INTRODUCTION Over the years, Congress has written into the Internal Revenue Code various provisions aimed at lessening at least one financial burden faced by taxpayers in the mining industry - the federal income tax burden. These provisions include the election to deduct exploration expenses, the election to defer deduction of development expenses, and the percentage depletion deduction. Careful tax planning from the very beginning of a mining venture is essential in taking maximum advantage of these tax benefits. A major decision to be made is the choice of organizational structure. (For a more detailed discussion of this subject, see McCabe, John J., "Developing Structures for Investments in Mineral Property," New York University Institute on Federal Taxation, 42 NYU 24, 1984). One such structure is the use of multiple corporations, with mining activities conducted by one corporation and nonmining activities, such as manufacturing, financing and administration, conducted by the other corporation. This technique, which will be discussed in detail below, can be particularly advantageous in delaying recapture of previously deducted exploration expenses and in maximizing depletion deductions. TAX BENEFITS IN MINING Exploration Subject to certain restrictions discussed below, exploration expenditures (i.e., expenditures paid or incurred during the taxable year for the purpose of ascertaining the existence, location, extent, or quality of any deposit of ore or other mineral, and paid or incurred before the beginning of the development state of the mine are deductible at the election of the taxpayer (Section 617(a)).* Were it not for this option, exploration expenditures would be required to be capitalized and recovered through depletion, after production begins. Exploration of a mineral deposit can be very costly and may not result in commercial production for some time. If the taxpayer has income to he offset by the deductions, a mining venture can usually be structured in such a way as to allow the offset of mining losses against the other income. With today's high interest rates, this election can be quite valuable in present value terms. Corporate and noncorporate taxpayers are subject to different restrictions on this tax benefit. Corporations may elect to deduct only 85 percent of eligible exploration expenditures (Section 291(b)). (The Tax Reform Act of 1984 reduced this to 80 percent effective for expenditures after December 31, 1984, in taxable years ending after such date). The remaining 15 percent (20 percent after December 31, 1984) is capitalized and recovered at the same rate as five-year ACRS property (Section 291(b)). Individual taxpayers are not subject to this 85 percent rule; however, any amount deducted in excess of ten-year straightline amortization is a tax preference item for individuals (Section 57(a)(5)). Individuals may avoid the tax preference by electing to capitalize exploration expenditures and amortize them over ten years (Section 58(i)). In order to prevent the taxpayer from, in effect, converting ordinary income into capital gain by selling property that has given rise to exploration expense deductions, the Code requires recapture of such deductions upon the occurrence of certain events (Section 617): 1. Upon disposition of the property, adjusted exploration expenditures are recaptured to the extent of gain realized on the disposition (Section 617(d)). 2. If the property is leased, the lessor is disallowed any depletion deduction until his adjusted exploration expenditures have been recaptured in the form of foregone depletion deductions (Section 617(c)).

