oil Company refinery at St. Johns. The refinery ceased operations in 1976. In 1979, negotiations were underway to sell Ashland Oil Co. an interest in the small, 20,000-barrel-per-day refinery for $6.6 million. In 1977, Antigua granted petroleum exploration rights to the Antigua Mineral Exploration Company, which planned to drill in an undefined offshore area, possibly between Antigua and Barbuda. The company expected to spend about $200,000 per year through 1982. There have been no reports on its activity.

The study described in this report was undertaken to obtain information on the character and effect of antimony additions to titanium. The availability of high-purity, low-hardness titanium metal, resulting from fused-salt electrorefining techniques, permitted a reassessment and evaluation of the physical behavior of titanium-antimony alloys. Alloys, based on several grades of titanium containing up to 10 percent antimony, were arc-melted and processed to sheet by hot and cold rolling. Properties and characteristics were evaluated by hardness tests, hot and cold rollability, annealing treatments, metallographic examination, and tensile tests.

The Bureau of Mines studied the effects of air oxidation on the recovery of float coal. Both batch-and continuous-type tests were made on six bituminous coals, representing the range in rank of coals now commercially used for carbonization, and on one anthracite coal. The effects on flotation recovery of oxidation at 1000 C for periods up to 50 days were investigated using an alcohol-type frother and a kerosine-pine oil reagent. Two series of release analysis tests were made, using one medium-volatile bituminous coal. Float coal recovery was adversely affected by oxidation in all tests where the alcohol-type frother was used. Conversely, a small degree of oxidation improved recovery with kerosine-pine oil frother for some of the coals in continuous tests. Prolonged oxidation (beyond about 14 days) adversely affected float coal recovery for all coals, the effect being more pronounced for batch-type tests and for tests using alcohol-type frother. Reagent selectivity for the rejection of both ash forming and sulfur bearing minerals was reduced by oxidation. Severe reduction of reagent selectivity required only about 3 days' oxidation for alcohol-type frother but more than 10 days' oxidation when the kerosene-pine oil reagent was used.

"The tests described in this paper were conducted under the sponsorship of Subcommittee VII on Pulverizing Characteristics of Coal, a subcommittee of Committee D-5 on Coal and Coke, American Society for Testing Materials, with a view to evaluating various laboratory procedures for testing grindability of coal in connection with commercial pulverization of coal for use as powdered fuel. The subcommittee, at a meeting in New York City on February 21, 1934, selected for test four methods that had been developed during the past few years for testing grindabilitay of coal and were being used by coal-testing laboratories in the United States and Canada. These methods are:Bureau of Mines method, Cross method, Fuel Research Laboratory method, and Hardgrove method. Subcommittee VII agreed that the grindability tests should be made on five coals selected to cover a wide range of hardness. The Pittsburgh Experiment Station, Bureau of Mines, was asked to direct the investigation and to prepare representative samples of the coals. Laboratories of the fol. lowing institutions and companies agreed to cooperate by making grindability tests: Babcock & Wilcox Co., Foster Wheeler Corporation, Fuel Engineering Co., of New York, Fuel Research Laboratory of the Canada Department of Mines, and Northwest Experiment Station of the Bureau of Mines.ACKNOWLEDGMENTSHelpful suggestions in planning the investigation were made by A. The Bureau of Mines studied the scales formed in producing wells in the Wilmington field, California. The scales were primarily barium sulfate and resulted from the mixing of injected sea water and formation waters; there was excess sulfate in the injection water and the formation waters contained appreciable barium. After breakthrough, the produced brines were supersaturated with barium sulfate. Laboratory tests indicated that barium sulfate precipitated quickly When the supersaturated brines were agitated with crystals of barium sulfate and fairly rapidly when more sulfate solution was added. Precipitation occurred slowly on standing or under nonturbulent conditions. Both the apparent and equilibrium solubilities of barium sulfate in these brines were determined and compared with equilibrium solubilities in distilled water and sodium chloride solutions.

