WHILE engaged, in the year 1856, in determining the oil-bearing properties of some bituminous coals from Western Kentucky, by subjecting them to dry distillation in an iron retort, which held about a pint, and to the neck of which were attached several bottles, for collecting the carbon oils, and washing and measuring the gas, I observed .that there was a very great gain in the weight of coke thus made, over that obtained from the same coal when charred in a platinum crucible, as is usual in the laboratory for making the proximate analysis of coal. It was thought at the time that the increase of coke, by the former mode of treating the coal, was due to the pressure which the retarded gas exerted upon the solid carbon, and the possible fixing of a portion of the carbon from the volatile hydrocarbons. For the purpose of obtaining a more definite idea of the effects of pressure on the coking of coals, a series of experiments were made this spring under my direction, by my assistant, Dr. G. M. J. Leja (Professor, Dept. of Mineral Engineering, U.B.C. Vancouver, Canada) — I would like to offer some comments on the behavior of contact angle with time, treated in this paper. The authors should be congratulated for a clear exposition of these uncommon departures in the correlation between flotation and contact angle, in systems of importance to industrial practice. Some nine years ago Professor J. H. Schulman (presently at Columbia University, New York) and I reported on a similar study conducted at the Ernest Oppenheimer Laboratory, Cambridge, England.' The systems used by us had, how- ever, no direct practical application at that time, as mercury in solutions of xanthates was tested with a variety of alkyl-aryl polyoxyethylene frothers which were then new to flotation practice. Further, the paper dealt with findings contrary to the then widely held belief that the contact angle established in collector-solution is unaffected by the addition of a frother. Correlation with flotation, or lack thereof, was not sought, though we did suggest that in many cases the selectivity of frothers might be influenced by the dynamic contact angles. Cyprus Pima Mining Co.'s open pit operation was started in 1957 with the normal assumption that the ore reserve estimate was accurate within an acceptable range of values. Over the years, a number of attempts have been made to refine and polish the ore reserve figures using a variety of established standard procedures. None of these attempts have produced results which are totally satisfactory, particularly when comparisons are made between ore reserve estimates and short to medium range production figures. Statistical studies of operations data revealed relationships which could be used to subdivide ore blocks in much the same way as they are actually mined. Comparisons between these newly developed ore blocks and production data show that the new method of evaluation yields excellent results.

IT seems to be in the nature of concepts that they have many meanings, and that the meaning best reflecting the primary interests of a person tends to be accepted by him as the normal meaning of the concept. The concept of ore reserves is no exception, for there is no unanimity of meaning among the several groups of us who are interested in ore reserves, nor even among the individuals of a single group. The groups most interested in ore reserves would seem to include at least the mining industry, perhaps State taxing agencies, and the Federal Government in all its diversified activities, and I would include also the citizenry at large or at least that part of it that consciously thinks about problems-of national welfare. To each of these, and to different individuals within them, the term reserves represents something different, and the farther away the individual or group gets from physical contact with the ore, the more abstract does his or its concept become. It is something different to the policy maker from what it is to the fact-finder or to the miner.