A STUDY of the titanium-oxygen system' involved an associated series of measurements of the lattice parameters of the a and TiO phases. The results permit some interesting deductions which are herein reported. A comprehensive survey of the physical PI-operties of the phases in this alloy system has been made by Ehrlich.2 However, only impure titanium was available at that time, so that some revision of his measurements is to be expected. The lattice parameters were calculated from the high angle lines of Debye-Scherrer patterns taken in a 14 cm camera and using filtered CuKa radiation. The specimens were prepared largely by crushing and screening of lump samples which had been quenched from elevated temperatures. Only in the case of low oxygen contents was it necessary to resort to filing and annealing. The results of the lattice parameter studies are graphically presented in Figs. 1 and 2. It will be seen that oxygen produces a pronounced distortion of the c parameter of the a phase (hexagonal close-packed). The trend is in general agreement with Ehrlich's work, although the divergence of actual parameter values strongly suggests that his titanium was very impure. It will be noted that the a phase of titanium can tolerate the unusually high saturation solubility of about 34 atomic pct 0. By virtue of this unique effect, it is possible to make a calculation of the effective atomic diameter of oxygen when dissolved in a lattice with metallic bonding. This has not been possible before. Ehrlich's2 density measurements demonstrated that oxygen occupies interstitial positions in the a lattice and the trend of the lattice parameters would certainly support this. In a hexagonal close-packed unit cell the largest interstitial positions lie at (2/3, 1/3, 1/4) and (2/3, 1/3, 3/4). Accordingly, if both of these positions were occupied, the ratio of titanium to oxygen would be 1:1. The extrapolated c parameter may be taken as between 4.93 and 4.99?. The a parameter appears to reach a constant value of 2.955? at low oxygen contents. The distance of the center of a titanium atom site from the [vc2/16+a2/3-1.448] Then the atomic diameter of the oxygen atom is represented by the function: where the radius of the titanium atom is 1.448A,

A. D. Le Claire and R. S. Barnes (Atomic Energy Research Establishment, Harwell, Didcot, Berks., England)-—This much awaited paper admirably confirms that the Kirkendall effect is a true diffusion phenomenon and likely to be found in all diffusing systems. The most likely explanation put forward so far to account for the shift of interface is that the two components of the system, diffusing in opposite directions, do so with unequal rates so that there is a net loss of material from that half of the diffusion zone rich in the more rapidly diffusing component. This loss is accompanied, and at least partly compensated for, by a closing up or decrease in volume of this latter half of the diffusion zone and an expansion of the other half so as to tend to keep constant the overall volume per atom. This is manifest as a movement of the original interface. If this is a true picture of what is taking place then there are at least two important matters requiring further study."1—The quantitative relating of the observed shift with the independently measured separate diffusion coefficients of the two diffusing species."2—A detailed study of the mechanism and characteristics of the closing up process."We would like first to make a few remarks pertinent to these topics. In connection with the first of these, it is a pity that more and detailed measurements were not made on the Au-Ag system, the only one for which the separate diffusion coefficients of the two species have been measured.'" One of us (A. D. Le C.) has calculated from Johnson's results the shift to have been expected in samples D.2 and D.3. Darken4 showed that the velocity v with which the markers move is related to the separate diffusion coefficients Dau, Dag, by the eauation:"dN"v = (Dag — Dau "dx"dN"where .is the concentration gradient at the mark-ax"ers. An investigation was performed to determine conditions for optimizing the spacing of simultaneously initiated multiple explosive columns. This was done by using models of mortar, dolomite, and Plexiglas with 10-grain mild detonating fuse as the explosive charge. It was desired to simulate blastholes with multiple primers initiated by detonating fuse or when high-velocity explosives are used in low-velocity materials. It was found that optimum spacing between multiple charges was strongly influenced by charge length. At less than optimum charge length, the spacing at which complete shearing was possible between adjacent charges decreased exponentially with a subsequent loss of broken material volume. For charges fired simultaneously, larger burdens and spacings were possible as compared to those necessary for single-crater charges. For each material studied, there was a characteristic optimum charge length and a maximum attainable spacing at any given burden. Proper selection of the spacing distance between charges is fundamental to successful blasting. Its value