The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

After conducting laboratory ore sorting testwork on samples of a low grade nickel ore stockpile at Western Areas’ Flying Fox nickel mine, a mobile crushing, screening and ore sorting plant was located adjacent to the stockpile. An initial two month trial of the ore sorter program proved successful and was extended to process the entire Flying Fox low grade stockpile in a further four month campaign. A total of 167 660 t of low grade ore was processed, providing highly upgraded feed trucked 26 km to the Cosmic Boy concentrator. A more than three-fold grade increase was achieved on ore sorter accepts. The moderately upgraded fines that by-passed the mobile ore sorter were also subsequently blended into plant feed. This paper describes the mineralogy of the Flying Fox low grade ore, the mobile ore sorting campaign and provides some commentary on the economic and environmental benefits achieved in the ore sorting campaign. The ore sorting campaign demonstrated the benefits of being able to utilise mobile ore sorting equipment temporarily located adjacent to sub-economic low grade stockpiles in order to effectively treat these stockpiles and produce viable plant feed.CITATION:Parry, A and Fitzmaurice, C, 2018. Solid Energy New Zealand Limited owns and operates the Ohai coal field (Wairaki Coal Mining Licence, CML) in western Southland. The Morley Stream passes directly through the middle of the CML and has required diversion in the past to enable open cast mining to proceed. Solid Energy is evaluating two new open cast pits at Ohai. Commissioning these new pits would necessitate further diversion of the Morley Stream. One of these potential new mines is adjacent to an abandoned State Coal Mines (State Coal) pit and there is an opportunity to substantially rehabilitate this old pit as a corollary to the new mine and the stream diversion project.   Past Morley Stream diversions were undertaken by State Coal and so they predated the Resource Management Act 1991 and the degree of community environmental awareness and involvement that has become the norm these days. Not surprisingly the design and construction of the historic stream diversions was based purely upon mining (operational) and engineering considerations. This led to the stream being diverted in a manner that achieved the clinical conveyance of design volumes of water from points A and B.   Solid Energy realised that the proposed new diversions need to adopt more holistic and environmentally sustainable design principles while also including appropriate mining and engineering constraints. This project involved the design of a 1.7 km diversion of the Morley Stream (median flow of about 1000 litres/second) that would enable progressive prestripping and development of the new mines and would also address final rehabilitation (of the stream), geotechnical risks, hydrological and ecological issues. To address all of these factors the project required a multidisciplinary approach. Moreover, it required a clear understanding of how the mining operational constraints could be integrated with the environmental considerations. A significant aspect of the project was how to take account of fishery instream habitat needs, the resource consent requirements and most of all, the involvement of key stakeholders such as the Fish & Game Council, Department of Conservation, the Iwi and local community in the design process. This was achieved through coordinated consultation and stakeholder involvement in a technical design workshop.

The Tui Mine is located near Te Aroha at the base of the Coromandel Peninsula. It was a lead-zinc mine, which closed in 1973 due to declining concentrate prices, high overheads, and high mercury levels in the ore. The site was abandoned, leaving behind an acid rock drainage generating system, including a sulfide-rich tailings dam which has since caused pollution of Tui Stream, as well as open adits and waste piles which drain predominantly into the neighbouring Tunakohoia Stream. At the AusIMM conference in 2003, Harvey and Webster-Brown presented water quality results from the Tui mine site and lower stream catchments in 2002. In April 2006, Environment Waikato undertook remediation works to stabilise the dam and reduce acid drainage entering Tui Stream. In this study, water quality results from the Tui mine site and lower stream catchments are again being determined, in order to compare with the pre-remediation results. Preliminary data collected for summer indicate a minor but consistent improvement in water quality in the lower stream catchments, although lower Tui Stream continues to exceed ANZECC (2000) aquatic life guidelines for Cd, Cu, Pb and Zn. This slight improvement may be due to a decrease in the flow of ARD into Tui Stream, as there does not appear to have been an improvement in quality of the contributing ARD waters.

