At various decision points in the development of a project, a developer, joint venture partner or financial institution may require an independent review of the basic assumptions and technical aspects of the project. This type of review or technical audit is becoming a more common feature of the project development process. This feature has evolved because of the need of investors and lenders to be more confident of the viability of a project by the confirmation of its technical and cost aspects. Technical Audits offset some uncertainties introduced by the combination of longer development periods for, projects and the highly dynamic world economic scene. This paper reviews the place, nature and process of the technical audit by examining the circumstances when it might be needed, the typical scope of work or brief, the responsibilities of and relationship between the auditor and the client, and the auditing procedure. Detailed aspects of technical audits are discussed followed by a case study of the Hail Creek Coal Project Audit.

The Hellyer concentrator of Aberfoyle Limited commenced production in 1989 processing a fine grained, massive sulphide ore containing Zn, Pb, Ag, Cu and Au as values. Four concentrates are produced - copper/silver, lead, zinc and bulk (Pb/Zn) - with overall payable recoveries (1991) of 80 per cent Zn, 55 per cent Pb, 50 per cent Ag, 30 per cent Cu and ten per cent Au. Metallurgical development work commenced immediately after plant commissioning, and continues. The flotation response and liberation analysis on a size basis highlighted reagent balance problems associated with tower mill regrinding of sphalerite, poor conditioning of flotation pulps, poor selectivity for fine galena, and insufficient liberation. These were the main causes of values lost to tailings, values reporting to the 'wrong' concentrates and of impurities in the concentrates. Modifications to tower mill regrind circuit operation, and the use of improved conditioning techniques have greatly improved concentrator performance, particularly in the finer (-5 micron) size fractions. Studies of concentrator and laboratory flotation by size and liberation analysis are the basis of diagnostic metallurgy. The techniques used to evaluate the improved concentrator performance are discussed.

I must tell you at the outset that I come to this conference deeply disturbed at the `role of Government in international dealings in mineral and energy resources'. I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

Three ores (sulfidic, oxidized and carbonaceous) were analyzed to determine the effects of leaching time, ore depth, and ore mineralogy on cyanide species concentration. NaCN solutions were percolated through opaque columns filled with milled ore. Column design made liquid sample collection possible from various depths at specific times. The concentrations of weak acid dissociable(WAD) and total cyanide, Fe(CN)63 , Fe(CN)64 , SCN , and Cu(CN)43 were determined for each sample. Extended percolation time led to increases in WAD cyanide concentra- tions and decreased SCN and Cu(CN)43 concentrations regardless of ore depth. WAD cyanide concentration decreased while Fe(CN)64 concentra- tion increased with ore depth. Highest concentrations of Fe(CN)64- SCN and Cu(CN)43 were found in the sulfidic ore, with expected low WAD cyanide concentrations. Many low sulphidation epizonal gold and zinc-lead vein deposits within magmatic arcs are situated on basement highs, and post-date both the main volcanic episode and porphyry copper (gold) mineralization. These features are best explained by emplacement of a flat batholith a few kilometres beneath each mineral district, as recently demonstrated by geophysical data in the Baia Mare district of Romania. The batholith provides heat for the hydrothermal system, and results in extensional faulting both through up-doming of the overlying rocks, and in some arcs through incipient collapse of the thermally weakened crust under regional extensional stress. More water-rich magmas emplaced at greater depths could explain some deep epizonal and mesothermal gold deposits situated outside magmatic arcs.

Since the introduction of the Neil George Five Point Safety System, to the underground sections of The Zinc Corporation, Limited and New Broken Hill Consolidated Limited mines in March, 1969, the Disabling Injury Frequency Rate has been halved and shows signs of contin- uing to fall. The total accident frequency rate has also fallen, although the decrease has not been as significant. Before the introduction of the Neil George Safety System, analyses of the direct causes of accidents showed that approx- imately 25 per cent were caused by "unsafe conditions", while 75 per cent were attribu- table to "unsafe acts". Within twelve months of introducing the system, these percentages had significantly changed to 7 per cent unsafe conditions and 93 per cent unsafe acts. Today, the figures are 3 per cent and 97 per cent respectively, and these figures clearly show that the main emphasis in the current programme must be directed towards making the operating men safety conscious. The effort must be focused on changing the minds of men.

