Conservation Means Preservation, Improvement, Justice CONSERVATION, narrowly and strictly considered, means the preservation in unimpaired efficiency of the resources of the earth; or in a condition so nearly unimpaired as the nature of the case, or wise exhaustion, admits. And broadly considered, it means more than the word itself implies, for it naturally includes an examination of methods whereby the natural inheritance of the human race. may he improved; and still more broadly considered-and as used in popular discussion-it includes a treatment of the effects of productive conservation measures upon distribution. We shall give our attention briefly to the main points in this informal definition before we pass on to the thesis that conservation is largely a matter of property relations-that a wise conservation policy means wise property relations. Preservation of Natural Resources First, conservation suggests simply preservation, and, in the treatment of the subject which we have had in the United States, emphasis has been laid upon the past and present waste of natural resources and upon the means of putting a stop to this waste. The forests have been depleted; soil has been washed by rapidly flowing surface water from mountain sides. These rapidly flowing waters have produced high streams and devastating inundations, followed by low streams and impeded navigation. The forests have, moreover, been so removed as to bring great danger of fire, and destructive conflagrations have resulted in large waste of resources, including in some cases a destruction of the humus, supplying essential elements in the fertile soil. As a remedy we must have measures to reforest mountain sides, and this means large social control, very frequently taking the form of public ownership and management; but in addition we always find actual and proposed

The computer graphic routines and digital simulation program of coal cleaning circuits have been developed in the Mineral Processing Engineering Department, West Virginia University. The functions of the program include computing, tabulation and graphing of 1) washability characteristics of raw coals, 2) blending, 3) Tromp distribution curves for two washer types-- water only and dense medium, 4) predicting the functional relationship of yield and qualities of clean coal product in individual and overall coal cleaning circuits in coal preparation plant, and 5) determining the optimal clean coal yield based on the market and environmental specifications. Amdahl 470 V/7A digital computer, Tektronic 4025 graphic terminal and Tektronix 4663 digital plotter with Fortran IV are used to achieve the goals. The simulation with the aid of graphic routine program of coal cleaning circuits is a useful tool for coal preparation engineers in evaluating the feasibility of proposed flowsheets, in investigating the effect of a modification in a unit operation of an existing plant, in analyzing the off-line optimization, and in comparing the alternative circuit control strategies. The coal cleaning process simulation with graphic routine can contribute greatly to the decision making processes of preparation plant design.

YEARS ago, when metal mining was more an adventure than a well-organized business, it was often said (with some color of truth) that unless a mine could stand bad management or mismanagement, it was not much good. Today, the natural excellencies of an ore deposit are merely a challenge to the engineers to exploit it as skillfully, as efficiently, and as profit- ably as possible. A vast amount of competent and imaginative engineering management (which includes economic analysis no less than the technologic arts of mining ore and treating it) has been required to make New Cornelia the smooth-running and successful operation that can be seen at Ajo today. New Cornelia was acquired by the Phelps Dodge Corporation when it absorbed the Calumet and Arizona Mining Company in 1931. Next to Morenci, it doubtless is the corporation's biggest asset. It in no way detracts from the achievement of Phelps Dodge engineers to say that they had an admirable ore deposit to work on. New Cornelia ore, as mined, is relatively low in grade and the deposit is by no means the largest of the Porphyries; but it has these attractive features : (1) It is peculiarly suitable for opencut mining because: (a) The overburden of waste rock lying above the ore deposit was (it has long since disappeared) almost negligible. (b) The deposit is roughly circular in horizontal section, with the horizontal dimensions four to five times as great as the maximum thickness. (Nevertheless, eventually some underground mining may be desirable.)

