Laboratory-scale tests were undertaken to examine several electrolytes for possible use in separating nickel and cobalt from products being prepared at Nicaro, Cuba. The most extensive work was done with nickel sulfate-ammonium fluoride, ammonium fluoride, ammonium sulfate, and nickel sulfate-boric acid electrolytes. All four electrolytes exhibited some selectivity for dissolving nickel carbonate from Nicaro basic carbonate used for regeneration. The nickel sulfate-ammonium fluoride electrolyte exhibited less selectivity for dissolving nickel carbonate from Nicaro basic carbonate than it did from synthetic mixtures. Ammonium fluoride leaching experiments showed that a low concentration and high temperature gave a good nickel extraction with C. P. reagents; however, this was not confirmed in tests using Nicaro basic carbonate. Electrolytic tests employing ammonium fluoride leach liquors gave no further separation, since approximately 90 percent of the cobalt was deposited at the cathode with the nickel.

Following is a resume of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction o1 injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bitumi¬nous coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority (under Executive Order 9728) was removed June 30, 1947, when Government control of the mines was terminated.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. Bahrain's oil revenue increased from $337 million2 in 1916 to $378 million in 1977. Despite the increase in value, petroleum receipts made up only 584 of all Government income in 1877, compared with 74% in 1976 and 83% in 1975. Bahrain became an oil producer in 1932 with the discovery of the Awali oilfield, and since that time, the Awali oilfield has produced over 600 million barrels of crude oil. Awali production in 1977 was 21.2 million barrels. Bahrain shares the revenue from the Abu Safah oilfield, located in the Persian Gulf north of Bahrain, equally with Saudi Arabia. Revenue from the Abu Safah oilfield was approximately $179 million or 47% of oil revenues in 1977. Output from the Abu Safah oilfield was 48 million barrels, an increase of nearly 30% over 1976 output. The Bahrain Petroleum Company (BAPCO). the nation's only oil-producing company, was owned 40% by California Texas Oil Corp. (CALTEX and 60% by the Govern¬ment. The Government established Bahrain National Oil Co. (BANOCO) in 1976 to administer the Government's share of BAPCO, oversee exploration concessions, and manage domestic marketing of petroleum products. The Government announced its intention to acquire 100% control of crude oil and natural gas production. CALTEX was to retain complete control of the 250,000-barrel-per-day oil refinery near Sitrah.

In a previous report,6 results were given that showed the amount of natural ventilation in a manhole having a capacity of 74.l cubic feet when the number of ventilation openings in the cover was varied. from no openings to a maximum of 48. The results showed that the ventilation (air changes per day) in the manhole was proportional to the area of the openings in the cover, and also that the number or area of the openings was the factor that chiefly affected the ventilation.

The Brattice Window Method was used to measure the leakage rates of a total of 42 ventilation stoppings in 8 hardrock mines. Various types of stopping construction were evaluated. The following types are listed in order of decreasing effectiveness: 1) Cinder block, 2) Timber and mortar, 3) Timber and polyurethane foam, and 4) Timber and brattice material. There are slight differences in the effectiveness of the first three types, while the timber and brattice type is substantially inferior to the others. The repeatability of the Brattice Window Method was found to vary with physical conditions in the mine such as stopping location with respect to intersections, regularity of drift cross section, and the presence of hardware such as air and water pipes, timber sets and wire mesh. The Brattice Window Method is viewed primarily as a tool for estimating and comparing stopping leakages for the purpose of determining where repair efforts should be concentrated. A laboratory test program resulted in the derivation of several "rules of thumb" for employing the Brattice Window Method, which will aid in securing accurate and repeatable data.

Present indications are that in about 2-3 years phosphor tags will be required in commercial explosives. A permissible 254 run ultraviolet lamp assembly has been developed to permit mine inspectors to detect such phosphor tags and therefore to establish if non-permissible explosives were used. This new lamp is powered by a Miner's cap battery without interference with the normal lighting requirements of the cap lamp battery. It is compact, light, and rugged with very high ultraviolet output.

This report presents an economic mineral assessment and Inventory of mines and prospects In the approximately 176,000-acre Patagonia Mountains-Canelo Hills Unit of Coronado National Forest. Deposits or areas most likely to experience future development are characterized in terms of their economics, based on data acquired by the author from a variety of sources, and supplemented by USBM field data collected by other workers in 1990 and 1991. Numerous mine maps, rock-chip sample assays, and detailed descriptions of mine and prospect sites are in this report and appendixes. Heavy but sporadic mining, mainly between the 1850's and 1950's was nearly all confined to the Patagonia Mountains. High-grade sulfide veins, replacements, and skarn deposits accounted for most of the production, which included large quantities of zinc, lead, copper, and silver, and considerable quantities of gold. Small Quantities of molybdenum, manganese, tungsten, and placer gold have been mined. Most of the traditionally mined metalliferous sites will not see future activity due to the low tonnages present and removal of most high-grade rock. Possible future development areas include copper porphyries and breccia pipes; most are too deeply buried for current development. Localities where similar deposits may be concealed are identified.

