There are large tonnages of low-grade manganese ores in India fromwhich it is uneconomic to produce ferroalloys by conventionalsubmerged arc furnace smelting. A possible way to utilise these ores is to smelt them with carbon to produce pig iron and a manganese-rich slag, then to metallothermically reduce the molten slag to silicomanganese. Thermodynamic modelling of the metallothermic reduction stage using aluminium, silicon or aluminium-silicon alloy as the reductant at 1450¦C showed that an acceptable grade of silicomanganese could be produced. Manganese recoveries were predicted to be about 80 per cent. Heat balances indicated that silicothermic reduction may not produce enough heat to maintain reaction temperature. Small-scale laboratory experiments showed that the manganese grade of the alloys, and the manganese recoveries, were close to those predicted, but those for silicon were muchlower. Aluminothermic reduction produced the highest grade manganesealloy. The slag-metal equilibrium involving manganese, silicon and their oxides was investigated and it was found that equilibrium was not attained in any of the experiments, due probably to the very low rate of reactions involving silicon. This could be used to advantage in practice to achieve higher manganese levels in the alloys.

Miners and explorers in New Zealand are expected to consult with stakeholders, keep out of core conservation areas, and operate a high standard of environmental management and rehabilitation. These requirements are not difficult to meet, but many of the industry's own actions have brought it to a low level of general public esteem in New Zealand. Reasons for this are discussed, drawing examples from the Maruia Society's experiences with the industry since the mid-1980s. The boundary between core conservation areas and other land is not easily drawn, and the Maruia Society has sought to work with the mining industry to promote legislation for net conservation benefit trade-offs. However this initiative was not successful. Today the industry, unlike most other major industry sectors in New Zealand, has no accord with the country's conservation movement.

The use of electrical or electronic safety systems to protect personnel, and the engineering tasks associated with the design, manufacture and maintenance of these systems are referred to using the term ‘functional safety’. In the past ten years, the use of such systems has transitioned from its traditional base, in oil and gas major hazard facilities, to being a part of most large mining and materials handling projects. In particular, functional safety is rapidly becoming a significant component of Australian iron ore projects, typically in the form of emergency stops, remote isolation, drive through interlock, robot cell entry or mobile machine anti-collision systems. While these types of systems have been in use in iron ore for a long time, functional safety standards (eg AS61508, AS62061, AS4024.1503) require more rigourous demonstration of the level of risk reduction provided by the systems.The early engineering project development phases require a number of key decisions to be made around functional safety implementation. The decisions made at this point in a project will go on to dictate the required types of risk assessment and analysis, equipment selection, sizing of substations, and training and maintenance requirements for owners. For project teams that are unfamiliar with functional safety, or inexperienced in its application, an incorrect decision or failure to understand the requirements of the chosen standard can lead to a failure to meet contract requirements, as well as major cost and schedule overruns.This paper examines the implications of functional safety on early engineering studies, focusing on the following questions: How does a designer or company determine what standard is best suited to their project? What key aspects of functional safety design need to be considered during project development? DML Resources Limited - Mining Division produced over 50 000 oz of alluvial gold in the 1995 - 1996 year from five operations located in the West Coast and Otago Regions on the South Island of New Zealand. DML Resources Limited - Mining Division have a twenty year history of alluvial gold mining development in New Zealand. Recent expansions have seen the establishment of two operations in Chile whilst exploration continues in Bolivia, Peru and Argentina. The overseas growth is based on a stable production base in New Zealand focussed on the West Coast and Southland/Otago present and future operations. DML Resources consider that the mining potential in the Arahura Valley on the West coast will be fundamental to their New Zealand operations for some time. Collectively the plants operating in this catchment are referred to as the Poutini Project. Recent and late Pleistocene gravels derived from the erosion of the Alpine Schists running parallel to the Alpine Fault located on the Pacific/Australian Plant boundary are thought to be the sources of the alluvial gold in the Arahura and adjacent catchments. These gravels have been extensively mined for the past 130 years yielding some six million ounces over this period. Production from the Poutini Project started in 1989 and stood at approximately 35 000 oz for the 1995 - 1996 year. This production was split among three plants each working different areas of the deposit. Recovery techniques from each of the plants are fundamentally the same. Gravels are fed to a floating treatment plant where, following screening, the gold is recovered using jig plants and knudsen bowls. Overburden to wash stripping ratios vary between zero and seven to one with plants treating between 80 and 250 cubic metres per hour. Restoration of the land following mining is undertaken progressively. All land in the Poutini Project area mined to date has been restored to a standard suitable for dairy farming purposes. The Poutini Project is a cooperative venture between the Maori landowners and DML Resources Ltd. The Arahura River has particular cultural significance to the Maori as it is the source of the much valued greenstone or pounamu a type of jade valued for jewellery and tools. The Poutini Agreement was signed in 1989 setting out the role of each party in the mining of the Arahura and adjacent lands. Current exploration and development should extend the resource to allow mining to continue on the Poutini project for an additional three to five years at current gold prices. Production within new Zealand beyond this point may be compromised by increasing difficulty in gaining access to prospective areas within New Zealand, lowered margins due to high New Zealand dollar exchange rates and the overall lowering of alluvial headgrades throughout the West Coast and Otago/Southland regions. To counter these effects DML has continued to improve on operational efficiency and performance monitoring to optimise the mining practices used. This paper detains the background to the Poutini Project, the geology, plant and equipment used together with descriptions of the current mining methods employed.

