MEASURES appropriate for the control of the silicosis hazard in mining cannot be formulated precisely, but sufficient has accumulated during the past quarter century to permit the suggestion of useful, though partly empirical, rules for its alleviation. The industrial hygienist today recognizes that the peril incurred by the inhalation of harmful dust is a function of two variable factors-the degree of harmful exposure and the specific susceptibility of the exposed individual to pulmonary injury. Control of the danger arising out of prolonged contact with pernicious air- borne particulate matter is consequently best exercised by influencing both of these recognized variables. Obviously the problem has two broad aspects-one, medical; the other within the province of the engineer. I-FACTORS COMPRISING THE DEGREE OF INDIVIDUAL SUSCEPTIBILITY Thorough investigations conducted among miners who have labored for years in the presence of recognized silicosis hazards usually reveal an impressive difference in the injury incurred by men whose exposure to dust has been nearly identical. After a quarter century underground, one individual is short of breath and incapacitated with miners' complaint, while a fellow workman suffers no pulmonary embarrassment and is in good health. Physicians ascribe this oft-observed difference in reaction to individual susceptibility and express a universal regret when they deplore the fate that chose to make the predisposed youth a miner rather than a farmer. To trust the health of miners to fate at the present time is even more unfortunate, because many of the factors that influence man's susceptibility to dust are known, and can be accurately determined by competent medical methods. Among the most important factors comprising susceptibility to injury by dust are the anatomical peculiarities of the individual's respiratory mechanism, his physiological response to the inhalation of dust, his previous dust exposure, the existence of pulmonary infections or other pathological processes in his lungs, his age,

OF the western European countries, only England has made any extensive use of equipment developed initially by the coal preparation industry of the United States. About 20 years ago, the Chance sand flotation process for cleaning coal was introduced in England, and it has had a fairly wide adoption, particularly in the South Wales coal fields. In recent years, particularly since 1946, a considerable number of Denver flotation cells have been installed throughout the English coal fields for the cleaning of slurry. Until the advent of the Denver cells, the flotation of coal slurries in Western Europe had been done largely with the Mineral Separations cell or its modifications. Kleinbentik of Dutch State Mines had developed a cylindrical cell used in Holland and occasionally in Belgium and France. In England, the establishment of the National Coal Board to control the planning and operation of all coal production has retarded somewhat modernization of properties. A considerable period of study was required before definite long-range plans could be formulated. It was soon recognized that stopgap measures were needed in many cases to bridge the period until final plans could be developed and consummated. One of the stopgap problems in coal preparation was providing plants of small and medium capacity that could be used for a few years at one site and yet could be moved economically to another site so as to reduce depreciation charges per year and per ton. Such plants are being installed but the most satisfactory answer probably has not yet been found. One such installation uses a Norton Baum jig to wash 6 in. to 0. The equipment is in a steel structure rather than in a reinforced concrete frame with brick curtain walls, which is the normal structure for permanent plants. Since England has between 700 and 800 preparation plants for an output of 200 million tons per year, one of the long-range objectives is a consolidation of mine output which will require fewer coal

In open cast mining of coal, the cost per ton of output is four to five times less and labor productivity five to six times higher than in under- ground mining. This is why the coal industry of the USSR is oriented toward giving priority to the development of open cast coal mining. Deposits of coal which lend themselves to open cast mining in the USSR are enormous, with 90% of them located in the eastern part of the country. The technique is by no means limited to the eastern part, however-despite wide variations in climate, other parts of the Soviet Union also use open cast mining. The occurrence and type of coal deposits in the USSR vary greatly. Some of them are flat coal seams 2 to 40 m thick, and a few are even thicker. There are also deposits having a complex mode of occurrence, such as a series of seams of different thicknesses with angles of dip varying from slightly inclined to steep, often with dislocations. Overburden materials are quite diverse with regard to physical and mechanical properties. There are three kinds encountered-loose or unconsolidated overburden, medium-hard material, and hard rock. The stripping ratio, i.e., the amount of cover per ton of mined coal, varies from 1 to 12 cu m per ton. SYSTEMS OF MINING The great diversity of natural conditions has brought forth a variety of technologies and techniques in the open cast mining of coal. In open cast practice, the following systems of mining are used : (1) a transportation system in which the overburden is transported to spoil banks by rail or by truck; (2) a system with direct disposal of overburden, the rocks being dumped on spoil banks with a stripping excavator; and

