Quenched structures were studied in alloys containing up to 12.5 pct cobalt. The subsequent decomposition of a 10 pct cobalt retained-ß phase alloy was investigated using metallographic and X-ray diffraction methods. Hardness measurements also were made during the decomposition process. Precipitation of Ti2Co is by nucleation and growth; and an activation energy of 50,000 cal per mole was determined. The values of the coefficient ß suggest that the precipitate is pearlitic at temperatures between 450 and 475°C, and spheroidal between 500 and 525°C. THIS paper describes part of a series of invesligations into phase transformations in binary alloys of titanium with transition elements. The general approach is similar to that taken in work on titanium-iron and titanium-nickel alloys.' Previous investigators'' have established the titanium-rich end of the titanium-cobalt phase diagram, reproduced in Fig. 1. Orrell and Fontana' showed that alloys containing more than about 6 pct" cobalt quenched from the ß range, produced 100 pcl retained-p phase. The isothermal decomposition of alloys containing between 0.8 pct Co and 15.5 pct CO was investigated by the same workers in the temperature range 650 to 1000°C. They reported that these alloys transformed into a or Ti,Co depending on the cobalt content, but no quantitative data were given. In the work to be described a series of alloys containing 0.8 pct Co to 12.5 pct Co was examined in the quenched condition. The 10 pct Co alloy (the lowest cobalt content to retain 100 pct ß on quenching) was selected for further work on the tempering kinetics of the ß decomposition. Experimental Procedure Since our own melting equipment was not installed at the outset of this work, the Physical Metallurgy Division of the Department of Mines and Technical Surveys (Ottawa, Canada) prepared the alloys. These were made of Japanese sponge, (which when melted had a value of 103 DPH, using a 1-kg load), and electrolytically prepared cobalt. The al- loys, made up to contain 0.8, 1.6, 3.3, 5.8, 8.3, 10.0 and 12.5 pct Co, were homogenized by swaging into rods at 900°C. Filings were taken from the rods, and any iron chips from the file were separated magnetically. Size fractions of both plus and minus 200 mesh (about 75p) were shown by their constitution, after annealing just below the eutectoid temperature, to contain the same cobalt content. Consequently, it was permissible to use the —200-mesh fraction, knowing it to be representative of the rod composition. Quenching in argon was carried out in a newly designed furnace, whose features include (1) an Inconel furnace tube, (2) a positive pressure of argon maintained at all times in the furnace—even when a sample is removed or inserted. The furnace is shown in Fig. 2 and is described in the Appendix. The tempering processes were carried out on powder samples sealed in evacuated quartz capsules. Since the highest tempering temperature was 525OC, no protection against reaction with the quartz was necessary. WHEN the National Forests Were created, all lands embraced in their boundaries were exempted from all forms of entry, except mineral claims. Later, by Act of June 11, 1906, and as amended by Act of Aug. 10, 1912, provision was made allowing homesteads on areas chiefly valuable for agriculture and not necessary for the public use. Patents to mining claim in the Forests are granted the same as on land not in the Forests, irrespective of timber or other values. It is the policy to encourage the highest use of the Forests. As a business proposition, it is a good policy to have mines developed in the Forests. Their development in remote or inaccessible regions causes the country to be opened up and, in addition to the local market which the mines create, means of transportation are afforded to outside markets. No examination of mining claims is made until patent has been applied for, unless they are actively interfering with the administration of the Forest. In this case, an examination is made, and if there is evidence that the claims are being held in good faith they are in no way interfered with. Timber is never sold from a mining claim except with the consent of the claimant, or unless it is clearly shown, after an examination, that the claim is abandoned. In the case of fire-killed timber, which rapidly deteriorates by standing, a contract bond arrangement can be made for the sale of the timber which protects the interests of both the mining claimant and the government. The promiscuous locating of mining claims has in the past caused considerable trouble. It has been, and still is, the custom in some parts of the West to locate a mining claim when the surface rights of any particular area are desired, irrespective of the mineral character of the ground. This has been done to hold power sites, town sites, summer residences, springs, etc. When the, ground is desired for any of these purposes, what is known as a Special Use Permit will be issued at a nominal sum, to legalize the occupancy. In most instances, it is far cheaper to take out one of these permits than to do the annual assessment

