A brief paper on this subject (which might readily be made to, fill a volume) is suggested at this time by several considerations, among which may he named the meeting of the Institute on the borders of Ontario, not far from some of the mining undertakings which are hereafter mentioned ; the mineral developments made in the Province quite recently ; the highly creditable collection of most of the minerals of Ontario, for the first time got together, and exhibited this year at Cincinnati, in the Centennial Exhibition of the Ohio Valley ; and, finally, the recent appointment, by the Government of Ontario, of a Commiesion to inquire into, and report upon the mineral resources of the Province, and the best means to be adopted for their development. The Province of Ontario has no Department of Mines or official geologist, to take note, and keep record, of mining and mineralogical development and discovery. Within the last few years some valuable statistics have been collected by Mr. A. Blue, the Deputy Minister of Agriculture; but recently a desire has risen on the part of the people to obtain further knowledge of these subjects, and the government has appointed a Commission, the report of which is expected to be issued in part, if not in completed form, this winter.

INTRODUCTION The after-tax rate of return that properly discounts future cash flows is usually referred to as the "discounted cash flow-rate of return" (DCF-ROR). The method is also referred to as the internal rate of return, true rate of return, and investor's rate of return in some literature. According to Stermole (1974, p. 188) industry polls indicate that the DCF- ROR method is the number one economic evaluation decision method used by more than 90% of the industrial companies that use for- mal economic evaluation procedures. Other economic evaluation methods that have been used in the past, such as payback period, accounting ROR, etc., have largely given way to DCF-ROR analysis because they fail to account properly for the time value of money. DCF-ROR is generally defined as that rate of return that makes the present worth of future generated cash flow over the life of the project (including after tax salvage value) equal to the present worth of all after-tax investments. The "present worthing" of future cash flow involves discounting future cash flow to a present value according to the mathematics of compound interest at some interest rate. The determination of the interest rate that equates the present worth of future after-tax earnings with the present worth of all after-tax investments necessary to create such earnings is properly called the discounted cash flow rate of return analysis. Although present worth calculations are usually used for determining the DCF-ROR, the same results can be obtained by comparing income and costs of any equivalent point in time, i.e., future worth, etc.

Two methods are used to obtain the relatiorlship between ratio of gas to oil permeability and gas saturation. One method is to calculate a curve from field measurements of reservoir behavior: the other is to measure the relationship on a core .sample in the laboratory. The curves resulting from these TWO methods arc often comparer1 and seldom found to agree. The most important reason for the nonagreement is often overlooked. This reason is that the performance k9/k0 curve is calculated with the assumption of uniform pressure and saturution throughout the reservoir. To show the differerence between performance type kg/k0 curves and laboratory type kg/k0 curves. two performance type kg/k0 curves for two different production rates were calculaled from the production perforrnance of a hypothetical reservoir for which a laboratory type curve was assumed. Production performance of the hypothetical reservoir bras calcu- lated by use of international Business Machine's 701 Computer. The perfortnance type kg/k0 curves differed from the laboratory curve for the hypothetical reservoir. The performance type crrrve for the lowest production rate most nearly coincided with the laboratory curve. INTRODUCTION Predictions of oil reservoir performance are often made with the aid of complex numerical calculations. An important quantity required in these calculations is the ratio of gas permeability to oil permeability (kg/k0 )at a particular gas saturation. Two methods arc used to obtain a relationship between this ratio and gas saturation. The curves resulting from these two methods are called performance kg/k0 curves and laboratory kg/k0 curves. The performance curve is obtained from field measurements of reservoir behavior. Particular kg/k0 values are calculated from the producing gas-oil ratio, the cumulative reservoir withdrawals, the original oil in place, the average reservoir pressure, and the PVT properties of the reservoir fluids. The particular kg/k0 values are then plotted against the average rcservoir gas saturations for the entire history period. In order to use this derived kg/k0 relationship for performance predictions, a curve through these points is extrapolated