directly affects the cost of drilling and explosives used per unit of broken material. In addition, the choice of a spacing that is Compatible with a given set of blasting conditions aids in the control of fragmentation sizing, ground vibrations, overbreak, and throw which in turn, influence other production costs. For example, normally loaded blastholes that are spaced too closely invariably promote overbreak and usually give coarse fragmentation. Unless care is taken, airblast and violent flyrock will occur and under certain conditions cutoffs and misfires may result. Too large a spacing, on the other hand, frequently leads to conditions that form bootlegs or toes. The choice of a particular spacicg to use, however, is largely a matter of individual experience and judgment, usually based on trial and error. Very little is known or can be found in the literature with regard to how the spacing between charges is related to field conditions and charge geometry. As a general rule, the firing time sequence of adjacent charges and properties of a material are thought to have the most significant influence on the spacing distance best suited for any given field condition. For example, delayed initiation of adjacent charges usually always requires a closer spacing than when charges are fired at the same time. This should be expected if one considers that the energy normally dissipated and lost in the surrounding ground from charges fired independently would be captured and utilized for breaking material between charges when they are initiated together. Spacing can be extended also when charges are aligned with structural planes of a material, such as jointing, along which shearing is relatively easy. It is customary to relate the spacing (S) between charges to their common burden (B) in the form of a spacing ratio, or SIB. The burden normally is considered as the optimum depth or distance from any single charge perpendicular to the nearest free or open face at which the desired fragmentation and maximum crater yield are obtained. For production blasting, value of the ratio is generally considered to vary from 1 to 2, depending on conditions.1-6 When adjacent charges are fired independent of one another, the value varies from 1 to about 1.4, the closer amount being employed to square corners or produce craters having the ideal 90" apex angle. The larger ratio is the geometric balance value for craters having an apex angle of 135". The basic ideal crater forms in the plane of the charge diameter for charges fired independently are shown in Fig. 1. In the event charges are fired simultaneously, geometric balance in the plane of their charge diameters suggests that a spacing ratio near 2 would be appropriate, as illustrated by Fig. 2. In practice, however, some compromise ratio value must be selected to conform with the specific ground conditions. An example would be where the jointing planes tend to produce 60° or 120° crater angles, the appropriate geometrically balanced charge arrangement being given by Fig. 3. In this condition, the spacing ratio is 1.15, not 1 or 1.4 as suggested for the 90° cratering of independently fired adjacent charges. In view of the foregoing, it would seem logical to assume that whenever charges all having the same burden are fired at the same time, spacing distances always can be greater than those permitted by charges fired independently. In practice this is not the case, however.

A study of the structure of chemically deposited nickel by Goldenstein, Rostoker, Scpssberger, and Gutzeit has been reported recently. In this work it was shown that the nickel deposit produced by the catalytic nickel-reduction process was an amorphous solid. Crystallization occurred at elevated temperatures when the original powder pattern which showed only a diffuse ring with a d-spacing of 2.01A became sharp, revealing nickel and nickel-phosphide lines. The phosphide was indexed provision%lly on a tetragonal lattice of parameters a = 9.01A and c = 4.42A, which is in reasonable agreement with the structure of Ni3P proposed by No-wotny and Henglein.3 The transformation from the amorphous to the solid state occurs abruptly (e.g., after 7 min holding at 400°C) with the evolution of considerably more than 1000 cal per gm-mole. A more detailed analysis of these effects requires a knowledge of the solubility of phosphorus in nickel. Konstanti-now3 mapped out the phase diagram in 1908 but did not determine the solid solubility. The eutectic was placed at 11 pct P and 880°C. The purity of typical catalytic nickel deposits is very high.' Spectrographic analysis for heavier elements showed only trace amounts of aluminum, calcium, iron, magnesium, lead, and silicon. The term "strace" is a qualitative definition for less than 0.1 pct and probably less than 0.01 pct. Analysis for the interstitial elements yielded 0.04 pct C, 0.0023 pct 0, 0.0005 pct N, and 0.0016 pct H. Some of this material with 7.5 pct P was used in the present work. EXPERIMENTAL METHODS Alloys were prepared from carbonyl-nickel shot and a master composition containing 7.5 pct P. Cold-crucible, nonconsumable-arc melting was used.