The goal of this program was to produce a set of baseline health and safety training materials that could be used by the metal/nonmetal mining industry to reduce injuries and to comply with federal training requirements. The materials developed are arranged in a two level outline format. The first level provides the title, course goals, background and topical outline while the second level provides a detailed outline of the course content. Visuals, designed to portray miners in a positive, attractive fashion, were done in simple line drawing so they would reproduce for handouts without loss of quality. Each of the required units in the Baseline Guides have one or more self-checks. These are designed to be suggestive of evaluation techniques the users can develop for themselves. An instructors guide and a mining terms glossary are included. In a second phase the program developed performance based training guides for Annual Retraining and Experienced New Hires in the Underground Salt Industry.

[The citrate process for flue gas desulfurization (FGD) is a product of continuing research by the U.S. Bureau of Mines to meet the goal of minimizing the objectionable effects of minerals industry operations upon the environment. The reduction of SO2, in solution by H2S to produce elemental sulfur by the citrate process is extremely complex and results in solutions that contain at least nine different sulfur species. Process solution analysis is essential to a clear understanding of process chemistry and its safe, efficient operation. The various, chemical species, the approximate ranges of their concentrations in citrate process solutions, and the analytical methods evolved to determine them are hydrogen sulfide (~0M to 0.06M) by specific ion electrode, polysulfides (unknown) by ultraviolet (UV) spectrophotometry, elemental sulfur (~0M to -0.001M dissolved, ~0M to ~0.1M suspended) by W spectrophotometry, thiosulfatc (~0M to ~0.25M) by iodometry or high performance liquid chromatography (HPLC), polythionates (~0M to ~0.01M) by thin layer chrornatogrphy (TLC), dithionite (searched for but~ not detected in process solutions) by polarography or TLC, bisulfite (~0M to 0.2M) by iodometry, sulfate (~0M to 1M) by a Bureau-developed gravimetric procedure, citric acid (-GM to 0.5M) by titration or visible colorimetry, glycolic acid (~0M to 1N) by HPLC, sodium (~1.5M) by flame photo¬metry, and chloride by argentometric titration.]

This paper describes the location and general features of the ?Red Bed? or sandstone copper deposits in southeastern Colorado and New Mexico. Most of the areas containing this type of deposit were visited, and many deposits were examined. Some deposits were not visited because of lack of information as to their location. In the large area covered a great variety of climatic, geographic, and topographic conditions exists. Some of the deposits are in arid areas, whereas others are in heavily forested regions. Altitudes range from 3,400 to 9,200 feet, and the terrain varies from flat plains to rugged mountains. Transportation is a difficult problem in most of the districts, involving long truck hauls to a railroad and long rail hauls to a smelter.

Tracor MBA under a contract to U.S. DOI Bureau of Mines designed, developed, fabricated and demonstrated a conveyor belt service machine. It is self-contained, battery powered, rubber tired and capable of handling, storing and transporting conveyor belting, wire rope and associated structures for sectional conveyor belts. While moving the tail section to its next position the machine discharges the belting, wire rope and belt structures. The belting is elevated and separated to provide for the insertion of the structures with minimum expended effort. A hydraulic system provides the power for steering, braking, winding or unwinding under controlled tension the belting and wire rope, operating a load-bed slat conveyor, raising, lowering and locking connection hitches and powering external hydraulic tools. Also, a pneumatic system is available to operate air impact tools. The service machine, with its present components can function in coal seams as thin as 48 inches, double wind conveyor belting 42 inches wide, 400 feet long, load or unload 3/4" wire rope on two separate reels and is controlled by two operators. A complete belt move using this machine requires only four workers. Successful underground demonstrations were conducted in coal mines located in West Virginia and Kentucky.

The objective was to evaluate central lubrication systems for potential use on underground mining equipment. Previous use on continuous mining equipment resulted in poor system performance because of improper selection of lubricants, component failures, and an inconsistent delivery of lubricant to the bearings. The principles and operational characteristics of systems are reviewed and evaluated, and it was concluded that systems are available which can provide reliable central lubrication if properly applied, installed, and maintained. The procedures for applying a system to a continuous miner are discussed. Investigation revealed the lack of significant information on lubrication-related equipment failures and injuries related to maintenance and repair operations, the lack of significant failure rate data for central lubrication system components, and the lack of performance standards for central lubrication systems and components. To continue the development of systems for underground mining equipment it is recommended that a data bank on failures and reliability for equipment with and without central lubrication systems be created, and standardized specifications and performance criteria be developed for central lubrication systems and components which will be used on underground mining equipment.

