THE absence of paraffin and other oil hydrocarbons in the soil, although they are concentrated in extensive deposits in some localities, the common distribution of plant remains through many formations that .are not productive for oil, and many other factors, seem to indicate the existence of an intermediate organic compound between the complex plant compounds and the petroleum hydrocarbons; and much evidence points to the humus acids or associated organic compounds, which are probably collected by surface waters and concentrated in certain areas by means of precipitation by electrolytes, which would be contained in sea water or possibly in various inland seas or lakes. PRESENT-DAY EVIDENCE There are many present-day evidences of the association of petroleum with humus acids. Binney, in 1912, made observations without explanations on the peat mosses of Down Holland, England, where he found petroleum being formed by decomposition, in the presence of an infiltration of sea water. Colcock Jones presiding. Fourteen members were present. The subject announced was Ore Sampling. W. M. Watts opened the discussion by a general outline of the important points to be covered, in sampling a mine and the methods to be used in the various stages of the work. All the members present successively contributed details from their personal experience. The March meeting of the Section was held at its headquarters on Mar. 15. Twelve members were present, with Dr. Theodore B. Comstock in the Chair. The subject announced was Secondary Enrichment and all present took part in the discussion, Frank Robbins contributing a short paper on some observations in Central America. The Smelter Control Research Association, Inc. (SCRA) was established in 1971 by domestic primary copper producers to investigate processes for removal of sulfur oxides and particulates from copper reverberatory furnace stack gases. The Association maintains a continuing review of developments related to sulfur oxide and particulate control technology, and conducts pilot-plant-investigations of scrubbing processes with feed streams of copper reverberatory furnace off-gases. In its first year of operation, SCRA reviewed over 100 processes proposed for sulfur dioxide removal. As could be anticipated, the frequency of receipt of proposals relating to improvements in sulfur, dioxide control technology has now declined. However, the number of such proposals still being received indicates continuing research on both wet and dry scrubbing systems, and indicates a widespread awareness, of shortcomings of proposed control. Despite the fact that an almost unbelievable number of processes has been proposed for sulfur dioxide control, few have progressed beyond the conceptual stage, and only a limited few have been subjected to thorough pilot-scale evaluation. The most extensive pilot-scale and demonstration-scale investigations have been. devoted to the so-called throwaway processes employing limestone or lime slurry scrubbing. This work has, in turn, for the most part been on utility plant stack gases, containing from 500 to 3,000 ppm sulfur dioxide.

AT the first meeting of the Institute, a paper was read by Mr. Rothwell, calling attention to the importance of at once considering the great waste of anthracite coal under the present system of mining and preparing that fuel for market, and a committee was appointed to examine and report upon the method now in use. About the time the committee were selected, a general resumption of work, after the long strike, took place in the coal regions, and the members of the committee have not in consequence had as much leisure to devote to the study of the question as its importance de¬mands. In the present preliminary report we shall merely sketch out the plan which we propose to pursue in our investigations, so that when our fellow-members are called upon to assist us in our work by fur¬nishing statistics, etc., they may understand more clearly for what object our inquiries will be made. As one of the most practicable methods of obtaining the informa¬tion requisite for an intelligent consideration of our subject, we pro¬pose to send, from time to time, to members and others interested in the mining of anthracite coal, printed sets of questions relating to points under consideration. We would here impress upon our fellow¬-members the importance of filling up these papers as far as they can from their own knowledge. We would, of course, wish each ques¬tion to be answered as fully as possible, but we do not expect every one to answer them all. One question well answered would be of more use to us than the whole paper filled up with answers, many of

A MINING institute open to all men interested in any branch of the mining industry will be held at the Col-lege of Mines, University of Washington, Seattle, during the week beginning March 5. Prospectors, miners, mine owners, persons interested in metallurgy, investors in min-ing enterprises, and the public generally are invited to at-tend. This institute will take the place of the Winter Min-ing Session which originated at Seattle in 1897 and con-tinued for twenty-eight years. The complete new equip-ment of the Mines Laboratory will be used to give demon-strations of new machines and processes of mining, ore dressing, and metallurgy. This year the ceramic industry, including cement and branches of clay working of special Importance in the Northwest, will be included in the insti-tute. All instruction will be given by specialists. Prominent technical men and managers will give lectures on their special subjects. Among the speakers engaged are G. T. Jackson, formerly superintendent of the Alaska-Gas-tineau and the Chichagof mines, who will speak on the mining of large bodies of low-grade ore; R. F. McElvenny, superintendent of the Tacoma Smelter, on the nature of contracts that a smelter can offer to mines and prospects; M. D. Leehey, mining lawyer, on some popular errors re-garding the mining law; H. H. Townsend, on the explora-tion and purchase of prospects by operating companies; J. L. McAllen, on quartz mining in the Willow Creek dis-trict, Alaska; F. Powell, on gold dredging. In the evenings, lectures illustrated by stereopticon views and moving pic-tures will be given. The week will close with an excursion o mines and plants.