If it had not been for the persistent cold wind, the sun blazing out of a cloudless blue sky would have made it one of those warm, idyllic early spring days which attract the socalled "snowbirds" to Northern Mexico for a vacation at this time of year. At a drill site perched on top of a rather exposed mountain we were installing a number of borehole extensometers in diamond drill holes. A Threading Problem For the uninitiated in geotechnical instrumentation, a borehole extensometer is a series of anchors installed at various depths in a borehole, each anchor being independently connected by a tensioned wire to a measuring device set in the collar of the hole. Any movement of the rock at depth is detected by the anchors and transmitted by the wires to the measuring device. Flexible plastic tubing is used as a spacer between the anchors and the measuring wires are run up the inside of the tube. At this particular site we were installing an instrument string nearly 1000 ft in length. Threading wire only 0.041 in. in diam through 1000 ft of plastic pipe is almost as difficult as getting the proverbial camel through the eye of a needle.

In another paper I have described in general the close association of zinc-blende and iron pyrites in the ore-deposits of southwest Wis consin. These two minerals generally occur together at the same horizon, a sheet of one being overlain by a sheet of the other; and also the pyrites is disseminated through the blende to such a degree that the latter is rendered comparatively worthless for the produc tion of spelter. Ordinarily the pyrites, which is mostly the trimetric marcasite variety, occurs in about equal quantity with the blende and is separated by hand-culliug and chipping; but there are large de posits where the ores are so closely mixed that they can neither be separated by culling nor by any mechanical method. The specific gravity of the two minerals is so nearly the same that attempts often made to effect even a partial separation by jigging have proved un. successful. The smelters of zinc-ores in the Mississippi valley will not take ores which carry more than 7 per cent. of iron; and it is therefore necessary to cull the massive ('jack" with great care and at consid erable expense, in order to bring it up to the market-standard of purity. The results of trials to effect a separation of blende and pyrites in other regions have been equally unsatisfactory. The literature of this branch of metallurgy abounds in examples. In Wisconsin efforts have been made in the past to " burn " the mixed ores in heaps, in order to soften or destroy the pyrites, and facilitate its separation from the massive blende. The same method has also been resorted to when galenite is mixed through the substance of the blende, for the purpose of disintegrating the ore, so that it could be separated by jigging. The custom was to pile the ore and the fuel together. As might have been expected, the results were far from satisfactory. As is usual in heap-roast ing, some portions of the ore were overheated and decomposed; zinc was lost by volatilization; the galenite in some portions was

GRINDING is a large and costly part of Portland cement manufacture. Prior to clinkering in the rotary kiln, raw materials are ground to a fineness of 80 to 90 pct passing 200 mesh. Then, after burning and cooling, the resulting clinker is ground to about 92 pct passing 325 mesh. In the cement industry the most favored method of grinding has always been by impact and attrition of a ball charge in a rotating mill. Other types of mills, in which materials are ground between die rings and rollers, or between die rings and large balls, are sometimes used for single-stage grinding and often for preliminary grinding followed by grinding in ball-type mills. Their efficiency is usually high, but maintenance and repair costs are high also, and the ball-type mill continues to be the most widely used.

IT is twenty years since the writer made his first molybdenum steels and others were making them commercially five years earlier but the prevailing opinion seems to be that molybdenum steels are new; from time to time the daily press speaks of important discoveries in Europe and intimates that American steel makers have much to learn in regard to alloy steels. The earlier experiments were largely confined to the use of relatively high percentages of molybdenum in tool steels and permanent magnet steels. Recent developments deal with the types of alloy structural steels used for airplane, automobile, and other engineering requirements; in these, the molybdenum content is usually less than 1 per cent. The earlier types generally have been unsuccessful commercially, but the newer types of steels are becoming of increasing importance. The war showed our dependence on foreign sources for alloying metals; molybdenum alone is widely distributed in the United States and seemingly abundant. Many deposits are not now of commercial interest, owing to location and relatively small amount of ore available, but other deposits are being developed and a stable source of supply seems well assured. In tool and magnet steels, it was early found that 1 part of molybdenum was equivalent to from 2 to 2.5 parts of tungsten. The permanent magnet steels investigated by Madame Curie,1 in 1898, contained from 3.36 to 4.05 per cent. molybdenum; in 1902, Dr. E. L. French and the writer thoroughly tested steels containing from 2:0 to 4.0 per cent. These steels gave satisfactory tests for permanence, but were low in residual density and much more sensitive to hardening than the corresponding tungsten products. We discontinued work with them, therefore, and have no advice that such steels have been used commercially here or abroad.

