One of the engineering proposals in the last Congress which was of interest to engineers was the soldiers' land settlement plan proposed by Secretary Lane, under which returned soldiers, sailors and marines would be employed on construction work in the reclamation of swamp and arid lands and would thereafter be given preference in the selection and settlement of those lands. This bill failed in the fillibuster at the end of the session. It is likely that some sort of a plan for soldiers' settlement will come before the next Congress. A new bill has been written up for introduction at the next session which proposes an "infiltration method" of buying improved farms in established communities for' the soldiers' settlement purpose, under the authority and direction of the Farm Loan Board. The contrast of this bill to the one recommended by Secretary Lane is of vital importance to engineers at this time; first, because of the broad engineering improvement program that the latter bill proposes as against no engineering improvement under the infiltration plan; secondly, the community settlement plan of Secretary Lane means improvement of waste lands requiring much engineering work.

For openings in bedded rocks, analyzed by simple beam theory, it has been shown that roof loads can be shifted from one support to another.' This transfer is effected by controlling the relative deflection of adjacent supports. If this action is used to reduce loads in the props or bolts and increase them in the ribs or pillars, it could be productive of economies averaging 30 pct. Such savings can be realized by: 1) using smaller artifical supports such as props and bolts, and 2) increasing loads in the rib to induce eventual failure for longwall caving. Since the rib is relatively load-insensitive, it provides a natural load sink. However, caution must be used in applying such permissive deflections, for while the supports are being handled properly, the stresses in the roof itself are very sensitive to such manipulations.'

The saddle-point activation energy for the nu-cleation of a pair of kinks is estimated as a function of the applied stress, the lattice constants, and the height and shape of the Peierls' hill by employing the line-energy model of a dislocation. The kinetics of disloration motion by the Peierls' mechanism are discussed and the microscopic dislocation velocities and macroscopic strain rates are formulated by the Arrkenius type of approach in terms of the activation energy for the formation of pairs of PEIERLS was the first to illustrate that a straight-dislocation line has its lowest energy when it lies in a potential valley parallel to lines of closest packing kinks. The log of the dislocation velocity is found to be approximately proportional to the log of the local applied stress. It is also shown that the low-temperature mechmical properties of several bcc metals might be explained in terms of the Peierls mechanism, good agreement being obtained between theory and experiment for the flow stress us ternperature, activation energy vs stress, and activation volume us stress curves for these metals. of atoms on the slip plane. TANTALUM metal has a number of unique properties which give it widespread application in modern technology and in research. In electronic apparatus involving high temperatures in vacuo some of the refractory metals become brittle. Tantalum retains its ductility at elevated temperatures, and this property, together with its low vapor pressure and its ability to absorb gases, make it important in this field. Its chemical inertness in the presence of acids, halogens, and other corrosive media, makes it useful in chemical apparatus and in neuro and orthopedic surgical applications. As an addition to tungsten carbide in steel-cutting grades of cemented-carbide tools, the carbides of tantalum and of its sister element columbium have found considerable use. The present-day method1 of manufacturing tantalum is to sinter a powder compact of the metal in vacuo. Because tantalum- columbium alloys are difficult to work and since tantalum ores almost always contain columbium, the two metals must be separated chemically, the products of the separation being generally in the form of potassium tantalum fluoride and potassium columbium oxyfluoride. These salts are used in fused-salt electrolytic baths from which coarse metallic powder is deposited as a sponge at the cathode. Finer powder can be made from the coarse product or from tantalum scrap by first submitting it to an embrittling heat treatment in hydrogen and then crushing it. The fine hydrogen- containing powder may subsequently be degassed in vacuo at a high temperature. Prompted by the success of others2,3 in the magnesium reduction of titanium and zirconium halides, one of the authors under- took4 an investigation of the thermo- chemistry of the reaction between solid magnesium and gaseous tantalum penta-chloride, a subject which had not previously been studied. He found that the heat of formation of tantalum pentachloride is approximately 364,250 cal per mol at temperatures lower than the melting point of magnesium. A value of 83 units was found for the standard entropy at these temperatures. With these values, it was shown that magnesium and tantalum pentachloride are capable of reacting exothermically at temperatures less than the melting point of magnesium, and that no great violence is to be expected when these substances are heated together. The exothermic nature of the reaction indicated that the process should be efficient and should not require much externally applied energy. Tantalum pentachloride is not commonlv made commercially, and any process using it therefore involves the subsidiary problem of producing and handling this substance. AN older man looks back, perhaps wistfully, on a long and rather active experience, and possibly a popular and brief glimpse of some contrast between past and present may hold your attention for a few brief moments and prove useful. In the late nineties an engineer was .called on to de- sign and build two copper ore concentrating mills of 400 tons average daily capacity. There were larger mills than this at Washoe and elsewhere, but a 400 ton' mill was a large one as mills went over thirty years ago, and one might say a large mill of those days could crush a ton of copper ore in 216 seconds. In the mills I refer to steel construction and the conveying belts were introduced into the copper industry and rein- forced concrete came shortly after. Since then we in the West have ever been faced with a constantly de- creasing tenor in the grade of our copper ores and a constantly increasing demand for our product, and we have therefore been obliged to call for far larger castings and finished machines than were formerly used. The mechanical engineer has also enabled us to accomplish notable economies in power generation and distribution. Ore handling and crushing have been simplified and through the introduction of reagents to induce physical or chemical reactions, or both, our older methods have been vastly improved or even supplanted by new and better ones and our recoveries greatly improved.

