The relationships between Aboriginal Traditional Owners and mining companies have often been mired in dispute, particularly since the High Court Mabo decision and the Native Title Act of 1993. In the Pilbara region, Rio Tinto Iron Ore (RTIO) impacts the traditional country of 12 Aboriginal Traditional Owner/language groups. Over the past 12 years the company and the Traditional Owners have negotiated and settled several significant land use agreements including the Yandi Land Use Agreement over the Yandicoogina mine in 1997, between Hamersley Iron (now Rio Tinto Iron Ore) and three language groups û the Bunjima, Nyapaili and Innawonga people and the Eastern Guruma Indigenous Land Use Agreement (ILUA) of 2006. These substantive agreements are now being followed by a new generation of region wide ILUAs which are close to conclusion. Arising from these regional agreements is a new framework for engagement which has been informed by the implementation of the previous agreements in the Pilbara and across the Rio Tinto group of companies. They are driven by both a company desire to have a consistent approach to engaging with Traditional Owners and the Traditional Owners wanting to have a similarly transparent and consistent standard of performance by the company in implementing the agreements which can deliver improved employment, cultural heritage engagement and direct and indirect benefits for the life of mining by the company. During the past three years the growth in the Pilbara, Western Australia brought new opportunities with people flocking to the region for employment flowing from the mining boom. Housing was at a premium and FIFO (fly-in, fly-out employment arrangements) was developed as a method to manage the general growth and demand for skills. Despite the recent down turn in the world economy since September 2008, which has reduced demand for minerals, the Pilbara continues to enjoy high levels of employment and as a result there is still significant pressure on housing and services provision. Although there has been vast economic growth in the Pilbara not only by mining companies but also oil and gas companies, the 2006 census data indicated that the direct benefits of improved employment, business development and engagement in the mainstream economy continued to exclude Aboriginal people. Indigenous people constitute a significant proportion of the population in the Pilbara region, some 6000 people û currently 14 per cent of the population rising to 18 per cent by 2015 û yet they remain at the bottom of the socioeconomic scale. More than 40 years of mining has returned relatively little to this group of people who are the permanent residents of the region and are connected through their traditional culture to this country (Taylor and Scambary, 2005). Ensuring local Aboriginal participation in the mainstream economy has been a challenge for resource companies, Traditional Owners and local residents in the Pilbara. The case study explores the relationship between a mining company û Rio Tinto Iron Ore and the Traditional Owners of the Pilbara. It examines two projects that have been developed to engage Indigenous people in the development of their region and through regional representation and business development to build a sustainable future for themselves and their future generations and at the same time ensure social cohesion to support social licence to operate. The case study also examines the process that was followed by Rio Tinto Iron Ore and its operations in undertaking a regional agreement for land access, participation and the integration of local Indigenous people into their business and the local economy.

Iron ore mineralisation in the Paraburdoo environs is known to extend almost continuously over a strike length of 55 kilometres. Six formations of the Mount Bruce Supergroup con- tain high grade mineralisation in varying degrees of importance. Ore is currently being mined from the Joffre and Dales Gorge Members of the Brockman Iron Formation, with smaller, less significant amounts, occasionally taken from the lowermost units of the Weeli Wolli Formation and the upper parts of the Mount McRae Shale. Regional mapping has demonstrated the existance locally of a major unconformity at the base of the Wyloo Group sediments out- cropping south of the minesite. The basal con- glomerates at the unconformity are sometimes mineralised at Paraburdoo. A supergene enrich- ment process controlled by structure, strati- graphy and topography is the only one which can satisfactorily explain the disposition and chemistry of the Paraburdoo iron orebodies.