An AIME transaction by P.L. Allsman (1960), "Analysis of Explosive Action in Breaking Rock," contains many useful concepts applicable to blast design. Of special interest was the derivation of a heave blasting burden formula, which is important in establishing the maximum burden. Unfortunately, its derivation contains a fundamental error and then a compensating one. This formula was: [bImpulse _P d At max =nwuwu where: bmax = maximum burden in m (ft). P= average detonation pressure in N/m2 (lb per ft2). A= duration of the average detonation pressure in sec. n= 3.1416. w= specific weight of rock in N/m3 (lb per ft3). u= minimum velocity that must be imparted to the rock in m/sec (ft per sec). d= borehole diameter in m (ft).] The derivation used the impulse-momentum principle, with a 0.3 m thick (1 ft thick) radius of rock mass being acted on by an explosive impulse. However, the rock weight was not converted to mass by dividing by the gravitational constant. This mistake can be verified by checking the units in the formula, which resolve into m1/2-sec instead of meters. Adding the gravitational constant corrects this: [P d Atbmax =gu g = gravitational constant equal to 9.81 m/sect (32.2 ft per sec2).] If the minimum velocity is now taken as 0.3 m/sec (1 ft per sec), as was recommended, excessively large burdens result. Any appropriate rock velocity should be capable of throwing the rock mass a minimum distance so that the swell needed for breakage can occur. Unless the burden is extremely small and the bench height is very high, it is unlikely that a velocity of only 0.3 m/sec (1 ft per sec) will be sufficient. A review of the literature indicates that average rock velocities observed by camera studies typically range from 15 to 30 m/sec (50 to 100 ft per sec) (duPont deNemours and Co., 1977; Tansey, 1979). On this basis, a minimum rock velocity of about 15 m/sec (49 ft per sec) would be expected and not 0.3 m/sec (1 ft per see). When a velocity of 15 m/sec (49 ft per sec) is inserted into the corrected formula, the results approximate those of the original formula with a velocity of 0.3 m/sec (1 ft per sec). LOMBARDI, Berkeley, Cal.-Mr. Bell, I would ask you to state before the meeting what you said to me the other day, about the final recovery of oil from oil sands that have become inundated with water. A. F. L. BELL, San. Francisco, Cal: In stating my opinion, I give it with certain qualifications. In the Kern field, and possibly in some others, I think we will eventually get all the oil out, whether the water comes in or not, since it is peculiarly constructed, being in the form of a partial dome. In 1909, while I was field manager of the Associated Oil Co., I installed some large air compressors to handle the water. At that time the oil had migrated to the higher and more shallow portions of the field, because the water had inundated the deeper sections. The result was that the shallow districts within the center of the dome were in many, cases producing as much or more oil per well than the deeper wells. And in the inundated sections the water had slowly spread over large areas, so that nothing but water was pumped from them. Under these conditions, we decided to pump the wet. well with air, and installed four 2,000-cu. ft. compressors. The air was compressed and forced into the wet wells at, about 250 lb. pressure. Shortly the inundated district that had produced almost all water and only about 150 bbl. of oil a day increased its production to over 2,000 bbl. of oil per day. It was not-long before, we noticed that the production of the shallow territory was falling off to such an extent that in many cases the wells were abandoned; at the same time the area of the water-inundated district was greatly reduced, showing that when the water pressure was reduced the oil migrated back to the lower depth. The wells which at first had had the air jets put into them finally produced so much oil that we had to take the 'air jets out and return to the use of the beam pump, because it is not commercially feasible to pump, an oil of 14° gravity with air. To handle such oil profitably by air, it must carry with it 50 to 90 per cent. of water. The results have led me to believe that oil monoclines, where there is a gradual rise to a certain point, or in plunging anticlines, even though water gets into oil sands, eventually we get the larger percentage of the oil. However, the man with a small acreage in the deeper sections may find some morning that his oil has gone, another man in some higher portion of the district having gotten it.