Froth flotation is now used to recover millions of tons of fine coal,(-1/2 mm), every year. For example, in Great Britain, 4-million tons of flotation concentrate was produced in 1960, about 3% of the mechanically cleaned out- put and 2% of the total salable output. Coal flotation is not so widely practiced in the U. S. as it is in Europe since much American coal occurs in thick seams of high grade and does not require cleaning. However, in the U. S., as elsewhere, the increasing mechanization of coal mining machinery has lead to a lowering in size and grade of product from the mine and to an increasing need for cleaning of coal to improve the grade before sale. With an increasing proportion of fines in the product, froth flotation has assumed a greater importance as a cleaning process for coal. In the last three years, over 40 flotation plants have been put into operation in the Appalachian area of the U. S.80 Fine coal recovered by means of froth flotation may be used as a powdered fuel alone or mixed with coarser grades. The removal of this fine coal from washery water makes possible the recirculation and re-use of the water and also leads to improved and more consistent operation of jigs and other separating machines which function less effectively when there is a build-up of fine solids in the washery water. Finally, froth flotation is of assistance in the production of a clarified effluent which may be discharged from the washery without polluting local rivers, streams, or wells. The 1961 cost of installing a new coal flotation plant in Great Britain would be about $19,000 per ton of dry solids input per hour, including the cost of new buildings and coal and shale filtration and water clarification equipment. The figure for the gravity concentration of the large coal, the main plant, would be about $4,800 per tph. The operating cost for the new coal flotation plant would be about $1.10 per ton. Even at this level of cost the cleaning operation is economic in Great Britain for coking coals. In the U. S., a froth flotation cost of 14$per ton of cleanfilter cake was quoted early in 1958 for one operation,l though admittedly this was a special case. Assuming a cake moisture con- tent of 30%, it is estimated that this cost is equivalent to a figure of 256 per ton of dry solids input, for the incorporation of coal flotation in an existing washery. A cost oh 416 per ton of concentrate was quoted76 in a recent analysis of flotation economics, this cost being brought up to $1.11 per ton after payment of royalty, welfare and association dues and taxes. Capital cost was $120,000 for a plant producing 133 tpd of concentrate. Before considering the treatment of coal by flotation it is appropriate to survey some of the properties of coal which are of importance in the process.

Data given in this paper indicate that certain relations exist between different characteristics of sandstone. These relations are not rigid, for all sandstones are more or less heterogeneous. Not every increment of a given horizon follows exactly the relationship; however, studying a reservoir as a whole from a large number of samples, definite trends are found to exist. Apparently nature's processes of sedimentation and diagenesis are such as to give some degree of uniformity. Average relationships are valuable because electrical measurements in a borehole comprise a considerable volume of rock near the hole. Also, it is desirable that a given producing reservoir be studied as a unit. In a permeable reservoir whose pores are filled with a saline solution, it was found that the total porosity and the type of sandstone influence the relationship between its electrical resistivity and the RO and the resistivity of the brine R,. The relation can be expressed by the following empirical equation, Ro = R10O— [i] where 0 is the porosity expressed as a fraction and the numerical value of the exponent lies between 1.8 to 2.0 for consolidated sandstones, and is about 1.3 for clean, unconsolidated packs. This equation indicates that an appropriate electrical log can be used to estimate the porosity of a saline water-bearing reservoir when Rw and the type of rock are known. The fraction R0rw, is called the "formation resistivity factor." It reflects the effect of the nonconducting rock structure on the resistivity of the salt water that fills the tortuous paths through which the electricity must pass. The formation resistivity factor F is found to be related to permeability k. In this case the type of rock plays an important role, as shown by the relation F = ak-b [2] where the values of a and b must be determined experimentally for each horizon. Therefore Eq. I rather than Eq. 2 is used when it is desired to determine the value of F, because small changes in rock structure particularly in the pore size are not critical. Another useful relation, R = R0S- [3] where R = resistivity of rock when partially saturated with brine and partly with oil or gas, S = fraction of the pore space filled with brine, and n equals approximately 2 for both unconsolidated and consolidated sandstone, shows that the connate water of an oil or gas reservoir can be estimated in situ from a resistivity log. Equation 3 shows that in order to estimate the water content of a reservoir a knowledge of R and Ro is essential. The first value can be obtained from the electrical log when all factors influencing the resistivity curve can be properly taken into account. The large number of changes of address since Jan. 1, 1907; shows the importance of publishing these changes as frequently as possible, and the Bi-Monthly Bulletin has. been selected as the means to present this information to the members of the Institute. By the simple method of cutting out these names and addresses and pasting them directly over the corresponding names in the annual list of members, the record can be kept practically up to date, and the value of the list correspondingly increased. For this purpose the changes of address have been printed only on one side of the page. The names of new members, being in italics, are readily distinguished from the others, and can be pasted in approximate alphabetical order on the margins of the pages.