A review of the various methods of degrad- ing cyanide either from gold processing liquors or electroplating baths is presented with some discussion on their relative merits or problems. Whilst alkaline chlorination is common practice in many U.S. and Canadian plants it poses particular problems for certain plants. Alter- native methods include electrolysis, hydrolysis and air oxidation with activated carbon as catalyst which are also integral steps in the carbon-in-pulp process. A basic study of the degradation of cyanide ion has been carried out therefore to determine the effect of temperature, oxygen and carbon. It is shown that carbon is an excellent catalyst for degradation by air and likely to lead to higher losses of cyanide in a C.I.L. circuit. Degradation by hydrolysis is important at high temperatures and high pH such as employed in the Pressure Zadra or Anglo elution processes. Carbon catalysed degradation of cyanide by oxygen in effluent streams may be an environmentally acceptable alternative to conventional chlorine degradation.

The purpose of this paper is to present a detailed account of the development of the Blasthole Diamond Drilling method of stoping now used at the property of Big Bell Mines Limited, in Western Australia.The ore body is one of the large low grade gold deposits of this State, being a continuous lens 1,850 ft. long and ranging in width from 15 ft. at the ends to 120 ft. at the widest part, the average width being 59 ft. It was first worked in 1913 by a local syndicate, and up to 1924, when operations ceased, 64,448 tons of 3.4 dwt. ore were mined from a shallow open cut. Between 1928 and 1932, 15 deep diamond drill holes were put down to test the ore body at vertical depths ranging from 100 to 700 ft. On the information gained from these drill holes, Premier Gold Mining Co. Ltd. began underground explQration. A level was driven at a depth of 253 ft. and crosscuts put out to the full width of the, orebody at intervals of 100 ft. along the strike, all ore broken being put through a sampling plant. On completion of this sampling,' Big Bell Mines Limited was formed as the operating company, and a plant with a capacity of 1,000 long tons per day was erected and mining and milling operations were commenced in 1937. Introduction The mine winder is an essential element in the mining of ore in deep level mines and therefore requires a high degree of reliability to avoid interruption of production. Failure of any component on a winder may also be dangerous and expensive to repair. The larger the failure the larger the stoppage. The failure of a winder drum is the ultimate catastrophe, not only because of the cost of replacement, but also because of the lead time in procuring a new drum. Today these types of failure are not as common but many failures have occurred in the past and even today many an old winder is con- sidered for a new and often more arduous duty. As far back as the turn of the century a lot of information had been gathered to try and clear up the complexities of the multi- layering effect of coiling rope under tension onto a drum. Before comparing results obtained by various researchers the nature of the pressure distribution between rope and drum due to multi-layering will be discussed briefly.

Single station group velocities of fundamental made Rayleigh waves over the period range 15-100 s are carguted for five provincial profiles of the West Pacific. Based on recordings of earthquakes around the West Pacific by the W~ (World Wide Standard Seismic Network) stations AFI (Afianalu), HNR (Honiara), WEL (Wellington), PAR (Raratonga) and RAB (Rabaul). The inversion of the derived dispersion curves for average shear velocity-depth structure of the crust, LID and LVL shows that (i) the over-all structure beneath the profile 'westernSamoa-Micronesia-Mariana' is in between that of regions 3 and 4 of Pacific Ocean (Yu and Mitchell, 1979), except that the velocity is slightly lower, (ii) the uppermost mantle beneath the 'Vitiaz Trench' profile between AFI and HNR is similar to that of region 2 of the Pacific - in other words, thin LID and thick LVL; (iii) the structure beneath the ' Ibnga-Keradec Ridge' profile has a thick crust with thick sediments, and LID-LVL velocity and thickness are similar to region 3 of the Pacific; (iv) beneath the profiles ' Tonga/ Kermadec Trench events-RAR station' the structure is intermediate between regions 3 and 4 of the Pacific Crean; (v) from decomposition of the 'Solomon-meriana' profile, the structure beneath the Cntong Java Plateau has a thick crust with thick sediments and the uppermost mantle is similar to that of region 3 of the Pacific clean.

