Discussion of the paper of ROSWELL H. JOHNSON, presented it the San Francisco meeting, September, 1915, And printed in Bulletin No. 102, June, 1915, pp. 1291 to 1294. WILLIAM A. WILLIAMS, San. Francisco, CaI.-A sliding. scale of royalties was proposed to the Department of the Interior in connection with the fixing of royalties to be charged upon oil leases made on the Osage Reservation in Oklahoma. The possibility of evasion and difficulty of enforcement required close inspection to satisfy all interests, particularly in connection with the exemption from royalty on oil to equal maintenance and interest on the junk. Mr. Johnson discusses the block method, the period method, and the cumulative method, and favors the adoption of the cumulative method with a proviso that the wells should be permitted to be pumped until the gross income is as low as the maintenance cost, which would mean exemption from royalty on the smallest wells. He recommends that depth be the variable factor upon which the sliding royalty is based and suggests that on partially developed territory in the Osage, the royalty be one-sixth for oil wells averaging less than 2,000 ft. in depth, one-eighth for wells from 2,000 to 3,000 ft., and one-twelfth above 3,000 ft.; for the rest of the Osage he suggests one-eighth above 2,800 ft. and one-twelfth below that depth. The net result, if Mr. Johnson's suggestions had been accepted in the Osage, would have been to reduce the then existing rate of royalty and considerably increase the cost of administration. The difficulties in determining the size of wells to be exempt and the possibility of obtaining oil at different depths in the same well might lead to complications which are avoided by charging a flat royalty as now universally charged throughout the United States. It is not uncommon to reduce the royalty when the production of the wells becomes unprofitable at an existing rate of royalty, accomplishing very much the same results as Mr. Johnson has attempted to accomplish by the cumulative royalties, and probably in a manner far more satisfactory to the operator and the lessor. MCLAUGHLIN, San Francisco, Cal.-The net revenue of the well depends, first, on the cost of production; second, on the amount of oil produced; therefore it would be impossible under Mr. Johnson's system to set a royalty which would be fair to all concerned. If it is impossible to set it at the beginning, it is certainly further impossible to do it from day to clay. I think it is entirely impracticable of application.

The principle of sliding or graduation in royalties is accomplished either by the block, period, cumulative, or class method. The block method calls for a very low royalty rate on all oil produced up to a certain amount. This amount would normally be that which is believed to suffice to repay the cost of the well. A higher rate would be charged after the well is making a profit. This method, common in many industries, is peculiarly inadaptable to any industry such as this where the productivity per day of the units gradually and inevitably decreases. This, for reasons given later, is because it forces an early abandonment of the well and so offends against conservation. In the period method, the royalty rate is changed by some definite amount when the well produces less than a specified quantity per day or other given unit of time. While simple to explain, it operates badly because a great deal is made to depend upon a small reduction in production, whereas the reduction as a matter of fact declines rather erratically owing to the exigency of lease management, connecting of tankage, and vagaries of the gaugers. These disadvantages are obviated by the cumulative method. In this method, all the production less than a certain amount per week has one rate of royalty, or none at all, and the oil produced in excess of that amount pays an additional rate of royalty. In the long run the calculation is probably no greater than with the period method, for simple tables will be published and printed in the oil papers that can be cut out, enabling quick readings to be made. Even without the table the calculation is easy with the few royalty rates, two or three, which would be used. In this method, the amount paid in royalty declines gradually, rather than suddenly as in the period method. The following reasons might be advanced for the adoption oi cumulative royalties: 1. To distribute the burden in accordance with the capacity to pay. This principle is a unique one in business, although familiar in taxation. This is because it does not distribute reward in proportion to efficiency.

A conceptual model (MAGSEP) is described to simulate the beneficiation characteristics of a drum magnetic separator in terms of the probability of an individual grain being recovered in the magnetic concentrate. This probability is determined as a function of particle magnetic composition and magnetic field strength and is modified by particle size and the separator operating conditions. The model predicts the size, magnetic grade and distributions of magnetic and gangue minerals in the concentrate and tailings produced by the drum separator. The configuration of the magnetic concentration circuit may be altered to permit single or double drum units in parallel or series operation. The characteristics of the feed material, in terms of a magnetic parameter, are essential in permitting the determination of individual grain recovery probabilities upon which the model is based. Thus the model requires input data relating to the distribution of composite grains in terms of magnetic grade and particle size. To illustrate the use of the conceptual model an example is given for the beneficiation of New Zealand iron sands.

