Two marine diamond deposits on concession 2b off Namaqualand along the South African Coast, have been systematically mined over the past year by the mv Moonstar. The two deposits, Smith?s Ulcer and Wedge Point Basin, are comparable in morphology, straddled the same water depths and have similar geology yet have given very different recoveries when compared to their respective grade models. These differences are best ascribed to the different style of mineralisation observed within the two deposits which has been directly controlled by the bedrock morphology. The smith?s Ulcer deposit has been formed in a metagreywacke bedrock displaying a strong north-south trending foliation which dips steeply to the west. Consequently the mineralisation is confined to narrow north-south linear trends with limited lateral extent (less than 5m) making extraction extremely difficult and somewhat variable. RE factors (recovered grade versus estimated grade) for this deposit range from 0.5 to 1.1. The Wedge Point Basin deposit is formed in a micaceous metaquartzite with a conjugate southwest northwest joint set, the southwest lineation being the more prominent, and structural foliation dipping gently to the west. The resultant style of mineralisation is confined to basinal features defined by topographical lows and is fairly lateral in extent (in order of 50m). Extraction of the mineralisation from this deposit is less arduous with recoveries more uniform, RE factors are frequently in the range 2 - 3. This style of mineralisation is more in line with what is to be expected from marine alluvial deposits, the nugget effect of diamond concentration being responsible for the high RE factor. The long narrow linear trends observed in Smith?s Ulcer demonstrably require a specialised approach in successfully sampling, modeling and ultimately mining.

The research affiliate projects of the Continental Shelf Division of the Marine Minerals Technology Center concentrate on the development of technologies and methodologies for the exploration 4 and assessment of nonfuel continental shelf mineral resources within the U.S. Exclusive Economic Zone. Three of the FY 1990-91 research grants are summarized below. Scientists at the Center for Applied Isotope Studies at the University of Georgia have developed ?An Advanced Design for a Seafloor Gamma Isotope Mapping System? for the rapid collection of data on seafloor sediments. This system is designed to detect gamma radiation emitted by naturally occurring radioactive elements found in marine sediments. This data can be used to study seafloor lithology and has direct application in marine mineral surveys. The purpose of this study has been to redesign and calibrate the system for marine mineral survey work. Recent modifications of the sled design, gamma radiation detector, and supporting software have resulted in considerable improvements in sensitivity, functional operation, and data acquisition.

A geologist can be likened to a medical pathologist trying to figure out from faint clues how something had lived and how it died, often long after the event. Present-day seafloor hydrothermalism has empowered geologists/pathologists to dissect a living system, in this case volcanogenic massive sulfides (vms) deposits of copper, zinc, lead, silver and gold. On the other hand, a considerable amount of our understanding of seafloor hydrothermal processes and its products stem from our knowledge, much of it from industry, of these same processes and products that formed ancient ores in oceans as much as 2700 million years ago and are now mined on land.

We report preliminary results for a group of unique samples collected with MBARI’s ROV Tiburon on August 12, 2005. The samples were collected from the East Blanco Depression (EBD) diffuse-flow hydrothermal field, which was determined in a previous study to cover an area of at least 100 m by 80 m (Hein et al., 1999). The survey reported on here extends that field to more than 1500 m in an approximately N-S direction. The EBD, a pull-apart basin, occurs near the western end of the Blanco Fracture Zone (BFZ), which connects the Juan de Fuca and Gorda Ridge spreading centers (Fig. 1). The samples were collected from a waterdepth range of 3343-3380 m.

This project funded by Government of Flanders (Belgium) and coordinated by the Intergovernmental Oceanographic Commission proposes to draw recommendations for conservation of the biodiversity and for minimizing the impact of future nodule mining from the description of the referential state of suprabenthic megafaunal assemblages within a nodule ecosystem in the Clarion-Clipperton Fracture Zone (CCFZ). The description of this specific ecosystem is based on the analysis of about 200 000 photographs and some 55 hours of film collected by French and American exploratory cruises. The video and hotographic sampling has been achieved by means of different towed and remote control devices designed for Ifremer and NOAA including the manned submersible “the Nautile.”