The paper describes a cyclic method for processing manganese ores using sodium sulphate as the basic reagent. Sodium sulphate is electrolyzed in a diaphragm cell to give an anolyte sodium sulphate acid and a catholyte containing caustic soda, a part of which is carbonated in a cyclic manner to form soda and reduced ore is leached with the anolyte to dissolve the manganese and the impurities are precipitated by addition of catholyte. Manganese in the pregnant solution is precipitated as synthetic rhodochrosite with a carbonated catholyte, and sodium sulphate is regenerated. Calcining the manganese carbonate site a high-grade product and the carbon dioxide is returned to the carbonation step. the results of laboratory tests using cells equipped with synthetic fiber diaphragms and permselective membranes which permit transfer of using or cations during electrolysis are described. A new method of satellite imagery analysis has been developed during underground mine roof research. Landsat positive film transparencies were projected onto topographic base maps to scale and lineaments enhanced with a Ronchi grating (method A). Thirty-five millimeter slides of video-enhanced scenes were also projected onto base maps (method B). Both methods permit direct plotting of lineaments to scale and direct correlation with surface and subsurface data wing transparent overlays.

This paper presents the results of a research effort to develop a technique for estimating in situ stresses by measuring stress-induced velocity anisotropy around a borehole. Relevant parameters required to make the estimate were identified and measured in the laboratory on a 35.6 cm (14.0 in) cube of Nugget sandstone with a 10.2 cm (4.0 in) diameter hole, under biaxial loading. Two pairs each of radially and tangentially polarized transducers were placed inside the hole with displacement directions either parallel or perpendicular to the principal stress directions. With this configuration, relative travel times were measured by both a pulsed phaselocked loop technique and a cross correlation of digitized waveforms. The biaxial velocity data were used to back-calculate the applied stress. The standard deviation of the differences between the calculated and applied stresses is 0.62 MPa (90 psi) for a stress level up to 8.63 MPa (1250 psi).

Frequently during the processing of minerals very fine particles are generated which are difficult to recover by conventional separation techniques and are rejected with waste water from mills. A method has been evolved for the continuous recovery of such fines by allowing the suspensions to flow through a rotating cylinder. Theoretical analysis of the trajectory of particles have shown that the efficiency of separation increases with R.P.M., tube diameter, particle diameter and density. Experiments carried out with the overflow from a hydrocyclone containing particles in the size range of 2-10 microns gave a separation efficiency of 60-70% with an R.P.M. of 3500 of the rotating tube.