This study estimates capital investment, operating costs, and selling prices for four underground bituminous mines producing coal with annual production ranging from 1.06 to 4.99 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of December 6, 1974, under the Bituminous Wage Agreement of 1974, and costs for material and equipment are based on 1975 indexes. Initial capital investment ranges from $20,799,800 for the 1 .06- million-ton-per-year (MM tpy) mine to $84,027,500 for the 4.99-MM-tpy mine. Total capital investment ranges from $32,506,800 to $1 22,983,500 for the same mines. Corresponding selling prices for the coal range from $12.87 to $11.64 per ton, assuming a 15-percent discounted cash flow rate of return after Federal income taxes.

Many injuries are caused each year by rock falls in coal mines. Most of these injuries are not caused by major roof collapses, but from falls of smaller rocks from the immediate top or roof skin. Various surface controls are used in mines to control this surface rock. One that has been found to be very effective is roof screening. Depending on the size of the screen, roof coverage approaching 100%can be achieved. Many mines are reluctant to use screen for primary skin control because of additional costs of time and materials, but others are having great success at both controlling costs and surface rock. Data is presented from two mines that show a dramatic reduction in roof skin injuries when screening is used. Much of this success is due to innovations in roof bolting machines. Four case studies of roof screen experience are presented along with associated costs of materials, impact on bolting advance rates, and potential ergonomic risks. The effects of roof screening on skin control and safety are also included. Finally, this paper will provide information about features of different roof bolting machines that affect production and safety.

A field study was conducted by the Bureau of Mines to determine the feasibility and effectiveness of a secondary ventilation system retrofitted onto an Eickhoff EDW 340L double-drum shearer as a technique for controlling respirable dust generated during a longwall mining operation. An airflow duct was formed by enclosing the bottom of the undercarriage with steel plate and cutting air channels through the ends of the undercarriage frame. Air intakes were provided behind each cutting drum and at several locations along the undercarriage. Grills were installed at the intakes to prevent the broken coal from entering the ducting. A dust collector consisting of 5,000-ft3/min fan, water sprays, and a minicyclone panel was installed on the shearer at the tailgate end. Field results indicated that the secondary ventilation system reduced respirable dust more than 60% along the face. Reduction was less near the intake airway and when secondary dust sources occurred.

This conference was attended by representatives of Belgium, France, Germany, Great Britain, and the United States ands by invitation, Czechoslovakia, Poland, Spain, and Russia. The first international conference of representatives of mine-safety, research stations was held the United States Bureau of Mines Pittsburgh Experiment station in 1912 .4/

This is the seventh in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of Mines of the United States Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935-36.3/ The present report covering 1,875 samples represents the products of 83 companies plus those from the Pacific coast, which were averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were submitted. For the regular grade 985 samples consisting of 73 different brands are averaged. The premium grade consists of 489 samples of 40 different brands. The third grade has 401 samples averaged from 51 different brands. In this report the districts have been reduced to 21 by combining North and South Texas into one district. Fl Paso samples are reported with the South Rocky Mountain district, and Amarillo, Tex., has been included with the Middle Rocker Mountain district. In the present survey samples from Fort Smith, Ark., have been included in the Tulsa area, Indianapolis has been included in the St. Louis district. Cleveland represents the State of Ohio. Samples from Little Rock, Ark., and North Carolina have been included in the Memphis district. The Pittsburgh district includes samples only from this State and Wheeling, W. Va. The actual sampling points in each area are indicated an table 1.

The U.S. Bureau of Mines constructed a large-scaJe facility to study the self-heating of a large coal mass under conditions that simulate a gob area of a mine. The insulated coal chamber can hold up to 13 short tons (st) of coal and is provided with a forced ventilation system and computer-controlled temperature and gas measurement systems to monitor the heat and mass transfer phenomena that occur in the coalbed. Three experiments were completed with high-volatile C bituminous coals that exhibited high spontaneous combustion potentials in laboratory-scale tests. In the first two tests, a sustained heating was not achieved. In the third test, temperatures throughout the coalbed increased steadily from the start, with thermal runaway occurring near the center of the coalbed after 23 days. The thermal reaction wne then moved toward the front of the coalbed. The results of these tests showed that the self-heating of a large coal mass depends not just on the reactivity of the coal, but also on the particle size of the coal, the freshness of the coal surfaces, the heat-of-wetting effect, and the availability of O2 at optimum ventilation rates.