A seafloor based robotic drilling system is being developed for the National Institute of Ocean Technology in Chennai, India to support a National initiative for marine methane hydrate research. The system will be capable of core sampling to 150m below the seafloor in 3000m of water under telemetric control of an operator onboard a research vessel at the surface. Unlike previous robotic drilling systems, this unit (designated the ACS) will use wireline methodology to reduce the number of tool handling operations required to complete the borehole (conventional rod drilling requires 2025 tool handling operations to complete a 100m hole, while wireline requires only 48 operations to reach the same depth).

Every year approximately 22 million tonnes of marine sand and gravel are dredged form British waters. The eastern English Channel (EEC) contains substantial reserves, a proportion of which have been identified by the aggregates industry for potential future exploitation. The main aim of this study is to produce broadscale marine habitat maps of the EEC area. The UK aggregates industry has formed a consortium of representatives (the eastern English Channel Association), and have sponsored an initial baseline survey and follow-up sampling programmes as part of a Regional Environmental Assessment (REA) covering a patchwork of aggregate prospecting areas. To complement this effort, a large-scale geophysical survey was conducted in 2005 to place the REA in a wider spatial context and, thereby, to help assess the environmental significance of any future impacts arising from commercial aggregate extraction over the broader region of the EEC.

Accumulation of cobalt -rich ferromanganese crusts on Pacific seamounts located off-ridge in the Hawaiian EEZ, represents a complex process that involves geologic aging of the seamounts, geographic transportation- of the seamounts on the Pacific plate during the past 80 million years, and geochemical history of the oceans for that period. A comparative study of the building and erosion processes of the young Loihi Submarine Volcano, located south of the Island of Hawaii , and the 80 million year old Cross Seamount, located west of Hawaii , shows that both edifices show wide armchair-shaped talus chutes and intervening ridges of exposed dikes. The similarity between the observed mass wasting process on Loihi and Cross suggests that the slopes of submarine volcanoes are geologically unstable from the time of their origin on the seafloor through their entire geological history. The slopes of Cross are covered by coalesced ferromanganese crust covered talus, steep exposed dike faces, and crust covered dike ridges. A study of the stratigraphy of the crusts shows a range of thicknesses and number of unconformities present. The thickest crusts, up to 8 centimeters, are found preserved within the larger coalesced slabs along the shallower slopes of the talus chutes and along the crests of the ridges between water depths of 400 and 1800 meters. The platinum content was used in stratigraphic correlation between the crusts in the coalesced slabs and those collected from ridges with the PISCES V submersible. Around 235 million tonnes of marine aggregates have been dredged in the last decade from the UK continental shelf alone. The current distribution of marine aggregate production licence areas in North West Europe reflects the relationship between a variety of factors such as the natural distribution of deposits of sand and gravel, the demand for aggregates, the technical capabilities of the dredging fleet and environmental considerations. Whilst the sand and gravel deposits targeted by the marine aggregate industry are generally relict and therefore geographically fixed, the remaining factors have evolved over time and will continue to do so in future. Applications for new licences must not only reflect the current situation, but anticipate future trends. The main markets for marine aggregates are the construction industry, centred around the larger centres of population and coastal protection projects along the coastline of Europe. The aggregate industry as a whole does not create demand but simply meets it. Many factors influence the overall demand for aggregates and guidance exists for those in authority and industry who need to plan for the supply of aggregates. Adequate supplies should be maintained at the best balance of social, environmental and economic cost, whilst ensuring that extraction and development are consistent with the principles of sustainable development.