I have repeatedly said that the mechanical treatment of the metal forming a steel rail, during its manufacture, was comparatively of much greater importance than its chemical composition; and years of observation have confirmed and emphasized this fact. ' The comparison of the wear of the earlier steel rails with that of later ones, and to the great disadvantage of the latter, ia still being constantly made by railway oficials. And while some of us, with experience covering the whole history of the manufacture of steel rails, are aware of the great differences in the conditions governing their production at various periods, I do not think the engineering world generally appreciates the direct and imperative influence which these variations have had, and are having, upon the wearing-quality of the rails. In the earlier days, the steel was poured into ingots which would make but two 30-ft. rails not exceeding a weight of 60 lb. per yard—giving a mass weighing, say about 1,400 lb., and of a section of about 12 in. square. To-day the ingots are about 22 in. square, and weigh more than 4,000 lb. Of course, the interior of the larger ingots must remain hot and liquid longer than that of the smaller ones, and from this condition arises the steel-rail makers béte noire—segregation of the metalloids and piping of the steel. Ingots of the smallest section will pipe, but with the increase of the size, so will follow that of the interior cavity. This well-known tendency demands that special care should be exercised to avoid the evils arising from it.

At the annual meeting of the Institute in February, 1927, we had a comprehensive discussion of Petroleum Engineering Education. This discussion covered basic training and prerequisites, laboratories and equipment, graduate courses, availability of lecturers, geological engineering, petroleum production engineering, refinery engineering, transportation engineering and economics and management. However, there are several phases of petroleum engineering education, which many members of the Institute felt should be further discussed at this year's meeting. The first was expressed by me in a letter to those participating in the written discussion, from which I quote as follows: "We fell that the question of handling engineering graduates who enter the petroleum industry should be thoroughly discussed. "During the first five years after graduntion from college, how can these young men be best trained to be of the greatest service to the industry and at the same time do work which will be interesting and of a character which will make them feel that they are accomplishing something and making progress leading toward personal advancement?" Both the written and oral discussion would indicate three groups of opinion; first, those who advocate letting the young engineers go into the industry and take care of themselves without any supervision, direction, or guidance; second, those who advocate the taking of young engineers into the industry and letting them go through all the steps that any laborer or any other mian without a technical education would take, but with some supervision, and third, those who advocate that young cngineers should be given special training for several years after entering the industry. Of course all of these different groups are found in rnost of our industries. The Doherty training school of the Empire Gas & Fuel Co., finds its counterpart in the practice of the Gcneral Electric and Westing-house companies in the electrical industry and the Baldwin and Brooks Locomotive works in mechanical engineering.

THE following notes are presented in an endeavour to point out the disadvantages attending the use of chrome brick in reverberatory furnaces used in the treatment of materials that are too valuable to allow any great amount of metal absorption by the brick. Several years ago one of the large Eastern copper refineries decided to utilize basic material in place of siliceous material in the walls of their reverberatory furnaces for the treatment of very foul blister copper, as the latter rapidly corroded the siliceous linings. It was also expected that there would be less slag formation, with a consequent decrease in the cost of treatment and a reduction in the metal losses. Magnesite brick were first used, but while the corrosive action of the foul material was greatly reduced, and the amount of. slag formed was very much less, the magnesite proved to be unsatisfactory in certain parts of the furnace, because of its tendency to crack and span badly when subjected to the alternate heating and cooling that takes place in a reverberatory refining furnace. This made many repairs necessary, and consequent frequent interruption in the operation of the furnace, which, together with the high price of the magnesite brick, ran up the cost of maintenance to an unreasonable amount. It was, therefore, decided to substitute chronic brick for magnesite brick in the parts of the furnace affected. The results, as far as the reverberatory furnace was concerned, were very satisfactory. The corrosion due to the action of the foul blister was small and the amount of slag formed was no greater than when using magnesite, and the tendency to crack and spill shown by the magnesite was eliminated. Gradually the use of chrome brick was extended to all furnaces; those treating blister copper as well as those melting cathodes, and the results were so satin-, factory that the siliceous roofs were replaced by roofs of chrome brick except in certain places where experience showed a more satisfactory performance on the part of the silica brick.

