The expense of mine environmental and planning process approvals is a fundamental and proper part of mine planning and feasibility costs. It is not a cost that should be the subject of challenge nor is it a cost that should be avoided. However the additional process approval costs incurred by bureaucratic delay, process duplication and administrative incompetence is a scandal and a deterrent to investment.

The cost of capital is the rate at which a project's cash flow should be discounted to obtain the Net Present Value. The cost of capital is a weighted average of both debt and equity funds of a company, on an after tax basis. Two methods are described for calculating a company's cost of equity, the Dividend Valu- ation Model and, more importantly, the Capital Asset Pricing Model. A worked example is presented where the cost of capital was obtain- ed for two resource companies. The application of the cost of capital was illustrated by way of a mining equipment replacement problem. The paper outlines refinements and problems that may be encountered with the use of the cost of capital, and concludes that it is an integral part of any project evaluation.

Increases in mechanisation and mining at greater depths are leading to additional problems of heat and humidity in many mines. As a result there is now an escalating demand for temperature prediction simulations appli- cable to underground environments. After a brief review of the present situation with regard to world mining and the use of environmental programs, the paper goes on to discuss in moderate detail the mathe- matical modelling of the many parameters that govern the condition of the ventilating air in a mine. The development of a program that gives the temperature distribution for a mine ventilation system is then outlined. The practicality of the program is discussed and the presentation format for users is explained. Simplification of input data requirements and the acquisition of data from other planning programs are an integral part of the commercial application of this program.

Mining and metals projects have tended to increase in both scope and cost to a point where many projects are Droperly designated as superprojects. Specialist engineer- constructors have developed organisations and systems to provide project management services during the design and construct phase of large projects. However, the engineer-constructor is also required to provide a wide spectrum of services during the evolution of large projects prior to the construction phase. Some common phases of pre-construction evolution are identified together with the associated types of specialised services which may be required. A project management team approach is described which has been developed for the design and construct phase. It is suggested that a modified matrix organisation could be adapted to the provision of special- ised services as well as to project management for ore-construction phases of the project.

The following is a discussion of a new approach to safety when developing or applying a new mining technology. In the form of an engineering process, the following approach had its inception in the military and aviation industries and is also very strongly evident in the chemical industry.The process has been developed and applied in the mining industry by the author. It is called 'Incremental Development and Management of New Technology'.The process is a composite of carefully selected System Safety Management, System Engineering and Financial techniques and methods. It consists of modules which can be modified to suit the requirements of a specific project. Modules provide an organised framework of activities to facilitate a gradual acquisition of pertinent knowledge and information and to enable progressive evaluation or verification of produced outcomes against specified requirements.

IF lead be heated with concentrated sulphuric acid two distinct actions will usually be observed. In the first, bubbles begin to be evolved more or less rapidly from the lead, and in the second, which occurs at a higher temperature than the first, hydrogen and sulphur dioxide are evolved, free sulphur is liberated, and leadsulphate is formed. The second action may be violent and usually continues till the lead is all consumed.Attempts have been made to apply these reactions, by means of a standard procedure, as a "Flash test" for the acid resisting qualities of chemical sheet lead. The strategy of adjusting operating conditions to maintain optimum process performance as the feed quality varies - adaptive optimisation - is being investigated by computer simulation of chemical processes for the treatment of ores. Those ore-process systems that are most likely to yield substantial benefits from adaptive optimisation are being identified as a guide to the selection and development of systems for practical application. The generalised mathematical representation of the cost structure, ore quality variations, process kinetics, reactor characteristics and operating variables for ore-process systems is described. Results are summarised for temperature, reagent concentration or residence time as the manipulated variable. For almost all systems, adaptive optimisation was economically beneficial, although a few exceptions have been identified where there is a significant synergistic effect between poor-performance and good-performance materials in a blended feed. The sensitivity of the benefits of adaptive optimisation to a range of economic and technical factors is summarised.

In industry and power production and distribution large quantities of fine wastes are produced. These are above all fly ash and phosphogypsum. Attempts are made to use them as secondary raw materials in industry and construction. Since they contain dangerous and harmful components or are nonhomogeneous their direct application is limited so that they are treated as waste. This paper reports on tests conducted with the aim of agglomerating the mentioned fine industrial wastes by pelletisation. The aim of this resarch was to obtain agglomerated product suitable for handling, transport and dumping. At the same time efforts were made to incapsulate harmful components by producing pellets with protective shells. Next, pellets without binders and with different binders were produced. Strength, resistance to freezing and solubility of pellets were tested. All the fine industrial wastes under survey were found to be suitable for pelletisation. The utilisation of appropriate binders ensures pellet strength required for safe handling and ecologically sound deposition of pelleted Material.