The occurrences of polymetallic minerals within the Exclusive Economic Zones (EEZs) of many Pacific Island Countries (PICs) have been confirmed through marine scientific researches and seabed minerals exploration in the last forty years, and are increasingly being recognized by nations as a future potential source of revenue and economic development. For many of the smaller PICs, this may represent the only exploitable natural resource sector apart from fish. SOPAC (then under the CCOP/SOPAC) was actively involved with deep sea mineral exploration in many countries in the South Pacific between the 1970s and early 1980s that led to the discovery of a number of seabed mineral occurrences within the EEZs of these countries. In collaboration with SOPAC, a number of multinational consortia and national agencies were involved in this early stage of seabed mineral prospecting in the region. This was followed by a twenty-year (1985-2005) marine mineral prospecting in the Pacific through the collaborative effort of the Government of Japan and SOPAC as well as the Ridge 2000 program. Other mineral prospecting and marine scientific research initiatives have been conducted in recent years and the most notable one is the Nautilus Minerals advanced exploration in the Manus Basin in PNG. Based on the results of previous exploration, a number of countries in the region with moderate to high deep sea mineral resources potential are identified. Seafloor Massive Sulphide deposits have been confirmed in PNG, Tonga and Fiji while the Cook Islands and Kiribati have high manganese nodule resources potential in addition to significant occurrences of Cobalt-rich Crust within the EEZs of the Marshall Islands and the Federated States of Micronesia. Despite the recent surge in deep sea minerals interest and activity around the Pacific, specific policy, legislation and regulations necessary for the governance of deep sea mineral resources are lacking. Also lacking is the specific technical and human resources capacity essential to ensure that PICs are able to effectively manage these seabed resources. Consequently, SOPAC under the EU funded Deep-Sea Minerals (DSM) Project will work with Pacific ACP States to develop a regional regulatory framework from which they can develop their national frameworks for the sustainable management of their marine mineral resources. The work is of critical importance if PICs are to have effective environmental, fiscal and social management instruments in place for the exploration and exploitation of deep sea minerals that could support economic growth within the region as a whole.

The United Nations Convention on the Law of the Sea (UNCLOS) entered into force, for those nations who had ratified it, on November 16, 1994. The Convention deals with nearly every aspect of ocean affairs, including marine scientific research, fishing zones, freedom of the high seas, protection of the marine environment and deep seabed mining. Article 76 of the Convention defines edge of the continental shelf in a way that many earth scientists find bizarre. Out to this limit, a coastal state has sovereignty over the seabed and sub-seafloor resources. Beyond that limit, the key principle of UNCLOS, that "the resources of the deep seabed represent the common heritage of mankind and should be developed to benefit all nations" is invoked. Establishing that limit and managing development in the different areas of jurisdiction is no small task. Canada's continental shelf as defined by UNCLOS covers an area approximately equal to half the area of the Canadian land mass. Interpretation and application of the convention is therefore highly significant for Canada. For example, the sedimentary basin in which the offshore Hibernia oil field is found, extends beyond the 200 mile limit but lies predominantly within the limits of the (UNCLOS) continental shelf. Responsibility for development of inshore placer deposits rests firmly with the coastal state. However, development of deep sea mining, in which the international community plays a management role under UNCLOS, has raised many concerns. Of particular interest to Canada will be the application of the provisions of the convention to interest in the polymetallic sulfides sampled on the mid-ocean ridges such as the Juan da Fuca Ridge. A further complicating factor for Canada is management of fishing stocks. Canada has sought to resolve this "problem" through multilateral negotiations under the UN. Under its "Oceans Act," currently being debated by Parliament, Canada intends to become a world leader in oceans and marine resource management. Similar activity in most maritime nations is setting the stage for a revolution in the way in which use of the world's oceans is managed. Much of this revolution will be guided by UNCLOS. Coastal states that have ratified the convention have ten years in which to define the limits of their continental shelves the clock is already ticking for them! We have yet to see how their actions will guide, or be guided by, those who have not yet ratified. We also have yet to see how national legislation and aspirations will mesh with international conventions that were drawn up in a previous era of environmental standards. This is a time in which many questions have been raised and few firm answers received. However, we must ensure that everyone is aware of what is happening, with what potential consequences, in order that rational decisions can be made. Canada has taken a few small steps that it is happy to share with the world community.

