THE time of the Section delegates was economized this year by providing the section reports in mimeo- graphed form, together with the reports of the officers and committees of the Institute, for their consideration on arrival. The meeting was called for Thursday forenoon and despite a certain amount of oratory managed to get through before all the luncheon was gone. In all, nine section delegates and one from the Iron and Steel Division attended and took part. One delegate, who had come many miles, got lost in the complication of the program and failed to attend. Six appointed dele- gates failed to attend and two sections neglected to make appointments.

THE period of new oil discoveries in Illinois began in February 1937, when The Pure Oil Co. found the Clay City field the forerunner of a number of limestone pools. The importance of the area was emphasized greatly in December of the same year with the discovery of excellent sand production by The Carter Oil Co. at Louden and in June, 1938, with the discovery by The Texas Co. of the Salem field producing from two sands and one lime- stone horizon. By September, 1939, new discoveries in Illinois were estimated to have added, under prevailing production practices, some 500,000,000 barrels to the crude oil reserves of the United States and to have produced to that date some 63,000,000 barrels with daily production passing the 300,000-barrel mark by Sept. 1.

DURING the first years of operation of the titanium and iron mine of the National Lead Co. at Tahawus, New York, efforts to increase production were hampered by the increased load put on the facilities for sharpening churn-drill bits. The ore and rock are extremely hard and abrasive and it was necessary to sharpen and harden a large number of bits per day to keep the churn drills supplied. Efforts to increase the capacity of the bit shop by a two-shift operation were not wholly successful in that it was hard to train men to do a satisfactory job of sharpening and tempering the bits. The number of bits that were improperly tempered increased, thus boosting the daily requirements for bits at the drills and increasing the load on the bit-sharpening facilities.

Four magnetic fleld balances and several spare magnetic systems were purchased by the Brazilian National Department of Mineral Production from the Askania Werke A. G., of Berlin, in 1932. Preliminary field tests on this new equipment showed one of the vertical component magnetic systems to be defective. A series of measurements designed to investigate the functioning of these instruments, and particularly the defective system, showed it to have an abnormally low magnetic moment, as compared to the satisfactory systems, and a high-temperature correction that was opposite in sign to that which would be expected for a noncompensated magnetic system. Since these systems were of the "temperature compensated" type, this condition indicated an accidental overcompensation. Attempts to correct for this overcompensation by readjustment of the compensating masses on the aluminum and Invar spindles failed because the distance by which the position of the masses could be shifted was insufficient. The temperature effect was reduced by this readjustment but was not entirely eliminated, as was to be desired. Theoretical deductions indicated that the defective condition of the system could be explained as due to three possible causes: (1) considerable loss of magnetic moment of the system; (2) increase in the magnetic temperature coefficient of the laminas; (3) dislocation of the component parts of the system caused by a shock experienced after it left the factory and before it was tested in Brazil. Later information received from the factory after examination of the returned system indicated that the third cause probably played the most important role. Temperature calibrations of the defective system for various positions of the counterweights brought out an important point, which it is believed

During 1931 Peru maintained its position as the ninth oil-producing country of the world, with an output somewhat greater than that of Trinidad and Argentina, and considerably less than for Colombia and Mexico. Outside of the three old producing fields, there was little or no activity of importance; no new areas were brought in and no extensive wildcat drilling was done. On the other hand, the old fields continued to produce at a rate only slightly below normal and such restriction as existed may be attributed to market and not to field conditions. Political disturbances during the spring led to several strikes in the field, causing temporary suspension of activities there. However, such troubles were of short duration and no permanent loss of production was sustained. The production in barrels during the past three years for the three coastal fields of Peru has been as follows: The oil industry in Peru is relatively old; 29 wells were drilled in the Negritos area between 1888 and 1898. Prior to 1900 the production was relatively insignificant but from 1900 until 1929, it has slowly but steadily increased to a maximum annual production of over 13,000,000 bbl. The potential production of the fields since 1939 has exceeded the production of those years; the actual production has been controlled by market conditions. The production of the property of the International Petroleum CO. since 1900 has been just over 100,000,000 bbl. The production from the Peruvian fields will doubtless remain for some years at approximately the same level as during the past few years.