Skarns typically are zoned and the deposit- or district-scale zonation pattern is an important tool in exploration for skarn deposits. Zonation in individual deposits has been described in many publications, and the general zoning patterns have been summarised by Einaudi, Meinert and Newberry (1981), Meinert (1997), and Meinert, Dipple and Nicolescu (2005). Although zonation is present in most skarns as the result of a basic process of transferring heat and fluids from magmas to wall rocks, the specific zoning pattern in each skarn may vary greatly. For example some zones may be missing entirely or multiple zones may be telescoped. Such variations can be caused by several factors including depth of formation, magma composition, timing of the exsolution of magmatic aqueous fluids, redox state of the magma and redox state of the wall rocks. To use zonation as a predictive tool in skarn exploration, all the controlling factors have to be considered. In this study, we discuss some of the factors that may affect the zoning patterns in Ca skarns. Magnesium skarn has dramatically different mineralogy and is not discussed here. There are presently no suitable underground mine production scheduling optimisation models available for application to sublevel stope mining. Scheduling underground production for maximum return is therefore still a manual process, which generally involves scheduling production from the next available highest cash flow stope within the operational constraints of the project. In most mining operations, the scheduling problem is too large and complex to guarantee truly optimal results through manual scheduling. This paper reviews some general optimisation studies that have been proposed for underground hard rock mining. Furthermore, an example of a mixed integer programming model is presented for a small conceptual sublevel stoping operation. Comparative results of a schedule generated by a mixed integer programming (MIP) production scheduling model and a manually generated model on a nine stope example is presented. Results indicate that the potential benefits of the MIP production scheduling model for the purpose of maximising NPV are significant. Finally, a new constraint was formulated to limit multiple exposures of fill masses for use in an existing MIP production scheduling model. Testing of the formulation took place on the central stope of the nine stope example, which showed that the formulation performed its task without breaking other operational constraints.

The early period of South Australia's mining history was dominated by Cornishmen as large numbers of miners and their families migrated to escape closure of the Cornish copper mines. Records show that Carthew families migrated from Kent and Cornwall to South Australia. Those from Redruth, Cornwall, were miners and their family history provides an insight into the condi- tions under which early miners lived and worked. Carthews are one of the oldest surviving mining families in South Australia and their movement pattern has been typical of many other early Cor- nish mining families.

Before proceeding to the main portion of the above subject, a few remarks as to the general question of our mill slimes seem called for, and, with this in view, it is intended to briefly refer to the salient, points connected with their production, treatment and disposal at the mills.It is well known that, owing to the inticate mixture of the constituents of our sulphide ore, 'a very great deal of crushing and grinding is required to detach the particles of galena from the zinc blende and gangue of the ore, and it will be readily understood that, in this operation, a considerable amount of the material is converted into a slime which consists of minute, but ,(as can be see~ under a glass) well definied particles of all the constituents· 6f the ore arid combinations thereof, the relative proportions of which depend on the dual characteristics of hardness and abundance of the different constituents. The wide application of computers in beneficiation plants has resulted in the creation of a number of complex automatic control systems at all stages of ore dressing processes. To create such systems it is necessary to solve complex problems of analysis and calculation. The application of computers to solve these problems demands development of simple and effective methods of investigation and simulation of ore dressing process dynamics because all the known methods are complicated in usage and cannot guarantee the desired accuracy and quality of process control. A new grapho-analytical method of investigation and calculation of ore dressing flow sheet dynamics, worked out by the authors of this paper, is based on proportion method development and is used to construct dynamic characteristics of the investigated processes. It is possible to use the given method for investigating benefication schemes with flotation machines having non-linear static characteristics and circulating loads. The suggested method of investigation of concentration flow sheet dynamics allows us to obtain dynamic characteristics of technological process parameters in both linear and non-linear systems. Moreover, the final result can be obtained without labour consuming analytical calculations by a simple graphical construction based on the static characteristics of the known equipment and processes.

Alliancing is a contractual relationship in which organisations with an interest in a project are brought together in an atmosphere of co-operation to produce superior results to benefit all of the participants. Fundamental to the concept is the management of the risks associated with the project. The traditional risk management strategy adopted by clients has been to transfer this risk to others in the belief that this will result in the lowest overall project cost. It is assumed that competition in the market place will allow these risks to be transferred without paying a premium. However, this approach often results in the development of an adversarial climate, a high level of litigation, time and cost overruns and an overall poor project outcome. Under an alliancing arrangement the parties (client, designer and contractor) are aligned through shared interests in the projectÆs success by linking profitability to performance. Under such an arrangement, an atmosphere is created whereby the participants are motivated to focus on cost-savings, pursue best value and to innovate. Successful alliancing can result in highly motivated project teams and realisation of extraordinary productivity and cost-savings flowing from increased efficiencies. The situations in which alliancing can be successful are discussed with particular reference to the Wandoo Alliance which successfully completed the $375 million Wandoo B offshore oil platform in record time and with considerable savings to the project budget.