The advance made in recent times in this branch of metallurgy is indicated by the attention the subject is receiving from important American copper-producing companies. Reference to the files of publications devoted to the mining industry discloses that some 20 American companies are actively investigating the amenability of their ore, or other material, to leaching methods, and that plants of varying capacities up to 10,000 tons per day arc under construction or are projected. Several leaching works are in commercial operation. It has been frequently pointed out that no method of leaching is universally applicable, for the reason that each ore differs in some particular from apparently similar ore found elsewhere, and also because local conditions are rarely the same even where the ore closely approximates in character that being worked at some other point. For this reason the older companies are approaching the matter in a conservative manner, experimentally determining for themselves the salient features in each instance. In considering a leaching proposition three factors at once fix the attention: (1) disengaging the metal from mineralized forms in which it is found in nature; (2) recovering the metal in a commercial state after it has been dissolved; (3) the apparatus best adapted to carrying out the several operations. Bringing the Metal into Solution This feature.has been found to present no serious difficulties. Numerous solvents for copper are known, and it has been repeatedly demonstrated on a commercial scale that from 80 to 90 per cent. of the metal contained in an ore can be rapidly brought into solution. It is interesting to note, however, that all of the companies above referred to have selected sulphuric acid as the basis for a lixiviant. THE preper classification of mining methods has received the earnest study of many mining engineers and has resulted in much technical controversy, depending no doubt upon the point from which classification is viewed or the use to which it is put. So far as the writer is aware, the discussion has invariably centered around the classification of underground mining methods, and only superficial attention has been directed to surface methods. Volume 72, page 10, of the Institute Transactions, presents such a classification, sponsored by the Mining Methods Committee of the Institute. A similar classification by Prof. Hugh P. Nicholson appeared in Mining and Metallurgy in October, 1934. The two classifications are quite different in their treatment of underground methods but are identical in classifying surface methods, although Professor Nicholson does suggest possible further divisions for surface mining and admits that such subdivision is more difficult than appears at first. Current research in the phenomenon of liquefaction has indicated some of the in situ material properties which should be considered in the planning of waste deposits. Practical experience in tailings disposal, however, must be combined with the results of theoretical and laboratory studies to develop the most economical and safe techniques against liquefaction failure. One of the many responsibilities of mining engineers and mill superintendents is providing for the safe and economic disposal of wastes (or tailings) that remain after a mineral has been extracted from an ore. The cost of disposal of these tailings exerts a considerable influence on the minimum grade of ore extracted from the mine. It varies to a great extent with each project and is dependent on many diverse factors, such as the local topographical, meteorological and seismological conditions together with the applicable water pollution laws of the area. The process used to extract a mineral from an ore determines the physical characteristics of the tailings and, thus, is one of the more important factors to be considered in the planning of disposal facilities. Today's trends in ore-processing operations complicate the problems of waste disposal: recently developed extraction methods result in the production of finer tailings, the use of lower grade ores produces greater volumes of wastes, and the enhanced land values in the vicinity of industrial plants preclude the former practice of spreading wastes laterally and force the expansion of waste deposits upwards to greater heights. The frequent occurrence of stability problems in waste deposits indicates that many mining organizations may not be employing current soil mechanics concepts and practices. One of the most spectacular, and often most disastrous, types of tailings dike failure is that resulting from liquefaction of the fine particles combined with a breach of the main retaining dike. TAILINGS DISPOSAL Since the many variations in site conditions, ore bodies and extraction processes dictate the general disposal procedures and mill superintendents incorporate special facilities to provide the most economical disposal method consistent with accepted safety standards, it is only natural that there are almost as many different disposal techniques as there are disposal areas. Methods used in the construction of retaining dikes include: (1) transporting granular material from an adjacent borrow pit and (2) mechanically segregating the total effluent and allowing the coarse fraction to form a retaining dike by hydraulic