to higher gas saturations. The laboratory kg/k0 curve is obtained from measurements made on core samples. Saturation is maintained uniform throughout the core during these measurements. The kg/k0 curves obtained with these two independent methods are often compared and seldom are found to be the same. Various reasons have been offered for the lack of correlation. One is that insufficient core? were obtained to derive a curve representative of the reservoir rock. Another is that laboratory methods have failed to reproduce reservoir conditions. The most important reason for the noncorrelation has been often overlooked because of the difficulty in evaluating its effect. This reason is that the performance or field kg/k0 curve is calculated with the assumption of uniform pressure and saturation throughout the reservoir. In any

During five underground mine fires which occurred in Arizona during 1980 and 1981, sealing the fire area became necessary. To minimize leakage into the fire area, ventilation control measures were instituted to balance pressure across the bulkheads. Problems en- countered in sealing the fire areas and measures taken to improve these conditions are discussed. The routing of the ventilation and ventilation control to en- sure the workers' safety were also important considerations in reopening the mines. The use of continuous CO monitors is discussed. One important consideration was the condition of the fire, and chromatographic analysis was used to establish this. Graphs comparing the Trickett ratio, carbon monoxide, carbon dioxide, and oxygen concentrations are given. The Trickett ratio was useful but needed to be augmented by the comparison of CO, C02, and 02. Problems with getting good samples from sealed areas and recommended procedures that were developed during these fires are discussed.

MUCH the same story can be told about the copper industry for the year 1944 as for the three preceding years. Operators report few or no technical changes at their plants and the main endeavor has been to maintain high production with existing equipment. No large new installations have been made to increase plant capacities and apparently over-all copper production has passed its maximum. The present decline in copper production results partly from the severe labor shortage. As is true of most industries; the outstanding fact about the copper industry during the past few years has been its tremendous and sustained production which has been maintained in spite of serious shortages in material. labor, and technical personnel. The figures in Table I give a concrete example of how production has been increased at one large smelter in the United States-the Garfield plant of the American Smelting and Refining Co. at Garfield. Experiments in laboratory and mine have clearly demonstrated the usefulness of radioactivity detection for directly measuring the potassium content of potash ore as mined. This paper presents the results of these tests and documents the design of a system for automatically grading and sorting potash ore on the basis of radiation detection. It is shown how the experimental results in the subject mine lead directly to the design of this kind of an automatic control system. The system is capable of grading the ore with an accuracy of approximately ±2% K20 content or better. Due to the usual stratification of the ore body, mining potash seldom presents an extreme problem of gangue separation. Nevertheless, it is frequently necessary to transport within a potash mine and even hoist to the surface considerable quantities of halite and other valueless materials. Up to recent times it has been customary to recognize and route these materials by simple visual and manual techniques. However, the work reported here clearly demonstrates that it is now practical and economical to improve upon these techniques by continuous measurement1 of the naturally occurring radioactive isotope, potassium-40. It was the purpose of the work reported here to investigate this technique and assess its applicability. LOCALE OF EXPERIMENTS The work described here was carried out in a potash mine in Carlsbad, N.M. At the working face of this mine the potash ore is freed by blasting; it is then transported a short distance by shuttle car to a moving-belt system which conveys it to the main shaft where it is hoisted to the surface. Quantities of gangue which are also produced in the mining operation are disposed of in mined-out sections of the mine where possible. Otherwise, this material which contains only a small percentage of potassium (as K2O) must also be transported by the conveyor-belt system to the main shaft and then hoisted to the surface and discarded. With this situation, any measuring device for automatic control purposes must be capable of clearly distinguishing between gangue containing insignificant amounts of K2O and ore containing larger percentages of the same mineral. The conveyor-belt system transports the material from the mine face to a rotary crusher and then to temporary storage pits at the main