The underwriting of professional negligence has proved to be an evolving science. As with most insurance products coverage offered in the past was very broad but as legal precedent demonstrated to Insurers areas of unforeseen exposure policy documents per se have become more restrictive until today the insurance market through attrition have produced a basic policy structure with various purchasable extensions which together provide insuring professionals with coverage that has proved to be adequate for their needs. The basic policy provides indemnity and protection for fortuitous negligence. In a practical sense, however, professional indemnity policies are really a defence document in so far as policy holders are relying upon the expertise of Insurers to protect them in the event that a claim is made upon them. Whether damages are awarded is in many respects a secondary consideration, the most important factor is to ensure that policy holders are protected in terms of the legal defence mechanism. By way of illustration we are currently in the process of defending a large professional firm which purchased from us a policy with a limit of indemnity of $10M. The case has been running in a Supreme Court now for 14 months and the defence costs which we have incurred on their behalf are rising close to $8M as I put pen to paper. Defence costs of that magnitude would in effect terminally cripple all but the very largest professional operations in Australia. In more recent times coverage has been provided in Australia for breaches of the Trade Practices Act and similar legislation enacted in various States. No-one really appreciated the comprehensive impact which the Trade Practices Act would have on commerce in Australia. Most professionals thought that indeed they would be exempt from prosecution under this Act. The passage of time has clearly indicated that this is not the case and we have found that it is much more difficult to defend a claim involving breaches of the Trade Practices Act than it would be to defend a claim for breach of tortuous liability.

The population and the per capila consumption of mineral resources have both grown dramatically during the century past. It is argued that growth will continue through the century ahead but that the magnitudes of undiscovered resources are probably adequate to meet demands. The challenge that the mineral explorer of the future will face is finding deposits beneath several kilometres of barren rock.It is further argued that the principal challenge that society will face in the century ahead is the amelioration of environmental stress.

Alcoa of Australia's Del Park mining op eration is centred 9 km. east of the Pinjarra alumina refinery, and is centrally locatedwith- in the 10, 000 sq. km. lease which the Company holds for bauxite in the Darling Ranges. An- other mining operation is situated near the township of Jarrahdale, and supplies bauxite to the Kwinana refinery. Definition of the bauxite ore, development works and mining to the ore haulage stage, are identical for both mining operations. Exper- ience, and production cost figures, obtained from the Jarrahdale mine, where 100 tonne trucks are used to haul ore to a fixed crushing plant, led to the development of the Del Park mining concept with increased mobility of op- erations. The crushing-conveying-stockpiling arrangement at Del Park consists of a 1200 t. p. h. mobile crusher feeding bauxite to an overland conveyor system which transports the ore approximately 6. 66 km. to the stockpile area in the refinery. In the refinery raw mat- erials area the bauxite is distributed into 200, 000 tonne stockpiles by means of a travel- ling boom stacker.

This work investigates some suggested methods for blast vibration monitoring on a hard surface based on 53 tests on a vibration exciter. Errors in the measurement attributable to coupling have been described as function of frequency by the rock-to-mount (or coupling) transmissibility, ie ratio of the velocity of the vibration sensor mount to the velocity of the rock motion. Transmissibility has been measured from 2 to 200 Hz, at two vibration levels (5 and 20 mm/s), in four seismographs. Attachment methods with an anchor, thermal adhesive and gypsum plaster allow stiff rock-to-mount coupling. They ensure accurate measurements (errors below 0.3 dB) for frequencies commonly found in blasting (below 100 Hz) irrespective of the mount characteristics and the vibration level. Free laid mounts and sandbagged vibration sensors lead generally to a poor, weak coupling. Errors are non-linear errors with the input velocity, ie the operating frequency window narrows as the velocity of the ground increases. Free mounts follow ground motion acceptably well (error up to 0.4 dB) at both vibration levels and frequencies below 15 Hz. At higher frequencies, free mounts lead to the largest distortions with expected errors ranging from 0.8 to 6.6 dB. Sandbagging limits the expected errors below 1.3 dB, but it does not prevent large errors that can be up to 4.5 dB. Successful evaluation and exploitation of resources and reserves relies on the collection of high quality sample data. The quality of the sample data must be maintained through the application of a robust quality assurance and quality control (QAQC) program, including documentation of sampling procedures, training of sampling personnel and the regular monitoring of control samples. However, the application of QAQC programs in the minerals industry is often poor and the purpose misunderstood. It is all too common to have good quality control data collected, but no analysis work carried out until after drilling is completed. In a lengthy drill program, this can lead to problems not being discovered and corrected as they happen. Moreover, rectifying problems afterwards will be costly in terms of time and money, if not impossible. The consequences of poor quality sample data are many and include such effects as over- or underestimation of block grades, misclassification of ore and waste, and lower confidence in the resource/reserve models. The purpose of this paper is to highlight, using case studies, the importance of good QAQC practices to monitor the quality of sampling and laboratory sample preparation and analysis.