Safety work in mining at the Andes Copper Mining Company, Potrerillos, Chile, is divided into three parts: (1) accident prevention, (2) fire prevention and protection, and (3) silicosis prevention and control. In the company's operations a steady campaign has been waged to reduce accidents and silicosis, and to prevent fires. In the following pages the safety record for the past twelve years will be examined and the methods explained by which the accident rate was reduced. Table 1 contains yearly data pertaining to the scale of the mining operations and the accident record. Block caving is used for all ore production and the tonnage mined has averaged 30,000 short tons per day for the past seven years. Table 2 classifies 44 fatal accidents which have occurred since 1935. The leading causes of accidental death are transportation of ore and use of explosives, followed in order by persons falling, falls of ground, and by asphyxiation. In the case of serious accidents, however, the greatest cause is falls of ground, followed, in turn, by ore transportation, persons falling, explosives, and asphyxiation. Accident Prevention The improvement of the safety record was obtained by a combination of many factors. In surveying the results at Andes for the past twelve years, it is possible to select some features of the present operation which have contributed to the accident record. The most important of these are: (1) good staff planning, (2) good equipment, (3) an alert safety organization, and (4) education and selection of the workmen. GOOD STAFF PLANNING As a result of good staff planning, the mine has good working conditions, namely, good ventilation, moderate temperatures and humidity, and good lighting. These factors not only reduce accidents but also improve efficiency. In haulage work, accidents have been reduced by having traffic move in a forward direction only. The latter makes possible a one-man train crew. Trains are centrally dispatched from loading drifts which are interconnected by signal lights, so that when a train in a lateral drift is given permission to move into a main line drift, a red light signals in all other lateral drifts in that area. Good track is maintained, and safety niches are required at all switch throws. Since safety niches were provided there have been no fatal or serious accidents at such points. All main line haulage drifts are illuminated by electric lights. Haulage drifts are kept clean. Adequate clearance has been provided between cars and between cars and the sides of the haulage drifts. The 4 1/2 ton Cranby type cars are equipped with roller bearings, and the 10 ton loconlotives with trolley shoes instead of wheels. These two features are responsible for improved ore haulage conditions and contribute to greater efficiency and safety.

Great advances have been made of late years in the construction of ordinary air or exhaust pumps, while very little has been done towards the improvement of compression pumps. The principal difficulties encountered in the construction of such apparatus are the existence of the so-called "dead space" in the pump barrels, leakage of the piston packings under high pressure, and the trouble arising from the unequal expansion of parts caused by the development of the latent heat of the gas during compression. Of these obstacles to success, the "dead space" is far the most serious, as it fixes a limit to the performance of the pump beyond which it is impossible to carry the compression. THE copper smelter and refinery of The Messina (Transvaal) Development Co. Ltd., at Messina, South Africa, was erected in 1920 and 1921, but initial operations were deferred until late in 1922 on account of the collapse of the copper market in the interim. Because the anticipated production was to be only 20 tons of copper per day from a high-grade matte containing 60 per cent copper, and because the ore did not contain gold or silver in quantities sufficient to pay for separation from the copper bullion, it was decided to design the plant along lines quite different from the modern smelteries treating large quantities of sulfide ores carrying appreciable amounts of gold and silver. The plant was built, therefore, for the production of copper by the Nicholls-James process. By this method two-thirds of the copper matte produced was roasted in a Merton calciner and charged into a bath of the remaining one-third portion of unroasted matte in a reaction furnace. The original design was not only novel in providing for the Nicholls-James process, but also in comparison with new plants built elsewhere, because of factors inherent in the locality. Sources of supply for machinery were very remote; it takes three months after the placing of an order to accomplish delivery of machinery into Messina from the United States. Native labor was available at 30 to 40¢ per 8-hr. shift. These factors permitted plant design which provided no overhead cranes, no matte ladles, no slag pots or other usual mechanical means of transportation between departments. The design resulted in a compact simple plant with furnaces arranged close together and. terraced so as to provide for gravity transfer of molten material from one furnace to another and for manual disposal of products. Fig. 1 shows the relative location of furnaces. The three furnaces are parallel on successively decreasing elevations. A superimposed feed floor was provided above the furnaces. All three furnaces were provided with coal-dust burners served from a Bonnot system of coal-dust transportation, and the waste gases were discharged into waste-heat boilers.

Crude petroleum produced in the Texas Panhandle oil field is both an asphalt and a paraffin-base oil and is further characterized by being a high-gravity crude with an extremely high cold test,. Temperatures taken indicate that the formation temperatures do not exceed 90° F.