shaft. This is shown in Fig. 1. Upon leaving the conveyor belt the material enters either one of the two storage pits according to the position of a manually operated gate. It was decided that all experiments should be carried out at the conveyor belt between the crusher and gate with a view to the possibility of providing a signal which could operate the gate automatically. THEORETICAL BASIS AND LABORATORY EXPERIMENTS In principle it is possible to grade potassium-bearing ore on the basis of radioactivity. Natural potassium contains 0.012% K40, which is radioactive with a half-life of 1.3 x 10' years. Although about 89% of the K40 disintegrates to Ca40 by beta decay, the other 11% changes to Ar40 by electron capture and the emission of gamma rays. Unlike the ß-rays which are readily absorbed in the first few millimeters of ore surrounding the disintegrating nucleus, the y-ray photons will escape from an ore sample several inches in size. A detector rigidly mounted under a conveyor belt loaded with potash ore will intercept some constant fraction of all the photons emitted from the ore within its field of view. Under these

CREATION of atomic energy, aside from its influence on war or peace, has posed these basic questions for the world: How soon can energy from atoms be harnessed to do man's daily work? How much of this power will there be, to what degree will it supplant present fuels, and what does it imply for the future of civilization? Answers to these questions may be found in part in analysis of just what atomic energy is and how far its development has come. The answers are encouraging. One of the first questions encountered in considering the application of atomic reactions is whether such reactions can be controlled. Fortunately, this has been adequately demonstrated by the operation of the Government plutonium plants at Hanford, Wash. Here nuclear reactions are carried out on a large scale involving liberation of about a billion B.t.u. per hour. This hourly heat liberation is equivalent to that obtained from about 7100 gallons of fuel oil. It has been possible to operate these plants day in and day out with the reaction controlled at the intensity desired. There should therefore be no question that, under proper conditions, reactions involving nuclear fission can be controlled.

This paper is a discussion of pelletizing systems developed over the last 15 to 20 years for the agglomeration of fine iron ore concentrates. Five different pelletizing systems are now in commercial use in the U.S., and for the purposes of comparison, estimated operating costs and capital costs for the construction of four of them are included. Capacities of existing commercial plants are examined, together with the anticipated capabilities of plants presently being built or projected. In just 21 years, the art of pelletizing iron ore concentrates has reached maturity with mastery of the separation of finely divided concentrates from low-grade iron ores and their agglomeration into pellets containing about 65% iron. This accomplishment has firmly established an improved feed for the blast furnace, with resulting benefits in faster reduction of burdens and greater economy of operation. The present production capacity of pelletizing facilities in the U.S. is about 20 million tons annually, and it is expected to double by 1970. The rapid expansion of pelletizing in the U. S. has been closely observed in European countries, notably in Sweden and Germany, where pioneer agglomerating techniques were developed early in this century. PELLETIZING PLANTS AND PROCESSES Twelve commercial pelletizing plants are presently in operation in the U. S. and Canada. An equal number are in various stages of engineering and construction, and many others are being considered. The pelletizing systems currently employed include shaft furnaces, horizontal grates using three different airflow arrangements, and grate kilns. The capacity of pelletizing operations in North America is shown in Table I. All of these plants are integrated with the mine, the ore-crushing facilities and the concentrating plant and are equipped with storage and loading-out facilities for the product. Normally, a pelletizing plant is composed of a shuttle conveyor above the receiving bins; balling equipment; a heat-hardening system including the necessary auxiliaries such as furnaces, burners and controls, ducts, fans, meters and instrumentation; fines recovery equipment; and product handling equipment. Also included are the necessary auxiliaries and utilities such as boilers or power plant; oil unloading and storage facilities; coal unloading storage, grinding and distribution facilities; and bentonite or other additive storage and distribution equipment. Shaft Furnaces: Vertical shaft furnaces used in this country are limited to the treatment of natural magnetite concentrates containing minor quantities of residual fluxing elements. Fig. 1 shows a perspective view of the shaft furnace with balling, feeding and pellet-handling equipment. An elevation of a shaft furnace is shown in