With lower and increasingly variable Fe grades in iron ore resources, the monitoring of Si, Al, Mg and other light elements to meet quality requirements is gaining importance in the iron ore beneficiation industry. The high cost per manual assay and associated manpower requirements often limit the frequency of shift composite samples and laboratory assays. Furthermore, the shift composite assays represent past performance of a plant but are not useful for immediate reactions to feed variations, detection of equipment malfunctions or process control. Automated online analysis of light elements radically reduces the cost per assay and provides repeatable, timely data for process analysis, control and optimisation.A light element online slurry analyser, based on laser-induced breakdown spectroscopy (LIBS) optical emission technique, will be presented. This paper discusses the analyser design for the iron ore industry and also reviews the performance of the analyser against the manual laboratory. Additionally operator safety, user friendliness and maintenance requirements are discussed.A case study will also be discussed in this paper. The sophisticated measurement technique has been implemented in an industrial automated analyser and sampling system to allow for slurry measurement for up to 12 sampling points. The Mount Carlton project in Queensland's North East sits on a high-sulphidation epithermal style deposit rich in gold, copper and silver. Mt Carlton is an open pit mining operation with ore processed using a primary crusher, single stage SAG mill and flotation to produce a concentrate for sale. Orway Mineral Consultants (OMC) was involved in the original design of the comminution circuit and the project was commissioned in late 2012, with first concentrate shipped in March 2013. When Evolution sought to optimise the project in 2015, OMC was invited to assist by undertaking a circuit review to identify opportunities for the optimisation. During 2016, the Mt Carlton site team implemented the optimisation strategies developed in conjunction with OMC. These included reconfiguring the SAG mill discharge arrangement, reducing the average ball diameter and allowing the mill to operate at higher speed and under more autogenous conditions. Cyclone operation was changed to constant pressure and the vortex finder size was decreased. The combined strategies improved energy efficiency and allowed higher SAG mill power utilisation. The additional power has been used to increase throughput by 2.4 per cent while achieving a 27µm reduction in product size (P80) to gain downstream recovery improvements. The reduction in grind size has been achieved with only 6.8 per cent increase in specific energy consumption because of a 6.5 per cent increase in grinding efficiency. The circuit product size is also notably more consistent due to the improvements made to the cyclones, providing benefit to the downstream flotation circuit. A significant decrease in ball consumption was also gained, saving hundreds of thousands of dollars a year in operating cost.This paper will discuss the circuit design, start up and will detail the changes made during the optimisation and why these were successful.CITATION:Putland, B, Lovatt, I, Cervillin, A and Schwann, D, 2018. The brown coal deposits of the Latrobe Valley are ideal for open cut mining and this method has been used since the start of coal winning in 1894. Operations at the main Yall9urn open cut commenced in 1922, but after a few years the main excavators were replaced by German continuous excavators and subsequent developments of Yallourn and the newer Morwell open cut have been based on this type of plant. The reasons for preferring continuous to intermittent excavators in the Latrobe Valley are indicated in this paper.Under the pressure of post-war conditions, and from their long experience and ability, German engineers have recently made substantial improvements in their continuous excavators and these developments have been enhanced by some American innovations. These changes have extended the economic limits of open cut mining and also serve to emphasize the close inter-relation between the nature of coal and overburden deposits, excavator design and methods of operation.As an aid to descriRing recent excavator developments, this interdependence is demonstrated by means of diagrams which show typical methods of operations, together with examples of actual machines using these methods. The types of excavator dealt with are mainly those in use at, or destined for Yallourn or Morwell open cuts, together with additional types used in U.S.A. and Western Europe. For completeness, and also because they will continue in service at Yallourn and Morwell for some years, rail-mounted dredgers have been included in this paper even though in Europe they are now regarded as obsolescent.Explanations are given of how the intrinsic qualities of Latrobe Valley brown coal and overburden have sometimes prevented overseas plants from operating with the full efficiencies and/or in the methods visualized by the manufacturer, and references are made to the modifications and investigations being undertaken to overcome these problems.A compresensive bibliography is given. Dates shown on illustrations are not commissioning dates of the plant concerned, but the year when photographed.

In February 1995, Falconbridge Limited approved the construction of a nickel mining and milling facility on its Raglan property situated in the Nunavik region of northern Quebec, Canada. The construction period successfully terminated with the commissioning and start-up of the plant and concentrator in early-December 1997. The estimated life of the project is 20 years with an annual mining rate of 800 000 tonnes of ore, producing 21 000 tonnes of nickel per year. This paper discusses the subject of æRemote Mining in the Canadian ArcticÆ as it applies to the Raglan mine process and people. During the feasibility stage of the project, many assumptions were made which influenced the design and operating parameters of the facilities and the equipment. Transportation, communication, remote logistics techniques and standard industry practices required to support a æfly-in/fly-outÆ operation were reviewed and either adopted or rejected for use at Raglan. These assumptions were æmade to fitÆ the uniqueness of our planned operation. It was also acknowledged that many of them would ultimately impact on the people required to staff the operation following construction. Therefore, their suitability and applicability were examined from an economic, operational and human perspective. In a continuing effort to improve the quality of life for Raglan employees, as well as the economics of our mine operations, these assumptions are under constant review and scrutiny. There is no doubt that experiences gained, and willingly shared by other North American arctic mining operations, proved invaluable and are a big reason for RaglanÆs overall success thus far. The mining industry is being challenged technically to develop lower grade orebodies at the lowest possible cost. In addition to environmental constraints, serious social, political and moral questions are being asked and added to this list of challenges. Miners throughout the world must improve their operating standards and public image if we want to attract the best possible employees. Remote mining operations provide a unique opportunity to experiment with various human resource concepts as well as demonstrate the industryÆs commitment to environmental and community concerns.