This report traces the development of techniques for the preparation of high-purity rare-earth metals. Rare-earth metals, excepting samarium, europium, and ytterbium, were prepared by converting their oxides to anhydrous chlorides or fluorides and reducing the rare-earth halides with active metals such as lithium or calcium. High-purity, anhydrous rare-earth chlorides were prepared by dissolving the rare-earth oxides in hydrochloric acid to form hydrated chlorides and by subsequently dehydrating the hydrated salts in the presence of ammonium chloride at temperatures ranging from 70° to 360° C. while under reduced pressure (50 microns to 1 inch Hg). The chlorides were also prepared by direct chlorination of rare-earth oxide-carbon mixtures. Reaction efficiencies in excess of 95 percent were obtained by either method; however, purer chlorides were prepared by the aqueous ammonium chloride conversion method. Purification of yttrium chloride by high-temperature vacuum distillation proved to be an effective method of separating, oxygen-bearing compounds from the chloride. Yttrium metal prepared from purified chloride contained significantly smaller amounts of oxygen (990 p.p.m. oxygen in yttrium metal prepared from raw chloride and 200 p.p.m. in that prepared from distilled chloride).

The Bureau of Mines undertook research to determine the bromide and iodide content of Mississippi and Alabama oilfield waters of the Tertiary and Cretaceous Period to determine genetic relationships of the ions, to determine their origin, and to determine their genetic relation to petroleum. The 280 samples were analyzed after a pretreatment to remove interferences. The iodide was oxidized to iodate and was titrated with thiosulfate. The bromide was oxidized to bromate and was determined iodometrically. A computer was used to calculate the correlation coefficients of iodide to bromide and to other ions. The other ions are sodium plus potassium, calcium, magnesium, chloride, bicarbonate, and sulfate. The mineral content of the samples ranged from 52 to 1,760 mg/l for bromide and from 2 to 65 mg/l for iodide. The mean bromide-to-chloride and iodide-to-chloride ratios were 0.0065 and 0.0002. The correlation coefficient matrix and linear plots indicated a definite bromide-to-calcium relationship for the brines investigated.

This report describes fluidized bed techniques employed by the Bureau of Mines at Minneapolis to differentially sulfatize the manganese in two samples of low-grade manganiferous ferruginous carbonate slates from the Cuyuna Range district, Minn. Suitable mechanics of operation were established. A space rate of 1.25 to 1.5 fps, a retention time of 3 to 3.5 hours, a temperature of 700° C, and a 10 percent sulfur dioxide gas in air were adequate for sulfatizing the slates by fluidization. Under these conditions the overflow product removal rate from the 4-inch-diameter reactor was 4 to 5 pounds per hour. The sulfur dioxide was used more efficiently in the two-stage treatment than in the single-stage treatment. However, approximately 80 percent of the manganese was converted to sulfate by either treatment.

The Bureau of Mines performed experiments to determine concentrations of toxic gases and liquids, and smoke-particle diameters and diameter-concentrations evolved during degradation of PVC-derived brattice with and without nylon-woven fabrics, fiberglass, cotton, and jute brattices, and other mine materials. The samples were exposed in a 20-L chamber at temperatures of 1500 to 4500 C, with a chamber airflow of 10 L/min; 27.3 cm3/s of which was directed into a submicrometer-particle detector-analyzer. During the degradation of PVC-derived brattice, large concentrations of hydrogen chloride (TLV, 5 ppm; STEL, 100 ppm) evolved at a temperature as low as 2000 C. The minimum toxic load of 3.1 mg or 40 ppm in 50 L of dilution air, with O.l~g weight loss, may be reached at a mine face with 314,000 L of dilution air, at the 5th min, during which less than 1 kg of brattice undergoes combustion. Fiberglass, cotton, and jute brattices, pine wood dust, and coal dust showed small concentrations of carbon monoxide evolving during early stages of combustion. Hydrogen cyanide gas evolved from the PVC-derived, nylon-reinforced brattice; at a later stage of combustion, large concentrations pf carbon monoxide and dense smoke evolved from all PVC-derived brattices. Experiments to characterize smoke particles showed that marked differences exist in particle diameter-concentrations among the materials.

The Bureau of Mines estimated the economic feasibility of investing in a directional hole methane drainage project in the Pittsburgh coalbed for 5 yr in advance of mining. This report estimates the capital investment and operating cost of recovering 325 MMft3 of methane gas per year and the selling price of approximately 317 MMft3 of gas per year. The labor, equipment, and supply requirements were determined from those of a previous directional hole drilled at the Emerald Mine, near Waynesburg, PA. The cost of equipment, materials, services, and labor are in third quarter 1982 dollars. They were obtained from vendors, contractors, and the U.S. Department of Labor. Findings indicate a total capital investment of $1,381,160. Annual operating cost amounted to $167,690. At a wellhead price of $2.05 per thousand cubic feet, the sale of approximately 317 MMft3 of gas per year results in a rate of return on investment of approximately 25 pet.