Fig. 2. A commercial shaft furnace unit is about 45 ft in height with a 6 x 14-ft rectangular cross section and has a nominal production rate of approximately 50 gross tons of pellets per hour. The upper portion of the furnace shaft is constructed of fire brick as protection from the high process temperatures involved. The lower portion of the shaft is lined with abrasion-resistant brick to withstand erosion from the fired pellets. Rectangular-shaped, refractory-lined and insulated combustion chambers are situated on each side of the shaft furnace. Oil or gas is burned to produce high temperature gases which are forced into the furnace through ports located near the top of the combustion chambers. The shaft furnaces operate at a pressure of approximately 6 psi. Pellets are fed into the top of the furnace by a pantographic feeder designed to produce the desired pellet stockline. The furnace is kept filled at all times and pellets are fed and discharged from the furnace at the same rate. In early development, 10 to 12 lb of solid fuel was incorporated in the pellets. However, the main source of process heat is now derived from the combustion chamber gases. In some instances no solid fuel is used. The pellet movement in the shaft furnace is counter-current to the flow of gases. Ambient air is introduced through louvers at the lower end of the furnace, at about 6 psi, cooling the fired pellets and supplementing the heat of the high temperature gases from the combustion chamber ports. THE completion of the excavation of the tunnels through Bergen Hill for the extension of the Pennsylvania Railroad into New York City, together with the fact that the excavation for the rest of the tunnel-line has been practically completed for some time past, arouses sufficient interest to justify a description of the engineering- and contracting-work, and the organization by which it has been accomplished. The finishing of the excavation is a long step towards the completion of the entire tunnel-project. It will be interesting to the members of the Institute, who last spring were taken through a great part of this work, to know that by the excavation now completed it is possible to walk by tunnel from a, point near Sunnyside yard, Long Island, east of the 34th Street ferry, to the central passenger station site in the City of New York, and thence by tunnel to the Hackensack meadows, and by an embankment constructed across these meadows to Newark, N. J. This New York tunnel extension is being constructed as a part of the Pennsylvania Railroad system by the Pennsylvania Tunnel & Terminal R. R. Co., a corporation of the States of New Jersey and New York. It extends from a point near Newark, N. J., to the Sunnyside yard, Long Island, as indicated on the accompanying plan.

QUICKSAND far below the surface, stopped two attempts by the Potash Co. of America to sink a third shaft to a potash bed that lies 1000 ft below the southern New Mexico desert. Virtually all methods of grouting were employed in the two failures without any indication of consolidation of the flowing sand. Sinking the South Shaft at the Carlsbad potash mine seemed an almost insurmountable task, until freezing was employed as a final resort. This process that proved to be the answer may be defined as "the sinking of a shaft by freezing, consists of the formation, in the water-bearing strata, of a large block of frozen ground in which it is possible to sink a shaft without danger of an influx of water, providing the ice-wall between the water outside and the shaft itself is strong enough to resist the hydrostatic pressure." Freezing Method Used Extensively in Europe Successful frozen ground shaft sinking projects had been completed in Europe, and Russel G. Haworth, resident manager of the Potash Co. of America, went abroad in search of the know-how needed for the New Mexico undertaking. The freezing process, with a history of two failures at the time, was first successfully employed by Poetsch in 1885 at the Houssu Collieries near Haine St. Pierre, Belgium. Poetsch contracted to sink the remaining 64 ft of an uncompleted shaft through water laden strata from a depth of 190 ft to a depth of 254 ft. This work was in progress until 1887. The freezing and sinking consumed more than two years. As a result of early failures, the process was not favorably received until soon after the turn of the century. The accurate prediction of success in a given application was made possible by the concerted effort and study of a group of European engineers. Means of accurate deviation measurement and control were devised, the nature and properties of frozen water laden soil (the ice wall) were investigated, a thorough and rational basis of refrigeration load calculation developed, and concurrently the efficiency and dependability of refrigeration machinery was greatly advanced. Numerous shafts in Germany, Belgium, France, and England today testify to the reliability and economical surety of the freezing method. Applied to the South Shaft, which is circular in cross-section and 15-ft diam, the