Hong Kong is one of the most rapidly developing cities in the world. With constant population growth and limited opportunities for space, the development of a fast and effective underground public transportation network is essential. Hong Kong’s Mass Transit Railway (MTR) Corporation is currently undertaking several large underground expansions to its existing network. Much of the excavation will be carried out using the drill and blast excavation method.Drill and blast excavation is common in Hong Kong and with the continued development of underground infrastructure the use of the drill and blast excavation method will increase. Although an effective method of excavation, the blasting vibrations caused during construction can have an adverse impact on surrounding structures and impose disruption on the local community.In order to minimise the risks associated with blasting vibrations, and to demonstrate that the impact on local stakeholders will remain within acceptable limits, it is generally necessary for a contractor to submit a blasting assessment report for approval by government authorities before blasting may commence.Continued increases in population density will force more infrastructure to be constructed underground. Tunnels and caverns are increasingly excavated in closer proximity to critical sensitive receivers. This leads to greater potential impacts on the community, tightening constraints on contractors and a higher level of confidence required for approval authorities. Finding a balance between the needs of the community and rising construction costs becomes more challenging.This paper presents a case study on how the blasting assessment report process has been successfully implemented for a major MTR project situated in a densely developed area of Hong Kong. The base metal ore from the hanging wall of White's orebody at Rum Jungle, N.T., is composed of copper and oth.er sulphides in a rock described as a phyllite,.which consists essentially of micaceous minerals with a little graphite.Fast selective flotation was obtained in acid circuit below pH 3·5. In neutral or alkaline circuit flotation was generally slow and selectivity very poor due to the ready flotation of part of the sericite. However, it was found that fast selective flotation could be obtained in neutral or alkaline circuit by either of two treatment methods following pre-conditioning in acid circuit; firstly by decanting or filtering a substantial part of the circuit liquor, and secondly by neutralizing with soda ash or lime, providing the collector was added before neutralizing. Otherwise pre-conditioning with acid brought about no improvement whatever.To explain this behaviour, three possible reasons for the flotation of part of the sericite are examined. There is evidence that some sericite floats because of thin films of either sulphides or graphite, but it seems likely such particles will float under all the conditions investigated.On the other hand, if it is assumed that part of the sericite floats because it is activated by metallic ions derived from the circuit water, a reasonable explanation can be given for the variations in flotation behaviour.INTRODUCTIONWhite's uranium orebody at Rum Jungle, N.T., sixty miles south of Darwin, is mined and treated by Territory Enterprises Pty. Ltd. (a subsidiary of Consolidated Zinc Pty. Ltd.), who are managers of the Rum Jungle project on behalf of the Australian Commonwealth Government.This ore contains a significant quantity of copper sulphides, and a flotation plant recovers a copper concentrate from the tailing remaining after the uranium has been extracted.In contact with the hanging wall of the uranium-copper orebody, a further mass of non-uraniferous sulphide ore occurs, and the present paper relates to the behaviour in flotation of this base metal ore.