In the past 15 years there has been a great deal of interest in the fundamentals of plastic flow and rupture in metals and a number of papers have presented substantial advances toward a fundamental insight into the mechanism of these two processes. This paper is an appraisal of the present position with respect to the following: 1. The relative importance of shear and hydrostatic stresses in controlling the plastic flow of metals. 2. The relative importance of shear and hydrostatic stresses in determining the amount of flow before rupture in metals. 3. The use of generalized strains in determining the effect of plastic flow on the work-hardening of metals. FundamentalS Involved in Plastic Flow In attempting to devise a quantitative description of plastic flow in metals, it has been customary to assume that metals are homogeneous and isotropic. The fact that neither of these assumptions is correct complicates the experimental appraisal of relations developed. Nevertheless, as will be shown, metals are close enough '0 being isotropic and homogeneous so that considerable insight into the mechanism of plastic flow can be obtained. The assumptions of isotropy and homogeneity allow both the elastic and plastic behavior of metals to be described in terms of 12 variables—six being stress variables, and six being strain variables. From this viewpoint, it should be possible to represent the stress-strain relations in the plastic range for metals by a surface in 12 dimensions. One boundary of this surface would be the surface of transition from elastic to plastic behavior; the other would be the surface of rupture. These two surfaces would be joined by the surface of plastic flow. The shape of this composite surface would depend on the test temperature and speed of straining This paper is concerned only with results obtained at constant temperature and constant speed of straining. While such a representation is conceivable, the demonstration of such a surface would present almost insurmountable obstacles. The most fruitful simplification of this concept has been the recognition that the behavior of metals in the plastic region is primarily a result of shear stresses and strains. Based on this viewpoint, it is possible to utilize stress and strain invariants that are independent of hydrostatic components to define an effective stress and strain. In effect, this amounts to reducing the task of representing stresses and strains in 12 dimensions to one of representation in two dimensions. THERE are three chief production zones of tungsten ore in China. In the Province of Kiangsi mines are located at Kanchow, East River, and West River. Their combined production is understood to amount to 300 to 350 tons of ore per month, and their original exportation is made through the port of Kiukiang, largely to Shanghai. The second zone is in Kwangtung Province, the mines there being at Tayulin. Produc-tion reaches about 200 tons per month and cargo is gen-erally exported through the port of Hong Kong. In the Province of Hunan approximately 25 tons of ore are produced monthly in the mines at Ton-on. Tungsten ore from Kiangsi and Kwangtung Prov-inces is generally about 70 per cent WO, (tungstic acid), while that from Hunan is of lower quality, run-ning about 65 per cent WO3. Kiangsi ore is received from the mines in 100-1b. and Hunan in 224-lb. gunny sacks. No repacking is done except as it is made neces-sary by the condition of the sacks. Kiangsi Province contains the Chinese districts pro-ducing the largest amount of salable wolframite or tungsten. Many districts west and south of Kiangsi have been found to have wolframite deposits.-Com-merce Reports.