In response to requests from the iron ore mining industry, the Commonwealth Scientific and Industrial Research Organisation (CSIRO) Division of Mineral Physics has developed a number of bulk analysis techniques in which analyses are obtained directly from ore samples weighing many kilograms or from ore located on conveyor belts.Because penetrating neutron and gamma radiation is used, measurements are obtained from a large volume of ore, which ensures thal the analyses are represelllative of the bulk.Two different gamma-ray techniques have been developed to measure iron ore grade. The first is based on backscallering of 60CO gamma rays, while the second involves measurement of the annihilation radiation which arises when the ore is irradiated wilh 226Ra gamma rays. Both techniques measure the iron concentration with an accuracy (1 s) of better than 0.4% Fe.A thermal-neutron irradiation technique using a 252Cf neutron source has been developed for the simultaneous determination of iron and the aluminium impurity (expressed as AI2O3) in iron ore fines on a conveyor bell. Because the conveyor speed must not exceed about 0.05 m/s, if good accuracy for AI2O3 is required, an auxiliary analysis bell is required Lo avoid inLerference with normal ore processing. Dynamic trials have demonstrated that accuracies of 0.6% Fe and 0.1% AI2O3 can be obtained.

Mining software systems have provided a basis for integration of resource, survey, and design functions. They can similarly provide a basis for incorporating ground conditions into the process.Exploration and mine geologists have a prime role to play in this process, extending their responsibilities further across the geological spectrum, into exploration of ground conditions, analyses of results, and assessments of their implications for mining. Ground conditions are as much a part of the geology of a prospect or mine as its mineralisation, and can have critical imnlicationa for mining.

Design of reshaped spoil surfaces is an important pan of rehabilitation of spoil piles resulting from open-cut coal mining. To achieve the optimum design, it is necessary to make accurate predictions of soil losses from spoil piles. Predictions can be based on data gathered using laboratory and field rainfall simulators and field plots. These data are used to derive input parameters for erosion prediction models. Model input parameters include rainfall erosivity, spoil erodibility, sediment size distribution, runoff, soil loss and peak runoff rate. Model outputs can be used in design and include predicted sediment size distribution and predicted soil loss.The traditional method of gathering input data is monitoring field plots. This method is very expensive, must be done on a long-term basis and is affected by irregular rainfall. Long-term field plots are necessary to obtain data that can be applied to empirical prediction models such as the Universal Soil Loss Equation (USLE).