DEEP drilling has led to the development of numerous pools which yield products consisting predominantly of natural gas accompanied by high-gravity water-white or slightly straw-colored liquid. Yields of this "condensate" or "distillate," as it is commonly called, vary from traces to over a hundred barrels per million cubic feet of gas. The fact that this liquid exists in the reservoir as an integral part of the gas phase and is formed by condensation attending simultaneous reduction of pressure and temperature after its entry into the well was apparently first recognized about 1932.1 The nature of the physical phenomena involved in this condensation was clarified for the petroleum industry in 1933 by a report by Sage, Schaafsma, and Lacey2 of the results of an experimental investigation of the behavior of mixtures of methane and propane. Search of the literature has revealed that the condensation of liquid from gaseous mixtures by isothermal pressure reduction is not a new discovery. Kuenen was led by theoretical considerations to expect such a phenomenon, and in 1892 reported3 the results of experimental verification of his deductions. This was followed by a considerable amount of work on the phase relations of mixtures by Kuenen4,5,6 and by others,7,8 mostly in European universities. Since 1930 investigators in this country have reported experimental data on the properties and behavior of a number of hydrocarbon systems.9-17 It is now generally known that in the presence of natural gas the solubility in the gas phase of the heavier and normally liquid hydrocarbons increases rapidly with increasing pressure above 500 to 1000 lb. per sq. in. Thus, at pressures of 2500 lb. per sq. in. or higher a gas may contain appreciable quantities of hydrocarbons with normal boiling points as high as 600°F., which in turn may be condensed from the gas phase by the reduction of their solubility therein attending pressure reduction. The combined effects of pressure and temperature on condensation and vaporization of mixtures are most readily visualized by the study of phase diagrams. Since the construction, application, and interpretation of such diagrams have been described fully in readily available literature, 18-20 this paper will not review the theoretical aspects of this subject. While the behavior of gas-distillate systems is now clearly understood, at least in a qualitative way, most of the published work deals with the results of laboratory studies of binary systems or of synthetic mixtures of hydrocarbons, and although several systematic investigations of the effects of separator pressure and temperature on the yields of liquid product from gas-distillate wells have been made21.22 it appears that in all cases the limitations have precluded the construction of even approximately complete phase diagrams for naturally occurring systems. In 1975, the US produced 10 900 tons (12,000 st) of U3O8 from ores whose grade ranged from a low of 0.160% to a high of 0.196% U3O8. By the early 1980's if the current mining projects described here are allowed to go on stream, Australia will be able to produce at least 10 900 tons of U3O8 annually from ores whose grade ranges from a low of 0.150%to a high of 2.300%. As pointed out in the previous article, this initial rate of production could have been reached now-giving an immense boost to the depressed Australian economy. So, let's have a close look at current mining projects.

Production of crude oil in the U. S. S. R. during 1939 is estimated at, 226,111,000 bbl., as compared with 219,778,000 bbl. in 1938, an irlcreasc of 2.88 per cent but some 6.00 per cent under the planned output. During the past year a major readjustment took place in Russian oil fields, with the Grozny district falling into the third place, its former place having been taken by the fields of the Maikop-Kuban area of northwestern Caucasus. Production continued to grow in the Ural-Volg:t district and further large increases in this province in the coming years are certain. The drilling operations continued to be most unsatisfactory, falling far behind the plan, possibly as much as 25 per cent undvr the set objectives, and thereby interfering with the production plans, mora particularly since the Soviet oil industry is still based primarily upon the production from the naturally flowing wells without any proration whatsoever rather than upon stabilized production from either prorated oil wells or those operated with various mechanical lifts. The year 1939 started with the fulfillment of the drilling programs to the extent of about 90 per cent, but the situation rapidly deteriorated arid by the second half drilling programs were being fulfilled only to the extent of 60 per cent or less. Such breakdown in drilling operations was possibly due to poor equipment, which has not been able to stand increasing demands upon it, and this is substantiated by the rccent orders plaeed in the United States by the Soviet Government for some 60 drilling rigs of the latest design. Production Baku District.