freezing method consisted of drilling holes 350-ft deep, through the water bearing strata into impervious ground-the freeze hole pattern being concentric with the shaft and 31-ft diam. The holes were cased with pipe closed on the bottom end. Smaller tubes were placed inside these casings and connected to a header supplying chilled brine from a refrigeration plant. The brine descended in the tubing to the bottom of the hole and ascended through the annular space between the two pipes to the top of the casing; flowed into the return header and back to the refrigeration plant. A history of the progress made in copper refining in Montana is presented. The casting furnaces and the newly rebuilt electrolytic refinery are descmbed and operating details are given. Experiences with various addition agents, effects of rernoval of chlorine from the electrolyte, and effects of separan on electrolyte and on copper deposit are discussed. Observatzons are made on the effect of various impurities in anode copper and behavior of thezr salts in electrolyte and in slime, on treatment of slime for removal of copper, and on electrolyte puriification problems. The improved method for production of starting sheets is described. Attention is given to new materials for construction and to improvement in matrials handling ad quality control. COPPER refining at Great Falls, Montana, dates back to 1892. The original plant produced 65,000 lb. of cathodes per day at a current density of 16 amp per sq ft. In this plant anodes and cathodes were handled to and from the cells by means of hand-operated chain blocks and were moved about the plant by hand trucks. Cathodes were melted in coal-fired, reverbera-tory furnaces, were charged by hand, and refined copper was dipped by hand and cast in iron molds. In 1916, a new, modern plant with capacity to refine 18 million Ib. copper per month was built. Two refining furnaces were built, and each was provided with a twenty-mold Clark casting wheel. In 1922, the furnaces were converted to the use of pulverized coal: in 1923, to the use of oil; and in 1928, to the use of natural gas. In 1926, the plant was enlarged 50 pct. The use of pulverized coal for refining copper at Great Falls was discussed1 in a paper presented at the Salt Lake City meeting of the Institute in September 1925. Also, a comparison of the use of various fuels in copper refining furnaces was discussed 2 in a paper presented at the New York meeting of the Institute in February 1932. Prior to 1943 the cellroom was operated with twenty-five 720-lb. anodes and 26 cathodes per cell. Four cathodes, each weighing about 165 lb., were produced from an anode. In 1943 the weight of the anode was reduced to 460 lb., and two cathodes, each weighing about 190 lb., were produced from an anode. In 1949, a Billet Casting Wheel for the production of 3 in. diam phosphor deoxidized billets was built. A paper, presented at the New York Meeting of the Institute in February 1956, describes3 this plant and operation. In the electrolytic refinery, production is controlled by variation of the current density. In 1956, germanium rectifiers on a separate electrical circuit were provided for the starting sheet section so that current density could be maintained at any desired figure. Also in 1956, a program of modernization and enlargement of the Electrolytic Copper Refinery was started. This program, when completed, will raise the capacity of the Great Falls Electrolytic Copper Refinery approximately 33 pct, to 33 million lb. of cathodes per month. Furnace capacity for melting cathodes and anode scrap is ample to take care of the increased production from the electrolytic refinery. This fortunate condition came about primarily as the result of the three following changes: 1) The furnaces were lengthened 10 ft in 1922 when the fireboxes were found unnecessary for burning powdered coal. 2) Furnace life, and hence furnace capacity, was increased by the successful efforts of the Copper Refinery staff to develop a method for sanding furnace side walls and roof. 3) The natural gas being used has a very low sulfur content. As a result, it is possible to reduce time spent rabbling and poling and thus greatly increase tons per furnace charge. TANKHOUSE AND TANKS The Great Falls Electrolytic Refinery is 535 ft long by 252 ft wide. The cells are arranged in four crane bays in which are operated seven 10 ton Whiting Cranes. The old cells are in groups of ten, with circulation of electrolyte through five cells in cascade and with aisles between the groups of ten cells. The new cells are nested in groups of sixteen with no aisles, are all on one level, and have individual circulation to each cell. Present plans call for 1792 commercial cells and 128 stripper cells. To reduce confusion during the construction period, and to use the cranes, cars, and other equipment already on hand, the cells in the rebuilt section were designed to have approximately the same inside dimensions as the cells in the old part of the

