Mining law has developed in Great Britain (GB) over centuries, mainly in response to lessons learned after disasters and other major incidents. This has led to a culture of preventing repeat accidents, rather than predicting and controlling unsafe acts or conditions.This paper explains how, initially in response to a government drive to reduce the burden on industry, the opportunity was taken to review and reform all 48 sets of GB mining-specific law into a single document. Project Sustainability Assessment - Matching Method to Enterprise Size Sustainable development requires managing natural resources, including minerals, in a way that is conducive to long-term wealth creation and the maintenance of capital (natural, social, human, economic and physical). One aspect of the minerals sustainability discussion focuses on replacing depleted mineral capital with other forms of capital so as to ensure that the contribution of a mineral project is net positive over its life. Another, equally important, aspect focuses on selection of projects and technologies that contribute to the achievement of a variety of sustainability objectives, such as environmental protection, efficient use of resources, water and energy, worker health and safety, and the equitable distribution of risks and benefits within and across generations. Technical feasibility and relative economic performance remain necessary decision criteria for mineral investment decisions, but they are no longer sufficient. Enterprises, regardless of size, are now confronted with the challenge of comparing investment alternatives based on a new, broader set of criteria. The field of integrated sustainability assessment (ISA) emerged in response to this changed social and business environment. ISA is a structured process for examining the economic, social and environmental impacts of a project or technology. The purpose of an assessment can be broad, a strategic review of corporate behavior for example, or quite narrow, input to a specific decision process such as the selection of a piece of equipment. There are numerous methods and analytical tools available to conduct ISAs and selection of the most appropriate for a given situation will depend upon temporal focus (retrospective to prospective), decision context (strategic, tactical or operational), and phase of the assessment process (problem structuring, analysis, resolution, ex post review), among others. Selection also depends upon enterprise size and the attendant availability of financial and human resources. Large multi-national firms often undertake complex, data intensive sustainability assessments, in part because the projects they are involved in are multi-faceted, long term, and require significant financial investments. Small and medium sized enterprises are seldom able to commit the same level of resources to an ISA, and if the projects they undertake are less complicated, a time consuming and detailed assessment may be unnecessary. Regardless of enterprise size, the tangible and reputational benefits of conducting as ISA must exceed the actual monetary cost of doing so. This presentation will provide an overview of available ISA tools, categorising them in terms of their data requirements, methodology, outputs and applicability in various decisions contexts. Distinction will be drawn between situations where reasonable approximations of project impacts can be expected to provide an adequate amount of information and those for which more detailed analysis is essential. Finally, ISA strategies that have been successful and cost effective at different scales of business enterprise will be identified. This is an abstract only. Changes in feed size distribution can have significant effects in rod mill grinding. The product sizing resulting from wet batch milling of a tin ore showed little influence on fines production after truncating the feed at either the coarse or fine end. The addition of fine material caused a less amount of fines to be produced and a possible increase in grinding at coarse sizes, although this is complicated by the changing feed size distribution. The changes in feed size distribution caused no tendency for preferential grinding of the cassiterite.

In the early-1990s, Tad Golosinski, the former the head of mining department at WASM participated in a review mining engineering courses in Australia. The review team asked various industry executives what subjects they thought graduates needed to be taught. Tad made the comment to me that the more senior executives thought that history and ethics were very important. The outcome was that the mining engineering courses were required to contain at least five per cent content dealing in ethics. The course was to be modified to reflect this. Tad thought at the time the students would think that subjects dealing in history and ethics came from retirees and professionals that were over the hill. So let me talk to you today about ethics.

The orogenic gold deposits wall poster is one in a series of posters on different mineral deposit types being produced by GNS Science to raise awareness of the characteristics of New Zealand mineral deposits and their prospectivity. Orogenic gold deposits are typically quartz vein deposits formed in fault and shear systems at crustal levels within and above the brittle ductile transition zone, at depths of 3 12 km and temperatures from 200¦ to 400¦C. In New Zealand, orogenic gold deposits are found in regionally metamorphosed sedimentary rocks of Paleozoic and Mesozoic age. The deposits in Paleozoic rocks include those at Golden Blocks in Northwest Nelson, Lyell and Reefton on the West Coast, and Preservation Inlet in Fiordland. Quartz veins are developed along shear zones that dip steeply and generally strike parallel to the axes of folding in the greywacke and argillite/slate host rocks, although most are discordant to bedding. The lodes are typically less than 1 m wide and extend an average 200 m horizontally and vertically, but the Birthday Reef at Blackwater, Reefton, the largest quartz vein deposit in Paleozoic rocks, averages 60 cm in width and was mined over a strike length of 1070 m, and to a depth of 830 m. Disseminated gold occurs adjacent to the quartz lodes at Globe-Progress and some other Reefton deposits. The deposits in Mesozoic rocks are hosted in schist of Otago and Marlborough, and schist and greywacke of the Southern Alps. The lodes are typically lensoidal, less than 1 m wide and localised along single or multiple parallel shear zones that generally dip steeply, and are discordant to the schist foliation and bedding. A notable exception is Macraes, where the lodes are developed in the semi-concordant, low angle Hyde Macraes Shear Zone that has a strike length greater than 25 km.