An investigation has been made of nitrogen absorption by the lattice defects in a low-carbon steel afte~ Plastic deformation. Specimens in which defects were distributed by various combinations of cold rolling and vacuum heat treatment were equilibrated with controlled ammonia + hydrogen mixtures at 300° to 450°C to study the relation between the solubility and the thermodynamic activity of nitrogen. The results are interpreted in terms of nitrogen being absorbed upon two different types of defect sites, called A sites and B sites. The concentrations of these sites are calculated for specimens with various histories of straining and annealing; and the thermodynamic relations descrihing the equilibrium distribution of nitrogen among the A, B, and ordinary interstitial sites in ferrite are evaluated as follows: THE generalization that the solute atoms in a solid solution interact with imperfections in the solvent lattice is now universally recognized and the subject of an extensive literature. All types of imperfections—point, line, or surface—exhibit these interactions, but the relative importance of each type depends upon its concentration, the strength of its interaction with the particular solute atom, and whether the interaction is attractive or repulsive. The strength and sign of the interaction vary with the vectorial displacement of the solute atom from the imperfection in the crystal. The concentration of lattice defects increases during plastic deformation and the effect of the imperfections upon the solute atoms is usually perceived only after cold work or irradiation. Two experimental methods have previously been used to observe the effects of interaction between nitrogen atoms and lattice imperfections in a iron. Internal friction, which was first used for this purpose by Dijkstra,1 has been applied more often than the electrical-resistivity method of Cottrell and Churchman.2 The method of the present investigation has not been used before.* Uniform specimens of steel with a metastable defect structure are produced by cold rolling and subsequent heat treatment below the recrystallization temperature. Variations in the defect structure are obtained by varying the amount of strain and the heat-treatment conditions. The specimens are then saturated with nitrogen at moderately elevated temperatures in ammonia + hydrogen mixtures having various thermodynamic activities of nitrogen below saturation with Fe4N. From the nitrogen contents of analyzed samples, the metastable equilibria of interactions between the defects and nitrogen can be established and the concentration of sites for nitrogen atoms in the lattice defects calculated. A steel was used in the present experiments instead of purified iron or iron alloys because the amount of nitrogen absorbed at defects is larger in the steel over a much wider range of experimental conditions and could therefore be measured more accurately. The effect of alloy composition is discussed in Part II of this paper; it is sufficient to say here that impurities and phase heterogeneity in ferritic alloys favor the generation and/or retention of larger defect concentrations during plastic deformation and annealing at 300° to 500°C. MATERIALS AND EXPERIMENTAL PROCEDURE The experimental specimens were prepared from stock of a low-carbon steel, which will be called "X steel" here, with the composition: C, 0.12 pct; Mn, 0.43 pct; P, 0.010 pct; S, 0.034 pct; Si, 0.007 pct; As, 0.086 pct; Cu, 0.022 pct; Ni, 0.009 pct; Cr, 0.003 pct. The stock was all from a single ingot made by the basic open-hearth process, which was hot-rolled to strip 0.080 in. thick.. This hot-rolled strip, given the code designation "XH", was the starting material for preparing a series of cold-rolled sheets. The latter are designated "XC27",

His face wreathed in smiles, J. Richard Lucas, Chairman of the Keynote Session, conceded that "the papers appeared to have been of some interest." This was a modest description of the opening day of technical sessions at the SME Fall Meeting and Exhibition, October 13 to 15, in Tampa, Fla. The auditorium had capacity for 800 spectators and there was hardly a vacant seat visible. The topic, Resource Development of the Fertilizer Minerals, was covered in four authoritative papers. H. S. Ten Eyck set the stage. Resources are always viewed in relation to future requirements, and these depend largely on population. If the population trend continues, the world's 3.3 billion people will increase to 6.7 billion people by the year 2000. About 70% of this increased population will be in developing areas which are not capable of supplying sufficient food and fiber for their needs. Fertilizer is a means of bridging the crop shortage. Projections of fertilizer requirements by 1970 are from 53 million to 67.5 million long tons of plant nutrient which compares with 1964 consumption of 37.7 million tons. Looking ahead to 1980, the growth continues with an estimated demand of 80 million to 113 million tons combined of N P and K.

