In their recent complete review of the subject of age-hardening,' R. F. Mehl and L. K. Jetter classify the main types of precipitation-hardening alloys under two headings, depending upon the nature of the precipitate and the character of the precipitation. In the alloys falling under the first heading, which display "continuous precipitation" and are typified by the aluminum-copper alloys, "precipitation seems to occur without much regard to grain boundaries and apparently at much the same rate at every point," although an acceleration in regions plastically deformed has definitely been established.2 In the second type of alloys the precipitation is "discontinuous," as in the copper-silver system for example, and "seems to start in restricted regions, primarily those contiguous with the grain boundaries, and to spread inward in an advancing wave." The reasons for the occurrence of these two greatly different types of precipitation are unknown, as are those for many other reactions that take place in the solid state. In the present paper only the first or "continuous" type of precipitation will be dealt with, for which a complete crystallographic mechanism has been worked out for the process of precipitation from a supersaturated solid solution of copper in aluminum. Based upon this mechanism, an explanation of the various property changes found experimentally will be developed in the second paper of this series. In later papers ('discontinuous precipitation" in copper-silver alloys will be explained, and an effort will be made to rationalize the two processes and types of precipitation. The production of crude petroleum of the Bacuranao field, Cuba, fell off rapidly because no new wells Mere drilled. In December 1938, the total was 15 bbl. per day. The estimated average from this serpentine field for the year is 20 bbl. per day. The Motembo area produced an estimated average of 160 bbl. per day. Production in July was 215,946 gal of gasoline, or 165 bbl. per day. In August production was higher because a new well in the concession, the Luisa Marcela, produced 189 drums the first day and required pit storage. The Atlantic Refining Company of Cuba started a deep test upon a long, narrow, surface-defined anticline 3 km. south of Remedios, a town on the north coastal plain of Santa Clara province, in December 1938. The Atlantic Refining Co. is doing extensive seismograph arid gravity-meter work in Matanzas arid Santa Clara provinces. The Shell company was rigging for a deep test in western Havana province at a location about 2 km. west of the town San Antonio dc los Banos New Petroleum Law More serious attention was given by some of the major oil companies to the development of petroleum in Cuba as a, result of the passage of a Petroleum Law ill that country on May 9, 1938. Under the old mining lam of Cuba, which gave no special treatment to petroleum, the usual provisions giving reasonably satisfartory guarantees to encourage investmerit of foreign capital were either entirely lacking or were 30 ambiguously expressed as to require legislative action. Under the new law, Government royalty is fixed at 10 per cent with the provision that it will be reduced to 9 per cent on crude petroleum that is refined in Cuba. Royalty to the surface owner is 1 per cent. A surface tax on a sliding scale from 10¢ to 406 per hectare per year is applicable to all exploitation concessions granted under the law or adapted to its provisions. So export tax is payable upon petroleum. Stability of taxation

Professor Sir John Cadman, K. C. M. G. (1918) D. Se., F. G. S., M. Inst. C. E., was for two years Technical Adviser' of the Chemical Warfare Department and Liaison Officer between British and French Forces. The Cross of Officer of the Legion of Honor was awarded him in 1917 by the President of the French Republic "in recognition of valuable services rendered by him in the cause of the Allies." At the moment, Sir John is Director of the Petroleum Executive and Chairman of the Inter-Allied Petroleum Conference. In 1915, he was Technical Adviser of the Trench Warfare Supply Department and was awarded C.'M. G. in 1916. J. Edwards-Leckie, C. M. G., D. S. 0., went to Valcartier as second in command of the 72d Regiment, Seaforth Highlanders of Canada, with rank of Major, and later sailed for France as second in command of the unit now known as the, 16th Battalion, the Canadian Scottish. He was promoted to Lieutenat-Colonel on Aug. 14, 1915, and returned to England to take command of the 2d Canadian Reserve Training Brigade at Shornecliffe. On Jan. 2, 1916, he was promoted to Colonel. R. G. Edwards-Leckie, Lieut.-Col. of the 72d Regiment, Seaforth Highlanders of Canada (which unit later became known as the 16th Battalion, The Canadian Scottish, and under that name distinguished itself in France), left Canada for "Over There" on Sept. 14, 1914. He was promoted in France to the rank of Brigadier-General on Aug. 14, 1915, and served until severely wounded in February, 1916. Miner-bolters, which combine mining and bolting functions into a single machine, are being developed by the US Department of Energy to improve production and productivity in coal mining operations. The authors have been studying possible production gains from the use of the Joy automated miner-bolter (AMB) in mine development using the computer simulation model "UGMHS" developed by the Pennsylvania State University. In a recent paper (Chugh, Campbell, and Parkinson, 1979) the authors discussed justification for the development of miner- bolter machines, assumptions and analytical procedures used in computer simulation, cutting, and bolting cycle times for an AMB, and production potential of AMB in four and five entry mine development sections. The effects of available operating time, haulage capacity, bolt installation time, and flush and staggered entry layouts on production potential of AMB were also discussed. In all cases, the production potential of AMB was compared to a full face continuous miner and an independent dual-boom roof bolter operating in a similar mine layout. Present Study In this study, the production potential of the Joy AMB in three and six entry layouts is presented. A three entry mine layout represents development entries in a longwall panel. A six entry layout represents development of main and submain entries in longwall mine development. Flush and staggered entries were considered in both layouts. The assumptions and analytical procedures used in this study were similar to those in the earlier study and are not presented in this paper. Only the results of the studies are presented here.