What is known about manganese nodules and their potential commercial recovery is outlined in terms of economics, legal rights, environmental impacts, and mineral genesis. As a result of 20 years of accomplishments it is clear that nodules comprise a real resource, and that they can be collected in water depths up to 5000 m, for brief periods, and raised to a surface vessel at rates of production appropriate for scale model systems. Based upon information in the public domain at present there is more confidence in the nature and magnitude of the resource than in the ability to recover nodules commercially. A review of the literature suggests that the metallurgical processing of manganese nodules is technically feasible and that the associated costs are well predictable. What is less clear is the market outlook for the products. All "overlapping claim" conflicts have been resolved. Therefore, parties with a historic interest in nodule mining appear now to have the right to mine in the future, assuming they properly complete whatever exploration license obligations they may have.

"A deposit of phosphate nodules is on the Chatham Rise approximately 450 kilometres to the east of Christchurch in the South Island of New Zealand. The deposit contains sufficient rock phosphate to supply New Zealand’s phosphate fertilizer needs for at least 20 years. It was first investigated commercially 50 years ago by Global Marine, followed by JBL Minerals in the early 1970’s. NZ and German government research and industry groups then took it up again, with major field programs in 1978 and in the early 1980s.Due to difficult global and local economic conditions the project ground to a halt in 2004.The project was resurrected in 2007 when Chatham Rock Phosphate applied for a prospecting licence. This was granted in 2010 and a successful subsequent mining permit approval followed in 2013. The initial application for the separately required environmental permit was declined in February 2015.A lot has changed then and the significance of this will be the subject of the presentation. Chatham Rock Phosphate is confident that an environmental permit will be successfully granted next time."

The increased interest on deep water minerals resources is a challenge for both mining and oil industry. The exploration and production of oceans minerals require a synergy between of different technologies. While mining industry is leading the dredging and processing part of the system, oil industry is contributing through development of ore lifting technology based on existing subsea knowledge. The paper presents an overview, based on published projects around the world, of different approaches to marine mining. Several exploration techniques and offshore production systems were already designed and assessed, all of them with apparently positive results. Exploration phase is well advanced and in continuous expansion allowing the discovery of increasing resources around the world of different nature but production can be considered to be in an early stage. Different from onshore mining, subsea operations require a closer cooperation with international and local authorities to preserve as much as possible the environment. There are still many uncertainties at respect and all the exploration process must be carefully evaluated to allow subsea mining to develop in a sustainable manner. Technically, mining at seabed was already demonstrated and the process is based on three main components, namely seafloor mining tools, riser and lifting system and production vessel support. This layout is based on the concept that ore must be disaggregated at seafloor first, transported to surface in form of slurry that must be dewatered before loading to be transported to processing plants onshore. The challenges are rising because the environment and safety must be taken into consideration as a priority when evaluating the efficiency of the system. The importance of cobalt-rich manganese crusts on the Pacific seamounts for possible future rare metal sources has currently been recognized. The thin layer-type deposit characteristics affect not only the excavation efficiency but also the economy of mining venture. Considering the thin layer-type distribution and the utilization of some rare metals in cobalt-rich manganese crusts, a preliminary economic feasibility of the mining venture is evaluated. Under some preliminary technical assumptions, the possibility of cobalt-rich manganese crusts for future rare metal sources for Japan is examined. The important role of utilization of rare metals in the crusts is highlighted.

The XRF Core-Scanner system performs non-destructive analysis of elements from Mg to U, in concentrations of ppm levels on split cores with digital images. Using the AVAATECH XRF Corescanner system, we conducted high resolution element analysis of deep sea sediment cores from Clarion-Clipperton fracture zone of the northeastern Pacific to reveal recent environmental changes. Comparison of data estimated by the XRF core scanner with ICP-AES showed relatively weak correlation coefficients except Mn contents. Down-core variations of most elements seem to be matched with each other and reflect changes of sediment colors. Especially Mn/Al ratio significantly change at distinct color boundaries. The variations of Mn/Al ratio with sediment colors are suggestive of changes in redox condition and further divided into two types probably affected by activities of benthic organisms. Be isotope age datings of select core (BC08-02-13) indicate that the color boundaries are approximately coincident with late Pliocene and Pleostocene also early Pliocene and late Pliocene boundary.