THE particle size of tungsten metal powder used to make tungsten wire for use in radio tubes and incandescent lamps must be closely controlled if the highly desirable feature of nonsagging is to be achieved. Our knowledge of factors affecting the particle size of tungsten powder has been limited by lack of any extensive literature on the subject. There are no publications in the English language discussing this problem in any but the most general terms. In this paper the published experimental information on this subject is reviewed. Based on the published data and some experimental data obtained by the author, a general theory of factors affecting the particle size of tungsten metal powder obtained by reduction of the oxides in hydrogen is offered. The various forms of the tungsten oxides and tungsten metal used in the experiments described were those prepared by com¬mercial processes, so that the experimental results obtained on a laboratory scale would be more directly applicable to actual commercial reduction conditions. The effects of time of reduction, temperature, and concentration of water vapor in the hydrogen were observed by counting microscopically the particle distribution obtained. Such a method is very time-consuming, but the data obtained by this method are more reliable and more fundamental than those obtained by any of the several instruments available for measurement of particle size. REVIEW OF THE LITERATURE Until the year 1912, tungsten powder was prepared commercially by reducing tungstic oxide in the presence of carbon or one of its compounds (such as glycerin or ethylene glycol), usually by firing the mixture in a closed fire-clay crucible. The resultant powder contained about 95 per cent tungsten.1 When reduction of tungsten oxides by H2 was introduced commercially, 2.1 several investigators became concerned with the equilibria between tungsten metal and its several oxides in an atmosphere of hydrogen and water vapor.4-13 While these many investigations were in fair agreement on the equilibria there arose considerable controversy as to the chemical composition of the oxide between W03 and W02, because of very poor agreement on the equilibrium constant of this intermediate oxide reduction reaction. The controversy on this intermediate oxide has been in progress for more than 10o years. Thus Malguti,14 in 1835, decided it was W02.56. In 1857, Riche" proposed the formula W308. Usler,16 in 1865, confirmed the existence of W308 and further proposed W4O11. In 1897, Desi17 agreed upon W308 but also found W5014.

IT was pointed out in an earlier paper1 that our understanding of the atomic mechanism by which diffusion occurs in metallic alloys is scarcely in an advanced state. This unsatisfactory condition is the result not of any lack of interest, but of the difficulty of designing experiments that will yield suitable data. The diffusion coefficient of an alloy, measured in the usual way, is simply a number specifying the rate of homogenization of a nonhomogeneous metal; this number, of itself, can furnish neither the rate at which the individual atoms move nor information as to the mechanism by which they move. It does not necessarily follow, however, that such information cannot he obtained, even if the path to be followed is still not clear. Much success has been attained in the study of diffusion in ionic crystals. A number of experiments, for which there are few counterparts in connection with metals, yields information often indicating a detailed mechanism by which diffusion probably occurs. From such work, quite acceptable theories of lattice imperfections have been developed by Wagner, Schottky, Frenkel, Jost and others.2 It is postulated that real crystals of stoichiometric composition contain, in equilibrium, certain imperfections of which the most important types are: (I) vacant cation sites, with an equal number of interstitial ions; (2) vacant anion sites, with an equal number of interstitial ions; (3) equal numbers of anions and cations in interstitial positions; (4) equal numbers of vacant anion and cation sites. The classification of a particular crystal according to this scheme then follows from studies of the variation of electrical conductivity with pressure of the electronegative component surrounding the crystal, with ion size, and with temperature; other physical phenomena, such as the Hall effect, have aided in establishing the classification. The relative mobility of the anion and cation may be determined by chemical analysis of the salt at the electrodes following electrolysis. With such information, and knowing that one ion never occupies the lattice site normally belonging to an ion of opposite sign, it is usually possible to ascertain the diffusion mechanism. It is clear that the same experiments are not applicable to metal crystals, and substitute experiments that yield as much information have not yet been devised. Much can be learned, however, about the mobilities of the two* kinds of atoms in alloys by the use of radioactive metals as indicators. Only one such experiment has been performed in the past. Why should I pay $8.50 an hour for dealer repairs when my own mechanics work for $3.50?" The numbers vary, but that's the argument most contractors use to justify doing their own repairs. They don't realize it, but they're probably losing big money. For instance, it takes nearly a quarter of a million dollars in tools alone to equip a shop comparable to an average equipment dealer's facilities. A contractor must buy a lot of expensive, specialized tools he seldom uses, or else settle for the inefficiency of having repairs done by his mechanics with relatively unsophisticated tools. His building soaks up money in rent, maintenance insurance, taxes. His mechanics demand good wages. It even costs money when mechanics aren't repairing equipment. Mechanics get full wages for slack periods and cleanup time, too. This doesn't count as service manhours, but it's still part of the total repair cost. To help contractors uncover these hidden expenses and find out the true cost of owning a shop, some equipment dealers have devised a do-it-yourself "shop cost analysis form."