Finding a balance between practical and acceptable groundwater management, and providing for the needs and impacts of mining developments remains a challenge. The changes that accompanied the recent implementation of water reforms have provided greater flexibility for the water manager and greater certainty for the resource user. However uncertainty associated with understanding of complex aquifer systems, balanced against providing for the needs of mining developments, the rights of existing water resource users and expectations of the broader community have not diminished the conflicting issues faced by water resource managers and resource developers. Licensing under the Water Act 2000 provides the regulatory link with the taking of water for water supply purposes or as a consequence of the mining activity. This paper outlines key elements of sustainable water resource management involving certainty of access to water and adaptive environmental management that are delivered through conditioning the water licences issued for the particular mining development. Implementation of this approach is illustrated through a case study involving the BHP Billiton Cannington Mine in North West Queensland.

The Maddingley brown coal seam at Bacchus Marsh, where mined and bored, tends on the whole to a higher content of volatile matter than the Latrobe Valley brown coals, and this masks the presence of lignitic or earthy coal bands in the bore core analyses. Visits to the Lucifer Open Cut, at Bacchus Marsh, during 1948, revealed, however, a banded condition in the coal seam, as shown in Fig. 1. This banding showed in a face that had been exposed for a considerable period of time, permitting partial drying out and oxidation of the surface coal. The bands consist of different coal types, ,comparable with those found in the Yallournand Latrobe brown coal seams(l).The' light coloured bands in Fig. 1 consist of a buff to light-brown earthy coal of low specific gravity, that closely resembles the pollen coal, that occurs, as similar thin bands in the Yallourn and Latrobe seams. The 40 ft. of coal above the uppermost of these light coloured bands dries out on exposure to a black, closely cracked surface, composed of small dice-like fragments of a lustrous vitrain-like substance, and in every respect resembles the lignitic coal bands of the Yallourn and Latrobe seams.The coal between and below the light-coloured bands develops fewer and more widely spaced shrinkage cracks on drying out, and remains brown in colour and earthy in appearance, resembling the earthy coal of the Yallourn and Latrobe seams.Representative samples were cut of these coals, taking care to exclude surface coal, and analyses were made of them by the Metropolitan Gas Company, through the kindness of Dr. R. Mill scale, which contains a high proportion of magnetite and wustite, was added to the feed to the Whyalla grate kiln pellet plant during the production of acid pellets for domestic consumption. Its addition resulted in increased production -rates together with reduced consumptions of bentonite, fireclay and fuel. Mill scale was particularly beneficial when treating feed containing difficult to process, earthy, high ignition loss iron ores. Test work in the laboratory and subsequent plant experience showed that the magnetite and wustite oxidised in the drying and preheat sections of the travelling grate. The additional heat reduced gas flows through the grate kiln system, aided the drying of green balls containing earthy ores and increased the preheat strength of the balls. These advantages were offset to some extent by higher power consumptions to grind the harder mill scale and process difficulties caused by the contamination of mill scale with oil and coke.