Increasing concern with the emission of sulphur dioxide from smelters and roasters has caused renewed interest in processes which can use waste sulphur dioxide, such as the sulphation of nickel laterite ores. The process described here proposes to by-pass the production of sulphuric acid and react laterite directly with a sulphur dioxide containing atmosphere. A thermodynamic analysis identified operating windows in which nickel sulphate forms while iron oxide (the major impurity in most laterite ores) remains stable. The initial assumptions included unit activity of all species except nickel oxide. The lowest possible nickel oxide activity (while maintaining selectivity) increased with increasing temperature, indicating that selective sulphation is favoured by low temperatures. The temperature of interest was found to be between 500 and 800¦C. Calculations show that a feed gas containing ten per cent SO2, five per cent 02, balance N2 requires a temperature greater than 650¦C for selective sulphation of nickel. Laboratory experiments showed that the assumption of unit activity of ferric sulphate was unrealistic above about 680¦C due most likely to the formation of solid solutions which decreased the ferric sulphate activity. Results are presented which illustrate the limiting equilibrium sulphur trioxide partial pressures at 700 and 730¦C below which selective sulphation occurs. Cobalt extraction was usually between 80 and 95 per cent under conditions yielding selective sulphation, whilst nickel extraction was about 50 to 75 per cent depending on temperature and choice of upper limit of iron extraction. An operating diagram is presented for a limonite ore and shows that the optimum reaction conditions are 680¦C and an input gas containing 20 per cent SO2. Under these conditions nickel, cobalt and iron extractions are 73, 95 and two per cent respectively.

Blast control in small scale underground mining leads to improved fragmentation control, improved control over overbreak and dilution, and the optimisation of drilling and charging operations. Greatly improved control can be achieved through blast monitoring, to confirm proper implementation of blast designs and blasthole charging. Further improvements can be achieved through simple modelling, enabling blastholes to be placed in the correct locations and charged with the correct weight and strength of explosive. Improved design can be shown to significantly reduce overbreak and dilution, and even ground support costs. In one mine in Quebec, open stopes of widths varying from 2.5 metres to four metres and dipping at 36¦ to 38¦ were designed to achieve zero dilution using open sloping blasting practices. The first stope designed in this manner was monitored in detail and achieved its objective.A method for contouring damage around blastholes is presented as a basis for selection of drilling patterns, with particular application to the control of overbreak and dilution. Ventilation on demand (VOD) has been demonstrated to significantly reduce operating costs for ventilation fans, by reducing fan output to meet demand. The most effective method for reducing operating costs is to use variable speed drives to adjust the speed of ventilation fans as required – this achieves significantly larger power savings that damper or vane control alone.However, this mode of control will significantly increase the number of speed cycles the ventilation fans will experience. Fabricated impellers have a limited number of start stop cycles based on the materials and method of construction, and the operating stresses due to centrifugal forces. This means that fans experiencing constant or regular speed changes will experience a reduced fatiguelife compared with fans that are run at constant speed.The fatigue life of fans operated under various speeds using VOD is difficult to predict, as it is dependent on the magnitude of speed changes, and the frequency, which will be varied to meet demand. It is important to be able to estimate remaining fatigue life to assist in maintenance planning and avoid unplanned maintenance activities.This paper will review extensive VOD data on fan operating conditions from two primary mine ventilation fans. This paper will demonstrate how this data can be used to calculate accumulated fatigue and predict the remaining fatigue life, and how this compares with fixed speed or non-VOD controlled fans.The increased maintenance costs for the impellers will also be estimated, and compared to the operating cost savings using VOD, to determine if the savings outweigh the additional maintenance costs.

A cut-off grade is used to distinguish an economically viable block of ore from non-economical ones in mining operations. In order to obtain a high Net Present Value (NPV), a strategic and precise determination of cut-off grades (mill feed/marginal, marginal/waste) is required. In recent years, the significant depletion of feed grades and increasing mining operating costs have affected the viability of new and existing mining operations. Hence, the introduction of a pre-concentration system to process ore before sending it the main processing plant has gained increasing attention for its potential improvements in resource exploitation processes, mineral processing, energy consumption and environmental impacts. The primary potential advantage of implementing a pre-concentration system is the improvement of resource utilisation and increased reserves as a result of a reduction in cut-off grade. The objective of this paper is to present a new cut-off grade method, which can be used in the presence of a pre-concentration system for underground metalliferous mining operations. The results of this study illustrate the potential economic benefits of using a pre-concertation system prior to a mineral processing operation as a result of the reduced cut-off grade and increased NPV.