—-The fields of the Apshcbron Peninsula (Baku district) made a notable progrress during the past year and were able slightly to increase their production, to 166,000,000 bbt. as compared with 164,692,-000 bbl. during 1938. The c.rnphasis of production in the Baku district remained on the flowing wells, about 20 per cent of the total number of wells flowing about 70 per cent of production. A preliminary investigation of the collecting effects of various fatty acids in tall oil has led to a conclusion that the collecting power of fatty acids used in flotation increases with increasing un- saturation of the hydrocarbon chain. Linoleic acid was found to be an excellent collector for oxide minerals. TALL oil is a mixture of fatty and resin acids extracted as byproducts in the sulphate pulp industry. In the field of flotation a well-known example of this type of product is Reagent No. 708 of the American Cyanamid Co. Its successful use as a flotation collector with many nonsulphide minerals has been described by Falconer and Crawford.' The composition of crude tall oil varies within wide limits.' " By a number of methods the crude oil may be refined to produce a variety of refined products. This investigation presents a preliminary comparative study of collecting properties of the fatty acids in tall oil. In Finnish tall oils these constituents are primarily palmitic, oleic, linoleic, and linolenic acids.:' The first is a saturated fatty acid having 15 carbon atoms in its hydrocarbon chain, plus one in the carboxyl group. The others have 17-carbon-atom chains and are unsaturated. It is of particular interest to note that palmitic, oleic, lino-leic, and linolenic acids represent increasing degrees of unsaturation with 0, 1, 2, and 3 double bonds, respectively. To test the collecting properties of the four fatty acids separately, the vacuum flotation technique described by Schuhmann and Prakash4 was used. By this method the boundary between flotation and non-flotation conditions was approximately delineated, with the use of ilmenite and several other minerals. Collector concentration and pH were the principal variables. On the basis of information obtained, actual flotation tests were run on an ilmenite-bear-ing ore in a laboratory flotation cell. Through the courtesy of P. Kajanne from the Department of Chemistry, Finland Institute of Technology, the following reagents were obtained for this investigation: 1—Palmitic acid, of Judex, had a purity of 95 pct as determined by parallel iodo-metric and spectrophotometric measurements. 2— Oleic acid, product of May and Baker Ltd., indicated purity of 98 pct. By iodometric and spectrophoto-metric determinations the oleic acid content was found to be 83.8 pct. In addition, it contained 6 pct linoleic, 1 pct linolenic, and 9.2 pct saturated fatty acids.' 3—Linoleic acid was prepared from soybean oil by low-temperature crystallization. A method is presented for predicting the character of gas or water displacement in a radial system, which can be either horizontal or inclined. The latter case would comprise cone-shaped or dome-shaped symmetry. The method conriders the one dimension of radial distance, taken parallel to the bedding planes. Approximate allowance can be made for segregation of the two fluids perpendicular to the bedding planes. A complete saturation history can be obtained in about a day's time with the use of a desk calculator. Results of an example calculation agree well with the performance of simulated gas drive in a large model representing a section of a cone. This pie-shaped, sand-packed model was 8-ft long and 4-in. thick. The method of solution is useful in handling other partial differential equations of first order and first degree. INTRODUCTION A new analytical method has been developed for predicting the performance of gas or water drive in a reservoir having radial or cone-shaped symmetry (see Fig. 1). In addition, this new development offers a general method of handling partial differential equations of first order and first degree. This work extends those methods developed previously'- "or predicting the displacement of oil by gas or water in linear systems. The method of calculating oil recovery in a radial system involves two major parts. The first part is a calculation of the distribution of saturations at various times of depletion. The second part is the calculation of oil recovery and producing gas-oil or water-oil ratios through volumetric balance on the saturation distributions obtained in the first part. This second part differs only slightly in principle from similar calculations made with linear systems, for instance. The basic assumptions used in the calculations are as follows. 1. One-dimensional radial flow. An approach is explained later for approximating a second vertical dimension. (With- drawals of oil, and of the driving fluid after breakthrough, are assumed uniform around the periphery of the dome.) 2. Constant-volume fluid flow. Thus, in a gas drive there is no change in gas solubility, or in oil or gas volume due to viscous and gravity pressure drops. 