The resistance of lead to chemical attack and the ease of its fabrication has made it one of the most useful of the metals available to the chemical engineer and the electrometallurgist. It has proved to be of particular value in the manufacture of sulphuric acid, and since the conversion of the sulphur of pyritic ores into sulphuric acid is becoming the duty of the metallurgist, the corrosion resistance of this metal will be a matter of considerable interest to him from the standpoints of both producer and user. He realises that there is little to be gained in carrying the process of purification past the ordinary economic limit if little or nothing is to be added to its corrosion resistance, and he as user would not be willing to pay a premium for such purification if it can be shown that its reputed value has no scientific foundation.The metallurgist is well acquainted with the trouble and expense of meeting demands which have nothing torecommend them but prejudice and fancy. The valuable anti-corrosive properties of lead are very commonly ascribed to its forming insoluble compounds with the acids sulphuric, hydrochloric, carbonic, etc. If we trusted superficial visual evidence alone, such a view would receive strong support, but in the light of what we know of the mechanism of corrosion we must attribute its resistance to other factors much less obvious to casual inspection. Certainly there may be some mechanical obstruction set up to diffusion of the liquids towards the surface of the metal.

Prospecting in arid terrain can produce substantial environmental impacts, comparable to or greater in magnitude than the impacts associated with actual mining or petroleum production. Impacts are likely to be particularly severe where prospecting involves intensive geophysical exploration, especially in areas which have escaped degradation by other land uses such as pastoralism. With appropriate environmental planning and management, however, the environmental impacts of prospecting in arid terrain can be greatly reduced and mitigated, at low cost. In many countries, prospecting licences, exploration leases and associated tenements now carry a range of conditions relating to environmental protection. The assessment, avoidance and mitigation of environmental impacts is therefore an important component of and-zone exploration. My aim here is to give an overview of some of the main aspects of an environmental planning and management (EPM) programme for prospecting in arid terrain (PAT). Detailed operational prescriptions for environmental protection procedures are necessarily specific to particular areas and types of prospecting: see. e.g., Buckley (1982a, 1984, 1985a, 1986a), Klepacki et al. (1985) and Stone (1986). The intention here is to provide a checklist rather than a recipe book: as an aid in incorporating environmental aspects into the overall planning and management of an exploration programme, and in liaison with company environmental staff, consultants and regulatory bodies. I also hope to show that whilst some of the techniques used in particular environmental disciplines certainly require specialist expertise, the overall design of an EPM programme is not in the least esoteric, but simply an exercise in straightforward common sense. Perhaps this paper could be subtitled: "Demystifying environmental Planning".

It is with great pleasure that I accepted the invitation to make a closing address to this Congress particularly as it is here in Brisbane. The main duty of the International Mine Ventilation Congress Committee and in particular the chairman is to ensure that these conferences are held every four to five years in suitable locations. My main role over the last four years has been to promote holding this Congress in Australia and it was a great relief when the Queensland team and the Australasian Institute of Mining and Metallurgy accepted the challenge in November 1986.

Despite extensive oil exploration in"Western Australia over the past 12 years no commercial oil fields have yet been found. A total ' of 66 test wells have been drilled throughout the State but only Rough Range No.s.. 1 and 1A have produced oil in significant quantities. Active oil exploration is now in progress in the" Canning, Carnarvon, Perth, Bonaparte Gulf and Officer Basins. Test wells have been drilled' in ,all of these except the Officer Basin, where the subsurface stratigraphy is still unknown. Large .areas of the other four have hot yet been drilled. It, is- probable that. commercial oil deposits will eventually be found' in these basins as they contain thick marine sequences, and have structures 'suitable for.,the. entrapment of oil. .

Plenary Address Zinc is a trace element in all igneous rocks and its background geological occurrence roughly follows iron but at much lower concentration. Living matter reflects this abundance and zinc is an essential trace element for complex life forms. Thus, environmental issues include zinc deficiency in soils and/or water - and thus in local diets - and zinc toxicity evident in natural or modified ecosystems. Increased knowledge of the role of zinc in plant and animal metabolism emphasises the need to manage, within guidelines based on naturally occurring abundances, the concentrations of zinc in water, spils and in the food chain. Although recognition of the natural variability of zinc concentration provides some basis against which environmental protection standards might be set, the measure of environmental `pollution' is more commonly taken as the degree of change to natural, background levels, attributed to the particular land or water use activity. In todayÆs high tech world, systems are getting bigger, faster, better. To remain at the leading edge, in any business, depends on accuratebut flexible design thereby allowing operational managers to providealternatives to improve their operations. The ultimate goal is to deliver to plan, with optimum economics. Mining is no different; with falling prices and escalating costs,improved margins become the focal objective. There are many ways toachieve this, ranging from operational efficiency improvements through production scenarios to planning initiatives. Of all, planning usually receives the least attention, yet it is the area of most influence on the Net Present Value (NPV) of the reserve. With computer technology, numerous concepts and iterations are possible thereby closing the gap between optimal and actual design. This paper discusses the application of the split shell design at the De Beers Venetia open pit in South Africa.