We are all no doubt aware that with today's high costs it is more important than ever to get the maximum possible return on capital invested in the mining industry. Screening is an important and often costly process in the size classification of industrial minerals and for this reason alone it is essential for both managers and operators to fully understand what type of screening equipment is best suited for a particular application and why. The advent of elastic materials such as rubber and polyurethane have added a new dimension to the process of screening. It is important to understand why the physical properties of these materials can be of benefit in the screening process, and recognise which type of screening applications best take advantage of these orooerties.

In an effort to improve returns to shareholders, the Australian Mining Industry has consolidated considerably over the past decade or so. Technical services at mines have been re-structured, whilst those at corporate offices have been all but eliminated. A recent study of the role of the geologist in BM Alliance Coal Operations Pty Ltd (BMA), showed the adverse impact on the companyÆs performance due to a lack of geologists. With an education campaign, to demonstrate the contribution of geologists to the æbottom lineÆ and in increasing the options available to the company, the value of the geology role became better understood. The implications of the loss of invaluable corporate knowledge, when long serving geologists left the company, also became clear. Steps have since been taken to increase the numbers of company geologists, particularly on mine sites. In common with other sectors of the mining industry, the Australian coal industry is experiencing a critical shortage of experienced coal geologists, as companies have found in recent recruitment efforts. This is further evidence that the recommendations from the recent study by World Competitive Practices, commissioned by The Australasian Institute of Mining and Metallurgy, æRising to the ChallengeÆ have not been adopted. People, and the mineral resource base, are the assets from which mining companies gain a sustainable competitive advantage. Geologists, as the nexus between the resource base and people, are in a unique position to enhance the profitability of their companies. To maximise their contribution to the industry, and ensure that they receive due recognition, geologists must adopt a more commercial approach in their work and take a front foot stance in promoting their value to management. Geology is a core competency for all mining companies. The tendency for companies to outsource this function, to the detriment of the company geologist role, is not sustainable in the longer term. TodayÆs geologists need to work closely with management, technical and human resource professionals, universities and schools to ensure their significant value is well understood, and that the industry can attract, train and retain new recruits through the implementation of graduate programs and company career paths.

The Bannockburn gold deposit is located 67 km north-west of Leonora in a poorly exposed part of the Norseman-Wiluna belt of Western Australia. The deposit consists of narrow, complexly shaped orebodies which have presented a challenge to find successful grade control and mining methods. The deposit also presents an opportunity to examine in detail the geology of this part of the Norseman-Wiluna belt.This paper discusses the geology and structure of the Bannockburn gold deposit as well as the grade control and mining systems developed to define the ore and extract it with minimum dilution. We discuss the different techniques employed for grade control in the past and their shortcomings, and the evolution of the present system of doing grade control in cross section from blast hole assays.

The Adavale Basin and Warrabin Trough are remnants of a much more extensive Devonian to Carboniferous depression which evolved through four tectonic stages; an initial period of rifting and three periods of foreland thrusting, which cannibalized much of the earlier depression. The Basin has subsequently been buried by sediments of the Galilee and Eromanga Basins.The Basin was initiated during the Early Devonian when the earlier cratonized Thompson Foldbelt rifted away to form a marginal sea comparable to the South China sea. This crustal extension was probably in a Northeast-Southwest direction. These initial rifts were the site of acid volcanism (Gumbarbo Formation) and later, deltaic and shallow marine facies (Eastwood Beds).

This paper is an appraisal of the application of optical-mechanical-scanners operating in the non-photographic infrared wavelengths (3-5 and 8-14 micrometres) to mineral exploration in Australia. Pundamental principles of the operation of airborne scanners and their data output, thermal infrared (IR) imagery, are summarized. It is contended that thermal IR imagery often depicts the distribution of electromagnetic radiation emitted from earth surface materials better than aerial photographic techniques because optical-mechanical-scanners sample wavebands which straddle the wavelength peak of earth surface emission. To illustrate the geological features which such scanners can depict, reference is made to thermal IR imagery of a number of areas in Australia where the technique has been applied for exploration purposes. Numerical modelling is extensively used in civil and mining engineering applications because of cost and risk problems associated with different experimental studies. In this study, the effect of resin thickness was evaluated in bolt-grout-concrete interaction and bending behaviour of a fully grouted bolt installed across joints in post failure region. Tests were conducted in 20 and 40 MPa concretes, and modelling simulations were made, using ANSYS version 8.1, to include both with and without different pretension loads. It was found that in all resin thickness, both the strength of the concrete and bolt pretension had major influences on the shear resistance and shear displacement of the reinforced medium. Also it was found that the strength of the surrounding concrete is more important than that of the grout thickness in both the shear resistance and shear displacement when the bolt is pretensioned.