DISCUSSION Judson S. Hubbard (The Humphreys Investment Co., Denver)—In this very interesting paper several brief references are made to the Humphreys spiral, a device used for cleaning fine coal. In Table I, Plants 76 and 77, data are given on spiral performance treating Raton and Trinidad coal. The fine coal, as fed to the spiral in these instances, is actually a table middling, hence the more easily treated material was previously removed and a large number of particles were present which were difficult to clean. Mr. W. M. Bertholf of the Colorado Fuel and Iron Co. presented a paper in February, 1946, Cleaning Table Middlings from a Coal Washery with the Humphreys Spiral Concentrator, from which I quote: "In considering the results of our tests it should be noted that the feed was our table middling, and that any real separation is a 'moral victory' as there is little material that could properly be called coal and practically no heavy rock, the consequences being that previous attempts to clean the middling have not at all been successful." Referring again to Table I, Plants 72, 73, 74, and 75, these data were obtained by Yancey and Geer and others and presented at the February 1950 Meeting, AIME, in a paper entitled Laboratory Performance Tests of the Humphreys Spiral as a Cleaner of Fine Coal. Results shown for those tests involve all particles from 8 mesh through the colloids, which admittedly is not an ideal situation for spiral feed if much refuse is contained in the —80 mesh or —100 mesh size range. As an illustration of the effect of treating too broad a size range, let us consider Plant No. 75, Kentucky No. 9 seam. Spiral feed was 8 mesh x 0. Desliming is subsequently done in any case in the dewatering or thickening operation. Results obtained by spiraling any given coal depend on factors too numerous and complex to discuss here, but there are strong indications that proper preparation of feed to the spiral can improve results obtained on some of the raw coals tested. This is clearly pointed out at the end of the aforementioned paper by Yancey and Geer. "The spiral is an extremely simple device which involves no moving parts and is constructed almost entirely of unmachined castings. Since it is such an uncomplicated mechanism, operation is simple and virtually foolproof. These characteristics, which go far toward insuring low cost operation, are attractive attributes in any coal cleaning unit." Certain equipment used in conjunction with the spiral has resulted in a decrease in the percentage of misplaced material, notably in actual practice the launder screen which is used to remove objectionable high ash fines from a spiral-washed coal product. Private correspondence with the U. S. Bureau of Mines has intimated that an additional yield of coal is possible by flotation of the spiral middling. Possible future improvements and developments may result from other methods now under consideration. Finally, some compromise must be made between the best metallurgical performance and the best practical or economical results. Mr. Lyons emphasizes in his summary this objective of overall economy in selection of equipment. G. B. Walker (American Cyanamid Co., Stamford, Conn.)—I had the pleasure of reviewing the draft of this paper and my curiosity was aroused by the data given for Tromp plants, in that all of the examples shown appeared to be 2-product separations, whereas all the Tromp plants with which I am familiar have been 3-product units. The data given for plants No. 101 and 102 appear to be taken from Tromp's brochure on his process and represent the results obtained at the Dominale plant in Holland which was operated for many years by Mr. Tromp. The plant, which was designed to treat 58 tons per hr, was sampled while treating 35 tons per hr of 3Y4x-in. coal. Example 101 appears to conform to what would result if the middling product were calculated into the refuse product, while Example 102 represents the calculation of the middling into the coal product. It is believed that Examples 103 and 104 represent the operation of the Willem-Sophie Mine in Holland recalculated on the same basis. In checking the English examples given by numbers 14, 15, 16, and 17, the same procedure seems to have been followed. These results have, apparently, been taken from an article in Colliery Engineering in August 1941, describing the initial operation of the Williamthorpe Colliery of the Hardwick Colliery Co. Two vessels are employed in this plant, one to treat soft