National Society of Professional Engineers has thrown its full sup- port behind pending legislation to appropriate $500 million for national conversion efforts that would provide employment opportunities for engineers, scientists, and technicians who are currently unemployed because of the decline in defense and aerospace programs. Known as the Davis-Giaimo bill, the proposed legislation would raise total Federal investment in science and technology to an adequate annual spending level and keep it proportionally equal to the growth in the GNP. If passed, the bill would increase and maintain Federal obligations for civilian-oriented research and development activities to a parity level with similar obligations for defense research development. U. S. Bureau of Mines has cataloged and placed on open file an inventory of U.S. coal deposits which can be economically strip mined at today's production costs. The costs include charges for reclaiming the mined land as required by 21 states. The report claims that some 46 billion tons of bituminous coal and lignite can be strip mined under present economic conditions, and that 32 billion tons of the total is classified as having less than 1% S. The report reviews strippable coal deposits by state, by county, by coal seam, by coal-seam thickness and by sulfur content. The report also gives an up-to-date summary of state laws on surface mine reclamation. Open-file copies of "Strippable Reserves of Bituminous Coal and Lignite in the U.S." may be consulted in Washington, D.C., at the Department of the Interior library and at U.S. Bureau of Mines offices in Pittsburgh, Denver, San Francisco. Discussion of the paper of HENRY M. HONE and ARTHUR G. LEVY, presented at the New York meeting, February, 1915, and printed in Bulletin No. 99, March, 1915, pp. 587 to 600. J. E. STEAD, Middlesbrough, England (communication to the Secretary*).-As I have not personally studied the question of quenched and distorted manganese steels I cannot give any information of my own on the subject. The question as to whether certain indications in strained manganese steel are "slip bands" or "twins" might be settled, I think, by heat tinting-a method I have applied with success to certain meteorites and other alpha irons in which there were undoubted twins. After polishing and very slightly etching with picric acid in alcohol, and then "heat tinting," the colors assumed by the twinned strata and the adjoining metal are different. The reason of this, as I have proved repeatedly, is that different faces of the iron crystals are differently attacked by oxidizing and other reagents, and consequently some of the faces take temper oxidation tints more rapidly than others. This simple method enables one to determine with certainty whether the "twins" are actually, twins and differently oriented from the bed in which they are found. After correspondence with Dr. Howe, I think we both agree that Neumann lines should not be called "lines" but "bands" or "strata," preferably the latter term, as I have found that they are more or less continuous throughout the crystals, and it would be just as improper to call the edges of cementite plate by the term "lines" as to call stratified twins by the same term.

In a recent note, Meleka and Hiarris1 have reported that the application of a constant strain rate Ad a superimposed cyclic stress to 99.99 pct polycrystal-line zinc at room temperature produced some marked effects in the resultant behavior. In their work, one end of the specimen was pulled in tension at a constant strain rate while the other end was subjected to a sinusoidally varying load (20 cps) of constant amplitude. For the slower strain rates and the larger superimposed cyclic loads, it was observed that the specimen could withstand strains prior to failure more than 100 pct greater than the fracture strains obtainable in simple unidirectional straining. This ductility effect was interpreted as being due to a cyclic stress enhanced thermal recovery process. It is the purpose of the present note to describe some related effects in 99.99 pct polycrystalline cadmium. Specimens were loaded in repeated tension at room temperature with a stress of sufficient magnitude to cause failure in about 1000 cycles and the accumulated strain was measured as a function of cycles and time. In addition, some specimens were subjected to a steady creep stress equal in magnitude to the peak value of the cyclic tensile stress. The resultant strain-cycle and strain-time curves for both types of test are shown in Fig. 1. It should be noted that the static creep specimen failed in about one third the time required to produce a cyclic failure but in the cyclic test the specimen was able to withstand a uniform strain before necking more than 50 pct greater than that possible

MATTERS pertaining to mine ventilation were, taken up at the annual meeting Wednesday morning with E. A. Holbrook in the chair. In the absence' of its author, G. E. McElroy, the first paper, entitled "Economic Size. of Metal Mine %Airways," was read by title by the chairman. The second paper, "Intermittent Mine Ventilation," by Oscar A. Glaeser, was 'abstracted by Dan Harrington. It related to metal-mining practice, being inapplicable to coal mining, of course. B. F. Tillson asked how the ,quantity of air was measured and con- trolled in the different splits and Mr. Harrington stated that an anemometer presumably was used and that split- ting was controlled by adjusting the steel doors to the desired position by means of screws. George 'S. Rice asked if the fan were underground, and Mr. Harrington replied that it was. Although he had at, one time recommended that it be placed' on the surface, certain factors led the management to keep it underground, a. location that has several advantages in this particular case.