It is hardly news that work in the mining industry is governed by a complex regulatory and legal system which is constantly changing, but few realise just how directly they can be affected and become personally liable for any breaches. These may result in civil or criminal proceedings and personal assets are at risk. Owners, company directors, managers and now employees are at risk, together with consultants, contractors and suppliers of equipment or consumables, as well as government inspectors. They are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control. This paper identifies the areas where such individuals in the open pit mining industry in Australia face the risk of personal liability and measures which can be used to minimise the risk or which can be used to make out a defence to legal action which could arise. There have always been a myriad of Commonwealth, State and Local Government laws and regulations with which to comply, and now international protocols are being used as a basis to impose greater obligations on all people. Once, the `corporate veil' gave some protection to the individual, but today there is negligible protection from the full force of the law. Not only are there various types of law enforcement officers, but public interest groups, shareholders, customers, suppliers, creditors etc may litigate. This paper is not intended to be an exhaustive discussion of the provisions of all the legislation or case law where individuals can be held) personally liable. These areas would include environmental, pollution and heritage law (including Aboriginal sacred sites); occupational health and safety (including workers' compensation) law; trade practices and fair trading law; contract law; corporations law (including the requirements of the Australian Stock Exchange [ASX] and Australian Securities Commission [ASC]); industrial relations law; anti-discrimination and sexual harassment law; taxation (including superannuation trustee) law; and the Common Law. The focus is on the following areas of regulation, which are outside the usual experience of those in the open pit mining industry (the Mining Acts and Regulations are specifically not dealt with here): ò Environment Law; ò Trade Practices Law; ò Occupational Health and Safety Law; and ò Corporations Law.

Powercoal Pty Ltd operates eight underground coal mines in New South Wales and produces coal for both domestic power stations and the export market. Approximately 40% of total production is from continuous miners. Over the past five years, place change mining methods have been introduced to improve productivity from continuous miners. This has involved utilising the existing coal clearance system from the continuous miner to the ratio feeder using trailing cable shuttle cars.By late 1996 average productivity at Cooranbong Colliery using this system had plateaued at 800 tonnes per eight hour shift. A number of factors were identified to increase average productivity to 1500 tonnes per eight hour shift. An improved coal clearance system was one of the factors identified.

Sasol Roche Blasting Services (SRBS) has undertaken a process of trialing and evaluating the use of the SMI electronic initiating system with the specific purpose of being able to fully quantify the benefits of the system over a pyrotechnic system. After an initial trial of three shots in mid-2001, it was decided that to fully quantify the system, a complete strip would need to be fired using the system so that any losses due to ramps or end walls would be the same for both scenarios. The results have shown a significant improvement over the use of pyrotechnic initiators in several key areas including percentage cast. Through the use of survey results, the increase in cast and subsequent net improvement in blasting has been quantified. These trials have set out to compare each system in comparable situations to determine the real benefits, if any, of the electronic system over the pyrotechnic one. As the percentage cast is relatively easy to quantify using modern survey techniques, it was decided that this would be the principle method of comparison. However, while the assessment only included survey results, any improvement in fragmentation size and consistency would have flow on effects on reduced running and maintenance costs.

