This paper describes an approach developed by the authors for integrating social and environmental impact assessment (SIA and EIA) for mining projects. The approach is an evolving one and is based on experience gained over the past five years undertaking environmental and social impact assessment for a range of mining and other projects. The approach described is an attempt to systematise the various steps undertaken in impact assessment and the means of integration of the two approaches.

The environment under discussion is that of the sandy coastal plain and adjacent offshore sandy islands. The environment is the result of natural forces of the past which moulded it. Only very recently have men and machines participated in this moulding. The future of the environment - the changes which it must undergo - is in the hands of natural forces with, presumably, man's continued participation. In essence, we are concerned with the forces operating on a mass of sand.

Numerical modelling is a valuable tool for simulating the fundamental processes that take place during a heating. The models presented in this paper have enabled a quantitative assessment of the effects of initial pile temperature, pile size and mass and coal particle size on the development of a heating. All of these parameters have a certain criticality in the coal self-heating process.

Dragline performance drops considerably when chop-down and double handling of material is needed due to increasing overburden thick- ness or total pit depth. Beyond a certain pit depth the dragline needs support by a pre- stripping system in the upper portion of the overburden. In soft to medium hard ground the bucket wheel excavator can be used for pre- stripping, whereby several methods of material transport are investigated. Conveyor transport around the pit and dumping by stackers is the best solution from the technical point of view. Cross pit transport and dumping by means of a conveying bridge is the method with the lowest costs per volume moved. Cross pit transport by use of a beltwagon with overlong discharge boom is both, poor from the technical point of view and high in overall costs.

The composition of fly ash and formation mechanism of cennospheres are introduced in this paper. The signification of using this potential new mineral processing resource is emphasised. The beneficiation properties of the components of fly ash, such as susceptibility, specific gravity, size, shape and flotability etc have been examined in detail. A technique was designed to process fly ash from the XiGaoJing power plant in Beijing, and a flowsheet is also presented. Flotabld cennospheres, magnetic beads, sinkable beads, carbon and advanced pozzolamics can be obtained as separate products through this flowsheet. It is emphasised that the beneficiation of fly ash is an efficient means of totally utilising the resource. Examination of the products show that they have good physico-chemical properties. Possible areas of their application are also Suggested.

THE writer of this paper well realizes that the majority of engineering and metallurgieal works have from time to time evolved mechanical devices which are of great value as regards application in an operating plant.Many of these deviees would not be apparent to an individual making a brief inspection of works such as these, and it is for this reason that the writer proposes to outline a few of the devices which have been evolved by the engineering department of the Broken Hill Associated Smelters Pty. Ltd.NOVEL METHOD OF MACHINING A SPHERICAL JOINTFig. 1 represents one half of a casing for a ball-joint coupling. In the ordinary methods of boring an external spherical casing, that is with a radius bar attached to the tool rest of a lathe, there is always an error in the bore. It has two flat sides, and this error is inherent in the ordinary orthodox method and cannot be corrected. The engineers of the Broken Hill Associated Smelters Pty. Ltd. undertook a job that had to be extremely accurate, and the tool shown in Fig. 2 was evolved. The coal under the ridgeline is the most valuable part of the known reserve at Solid EnergyÆs Stockton Opencast Mine. Some ridgeline mining had been attempted in the past with mixed results. Solid Energy recognised that significant project planning was required in order to overcome the formidable technical issues associated with mining the area. It also recognised that the local community also had concerns about the potential impacts of this work including the visual impact of changing the topography of the ridgeline and the nearness of the Department of Conservation estate.   This paper outlines some of the risks and challenges that were faced and the management approaches that were adopted to address them.

In both exploration and mining, the laboratory is often seen as a cost rather than a profit centre. The aim in most mining companies is to increase profits by reducing costs, so the budget for the laboratory is under constant pressure.There is another option; to see the laboratory as the brain of the operation. By lifting the status of the laboratory and treating it as a profit centre, mine costs may be reduced in other ways, e.g. reduction in milling costs. This change of status will require investing more capital in better equipment, more training for employees and more employees to carry out project research.There are many examples of major costs being incurred because of inadequate laboratory work. Conversely, by spending more money on laboratories and their activities, overall costs can be reduced or profits enhanced.

Optimisation and mathematical formulations for open pit design and long-term production scheduling have been available since the 1960s. There are two main concerns in the application of existing mixed integer programming (MIP) models in open pit mines: a. the feasibility of generating both optimal solutions and practically mineable scheduling patterns and b. the inability to deal with in situ variability in orebodies and account for uncertainty. In dealing with these issues, a general open pit production scheduling method for multi-element deposits is presented and subsequently used to optimise the long-term production schedule in a nickel laterite deposit. The application shows the weaknesses of MIP formulations in terms of generating optimal solutions as well as practically feasible mining patterns. The application of the same formulation in the presence of in situ orebody variability and uncertainty uncovers a major reason for deviations of scheduled production from actual production, and outlines additional limits of traditional optimisation formulations as well as future needs.