Northparkes Mines is developing the E26 Lift 1 North block cave mine, which is adjoined to the existing E26 cave. This paper presents the challenges and methods used to design the ground support system during the feasibility study. Calibrated numerical simulations were conducted to forecast the levels of rock mass damage and to assist the ground support design. Generally, low to moderate rock mass damage is forecast on the extraction and undercut levels. However, poor ground conditions are expected in sheared and preconditioned zones adjacent the existing E26 cave. This will result in difficult ground conditions during development, undercutting and drawbell establishment. Empirical assessments were conducted to make sure the ground support system is able to handle both the static and dynamic load demand, and to accommodate the deformation values. A safety factor of 1.5 was used for the designs to cover the unknown rock mass conditions and potential for larger seismic events. Learnings from the E26 Lift 1 and SLC, also mining against the E26 cave, are incorporated into the design. Fibrecrete, mesh and resin bolts / mechanical anchors are the primary ground support system used, and cable bolts for intersections with a span of more than 6 m. Following undercutting and during the operating life of the mine, secondary ground support and rehabilitation will be required.

Laboratory scale flotation tests were done on mineral hematite and aspecular hematite ore using oleic acid and sodium oleate as collectors. The mineral hematite floated strongly in the neutral pH region, with an increased pH range of flotation at higher oleate additions. Concentrates with sufficient hematite grade to meet the paint pigment specification were produced using oleic acid and sodium oleate as hematite collectors on the specular hematite ore. Hematite recoveries of 70 per cent at 60 per cent Fe grade were obtained using stagewise roughing. The interaction between hematite and oleate was confirmed as chemisorption but the exact mechanism could not be determined, as two independent phenomena can be used to explain the fact that the pH of maximum grade increased with increasing oleate addition.