In November 1986 the Australian Minerals and Energy Council (AMEC) endorsed an "Australian Code for Reporting Identified Coal Resources and Reserves" for use by the Federal and all State Governments. Before this endorsement there were six different coal codes in use in Australia. The code is broad in nature to accommodate the wide range of coal deposits in terms of rank, quality and geological environment, that are present in Australia. In the code, Resources refer to all of the coal in situ which may have potential for use and the various categories indicate the level of confidence of the assessment. Reserves are those Resources which are planned to be mined and for which such planning has been undertaken. Only minimum guidelines are set by the code and the onus is on the estimator to state clearly the criteria used in any Assessment.

The Anglo American phosphate mine is located in the Brazilian state of Goiás and possesses one of Brazil’s most important phosphate rock deposits, with the site being the country’s second largest producer of phosphate rock concentrate. Despite the site having been in operation since 1979, the mining team only started using explosives in 2004 when rocks with greater hardness started to appear in the mine’s geological profile. Rock excavation was previously performed mechanically. Until 2013, only rocks with high hardness were blasted, this following the standard drilling grid that was defined in 2004 without any changes in the blast parameters. The aim of this paper is to show how fragmentation optimisation has yielded positive results at all stages of the production chain, from the mine to the mill passing through an impact hammer crusher, a rod mill and ball mill, operating in close circuit with hydrocyclones.While incorporating the mine to mill holistic approach during the operational integration, the focus was on defining the blasting domains and respective optimal fragmentation and measuring the benefits of blasting in terms of reduction in energy and grinding media consumed in the comminution processes. In the first stage, the blasting team made changes to the blasting parameters and assessed the effects of these changes on fragmentation using computer software and on-site measurements. This generated a database that made it possible to divide the mine into blasting domains. For the second stage, teams from the plant, geology, mine planning and operation departments jointly made comparisons between the performance when processing stockpiles, which only included high hardness blasted ore (20–30 per cent of blasted ore). Changing the drilling grid’s size from 3.0 m × 3.8 m to 2.0 m × 2.6 m for high hardness rock with the presence of silicates resulted in a 40 per cent reduction in the P80 for the blasted material (from 459 to 278 mm), while changing the grid from 3.0 m × 3.8 m to 2.6 m × 3.2 m for high hardness rock without the presence of silicates generated a reduction of 25 per cent (from 270 to 204 mm). There were gains observed from the measurements at the mineral processing plant in terms of specific energy spent on comminution and on the consumption of grinding bodies in the rod mill. Perseverance nickel deposit is located at latitude 27¦ 491S, longitude 1200 42'E, 330 km north of Kalgoorlie, Western Australia. Gossanous outcrops were discovered in April, 1971, and after further detailed surface investigations, percussion drilling led to diamond drilling by June, 1971. Up to December, 1972, 127 diamond holes totalling 45,590 m were drilled to indicate 33 million tonnes averaging 2.2% Ni using a 1% cut-off grade. The deposit occurs in a lenticular ultra- mafic unit emplaced in metasediments locally forming the eastern flank of the Archaean green- stone belt trending NNW from Leonora to Wiluna. To the east a major strike fault separates the metasediments from gneiss; westwards there is a sequence of metavolcanics with further ultra- mafic units. Length of the lens is 3500 m and it attains a maximum width of 800 In. The eastern contact is moderately regular, but the western contact is prominently embayed. Local strikes are NNW, and dips are steeply W. A set of strike faults cuts the ultramafics and enveloping quartzites. These are normal faults, parallel to the major eastern fault, dipping 65-70¦W. They impart a serrated pat- tern to the sub-outcrop of the western contact. Massive serpentinite is the dominant rock in