Allan Gibb, Queensland, Australia (communication to the Secretary*):—It is gratifying that Mr. Edward Keller,' who has clone so much work elucidating the principles of copper-metnllurgy, should have subjected only that portion of our investigation relating to magnetic iron oxide to anything like adverse criticism. Situated as we were on a rnining-camp, it was impossible to undertake work that would cover all the intricate possibilities connected with the materials commonly classed as matte. We therefore began the investigation on matte produced from ores that contained no other components than the sulphides of copper and iron that would be likely to enter into the composition of matte. We were, accordingly, free from ally possibility of magnetic iron oxide entering the matte, unless it were formed in the operation itself. The work done on this subject was incomplete, and the results thereof recorded as giving only negative evidence as to the absence of magnetic iron oxide. It would have been better to have left the matter open, as " not proven." The trend of the investigation was to account for the insufficiency of sulphur in matte to satisfy the requirements of ferrous and cuprous sulphides. So far as our deductions are correct, it was unnecessary to consider the (in our samples) somewhat doubtful constituent, magnetic iron oxide. The mattes that mere investigated were among those mentioned by Mr. Keller, " which scarcely show ally magnetic property." The samples showed no such property. There was no unaccountable variation in the specific gravity, which only varied, as would be expected, with the proportion of ferrous sulphide. I have had experience in smelting ores of which the gangue was a siliceous magnetite, both in blast- and rever-beratory furuace. The mattes so produced contained magnetic

SINCE boyhood I have had a keen interest in mining engineering. To see the prospector with his pack outfit and his pan, followed by the assayer and the trained engineer, has always had -something of the lure of romance for me. It is appropriate that the American Institute of Mining and Metallurgical Engineers should hold a general meeting in California, since this State has long been a home of mining engineering. Here, after the early open methods of mining, it has been necessary for the universities to train men in geology and mining, so that the earth could be penetrated and the rich ledges opened. In the eighty years in which the mines of California have been offering experience to the miners of the world, we have seen mining engineering evolve from a comparatively simple art, covered largely by rule of thumb, into a complex group of specialties, each utilizing the very latest discoveries in the various fields of physical sciences. Mining, too, has become a great business requiring large financial support and the most careful handling. Those mining engineers who have applied new processes in special fields have thus been able to give a wide-flung range to their activities in all parts of the world. The hand of nature in distributing minerals over the surface of the earth has compelled the mining engineer to become a modern pioneer, facing the heat of the tropics as well as the frozen regions of the north. There has been a marked cosmopolitan aspect to mining engineering, since the engineer had to go wherever the prospector discovered favorable leads. This has meant dealing with the harshest of conditions, the handling of labor of all sorts, the control of sanitary conditions, and relations to all forms of transportation. Naturally this has called on some of the very best minds in all countries to unlock the stores of hidden wealth. To make them available for civilization has been the job of the mining engineer.

Flag Day Celebrations Develop Practical Patriotism Among the hundreds of industries which celebrated Flag Day on June 14, were a number of mines, and a report- from the United States Smelting, Refining and Mining Co. tells how the programs were carried out at Mammoth and Chrome. In the first place, Flag Day was not observed by knocking off work, but by short exercises, after which work was resumed with re-doubled energy. In this crisis, that method of showing devotion to the flag and country might be termed "practical patriotism." In other words, it could be expressed as "Hats off to the flag and sleeves up for it." Harry Hunt, first-aid man at the Mammoth mine, reports that the flag raising was marked by the spirit of high enthusiasm, which included every man, woman and child belonging to the camp. "The miners in their working clothes, still wearing their carbide lamps on their caps, with faces covered with dirt, just as they came from the mine, and the ladies and children with their bits of bright color, made a picture worthy of the brush of a master painter. The program rendered was that arranged by the National Bureau of Education." First came a bugle call, "To the Colors," given by Assistant Superintendent C. W. Plumb. Then Foreman Carpenter W. R. (Bill) Young, raised the stars and stripes to the peak, and as the banner unfurled to the breeze, all heads were bared, and the salute was given by the workers, whose toil at home is strengthening our army in France. Then the miners joined in the singing of the "Star Spangled Banner," and repeated the "Pledge of Allegiance," and the "American's Creed." Shift-boss W. J. Phinazee then addressed his fellow workers, telling them how the flag stands for their protection and that of their loved ones, and how it should be loved and respected, not only by the native born, but by all who live here under its protection. Those of alien birth, who have come here because of the greater opportunities offered in America, owe a special honor to the stars and stripes, and the point was made that these men from other lands should not love their old home less, but their adopted country more. The majority of those present were foreigners, and their hearty applause showed that they appreciated the point made by their shift-boss, who, because of his position, was able to address them as man to man.