3. Capillary forces are negligible. 4. Constant rate of injection. A program has been written for carrying out the calculations needed on a digital computer. However, a prediction can also be arrived at using a desk calculator; this latter method of work requires about a day's time for each prediction made. CALCULATION OF SATURATION DISTRIBUTION For definiteness, we describe the development of our method for the case of gas drive from the crest of the structure. ELECTRIC power requirements for Climax are similar to those of most metal mines, except that large blocks of power are used underground and there are a number of other unusual applications. Power is furnished to the Company by the Public Service Co. of Colorado over two 100,000-volt lines to a bank of three 3333-kva. transformers 100/13.8 kv. These transformers are designed so that with the addition of forced cooling their capacity may be increased a third at 12,000-ft. altitude. On the secondary side of this bank is a 15-kv., 1200-amp. oil circuit breaker provided with automatic reclosing relays allowing three successive short circuits before lockout. From this breaker 13.8-kv. power is transmitted to a central switching station where all circuits radiate to the different operations of the property. Each circuit is protected by a 23-kv., 600-amp. oil circuit breaker with by-pass and isolating disconnecting switches. Ore deposits of commercial grade are local concentrations of great rarity when considered in relation to the area of unmineral¬ized land surfaces, and they must therefore be considered as the products of exceptional and complex conditions. The data collected from a great number of individual deposits are sufficient to permit certain broad generalizations in regard to the conditions favorable to ore deposition which even numerous exceptions do not invalidate. The broadest general relation of ore deposits is with intrusive rocks, and while there are notable exceptions, the great majority of ore deposits have a visible or closely inferred connection with intrusive rock masses. Conditions that permit the dissipation of the ore-bearing vehicles do not permit the concentration of metals in deposits; the prime factor to consider in this connection is that structural conditions must be such as tend to concentrate and not to dissi¬pate the ore-bearing solutions. The disadvantage of extrusive rocks is at once apparent; any metals the magma may have contained are dissipated at the surface and are lost; with the exception of tiny vugs and cracks in quickly cooled flows, no concentrations of metals are known in extrusive rocks, and the lack of confinement and quick cooling apparently do not permit extrusives to exert mineralizing effect upon the rocks with which they come in contact. The close mineralogical similarity between extrusives and intrusives, and the great difference in mineralizing power is a proof of the ease with which magmas part with their metallic content, and of the mobility of the ore-bearing vehicles in comparison with the parent magma.

In the science of evolution of the species, there is a law which, simply stated, avers that the history of the individual repeats the history of the race. Similarly, if unassisted by the experience of others, each SUCcessful engineer would perfect and develop his methods and technique from the rough grab sample up to the carefully taken, recorded and studied samples and observations which now determine and decide the expenditure of the large sums required for modern mining. Hence real progress results from the interchange of experience, as in that way the entire experience of the profession can be made available to every engineer. The literature of this subject is already voluminous, but some progress has been made in the gathering of data and in their compilation or presentation. More Romance than Developed Ore in Limestone Deposits In certain types of deposits, methods little known 25 yews ago have been developed, perfected and standardized to a degree that lifts sampling from the field of manual labor to the plane of an applied science; for instance, the modern methods of estimating the so-called porphyry coppers. With some types of orebodies, we have become familiar, and sometimes on too easy speaking terms, with millions of tons of ore in reserve and tens of millions of dollars; while with others even these once marvelous figures sink into insignificance before the array of ciphers that are presented. .In such company, the average limestone replacement orebody is entirely out of place, for its reserves seldom reach a figure to arrest the attention of the modern engineer, and more often are insignificant. It is only when the records of the production of some of the older camps are studied, which show them to have continuously produced over very extended periods, that a realization is borne home that occasionally this type is worthy of consideration even in these days of gigantic tonnage.