The principal interest in the oil situation in Colombia during the year centered around the enactment of the new petroleum law and the applications for concessions subsequently made by various interests. The year was a comparatively uneventful one from the standpoint of actual operations of drilling and development. There was a falling off both in exploratory work and in the development of producing properties; and as a result of curtailment of production, the output of oil from the country dropped to the lowest level since the completion of the looping of the Andian pipe line to the coast in 1927. Legislation Law No. 371 of 1931, with its Regulatory Decree No. 1270, was enacted during the year and marked Colombia's attempt to encourage more extensive exploration and development of the prospective oil resources of the country. Some of the outstanding provisions of the law are as follows: Tracts may be acquired by a concessionnaire directly and by transfer ranging from 5,000 to 100,000 hectares, except in certain reserved territories east of the summit of the eastern cordilleras where the maximum is increased to 200,000 ha. A security deposit of $1 per hectare, minimum $25,000, is required on government grants, and is returned to the concessionnaire only upon the fulfillment of stipulated terms of the law. Rentals, increasing progressively from 10c per hectare per year the first two years to 50c per hectare the sixth year, are required up to the start of the production period (beginning of development). The concession terminates 30 years after the beginning of the production period and can be extended for 10 years more at the option of the contractor. Wells must be produced at no less than 25 per cent of their maximum capacity. Royalties on oil from national lands vary from 2 to 11 per cent of the gross product, depending on the distance of the concession from the port of loading. INTRODUCTION Over the world, and especially in the United States, there is increasing dependence upon progressively lower grade ore deposits. These lower grade ores are frequently difficult or impossible to process due to complex mineral assemblages being very finely disseminated. Thus, many of the conventional mineral concentration methods are not applicable to these ores. For the last few decades, research in the more exotic mineral processing techniques has been conducted, both in universities and in governmental and industrial laboratories. Since its inception, the Institute of Mineral Research of Michigan Technological University (MTU) has devoted much of its attention to the problems of processing refractory, low grade ores. Recently a new flotation system was developed which shows promise of being applicable to a broad range of ore types. This process has been the subject of two allowed patent applications. This paper describes the details of such a flotation system which is potentially useful for treating ultrafine minerals. Some highlights of the testing program on a variety of iron ores and a group of lithium-bearing ores will be presented. EXPERIMENTAL PROCEDURES Both iron and lithium ore flotation treatments followed the same general procedures, with minor differences in pH and in reagent dosages. The method is rather simple, efficient and economical from the standpoint of recovery and the cost of reagents consumed.

MINING taxation is a subject which bears definitely upon-the welfare of the mining indus-try. Every government must have a revenue but that revenue should be raised in such a way as to hamper as little as possible legitimate enterprise or industry. A mining tax should be fair, and one which appeals to the natural sense of justice. Our present system is a tax on net- profits after all expenses are met. On profits in excess of $10,000 the Mining Tax Act takes three per cent., one-half of which goes to the Govern-ment and one-half to the municipality in which the mines are situated, to meet local needs for roads, schools, etc. On profits from one to five million dollars", the tax is five per cent.; over five million, six per cent., and so on. The first $10,000 profit is exempt. The result is that if a mine is worked at a loss, it pays no tax at all; if it makes a small profit, it pays a small tax; if profits are large, the tax increases accordingly. It is difficult to imagine a fairer or less onerous method of taxation, or one better adapted to meet fluctuating conditions from year to year as profits rise or fall. A just and fair tax should be levied on profits, never on capital. There is, one branch of the mining industry upon which is levied a higher tax than upon other branches, namely, the nickel industry. I see no good reason why any branch of the mining industry should be discrim-inated against on a profits tax basis. A mining tax should not discourage development. The present tax meets this requirement. In the early years of a mine, when it is all outgo and no income, the mine pays no tax. Not until it reaches a productive and. profitable stage does the tax take effect, and then the mine can afford to pay it. Further, a tax on profits does not operate against the opening up of low-grade deposits, or those in which the chance of success is to a certain extent speculative.

A meeting of the Board of Directors was held in the Council Room of the U. S. Bureau of Mines, Interior Building, Washington, D. C., on Friday, June 21, 1918, at 4 p. m. Twelve members of the Board, the Secretary of the Institute, and nine guests were present. Upon the petition of 28 members of the Institute residing in or near Washington, D. C., a Washington Section was authorized. A committee was appointed to nominate officers and prepare a set of by-laws. The report of the Treasurer was presented in writing, accepted, and ordered filed. Thirty-nine members, 12 associates and 8 junior associates were elected. Two members were reinstated. One resignation was accepted. The dues of 64 members were suspended on account of their being on active war duty.

This paper Donald describes how New Jersey Zinc Co. made surveys for a connection between the Ivanhoe and Van Mater shafts at Austinville, Va. Except to say that the two faces had to meet "accurately" on line and grade, Donald does not indicate the required precision. Assuming that there were 24 angles in the 1 ½ -mile traverse and 15 in the one-mile traverse, it can be shown that if the average error in plumbing each shaft was ±30" and the average error in measuring each traverse angle was ±10", then the average error at the point of connection would have been about ±1.9 ft normal to the line between the shafts. This calculation assumes that any errors in the triangulation would be negligible compared with the errors in the plumbings and traverses, and it also neglects taping errors. With no constant errors or blunders, the latter would be important only in lines normal to the line between the shafts.