deposition. The location of a plant and the surrounding topography exert the greatest influence on the layout of tailings disposal facilities. Most of the above-ground waste deposits can be classified as side-hill, (Fig. 1,) cross-valley, (Fig. 2,) or stockpile deposits. Side-hill disposal areas are probably the most common type of layout because of the natural advantage of gravity flow, without the disadvantage of river diversion usually needed for tailings ponds formed behind cross-valley dikes. Stockpiles, which are placed on relatively level ground, require four retaining dikes and the effluent generally has to be pumped up into the disposal area. Changing production techniques or developments adjacent to disposal areas have produced variations or partial combinations of these three categories. Application of an hydraulic mining system to a troublesome overburden removal project has unlocked an estimated three million tons of ore reserves at Caland Ore Co., Ltd.'s open-pit iron operation in Ontario, Canada. The mine, operated by Caland under a 99-year lease and royalty agreement with Steep Rock Iron Mines, Ltd., would have been forced to curtail its mining operations later this year as the economic limits of the original pit design were being reached. As a result of the stripping program, which uses a tandem set of Marconaflo jet slurry systems, Caland officials now estimate that mining will continue into 1977. These reserves, added to existing ore stockpiles, are expected to sustain the firm's pelletizing operation well into 1981. In addition, Caland engineers are initiating studies to continue mining since the ore body, to date, has yet to bottom out.

DOES mining pay? Inasmuch as the whining of minerals from Nature is one of the world's principal sources of new wealth, this question is of general economic interest but it is obviously of even more vital concern to investors and those engaged in mining. In a previous article on "Wage Costs in the Mineral Industries,' published in the November issue, I attempted to show that wages paid workers on the job accounted for, roughly, 50 per cent of the mine dollar. Salaries normally range over 5 per cent - lower for large metal mines but higher in stone quarries and minor nonmetallic min. in, industries. Purchases of supplies, materials. fuel, and power generally aggregate within the range of 15 to 25 per cent of total receipts, with the average well under 20 per cent. The existence of local room-temperature plastic flow in germanium, which has been a subject of controversy for nearly two decades, has recently received renewed attention, albeit no more agreement than hitherto. Phenomenologically one major facet of the problem has been reduced to the question whether or not indentation can be effected in germanium without the introduction of cracks. That plastic flow can be induced at room temperature by fracture appears to have been rather convincingly demonstrated recently by Suzuki and Kamada and by Noble and Henisch.1 The literature contains both direct and incidental references to Vickers and Knoop indentations showing no cracks, within resolution of optical microscopy. Recently, however, following a controversy on the subject,2,3 johnson4 made a study of indentations produced by spherical indenters and concluded that these are accompanied by cracking. Recent discovery at Mount Isa of copper mineralization in commercial amount at a depth of 1000 ft., coinciding with downward termination of ore at about the same depth within the larger silver-lead-zinc lenses that have been the standby of Mount Isa's production to date, has been cited as an example in support of mineral zoning. A previous paper by the author and Graham Hall1 furnished a detailed description of the geology of the ore at Mount Isa as exposed up to that time, but necessarily dealt mainly with the silver-lead-zinc mineralization. Most of the geologic facts that constitute the first half of the present paper were set forth in the previous one in much greater detail, with full supporting evidence for the facts cited. The large amount of underground development (approximately 20 miles) and the extensive exploration carried out by diamond drilling (100,000 ft.) at Mount Isa, added to extensive microscope work conducted over a period of years, both by the company's staff and by others, had made possible the calculation within fairly close limits of mineralogical composition of the principal mineralized block of ground down to 1000-ft. depth, and had established closely the mineral succession, with reasons for deposition of the various minerals in the patterns now occupied by them. The geologic facts as outlined in the previous paper remain as stated; but because substantial development within the new copper ore body and further exploratory diamond drilling within the new silver-lead-zinc area (Racecourse) have taken place since that paper was written, statements and figures relating to those two areas in the present paper supersede those furnished in the previous one. The recent work likewise has established more clearly the paragenetic relationship between the chalco-pyrite and galena. Evidence confirming the relationship is furnished in the present paper.