It should be stating the æbleeding obviousÆ to say that the most efficient method of recovery must be used during the testing and evaluation phases of an orebody. Furthermore, the company will be literally throwing away money by not using the most efficient recovery plant during mining. This is especially true in the case of a low concentration/high value commodity such as diamonds. Unfortunately, this economic recovery criterion is not always the driving force. Some inexperienced companies think that they can preserve capital by using cheaper, and generally less efficient, recovery plants to mine their product. This philosophy is invariably a fallacy. Furthermore, it is also important to use the correct sized plant for the proposed task. It is no use trying to use a small testing plant to treat large quantities of ore, as this may result in loss of recovery efficiency. The converse is equally true.

A series of in situ pull tests has been conducted to determine the holding capacity of the standard SS46 Split Set Stabilisers. The experiments have been conducted in a wide range of geological conditions ranging from bedded rock to blocky ground. The results presented in this paper indicate that cement grouted split sets bolts are likely to provide up to three times the initial bond strength per metre of embedment length provided by the ungrouted bolts. The increased load transfer capacity of the grouted bolts provides an alternative for permanent excavation support using split set stabilisers.

Bacteria can play a key role in the processing of 'difficult' ores. Bioleaching opens the way to potentially extract copper from vast amounts of otherwise hard to process refractory low-grade chalcopyrite. In my talk I will outline our research philosophy to develop bioleaching as a Precision Processing unit process step. In our view, Precision Processing is a sophisticated approach to mineral processing where the ultimate goal is to measure and characterise the ore body in-ground and in real time during mining, allowing the down-stream unit processes (bioleaching, in this case) to be continuously tailored and tuned via feedback and feed-forward controls to obtain the highest possible recoveries at the lowest possible cost and environmental impact. I will describe some of the work that we are undertaking to better understand the interfacial phenomena underlying the fundamental bioleaching process with the aim of coming to a Precision Processing approach. We use techniques such as interfacial electrochemistry (scanning electrochemical microscopy, SECM), AFM, zeta potential measurement, and synchrotron science to elucidate the parameters that drive bacterial selectivity and adhesion, bacterial metabolism, and dissolution and precipitation processes for model systems and real chalcopyrite ores. As examples of our research, I will discuss in some detail our method to produce and characterise micro-patterned CuxS - silica thin films as model substrates for electrochemical and bacterial adhesion work and our approach to the interfacial chemical characterisation of extracellular polymeric substances of bio-active bacterial cells. I will also cover some of our recent findings relating to measurement and interpretation of bacterial adhesion on sulfidic substrates and its implications for bacterial adhesion and substrate selectivity. After having identified and discussed crucial leaching parameters, such as pH, Eh, T, [Cu2+], and [O2], the talk will go on addressing some of the early achievements and challenges encountered in our work to design and prepare low-cost, rugged sensing devices that allow the in-situ (in this case, in-dump or in-heap) localised measurement of these parameters. I will conclude my talk by painting the picture of how the work of our group might contribute to realising the dream of transforming bioleaching into genuine high-tech Precision Processing of minerals. Production from a major, deep orebody requires the construction of two 6 m diameter, 1000 m deep ventilation shafts over the next three years. Further ventilation upgrades have foreshadowed an additional 1500 m of 6 m diameter shafts beyond that. After reviewing the construction alternatives it was decided to raisebore the first shaft in one pass using Western Mining Corporation's 121R raiseborer and the Wirth sequential head. The significant cost and speed of construction potential of 6 m raiseboring justified the risks associated with this new technology. Large diameter sequential head raiseboring has only been carried out in South Africa. Over the last three years many lessons have been learnt and the technology has progressed to being considered feasible. Operating practice and the optimisation of raiseboring performance for specific ground conditions are the areas requiring further work. The development of large diameter raiseboring in South Africa and the site preparation and initial operation at Z.C. Mines are described. Comment on actual operating experience includes the geotechnical investigations, the raiseborer foundations, cuttings disposal and the drilling of the pilot hole which has progressed to beyond 450 m. Unforeseen difficulties with the verticality of the pilot hole and with mud losses illustrate the types of problems that can be expected.