A key issue in maintaining the mining industryÆs social contract to access community-owned resources, is the need to be able to demonstrate professional management of resource extraction and the risk associated with mining hazards. Significant failures such as disease relating to coal dust and asbestos and mine disasters such as Moura, Appin and Gretley have resulted in judicial and legislative interventions that respond to the community outcry but do not necessarily effectively manage the longer term risk in a sector driven by new technology. With the implementation of recent amendments to the Queensland Professional Engineers Act, senior engineers in all industries including the mining industry are required to be registered and to demonstrate that they have æmaintained competency in the practice of engineering in the area of engineering for which the (engineer) is ... registeredÆ. This may be facilitated through a report produced by an æAssessing EntityÆ. These entities are approved by the Minister on advice from the Board of Professional Engineers, Queensland. Engineers Australia and The Australasian Institute of Mining and Metallurgy (The AusIMM) are the two professional bodies approved as æassessing entitiesÆ charged with facilitating successful implementation of the process established by the legislation. The scope of the legislation covers engineering enterprises in Queensland and engineering activities elsewhere that may have been designed in Queensland. There is currently a challenge to determine what the necessary health and safety competencies for the mining industry are and how the maintenance of these competencies will be assessed. The different approaches taken by the two assessing entities are compared and contrasted. At the legislative level, establishing an obligation to assess professional competency is simple, but at the level of the profession, it is new ground that warrants a substantial research and development input. The challenge is to develop criteria by which the quality of such system can be assessed. The comparison is made by considering such issues as equity, effectiveness, efficiency, objectiveness and transparency. These five indicators are considered in terms of how they are applied in other sectors and how they might be applied in the mining sector.

