Although I have, for most of my working life, been associated with research into problems of water pollution, this has been exclusively in a country where problems arise from having too many people rather than too little water, a country furthermore, where for the past few decades, mining, except for coal, could hardly be called a major Industry.

The shift towards clean energy technologies is having a significant impact on the mining industry, with the demand for minerals such as copper, nickel, cobalt, lithium, manganese, and graphite increasing exponentially. To meet the goals of the Paris Agreement, mineral requirements for clean energy technologies would need to quadruple by 2040, and to achieve net-zero globally by 2050, mineral inputs in 2040 would need to be six times more than today. The most significant driver of mineral demand is electric vehicles (EVs) and battery storage, with lithium seeing the fastest growth, and copper demand doubling over the same period due to the expansion of electricity networks globally. The demand for these minerals is expected to rise significantly as investments in clean energy technologies continue to grow in the future. As the world moves towards a decarbonised economy, the minerals industry is under increasing pressure to reduce its environmental and social impacts and meet the increased demand for minerals. Mining companies are facing additional challenges due to the depletion of near-surface mineral deposits globally, with more mines transitioning from open pits to underground. The transition to underground mining requires the right strategy to economically access deeper mineable inventories and to keep up with future clean energy technology demands to achieve net-zero globally by 2050. One key way to achieve this is through decarbonisation using ‘green’ mining technologies such as replacing current primary diesel mining fleets with battery electric vehicles (BEVs). However, these measures through electrification overlook the bigger opportunity to maximise the socio-economic returns from the mine while also reducing the overall carbon footprint. Corporate cut-off grade policy is one of the most significant influencers on the total environmental and social impacts of the mining industry. The purpose of a corporate cut-off grade policy is to implement strategies aligned with achieving all the mining companies’ corporate goals, with decarbonisation targets becoming a primary driver for mining companies. Table 1 shows the evolution of cut-off theory with the increasing number of dimensions and driving inputs per iteration.

Current mineral extraction and valorisation activities still have a strong focus on the ‘delivered product(s)’ which might be a bulk commodity such as metallurgical coal, hematite, bauxite, etc., and mineral concentrates such as metal sulphides, oxides, and carbonates; precious metals, such as gold, silver and PGMs, REEs or battery metals; halogen salt forming elements; or industrial minerals, which are non-metals including crushed rock, sand, and gravel etc. With the current focus on tailings disposal the pushback has been to seek alternatives to the currently ‘conventional’ disposal method via increasingly higher risk tailings settling facilities (TSFs) with a changing focus towards ‘dry disposal’. Whichever option is selected, the alarming trend is the increasing cost and ESG impacts. An emerging approach is to pose a focusing question ‘Is there anything else passing into the tailings stream and/or disposable waste streams which could be recovered and pass into the product revenue stream? All of the above ‘primary’ process streams offer opportunities for increasing recovery and offsetting some of the disposal costs. Some secondary opportunities are already being pursued, such as REEs and battery metals from base metals deposits, but other opportunities are still being overlooked, such as building materials and soil conditioning pellets. These potential ‘new’ product streams can also utilise other mining and domestic wastes such as smelting slags, glass waste, plastic waste etc. This paper will address these opportunities and provide examples including process approach, economics and some of the current barriers that exist, which are holding back progress on such initiatives.

There is a plethora of activities that have been, and continue to be, performed to improve the health, safety and well-being of workers involved in resource industry activities. These activities include implementation of risk management systems, performing risk assessments, constructing bow-ties, implementing critical control management systems, undertaking personal, process and functional safety initiatives, implementing psychological and physical health as well as industrial hygiene programs. Despite the significant work that has occurred over the last several decades, unacceptable levels of fatalities, injuries and illnesses continue to persist as evidenced by Safe Work Australia statistics.

Leaders have invested heavily in traditional safety management to improve safety performance over the years. This primarily involved: • fixing the environment (eliminating the hazard) • improving the system (more/less rules, procedures etc) • making safety more conscious (more/better interactions about the importance of safety). These approaches have helped improve safety performance significantly during the last 50 years and will continue to play a role in the future. Although these approaches may be part of an overall solution, they are not enough to prevent many incidents. Today, these three approaches are used more than before, and are used better than ever before. Yet, workplace fatalities in Australia have stagnated from 2013 to 2019, as have the number of incidents, even serious ones. In the USA, workplace fatalities have increased by 15 per cent in the same period.