The use of ammonia as a leaching agent in the recovery of copper from ores and concentrates has a number of potential benefits. These include the ability to treat ores with an acid consuming gangue, non-corrosivity, the insolubility of iron in the solution and increased selectivity. This paper reviews the previous and current use of ammonia based leaching systems for copper recovery and presents the results of a laboratory investigation that involved leaching of a copper concentrate and a low-grade ore. The effects of the operating variables (particle size, oxygen addition, agitation and temperature) are discussed. Of these, the particle size had the greatest effect, with decreasing size giving improved leaching rates and recoveries. The possibility of using ammonium salts in heap leaching is also discussed, and the results of some small-scale column leach tests presented. Possible methods for recovering the copper from the leach solution are outlined, and the types of ores and concentrates for which ammonia leaching may prove to be a viable alternative processing route are discussed.

Following a summary of the development of a BF model using aerodynamic relationship and bulk fines index a blast furnace policy model is presented complete with the development of nomograms and featuring production rate, oil rate and total fuel rate. Application of the blast furnace model is then illustrated using No. 5 Port Talbot as an example. It is also shown how the policy model assists in ore allocation in the British Steel Corporation. Further developments which have recently occurred in the correlation between the bulk fines index and the permeability coefficient are detailed and a comparison made with a number of furnaces operated elsewhere. The implications of the comparisons made are that high driving rates are possible with burden containing a high proportion of sinter only if the burden behaviour in the lower parts of the furnace permits high driving rates with a steady gas distribution and low pressure drop. It is concluded that the value of a simple set of equations resulting from the model assisted furnace operators to pin-point likely causes of failure to reach or sustain target production rates.

This paper reviews an analytical model that defines the relationship of weight-weighted or volume-weighted average haulage distance with bench height and other related parameters; presents the optimum bench heights under various conditions in terms of minimising the weighted average haulage distance of ore/waste during the full lifetime of an open pit mine, and discusses the truck-haulage economics of mining open pits by high bench, specifically by 15 m, 18 m and 20 m bench through marginal analysis. The observations from these analyses disprove the previous conflicting assertions that the overall weighted average haulage distance either increases or decreases monotonically with bench height. It is concluded that: (i) an increase of bench height to 15 m from 12 m is likely to be viable under the general conditions of large-scale deep open-pit mines; (ii) the reduction of haulage cost is limited with the case of increasing bench height to 18 m from 15 m; and (iii) the feasibility of mining open pits by 20 m benches is generally questionable. These conclusions may serve as a useful guide for those who advocate open pit mining by high benches.

Project managers must juggle many aspects to bring their project in on time, on budget, and in accordance with the aims of the project owner. Whether the project is a mining feasibility study, a technology implementation or a construction project, it falls to the project manager and his or her team to deal with risk from two standpoints, which may be at odds with one another. First, a project team must deal with risks to the project itself û that is, risks to on-time, on-spec and on-budget delivery against the value promise made to the customer. Second, there is the management of risks within the subject matter of the project, undertaken on behalf of the customer. The project manager cannot dodge this responsibility; yet there is a tendency (particularly in smaller, in-house studies) to avoid digging too deep, possibly for fear of what may be uncovered! This paper investigates the responsibilities of project teams in regard to risk management and reporting. It examines ownership of project risk; the nature of risk management activities undertaken by the team during the course of a project; and outlines some controls to ensure that the two opposing arms of project risk are reconciled for the benefit of both the project team and the project owner.

Ore sorting has long been used to raise the efficiency and thus lower the environmental impact of mineral processing operations. It was first instituted as hand sorting, according to a humanly perceived difference in the ore, but is now automated using large mechanical sorters in order to meet the high tonnage throughput required in most minerals processing applications. In the past, ore sorting was generally used as a niche processing route when other approaches failed, and in this context, consequential environmental benefits are often not the first consideration in adopting sorting. When applicable, ore sorting offers environmental benefits in reductions in fines waste, reagent usage and energy consumption in milling. Although there are significant opportunities for the use of ore sorting technology in many minerals processing operations, industry applications, to date, have been limited mainly to the processing of diamonds, magnesite, talc and uranium ores. This limitation has principally been due to a lack of suitable sensing technologies for a wide range of ore types. The authors report on a wide-ranging review of the automated sorting of mineral ores, and in particular, on methods for discrimination of ore characteristics prior to mechanical sorting.

I would like to build on the keynote address given by Peter Stoker to the Fourth International Mining Geology Conference (2000) entitled æThe Role of the Mine GeologistÆ. He concluded that à the important aspects of the professional contribution of a mine geoscientist to a mine operation include: The geoscientists prime task is to maximise the profitable extraction of the ore deposit on which they are working û that is to add value. They must maintain and develop their own expertise. By ensuring a truly professional approach to all they do, they will provide the best service to the community, to their company or client, their shareholders and their family or close associates. In that process they will also assist in protecting themselves in this increasing litigious world. I intend to build on these points and, in particular to expand on what it really means to take a truly professional approach to mine geology. Mine geology is different from other forms of geological practice. As a mine geologist you are the advocate for the orebody. After all the orebody is the one thing that is unchangeable.