SEAMLESS pipe, the product produced from piercing a solid round billet of steel by the Mannesmann process, was first produced in the latter half of the 19th century, the Mannesmann machine having been patented in 1885. The products of other processes also have been termed seamless pipe; for example, the cylindrical section produced by "cupping," which consists of forming a cup from a flat plate or disk and further elongating the cup into a tube by passing it through a set of reducing dies. The purpose of this paper is to discuss some of the more important metallurgical factors and their relationship to the economical production of seamless pipe produced by the Mannesmann piercing process. The first seamless tube plant in America was established at Shelby, Ohio, in 1891, and was employed in the manufacture of bicycle tubing. For a number of years the bicycle industry was the only user of seamless tubing, and this tubing was produced by hot-rolling pierced billets imported from Europe and finishing on the cold drawbench. At the turn of the century, the automotive industry was responsible for an increase in the demand for seamless tubing. The growth of this industry was the dominant factor leading to the phenomenal growth of the petroleum industry, which in turn created a tremendous demand for seamless pipe. In addition; the old lapweld iron boiler tubes for stationary and locomotive boilers were replaced gradually by seamless tubes. Since 1929, the production of seamless steel pipe and tubes has increased over loo pct. In 1929, 1,459,9031 net tons of seamless pipe was produced, including both hot-finished and cold-drawn material, as compared with 3,087,3122 net [ ] tons in 1948. Table I gives the distribution of seamless pipe by classes for 1948. METALLURGICAL PROBLEMS From a metallurgical standpoint, the production of seamless pipe has presented many problems. Practically every type of steel, carbon and alloy, with the exception of the superalloys developed during World War II, has been pierced and rolled successfully into tubing. This includes bessemer, open hearth, by the stationary and duplex processes, and electric steels. The range of sizes produced is no less staggering to the imagination, when it is considered that the hypodermic needle, which is 0.016 in. diam with a wall thickness of 0.004 in., and pipe for gas or oil transmission lines, with a 26 in. Bond (Consulting Engineer, Processing Machinery Dept., Allis-Chalmers Manufacturing Co., Milwaukee, Wis.) — Papers such as this one which deal in a lucid manner with the obscure fundamentals of comminution theory are always welcome. The author has attempted to bring together several diverse theories and handles them interestingly. However, some of the ideas expressed and conclusions drawn require critical reviewing, for which amenities alone will not suffice. The author points out that the theoretical energy required to break across crystal lattices is of the order of 1000 times the actual energy required to crush or grind, and that this energy in turn is perhaps 1000 times the measured surface energy of the new surface area produced. The energy required to grind commercially is controlled by flaws and dislocations, rather than by the inner strength of the lattice structure. The measured surface energy is only a slight residue left after the face atoms are adjusted to their new environment. CORROSION of tanks, pipes and other equipment in the oil fields is becoming worse as the production of high- sulfur crudes in the Texas panhandle and west Texas areas increases. It has been estimated that .in certain fields of that State one tank out of every five has to be replaced every year because of the high sulfur content of the crude. One suggested method for combating tank corrosion is the use of .materials which have a high resistance to the corrosive action of hydrogen sulfide and high-sulfur crudes; aluminum is one of these materials. THE adoption of rock dusting, as a safety measure, has made notable progress in the West Virginia coal mines since May, 1925. At that time there were but two mines in the State that were thoroughly rock dusted, mines No. 2 and No. 12 of the Boone County Coal Corp., at Sharpless. Since then it is probable that 75 per cent of the coal operators in the State have given consideration at one time or another to rock dusting. This growth of interest followed the meetings of the various mining institutes all over the country, during the summer of 1925, at which papers were presented, drawing the attention of the coal mining operators to the merits of this safety measure. Yet outside of the experience with rock dusting at the Old Ben Coal Corp., of Southern Illinois, and the Carbon Fuel Co., of Rains, Utah, there had been no actual occurrence in the coal mines of the United States, which could be taken as positive evidence of the efficacy of rock dusting in the prevention of the propagation of coal dust explosions. The U. S. Bureau of Mines, however, had run innumerable tests under conditions which closely approximated actual coal mining conditions and had clearly shown that rock dusting was effective.