This paper describing the mining practice and methods at the United Verde Extension mine, Jerome, Ariz., is one of a series of papers in preparation by the Bureau of Mines presenting the mining methods used in various mining districts of the United States. The United Verde Extension mine is a massive, high-grade deposit of copper sulphide containing some gold and silver and is mined almost exclusively by the conventional square-set method with some local modifications. About 450 men are employed underground and 1200 tons of direct smelting ore is produced per day. Figure 1 is a surface map of the Jerome district.

The Bureau of Mines has devised a procedure to recover chromium chemicals from concentrates derived from low-grade domestic chromites. These domestic chromites contain silicon and aluminum impurities at levels that are too high to permit processing by present industrial processes. The Bureau procedure consists of reacting chromite with molten NaOH under oxidizing conditions to form sodium chromate (Na2Cr04)' The reaction product is leached with methanol to recover the majority of the unreacted NaOH, then with water to extract the Na2Cr04 and the remainder of the NaOH. The Na2Cr04 product is recovered by evaporative crystallization from the aqueous solution. This report presents laboratory results of studies to determine the optimum leaching conditions for the reaction products of several domestic chromite concentrates. Results of solution purification and crystallization studies are also presented. The concentrates are from a variety of sources including the Stillwater Complex in Montana, Red Bluff Bay and the Kenai Peninsula in Alaska, and a Ni-Co laterite from southern Oregon. Sodium chromate crystals were produced that contained less than 0.01 pct NaOH.

The number of natural-gasoline plants has shown a consistent decline in recent years, but the total capacity has increased steadily. The number of completed plants, as determined by a survey as of January 1, 1932, amounted to 959. Previous surveys of January 1, 1928 and 1930 showed 1,155 and 1,035 plants, respectively. Of the total plants on January 1, 1932, 859 were operating and 100 were shut down, compared with 999 operating and 36 shut down on January 1, 1930. The material gain in the number of inoperative plants in the last two years was probably due to the severe decline in prices of 1931. The low prices of 1931, which were approximately 40 per cent below 1930, made it virtually impossible for the majority of the independent plants, or plants not owned by a large integrated company, to operate at a profit. Accordingly, the majority of the plants removed from the list in 1930 and 1931 were owned by companies which were engaged solely in the manufacture of natural gasoline. The total daily capacity of the plants on January 1, 1932, amounted to 11,387,000 gallons, an increase of 871,000 gallons, or 8 per cent, in the two years 1930 and 1931. That the total capacity of the plants has increased while the number of plants has declined is due to the fact that nearly all the plants constructed in the last five years have been large plants. During 1931 the average total daily capacity of the operating plants was approximately 10,600,000 gallons, while the average daily production amounted to 4,944,000 gallons. This indicates that the plants operated during 1931 at 47 per cent of their capacity, compared with 58 per cent in 1930 and 61 per cent in 1929. Although more plants have been dismantled in Oklahoma in recent years than in any other State, it continues to rank first in number of plants. This report describes development of the fusion-leach crystallization precipitation process for producing a hafnium content feed material for hafnium-zirconium separation plants. Mixtures of zircon, potassium silicofluoride, and potassium carbonate (or potassium chloride) were fused to prepare soluble potassium zirconium hexafluoride-potassium hafnium hexafluoride salts. High extraction of these salts was obtained by countercurrent leaching the fused material in dilute hydrofluoric acid. About one-half of the hafnium was recovered in hafnium-enriched mother liquor by cooling clarified lead: liquor to crystallize most of the zirconium salt. Additional hafnium was recovered from the primary crystals in a multiple dissolution-recrystallization step. Hafnium-enriched oxides having a hafnium-zirconium ratio of more than three times that of zircon were precipitated from the combined mother liquors. The hafnium and zirconium recoveries in the precipitate were 83 and 24 percent, respectively. About 71 percent of the zirconium and the remainder of the hafnium were recovered in potassium zirconium hexafluoride crystals of low-hafnium content.