Underground mine planning is characterised by a series of designs, starting with prefeasibility and culminating in operational. Information on the mineralisation and geotechnical conditions is available in increasing levels of detail, as development occurs. In the recently completed AMIRA Planning and Rapid Integrated Mine Optimisation (PRIMO) project, a methodology for producing good strategic and then tactical designs using new optimisation tools, was developed. At the strategic level, fundamental decisions must be made such as those relating to cut-off grade, bench heights, mining methods, access and haulage systems, properties of the mill, etc. The inputs are the block and financial models, geotechnical data, infrastructure and production costs, etc. Stope definition for strategic designs includes bench RLs (relative levels), orebody envelopes, and design and placement of amalgamated or simplified stopes. If multiple mining methods are under consideration, then stopes need to be associated with these. Access design must take into account decisions such as declines versus shafts, a template for level layouts and the topology of the access network. Some of the geotechnical and physical constraints are relaxed for strategic design stages. Strategic scheduling is high level, from a month to a year at a time. In the PRIMO project, software tools have been developed enabling the mine planner to rapidly produce a large number of such strategic designs. After the designs have been evaluated, the highest value designs are chosen and a small number of these can then be further refined at a tactical level. For these designs, the first step is determination of all stopes meeting physical and geotechnical requirements and constraints, allowing for complex stope shapes. Next, detailed layout of the mine access network is obtained, satisfying all operational and geotechnical constraints. Finally, more detailed scheduling is performed, over shorter time periods. The Melbourne University group has focused on optimal access design. In particular, the access network is optimised for minimum cost, taking into account the cost of haulage and development over the lifetime of the mine. Costs vary over the different parts of the network depending on the quantity of haulage and so a weighted network optimisation problem has to be solved. We have developed two software tools for this task, decline optimisation tool (DOT) and planar underground network optimiser (PUNO). DOT produces an optimal network of declines and crosscuts connecting access points on the levels to a portal or break-out point from existing infrastructure. PUNO designs the level layout, including footwall and hanging wall drives, development drives and connections to vent raises. A survey will be given of the capabilities of DOT and PUNO when used on some recent case studies. Our current goals include incorporating some aspects of ventilation design and modelling the development costs when additional ground support is required. This is an abstract only. Concentrator plants intake the ore from the mine and produce concentrates by extracting valuable minerals in a succession of process steps. Controlling the extraction process and detecting changes in the process requires updated information on a minute basis. Moreover, due to economical reasons, one must also collect metallurgical samples on a daily basis for monthly reporting.In this paper, we present how slurry samplers were installed in a Cu-Ni flotation plant to accomplish the aforementioned tasks. An on-stream elemental analyser at the plant is used for flotation process control by taking samples from selected process streams. Two process streams, the flotation feed and tail, are also equipped with metallurgical samplers. The metallurgical samplers were designed to have low head loss, be robust and easy to maintain and to collect slurry samples in a reliable way for the metallurgical accounting.Samples were collected by different sampler types and we discuss the uncertainty arising from sampling in the assays. Variographic analysis was carried out on the process data in order to find periodic components in the process, and estimate the correct number of shift sample increments and measurement error components. The metallurgical samplers were proven to be reliable devices with zero downtime and no sanding issues in the main process flows. In addition, we show that the tail measurement is the most important one for the plant recovery calculation, which emphasises the importance of the sampling accuracy in the tail stream.CITATION:Lohilahti, J, Korpela, T, Minkkinen, P and McPherson, B, 2014. The mining industry often embraces mine closure criteria that require the reinstatement of predisturbance or even presettlement (ie historic) ecosystems. However, the extent and severity of disturbance associated with most mining activities mean that critical physical and biological characteristics are irreversibly altered. Consequently, it is rare that a reconstructed landscape can support ecosystems even close to the historic condition, and this rarity is reflected in the small number of mine leases that have been extinguished by attainment of such completion criteria. Novel ecosystems are defined as those in which some or all physical and biotic components are irreversibly different from the historic condition. Recognition of the concept of novel ecosystems allows mine closure criteria to be set according to attainable physical and biological conditions that provide safe, stable and manageable environments with acceptable ecological functions. We propose that a landscape that first maximises physical stability and economy yet will provide a range of environments for vegetation communities and fauna habitats that may be very different from those existing prior to a disturbance should be considered suitable alternatives to, eg targeting idealised historic environments. As a result, mine closure criteria should be established by detailed description of the best attainable physical conditions, with negotiated identification and testing of the most appropriate biological systems for the various parts of the reconstructed landscape. As a general practice, revegetation would use native, but not necessarily local species if the new physical environment is not conducive to the survival and growth of local species. These new ecosystems would need to be managed in perpetuity, although the intensity of management might be low if landscape design and engineering are combined with appropriate species introductions. Here, we suggest an abbreviated procedure that may be adapted in light of local conditions and circumstances for guiding decisions influencing the physical and biological properties of reconstructed landscapes that will enable novel ecosystems to meet realistic closure criteria.CITATION:Doley, D and Audet, P, 2014. This paper identifies the challenges and opportunities for mining companies and communities in investing in human rights compatible, credible, effective and representative company-community relationships.   The paper draws on the work of Professor John Ruggie, Special Representative to the United Nations Secretary General on Business and Human Rights, and his Protect, Respect and Remedy framework for business and human rights, The CDA Collaborative Learning Project, and the experience of Oxfam Australia. This paper begins with the premise that Australian companies commence operations offshore with high expectations and a willingness to work harmoniously with local communities. However, as companies increasingly engage in global operations - particularly in weak governance and conflict zones - the challenge to establish and sustain rights compatible, meaningful, corporate community relationships and grievances mechanisms becomes both more complex and necessary. Establishing trust and honouring commitments made to communities, including legacy issues, is a critical component in good corporate community relations.   The second part of the paper will identify some of the impacts and challenges of mining that need to be addressed in corporate community negotiations and consultation. Respect for indigenous people's rights and their right to give or withhold consent for a project to proceed is increasingly evident, as is the growing global expectations with regard to revenue transparency. As such, key challenges include: grievance mechanisms; free prior and informed consent; transparency and accountability; the gender impact of mining; resettlement, compensation and benefit sharing; and security issues.   Finally, the paper will provide practical guidance to companies on how to establish effective corporate community relationships. It will include examples, such as human rights impact assessments, gender impact assessments, and establishing local level grievance procedures. The paper will include an Oxfam Australia case study of a dialogue mechanism at Tintaya copper mine in Peru.