This paper treats only of the practicability of introducing a standard classification into the records of production and distribution of coal which we try to keep in the Bureau of Mines. From the point of view of gathering and analyzing statistics, the requirements of a satisfactory classification are that it shall be so definite as to eliminate the factor of arbitrary judgment, that it shall be reasonably simple and, finally, and most important, that it shall be understandable to the trade. In other words, to be woven in the statistical record it must be adapted to the raw material which flows in from the 7000-odd mines that produce the coal. The success of any scheme of classification, from the point of view of use, will depend largely on the degree to which it utilizes the accumulated experience of the trade and employs as far as may be possible the accepted trade designations. The experience of the Tidewater Coal Exchange during the war would be an excellent point of departure for a use classification of the coals of the Eastern Appalachians. Although the exchange long since passed out of existence, coal is still quoted and sold by the old pool numbers, and they have shown rather extraordinary vitality. Some years ago, in the Geological Survey, the experiment was tried of getting operators to classify their own coal by offering them a list of standard designations on the annual statistical questionnaire. The results were more amusing than informative. What with the confusion in terminology and the natural temptation to put one's best foot foremost, there was a general tendency to grade up the quality. Floods of semi-bituminous coal flowed in from many sources, millions of tons from districts where not a pound of that quality has ever been produced. The producers of semianthracite in Arkansas almost without exception would report their product as anthracite and their neighbors in the little Paris field, producing a fine blocky house coal averaging about 17 per cent, volatile, would say, "Our coal isn't anthracite; it's a semianthracite." Finally we discontinued the publication of those data as being more misleading than helpful.

Experiments have shown that the use of enriched air would be of particular benefit in the roasting of zinc ores for the manufacture of sulfuric acid. Enriched air increases capacity of furnace, decreases fuel consumption, and increases SO2 content of roaster gas. THE work here described had for its purpose the procuring of data from which some quantitative estimate might be made of the results obtainable by using oxygen-enriched air in roasting zinc ores on a commercial scale. The principal metallurgical advantages of using enriched air in roasting zinc ores would be: 1. The rate of roasting would be increased, with consequent gain in the capacity of the roasting furnace. 2. As less air would be required for roasting, the volume of hot gases leaving the furnace and the heat carried out of the furnace as sensible heat in these gases would be less per ton of ore roasted; partly for this reason and partly because of the increased quantity of heat generated in the furnace by the larger amount of ore that could be roasted, the consumption of fuel by the furnace would be lessened; and by the use of air sufficiently enriched with oxygen the necessity of using fuel might be entirely obviated. 3. Roaster gas having a higher SO2 content could be produced; this would make possible greater capacity and more economical operation of the sulfuric-acid plant. Certain phases of the application of enriched air to roasting can be worked out only by experimenting with a furnace of commercial, or at least semicommercial, size. FOR more than 25 years evaluations of coal cleaning units have appeared in many publications, and during this time considerable progress has been made in developing the theory and techniques of calculating washery results. A variety of characteristics have been defined over the years, many receiving general recognition during the first post-war Coal Preparation Conference in Paris in 1950. Coal preparation has become a science, and the approach to preparation problems is being revolutionized. Formerly, for example, if a coal operator wanted to know the performance of a given cleaning unit for a particular grade of his run-of-mine, he either shipped a carload to the manufacturer for a test run or relied on a report of a test carried out on a coal similar to the one he intended to clean. In modern practice the expensive, time-consuming test work generally can be avoided if the washability curves of the coal in question and the error curve of the cleaner are known. Normally a guarantee can be given on the strength of this information. General acceptance of modern standards has thus reduced the need for pilot-scale models of existing types of coal cleaners. Needless to say, the method requires exhaustive and accurate information on the cleaning unit and on all the additional circumstances affecting its results, in- formation that ultimately can be secured only from actual tests made in the laboratory or in the washery.