The fusion-point of clay has usually been considered to be influenced chiefly by the quantity of fluxing impurities which the clay contained. Those clays which contain a high percentage of fluxes, such as ferric oxide, lirne, magnesia, and alkalies, fuse at a low temperature. Aside from the percentage of fluxing-impurities, the size of the grains exerts an important influence. Yet, while this fact has, no doubt, been recognized by many, practically no attempts have been made to prove it by actual experiment, although in the case of fire-clays, Prof. H. O. Hofman has rather disputed it. To illustrate the point more clearly, suppose a clay to be made up of a mixture of very refractory grains, such as kaolinite, and some fusible ones. If this clay be heated, the more easily fusible grains will melt first on the surface, and the softening under heat will gradually extend from the surface of the grain to its center. The larger, therefore, the size of the grain, the longer the time required for the heat to penetrate it. Now, if two samples of clay contain the same volume of flux, but of unequal size, the one containing the smaller-sized grains should fuse first, because the fluxing materials are more evenly and thoroughly distributed through the clay, so that they will more or less surround the refractory grains, which tend to act as a framework and hold up the clay-mass when heated. In order to demonstrate the effect of fineness of grain on the fusibility of clay, several mixtures were made up, consisting of white clay and other minerals. The white clay used was a very refractory type from Georgia, the fusion-point of which lay about cone 35 of the Seger series. The mixtures were formed into small bars 1* inches long, and set on a narrow surface, so that the ends were free to bend as soon as the mass softened. They were burned in a Seger gas-furnace.

The year 1935 was mostly quiet in West Virginia, and devoted to routine drilling in old pools and extensions. A notable exception to this general rule, however, was the further development and proving of a field of gas discovered in 1930 in the deep Oriskany sand (L. Dev.) in Kanawha County, as later discussed. No new pools of oil were found and little or no attempt was made to search for them. No new pools of gas were recorded but various extensions of old pools were made. There were no new pipe line extensions of consequence, either for oil or gas. Operating technology was much the same as in recent years, there having been some further advances in repressuring oil wells and in the use of acid for treating small wells in calcareous formations, and some change in the technique of shooting gas wells. Financially, there has been a full market for all crude oil produced and a fair market for gas. There have been occasional transfers of producing oil or gas properties, mainly between established companies. Most of the attempts made to finance mergers and new developments have failed largely because of difficulties encountered under the Federal securities act. This situation has prevented the normal turnover of properties by small operators who frequently desire to sell partly developed interests and then step out into new ventures. New Development In 1935 the State issued 569 permits for drilling and records the same number of completions. One trade journal records 533 completions and another 483. A running record kept by the writer accounts for 713 completions, with 156 oil wells, 417 gas wells and 140 dry holes (Table 3). Some of these completions may be old wells drilled to deeper sands. Some, apparently, have been drilled without legal permit. Extensions of Producing Areas Ritchie County has again led all others in new drilling, with 137 completions as compared to 74 in Calhoun and 61 in Cabell. Officers of the Institute have been entertained by, members at nine meetings in different parts of the country during the months of March and April. Institute policies have been discussed by the officers and by members present at the different meetings, with the result of bringing about a better understanding of Institute policy among the members; it has also been made clear how various suggestions are viewed by members who are not all in close touch with Institute activities and with the policy of the Board of Directors. President Jennings devoted his remarks chiefly to an account of Institute activities in connection with Government service for the war, and presented an able address on the relations of labor and capital; with special relation to possible changes that may be necessary during the reconstruction period following the war. This carries forward the suggestion made by him in taking up the reins of government at the Annual Dinner on February 20, 1918, and makes available a paper which has aroused great interest at the different meetings; this address will be found on a following page. In referring to Institute activities in connection with the war, the President mentioned especially the Naval Consulting Board, the War Committee of Technical Societies, the War Minerals Committee, and the census of engineers prepared not only by the Institute in connection with the Bureau of Mines, but also by the American Society of Civil Engineers, the American Society of Mechanical Engineers and the American Institute of Electrical Engineers. He announced also the appointment of two committees, one on ferrous and one on non-ferrous metals, advisory to the Tariff Commission, and the appointment of a member of the Committee on the Excess Profit Tax, having especially to do with the question of excess profit taxes on gold mines. He also announced the appointment of a new committee known as the Committee on Industrial Organization, which will devote its energies largely to the question of relations of capital and labor and of "human engineering."