An important issue currently facing the mining industry in Australia is the management and cost to the industry and other stakeholders of entry into and exit from towns and their communities. These costs can be environmental, social, economic, political or reputational. The ability of companies to engage the trust of stakeholders, including: communities, governments and investors, is critical, and corporate reputation plays a significant role in this. For the industry to secure a long-term and sustainable future, it must have the technical, business and reputation assets to proceed in a cost-effective, environmentally acceptable and socially supportive way. This research assesses reputation as a critical competitive issue for mining companies, as technology and information make mining more predictable; the physical and human assets of mining companies are less likely to be the critical resource in a Resource Based View model of competitive advantage. The proposition is that in mining today, reputation as it facilitates day-to-day operations, regulatory zeal and access to new mine sites will become the rare, inimitable and valuable resource for mining companies. This paper reports on an ongoing research program to evaluate the impact a mining companyÆs reputation(s), with its various stakeholder groups, has on a companyÆs ability to sustain competitive advantage. Integral to this study is to develop an understanding of the relationships between mining companies and their stakeholders, and the importance of corporate citizenship polices to reputation and hence to corporate sustainability. Through the identification of the drivers of reputation for the various stakeholder groups, a model of reputation formation will be developed and also reputation measures for the mining industry in Australia. The preliminary findings of this research, the results of an industry focus group conducted with representatives from regional mining operations, are reported. The industry focus group was designed to enable a better understanding of who are the main stakeholder groups and how they regard mining companies and to inform the second stage of the research project a Delphi Study of the drivers of reputation by stakeholder groups. The aim of this research is to further the understanding of the relationship between corporate citizenship, reputation and performance in the mining industry, thus assisting companies to strategically manage their corporate citizenship investments.

The recent (2005) amendments to the Resource Management Act 1991 have made it clear that there is no obligation on an applicant to consult. However the importance and value in consulting with the community, particularly before commencing a major project, cannot be understated.   This paper looks at the provisions of the Resource Management Act as they relate to consultation and public participation in the process, and will discuss the benefits of consultation both before an application is filed and following the filing of the application. Engaging with the local community can help shape a project to better fit the community, engender support and address opposition. In short, taking the extra step to what is legally required, can help smooth what is potentially a bumpy road. Examples in practice of the value of consultation are given.

Hydraulic mining shovels can be successively used at open-pit mining operation in severe climatic zone with air temperature interval from -700C to +450C typical for some northern region of the world particularly of Russia, Canada and Sweden, if they would be equipped by special preheating facilities for their diesel engine, water, hydraulic oil and lubrication systems. All shovels manufactured by the Komatsu Mining Germany GmbH for operation at ambient air temperatures down to -50¦C have cast and forged structural design elements, bolted connections made of special steel grades, electric cables with special insulation, flexible high-pressure hoses manufactured by ICE-Champion with connectors made of special steel grades.Generally at the temperatures below -25¦C the ordinary machine has to be stopped, the attachment should be placed in the parking position, the generator should be switched on, or the external electrical power supply connected, for the preheating equipment. For rapid start-up in winter after a long shutdown of a hydraulic shovel, there is a procedure for preheating of the main systems. It is applied for the following systems: engine cooling system, engine oil, hydraulic oil, pumps and drive motors of the propel gears, electric cabinets, machinery house, especially near the ventilation inlets and outlets.Start-up of the main drive engine is permitted at a hydraulic oil temperature of -20¦C, when it has a viscosity of 1000 cSt. In this case the rotation speed of the diesel engine crankshaft is lower by two times than the nominal value and this is the most favourable condition of start-up of the engine and hydraulic pumps and motors, which work with half of their rated rotation speed until the hydraulic oil reaches a viscosity from 100 to 10 cSt. After that the hydraulic system and the entire shovel begin to operate under normal conditions.