As originally built, the plant of the American Zinc and Chemical Co. at Langeloth, Pennsylvania, was based upon the Joplin and Wisconsin fields as primary sources of zinc ores, the ores being the then normal jig and table concentrates. Construction incorporated standard Matthies-sen and Hegeler kilns without regenerators. With the development of differential flotation, zinc concentrates produced by that process became the basis of operation. These concentrates were very fine, upwards of 90 per cent passing a 300-mesh screen, and had a comparatively low fusing point with marked caking and crusting characteristics. Difficulties and losses quickly developed. In roasting, the ore went through a decidedly fluid state, and spills became serious. Caking and crusting on hearths was severe and dust losses throughout became intolerable. Acid recoveries dropped from the normal ton-for-ton level to 0.85 tons per ton of ore, and choking of Glover towers and acid lines became a problem. In 1926 and 1927 a two-unit sintering plant was built and placed in operation in accordance with the Baelen process for finishing desulphuri-zation with admixture of carbon. This had its beneficial effect in smelting, but the other problems remained. The problem presented was the roasting of Pecos flotation concentrates at the rate of 200 tons daily to a sulphur content suitable for finishing in the sintering plant. Specifications had to be governed by the existing acid plant of four chamber sets built in units of two, rather widely separated, and the sintering plant built in the space between the existing pairs of kilns, of which there was one on the center line of each of the four chamber sets. The problem contained elements of pioneering and experimentation. A thermal analysis and heat balance clearly demonstrated a possibility of accomplishing autogenous roasting, well worth the attempt, because of high fuel costs and resultant economies in operation of the acid plant due to decreased gas volumes and a consequent release of capacity for increasing acid production, a problem also faced.

The past 15 years have seen rapid advances in the metallurgy of materials for drill machinery and bits, but rock drilling itself continues to be largely an art. Jet piercing, roller bit rotary drilling, and rotary percussion are all promising new techniques, but the percussion rock drill, still used for 90 pct of the blastholes in U. S. hard-rock mining, has undergone no major modification since pneumatic machines were first used successfully in the 1860's. This singular lack of progress stems directly from ignorance of the nature of impact failure of rock and the fundamentals of rock penetration in general. For nearly three-quarters of a century, mining engineers did not know what went on at the bottom of a drillhole. More and more, in recent years, investigators in the field have come to realize that to understand percussion drilling they must study the basic action of percussion bits penetrating rock—not the per- formances of commercial rock drills, with their many attendant variables that cannot be isolated or controlled. Using a vertical drop tester, the writer investigated the sequence of rock failure under the impact. of a simple, chisel-shaped bit when changes were made, singly, in significant variables. Results of this and other research are reported here. BASIC CONCEPTS The formation of a crater in rock under the impact blow of a bit can be observed experimentally. Directly beneath the edge of the bit the rock is crushed into fine powder; toward the sides of the crater it chips out into relatively large fragments. An explanation of these phenomena has been offered by Drilling Research Inc. on the basis of work sponsored by this organization at Battelle Memorial Institute (Ref. 1,1954, Summary, pp. 9-18). Textures of hot-rolled, of cold-rolled, and of cold-rolled and annealed zirconium sheets were determined by use of an X-ray spectrogoniometer. All textures showed a tilt of the basal planes 240" from the rolling plane about the rolling direction. Deformation textures showed the [1010] direction to be approximately in the rolling direction. After recrystalliza-tion, the 111201 direction was approximately in the rolling direction. This texture was sharpened by annealing above the allotropic transformation. Textures of sheet produced by alternately cold rolling and then annealing were less strongly oriented than sheets that underwent severe deformation without intermediate anneals. THIS study of the deformation and annealing textures of high purity zirconium was carried out to supplement an investigation of zirconium and zirconium-base alloys. The spectrogoniometer method of pole figure determination was used and yielded more detailed and precise information than the photographic techniques used by previous investigators. Earlier investigations of the rolling textures of hexagonal metals