Lightweight concrete aggregates are materials weighing less than the usual aggregates of sand, gravel, and crushed rock. Concretes made with sand and gravel or crushed rock weigh 145 to 150 lb per cu ft, compared with 50 to 90 lb per cu ft for concretes made with lightweight aggregate. The ultra-lightweight concretes weigh much less than 50 lb per cu ft. Lightweight aggregates may be natural or manufactured materials, or byproducts from other commercial operations. Natural materials include pumice and pumicite, tuffs, breccia, scoria, diatomite, and vegetable products, such as peat, straw, and sawdust. Manufactured materials include expanded perlite, vermiculite, slag, clay, shale, and slate. Byproducts include cinders, aircooled slags, and coke breeze. Concretes made with lightweight aggregate were used first in construction of commercial buildings, later in homes. Present usage is general in multistory and other building construction, such as bridge decks, barges, jet-plane runways, piers and other structures. The industry has grown remarkably in the last decade. General Considerations The particular use to which the concrete may be put determines the importance of the various properties of the aggregates employed. Any given type of aggregate, however, should be reasonably uniform in composition and properties. It should be suitably graded and maintain proper weights, insulation values, and adequate strength to prevent breakdowns in mixing. It should bond properly with the cement, be inert to chemical reactions with cement and steel, and resist weathering, moisture, insects, and fungi. Some properties of any given type of lightweight aggregate from different suppliers may vary considerably because of differences in the source of raw material and the method of treatment. This statement applies particularly to expanded clays, shales and slates. All lightweight concretes have higher absorption of moisture and lower thermal conductivity, lower compressive strength, as well as lower unit weight as compared with standard concretes made with sand, gravel or crushed rock. Excepting cinders, the cost of lightweight aggregates is usually higher. Grading and unit weight requirements are given in ASTM standards: C 330-53T, Lightweight Aggregates for Structural Concrete; C 331-53T, Lightweight Aggregates for Concrete Masonry Units; C 332-54T, Lightweight Aggregates for Insulating Concrete. The production of masonry units shows the growth of the use and types of lightweight aggregates. In 1947 the total number of lightweight block was 460,000,000 units in 8 by 8 by 16-in. equivalents. By 1954 this had increased to 950,000,000 units. Of the 1954 production, 27 pct was of manufactured types, 43 pct of cinders, and 30 pct of remaining types. Raw Materials Used as Lightweight Aggregates It was stated above that a variety of products both natural and manufactured are used as lightweight aggregates. It is easy to understand that a bulky material of low unit value cannot be transported far and still remain a low cost product. While many parts of Canada's pre-Cambrian shield are well served by railway, it is frequently necessary for prospecting purposes to proceed farther into areas inaccessible by rail. To such areas in summer the canoe was at one time the accepted means of travel for the prospector while the dog team was much used in winter. Although summer travel was much improved by the development of the outboard motor, the lack of facilities for cheap transportation has been a serious hindrance to the employment of capital in opening up the distant fields. The pre-Cambrian surface of Manitoba, like that of Ontario, is hummocky, with rounded hills and ridges of rock alternating with basinlike depressions and valleys occupied by lakes and rivers Or by many low-lying portions covered with muskeg' Routes to the mines have not usually been direct or easy and seasonal vagaries have presented problems in themselves. In summer, water transportation may be the cheapest method for the longer distances but it is not every water route that will satisfy the conditions of loading freight on to a boat or scow and of conveying it without interruption to its destination. By its location, a mine may require a large program of boat transportation in summer Over part of its route, to be followed by winter freighting for the remainder. In order to carry on development and produc- tion over a long period, it may be necessary to haul large quantities of supplies during the winter. This seasonal problem, particularly for the out-of-the-way properties, is SO important and demanding as to make it a major operation in the life of the mine. The -use of the tractor during winter months for heavy machinery and bulk supplies, and the use of the airplane throughout the year for the transportation of personnel and for emergency requirements, have greatly improved transportation to places that are inaccessible by rail. Canada has pioneered in both these methods. Development oF Transportation Twenty-two years have seen a marked change in transportation methods in Canada's mining country. Horse-drawn sleighs have given way to the tractor and that to some extent has been supplanted by the airplane. One of the earliest ventures involving transportation of considerable magnitude was that of the Mandy mine, on Schist at in northern Manitoba. According to accounts of early mining activities in Manitoba, the Mandy mine, beginning December 1916, had 3300 tons of ore hauled 40 miles by sleigh to Saskatchewan River and in summer this was conveyed by barge to The Pas, 130 miles, and then by railroad to Trail, British Columbia, 1200 miles. The mine shipped 6000 tons of ore in 1918 and 15,000 tons in 1919. In winter of the latter year, as many as 300 teams of horses were used on the 40-mile stretch to

Short cuts for determining the constants of oil decline curves, with the method of least squares as a starting point, are presented and applications made to practical examples. The nature of the raw data does not justify rigid adherence to the orthodox theory but does lend justification to convenient methods of approximation within reasonable limits. If the conventional form y = kxn were changed to y = k(x + c)', methods of determining the curves would be simplified and greater uniformity in calculated results would probably follow. As A result of the publication, several years ago, of some articles on determining the constants of empirical formulas, the determining the constant's of types of curves used for estimating the production decline of oil wells was brought to the writer for study. Methods requiring a minimum of time and labor and a maximum of rigor were sought, as it appeared that the nature of the data from which such curves are computed and the relative uncertainty of occurrence of the events predicted from them did not justify close adherence to the theory on which the solution of such problems is ordinarily based. The technical deficiencies of the solutions presented in this paper, from the standpoint of the method of least squares, are readily apparent to those familiar with that method, but their presentation in detail here is irrelevant to the subject matter. However, it is the author's conviction, after a rather exhaustive study of the problem, that the value of the solutions lose little by the approximate application of the conventional theory. It must be understood by those who use these formulas that the solutions herein given, and the formulas based on them, are merely facilities to aid the valuation engineer in forecasting future events. It is assumed, also, that before application is made of them, prescient judgment based on the circumstances in each case, shows that the forecast has some probability of realization. On this basis only will these formulas be found useful.

Two 6.17-m-diam (20.25-ft) shafts, said to be the largest ever opened with mechanical raise boring techniques, were completed in May and June 1978, at Monterey Coal Co.'s No. 1 mine near Carlinville, Ill. According to the shaft contractor for the project, Frontier-Kemper Constructors, the openings are 60% greater in cross section than the largest previous raise-bored shaft, which had a diameter of 4.85 m (16 ft). Both vertical shafts are 93 m (305 ft) in total depth, with the upper 28-30 m (90-100 ft) sunk and lined by conventional methods through unconsolidated overburden and the remainder mechanically bored through sedimentary rock. The two shafts will be used for service access as well as to augment ventilation.