The pore pressure must be included in any discussion of the state of stress within a rock. Rock cylinders at elevated stress levels, loaded uniaxially to a stress less than the yield strength, can be fractured by holding the constraints constant and increasing the pore fluid pressure. This can be described in terms of the Mohr envelopes using effective stresses. The effective stress concept can simplify data with various confining and pore pressures. When the pore and confining pressures are equal, the pore pressure appears to be totally effective in reducing the confining pressure effects. The area over which the pore pressure acts has been the subject of some prior discussions. Terzaghi 1 defined boundary porosity as ". . . the ratio of that part of the area of the potential surface which is in contact with the interstitial liquid and the total area of this surface." His method of calculation included a discussion of splitting failure which was objected to by Mr. Kessler, National Bureau of Standards. The values calculated by Terzaghi were close to unity. Leliavsky,2 using unjacketed cement cores, reported that the interstitial fluid pressure appeared to act upon about 92% of the surface of failure. He concluded: "The fraction of the area of cross-section over which the internal pressure acts can therefore have nothing to do with ordinary porosity, and the results of the experiments tend to support Professor Terzaghi's views." In 1947 Balmer3 determined the boundary porosity of concrete when the confining and pore pressures were equal. He also found values close to unity. THE Federation of Engineering Societies has been created for the sole purpose of public service. This initial meeting surely warrants some discussion of a few of the problems to which this organization, for expression of the --. engineering mind, can quite well give consideration. Some of the greatest of the problems before the country and, in fact, before the world, are those growing out of our industrial development. The enormous industrial expansion of the last fifty' years has lifted the standard of living and comfort beyond any dream of our forefathers. Our economic system under which it has been accomplished has given stimulation to invention, to enterprise, to individual improvement of the highest order, yet it presents a series of human and social difficulties for the solution of which we are groping. The congestion of population is producing subnormal conditions of life. The vast repetitive operations are dulling the human mind. The intermittency bf employment due to the bad coordination of industry, the great waves of unemployment in the ebb and flow of economic tides, produce infinite wastes and great suffering. Our business enterprises have become so large and complex that the old personal relationship between employer and worker has to a great extent disappeared. The aggregation of great wealth, with its power of economic domination, presents social, economic ills which we are constantly struggling to remedy.

AN indication that Mesabi Range iron use companies may develop their own flotation processes for low grade iron ores is the report that Cleveland Cliffs Iron Co. is adopting a variation of one of the oldest known methods at its new Michigan treatment plant. Basically, the method involves using fatty acids and fuel oil reagents. The idea was developed many years ago and should be free of patent control. With other laboratories working on the same tack, it seems to be a pretty good bet that they will come up with their own processes. Any outside process will have to offer considerable advantage or low royalty rate to get consideration. Much of the appeal of the fatty acid process is the cheapness of the reagent. One source is pulp paper liquor in semi-refined form. With stream pollution legislation acting as a strong pressure, paper companies have been seeking ways to dispose of the material. Wisconsin has even attempted to use it for road binder.