titanium,1,2 beryllium," and zirconiumL having a c/a ratio slightly less than 1.6 disclosed a rotation of the basal planes from the rolling plane about the rolling direction so that the basal poles were inclined toward the transverse direction, and with one exception,& the [1010] direction was found parallel to the rolling direction. Similarly, hot rolling produced a spread of the basal poles in the transverse direction,2,3,5 With the [1010] direction parallel to the rolling direction. The textures of these metals after recrystallization differ somewhat from each other although still exhibiting the transverse rotation of the basal poles about the rolling direction. Zirconium" was found to have the [1120] direction in the rolling direction, beryllium" continued to have the [1010] direction in the rolling direction, and titanium' was shown to have the [1010] direction in the rolling direction (the cold-rolling texture) when annealed at 1000°F, changing to the [1120] direction in the rolling direction when annealed at 1500°F. It was suggested2 that the titanium retains the deformation texture after re-crystallization, and preferred grain growth at higher temperatures produces the second texture. Annealing above the allotropic transformation temperature did not appreciably change the high temperature recrystallization texture for titanium.' Coarsegrained zirconium showed more spread" in the transformation texture than in the recrystallization texture. The material used in this investigation was crystal-bar zirconium prepared by the iodide process. The major impurity was hafnium which was less than 0.3 pct. The composition obtained by spectro-graphic analysis is given in Table I. The hot-rolled specimen was prepared from a 50-g button of zirconium arc-melted in a water-cooled crucible under an argon atmosphere. This button was enclosed in a welded sheath of soft iron and the ensemble was rolled at 825°C. After each pass the sheath was put back into the furnace to allow it to return to the desired temperature. The zirconium ingot was reduced in this manner to a thickness of about 0.035 in., a reduction of approximately 90 pct. The sheet after removal from the sheath was alternately polished and etched to a thickness of 0.001 in. Cold-rolled specimens were prepared from crystal bar by a series of reductions of approximately 0.010 in. until the sheet reached a thickness of 0.010 in. after which it was cold-rolled to 0.001 in. thickness between sheets of alloy steel. The total cold reduction amounted to about 99.8 pct. Specimens were annealed in an evacuated Vycor or quartz tube. The transmission pole figures were obtained by the quantitative method of Decker, Asp, and Harker6 modified by Geisler7 using an X-ray spectrogoniometer with Cu Ka radiation. Unless otherwise specified all four quadrants were examined with 5" increments along the radius of the pole figure. CIVILIZATION'S PROGRESS, which has multiplied man's comforts, conveniences, a n d happiness, is based upon the extensive employment of natural minerals and sources of energy. Mineral resources are basic factors in modern economic development, machine industry, international trade and world power. A survey of mineral consumption shows that the United States leads the world in the production and consumption of energy materials, of metals, and of the large and diverse array of earth materials that fall in the nonmetallic mineral group. The use of nonrnetallic minerals exceeded both the metals and the fuels in the long period before the industrial age, but it is only in the last two decades that consumption of non- metals has kept pace with and approximated in value the output of metals. Although the data of production in the first half of the last century are meager and fragmentary, the record of the past fifty years-the period of most rapid growth-is available, and reveals an astounding growth.

PLANS are well matured for the joint meeting of the Coal Division and the Ohio Section of the Institute at Columbus, Ohio, Oct. 27 and 28, at which a large attendance is expected. The proceedings for a day and a half will be devoted largely to the uses of coal, the program providing for two technical sessions in the auditorium of Battelle Memorial Institute (505 King Ave.) on Friday, and various plant inspec¬tions on Saturday morning. By way of diversion on Saturday afternoon arrangements have been made for attendance en bloc at the football game between Ohio State and Northwestern, 100 seats having been reserved for the game at $2.40 each-as long as they last. An inventory of the high lights of the meeting would be incomplete without reference to the informal banquet at the Deshler-Wallick hotel on Friday evening, for which Eli T. Conner, Chairman of the Coal Division, is down for a talk, and Howard N. Eavenson, Vice-president of the Institute, will be the principal speaker. The program in detail is as follows:
