The Treasurer, the Hon Wayne Swan, has nominated ‘maximising our advantages’ from ‘Mining Boom Mark II’ as the focus of the 2011/2012 Australian Budget. Australia therefore requires a bolder and better integrated economic reform agenda if it is to convert current strong demand for mineral commodities into lasting prosperity that benefits all Australians. Lasting prosperity, well past 2012, will only be achieved if Australia can effectively reverse a decade-long deterioration in the minerals industry productivity performance due largely to capacity constraints that inhibit growth. This requires improving the efficiency of energy networks, transport infrastructure, water markets, health and education services, access to skilled people and by streamlining costly, inefficient project approvals’ processes. The common thread that holds this economic fabric together is the importance of having the right people using the most appropriate technology within the correct policy framework.In December 2010, employment in the minerals sector stood at 187 200; 21 per cent higher than one year earlier, 15 per cent higher than the industry employment peak prior to the global financial crisis in 2008 and 14 per cent greater than anticipated by industry modelling published in 2008. Managers and professionals make up approximately 15 per cent of the total workforce, yet minerals-related higher education programs (mining engineering, metallurgy and geoscience) continue to be chronically underfunded, requiring direct industry subsidies of more than $25 M over the last decade. Also, the publicly-funded Vocational Education and Training (VET) sector continues to fail the industry in the delivery of quality training programs. Importantly, the industry is a key driver of economic activity in regional and remote Australia and is the largest source of private sector employment for Indigenous Australians who comprise up to a quarter of employees in certain locations.This presentation looks at what our industry and country need to achieve to ensure we have the right people for the challenges ahead. **This is an abstract only. Between, 1980 and 1984, the demand for non- ferrous metals in the free world grew annually by 1.5 per cent for copper, 0.4 per cent for lead, 1.4 per cent for zinc, and 2.5 per cent for nickel. The growth rate decreased substantially compared to the rate experienced before 1980, and was far lower than the GNP growth during the corresponding period. The main reasons for this are considered to be 1. resource-saving efforts by industrialized countries resulting from the first and the second oil crises, 2. saturated demand for durable consumer goods, and 3. substitution of non-ferrous metals by new materials such as optical fibers.

This paper illustrates that sampling problems and difficulties are as common in an R&D environment as they are in an operating plant. Researchers need to be aware of the potential influence of poor sampling practices and when feasible determine the sampling and analytical precision at the start of any experimentation. Specific problems that have been encountered are discussed and the procedures implemented to overcome these difficulties are described. Examples from projects include the cyanidation of a Au/Ag ore, column leaching of refractory gold and oxide ores, the bioremediation of contaminated sites and the flotation of ore containing native copper.

Hydraulic backfill is generally retained in stopes using permeable barricades. Mitchell et al (1975), Mitchell (1992) and Grice (1989) have shown that under normal drainage conditions, barricades experience low levels of loading. Cowling et al (1988) have also shown that barricades are susceptible to piping failures if excess water has ponded on the upper backfill surface and if leakage of backfill from the barricades has occurred. During 1997, six hydraulic backfill barricades failed in four different Australian mines. Fortunately, in each case, the quantity of backfill slurry released was small, and no injuries to personnel nor damage occurred. Detailed investigation of two of the incidents showed that the primary cause of failure could be attributed to the delivery of excess quantities of transport water from the low-density slurry. For each of the incidents investigated there was evidence of the development of piping failures, which resulted in hydrostatic loading conditions on the barricades from the ponded water on the upper backfill surface. The circular failure surfaces in the barricades were characteristic of the application of point loading conditions. This paper discusses the circumstances that led to these incidents and analyses the modes of failure. The standards for the safe operating of hydraulic backfill systems are reviewed along with requirements for ongoing management and control. The design requirements of barricade construction are analysed and some appropriate guidelines introduced.

OZ Minerals' Prominent Hill copper-gold concentrator in South Australia was built in 2008 with commercial production commencing in early 2009. In addition to recovery of valuable minerals, the flow sheet for this iron oxide-hosted copper-gold deposit has to address the issue of producing a good quality saleable copper concentrate by high selectivity against non-sulfide gangue. Detailed mineralogical studies integrated with the metallurgical test work highlighted that liberation of fluorine-bearing minerals and subsequent very efficient rejection in cleaner flotation was necessary to produce a commercial quality copper-gold concentrate. Bench scale laboratory metallurgical tests and mineralogical studies identified the need to regrind rougher concentrate to a P80 of 20 -25 microns or finer for adequate liberation of the fluorine-bearing minerals. Satisfactory separation of the fluorine-rich gangue material from the valuable copper sulfides requires highly efficient cleaner flotation. This is done by a combination of washed froth cleaning and conventional dilution cleaning. Proven equipment developed to meet similar taxing liberation and separation duties for the treatment of the refractory zinc-lead-silver ores of the Carpentaria-Mount Isa Mineral Province have been selected. The combination of Xstrata Technology's IsaMillÖ and Jameson Cell technologies addressed both the liberation and separation issues in the Prominent Hill concentrator. The energy efficient IsaMillÖ technology both regrinds the rougher concentrate while its inert grinding environment prevents contamination of mineral surfaces with 'debris' ensuring subsequent optimum flotation performance. Heading up the cleaner circuit with a 'scalping' Jameson Cell followed by conventional flotation equipment allows this section to take advantage of the Jameson Cell's high intensity flotation environment and froth washing capability to achieve maximum concentrate grade (at minimum fluorine levels) while maximising recovery through the use of conventional flotation machines. This paper looks at the development of the Prominent Hill flow sheet from the initial mineralogical and laboratory test work to the design, scale-up and early operation of the Prominent Hill regrind and cleaner flotation circuits. The mineralogically-based approach of domaining metallurgical ore types combined with the axiom of size-by-size mineral particle behaviour by liberation class gave a clear understanding of the liberation and separation issues involved in the processing of Prominent Hill ore. Technologies developed to meet much more onerous liberation and separation duties for the treatment of the refractory zinc-lead-silver ores of the Carpentaria-Mount Isa Mineral Province were successfully used to improve concentrate quality by rejecting non-sulfide gangue containing impurities. An IsaMillÖ and a Jameson Cell are included in the circuit for fine grinding and for additional concentrate cleaning. Plant performance since commissioning has justified the approach for metallurgical test work and equipment choices for the flotation circuit.

Health and safety are the first priority for Australian minerals sector. Australia has a global reputation in the mining industry. However, accidents occur every year. Legislation and regulation are important to prevent the accident from occurring, so do the new technologies. It is sad to witness the collision incident persisting and the long called collision avoidance system (CAS) is still not widely used in underground mines. The main reason is that the existing systems are still not advanced enough. The current CASs utilise GPS, infrared, ultrasonic, RFID, Radar, electromagnetic etc have their limitations and disadvantages. For instance, GPS is widely used in a surface mine, but it cannot be applied in underground mine; Infrared and electromagnetic have the false positive problem.

Comprehensive occupational health and safety legislation in Australia is comparatively recent. It follows the examples set in U.S.A. and U.K. a decade or more ago. In Western Australia the Occupational Health, Safety and Welfare Act was proclaimed in April 1985. It still has a long way to go before it achieves all its objectives. The mining industry has developed a substantial body of health and safety regulations under the Mines Regulation Act. Considerable practical expertise in such matters already exists, much of it developed from hard won experience. As a result it would prefer not to become engulfed in the new legislation. It would prefer to build upon the cooperatively developed policies and workable practices in the field of occupational health and safety with which it is familiar. Associated Minerals Consolidated Ltd. is a leading mineral sands producer in Western Australia and has continuously developed its occupational health and safety policy and practices. Under the banner of "Resource Control", AMC seeks to provide a safe and healthy working environment at all times. This is being achieved through a strategy of a policy, a defined organisational structure and a detailed programme, which together comprise the "Resource Control System". Some of the activities and achievements of AMC in the field of occupational health and safety are compared with the objectives of contemporary legislation, and details of some of the specialised areas of the Resource Control Programme are discussed. The paper will also highlight and discuss impractical areas of potential legislation.

The Western Australian gold industry has approximately 100 operating plants, mainly CIP/CIL. The nature of the State's rapidly expanding gold industry gave rise to concerns over management of the cyanide hazard, in that most plants are remote from major population centres, have a workforce with a high turn over and use highly saline process water. Approximately 4,500 workers in the industry have the potential to be exposed to cyanide in the course of their normal work.This paper outlines the risk management strategy developed by Government and industry to monitor atmospheric HCN gas in the work environment and the role of continuing education and training along with regular site inspections by Department of Mines Inspectors.

AustraliaÆs current interest in renewable energy is based on a desire to reduce the countryÆs greenhouse gas emissions. Wood from sustainable sources offers a unique opportunity to combine greenhouse gas benefits with other significant environmental and social benefits, including salinity mitigation, carbon sequestration, soil replenishment and rural industry. The challenge is to make renewable energy from wood in a cost competitive manner, so that this broad range of benefits may be best realised. Bioenergy and carbon products are of great interest as new, commercial forestry products that can drive large-scale environmental tree planting:In Western Australia, Enecon has worked with Western Power Corporation to build the first full-scale plant for integrated processing of mallee eucalypts, to produce activated carbon, renewable power and eucalyptus oil. It is intended that this plant is the first of a number of such plants to help catalyse environmental tree planting in Western Australia. New technologies being developed overseas may provide competitive bioenergy in areas where traditional markets for wood do not exist. For example, pyrolysis converts wood into a bio-oil that may be transported to remote sites for power generation in gas turbines. Pyrolysis also produces wood char. Pyrolysis and wood-to-ethanol technologies, coupled with short rotation coppicing trees, offer the long-term prospect of large-scale production of renewable fuels around the country.

The LaModel program was initially developed in 1993, and it is used to model the stresses and displacements in thin tabular deposits such as coal seams. It uses the displacement-discontinuity variation of the boundary-element method with a simplified laminated overburden model and because of this formulation, it is able to quickly and effectively analyse large areas of single- or multiple-seam mines. Over the last couple of decades, LaModel has been used by many mine engineers and researchers for improving pillar designs and mine safety, and it has been continually updated to add functionality and improve its ease of use and accuracy. The present LaModel can calculate seam displacements and overburden, multiple-seam and total seam stresses, pillar safety factors, energy values, roof-bending stresses, fault effects and surface subsidence. It can automatically generate the mine and overburden grids from AutoCAD drawings, and it includes wizards for automatically generating Bieniawski strength coal pillars, easily calibrating the overburden properties to observed abutment stresses and calibrating the gob material to expected gob loading. This paper will present the formulation and features of the modern LaModel program and demonstrate its utility with a multiple-seam case study from the rugged topography in Southern Appalachia.CITATION:Heasley, K A, 2014. Conflicting claims and views on the priming of ammonium nitrate/fuel oil (ANFO) are reviewed; certain fallacies and misconceptions are rectified. Optimum priming systems for a range of blasthole conditions are indicated. Moves towards optimum priming lead to reductions in the combined cost of drilling, blasting and handling the material. With shallow blastholes, two-point priming is rarely warranted. Best blasting results from single priming are usually obtained when the primer is located near, but not at, the bottom of the blasthole. As blast- hole depth increases, two-point priming becomes more reliable and effective than single priming. For two-point priming, primers should be located such that detonation waves in the ANFO collide at grade level or, if preferred, within a hard band in the burden. Where blastholes are very deep and/or strata variations can be appreciable, three or more spaced primers are often justified. The effectiveness of a primer varies with its detonation pressure, diameter and length. Primer properties influence the velocity of detonation (VOD) near the primer, but do not affect the final (steady-state) VOD in the ANFO. Some primers cause 'run-up' (i.e. lower than steady-state) velocities whereas others cause

Naturally occurring rutile contains approximately 96 per cent titanium dioxide (Ti02), whereas the product from the ilmenite reduction - aeration upgrading process, "sub- rutile", contains only about 92 per cent Ti02. Therefore, there is an-incentive to lift the quality of sub-rutile by removing transition metal impurities, in order to supply a more valuable and marketable product, particularly for the chloride-route pigment producers. Previous studies have shown that the sub- rutile residual iron content (of approximately 4 per cent) and residual manganese content (of approximately 1.5 per cent) are chemically bound within the titanium-oxygen mineral lattice, and are most difficult to remove by simple leaching methods. In attempts to improve their eventual removal, a simple process modification has been successfully investigated in laboratory scale trials. Transition metal sulphides have been formed in the reduced ilmenite by using a "sulphur-doping" technique during reduction (metallization) conducted at controlled temperatures. These compounds give rise to greatly enhanced dissolution of the unwanted transition metal constituents during the sub- sequent aeration and acid washing steps. Thus, the manganese content of the final sulphur- doped, reduced-aerated, acid washed product can be reduced by about 90 per cent to 0.2 per cent, and the iron content by about 70 per cent to less than 1.5 per cent, in comparison with those levels remaining after unmodified pro- cessing. Additions of sulphur as low as 2 per cent of the weight of the ilmenite have proven satisfactory. Preliminary studies reveal that the modified process is economically feasible. These results suggest that the sulphur content of the Collie coal char used in an unmodified reduction step must exert some influence on the eventual removal of iron and manganese during aeration and acid washing.

The fine grained complex orebody at Elura contains galena, silver and sphalerite in a matrix which is mostly pyrite; sulphides account for about 90% of the orebody. A differential flotation circuit is operated to con- centrate lead and silver in the first section and zinc in the second. The metallurgical performance to date indicates the need for improvement. The lead section has been sampled in detail to comprehensively assess its overall performance and to define problems associated with lead and silver flotation. The substantial amount of pyrite in the feed dominated the perfor- mance of each stage of the separation. It was responsible for extensive dilution of all concentrates and, as a consequence, for very large circulating loads. The rougher concentrate contained 68% pyrite some of which was rejected through the three stages of cleaning to 39% in the final concen- trate. However, this was still sufficient to hold the assay of this product below 45% Pb. Size by size behaviour shows that flotation rates of the valuable minerals, as characterised by their rate coefficients, were low through- out the circuit. There was a significant deterioration in these rates between rougher and cleaner I stages which resulted in large circulating loads between these stages. There was practically no recovery of coarse valu- able minerals to the final concentrate. The dilution of the final concen- trate by non-sulphide gangue was not a major problem. If the recovery of the galena and silver in the +38¦m size range could be raised to that of the - 381Lm size range, galena recovery would rise from 78% to 86% and silver recovery would improve from 46% to 59%. The Pb grade of the final concentrate would remain the same.

Rampura Agucha Pb-Zn Mine (RAM) is located about 200 km to the south-west of Jaipur in the state of Rajasthan, India. Open pit mining operations commenced in 1988 and continued to 2018. RAM open pit footprint is the largest in India with length of 2000 m, width 1500 m and depth of 400 m. Development of an underground mine under the operating pit commenced in 2013, through trial mining longhole open stoping with cemented backfill was established as a preferred mining method. Nine years in operations underground mine has reached the production capacity of 4.5 MT, which represent more than 70 per cent of the ore volume mined by the pit. RAM is currently the world second largest underground Pb-Zn mine.

The composition and volume of geothermal fluids in New Zealand offers considerable potential for the extraction of various metals and minerals, as well as being a source of heat energy, steam and gases, and for use in generating electricity. While extracting products from geothermal fluids is technically feasible, positive economics is the key driver for commercial success; however, there is no assessment of this opportunity that identifies simple, cost-effective processing technologies and provides a greater understanding of the economic viability and barriers for implementing such technologies. A large number of mineral deposits contain regions in which it is economically beneficial to extract ore both via open pit and underground mining techniques. Current industry practice lacks an effective means to establish the extent of the open pit and underground mining areas for an individual deposit. We present a mixed integer programming model for scheduling both the open pit and underground mine that can be used to create a holistic extraction sequence for a specific deposit. The model considers both spatial and temporal elements of the open pit and underground mines in order to maximise the net present value of the entire deposit, while adhering to its production, processing and block sequencing constraints. By doing so, we can schedule the open pit and underground in concert.CITATION:King, B, 2014. EIA is a test of a development proposalÆs legitimacy and asks two questions: not only æis the proposal competent?Æ but also ædoes the proposal have moral authority?Æ For reasons of miningÆs historic importance and of a scientific and technological industry culture, traditional EIA has focussed on the first on these, an increasingly misplaced priority in a changing world.This paper explains why competence alone is not enough and examines the second of the two questions: what is meant by a projectÆs moral authority, why does it matter, why has it taken so long to become an issue and what, in practical terms, can project proponents do about it.