Several data about canal tolls and labor conditions are also included. 1796, November: "The inhabitants lay it (coal) in at about 3;d. (83¢) sterling per bushel." (Ref. 73: p. 147.) 1804, March: "In March, 1804, I sent a person accustomed to mining to open the vein of coal, and to load the ark, which was accomplished, and early in the month of April the ark, with the first cargo of bituminous coal passed safely the Conewago falls, and landed her coal at Columbia, Lancaster County. The coal was sold at 31¢ per bushel at Columbia." ($7.75 per ton). This was the first coal from Clearfield County near the town of that name. (Letter from William Boyd: Pa. Senate Jour., 1833-1834, vol. 2, p. 561.) 1807: The following notice appeared in the Bedford Gazette: "Huntingdon, June 4. "Stone Coal.-Such of the farmers as wish to make experiment with stone coal as a substitute for plaster, in manuring their Indian corn, may be supplied with coal gratis upon application to Peter Hughes, at Mr. Riddle's mines, on the Raystown Branch. The proprietor of the mines offers not only to refund the carriage, but to pay the expenses of applying the coal, if upon a fair experiment it is found to be inferior to plaster, which now sells at two dollars per bushel." (Ref. 735: p. 708.) 1809: Coal was delivered in Pittsburgh at 5¢ per bushel or $1.25 per net ton. (Ref. 444: p. 50.) Coal was delivered in Connellsville at 4¢ per bushel or $1.00 per net ton. (Ibid.: p. 185.) 1810: Pittsburgh.-"Coal may be obtained of a good quality, ready delivered at 5¢ a bushel." ($1.25 per net ton.) (Ref. 315: vol. 2.) 1811: "It (coal) costs 6¢ a bushel at your door." Increasing urbanization and industrial activity require increased supplies of sand and gravel. This means expanded surface mining and despoiled land near population centers. Highly competitive land use demands justify serious consideration of premining planning for multiple land use and reclamation concurrent with mining. 1-5 Formulating solutions to environmentally and economically sound uses requires a comprehensive approach based on properties of the natural resource base--geology, soils, and water. A study of sand and gravel mining within Pleistocene-Holocene fluvial deposits in Colorado County. Texas [(Fig. 1)] illustrates how physical limitations imposed by the resource base are determined.6,7 Data from drillers, logs of water wells, test boreholes, field observations, and laboratory analyses are used to evaluate these physical controls. Knowledge of the thickness and composition of overburden aids in developing optimum reclamation and revegetation plans. Most of the overburden in the study area [(Fig. 2, 3)] is a clayey mud with variable amounts of silt and fine sand. A comparative textural analysis of overburden and native soil is used to assess changes incurred by mining and for evaluating other physical characteristics, e.g., ability to support crops, permeability. and shrink-swell potential. Textures are correlated with soil types found in the area [(Table 1)] to get an approximation of probable surface properties expected from these mined materials. Results of textural analyses [(Table 2)] indicate that separating topsoils from overburden during mining is not necessary because the range of overburden textures is about that of native soils. However, more data is needed on nutrient deficiencies to evaluate fertilizer requirements for successful revegetation.*6

THE mine and milling plant of Demonstration Gold Mines, Ltd., is near the city limits of Baguio, Mt. Province, P. I. The mine road connects with the main highway to Manila. The nearest railway point is near sea level, approximately 40 miles distant. The Baguio district is very mountainous and has one of the heaviest rainfalls in the world. It is therefore difficult to maintain roads or to impound tailings and mine dumps. All supplies are trucked into the district direct from Manila or the nearest railway point, which means uncertain deliveries and high freight rates. Installation of equipment is difficult and costly. The average elevation at the mine is 4000 ft. and the climatic condi-tions.are ideal except for a three months rainy season. The company generates its own power for mining and milling opera-tions with three 400-hp. Ruston Diesel engines direct connected to 250-kw. General Electric alternating current generators. Labor conditions have been excellent, although at present social security laws are causing some unrest. Labor receives a higher average wage rate in this district than other labor in the Islands. The com-pany also furnishes free living quarters, hospitalization and work-men's compensation. Taxation has been reasonable up to the present time, but some of the new mining legislation may make it difficult to operate and pay dividends. The future depends largely upon the continuation of $35 gold and the political outcome in the Islands.