The presence of clay minerals slows down the settling rate and mitigates compact consolidation efficiency in tailings dewatering. The increasing use of saline water in many plants, affects the dewatering performance and presents the mining industry with new concerns. Efficient tailings dewatering is a great challenge due to the complexity character of tailings, especially clay mineralogy, clay content, and water chemistry. In this study, existing studies of the effect of different affecting parameters, such as pH, ionic strength and polymer flocculants, on clay aggregation behaviours are reviewed. The settling behaviours of three types of commonly observed clay minerals in tailings, kaolinite, bentonite, and illite, are also investigated in saline water with different water salinity as a case study. The settling rates of clay minerals are found to be affected by water salinity, clay type, clay content and polymer dosage levels. High salinity water hinders the settling of kaolinite but assists the settling of bentonite and illite through formation of different aggregation structures.The current work has indicated that strategies to promote more rapid dewatering could include adjusting flocculant type or level, water salinity and salt balance, and tailings solid content levels. Implementing dewatering strategies may require a more detailed knowledge of the effect of surface chemistry on the nature and strength of the clay inter-particle forces. This study discusses the research gaps on how to better manage clay-rich tailings in saline water and identifies new research directions. The development of a water management model, supported through in-line monitoring data to predict and manipulate of the surface chemistry of the clay component of the tailings could be a new direction to manage the issues associated with clay minerals in the process of dewatering and tailings management. The Imperial Smelting Process for the simultaneous production of zinc and lead is probably regarded by the ecologist as a necessary evil with the benefits of its products marginally outweighing the adverse effects of its operation. The purpose of the paper is to examine the environmental impact of the process and to provide information which will demonstrate that the process has considerable indirect environmental benefits and that success is being achieved in reducing direct pollution of the environment by the process. About 12 per cent of the world's zinc and seven per cent of its lead is produced by the process. This proportion will increase with the construction of a new smelter in China. After a brief description of the process the paper considers one of its principal advantages, its ability to treat bulk concentrates. The production of these at the mine can have a number of environmental benefits. Less comminution may be required to separate the metals from the gangue than is needed to separate them from each other; recoveries can be improved in flotation resulting in cleaner tailings dams, less power demand and reduced consumption of potentially hazardous reagents. Simplification of mining and above ground ore handling may also give significant benefits . The process is a considerable consumer of secondary materials such as galvanisers' ashes, copper smelter dusts and materials containing zinc and lead derived from steel plant dusts. The majority of these materials are fed to the blast furnace after hot briquetting. The consumption of secondary materials is a considerable environmental benefit since otherwise they would require to be dumped in secure land-fill sites. The operation of the process itself continues to be subjected to increasingly stringent environmental standards of which examples are provided. Details are provided of lead emissions at Avonmouth showing considerable success in reducing these while increasing production. The slag from the process continues to find many useful applications.

Namakwa Sands is a mineral processing company based on the West Coast of South Africa and is solely owned by Exxaro Resources Limited. Mineral ore is mined and processed, concentrated and both chemical and mechanically upgraded before being sent for electrostatic and magnetic separation units. The final high value mineral products report as Zircon, Rutile and Ilmenite.The recovery of non-magnetic material is largely dependent upon a number of factors, including but not limited to dew point, ambient temperature, feed rate, mineral size distribution, specific gravity and mineral content in head feed. One important limiting factor to recovery in typical dry mill operations is the particle size distribution of the feed. Variance in the particle size has catastrophic consequences for recovery. This is the reason for this study. Until recently large variances in non-magnetic production were viewed to be a function of machine operation. This view was later rejected with the feed size distribution determined as the major driver of low recoveries, for Namakwa Sands orebody 50 per cent variance in particle size distribution can be noticed within one day. This is because of the successive mining blending techniques employed.The predicament is that the two modes were so closely placed together that recovery of a single mode is almost impossible without the consequence of greatly reducing recovery. The second mode was found at 125 µm while the first was at 90 µm. Interestingly, for the mentioned feed type a cumulative size distribution of a unimodal feed type is almost exactly the same as for a bimodal size distribution. Thus a plot of cumulative size distribution will show no difference due to the modes being so close together. This is the reason why this phenomenon was not noticed before.The study also found that, using an high tension roll (HTR) or rare earth roll, a fine stream with a single mode at 90 µm versus a coarse stream with a single mode at 150 µm would yield completely different results interms of yields. Larger conductive particles are thrown from the roll while small particles loose charge faster (entrainment). Results in terms of the bimodal size distribution show that even though 25 per cent of the feed type is greater than 150 µm the yields followed a similar pattern to that of the coarse particles rather than that of the majority (75 per cent) fine particles. This confirms what was published by M Ziemski and P N Holtham in 2005 on charge decay rates; they mentioned that particle bed effects played a major role in recovery.