Conclusive evidence is given showing that the dissolution of gold in cyanide solution follows mainly the over-all equation A similar equation can also be written for the dissolution of silver. Theoretical derivation of the velocity equation for this reaction has been obtained, which describes quantitatively the experimental facts. The equation is as follows: where [CN-] and [O2] = the concentrations (in moles/ml) of cyanide and dissolved oxygen, respectively. DcN- and Do2 = the diffusion coefficients of cyanide and dissolved oxygen; 1.83 x 10-5 and 2.76 x 10-5 cm2 sec-1, respectively. A = the surface area of the metal in contact with the aqueous phase, in cm S = the thickness of the boundary layer; varies between 2 and 9 x 10-3 cm, depending on the speed and method of agitation. Rate being expressed in g. equiv. sec-1. INTRODUCTION During recent years a number of papers have been published on the kinetics of dissolution of gold and silver in cyanide solution.1,6 The authors agree that the rate of dissolution is diffusion-controlled, but disagree regarding the mechanism of the reaction. Some authors'-3 support the Bodlander equations: The apparently conflicting results, when critically reviewed, are concordant and lead to the conclusion that the proper equation for the dissolution reaction should be only Eq. 1. This conclusion is based on the following facts: 1) For every 2.2 equivalents of metal dissolved one mole O2 was consumed. 2) For every 1 equivalent of metal dissolved, 2 moles of cyanide were consumed.' 3) Hydrogen peroxide is formed during the dissolution of gold or silver, and for every 2.2 equivalents of metal dissolved, one mole H2O2 was produced.1,2 The fact that Kudryk and Kellogg4 did not detect H2O2 during the dissolution of gold should not throw doubt on the many affirmative reports of other investigators. Lund2 has shown that depending on the crystalline nature of the silver surface, (e.g. method of etching the sample) H2O2 may undergo catalytic decomposition heterogeneously according to: Further Kudryk and Kellogg4 carried out their experiments in the presence of 0.5% KC1 to achieve a greater electrolytic conductivity, and Matsudaira7 has shown that H2O2 is catalytically decomposed (homogeneously) in the presence of C1- ion in alkaline solution. 4) Experiments carried out by Boonstra8 and Lund2 showed that the dissolution of gold and silver respectively in KCN + H2O2 in the absence of oxygen was a slow process. Thus the reaction takes place to a minor extent only. Further kinetic studies showed that: 1) The rate of dissolution depends on the surface area of the metal in contact with the liquid phase, thus indicating that the process of dissolution is a heterogeneous process. 2) The rate of dissolution depends on the speed of stirring,5,6 thus indicating that the process is controlled by a physical phenomenon.

The trend toward utilization of low grade iron ores means that more efficient methods must be developed for their concentration. The collecting ability of fatty acids derived from fish oils has been extensively investigated by Cooke.' Tuna oil, a byproduct of the tuna canning industry, is one of the lower priced fish oils. Utilization of tuna oil fatty acids as collectors in the flotation of iron ore might be economically feasible under certain market conditions, especially if their efficiency were high. Crude or unfractionated tuna oil fatty acids, and five fractions derived therefrom, were tested for their ability to concentrate a commercial specularite ore from northern Michigan. A commercial fatty acid derived from tall oil, and commonly used in nonsulfide flotation, was used as a reference. The crude fatty acids were obtained by simple saponification of tuna oil. Fractions A and B were obtained by acetone precipitation of the crude acids at -5O and -2S°C, respectively. Fraction C was obtained by a partial fractional distillation at 12S°C and at a pressure of 3y in a centrifugal molecular still in order to remove the shortest and longest chain fatty acids of tuna oil as well as oxidation products present in the original mixture. Fractions D and E were prepared by a chilling process in order to precipitate the unwanted saturated fatty acids. Yields and iodine values of the materials used are listed below: The seven samples were used as collectors in a laboratory procedure patterned after the commercial process for flotation of Michigan specularite ore. This paper reviews the subject of gasoline margins, discusses some of the more current marketing problems, and gives some consideration to the main urges to marketing expansion, or overexpansion, in the oil industry. Margins In an earlier paper1, some comparisons were shown for the years 1929, 1930 and 1931, of the margin between the refinery cost of gasoline in Oklahoma, the market price in Oklahoma, and the average retail price in 50 representative cities of the United States. These figures indicated a small margin for the refiner in 1929 between his gasoline cost and the wholesale price, which, however, had turned into a loss by 1931. The margin between either refinery costs or wholesale prices and the retail price in the 50 cities showed a continuous decline during the three years. We have now worked out these figures on a similar basis for a longer period—from 1928 through 1936.
