In late July 1985, air samples from a sealed portion of the Quinland coal mine in West Virginia showed the presence of carbon monoxide (CO). Mine Safety and Health Administration (MSHA) personnel concluded that a fire was burning behind the seals. Since an imminent danger existed, the mine operator was given a closure order. The gases behind the seals were monitored and almost 2 million ff of carbon dioxide (C02) gas was pumped into the sealed area to stabilize the environment. Sixteen days after the closure order was issued, MSHA allowed the mine to return to production. Approximately 1 yr later, mine management submitted a seal breaching request to MSHA in order to drive a set of entries to further develop the mine. The Bureau of Mines established a sampling strategy and monitored gases from behind the sealed area during the breaching operation until the atmosphere was safe. This report is an account of the seal breaching conducted by the mine, MSHA, and the Bureau. The logistics of this event, the sampling strategy, and the equations applied could be used by the mining industry in future breachings or mine recovery operations. Time to reenter the area was calculated by using the methane (CH4) concentrations sampled at the discharge of the seals. Tracer gas was used to verify the ventilation flows through the area.

This Bureau of Mines report presents the design for a commercial-sized flue gas desulfurization (FGD) demonstration plant that uses the citrate process. The goal of the Bureau's citrate process is to minimize the undesirable environmental impacts of industrial plants emitting SO2-bearing gas. The FGD plant is located at the George F. Weaton powerplant, Monaca, Pa. Construction was completed in April 1979 and will be followed by preliminary testing and a 1-year testing and evaluation program. Design capacity of the FGD plant is 156,000 scfm of 0.2-volume-percent-SO2 flue gas yielding about 16 tons of sulfur per day. The plant is intended to (1) clean fly ash, SO2, and Cl- from the gas while cooling the gas in a venturi scrubber, (2) absorb SO2 from the gas using 1,200 gpm of a countercurrent-flowing citric acid-sodium citrate-sodium thiosulfate solution, (3) react the absorbed SO2 in two 13,000-gal stirred closed vessels with added H2S, thus precipitating elemental sulfur and regenerating the citrate solution for recycle, and (4) recover the sulfur from the slurry by air flotation, followed by melting in a heat exchanger and separation from the occluded citrate solution in a sulfur decanter at 35 psi and 135° C.

Conventional flame channelling operates continuously at over 120 db --flame-drill channelling at a maximum of 95 db. The latter process was developed under this program. Individual drill holes are spaced to leave narrow rock webs. Sound and dust passing from the hole are effectively treated by a muffler and water injection.

Using a finite-element computer model, we have conducted an analytical study of roof behavior in a room-and-pillar coal mine. With standard engineering property in formation and a computer code developed for the Bureau of Mines to calculate roof sag, convergence, and roof-bolt load change, we have calculated the stability of roof-support systems and compared the computed data with experimental data collected during a field investigation at three test sites, one in a development area and two in production areas of a coal mine.

The influence of thermal treatments on the grindability of low-grade hematitic iron ores from Michigan and Minnesota was examined in bench-scale tests. Treatment factors were roasting temperature, roasting atmosphere, and ore cooling conditions. Bond ball mill grindability and work indices were used as response indicators in evaluating the condition of the ore. Of the three treatment factors evaluated, roasting atmosphere, which brought about the con version of iron oxides to magnetite, had the most significant effect; roasting temperature had the next most important effect; and cooling condition had the least effect. Optimum grindability was obtained with reduced-quenched products of both ores at 650° C, near the alpha-beta phase transformation of quartz.

The 24th annual survey of the peat industry by the Bureau of Mines, United States Department of the Interior, revealed that 76 producers in 20 States reported commercial production of peat in 1957. In addition to the States that reported production in 1956, Colorado, Idaho, and Wisconsin produced peat in 1957 Forty-four producers reported humus production; 21, reed-sedge peat; and 22, moss peat production. This total exceeds the number of active plants but several producers recovered more than one type of peat. Fifty percent of the total production was reported as reed-sedge peat, 36 percent as humus, and 14 percent as moss peat. About one-sixth of the total production was raw peat, with no preparation other than being air-dried. The remainder consisted of processed peat prepared for use by cultivation, shredding, and/or kiln drying.