The Emmaville district is located in the northern part of the New England region of New South Wales some 400 miles north of Sypney. Better known for its substantial production of tin and tungsten ores, the Emmaville district has also been the centre of a small and somewhat sporadic production of copper, arsenic, silver, lead and zinc. This production has come principally from three mines-Webb's Silver Mine, Webb's Consols and, to a lesser extent, Pye's Creek Silver Mine.The ores from these mixed sulphide deposits are texturally and mineralogically complex and the problems of beneficiation are rather formidable.GENERAL GEOLOGYThe main rock type of the Emmanville district is a dark, brown to blackish massive siltstone of Permian age which overlies acid volcanics possibly also of Permian age. In places the siltstone gives way to conglomerates and standstones with discontinuous lenses of calcareous sediments (David, 1887).The whole series is folded but because of the massive character of the more expansive siltstone, detailed structure is difficult to delineate.Toward the close of Permian time the area was intruded by a series of intermediate to acid plutonic and hypabyssal rocks. Mineralization within the region is ascribed to the more acid of these intrusives-granodiorite, granite, and quartz-felspar porphyry (Lawrence, 1957, 1960).No intrusive rocks outcrop in the immediate neighbourhood of Webb's Silver Mine though granite occurs two miles...

Ore handling improvements at Mount Isa Mines Limited were necessary to keep abreast of technological advances in all phases of sublevel stoping practice.In the early 1930s an efficient ore handling system was in operation.However in 1936 excessive water encountered in deepening the hoisting shaft necessitated the sinking of a second hoisting shaft. Financial difficulties prevented abandoning the original shaft and surface ore handling and crushing facilities, so ore was transferred underground and underground crushing deferred. It was not until 1951 Jhat multilevel crushing permitted increased efficiency in the handling of ore from stopes. Ore was then hoisted in one shaft and transferred on the surface by conveyor belt to a new crushing plant.In 1956 a planned production increase from 5,000 to 11,000 tons per mining day made possible further improvements in ore handling. Larger equipment was installed and existing equipment modified to capacitate the handling of larger sized ore at increased daily tonnages.INTRODUCTIONThe intensive exploratory programme commenced in 1954 disclosed large reserves of both lead and copper ores and in 1956 an expansion programme was initiated to increase production from 5,000 to 11,000 tons per mining day. The increased tonnage would result in decreased costs per ton and further cost reductions would result from increased mechanisation underground. The combined effect would permit larger tonnages of lower grade ores to be included in ore reserves. This paper discusses the dewatering strategy adopted and the considerations and procedures required to incorporate a dewaterinq scheme into the Mt Whaleback mining operation. It concludes that in pit pre-dewaterinq has successfully allowed mining to progress below the standing water level with the minimum of disruption or radical change to the mining method. It is recognised however, that dewatering is not a static activity and there is a requirement for ongoing investigations and development. Pre-dewatering commenced in October, 1984. Purpose designed pumping trailers have been employed to minimise the loss of pump availability resulting from the frequent. need to remove and reinstall pumps when close vicinity blasts occur. To July, 1986, some 0.5 Mm' of groundwater had been pumped from the unconfined orebody aquifer. Mining has progressed to some 20 m below the standing water level without. any undue water associated problems. Ultimately, it is ,cheduled to extend some 300 in below the original water level in the West Pit. With the development of an increasing area of the mine below the standing water level, the influence of seasonal high intensity rainfall events, which had previously caused little concern, now need to be addressed. The capacity of chlorine based solutions to rapidly and effectively dissolve coarse gold in oxide ores is well established. The inherent advantages of chlorine are high dissolution rates (10 - 100 times those of cyanide), and low cost. The high dissolution rates mean that coarse or poorly liberated gold may be dissolved over relatively short periods and hence ore particle size may cease to be such a critical factor. The cost of size reduction to allow adequate gold liberation in order to achieve an adequate gold recovery is less of a consideration when using chlorine than in traditional plant or heap leaching cyanide-based treatment systems.Because chlorine based solutions capable of dissolving gold evolve an unpleasant vapour phase with the potential for significant chlorine losses into the atmosphere, traditional heap leaching with active solutions being sprayed onto prepared heaps is not possible. The ore must be covered and the solution may be introduced beneath that cover through prepared injection `wells' and recovered through production 'wells'. The pit is flooded with active solution beneath an overburden or cover with the solution migrating from the injection 'wells' to the production 'wells' over a period of around five - ten days.