coal and one to treat hard coal. Example No. 14 presents the results that could be obtained from the soft coal bath if the middling were calculated into the refuse, and Example 15 the results when the middling is calculated into the coal. DISCUSSION Judson S. Hubbard (The Humphreys Investment Co., Denver)—In this very interesting paper several brief references are made to the Humphreys spiral, a device used for cleaning fine coal. In Table I, Plants 76 and 77, data are given on spiral performance treating Raton and Trinidad coal. The fine coal, as fed to the spiral in these instances, is actually a table middling, hence the more easily treated material was previously removed and a large number of particles were present which were difficult to clean. Mr. W. M. Bertholf of the Colorado Fuel and Iron Co. presented a paper in February, 1946, Cleaning Table Middlings from a Coal Washery with the Humphreys Spiral Concentrator, from which I quote: "In considering the results of our tests it should be noted that the feed was our table middling, and that any real separation is a 'moral victory' as there is little material that could properly be called coal and practically no heavy rock, the consequences being that previous attempts to clean the middling have not at all been successful." Referring again to Table I, Plants 72, 73, 74, and 75, these data were obtained by Yancey and Geer and others and presented at the February 1950 Meeting, AIME, in a paper entitled Laboratory Performance Tests of the Humphreys Spiral as a Cleaner of Fine Coal. Results shown for those tests involve all particles from 8 mesh through the colloids, which admittedly is not an ideal situation for spiral feed if much refuse is contained in the —80 mesh or —100 mesh size range. NINETY years after the Riddle nickel deposit N was discovered in Oregon in 1864, Hanna Coal & Ore Corp. began mining operations. Until 1954 much prospecting and preliminary development work had been done on the property, but no ore had been shipped other than for metallurgical testing. The deposit is being explored by churn drilling and trenching, and a few test shafts have been put down for the purpose of studying the ore in place, determining volume and moisture factors, and gathering bulk samples for pilot plant and smelter tests. In churn drilling, 6-in. casing is driven down 2 or 3 ft behind the drill bit and bottomed at each 5-ft interval. All the sludge for each cased 5-ft interval is dumped through a splitter and one eighth is saved and analyzed. Drillholes are stopped after going through the ore zone and penetrating fresh peridotite in which the nickel content is less than 0.5 pct.

LATE in 1944 a group of petroleum and coal technologists was organized in Wash¬ington under the sponsorship of the Petroleum Administration for War and the U. S. Bureau of Mines. This group, known as the Technical Oil Mission, was placed under the authority of the Technical Industrial Intelligence Committee of the Joint Chiefs of Staff, which was then promoting the organization of other missions to be sent to Germany to obtain technical information regarding various industries in that country. The objective of the Technical Oil Mission was to obtain technical data on German production of synthetic oil from coal and all other commercial practices and research projects connected with the oil industry. The primary purpose was to obtain such data as were immediately essential to assist the war against Germany and Japan, with secondary emphasis on technical information that would assist American industry after the end of the war. Since oil-production facilities in Ger¬many and the occupied countries con¬trolled by Germany were the top targets for strategic bombing, the Technical Oil Mission was the first group under the Technical Industrial Intelligence Com¬mittee to enter Germany. A few members of the group flew to London in February 1945 and the majority of the remainder followed in March. In London they were joined by an equal number of British investigators and the combined, mission was then sent into Germany under the authority of the Combined Intelligence Objectives Subcommittee (CIOS). A sum¬mary of the more important information gained by this combined British and American mission is presented below. GERMAN OIL PRODUCTION The oil available to Germany, both natural and synthetic, and including pro¬duction from occupied countries, reached a peak in late 1943 and early 1944. Pro¬duction at this time was at the rate of 1,200,000 metric