Several problems exist with the present design of coveralls used by miners in low coal (seam height 48 inches or less). The back portion of the coveralls often tears when roof bolts or rough areas in the roof are hit. Movement in the shoulder area is restricted. Female low coal miners find it difficult to purchase coveralls that fit properly, and must remove both their hard hat and safety belt in order to urinate and defecate. The objective of this research was to design coveralls which would alleviate these problems. The following features were incorporated into the coveralls; padding in the upper back area to avoid tearing, an action pleat in the shoulders to increase mobility, an inseam zipper to more easily allow miners to perform their bodily functions, and reflective tape to increase visibi¬lity of the miner. A heavyweight denim fabric was used to increase warmth and durability of the coveralls. The coveralls were assessed K long four parameters (comfort, safety, worker productivity, and fabric suitability) using both an in-field assessment by low coal miners and simulation studies. The experimental coveralls proved superior to conventional coveralls along all four parameters. Work clothing sizes for female miners were developed.

This report presents the results of a study of the overturning Stability of Front End Loaders and the development of an Obstacle Detector to warn of Obstacles in the blind regions of the vehicle. The contributing factors have been identified, the FEL stability characteristics have been determined and six overturn warning indicators were fabricated and two were field tested in a mine operation over an extended time period. A simplified overturn indicator, based on the principle of sensing wheel load, was designed, constructed and field tested. The principle was demonstrated to be sound, however, the method of sensing wheel load must be revised. An obstacle detector capable of detecting a man sized target at ranges of two feet to one hundred feet was designed. A "Breadboard" device utilizing existing microwave devices was constructed and tested successfully.

The National Institute for Occupational Safety and Health?s Pittsburgh Research Laboratory conducted a full-scale test of a composite polyurethane-aggregate seal in a hydrostatic chamber at the Lake Lynn Experimental Mine. This composite seal consisted of a polyurethane and limestone aggregate core that was formed between two concrete block walls. In the hydro-static chamber test, water is used to pressurize the seal. During the test, the maximum average water pressure the seal was able to withstand was 18.9 psi. Further, the seal began to yield at an average water pressure of only 17 psi. At the time of the test, the minimum seal design requirement was 20 psi under 30 CFR4 75.335 (2005). Therefore, based on this test, the seal did not meet the regulatory minimum design requirement. Uniaxial compressive tests conducted on samples from the polyurethane-aggregate core revealed that both the compressive strength and the elastic modulus of the material were much less than that for polyurethane only with a density of 10.0?12.0 lb/ft3. The significant reduction in the strength and stiffness of the polyurethane-aggregate mixture results from the formation of a soft polyurethane foam around each piece of aggregate. The formation of the soft foam seems to be caused by residual moisture from the aggregate. The moisture also caused the density of the polyurethane in the polyurethane-aggregate mixture to be less than the design requirements. The lower density of the polyurethane in the mixture, along with the formation of zones of pure polyurethane only, resulted in the overall seal density being less than the design requirements. During seal construction, steps were taken to control the moisture, but were not successful. An analysis of the seal failure showed that the calculated shear stresses at failure and the estimated shear strength of the polyurethane-aggregate mixture are fairly close. This suggests that the strength properties of the polyurethane-aggregate mixture along with a weak zone of poorly bonded aggregate controlled the maximum pressure the seal could withstand. At the time of the seal testing, the minimum design requirement was 20 psi, as specified at 30 CFR 75.335 (2005). New emergency temporary standards for seal designs were promulgated on May 22, 2007, with a minimum requirement of 50 psi under specified conditions. However, it will be shown that the evaluation of the polyurethane seal performance as designed to meet the older 20-psi criterion can be relevant to the design requirements under the new standards.

During the initial portion of the contract several alternative designs were considered, as set out step by step in the monthly reports. The conclusions reached during this period were - to use on INTERDATA Model 70 as the system minicomputer - to drop the idea of multiplexing and digitizing the inclinometer outputs downhole due to the greater complexity and cost that that alternative would imply - to use a multitasking software monitor to enable synchronization of the several tasks that the system would have to perform simultaneously - to use a common controller for all I/0 devices except those which were available off the shelf from Interdata - to use a sheave counter to meter off equal increments of probe travel, but to supplement this information with the use of an encoder on the winch drum in order to be able to measure total probe travel unambiguously. - to place all I10 device interfaces in a bin connected to the common controller. During this period considerable attention was dedicated to the design of the mechanical components contemplated it the original contract. Of these, only those required for vertical probe was complete at the time that it was decided to forego the mechanical subsystem and concentrate on developing the necessary electronics and software to interface with the probes being developed by the Bureau of Mines.

The United States Bureau of Mines has engaged in a study of the conditions under which coal mine accidents, resulting in the loss of life, limb, or time to the injured person, occur from falls of roof and coal. This publication is devoted to the results of a study conducted in the coal mines of the Book Cliffs and Wasatch Plateau coal fields of Utah. To show the necessity of this study, a statement of the fatalities that have occurred during the period 1928-1930, inclusive, in the bituminous mines of the United States and of Utah, is presented (Table 1), followed by a brief description of this Utah district, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining, supervision, roof testing and timbering for roof support, all of which are factors in any plan devised for preventing accidents from falls of roof and coal.