The single track North Strathfield Rail Underpass (NSRU) consists of a dive structure either end of a 148 m long driven tunnel skewed under three live railway tracks. The tunnel is 8 m high, 9 m wide, with a horseshoe profile, excavated by full face using a road header. Ground cover varied between 2.5 m to 3.5 m. Settlements were 5 mm to 15 mm (the latter due to a dyke). A one pass synthetic fibre reinforced shotcrete lining was installed (no lattice girders or steel sets were used). A system of automated robotic total stations was used to provide real time monitoring of the rail track and associated ground formation. Study of the distribution of minor elements between copper matte andfayalite slag is important in determining appropriate methods tomaximise the recovery of valuable metals and the rejection of harmfulelements. Boliden Mineral AB operate a large copper smelter in northern Sweden, where they had noted that the loss of silver to the slag in the settling furnace appeared to be a direct function of the tin content of the slag. This work was aimed at determining whether or not this was a cause-and-effect relationship. Copper matte containing approximately 50 wt per cent copper and small amounts of silver and tin was equilibrated with silica-saturated fayalite slag at 1250¦C, then quenched. The matte and slag were then analysed for their silver and tin contents. It was found that there was no relationship between the silver distribution and the tin distribution. The silver matte/slag distribution ratio had a value of 120 ¦ 40 while that for tin was 2.8 ¦ 0.3. It is suggested that the most likely cause of the relationship observed at the Boliden smelter was matte entrainment in the slag.

The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

Drive stability is critical in block/panel cave mining. The production levels of these mines are required to remain operational for the entire life-of-mine which can be in excess of 30 years. It is therefore necessary to produce high-quality drives to ensure sustainable mine productivity. In order to improve the quality of drives and pillars, this gold mine instigated a project to optimise their development blasting. The initial aim was to reduce the level of overbreak in development mining, which was averaging approximately 18 per cent. The benefits of controlling overbreak not only included an increase in the integrity of the drives but also a decrease in load and haul and ground support costs. Through focusing on the optimal blasting of the perimeter holes, overbreak was reduced to 4.5 per cent. The project’s focus then moved to drill and charge designs for development faces. In optimising these designs, it was anticipated that improvements in the development mining cycle would be achievable.CITATION:Klaric, P, 2015. In New Zealand, volcanogenic massive sulfide (VMS) deposits are found in three main geological environments associated with: 1.   ophiolitic basalts of Oligocene age in Northland and East Cape (eg Pupuke, Pakotai, Parakao and Lottin Point); 2.   with chert and pillow lava in greywacke sequences of Permian-Jurassic age (Torlesse and Waipapa terranes; eg Kawau Island, Te Kumi and Maharahara) and their metamorphic equivalents (Haast Schist; eg Moke Creek and Waitahuna); and 3.   with greenschists (metabasalts) and metaserpentinite of Permian-Triassic age (Ponamu Ultramafics) in Westland (eg Bowen and Wilberg ranges). The deposits consist of small lenses of disseminated to massive sulfide minerals, mainly pyrite and chalcopyrite. Small quantities of copper ore were mined from some deposits in the 1800s (eg Kawau Island from 1846), with the last mining at Parakao from 1961 to 1966. Several deposits have been recently examined for their gold potential with assays on sulfide rock samples as high as 75 g/t Au (Lottin Point).

Multielement reconnaissance geochemistry coupled with ground scintillation gamma ray measurements has been used to investigate the dispersion patterns of uranium and other major and trace elements in the arid Palmyrides region of central Syria. This region occupies an interplatform depression in the northern part of the Arabia Plate, upon which sediments up to 10 km thick have accumulated. Outcrops of strongly fractured Mesozoic and Cenozoic rocks form two major mountain belts, the northern and southern Palmyrides, between which is located the closed Ad-Daww basin, with a thick Neogene and Quaternary clastic cover. Among the various lithologies, phosphorites are well represented. Uranium and associated elements have been incorporated into the Upper Cretaceous and Lower Palaeogene sediments, especially the phosphorites, which are well represented in the region. These elements are derived from three possible sources, namely, sea water, Lower Cretaceous volcanism and metalliferous fluids leaking along taphrogenic lineaments. In and around the phosphorites, numerous traces of secondary uranium mineralization occur. Over 500 geochemical samples of outcropping rock, wadi and playa sediments, overburden and groundwaters were taken over an area of approximately 9000 sq km. Most samples were analyzed for 25 major and trace elements by nebulization ICPAES; for As, Sb, Bi and Se by hydride generation and ICPAES; and for U, Th and La and other REE by neutron activation analysis.