This paper deals with a few aspects of town planning and town management which affect human relationships within that town. Its scope is limited to the consideration of towns forming an adjunct to a mining operation, and particularly considers these aspects at the Hamersley Iron Pty. Limited, town of Parabur doo, Western Australia. Planning and standards of a new town and amenities are-discussed and related through living comfort to an effect on human relation- ships. Town administration and the promotion of many forms of social activities are dealt with in detail to illustrate the importance of quickly forming a cohesive community from a large number of newly arriving individuals. The results achieved by the planning and administration at Paraburdoo are highlighted by involving many residents by way of answers to a questionnaire.

This Is not a highly technical paper, but rather an attempt to give a general outline of coal mining for the benefit of those present who may have little or no experience in the industry, and is intended to give some general knowledge which may help to a better understanding of the problems of the industry. A knowledge of the disposition of workable material is necessary to give a comparison with other mining practices. Coal Is usually found in comparatively fiat seams of varying thickness, whereas other minerals are generally found in highly inclined lodes of variable width. However, even in comparatively flat seams unaffected by faulting, grades can, and do, vary greatly over short distances.This variation causes many local problems in working the small area affected. Even very steep seams, and some are much steeper than 1 in 1, vary considerably not only in grade, but also in direction of grade and level course. This is probably caused by folding during alteration of the shape and form of the basins after deposition.These swellies are common to most coal seams and vary only in extent. This type of variation in grade and direction of grade, while common to most ore bodies, is a matter of great importance in coal mining when it is considered that roadways are driven in the seam itself and have to be graded and made suitable for haulage purposes.The area of ground involved in an individual coal mining operation is often very large; many times larger than most metal mining propositions, and often comprises many thousands of acres.When it is considered that the specific gravity of coal may be only one-fifth of that of some ores mined, and the coal seam may be five or six feet in thickness, the vastness of the area necessary for continuous mining operations over many years will be realised.To achieve comparable outputs, with about five times the bulk of material to handle, much more ground and working places must...

Over much of Australia, rainfall is highly seasonal and storm-driven. Consequently, operational mines often need extensive earthworks – drains, dams and levees – for protection during the occasional large floods and for water storage against the dry times; however, it has not been appreciated that many of these earthworks will need to function after mining has finished, sometimes, beyond a normal design life for engineered structures.While a mine is operating, standards for design and maintenance are dictated by regulation and risk assessment. For dams and levees – regulated structures – the standards imposed mainly relate to life-of-mine. The levels of risk and maintenance accepted by the mine operator may not be acceptable to another landholder in perpetuity. However, the Environmental Authority cannot be surrendered unless the landholder has accepted responsibility for any unrehabilitated regulated structures (Department of Environment and Heritage Protection (DEHP), 2016).In order for a future landholder to be willing to take responsibility for a dam or levee, the structure should be of value to the business of the property. In addition, its management needs must be consistent with that business; for example, it should be maintainable using skills, equipment and materials normally available to the business.CITATION:Henderson, S J, 2016. Seeking to reduce the likelihood of uncontrolled personnel entry into the operating footprint of a dragline, Coronado Global Resources initiated a review of proximity detection systems currently available and equipment interactions in and around dragline operational areas. At the time of the assessment, there were no established personnel proximity detection systems in compliance with functional safety standards for large machinery in Australia. Our primary objective was to guarantee a functionally safe outcome, particularly by implementing a performance-level-rated system in accordance with AS4024 (Safety of Machinery series of Australian Standards). Applying appropriate detection technologies, the goal was to reduce the residual operating risk for machine-to-machine and machine-to-personnel interactions. A comprehensive analysis of available or in-development technologies was conducted, and a layered approach (demonstrated in Figure 1) was adopted to achieve the desired risk reduction by segregating the sensing zones into distinct areas using diverse and disparate technologies consisting of radar (short); light detection and ranging (LiDAR) (medium); and optical (long). To address the potential limitations of each technology, overlapping layered sensing zones were designed. With LIDAR and optical using two distinct artificial intelligence (AI) systems to classify detections, these were specifically trained to handle the unique environments of a mining operation.