Modern technology and the need for published results have created the tendency for exploration to concentrate on drilling and assaying rather than building a broader geological understanding. Though grade is vitally important to a resource estimate, density and volume are also very important aspects that require equal consideration. Wet tropical nickel laterites are developed in humid environments over ultramafic bedrock where the nickel and cobalt are enriched to economic levels by weathering, leaching and supergene processes. These laterites often occur over rugged terrain at higher elevations where there is sufficient rain and stability for the long lateritisation process to occur. For nickel laterite profiles, the variable terrain and significant material type changes within the relatively thin profile make density and particularly volume estimation, just as significant as grade in resource estimation and assessment of resource risk. Drilling alone is generally not a cost-effective way to reduce the risk in laterite volume estimation to acceptable levels. Surface geological mapping, high resolution topographic data and other information such as ground penetrating radar (GPR) can be used very effectively to improve volume estimates. These data types are all differently structured, have different data density and quality and may potentially overlap. Integration of these disparate data types provide the most cost-effective approach to modelling wet tropical nickel laterite volumes and minimising risk. The Bowen Basin of Central Queensland covers a total area of 3 200 000 ha. The Basin has proven reserves of about 24 000 000 tonnes of coking coal and steaming coal which constitutes about 70 percent of the known coal reserves in Queensland. Large scale open cut coal mining in the Bowen Basin commenced at Moura in 1959. There are now 16 open cut mines operating in the Basin and they collectively mine through about 3000 ha of land each year. Most of the land which has been mined has previously been used for extensive grazing. No mining has yet taken place on cropping land although coal reserves underlie land which has been cropped or has potential for cropping. The primary objectives of almost all of the mining companies operating in the Bowen Basin are to rehabilitate mined land to a stable and productive form which is compatible with surrounding land use which is dominantly grazing. The acceptability of these objectives is considered against the prospect of mining of cropping land and the qualified success of the return of rehabilitated land to grazing uses.

Two blasthole density logging programmes have been conducted on the Mt Whaleback iron ore mine to evaluate the use of this type of logging as an aid to blast pattern design. The first programme also involved the setting up of a Density Test facility with which to calibrate the density probe. The programmes indicated that about 22-23 blastholes can be consistently logged per day at a cost of $1.30 per metre. Even though this is only half the rate required to log the average number of blastholes drilled daily on Mt Whaleback, testwork indicated that no significant loss of accuracy results if only half the holes in a pattern are logged. The major results of the programmes were: 1. The density range for black pyritic Shale is 2.2-2,9 g/cc. 2. The density range for soft to medium hard BIF is 2.1-3.0 g/cc. 3. The density range for hard BIF is 3.0-3.6 g/cc. 4. The front row blastholes show consistently lower densities than the main body holes due to blast damage. 5. A low density zone extending to a maximum depth of 6 m occurs at the top of most blastholes and results from blast damage from the bench above. A review of publicly available coronial inquiries into fatalities that have occurred within the resources sector since the year 2000 reveals that a loss of corporate memory has been a contributing factor in 40 per cent of these accidents (National Coroners Information Service, 2010, Appendix B). With the highest levels of employee turnover within the Australian economy, increasingly complex operations and an ageing workforce, the management of corporate memory within the Australian resources industry poses a significant and often unrecognised safety risk.    The North Parks airblast of 1999 is used as a case study to highlight how corporate memory loss poses a significant hazard to resources projects and how such incidents will continue to occur if corporate memory is not effectively managed. Best practice from other industries is discussed to demonstrate how knowledge management systems can effectively work. This paper discusses how systems can be put in place within the geographically diverse resources sector, and how at the heart of any knowledge management system a culture of knowledge management needs to exist within an organisation.   The paper then discusses the importance of retaining key personnel and utilises findings from primary survey data collated in 2009 to show the size of the retention problem within the industry. From the data possible solutions to retaining key staff are proposed.   Finally the large and increasing role of contractors and consultants within the industry is discussed and methods of managing their knowledge are proposed.

As an Inspector of Mines in Queensland, my main responsibilities include the enforcement of the Mining Act 1968 - 1986, the Mines Regulation Act 1964 - 1983 and the Metalliferous Mining regulations 1985 to promote the safe and responsible exploitation of the States' mineral wealth. An important adjunct to this task is the offering of an advisory service to the mining industry. However, in the pursuit of my duties to this regard, I have sadly observed in some cases, numerous wrong doings and negative activities by miners which have led to their ultimate demise, not to mention that of others. Despite what I consider corrective advice, I have witnessed, again in some cases, disregard and blind pursuit for the wrong end. This then is a novel approach to get the message home in the form of a light hearted cartoon presentation relating the saga of an average Aussie battler entering the mining game unprepared, making the wrong decisions due to his own ignorance and the cleverness of others, leading finally to his and possibly others' downfall. It is not intended to insult any particular profession or group of individuals and only endeavours to impart to readers and listeners, the message of being prepared and alert when entering the gold mining industry. Even though the presentation focuses on the woes of a rookie alluvial gold miner, a similar analogy could be drawn with his hard rock counterpart since the basic issues that I have attempted to address are common. By no means is there a saga complete because there are many more traps a miner can inadvertently fall into and only time has prevented me from referencing them.