tons per month, equiva¬lent to i00,000,000 bbl. per year, or about 7 per cent of the wartime production in the United States. Of this production, 50 per cent was crude oil from Romania and Hungary, 12 per cent was crude oil from Germany itself, including Austria, 9 per cent com¬prised coal-carbonization products, that is, tar and light oil, and only the remaining 29 per cent was synthetic liquid fuel made from coal or tar. Synthetic liquid fuel made in Germany was equivalent therefore to less than 2 per cent of war¬time production of crude oil in the United States. The success of the strategic bombing campaign against German oil-production facilities is demonstrated by the fact that by September 1944 the Ploesti fields of Romania and much of the syn¬thetic oil production had been eliminated, so that the amount of oil available to the German war machine was only 25 per cent of the peak quantity mentioned above. THE Societá Auonima di Miniere e di Alti Fourni, familiarly known as the " Elba Company," works the rich ore-deposits of the Island of Elba under a long-term contract with the Italian Government. The ore-deposits are scattered over the eastern and southeastern coast; but as those parts of the island are not well provided with ports, the blast-furnaces were built at Portoferraio, the principal town of the island, situated on the northern shore, and possessing a magnificent natural harbor where even vessels as large as the battleships of the Italian navy can comfortably anchor. In the selection of Portoferraio. the cost of transporting the iron-ore from the different mines to the blast-furnaces has been reduced to a minimum, and shelter has been provided for the Company's flotilla of tugs and barges, as well as for the steamers carrying coal and pig-iron. The whole plant, of which a general view is given in Fig. 1, comprises 1. A discharging-pier with unloading-cranes. The ore and coal are transported from this pier by means of an aerial cable-rail¬way to the coal- and ore-storage yards. This cable-railway is supported by an iron bridge extending from the pier to the shore and by a wooden trestle extending from the shore to the yards. , 2. Blast furnaces, two in number, with all the accessory appa¬ratus, such as blowing-engines, dry purifiers, Cowper hot-blast stoves, hoists, etc. 3. Coke-ovens, two batteries, with coal-bin, crushers and boilers. 4. Engine-house containing the blast-engines and the electric generating-station. 5. Pumping-plant. 6. Narrow-gauge railways.

SODIUM sulfide is used extensively to increase the recovery of oxidized copper and lead minerals by flotation, particularly when using xanthates as collectors. It is generally assumed that the sodium sulfide converts a film of the oxidized mineral to the sulfide, and that the xanthate, while not a very effective collector for the oxidized minerals, is a good collector for the sulfide. On the other hand, Taggart and his collaborators' claim that unless sulfide minerals are oxidized they cannot adsorb xanthates and do not float. Gaudin2 states that amyl xanthate, used in conjunction with sodium sulfide, gives better results than ethyl xanthate. Rabone3 and Mayer-Schranz4 agree that excess of sulfide functions as a depressant. Owing to the greater solubilities of the oxidized minerals than of the sulfides, the consumption of sodium sulfide is greater than that of most other flotation reagents, up to 10 lb. per ton of ore being used in some plants. Luyken and Bierbrauer5 recommend a water washing to remove soluble heavy metal salts; by this means sulfide consumption may be reduced. It was desirable to determine the limits of the sulfide concentrations between which contact is possible at surfaces of anglesite and cerussite in xanthate solutions. Similar determinations were desirable for the sulfide minerals with which the oxidized minerals are usually associated, since conditions should be chosen, if possible, so that the two types of mineral will float together. Because of the formation, especially in acid solutions, of hydrogen sulfide and of the hydrosulfide ion (HS-), the permissible limits of sulfide addition are obviously dependent upon the pH value. Sphalerite responds to ethyl xanthate only in the presence of an activator; for example, copper sulfate. It was necessary, therefore, to determine whether sodium sulfide interferes with the activation of sphalerite by copper sulfate. The combined effect of sulfide and copper sulfate was determined also for galena, chalcopyrite and pyrite.