The program describes preventive maintenance practices and controls applicable in situations where maintenance actions are triggered primarily by breakdown or part failure and specification and documentation of detailed maintenance practices are minimal or nonexistent. The presentation describes requirements of organization structure, program administration, implementation and operation, type of benefits expected, and actual benefits derived in selected areas. The principle objectives of the program are to provide quick, inexpensive, and effective controls over maintenance practices and requirements and to establish a nucleus of controls that subsequently can be expanded to cover all maintenance activities.

RESEARCH is undertaken to find out what must be done when what we are doing now is no longer adequate. To accomplish this end, researchers apply the truths of nature to industrial evolution. A survey conducted with the co-operation of 58 universities and colleges offering degrees in mineral engineering was the basis for the table accompanying this article. This survey was undertaken with the object of presenting to faculties and student bodies, as well as to industry, all available information on what action the educational institutions of the country have taken to provide the properly trained researchers so vitally needed. A hoped for result is that the great variety of opportunities available will encourage some undergraduate students to continue in their field beyond attainment of a B.S. degree.

The different samples of brick examined were Grecian magnesite, American magnesite; silica brick and coke-oven tiling made in Belgium and used in retort coke-ovens. The Grecian magnesite was furnished by a New Pork party. The American magnesite and the silica brick were furnished by a manufacturing company in Pittsburgh. From these brick were made cylindrical cores, '79 inches long and 15/8 inches in diameter. At one end of each was drilled a hole about 1/4-inch in diameter and 11/4 inches long, into which the thermometer was inserted during the experiment. Conductivity.—The apparatus used for determining the conductivity, as shown in Fig. 1, is a sheetriron drum, 18 inches in diameter and 8 inches high. In the center is a little combustion-chamber with walls of split fire-brick, 39 inches square and about 6 inches high. The fire-brick, however, pass through the drum to the table on which the drum stands. The cores are placed horizontally, half-way between the top and bottom of drum and on the line of diameters at right angles. The lead-zinc mill of Phelps Dodge Corporation, Copper Queen Branch, Mines Division, Bisbee, Arizona, is about 3 miles from the main hoisting shafts of the Junction and Campbell mines at Lowell. All the ore treated in the mill is obtained from these two mines. The mill was designed for an all-flotation treatment of 450 tons of lead-zinc ore per day, and has been operated at that capacity since the start of milling operations on Nov. 17, 1945. An expansion program is underway whereby the mill capacity will be doubled, but this article describes only the original program and presents results of the 450-ton operation. General Description The milling plant consists of an ore-receiving bin and three steel-constructed buildings housing, respectively, the primary crushing equipment, the secondary crushing equipment, and the ore-storage bins, grinding, flotation, and filtering equipment. The mill site is the one that was used for a previous copper-concentrating plant, which was operated over a period of years and then dismantled. There remained from this operation some milling equipment, a reservoir for mill-water supply, railroad tracks, tailings-disposal ponds, and a steel-constructed building, all of which were incorporated in the design of the present lead-zinc mill. The location plan of the plant layout is shown in Fig I. The flowsheet of the mill is based on the conventional scheme for lead-zinc treatment, however, several innovations were made necessary in order to utilize the existing building. Placing of equipment also was governed by the design of the building; thus making the mill unique in many respects. The following brief description of the mill building as adapted to the flowsheet points out the compactness of the installation and some of its unusual features. The first floor (Fig 2) houses the grinding equipment, with connecting conveyors for ore feeding, also an air compressor, two vacuum pumps, bins for lead and zinc concentrate storage with individual conveying systems for loading the two kinds of concentrates. Filtering of concentrates is done on the second floor, the concentrates discharging directly into the concentrate-storage bins. On this floor are the lead and zinc filters, two diaphragm pumps, sample-filtering equipment, sample-preparation room and a change room for the mill employees. The flotation machines are on the third floor, at elevations allowing a gravity flow of the lead and zinc concentrates to the thickeners. The annex to the building contains a freight elevator and provides space for all reagent mixing and feeding, also storage of reagents and grinding balls.