THE process of cooling air by allowing it to expand and do work in an engine is well known, but the theory of obtaining cold air by free expansion without the aid of an engine operating with cutoff has been little discussed. CASE I If compressed air is allowed to expand to the atmospheric pressure through an orifice in an air line that is supplied by a running compressor, no cooling results except the negligible one due to the Joule-Thompson effect, which will not be considered in this discussion. The effect of moisture will also be neglected.

Germanium and silicon have been plastically deformed in torsion at elevated temperatures. Slip took place on the four {Ill} planes. Dislocations, revealed by etch pits on a (111) face, occurred in rows that were traces of operative slip planes. THE plastic deformation of germanium and silicon by bending and tension at elevated temperatures has been reported by Gallagher.&apos; Transla-tional slip during plastic flow in these materials, according to Gallagher&apos; and Treuting,&apos; occurs on (111) planes. Recent work by Treuting&apos; indicates the direction of slip to be <1l0>. The present paper describes the plastic flow characteristics of germanium and silicon deformed by torsion. Torsional deformation was accomplished by twisting 1/4x1/4x2 in. specimens held in molybdenum grips and contained in an atmosphere of helium in a transparent quartz tube and heated by an external resistance furnace. The angular displacements were measured on a graduated circle with a pointer attached to the movable grip. Temperatures were measured with a chromel-alumel couple; the hot junction was within the quartz tube and in close proximity to the specimen. Photographs of samples of germanium and silicon twisted at 850" and 1180°C, respectively, are shown in Fig. 1. The germanium was twisted 230" per in. and the silicon 80" per in. These deformations are larger than those used in experiments to be described later and are presented only to emphasize the extensive plasticity of these materials. Germanium A single crystal specimen of germanium (n-type, 7 ohm-cm resistivity) with a (111) plane normal within 3" of the torsion axis, Fig. 2, was chemically polished with CP-4 solution" and then twisted 9" during the twisting of these specimens of germanium, the slip lines from the (lli) plane should have appeared in the four lateral faces instead of in only two. Perhaps the absence of rotational slip is brought about by the square cross-section. A cylindrical specimen would have a more uniform stress distribution in torsion than one with a square cross-section, and may deform by rotational slip. COAL research during 1942 was directed in an important degree toward the solution of problems of wartime importance. A wider selection of coals for carbonization to meet the increased demand for coke, and the improved utilization of lower-grade coals for boiler fuel were made possible by fundamental studies on cod and ash behavior that had been started several years ago. The coal industry&apos;s interest in the work of the various laboratories brightened significantly as results were demonstrated on smokeless combustion in stoves, on stokers without coke trees, and on pulverized firing of forge furnaces. A theoretical developtment is presented which provides a straightforward method of handling the drawdown analysis for both oil and gas wells flowing at variable rates. In the past our inability to analyze variable-rate drawdowns has been a major obstacle in using them for formation evaluation. This method should permit wider use of these tests in the future. INTRODUCTION Pressure build-up analyses are widely used to obtain reservoir data such as the effective flow capacity of the formation. On the other hand. although pressure drawdowns have been run for a long time, they have not been used extensively to evaluate reservoirs because they are difficult to analyze. One of the difficulties in analyzing pressure drawdowns has been that the theory developed until now has required the test to be run at a constant rate. For both oil and gas wells this is a difficult requirement to satisfy. especially during the early period of a well&apos;s life when drawdown tests are usually run. In spite of this limitation, drawdown tests are often run with build-ups as a check. In this paper a theory, which handles the drawdown analysis for variable rates, is presented for both oil and gas wells. Thus, one of the biggest deterrents to running drawdowns is removed, and they should become a much more useful engineering tool in the future. THEORETICAL CONSIDERATIONS 011, RESERVOIRS The general equation used for describing the unsteady-state radial flow of slightly compressible fluids in homogeneous porous media can be written in cylindrical coordinates as where r is the radial distance in cm, t is the time in seconds, p is the pressure at r and t in atmospheres, + is the fractional porosity, p is the viscosity in cp, c is the compressibility in vol/vol/atm, and k is the permeability in darcies. There are a number of solutions of Eq. 1 for various boundary conditions. One of these is the so-called "point-source" solution, which approximates the case of an infinite oil reservoir with a well located at r = 0 and produced at a constant rate.