The development of Mount Isa Mines Limited power supply is traced through the history of the mine operations. As would be expected, growth of the power supply system follows closely the increase in mine output, although it will be seen that total kWh. produced per ton milled shows a considerable reduction in later years when the mine output showed a more rapid rate of increase. That this reduction is not more marked is possibly due to the increased community and Shire Council power usage per head of population.INTRODUCTIONThe geographical position of Mount lsa, far from any large regional power supply Authority, dictated the policy that the Company be responsible for the production and suppiy of all power required for the plant operation. The Company also, in November 1937, accepted responsibility for the supply of a part of the power requirements of the township of Mount Isa. The history of power supply to the Mine may be divided into several phases.1. The supply Of lighting and power during the first plant construction period 1929-1931.2. The construction of the first section of the Mines Power Station, comprising Nos. 1 and 2 turbo alternators and boilers.3. The addition of No. 3 turbo alternator and boiler.4. This paper is for mine managers. It is about maintenance of mining equipment. This is an extremely broad subject so this paper is given with the caveat that it necessarily contains generalisations, not true in all cases, but broadly correct. The job of mine managers is to be good at making money from the excavation and preliminary treatment of mineral. To do this well, they need to understand the cost and value drivers in the business. This includes understanding the drivers associated with maintenance. Maintenance is often identified as a problem at mine sites. It is frequently listed as the cause of production shortfalls when reporting. The state of maintenance within mining as an industry is generally among the lower end of the range, when compared to manufacturing, petrochemicals, etc. Why is this? Experience and review of many audits and evaluations of maintenance has shown that some patterns are consistent with good performance and some consistent with poor performance. These often centre around the time horizon of the management team and are associated with knowing the sensitivity of the business to certain maintenance drivers and the mechanisms of maintenance and their results. To summarise, some common misunderstandings can be listed as statements that are obvious and extrapolations from those, which are not necessarily correct. For example: High availability of equipment is necessary for production. Incorrect extrapolation:focus on availability will produce high production. Design is often the greatest factor in determining the reliability of a mining machine. Incorrect extrapolation: the newest and biggest machines generally have the lowest cost operations. Operation has an enormous impact on machine productivity and reliability. Incorrect extrapolation: the fastest operators are generally the best from a productive point of view. Some maintenance improves the performance and reliability of machines. Incorrect extrapolation: more maintenance will give you more reliability. Some maintenance depends on disassembly and reassembly of components. Incorrect extrapolation: assembly is basically the reverse process of disassembly. Maintenance improvement in the mining industry in the last 15 years has focused largely on planning and systems improvement. Incorrect extrapolation: most of the problems in maintenance can be traced to a lack of planning. Actions based on flawed extrapolations will steer a business suboptimally. It is therefore important that the mine manager understands these issues so that the improvement effort can be directed to the greatest benefit.

At 4 MPa gas pres ure and 30°C the sorptive capacity of 10 selected Australian dried coal ranges from 17 to 23 m3/tonne of CH4 and 27 to 36 m3/tonne of CO2. Values for moist coals are about 25 per cent less. At 20°C, sorptive capacities are about 18 per cent greater. No clear relationship between coal rank and sorptive capacity was established.The permeability of coal to gas is dramatically reduced by progressive hydrostatic confinement. No single 'permeability' for a coal can be established because of relative affinities of coals and the gases (Ar, CH4 and CO2) used in experiments. Bedding plane permeability is significantly greater than permeability normal to bedding. Dependent on gas/coal combinations, permeabilities without confinement ranged from 150 to 0.05 millidarcies, and with 8 MPa hydrostatic confinement from 1.0 to 0.001 md. Generally, permeability is increased by reduction in temperature, and reduced by increase in moisture as one changes from Ar through CH4 to CO2. In retrospect, it is preferable to ubject permeability sample to 8 MPa hydrostatic stress only once, because changes occur in the samples and it is difficult to use other gases successively.The initial rate of desorption, DP, does not appear to be a reliable index of proneness to instantaneou outbursts for Australian coals.The methods used for determining quantitative gas-coal properties appear suitable and reliable for testing other coals.