The relative infrequency of fatalities and other serious events can give them an appearance of being random, of being beyond any reasonable degree of anticipation and prevention. In fact, the vast majority of these events result from exposures that are identifiable, measurable, and manageable. The lessons of prominent incidents, such as the Space Shuttle Columbia, OxyÆs Piper Alpha, Esso Longford, BP Texas City, Massey Mine, as well as lessons from single fatality events, is that alongside the proximate causes of each incident, there also coexisted an underlying fabric of systems, mechanisms, and culture that allowed risk in the workplace to persist and often to become normalised. All of these ingredients of the organisationÆs safety fabric lend themselves to the influence and intervention of senior leaders. The difficulty is that traditional injury prevention paradigms are not sufficient for addressing the precursors that lead up to catastrophic and fatal events. A recent study of such events, led by Dr Thomas Krause concluded that the descriptive aspect of HeinrichÆs safety triangle is useful, but that the predictive aspect is not. The study surfaced reasons why a reduction in less serious injuries does not necessarily correspond to a proportionate reduction in catastrophic and fatal risks. This presentation expands on the findings to include the concept of exposure to the event potential linked to precursor events and the framework for leading an organisation to be both cognisant and effective in eliminating such events.CITATION:Russell, R, 2012. Rio Tinto Iron Ore is currently working towards finalising comprehensive Native Title land access agreements, which cover all of the current eleven mines and infrastructure owned and operated by the company in Western Australia's Pilbara region. Critically, the agreements represent a mutual commitment to a long-term relationship and address many areas of concern by promoting indigenous enterprise, well-being and regional development opportunities. Our objectives in the process are to obtain the informed consent of the traditional owners for our Pilbara expansions while providing benefits to them in a way which provides lasting and substantial improvements to health, education, housing and real jobs in the mainstream economy.   To facilitate the agreement negotiations, Rio Tinto Iron Ore (RTIO) proceeded in 2005 to research and design a specific strategy around Aboriginal relations and local community engagement in the Pilbara. Wherever we operate, Rio Tinto follows a fairly simple formula in working with communities, which is comprehensively aligned to local context.   This presentation provides an overview of Rio Tinto Iron Ore's community engagement strategy in Western Australia's Pilbara region. It will also explore the establishment of regional standards on employment, business development and contracting that have been developed to ensure Indigenous people are engaged in the development of their region and are able to contribute to supporting the growth and development of mining in the area with the expectation that there is prosperity for all. In order to utilise the powerful thermodynamic databases for process simulations, a concept called Effective Equilibrium Reaction Zone (EERZ) was introduced to couple thermodynamic database calculations and reaction kinetics. Using the EERZ concept, many process simulation models for steelmaking processes have been developed within the FactSage steelmaking consortium. After validation of the simulation results by comparing with plant data, the simulation models have been applied to improve plant operations. Several success stories of the improvement of real steelmaking operations are shared. A new user-friendly FactProSim software developed for building process simulations is introduced.

The surface reactivity of underwater deposited, high-sulfide copper mine tailings was evaluated under fresh and saline water cover conditions by measuring the surface and pore water quality as a function of time. The experiments were conducted in aquarium type lysimeters having a shallow, well-aerated water cover up to approximately 0.25 m over the tailings. Natural lake water was used for the fresh water cover and seawater for the saline water cover scenarios. The tailings showed significant surface reactivity and oxidation under both fresh and saline water cover conditions. The surface water quickly became moderately to highly acidic, and surface oxidation of the tailings resulted in increased dissolution and release of sulfates, iron (total), calcium, magnesium, aluminium, manganese, copper, nickel, zinc, lead, cobalt and silicon to the water covers. A moderate to slightly increased loss of total sulfides, including pyrite, chalcopyrite and sphalerite, occurred in the tailings surface layer to a very shallow depth. In comparison to the fresh water cover, the complete acidification of the saline water cover was delayed by approximately 30 - 40 days because of its additional available alkalinity. Whereas the rate of surface water acidification and release of aluminium and silicon were moderately reduced under saline water cover conditions in comparison to those for the fresh water cover, the release of calcium, magnesium, iron (total), copper, nickel, lead, zinc, sodium and potassium were enhanced. The mass transfer fluxes for dissolved copper, nickel lead, zinc and iron (total) from the tailings substrate to the surface water cover following surface water acidification were higher by 50 per cent or more in the saline water cover than those in the fresh water cover. This release was also reflected in moderate loss of pyrite, chalcopyrite and sphalerite in the very shallow upper surface layer of the tailings at the tailings-water interface, although the loss of pyrite in the surface layer was less pronounced. In both cases, the dissolution of aluminosilicate minerals moderated, to a certain extent, pH and acidity in the water cover.