Tube stills having demonstrated their usefulness for refining operations, the later developments in their design have been in the direction of improved thermal efficiency. The earlier designs operated with low furnace temperatures and large volumes of furnace gas because the fuel was burned with much excess air. It was quite possible to provide sufficient heating surface to lower the temperature of the flue gas to within 150" of the temperature of the inlet oil, or when inlet-oil tempera-tures were high to have the flue gas escape at 300" or 350" F. by using the heat remaining in the flue gas from the still to preheat the air supplied for combustion. But even so, the thermal efficiency was low because of the large quantity of air used for combustion. The large quantity of excess air was required to burn the fuel in the furnace at a temperature low enough to prevent overheating the furnace walls and overheating of the oil. Supplying heat to the tubes of the heating surface at a rate beyond the capabilities of the oil to absorb, except with a considerable difference between the temperature of the inside of the tube and oil passing through, would result in overheating the tubes and the oil in contact with them. For these reasons it was very necessary in the older types of tube stills to burn the fuel with large quantities of excess air, resulting in low thermal efficiency despite the low flue-gas temperature. Neglecting loss by radiation, the thermal efficiency could be improved only by burning the fuel with less excess air, but it was necessary to accomplish this without upsetting the furnace temperature conditions existing when large quantities of excess air were used. There are several methods of bringing this about, such as controlling the furnace temperature by returning a proportion of the flue gas to the furnace, or by exposing direct to the fire a heat-absorbing surface so located and proportioned that sufficient heat will be absorbed by radiation to prevent excessive furnace temperatures.

For his achievement in building the Panama Canal, Major-Gen. George W. Goethals was presented, on May 22, the John Fritz medal, the highest mark of distinction in the engineering profession. In the absence, in Europe, of Clemens Herschel, chairman of the Board of Award, Charles F. Rand presided over the meeting. Col. John J. Carty, who was chairman of the Board of Award at the time the medal was awarded to Gen. Goethals, and who ordinarily would have presented the medal, was detained in Paris by Government work, so the presentation was made by Ambrose Swasey. When calling the assembly to order, the Chairman said: This medal has been awarded by a Board representing four of the National Engineering Societies: American Institute of Mining and Metallurgical Engineers, American Society of Civil Engineers, American Society of Mechanical Engineers, and American Institute of Electrical Engineers. The medal was established in 1902, in honor of that great American engineer, John Fritz, and has never been awarded except to very distinguished men. In. 1902, the first award was made to John Fritz for scientific and industrial achievement. In 1905, to Lord Kelvin for his work in cable telegraphy and other scientific attainments. In 1906, to George Westinghouse for the invention and development of the air brake. In 1907, to Alexander Graham Bell for the invention and introduction of the telephone. In 1908, to Thomas A. Edison for the invention of the duplex and quadruplex telegraph, the phonograph, the development of a commercially practical incandescent lamp, the development of a complete system of electric lighting, including dynamos, regulating devices, underground system protective devices and meters. In 1909, to Charles T. Porter for his work in advancing the knowledge of steam engineering and in improvements in engine construction. In 1910, to Alfred Noble for notable achievements as a civil engineer. In 1911, to Sir William H. White for notable achievements in naval architecture. In 1912, to Robert W. Hunt for his contributions to the early development of the Bessemer process. In 1914, to Professor John E. Sweet for his achievements in machine design. In 1915, to Dr. James Douglas for notable achievement in mining, metallurgy, education, and industrial welfare. In 1916, to Dr. Elihu Thomson for achievement in electrical invention, in electrical engineering and industrial development, and in scientific research. In. 1917, to Dr. Henry M. Howe for his investigations in metallurgy, especially in the metallography of iron and steel. In 1918, to J. Waldo Smith for achievement as engineer in providing the City of New York with a supply of water. And now to General Goethals for achievement as the builder of the Panama Canal_

EUGENE AUSTIN STEPHENSON, better and affectionately known as "Steve," has long been an active and enthusiastic member of the Petroleum Division of the Institute. As its Secretary-Treasurer for several years, he was the spark plug that so successfully carried the Division over the trying period of the early thirties. "Steve" was born at Franklin, Mich., July 27, 1883; graduated from Adrian College in 1905, and later received his Doctor's degree from the University of Chicago where he was an instructor for two years. From 1917 to 1925 he was chief geologist for the South Penn Oil Co. and from 1925 to 1930 he was associated with Ralph Davis, Inc., of Pittsburgh, consulting engineers. In 1930 the Missouri School of Mines called him to Rolla to head a department of petroleum and natural gas engineering. and in 1938 he was invited to build up a similar department at the University of Kansas.