The consideration of complex supply chains often highlights multiple system bottlenecks that are localised and dynamic – they shift depending on what variability last influenced the system. Using the understanding of a dynamic system model, synergies between items that tackle localised bottlenecks can be understood to generate a suite of solutions. These can be simple solutions, such as a couple of new conveyors placed in series, or more complex ones, including buffer dynamics (capacity, location, behaviour, etc).Each solution in the suite will have an associated uplift in system performance and an associated cost of implementation. Dynamic simulations can address each situation in turn and estimate the projected improvement it would offer. However, these solutions will have different benefits when implemented together, and each solution will give different uplift depending on what other solutions have already been assumed. If the number of solutions is numerous, traditional dynamic simulation analysis becomes the bottleneck, limiting options analysis to the processing power available.This paper will illustrate the use of a new technique applied as part of a capital growth optimisation project with a major iron ore producer. Metamodelling is the creation of a model of a model; in this case study, the focus is on developing a response surface representing the suite of solutions. This can be achieved through a combination of dynamic modelling and an appropriate mathematical process called design of experiments. The result is an approximation surface of the outcomes of the dynamic model, encapsulating interactions between key elements of the value chain.This modelling approach provides a number of advantages compared to traditional dynamic modelling approaches, including but not limited to:early and rapid evaluation of a large range of potential solutionsaccommodation of multiple initial states of the value chainoptimisation of the overall suite of upgrades (down to route-level upgrades) based on business objectiveseasy re-evaluation of outcomes when key inputs such as costs change.CITATION:Kleinschmidt, T, Foo, J, Reynolds, B and Kennewell, K, 2015. The oxidation of nickel sulphide and copper sulphide concentrates, and coal, has been studied under non-ignition and ignition conditions using Differential Thermal Analysis (DTA) and Thermogravimetry (TG). The non-ignition reaction was favoured by slow heating rates < 10°C min-1), low masses < 10 mg) and an air atmosphere. Under these conditions, the typical stepwise oxidations of the various sulphide minerals present in the concentrate were observed as resolved exothermic peaks in the DTA curves and weight losses in the TG curves. Above a heating rate of 10°C min-1 , sample masses in excess of 10 mg and an oxygen atmosphere, an ignition reaction was induced, as indicated by a major high energy exotherm in the DTA curve and a major rapid weight loss in the TG curve. The ignition temperatures of the minerals under ignition conditions, found for 15 mg samples heated at 20°C min-1, were 434°C for the nickel sulphide concentrate, 372°C for the copper sulphide concentrate, and 230°C for the coal. By plotting a curve for mass against ignition temperature at constant heating rate and extrapolationto zero mass, a value of 470°C was obtained for the mass independent ignition temperature of the nickel sulphide concentrate. Ignition temperatures and extents of reaction at various temperatures were obtained using the TG technique in a novel manner which produced heating rates of 4500°C min-1. Under ignition conditions, the oxidations approximate to flash smelting conditions.

This paper describes a technique to predict achievable head grades and likely variances from target grade for the Shovelanna Iron Ore Project, in the Pilbara region of Western Australia. The block model from which the production schedule is produced was created from a wide spaced drilling program and was classified as an Inferred Resource under the JORC Code. Ideally, production schedules and target grades would be determined using a combination of Proved and Probable reserves. However sometimes it is necessary to consider the requirements of potential off-take parties who have specific grade tolerances. A technique is needed to simulate mining sequences and grade variations early in the planning process, using an æexplorationÆ block model rather than the normal æminingÆ block model. Marketing contracts require examination whether the target grade {Fe, P, SiO2, Al2O3 can be kept constant, or must be revised during the life of the mine. A model (written in ExcelÖ using Visual Basic macros) develops a feasible, close to optimal, mine plan from block model data. Cut-off grades for minable ore are chosen. The model evaluates ore tonnage, grade and stripping ratio against depth. Outputs at this stage include plots of slices through the orebody, at nominated x, y and z coordinates, showing ore grade, waste, drill hole locations and topography. The model then searches for a feasible satisfactory mine plan. The initial grade target is the average for the identified ore blocks. The available block list (ABL) at any time is the set of ore blocks, any one of which can be mined without removing any other ore block. The entire initial ABL has an unacceptably large ætotal grade stressÆ, defined as [(Grade-Target)/Tolerance]2, summed over the four relevant minerals {Fe, P, SiO2, Al2O3}. The model trims the ABL, removing the block most harming the total stress. Trimming is repeated until the total grade stress reduces to an acceptable level. The trimmed ABL defines the first mine campaign. Removing the trimmed block set, a second ABL is exposed, which is again trimmed and mined. The process is automatic: a few seconds computation provides a complete mine plan. Re-running the model with adjusted grade limits quickly shows whether a uniform target can be achieved or whether the target must be modified during the mine life.