Since the initial discovery of phosphate rock resources in North West Queensland in 1966, significant changes in ownership and development direction have occurred. Initially development of the resource involved beneficiation to produce a more saleable grade of phosphate rock. However more recently development has focused on the production of a high analysis fertilizer product on the minesite. These changes have been influenced by economics, industry/government cooperation and a changing phosphate industry.

Present practice of lead-zinc flotation at North Broken Hill Limited is described and factors influencing plant objectives and performance discussed. Mineralogical examination of final flot- ation products showed mineral liberation to be 94T complete and size by size metal recovery tables indicated a need for finer grinding to improve lead and silver recovery, but coarser grinding to improve zinc recovery. A steady grinding circuit, at constant ball mill power and cyclone overflow pulp density, is found desirable for satisfactory flotation circuit operation because instabil- ity in the grinding circuit inevitably leads to flotation instability and as a consequence less than optimal flotation operation. Remov- al of the variable lead flotation middling product from the grinding circuit decreased grinding instability.

Fine (<20 µm) valuable mineral particles are difficult to recover in conventional flotation circuits. (Trahar and Warren, 1976; Jameson, Nguyen and Ata, 2007; Kohmuench et al, 2018). This leads to a loss of valuable fine mineral particles to tailings. Recovering these particles would be of economic benefit. Novel reagents, including temperature responsive polymers, for example, are being developed to improve recovery of fine valuable mineral particles by froth flotation (Ng et al, 2018a, 2018b). The approach involves selectively aggregating the valuable fine particles and making these aggregates hydrophobic, resulting in hydrophobic aggregates of appropriate size (in order of 100 microns) being amenable to recovery by froth flotation. The polymers developed have been produced at laboratory scale but not a full scale yet. The exact cost of producing such novel polymers is currently unknown, but they are likely to be more expensive than conventional reagents.

Sheaves are a critical safety component in a winding system and are expected to survive such extreme loading events as rope break. Sheave designs have often been developed and evolved empirically, consequently many existing sheaves are not necessarily subjected to the detailed analyses that are possible using todayÆs design tools. The design philosophy for sheaves is that the rope should be the weakest link in the system so that associated equipment can function safely for any load up to rope break. A number of failure mechanisms must be considered, but buckling is often prominent. During the course of investigating the feasibility of upgrading the hoisting capacity of a winding system, the capacity of all critical components was reviewed. The sheaves in the system were found to have insufficient spoke buckling capacity for the specified rope. A proposal to increase the spoke buckling capacity by connecting spokes together using a simple tie arrangement was evaluated and found ineffective. An alternative tie arrangement concept was developed and evaluated and shown to be adequate. This paper describes the finite element model, analysis approach and results for the original sheave and the two modifications. The contribution of the sheave rim to the total buckling capacity is evaluated. Some practical issues for spoke tie modifications are discussed.

Carbonic acid leaching of crude iron-containing magnesia derived from Savage River magnesite yields a magnesium bicarbonate leachate with a substantial soluble iron concentration. The iron concentration depends upon the leaching conditions (particularly time, temperature and pulp density) but is generally in the range 0.005-0.5 g/litre. If this soluble iron is not removed prior to the precipitation of the magnesium as a hydrated carbonate, then this product will be contaminated by the iron, and will not yield a final product (high-purity magnesia) that meets specifications.The soluble iron content of the magnesium bicarbonate leachate can be reduced to an acceptable level by addition of solid aluminium sulphate either during carbonic acid, leaching of the crude calcine or to the clarified leachate. Chemical analysis and X-ray diffraction revealed that the iron is precipitated as an iron-containing hydrotalcite-type compound, [Mg6(Al,Fe)2(OH)16]CO3.4H2O. The actual composition of the precipitate depends on the amount of aluminium sulphate added and the precipitation technique used. Because precipitation of iron in this manner also results in reduced magnesium recovery from the leachates, It WIll be necessary to develop methods for recovering the magnesium component of the precipitates.

Epithermal gold-silver deposits occur in young volcanic terrains where post-mineral cover commonly impedes the search for mineralisation. At the Togi Project in Honshu, Japan, a complex mineralised system is largely covered by post mineral volcaniclastics. A combination of high resolution electrical resistivity surveying and detailed airphoto interpretation has, with close geological control, enabled synthesis of structural and alteration characteristics of the Togi geothermal system, in turn permitting ranking of the prospects for drill testing.