The CSIRO ore classification scheme for Pilbara ores was used as a reference frame to target recognisable ore types/textures with potentially elevated phosphorus content for detailed analysis. Particles of each individual ore texture were separated from a Brockman high-P ore and each class was characterised using methods including XRF, XRD, EPMA and synchrotron-based XAS. Results were then correlated with optical microscopy and hand specimen identification to establish any relevant associated mineralogical phases and/or textures. This represents a more systematic approach to identification of high-P ore components based on particle and goethite type and texture. The information can then provide the basis for more targeted P-removal strategies factoring in the relationship between particle/ore texture and phosphorus deportment

On-line radioisotope gauges determine information on the characteristics of ore to enable improved control of processing operations. In the metalliferous mineral industry, in-stream analysis systems based on radioisotope X-ray techniques determine concentrations of valuable minerals at various stages of the concentration process. In the coal industry, on-line gauges determine ash and moisture contents, and the specific energy of coal.In-stream analysis systems developed in Australia are installed in about 30 mineral concentrators. Their use has led to the increased recovery of valuable minerals, and the time taken to recover the cost of installation is usually several months. The savings to Australia resulting from use of these analysis systems is estimated to be more than $A 15 million per year.Australian experience in the training of mineral industry personnel shows that the most effective approach is to combine courses on nuclear techniques and control of processing operations. This is the basis of Australia's contribution to the minerals sub-project of the United Nations Development Program (UNDP) Industrial Project.

The 5.6 km Canning Tunnel was constructed to improve water supply from Canning Dam to the Perth metropolitan area. The site area is in the Darling Range which is essentially a laterite-capped plateau-remnant underlain by Archaean granitic rocks, intruded by dolerite. Two arrangements were available. After geotechnical investigations which included geological mapping, seismic refraction geo- physics, diamond drilling and mechanical rock testing, a single tunnel was selected in pre- ference to two short tunnels and a connecting pipeline. The tunnel is hydraulically equivalent to a fully lined tunnel 1.83 m in diameter and 5 580 m long. The alignment diverged from a straight line so that the initial upstream section was almost normal to the contours which allowed for minimal support requirements in a weathered zone. Although steel and con- crete lining was needed at both ends, the main section of the tunnel was unlined except for a concrete floor. A sand and rock trap with a capacity of 46 m3 was constructed near the outlet portal to collect debris and sand down to a size of about 2 mm. Portal excavations were in highly to completely weathered rock which extended 56 m into the tunnel at the upstream end, and 18 m at the downstream end. High temperature roasting studies on chrome-spinel contaminated ilmenite concentrates showed that sulfur, introduced through a sulfidising roast treatment, selectively reacted with the chromium in the spinels. The roast treatments were carried out in a laboratory scale rotating drum kiln using a standard Becher-style heating profile (10 h, 1075ºC), char as the reductant, and variable amounts of added elemental sulfur (0 - 3 wt per cent).After roasting, bronze-coloured grains were visible representing chrome-spinels that had undergone selective sulfidisation. SEM imaging of the products showed that sulfur was preferentially concentrated in ~5 - 15 µm thick rims fully enclosing the chrome-spinel grains. The sulfur-rich rims became a sink for manganese (Mn) from the ilmenite resulting in the rims being rich in Cr-Mn-Fe-sulfides. Quantitative electron probe microanalysis of phases present within the rims identified two sulfide phases. The first sulfur-phase (S-phase) was low in Mn (1 - 3 wt per cent) and high in Fe, Cr and S, while the second S-phase was considerably higher in Mn (30 - 35 wt per cent Mn) and lower in Fe and Cr. The dramatic change in the composition of the chrome spinels after sulfidisation is likely to significantly alter their physical properties (eg hydrophobicity, conductivity, etc). This should make their physical separation from the ilmenite potentially easier than roasting/magnetic separation methods.