THE session on milling methods on Monday afternoon.* with G. H. Clevenger, chairman of the Mining Methods Committee presiding, was well attended. However, none of the authors of the papers presented were present except Messrs. Taggart and Ince. The paper on "Elements of Operations of the Pneu¬matic Table," by Messrs. Taggart and. Lechmere-Oertel, was presented by Professor Taggart as was the paper on "Calculations in Ore Dressing," by Luyken and Bierbrauer, due to the absence of the authors.

FOR constructive research in copper and brass and other non-ferrous metals and their alloys, and his contributions to the establishment of the present accepted high standards of quality William H. Bassett, technical superintendent and metallurgist of the American Brass Co., has been awarded the James Douglas Gold Medal for 1925. Mr. Bassett was born in New Bedford, Mass., on March 7, 1868, and was graduated in chemistry at the - Massachusetts Institute of Technology in 1891. In the same year he went to Pope's Island Manufacturing Co., at New Bedford, as chemist where he remained until 1895, where he became a teacher in chemistry at the Swain Free School, which position he retained until 1900. He then became chemist for the New Jersey Zinc Co., at Newark N. J., and in 1902 went to the Coe Brass branch at Torrington, Conn., as Chemist. In 1903 he became chief chemist and metallurgist and since 1912 has been technical superintendent and metallurgist of the American Brass Co., with head- quarters at Waterbury, Conn.

GEOPHYSICAL methods have been more extensively applied to prospecting for oil during 1936 than at any previous time. Their use has been extended to include al- most every oil and gas producing area in the United States. More than ten magnetometer parties, more than nine gravimeter parties, more than five electrical surveying crews, more than fifty torsion balance parties, more than two hundred seismic reflection parties, and several refraction parties were- operating in the United States throughout the year. MAGNETITE mining and milling in the Eastern States in 1939 showed considerable improvement over 1938. For the first eight months of the year production of magnetite proceeded at a normal rate but operations were stepped up in the last four months owing to increased domestic demand. In New York, the Republic Steel Corp. operated the Witherbee-Sherman mines at Mineville throughout the year. Chateaugay Ore and Iron Co. operated their low-phosphorus mine at Lyon Mountain for the first seven months, but on Aug. 1, Republic Steel took over this mine -and have since operated it. In Pennsylvania, the Bethlehem Steel Co, operated the Cornwall mine continuously. In New Jersey, Mt. Hops and Scrub Oak were in operation all year. The Washington mine went into production on Nov. 1 and the Richard mine on Dec. 1.

I carat = 4 carat-grains] The assayer's weights were miniature copies of the legal weights of his locality, intended, like the modern assay ton, to eliminate calculation. Each assayer made his own, not usually bothering about a given proportion between the true weights and the assay set, but maintaining the correct ratio between all the weights in any one set. The weights were quite small, to permit the use of less sample, but the exact size is nowhere stated in the Probierbüchlein. Even the legal pound varied considerably from place to place, depending on locality, and assayers would use different factors depending on the sensitivity of their balances, among other things. Agricola makes the assay centner equal to one actual drachma, by which term he means the German quintlein, or 1/12,800 of the full weight of the 100-pound centner. Schreittmann says that the 100-pound centner on the assay scale should be less than half a quintlein, i.e., the factor should be at least 25,600. Biringuccio says the assay centner might