Barrick has successfully developed the thiosulfate leaching process to treat sulfidic high preg-robbing ores. The process was developed through rigorous bench test programs and proved in pilot campaigns and demo plant operations. The process uses calcium thiosulfate as a leaching reagent, resin for gold recovery with sulfite/trithionate elution and reverse osmosis as a mean of reagent recovery. Gold-rich porphyry copper deposits areimportant sources of gold in the circum-Pacific region: 26 major deposits contain >7000 tonnes of gold. The deposits occur in a variety of subduction-related settings, and may be underlain by crust that is undergoing either extension or compression and that is either oceanic or cratonic in character. The deposits are associated intimately with composite porphyry stocks, which commonly were emplaced into coeval andesitic volcanic piles. The stocks range in composition from low-K calc-alkaline through high-K calc-alkaline to potassic alkaline. Much of the copper and gold were introduced as components of K-silicate alteration, which may undergo partial overprinting by intermediate argillic assemblages. Advanced argillic alteration is widespread in the shallow parts of the systems whereas sericitic alteration at deeper levels tends to be restricted. Gold distribution generally follows that of copper, which is present mainly as chalcopyrite with or without bornite. The gold is in the native state and occluded by cr in close proximity to the copper-iron and/or iron sulphides. The magmas and metals necessary for the generation of gold-rich porphyry deposits were derived mainly from subcrustal sources, with the subducted slab believed to play a pivotal role.

This is the first of two papers concerned with rock stress inputs to various mine design issues at the large Ok Tedi open pit mine in Papua New Guinea. The companion paper (also published at this conference) is ‘The Application of Rock Stress Inputs to Stability Assessments at Ok Tedi Mine, Papua New Guinea’ (de Bruyn et al, 2014).Stresses are a required input for numerical modelling of mine design issues. However, for some operations, like the very large Ok Tedi open pit mine in remote rugged mountainous terrain, direct and representative measurement of rock stresses can be technically difficult and expensive. In such situations, development of an appropriate and sufficient understanding of rock stresses can be challenging.This was addressed for Ok Tedi by considering the following:The tectonic and regional geologic setting of the mine.Results from three different programs of rock stress measurement over 19 years, including hydraulic fracturing (1991), acoustic emission (2007) and overcoring (2010). Some interesting results of the overcoring work are discussed. Flotation has been in use at Broken Hill for nearly 100 years, and the process has gone through many different optimisation studies over that time. This paper reviews the current flotation practice at the Perilya Broken Hill Mine, and details one of the recent optimisation studies conducted using mathematical modelling and simulation tools. The optimisation study consisted of surveys of the lead and zinc circuits, mapping of the floatability components of the ore and developing models of the lead and zinc circuits. The models were then used to conduct simulations to simplify the circuit. The study allowed plant personnel to identify optimum operating conditions for their current flotation cells, as well as possible improvements in circuit configuration and cell capacity.

The practice of recording blasts for quality control purposes has been conducted for several decades. However, at the low frame rates of a standard video camera, essential data is frequently missed as it occurs when the shutter is closed between frames.The use of high-speed video for the research, development and monitoring of the performance of blasting procedures is a well proven but under-utilised practice.The recent development of low cost, easy to use high-speed digital cameras and user friendly software can deliver a capability into mine management as a day-to-day production tool that can greatly improve blasting performance and reduce costs.Digital high-speed video and image analysis software can accurately quantify each blast. Analysis of the images can facilitate the identification of causes of variance from design, geology changes, errors in blast practice and areas of poor performance. The use of high-speed video greatly enhances the audit and review processes so that future blast design can be quickly and appropriately modified to deliver improved blasting performance and reduced costs.The three videos demonstrate the differences between standard video and high-speed video and the detail that can be obtained from them. These videos of open cut blasts can be used to identify blast performance variances. Responsibility for the administration of mineral resources is divided between federal and provincial governments. The paper traces the evolution of mineral policies at both levels of government, from the end of World War II to the present. In the immediate post-World War II years, the emphasis was on supplying the raw material needs of a rapidly growing world economy. Policies favouring growth and development of the Canadian mining industry were instituted during this period. Two decades of uninterrupted expansion (the 1950s and 1960s) ensued. The decade of the 1970s was a turbulent one for Canadian mineral producers. Governments intervened more substantially than ever before. Moreover, the industry suffered from an intense period of competition for resource revenues by the two levels of government. At the same time, far reaching changes were taking place in the structure of world mineral markets. To date in the 1980s, the mineral industry has, perforce, adapted to existing mineral market structures. Mineral policies, too, have shown signs of adapting to the needs of the mineral industry. Whether the resulting mix of policies will permit the revitalization of the Canadian mining sector remains to be seen.

Since the 1950's drilling has been rapidly mechanised. First from hand held drills with air legs to pneumatic jumbos, then to more effective hydraulic jumbos. Development of underground drilling equipment naturally could not have stopped here. Hydraulic drilling saw an improvement in drilling capacity and efficiency after the introduction of second generation drifters in the early 1980's. Also in the early 1980's a few equipment suppliers started to study how to improve the efficiency in operating the rigs. The first computerised rigs for tunnelling were delivered to work sites in mid 1980's. At the same time a few computerised longhole drills started drilling in mines.