The ERMS Process was developed during four years of testwork by Austpac Gold NL to overcome the severe metallurgical problems of the ilmenite atWestport, in the South Island. These deposits have been known for about one hundred years. They were originally mined for gold, and only later attracted attention as a possible source of titanium minerals.   The resource is of world scale and may exceed 20 million tonnes of contained ilmenite. Similar deposits occur at Barrytown further south and together these areas would constitute an important opportunity for export-oriented mineral development, if a viable beneficiation technology were available. Further processing is essential, as the composition of the ilmenite is well below market specifications.

Flotation testing has been done at laboratory scale on hematite mineral and ore samples using stage additions of various hydroxamates. Chemisorption of hydroxamate species onto the hematite surface was inferred from the results, possibly involving both the undissociated hydroxamic acid and hydroxamate ion as maximum recovery occurred close to the pKa of the hydroxamic acid. Flotation testing on a specular hematite ore containing 40 per cent Fe and 42.5 per cent silica gave highest iron grades in concentrate at pH 6, in contrast to published data which suggested pH 9 as the optimum value for ore processing. Using octyl hydroxamate, a rougher concentrate assaying 67 per cent Fe at 51 per cent recovery was obtained using four stage additions of 50 g/t at pH 6. For lower grade concentrates still meeting the chemical analysis for pigment grade micaceous hematite (minimum Fe assay 60 per cent) iron recoveries of 80 per cent were possible for stage additions of 50 g/t octyl hydroxamate in the pH range 6-8.

Within ten months of the first significant intersection on the Vera deposit, approval was given to proceed with a $28.3 M underground development of the Vera-Nancy gold mine. Contrary to what the timeframe suggests, the development of the underground mine was planned in a logical and methodical manner which enabled confirmation of the resource, evaluation of the orebody for mining and sufficient production to recommence milling operations at the Pajingo treatment plant. This paper describes the underlying factors on which the project was planned and developed. The approach has successfully enabled the mine to be in production 18 months after discovery without compromising any future production or potential expansion

Accurate sampling of slurry streams is extremely important for metallurgical accounting in mining operations, not only for measuring the ore grade from the mine, but also for measuring the recovery of mineral by the mineral processing plant. Accurate sampling is also required for intermediate streams in complex circuits for determining efficiencies of processing units within the plant. As the profitability of the minerals industry is squeezed more with time, greater emphasis is being placed on efficient use of the resource and accountability of the various sections of the mining operations. This has led to increased awareness and interest in obtaining statistically correct sampling across the operations. Accurate sampling is not only required for metallurgical accounting, but is also required for on-line analysis of the slurry streams for elemental analysis and for particle size. Sampling of slurry streams for metallurgical accounting purposes has traditionally been one of the areas of concern in mineral processing plants. In the first instance, the sampler must be designed to comply with the fundamental principles of sampling theory and must provide a representative sample of the slurry stream. In the second instance, the sampler must continue to reliably provide a representative sample, regardless of wear of the equipment or build up of solids with time and other operating issues. To-date the main type of sampler that has been used in mineral processing plants for metallurgical accounting has been the Cross-Cut sampler. These have a cutter that periodically cuts across the full slurry stream. For large flow slurry streams, these are often followed by a secondary and perhaps a tertiary sampler, to reduce the flow-rate or sample, to a manageable size. This paper discusses a new method of sampling slurry streams that has been developed by Thermo Gamma-Metrics, previously known as Amdel Instrumentation. The new samplers overcome many of the problems associated with cross-cut samplers while providing a sample which is representative of the main stream, throughout the life of the sampling system. The sampler is called the SamStat (Sampling Station) and it is now proven in many applications across many countries and mineral processing plants (PGMs, Cu/Au, Pb/Zn, etc).

This paper sets out a methodology that starts with understanding the business objectives of the shutdown and promotes rigorous detailed planning, effective communication, appropriate governance and effective participation of plant operations personnel. The result is delivery of business effective outcomes.

The relationship between comminution testwork results and the milling circuit that is subsequently selected is not a direct one and frequently involves recourse to databases of past test results. This in itself reflects the lack of a systematic engineering approach in the design process. This paper reviews comminution tests for SAG mill design in an attempt to identify where the essential information comes from that will be used in mill selection. The conclusion is that results from traditional test methods, including obscure and little used procedures like the Mokken test, are more valuable from an engineering perspective than parameters for breakage rate based modelling. Suggestions are made on ways in which existing test procedures can be enhanced in order to generate parameters that can be directly related to characteristics of the milling circuit being designed.