More than ten seafloor massive sulfides (SMSs), which tend to be enriched in Au and Ag with varying amounts of Zn, Pb and Ba, have been reported in Japanese Exclusive Economic Zone (EEZ) including the Jade hydrothermal field in the Izena cauldron Okinawa, theSunrise deposit in Myojin knoll Izu-Ogasawara, and other active deposits found in the past 20 years. From the fiscal year 2008 some universities in Japan will begin development of sensing devices to delineate surface distributions of known SMSs and to find new ones. The devices would be deployed by an autonomous underwater vehicle (AUV) or remotely-operated underwater vehicle (ROV) later in active hydrothermal fields and potential areas in the EEZ. On the other hand, different laboratories are planning to research and evaluate SMSs with state-of-the-art methods such as the benthic multi-coring system and geophysical devices to collect information in deeper parts of the SMSs. In this session recent projects on exploration and evaluation of SMSs with some new trials including geophysical and geological surveys in Japan will be reported. With the advent of COAG reforms in the late 1990s requiring full commercial return from æpublic infrastructureÆ, and the tightening regulatory compliance for any project that involves the development or modification of any natural resource, it has become increasingly difficult for the private sector to contemplate development and/or ownership of new large-scale water supply infrastructure. The hurdles that must be overcome often seem insurmountable even before a detailed understanding of the project challenges can be developed. Australia has prospered over the last 50 years in an environment where regional development, including mining, has been encouraged by high commodity prices, a well-trained and available labour force and abundant spare capacity in the necessary infrastructure, in particular rail, power and water. Unless future infrastructure is created in advance of, or closely following, demand, this prosperity may be in jeopardy. This paper presents a snapshot of todayÆs project development challenges, and with reference to some recent case histories, argues that owing to their unique background, culture and status, water utility government owned corporations (GOCs) are well-suited to fulfilling the demand for new water infrastructure.

Mineral sand orebodies are typically mined for their TiO2 content. Increasingly over the past 30 years, the major mineral focus has shifted from natural rutile to ilmenite and an acceptance that the latter generally needs some form of upgrading for economic conversion into TiO2 pigment. This upgrading obviously has a cost, and in conjunction with diminishing mineable feed grades, results in higher cost TiO2 units for chloride route Pigment Plant feedstocks. The net cost of feedstock can be significantly influenced by the recovery and sale of accessory minerals and by-products from the processing chain to the extent that some producers have the potential to achieve a zero net cost. Whilst slagging plants typically reduce net cost from rutile, zircon and pig iron revenues, operations supporting Becher type synthetic rutile operations have been limited to revenues from rutile and zircon only. A range of alumino silicate minerals show industrial potential, as does activated carbon, iron oxide and gypsum, by-products of the synthetic rutile process. Tiwest is a good example of a company maximising revenue from the accessory minerals as well as from by-products of the synthetic rutile process.

The basic principles of mineral valuation were recognised and propounded at the beginning of this century and have remained virtually unchanged since then. Valuation is seen as a two part process commencing with a technical examination of the mineral property followed by a manipulation of the results of the technical examination in order to determine the monetary value of the project. A thorough and competent technical examination was seen then and remains now as the essential but not sufficient foundation for reliable valuation. All authors stressed the need to maintain the integrity of the data base and to ensure adequate coverage of all relevant aspects. The monetary valuation process through most of the first half of this century was mainly based on the Hoskold two rate method, derived from the formulae for valuing annuities but modified to provide explicitly for recovery of capital. Though the basic principles of valuation have not changed significantly, the means of implementing the components of the technical examination, the styles of deposits being evaluated and the mechanisms of monetary valuation have changed dramatically. The three papers reviewed here consider different problems of mine management. Comparison of two of the papers demonstrates a marked contrast between the old and the new, in terms of mine management and impacts. The third paper discusses post-mining rehabilitation. The paper "The impact of a derelict base metal mine on the aquatic environment", by Brooks and Mclveen contrasts strongly with the paper "Narbarlek Uranium Mine design, construction, operation monitoring and decommissioning of the water management system" by McLoughlin, Grounds and Weatherhead. Brooks and Mclveen detail the contamination emanating today from the Conrad Mine in New South Wales which was mainly operated for 15 years at the turn of the century and later for 7 years in the 1950's. The mine was apparently developed over the years on an intermittent, ad hoc basis with no regard to contamination management, resulting Ti significant contamination persisting through time. This type of mining development is the antithesis to the type of planned mining and management operation which was carried out in Arnhem Land at Narbalek, and which apparently resulted in no uncontrolled contaminant release and successful decommissioning of the mine.