ANDROS INCORPORATED has designed, manufactured and delivered four handheld C02 DETECTORS and three handheld CH4 DETECTORS. These instruments are for in-mine safety use. The DETECTORS incorporated an NDIR optical/electronic analyzer design in which exceptional zero stability is achieved by pressure modulation of the sample gas. This eliminates the need for daily calibration. This stability and the miniature design (2.5" x 4.5" x 4.5"; 4.5 lbs) of the C02/CH4 DETECTORS provide practical instruments suitable for routine safety inspections. This report includes the theory and design of the instruments as well as studies of gas-pressure modulation by a piezoceramic-driven Helmholtz resonator.

"IntroductionIn the course of an investigation on the influence of black damp (a mix of nitrogen and carbon dioxide) on the limits of inflammability of fire damp (methane) in air, some new information was obtained concerning the factors that determine whether or not a gas mixture is capable of self-propagation of flame. Volume for volume, carbon dioxide exceeds nitrogen in its extinctive action on flame, an effect which is generally attributed to the higher molecular heat capacity of the former. Argon, a as of lesser heat capacity than either, proved to Lave less extinctive notion. If, as seemed likely, the extinctive action of a chemically inert gas could be attributed entirely to its heat capacity, then helium should behave like argon; equal volumes of these two oases should exhibit equal extinctive action, for their molecular heat capacities are nearly identical at laboratory temperatures and, in all probability, remain constant up to and beyond flame temperatures. The experiments reported here show, however, that helium has proved to be more extinctive of methane flames than argon.Method Used in ExperimentsThe limits of inflammability of methane, in various ""atmospheres"" composed of mixture of air with one or other of the diluent were determined in a vertical glass tube, 6 feet long and 2 inches in diameter. The lower end of the tube was opened by sliding away a ground-glass joint and the flame of a small spirit lamp was immediately passed across the aperture. The tube was sufficiently long to enable observers to judge whether a flame was self-propagation for if a mixture were incapable of continued self-propagation pf flame, the lamp of flame formel above the source of ignition was extinguished within feet of its passage up the tube."

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. Approximately 2,500 tons of low-grade uranium ore were used to conduct a field-scale heap leaching test as well as throe column leach tests. The ore used to construct the field-scale heap leaching test had a grade 0.023% U308 while the ore used fur column leach tests had a grade of 0.027% U308. The ore was crushed to minus 4 in. The field-scale heap was constructed on a clay base with parallel effluent lines running under the heap spaced 7.5 ft apart. The heap was leached for 45 days, drained, washed, and dismantled. Based on residue analysis, approximately 205 tons of ore were leached with a final U308 extraction of 96%. The heap was 17.9 ft in height and leached in a near-vertical pattern down to approximately 1 ft, at which point the leached zone become bell-shaped. Two 8-ft column charges and one 18-ft column charge were leached for 36 and 45 days, respectively. Based on residue analyses, all U308 extractions were greater than 96%. The conclusions generated by the studies showed that (1) flow rates were similar for column leaching and field-scale leaching, (2) final U308 extractions were the same for both types of leaching; however, the deeper ore beds tended to require longer leaching times, and (3) the reagent requirements were reduced with increased bed depth.

As part of a national canvass of water use the Bureau of Mines compiled data on water requirements in the petroleum and natural gas industries for the calendar year 1962, specifically in well drilling, secondary-recovery operations, and natural gas processing plants. Total new water use in the petroleum industry of the United States, excluding refining, was 5.3 billion barrels. Secondary-recovery operations and natural gas processing plants required about 2.5 billion barrels of new water input; each of these requirements was about eight times greater than that for well drilling. Total use, including recirculated water, was 45.3 billion barrels of which 3.4 billion barrels was consumed. The greatest use of recirculated water was for natural gas processing, amounting to 38.2 billion barrels. Projections of total water use show that by 1975, 75.4 billion barrels will be used by the petroleum industry, of which 10.2 billion barrels will be new water. By 1985, the total use requirement will be 92.8 billion barrels, of which 13.1 billion barrels will be new water.

The U.S. Bureau of Mines conducted a field study of mines and prospects of the Black Canyon RARE II area (No. 5061), Inyo County, California, from June to October 1981. Geological) geochemical, and geophysical studies were conducted by the U.S. Geological Survey. The Black Canyon RARE II area is east of Owens Valley and 6 mi east of Bishop, California. The principal mineral commodities are gold, silver, lead, zinc, and tungsten. Properties with resources in and adjacent to the area are listed in table 1; the locations are shown on figure 1.