In this paper is given a general description of the Black Star copper orebody, its relation to the lead orebodies and the controlling factors in the mineralisation.Copper ore, in the form of chalcopyrite, was first noted at Mount Isa in 1930 during the surface drilling campaign to prove the downward continuation of the silver-Iead-zinc orebodies.Details of the occurrence are set out in table 1.Other sub-commercial widths were also disclosed and examination of these occurrences showed that commercial mineralisation could not be expected within 800 ft. of the surface. It was therefore decided that further exploration was not warranted until underground workings had advanced to this horizon.Detailed surface mapping showed two small outcrops of the host rock of the copper orebody. One occurrence, 50 ft. x 75 ft., was of quartz, with leaching suggesting former dolomite. Another outcrop, further north and west of silicified shale, with low grade oxidised copper, has recently been found. Studies of many types and purposes are being carried out constantly by mining, minerals processing and other operating companies. Frequently, the staff requirements and special skills lie outside the resources of the operating companies, and needs arise for external consult- ing services. We examine the natures of a range of studies, the factors that influence whether they be carried out in-house or externally and then discuss the manner of execution. Aspects of both good and bad practice are highlighted in order to arrive at the basic principles that give the most benefit from study work. While the bulk of the discussion relates specifically to the execution of external studies of process plant projects, many of the observations can be applied equally to the execution of studies by one department of a large organisation for another, and also to studies of capital projects other than those involving process plant facilities.

This paper quotes the results of many years of experiments and observations concerning ore drawing from mining blocks in major ore deposits mined by bulk induced caving of ore and country rock. Numerous laboratory and commercial test results of Russian, Ukrainian and Kazakh mines have been used and processed. Over 35 per cent of all ferrous, non-ferrous and other ore mined in the Russian Federation by the underground method is drawn underneath overlying caved rock (including ore drawing after bulk caving of pillars). The complexity of the process denies a logical or engineering calculation answer to many commercial production questions. Hence the massive research of ore drawing issues targeted at ore recovery forecasts in specific instances in order to assess an engineering solution or to define the design or planned ore draw performance. At first, the conditions were pictured as ideal. Subsequently, it was attempted to take into account the side contacts of ore with the country rock and the caved barren rock, the small size stuff in the caved rock, the unevenly loosening ore, end draw, and so on. The ore draw information available provides ample qualitative characteristics of the phenomena and only approximated and partially quantitative characteristics for individual cases. Many specific situations require individual studies of subject specific models.

Dr. Willett. I will start by answering one or two general points which have been posed. The first point is a question of liability of a seam to spontaneous combustion. Some seams are very liable to spontaneous combustion. Some seams are not liable at all except in most abnormal circumstances, and some seams have a liability somewhere between these two extremes. Dr. J. S. Haldane made the comment some 50 years or so ago that if you try hard enough you can make any coal seam in the world fire spontaneously. Many heatings have in fact occurred because the coal has been allowed to be ground up into a fine state and there has been air leakage through it for many years. This has resulted in spontaneous combustion which would not have occurred in some seams unless conditions had been very abnormal indeed. One comment I heard while listening to the discussions of one team was the importance of encouraging morale and the team seemed to go to the extent of suggesting that this was more important than the actual technical action taken. Though I agree that everything possible should be done to encourage morale, it must be in conjunction with the correct technical method of dealing with the Emergency.

A range of explosives has been specifically developed for soft ground blasting. These explosives can be used in both wet and dry blasting conditions, range in density from 0.3 - 1.2 g/cc and range in VoD from 2 - 4.5 km/s. This range of explosives has the potential to be tailored to ground type and is predicted to be suitable for a variety of applications which include: blasting in soft to medium overburden, coal blasting, wall control, and low vibration blasting. Trials have been conducted in several applications with encouraging results. Several cast/throw blasts have been conducted with these products partially replacing either ANFO or Heavy ANFO. The results from the blast have been equivalent in cast (per cent) and at reduced cost per unit volume. These products have also been used in presplit blasting and have again achieved equivalent or better results when compared to conventional presplit blasting at a lower cost per unit volume. This product has also been used in a vibration sensitive area replacing traditional explosive products, and generating excellent fragmentation and digging whilst maintaining vibration limits. This new range of products, NOVALITE, has shown great potential in many applications either reducing cost per unit volume, improving wall quality or improving productivity in environmentally sensitive areas.
